LETTER FROM THE EDITOR • OUR 1421ST ISSUE 05.19.2016 If you have not read Tom Charlier’s marvelous piece of historical journalism, “The CA at 175: Reporting Our Own Story,” do yourself a favor and get a copy of last Sunday’s paper, or read it online. It’s an unflinching look at the CA’s history — the good, the bad, and the ugly — and it’s a must-read for anyone who cares about this city.

I say that because the paper has been, for most of its existence, a pretty direct reflection of the attitudes and mores of the citizens of Memphis — its leaders and its common folks — at least, those who were white.

The Commercial Appeal reported on many horrific racial incidents in its first 80 years — lynchings, burnings, race “riots.” The reporting was done from the perspective of those doing — or viewing — the dirty work. “Negroes” were seen as subhuman creatures who got what they deserved, and the sickening details of such incidents were laid out dispassionately, as though the writer were reporting on a baseball game. That casual and brutal racism was the prevailing attitude of the white populace at the time, and, perhaps understandably, it’s reflected in the tone of the CA’s coverage.

Things took a turn for the better in the 1920s, when the CA courageously took on the Ku Klux Klan, exposing its activities with a series of stories and lampooning the group with editorial cartoons by J.P. Alley. The paper won a Pulitzer Prize for its efforts.

But, as Charlier reports, by the 1960s, the CA was back in the pocket of the old racist South, especially during its coverage of the sanitation workers strike and the subsequent assassination of Dr. Martin Luther King. The CA’s daily cartoon, “Hambone’s Meditations,” which featured a “philosophical Southern darkey,” was another indication that the racial attitude of the paper’s leadership was still less than enlightened, even as social and racial unrest was sweeping the nation.

There’s much more to Charlier’s long and winding saga than a chronicling of the city’s race relations. The CA has done a lot of good for the community, and, as is made obvious with several examples, its stellar reporting through the years — investigative and otherwise — helped shape and define what Memphis is today.

One of the most remarkable aspects of the “The CA at 175” is the fearless unveiling of the distressing decline in print circulation that has befallen the CA, and daily newspapers in general. Charlier writes: “From its peak of more than 300,000 Sunday subscribers and 225,000 weekday readers in the early 1980s, the paper’s circulation has fallen to nearly 105,000 on Sunday and 69,000 daily.” That’s a depressing set of numbers.

He is quick to point out that the CA, via its website and print edition, is actually reaching more readers than ever before, N E WS & O P I N I O N including almost a million visitors a month LETTERS - 4 online. Three local agencies that house the homeless are scrambling to determine how to continue housing men, women, and children after the U.S. Department of Housing and Urban Development (HUD) cut funding for transitional housing programs across the country.

The Salvation Army’s Renewal Place, the YWCA’s Memphis Family Shelter, and the Cocaine Alcohol Awareness Program’s (CAAP) temporary men’s shelter were denied HUD’s Continuum of Care (CoC) program funds earlier this month due to a federal policy shift in favoring permanent supportive housing over transitional housing.

Renewal Place offers temporary housing to women with drug and alcohol programs, and it allows them to keep their children with them.

The National Alliance to End Homelessness has called this year’s HUD Continuum of Care funding process “the most competitive funding process since the CoC was first created.” And while three local transitional programs did lose funding, the city still received $6.7 million from HUD to renew 25 other programs (mostly permanent supportive housing) and to create two new permanent housing programs. One of those is Catholic Charities of West Tennessee Genesis House, and the other is through Door of Hope.

But the new funds don’t offer much solace to those trying to keep the doors open on the three programs that faced cuts. Barbara Tillery, the director of social services at the Salvation Army, said the $290,000 that HUD cut was Renewal Place’s sole source of funding. Renewal Place can house up to 15 women and 30 children.

“We lost all the funding, so we’re going to have to find other ways to raise money. Closing the doors is just not an option for these families,” Tillery said.

“This is the only program in the city for women who are seeking treatment for drugs and alcohol that allows them to bring their children with them.”

The YWCA Memphis Family Shelter houses 16 families — women and children — but they don’t have to have substance abuse programs to qualify.

YWCA Executive Director Jackie Williams said the $198,000 cut by HUD ran out at the end of April, and she’s unsure what the agency will do.

“Our families are still in there, and we’re not sure what to do. But it’s a critical need, and we’re asking for volunteers who want to come in and coordinate something with us,” Williams said.

Albert Richardson, executive director of CAAP, couldn’t be reached by press time.

Bradshaw said the Community Alliance will be working with the programs that were cut from HUD’s budget to help them determine how to move forward.

“We’re very sad to lose programs, but we’re going to do all we can to try and help them keep those programs, whether that means changing them or reworking them,” Bradshaw said.

And while she said she regrets the loss of funding for those programs, Bradshaw said the new funding for permanent supportive housing may fill in some of the gaps. Genesis House will add 65 new permanent units, and Door of Hope is adding 25 units, thanks to the HUD CoC funds.

Said Bradshaw: “We have these new units, and we should be able to house more people.”

Refuge app provides safe restroom access for transgender community.

As the U.S. battles over transgender rights, one smartphone app is making it easier for transgender people to access safe, public restrooms.

Refuge Restrooms — an app that indexes and maps inclusive bathrooms across the county for transgender, intersex, and gender-nonconforming individuals — has identified only six trans-friendly restrooms in Memphis. It lists two at the University of Memphis, one at Otherlands Coffee Shop, and three at Starbucks.

Refuge’s initial 45,000 nationwide entries were borrowed from a now-defunct database named Safe2Pee. When the Safe2Pee app became inoperative, California resident Teagan Widmer founded the Refuge app out of personal necessity.

“I started publicly identifying as transgender [in 2010] while I was in graduate school in Richmond, Virginia,” Widmer, 27, said. “I found myself scared for my safety a lot and didn’t have the confidence I have now.”

In North Carolina, Refuge users have dropped pins at about 400 secure restrooms since Governor Pat McCrory signed House Bill 2 — nicknamed the “bathroom bill” — into law. The new law requires transgender people to use public restrooms that correspond with their sex at birth.

A similar bill failed to pass last month in Tennessee.

The bathroom debate has sparked a national conversation about trans rights, and last week, it led President Barack Obama to issue a directive that public schools across the country should adopt trans-friendly

bathroom policies or risk losing federal education funding. Governor Bill Haslam has expressed disagreement with Obama’s directive.

Anti-trans legislation, such as the North Carolina bill, passes when there’s pervasive misinformation, says assistant University of Memphis journalism professor Robert Byrd, who researches gender in the media.

“For decades, the only transgender representations people have been exposed to are the images on television and film, which were generally of sick or deviant people with a propensity for crime and violence or just the butt of a joke,” Byrd says. “It’s easy for some to believe the argument that transgender people in bathrooms that correspond to their expressed gender poses a threat to children because the narrative we see in popular culture supports that notion. This lack of knowledge helps fuel the fire of the bathroom bills.”

Lisa Michaels Hancock, a transgender woman living in Memphis, says public restrooms should be genderneutral.

“I am a 6-foot-3 amazon that looks butch,” Hancock said. “On more than one occasion, I have been told I’m in the wrong restroom. My reply is ‘I have a vagina,’ which shouldn’t matter, but it usually shuts them up. I tell my girlfriends in advance that I won’t carry on conversations in restrooms because some women get thrown off by my voice, which isn’t very feminine.”

The problems Tennessee transgender people face extend beyond the bathroom. A court-ordered name change and letter certifying reassignment surgery must be presented with an application to change name or gender on any Tennessee identification. Tennessee also prohibits changing an individual’s sex on their birth certificate.

Since one in five transgender people experience homelessness, according to the National Healthcare for the Homeless Council, Widmer says she would like to eventually see Refuge serve as a housing resource for the transgender community.

Her app meets the needs of people who Widmer didn’t consider, too, which she was pleased to learn.

“One woman wrote me and explained that her adult son has severe Downs syndrome, and she uses Refuge to find gender-neutral restrooms that are single stall where she can accompany her son to assist him,” Widmer said.

“It’s really easy to get caught up in the fight of it all, but ultimately for me, it’s about the people who are being affected. My only goal is to make their lives easier, and I think Refuge does that.”

but now Bikesmith has a home base.

Bikesmith isn’t your average bike repair shop though — there’s a bar inside serving locally brewed craft beer, so customers can hang out and have beers while their bike gets repaired.

On days when the pump track is open, parents can knock back a couple beers on Bikesmith’s patio while their child plays on the track. No drinking is allowed on the track though.

“If you’re drinking, you’re watching,” Steffen said.

The track is open to all ages and all levels, but Steffen said it will likely be especially appealing to kids.

“Parents can feel comfortable with their kids here because it’s fenced in, so they can’t wander off and there’s no traffic,” Steffen said. “Even for adults on mountain bikes, they can feel safe from traffic while they build up their skills to get out on the street.”

Riders will need to bring their own bikes. Bikesmith

won’t be renting bikes — at least for now — but Steffen said they do have a few pump bikes for sale at the shop.

The track won’t be open every day since having it open requires having an employee outside “acting as sheriff.”

But it will be open on Tuesday nights from 5:30 to 7:30 p.m. and on Saturdays from 11 a.m. to 5 p.m. The cost is $5 for Tuesdays and $10 to ride all day on Saturdays.

Helmets are required, and users must sign a waiver before getting on the track.

Steffen said he hopes the pump track will inspire others across the city to build tracks. Currently, there’s the BMX track at Shelby Farms and some trails and jumps at Stanky Creek, but Steffen would like to see more pump tracks, which tend to be more inclusive for riders of all skill levels.

“We’ve talked with pump track owners in other cities, and they say when one pops up, a trend starts and more pop up,” Steffen said.

Right outside his bike shop’s back window is a new bicycle pump track, and Steffen admits that all he wants to do right now is ride it: “I’d never ridden a pump track before this one, and it’s fun. I want to keep coming out on it. It might be tough working right next it.”

Chances are lots of Memphis cyclists haven’t ridden a pump track because, until Bikesmith opened their track behind the shop at 509 N. Hollywood, there wasn’t one in the city.

A pump track is a small, looping trail system of dirt berms and mounds intended for mountain bikes, BMX bikes, or other cycles designed for rugged terrain.

Bikesmith’s 4,500-square-foot track features three 90-degree turns and three 180-degree turns built from packed dirt.

“It’s called a pump track because you’re not meant to pedal the whole time. Once you get going, you can get momentum as you pump the bike with your body,” Steffen said.

Steffen opened Bikesmith in a converted automotive garage in the Broad Avenue Arts District last fall after first launching the business as a mobile bike repair popup in spring 2014. The mobile business is still operational,

You let your mind shut down, your body take over, and go with it. Sometimes you can go a whole race like that. Other times you start the swim and you’re in the flow, something happens, and you fall out of it.

Gotta find that spot again. It can be in and out.

What’s your diet during training?

I eat as fresh and natural as possible. I don’t eat a lot of meat anymore. I limit my grains; I don’t eat any pasta. Basically my only carbs other than vegetables is white rice occasionally. I’m lucky that I have a husband who loves to cook, and he cooks that way. That makes it easier. [Kirsten’s husband, Jeff, also makes a decent Elvis impersonator, as pictured here.]

[On race day], I use a product called UCAN, a super-starch. It helps me avoid blood-sugar spikes and bonking. I get up, have a couple of boiled eggs, a little bit of rice, a banana with almond butter, and I drink a UCAN with protein in it. Even in a marathon, I don’t have to eat anything after that. Now, recovery is paramount afterwards. I’ll have a salad with boiled eggs and another UCAN Kirsten Sass after I finish.

Tell us about the Millington course.

What’s the most challenging stretch?

I love that course. The most challenging stretch is the run; it can be pretty hot. You’ll know if you pushed it too hard on the bike.

The best part of that course is the finishline stretch, running across that levee. It’s pretty cool.

Do you have a favorite memory from the Memphis in May triathlon?

I went to the University of Western Ontario, and that’s where I first got into triathlons. For years and years, I had a group of friends who would come down from Canada for the race. Those are my best memories. The first thing we’d set up was our transition area for after the race.

We’d set up our blankets and chairs so we could enjoy the food and music. The guys would have Elvis chop competitions; see who could grow the biggest chops.

How about the most challenging?

Swimming is my challenge point, the [leg where] I feel I have the most improvement to make. I’m still working on that. The most painful part is the mental aspect, even more than the physical. Being able to push through those barriers. You can actually go faster if you can get through that mind block. It’s the fourth aspect of a triathlon. When you train for individual parts [of a race], you know what you’re capable of doing. But there’s something during a race, when your mind is constantly telling you to slow down, or it’s hurting. To a certain extent, you have to know when that’s true and when it’s just your mind telling you that . . . that you can push through and reach your true potential. A lot of us limit ourselves because we back off when we have the potential to do more.

irsten Sass knows triathlons. The 37-year-old mother of two will compete in this Sunday’s Memphis in May Triathlon as the defending women’s champion, having completed the Millington course — a 1.5-kilometer swim, 40K bike ride, and 10K run — in 2:02:18 a year ago. The victory was her sixth in the event since finishing last in her age group in 1999 (the first time she competed). In 2009, Sass completed the triathlon while four-months pregnant with her first child. She was twice named Women’s Triathlete of the Year by USA Triathlon (2013 and 2015).

Having completed more than 100 triathlons, Sass has more than a little insight about the endeavor. The McKenzie, Tennessee, native shared some thoughts on what invigorates a modern triathlete.

Even as the nation’s two major political parties, on the eve of their quadrennial confrontation, each struggle on a national scale with the task of redefinition, so do the same two parties in Tennessee.

In the nation at large, Democrats are still (technically) in the act of choosing between two would-be exemplars — one, Hillary Clinton, a seasoned and well-known figure touting the values of diversity and equal opportunity; the other, Bernie Sanders, a self-defined Democratic socialist focusing on the need for a “political revolution” to moderate the economic inequalities of a system rigged to benefit the wealthy.

Here and there, the differences between those two candidates (who, it should be said, have much in common) is seen clearly. In that sense, the Democrats are lucky. The Republicans have, in the course of primary races that were both numerous and confusing, found their choice readymade — in Donald J. Trump, a wildly successful Manhattan real estate billionaire and a man whose views and attitudes toward most policy matters are, for better or for worse, vague and ever-fluctuating, clearly subordinate to the dictates of an undeniably unique personality.

The two state parties have, both within the last week, just concluded their annual banquets in Tennessee, events which are meant to define them to their respective constituencies. Paradoxically, each of the Tennessee parties veered in a rhetorical direction counter to that of the national parties they represent.

The Democrats held their annual Jackson Day Dinner in Nashville, Saturday before last, and their keynoter, the wellknown consultant James Carville, made no mystery about who was likely to emerge

from the ongoing Clinton-Sanders contest.

Recounting for the party faithful at the state capital’s impressive new Music City Center a public encounter he had just had with a GOP opposite number of sorts, Karl Rove, Carville related how he teased Rove with the statement, “I believe the presumptive nominee of the Democratic Party has the experience, the temperament, and the judgment to be president of the United States from Day One” (clearly a description of former First Lady, Senator, and Secretary of State Clinton) and followed that up with a challenge: “Karl, tell us about the Republican nominee.” In Carville’s telling, anyhow, Rove could not respond in kind, but merely sputtered out the familiar attack phrases which Republicans habitually aim at candidate Clinton — FBI investigation, emails, Benghazi, etc.

The Republicans had gotten themselves “stuck” with Trump, a political anomaly, as a direct consequence of their having misled their basic constituency for a generation, Carville said, mentioning such notions as that President Obama was born in Kenya, that the planet Earth dated back only 5,000 years, that there was no such thing as global warming, that there had been weapons of mass destruction in Iraq, and that giving millionaires tax cuts would balance the budget.

“When people rise up and start believing all this nuttiness, why are you surprised? Let them believe whatever they want to. And anything Trump says, they believe it because they’ve been conditioned to believe it.”

Carville proclaimed that “our diversity is our strength.” He expressed pride that “my party nominated the first AfricanAmerican candidate for president and will nominate the first woman.” He followed that with another dig at the GOP: “And no, you don’t get credit for Sarah Palin. Sorry.”

Carville’s de facto celebration of Clinton, his party’s still unchosen but likely nominee, contrasted with the Tennessee Republicans’ mum’s-the-word approach, at their annual Statesman’s Dinner at the selfsame Music City Center, this past Friday, toward Trump, a candidate whose nomination is virtually signed, sealed, and delivered already.

Tellingly, in view of Carville’s apotheosis of Clinton, the Republicans’ choice of a keynoter was another woman, Governor Nikki Haley of South Carolina, an unmistakably conservative officeholder but one who, in her own way, as the daughter of Indian immigrants, also stands for diversity, and who, in the past year, has made headlines by a) removing the Confederate flag from its former place of honor at her state Capitol building, and b) refusing, so far, to endorse Trump.

And, though he was the elephant in that room as in the nation’s media, Trump was roundly ignored in the evening’s rhetoric.

The late U.S. Senator Fred Thompson was honored with due praise, as were the two living GOP Senators, Lamar Alexander and Bob Corker, as was Governor Bill Haslam and the retiring

Award, to a couple who had distinguished themselves by fighting hard on behalf of Insure Tennessee, a Medicaid expansion plan proposed by Republican Governor Haslam but so far rejected by his party mates in the General Assembly.

For all their different directions — the Tennessee GOP still hewing to its historic distrust of social programs and ameliorist government in general, their Democratic counterparts continuing to see themselves as tribunes of the powerless — there are points of contact in the political middle. If the GOP members of the Tennessee General Assembly should, post-presidential-election, see fit finally

to humor Haslam on the health-care matter, it will be through the medium of a task force appointed by Republican House Speaker Beth Harwell, whose power moves will doubtless fill some of the vacuum left by Ramsey’s departure.

Harwell, who is rumored to have gubernatorial ambitions, may, in fact, become the face of the Tennessee Republican Party in much the way that Tennessee Democratic Party chair Mary Mancini (whose GOP opposite number is Ryan Haynes, a male genotype) has become that of her party.

The Tennessee GOP boasts a fair number of women in office, although,

truth is, it is miles behind the Tennessee Democratic Party in forms of diversity having to do with race, ethnicity, and sexual orientation. Still, there is a political middle, and, with any luck at all, it may get filled up at some point in the respective reconstructions just now beginning to occur in the two major political parties.

There are signs of changes in both, locally as well as nationally. The GOP’s dominant business-minded faction is under challenge from the very uprooted populists it has seduced away from the Democrats, while the Clinton/Sanders yinyang will play out for years — a difficult wrangle but, in the end, a necessary one.

Lieutenant Governor Ron Ramsey, and as were numerous exemplars of the party’s legislative super-majority and command of the state’s congressional delegation.

Though he surely had support here and there in the room, Trump remained at best an X factor, an unknown on the other side of whom, chronologically, were such future-tense bench hopes as Haley.

Though she did not refer to the fact, keynoter Haley was the avowed target, outside the arena, of protesters, garbed in Confederate gray and waving rebel battle flags to demonstrate their outrage at her apostasy. The Republican brass inside surely had to be pleased by this semiotic hint that — on this matter, anyhow — they were on the right side of history.

Whatever its fate in the nation at large (“We’re looking at a 162-year-old political party literally cracking up right in front of us,” Carville said), the GOP seems destined to remain the ruling force in Tennessee for some time to come, though the Democrats had scored a coup of sorts by giving one of their major honors, the Anne Dallas Dudley Political Courage

The study, hinted at and excerpted from by zoo spokespersons on earlier occasions, was made public last Friday (the 13th).

Whether the legendary symbology of that date comes into play is as yet unknown.

What is fairly certain, however, is that the study will not resolve the ongoing dispute between adherents of the Overton Park Greensward, on one hand, and members of the zoo establishment on the other.

The source of that dispute, which has mostly to do with allowing zoo visitors to park their cars on the Greensward, is no secret. It involves the age-old dichotomy between quality-of-life issues and the economic bottom line.

On the latter side of the divide are the city’s business elite and the Memphis City Council majority that is responsible for a controversial March vote that gave the zoo control over the Greensward.

On the former side of the divide is the environmentalist community and what would appear, from the volume of protests, to be a sizeable hunk of local citizenry determined to keep the Greensward as parkland.

The best things in life are free, would say the Greensward defenders. Yes, but there’s the rub; they bring in no revenue, the zoo partisans might counter, employing the newly released impact study to buttress their case. The study goes into considerable detail, but its thrust is that the million or so people who visit the zoo annually result in quantifiable advantages for the local community: $83 million in goods and services, $32 million in salaries, wages, and benefits for the 879 zoo employees, and nearly $5 million in state and local taxes.

No sooner had the document bearing these stats landed in public territory, however, than a group calling itself Physicians for Urban Parks issued a counter-claim, signed by an impressive number of local medical people, charging that the study lacks raw data to support its claims, was carried out unprofessionally, and amounts to little more than a “promotional device” whose figures “have been used again and again to justify the Memphis Zoo being given rights to Overton Park.”

The doctors’ letter singles out one specific flaw, a claim in a portion of the economic impact study regarding visitor expenditures alleging “that $364 is spent per party, per visit, on transportation.”

Challenging that assertion, the letter cites the 2013 Tennessee visitor profile, “which the zoo publication uses as a data source” and which states that 94 percent of visitors come to Tennessee by automobile. “[T] herefore, that figure must apply almost entirely to gas stations. Using a price of $3.60 per gallon for regular unleaded and a 20-gallon gas tank, the publication contends that the average zoo visitor fills up the gas tank in Memphis five (5) times over a 2.16-day period. Obviously, the numbers are radically inflated, or simply wrong.”

We are in no position to adjudicate this difference of opinion, other than to recall the old adage that anybody can use statistics to prove anything, and to conclude the obvious: That the zoo’s release of its report will not close the argument, and it remains to be seen whether the citysponsored on-again, off-again mediation talks will manage to do so.

Gibbons’ Return Let’s be cautious about the Crime Commission’s numbers and concerned about the future of community policing. of law enforcement, like mental health treatment access and job training. These are absolutely necessary tools, but there’s little talk of funding sources.

At the same time, the plan pushes for harsher sentences and mandatory minimums, which have been repeatedly shown to disproportionately impact racial minorities and the poor, at a time when such strategies are falling out of favor, to say the least.

There’s no question that organizations like the crime commission can be effective tools to help bring together for a common cause disparate groups that otherwise wouldn’t talk to each other. To the extent that this has happened, the crime commission has been successful.

The plan the commission has laid out has lofty goals. But with such scarce communication with the public, there’s little hope of building the kind of buy-in that would help achieve them. The commission has mostly been used as a PR tool to pump up the stats of politicians rather than to bring these and other diverse groups together or educate the public in a real way.

Gibbons was involved in the commission’s creation. This pattern started with him at the helm. So there’s little reason to believe it will change now that he’s back.

Good intentions notwithstanding, the crime commission, which includes a host of “community partners,” suffers from the same problems other such boards do: The people who serve on them may be stakeholders, but they are not representatives of the community, and so reaching out to the community is virtually impossible, making improbable at best the goal of achieving the consistently moving target of truly reducing crime in Shelby County.

There’s no question that Shelby County has a huge task in working to reduce crime in our community. But let’s be real about it, and talk about the warts at least as openly as we talk about the successes.

Give people actionable things to do before a call to 911 is necessary rather than relying solely on the constant drumbeat of “report the crime.”

And make sure law enforcement is building lasting relationships with communities of need.

Bill Gibbons, the current commissioner of the Tennessee Department of Safety and Homeland Security and a former Shelby County district attorney general, will soon join the Public Safety Institute at the University of Memphis to lend his expertise to the study of protecting the public. He’s also re-taking the helm of the Memphis Shelby Crime Commission — a post he held until he joined state government in 2011.

Some see Gibbons’ imminent return as an encouraging move to combat rising violent crime. But it is abundantly clear to me that the prescriptions advocated by Gibbons and other members of the Memphis Shelby Crime Commission, dating back to the 2006 inception of Operation Safe Community (OSC), have done little if anything to combat crime.

The crime commission continues to use 2006, a high-water mark for violent crime in Shelby County, as a benchmark to measure violent crime. This is where politicians get their numbers when they say “crime is down.” But by any real measure, crime isn’t down, especially not this year, which has seen more murders in the first four months of the year than any time since OSC began.

In fact, the rate of violent crime in Shelby County has stayed largely the same in every year except 2006. As defined by the FBI Uniform Crime Report and reported by the various law enforcement agencies in the area, the county rate has remained in a range of 15 to 20 crimes per 1,000 people.

OSC says they use 2006 because that’s when the program began. It then releases reports that show decreases in crime on a particular month of the year. But in reality, no real progress has been made since a dramatic — and temporary — drop in violent crime nationwide in the 1990s.

This is exactly why no one believes the crime numbers, and they shouldn’t.

As it stands, local law enforcement acts as a reactionary force. Part of that just comes with the territory. But there are preventive measures that the police can employ that build trust from the public, and build stronger ties with communities without imposing a military-style occupation on every high-crime neighborhood.

While the Operation Safe Community 2012-2016 plan continues to talk about pilot programs for community-oriented policing, there’s no guarantee that with the departure of former Memphis Police Department director Toney Armstrong, their strongest local advocate, these programs will continue.

Lots of people are saying no.

To be fair, during public comments from the well-worn podium facing the council’s desk, council members are exposed to hours of personal stories, explanations of data, pleading (and even some outright begging), half-formed thoughts, cuss words, name-calling, and, yes, lectures about the danger of fluoride in the water supply.

And often — and even after hearing testimony from dozens of people — the council does the exact opposite of what most of the speakers hoped for. Think of the employee-benefit cuts of 2014 or, more recently, the issues surrounding the Memphis Zoo/Greensward or the Parkside at Shelby Farms development.

Frustration and anger from citizens who feel disenfranchised sometimes get thrown at council members after meetings, but more often, these days, that anger goes onto Facebook and Twitter.

Many council members say they do listen to the speakers, and that’s the reason they allow citizens to speak in the first place. They want to hear their ideas and want them to feel part of the decision-making process.

But — at the end of the proverbial day — we have a representative-style government. Council members ran for office, won, and, thus, get to make the final call, even if it goes against the wishes of passionate citizens (or, as some would say, the “fringe element”). To quote city council attorney, Allan Wade: “That’s the way it works.”

New Rules for Commenting

Change is on the way for the process of public comments before the city council. It

16 may even be the law of the land as you read this. A resolution on public comment reform was scheduled for a vote on Tuesday, well after our print deadline.

If you’re addressing the council, you “shall not make personal, impertinent, slanderous, or profane remarks to any member of the council, staff, or general public,” according to a draft of the new rules resolution.

If you do, or you disrupt the council meeting with “loud, threatening, personal, or abusive language,” you could be barred from from the rest of the meeting. You might also get asked to leave the council chamber if you’re in the audience and you “engage in disorderly or boisterous conduct, including the utterance of loud, threatening, or abusive language, whistling, stamping of feet.”

Breach these rules once, and the council chairman will give you a warning. Do it again, the chairman can ask you to leave. If you don’t leave, the chairman can ask that the nice (but nonetheless tough and totally armed) sergeant-at-arms see you to the door.

Council member Edmund Ford Jr. convened and led a committee to form the new rules. Questions about some of the council’s processes arose in an orientation session for new council members in January. Public comments became a major topic, along with other questions about council-meeting decorum in general.

New councils will often change their meeting protocols to fit their preference.

Wade reminded council members that the meetings were theirs, saying: “If seven of y’all want to do something, we do it, okay? That’s just the way it works.

“Y’all all got elected, and that’s a singular accomplishment that puts you headand-shoulders above all the people that come talk to us and tell us about fluoride and all the other things we hear about on a regular basis,” Wade said in January.

“So, remember, y’all have all been elected to represent y’all’s districts, and that’s an important thing.”

No Right to Speak

You have no right to speak at city council meetings. The Tennessee Open Meetings Act says local governments must announce their meetings and cannot hold votes in secret, but it does not grant the public the right to speak during meetings (unless it’s a zoning issue and the council is acting as a quasi-judicial body, but that’s for another time).

Nashville’s Metro Council, for example, does not allow public comments (unless the council specifically votes to allow comments during the meeting).

Memphis Councilwoman Janis Fullilove said in January that she prefers to allow public comments.

“I love hearing people, what they have to say,” Fullilove said. “Sometimes it’s kind of nutty, you know? But these people, they come down here and they take time out of their day and sit here through the whole thing — from A to Z — just to say what they want to say, and they feel like government is listening to them.”

That sentiment was shared in that meeting by new council members Patrice Robinson, Jamita Swearengen, and Martavius Jones. Swearengen said she had heard on the campaign trail and in her first days in office that the council may completely pull citizens’ comment from council meetings and said she “couldn’t sleep at night, knowing that we could take that away from them.”

Swearengen asked for a notification to be given during council meetings to alert the public to what is expected of them.

So, if the new rules resolution is passed, get used to hearing this opener: “As a reminder, these meetings are for the official business of the council and are held in public, not as a meeting with the public,” reads a draft of the resolution. “Citizens may address the council as a matter of legislative grace and not as a matter of right.

Any person wishing to speak is expected to reflect a total sense of respect for the office held by those assembled to conduct business.”

This could be a relief or, perhaps, a tough pill to swallow for one Memphis group. The “Free the First” group organized on Facebook in February to block what they had heard was the end of public comments at Memphis council meetings. They showed up at the March 1st council meeting with tape covering their mouths to symbolize how the move to end public comments would silence them.

Earlier that day, council member Ford urged council Chairman Kemp Conrad to announce at the beginning of that meeting that public comments would continue. Conrad did, noting to the Free the First protesters that, “you might have a more pleasant couple of hours if you take the tape off your mouth.

“Memphis is one of the few cities that does allow [public comments],” Conrad said at the time. “But it’s obviously something that we do enjoy and cherish.

Although we are going to make some changes to make it better for everybody, it sounds like a big majority of the council wants that to remain.”

Deborah Fisher, the executive director of the Tennessee Coalition for Open Government, said her office has heard a lot of interest lately in public comments at open meetings. In February, the Sumner County Board of Education voted to allow citizens to speak only on items on its agenda. In 2014, a Greene County man was physically removed from a meeting for asking board members to “speak up,” after the chairman had warned against further outbursts.

A bill before the Tennessee General Assembly this year would have mandated public comments during regular meetings of the University of Tennessee board of trustees. The issue was sent out to a summer study.

Fisher said limiting time for public comments is fine, as is asking speakers to be polite, but government bodies should never censor comments, thus, impeding First Amendment rights.

“People can call their representative councilman or councilwoman, but I think being able to go and speak in a meeting is a good thing,” Fisher said. “It does take extra time, but it’s worth it. It’s a way to show that government is for the people and the people should not be shut out of the process.”

Lip Service?

“We are listening,” said council member Joe Brown. “But, basically, it’s every individual councilperson’s opinion on how they vote. But we are listening.”

New council member Frank Colvett said he attends public meetings in his district, including one about the $200 million Parkside at Shelby Farms development.

He said he talks with parties involved in civic disagreements, such as neighbors who recently protested new lights for a sports field at Hutchison School. He said he “respectfully disagrees” with any critic who says the council is not listening to them.

“Can you listen to everybody? No,” Colvett said. “Is it possible? No. Is it possible to have good conversations with everybody? No. But, yeah, we do our best.”

When I asked Swearengen what she’d say to critics, her answer was cryptic.

“You have to understand, when you vote favorably towards an issue, that does not necessarily mean that you agree with it,” she said. “Once you see the votes are going to be affirmative, if you want to stay within the game and still be a voice for your continued on page 18

constituents, sometimes you have to vote for the affirmative so you can remain a part of the discussion.”

But, she added, “We listen to them, of course.”

But there are many who say councilmen and women are just giving lip service to the idea of listening to constituents.

For example, dozens of citizens showed up to implore the council to postpone a vote on a hurry-up resolution giving a majority stake of the Greensward to the Memphis Zoo until they had a chance to read it. The council — all but Jones — ignored their pleas and voted for the resolution.

At that March meeting, Greensward supporter Bill Stegall told council members he’d be back, and he was. During the council’s May 3rd meeting, in which members were considering another ordinance regarding the Greensward, Stegall took the podium, once more asking to delay the vote.

“I begged you not to pass the last resolution on March 1st, and all it did was create a gigantic mess,” Stegall said. “I’m here asking for exactly the same thing. Will you hear me this time?”

The majority did not, in fact. The ordinance moved on through the legislative process. Conrad noted that the ordinance is, basically, a blank piece of paper that will legally capture the agreements the zoo and the Overton Park Conservancy work out during their mediation talks.

Greensward supporter Stacey Greenberg told council members she understood that position, but that “there’s a lot of mistrust after what happened before [with the March resolution]” and that was why Greensward supporters were showing up at the podium time and again.

Asked if she thinks council members listen to her when she’s at the podium, she pointed to the fact that she hashtags her social media posts from city hall “#shitshow.”

“Joe Brown frequently gets up to take phone calls; Janice Fullilove looks as though she is in another world,” Greenberg said. “I think it is very common for them to look tuned out, to be checking emails or texts, and to get up for various reasons.”

Getting voted down after her personal plea made Greenberg feel “like it doesn’t matter what I say, or what anyone says, because they have decided everything beforehand, behind closed doors.”

That’s how Gregg Elliott said she felt after city council approved the mammoth Parkside at Shelby Farms development in her quiet neighborhood filled with single-family homes. Several residents pleaded with council members to vote against the development, or to at least delay a vote so they could gather more information on the project.

“It was demoralizing, to say the least,” said Elliott, who organized the opposition effort against the development in a Facebook group called “Parkside at Shelby Farms — Say No.” Elliott said she also felt that the decision had already been made before she approached the podium to speak. Though, she met with council members Worth Morgan, Robinson, Swearengen, Jones, and Conrad before the meeting, and they “definitely listened and asked good questions.”

Back at city hall, a member of Mayor Jim Strickland’s administration said he thought council members listened to constituents. My sense on this story’s viability was waning. Parkside was over. Anger over the Greensward issue had also waned. I wondered if the story had cooled.

Those two words saved this story. I had been at City Hall all day, asking council members if they listen to citizens who take to the podium at meetings. They said they did and had reasons for the way they vote.

Then I trudged into the council committee room, where councilmembers were scheduled to speak for the first time about the new Greensward ordinance that would, in theory, make law whatever comes out of the mediation between the zoo and the conservancy. I didn’t expect them to say much.

Then Councilman Jones asked why passage of the ordinance couldn’t be delayed.

Conrad replied: “If you're going to make decisions to please the fringe element so they don’t get mad and do bad things, this job is probably not for you.”

That comment brought audible gasps and groans from the Greensward-supporting

crowd packed into the small room. “Did he just call me the ‘fringe element’?” one supporter asked another.

Conrad’s comment immediately re-ignited the us-against-them tension in the battle between the Memphis Zoo and Greensward supporters. The “us” being the horde of unheard citizens and the “them” being council members who don’t listen to citizens’ wishes. The “fringe element” was pissed, and the question of whether city council really listens was still relevant.

Conrad tried to clarify at the meeting later that day that what he meant by the “fringe element” were the people responsible for vandalizing zoo and city property and posting threatening messages on social media. He said “I genuinely cherish the positive civic activism and engagement” of those who spoke before the council that night. But the damage was done.

Minutes after Conrad’s “fringe element” comment, Greensward supporters had already claimed the pejorative as their own. The Stop Hurting Overton Park Facebook page was alive again with protest passion. By the weekend, there were already T-shirts reading “Je Suis Fringe Element,” à la the slogan that arose after the 2015 terrorist murders of journalists in the French satirical weekly Charlie Hebdo.

If anything, the “fringe element” episode showed just how garbled political speech can get, as sensitive issues move ahead at Memphis City Hall. Voices of the powerful wash over the frayed nerves of frustrated citizens. That anger and those emotions circulate through social media and are then distilled into two-minute speeches in which people are asked to be polite and respectful of those in power, who they don’t feel are listening. And so it goes.

That’s the name of a 2013 white paper from a collaboration of groups including the National League of Cities, the International Association for Public Participation, the U.S. federal government, the Public Conversations Project, and others. The paper calls for governmental systems to include far more participation from the public. One of the study’s primary authors, Matt Leighninger of the Deliberative Democracy Consortium, decried public comments, noting that “democracy is dying, three If anything, the minutes at a time.” “fringe element” episode “The vast majority of public meetings are run according to a showed just how garbled formula that hasn’t changed in political speech can decades,” Leighninger continued.

Governing magazine, Larry Schooler, a community engagement consultant for the city of Austin, Texas, wrote that the consequences of poor public participation can cost cities millions of dollars defending against lawsuits filed by aggrieved policy opponents, or even policing protesters. (Greensward, anyone?) Both Schooler and Leighninger said new technology and even new meeting formats could breathe a fresh life into public decision-making and more effectively bring citizens into the conversation. Schooler pointed to two efforts underway that are changing how citizens interact with city hall.

Portsmouth Listens began in that New Hampshire town in 1999. The program brings citizens together to discuss topics as diverse as bullying in schools to developing long-range land-use plans. Groups of eight to 12 citizens are charged with deliberating on topics just as a policy-making board might do and presenting their conclusions to elected officials.

“This creates a space where participants are willing to modify their views for the overall good,” according to the group’s website.

In Austin, the Conversation Corps gathers citizens at coffee shops, homes, and other spaces for “meaningful civic dialogue focused on public issues.” The meetings are facilitated by government volunteers “who want to hear your voice.” Feedback from the meetings are delivered to decision-makers involved in the issue.

Meanwhile in Memphis

Two minutes on two agenda items. That’s what citizens can expect going forward, when they speak before the Memphis City Council. Being able to speak at all is precious, in a way, since it’s not a right given by state law. And, given councilmembers’ comments, that privilege is not being taken away any time soon.

The question that remains is: Does the council really listen, or are most decisions worked out in advance, making citizen comments nothing more than Kabuki theater?

One thing is certain, as we’ve learned from the protests and social activism sparked by the council’s March decision on the Greensward/zoo issue: Citizens will make their voices heard — one way or another.

Hamlet — a man in tight pants

It’s the day of dress rehearsal, and John Moore, who plays the ghost of actor John Barrymore in Paul Rudnick’s comedy I Hate Hamlet, is about to get his tights. “Ah yes, the tights,” he says. “You know, they don’t hide a lot. Like Barrymore says, ‘This is the history of Prince Hamlet. Tight pants. That’s what Hamlet’s about. A young man full of vigor.”

This year marks the 400th anniversary of Shakespeare’s death, and the Bard, whose work is always in heavy rotation, is getting a little extra love this year. In addition to producing his plays, Memphis companies are also staging works inspired by Shakespeare. As was the case with Theatre Memphis’ very funny production of The Complete Works of William Shakespeare (Abridged), one doesn’t have to know all that much about Elizabethan theater to get the jokes in I Hate Hamlet, though some familiarity will make for a better experience.

“It’s like being in the live studio audience for a sitcom,” Moore says. It’s a good description, too.

I Hate Hamlet tells the story of Hollywood actor Andrew Rally, the popular star of a TV show that’s just been cancelled. The good news, he’s been offered the title role in Shakespeare in the Park’s production of Hamlet. The notso-good news: He’s not a fan. The weird news: He’s living in John Barrymore’s old apartment, and the actor’s martiniswilling spectre keeps showing up to offer acting and life advice.

“He’s called a ham,” Moore says of Barrymore, who swills, swaggers, staggers, and sword fights his way through the play. “So I’m playing him like he’s always on.”

Today, in America, Dragon Boat racing exists primarily as a festival sport and corporate team-building exercise. Its Chinese origin dates back to 278 B.C. and is inspired by the death of poet and politician Qu Yuan, who, in despair following a rift with his king, threw himself in the Miluo River to drown. According to tradition, friends and fans took to their boats and raced to save the poet, or at least to retrieve his remains before it was eaten by fish or pecked apart by hungry birds. When nobody could find a body, the people tossed sticky rice balls into the water so the fish and birds would have something to eat other than Qu Yuan. This is said to be the start of both Dragon Boat racing and the banana leaf-wrapped treats called zongzi.

The traditional boats are awfully narrow, but there’s good news for everybody who’s over-indulged in zongzi — or barbecue, as the case may be. The boats used for Memphis’ Duncan-Williams/St. Jude Dragon Boat races are made of fiberglass. They still have the traditional dragon head at stem and tail at stern, but are specifically designed to accommodate American appetites.

Dragon Boats require 22-person teams. One person steers. Another pounds out a steady drum rhythm. The remaining 20 are charged with synchronized paddling.

esse Davis has one of those voices that will make you stop what you’re doing and listen.

The son of long-time touring musician Jimmy Davis, Jesse began playing music as a child, developing his voice along the way.

After cutting his teeth at the Burgundy Ballroom (the old Sheiks headquarters where Time, Moving Finger, and Jack Oblivian frequently played), Davis formed an all-star lineup to back him, featuring members of bands from Aquarian Blood, the Sheiks, and Magic Kids.

While the band has been making waves on the local circuit for a couple years now, the only way to hear Davis’ croon over top of soulful garage riffs is through the Chickasaw Mound Bandcamp page. That’s about to change. After saving money from local gigs, Davis said the band will be self-releasing their longoverdue debut 45 sometime soon, hopefully this summer. I sat down with Davis

to get the backstory of one of Memphis’ most promising young bands before their show at Bar DKDC this Saturday.

- Chris Shaw Memphis Flyer: Chickasaw Mound started out as a solo recording project for you. How did it morph into a full band?

Jesse Davis: I got asked to play a Halloween show at the Burgundy Ballroom, and I played solo with a laptop playing backing tracks. An old buddy of mine, Zach Beerman, came up to me with Coletrane Duckworth, and they both told me they wanted to start a band. I think Coletrane was about 16 at the time. We started playing some of my originals, and eventually Keith Cooper (of the Shieks) ended up playing with us before I moved to Texas for awhile.

Chickasaw Mound called Wimberley. When I got back to Memphis, Zach couldn’t be in the band anymore, so we asked Ben Bauermeister (Magic Kids) if he would play, and we were excited when he agreed. That’s been the lineup ever since. Everyone plays in different bands so it’s hard to get shows together, but it’s definitely a dream team.

Your dad has been a touring musician for most of your life. How has he influenced your music?

Growing up with him making music in the house definitely influenced me to be creative as well. There were times where I’d be recording in my bedroom while

he’d be recording in his office; there was a bunch of creativity flowing around our house. I was born and raised in Memphis, but a few years ago he bought this place out in Texas, just southwest of Austin. He’s got about six acres of land filled with trails and tons of cedar trees, so it’s easy to go out there and get your brain churning.

So the place in Wimberley is responsible for a lot of the songs on Magic Sounds?

Definitely. Some of those songs had already been written, but most of the songs I wrote for that album were directly

G O LD E N LO N E LI N ES S inspired by my time out there. I would take my kayak out to this spring that had a waterfall and just write songs all day.

How would you describe the music you make with Chickasaw Mound? I’ve heard people call it soulful garage, or doo-wop garage.

Anytime I get asked, I just tell people it’s Memphis garage rock. I guess I also call it soul rock. I don’t really like describing my own music. I have too many influences to call it one thing. I’m super influenced by David Bowie and Iggy Pop, but, I think for this project, I’m channeling Little Richard the most.

Even though you’ve been around for a few years, I feel like Chickasaw Mound is still an extremely underground project.

The most high-profile show I’ve seen you billed on was the River Series show you played with NOTS last month.

Yeah, I think that was one of our biggest shows. I was pretty happy with that set, even with our weird cover of “Purple Rain.” I think that show put our music in front of a lot of new people, but in general I think the River Series is really great. I’m really happy that Goner puts it on.

The only way to hear Chickasaw Mound right now is on Bandcamp. Are you

guys planning on releasing your music on any kind of physical format?

There’s been nothing physical yet. We haven’t even burned a CD. But we’ve got new recordings that we’ve been sitting on for almost a year. We’re going to do a 45 with the stuff that we recorded last July.

Some of those songs were on the Magic Sounds of Our Sanctuary album, but we re-recorded them, and they sound a lot better. The 45 will be self-released and hopefully out really soon.

I think your song “Loneliness is Golden” perfectly sums up the Chickasaw Mound sound. What’s the story behind that track?

I don’t know that I’d say I struggle with it, but I’ve always had depression, and I guess it’s just an intimate song with my depression. The lyrics to the chorus are “loneliness is golden, bitter sweet melancholy to hold me,” and I guess what I’m getting at is that yeah, depression sucks, but there are aspects of it that are comforting because it’s familiar. That might also be a breakup song. I’ve always been into Belle and Sebastian, and I was listening to them a lot when I wrote that song. Their lyrics are similar. They are humorous but they still cover dark subject matter.

HAIM LIVE AT MINGLEWOOD HALL Minglewood Hall is staying busy with big-name shows this month, the latest being an appearance from indie-pop band HAIM this Tuesday night.

The project of three sisters (Danielle, Alana, and Este), HAIM exploded onto the indie-rock scene in 2007, although Este Haim had spent time as a touring guitarist for Jenny Lewis and Julian Casablancas (formerly of the Strokes). On the surface HAIM come across like the musical embodiment of an Urban Outfitters, but dig a little deeper and you’ll find a band using some of the same studio tricks that made artists like Phil Collins and Fleetwood Mac household names.

And while the band definitely owes something to the indie-pop acts that came before them (Twin Sister), there is something distinctly mainstream about the music HAIM creates, with the group citing Justin Timberlake as well as Beyoncé as influences. Since releasing their debut album Days Are Gone in 2013, the band has been on the major festival circuit, making friends with Grimes and Taylor Swift, with Swift offering the band select opening dates on her massive 1989 World Tour.

Opening for HAIM is Cam Avery, the Australian multi-instrumentalist who is most known for his contributions to Tame Impala. Avery’s music is nowhere near as commercially viable as HAIM’s, as he creates mellow pop ballads with hints of lounge-music thrown in here and there. The airy music that lingers in the background of Avery’s songs makes way for his deep, crooning vocals, and, although he does play in a few psychedelic bands other than Tame Impala, you won’t find hear any fuzzy psych-rock when Avery takes the stage Tuesday night. — Chris Shaw HAIM and Cam Avery, May 24th at Minglewood, 7 p.m. $27.

Acid Trips and Mermaids Work by Josh Breeden and E.A. Chase.

S

t. Francis Elevator Ride, i.e. designer and artist Josh Breeden, makes digital collages that look roughly like what your grandmother might have seen if she took acid and spent a long time exploring her 1960s kitchen. Tequilasunrise-tinted backdrops create a ground for bouquets of metallic machinery, while illustrative body parts float somewhere in the natural order.

In a new show, “Lush Interiors,” at the Memphis Botanic Garden, Breeden expands his practice into three dimensions: The collages are separated out on several wooden planes, which, in turn, are bolted together to create a layered image. Breeden makes the cuts using a CNC router, and so, like everything else on the Elevator Ride,

the panels are cleanly designed. This approach is a step forward but not a departure from the artist’s earlier work, which variously portrayed the crystallized and melting visage of Miley Cyrus and mid-century dinner parties gone psychedelically haywire.

The collages in “Lush Interiors” bring to mind Renaissance botanical drawings. The outsized fruits of the artist’s imagination, coupled with some engineering-style linework, give the impression of a Taxonomy of the Weird. Even the assumed name seems to confirm: St. Francis, old world patron of the natural, goes on an elevator ride, otherwise known as the No. 1 American experience. So it makes sense that there is a good mix of gross Americana and transcendent florals visible in the work.

border between art and design. But I’d be curious to see what would happen if he abandoned his spic-and-span design sensibility and let in some mess. After all, a 1960s grandma on hallucinogens would probably not have the time to clean.

“Lush Interiors” at the Memphis Botanic Garden through May 30th Contemporary blacksmithing is not so much a job as it is a vocation, like nunhood or being a Hollywood stuntman. The average American teenager doesn’t just stumble into a smithy on the way home from Anime club, and so the few current-day souls who choose to spend their life in a forge are special. In my experience (and I used to work at the Metal Museum, so I get to have an opinion), the field is populated with people who love doing things the hard way, appreciate nature, make bad puns, and are usually very sturdy.

Bear these traits in mind when you go see the blacksmith E.A. Chase’s exhibit of engineering sketches, on view at the museum through October 2nd. The small exhibit is located on the first floor of the museum’s library building, and, though it isn’t the flashiest show in the museum’s history, it is certainly one of the most candid.

You can imagine Chase, a whitebearded, veteran craftsman, sitting in his California studio and carefully shading in his imaginative designs of steel mermaids, copper monkeys, and iron dragonflies.

Chase is one of the 20th century’s most noted blacksmiths, a New-Yorkeducated craft revivalist whose designs

are both innovatively engineered and unusually artful. The artist made his drawings of gates, lamps, railings, chandeliers, and fireplace sets for a seemingly whimsical and monied Californian clientele. His butterflyshaped steel gates, lovingly sketched on velum paper, will make you want to acquire coastal property and grow citrus fruit. Hand-serifed letters and accompanying sketches of miniature blacksmiths only add to the candor and charm of the work.

The show of Chase’s drawings offers visitors a chance to visualize the labor and extensive planning that goes into large-scale metalworking projects, even those that never came to fore.

There’s something sad and beautiful about the drawings for projects that were left somewhere in the balance.

One structure, a proposed public commission, showcases the complete history of the city of Santa Cruz from indigenous history to tech economy.

The drawing is elaborately made, but the gate never came to fruition. A brief note beneath the piece reads that it “floundered in politics.”

The Dixon’s new Park and Cherry offers garden seating.

T

here are many sides to Jerry Lawler.

In addition to appearing on television sets across the Mid-South every Monday night and Saturday morning as wrestling phenom Jerry “The King” Lawler, winning several world heavyweight wrestling championships, and becoming an international wrestling commentator as well as a member of the WWE Hall of Fame, Lawler is an artist, a musician, an actor, and an author.

Lawler is also now a bar owner.

In April, Lawler opened King Jerry Lawler’s Hall of Fame Bar and Grille in the old Flynn’s location at 159 Beale, next door to A. Schwab.

“This is something I never envisioned. It’s a lot of fun,” Lawler, now 66, says.

Lawler opened his doors April 28th in anticipation of the downtown crowds for Memphis in May. The menu offers Mid-South favorites with an edge, such as the deep-fried ribs ($14.95 for a half slab), the Slamburger — triple-stack burger with secret sauce on a gourmet bun ($14.95), hickory-smoked chicken wings with jerk seasoning ($8.95), and the King’s personal favorite, Crawfish Corn Chowder ($6.95).

“Our deep-fried ribs are amazing. You can’t find them anywhere else,” Lawler says.

As soon as their liquor license goes through, they will be serving up wrestling-inspired drink specials, including the Piledriver and the Body Slam.

They offer music every day of the week and karaoke on weeknights starting at 8 p.m., as well as music by the house band — the Jabronies.

just old guitars and other ephemera hanging on the walls.

That’s where this journey began for Lawler.

“I had all my wrestling memorabilia in a museum at Resorts Casino in Tunica, and almost a year ago they came to us and told us they were expanding, so we moved everything out and into storage,” he says. “We were looking for a place to use as a museum space to display everything, and I told a friend that the ideal space would be on Beale Street.”

There are the championship belts; there are the crowns; there are the robes and outfits and even childhood toys such as a pedal tractor and a drum set.

There’s an Andy Kaufman section, and there is the artwork.

“People come in from all over the world who have seen me on TV,” Lawler says.

“Memphis wrestling has a great history. So many people followed it every Monday night and Saturday morning. We would pack 10,000 people into the Coliseum. I get to meet so many great people. It’s a lot of fun.”

The Dixon Gallery and Gardens has had food trucks. It’s had caterers. It offers a weekly brown-bag Munch and Learn series.

And there’s always the picnic option. But up until recently, it has not had a restaurant.

The 40-year-old museum underwent some renovations of late and developed a master plan, and administration decided now was as good of a time as any to add this glaring omission.

In mid-April the Dixon unveiled Park and Cherry, its first on-site restaurant, situated just north of the gift shop.

The powers-that-be did not play around when they made their decision and brought in the dynamic duo of Wally Joe and Andrew Adams, of Acre.

“They were our first choice, and they were interested in doing it,” Dixon communications associate Amanda Gutknecht says. “It’s been a good fit.”

The food is fast casual, including salads, soups, hot and cold sandwiches, coffees, and pastries.

In addition to the overwhelmingly popular pastries, the two best-sellers are the grilled cheese ($9), with cheddar, Swiss, and Parmesan, and the Shortrib and English Cheddar panini ($10).

Perhaps the main attraction, though, is the seating.

Patrons can sit outdoors at the entrance, inside the museum in the foyer, in the cafe, the outdoor covered blue-chair seating area, and throughout the many styles of garden.

“It’s been going well. We have a consistently busy lunch, and Saturdays are really busy,” Gutknecht says. “We’ve heard nothing but rave reviews for Wally and Andrew.”

Hours are Tuesday through Saturday, 10 a.m. to 4:30 p.m., with lunch served 11 a.m. to 2 p.m. and select sandwiches, coffees, and pastries available until 4:30, and Sunday 1 to 4:30 p.m. with select sandwiches, coffees, and pastries available.

Hostage Situation Gorge Clooney and Julia Roberts get bombed in Money Monster.

The Angry Birds Movie features these birds (below) who are angry (especially the red one).

George Clooney plays cable host Lee Gates in Jodie Foster’s new thriller, Money Monster. because they quickly came true. If anything, Money Monster is better at balancing its two competing halves, largely because of the charisma of Clooney and Julia Roberts, who plays Patty, Gates’ long-suffering producer who talks him through the hostage situation via in-ear monitor. Foster is clearly an actor’s director, as everyone gives lively performances. Roberts is tighter and more engaged than in any film in recent memory. O’Connell is sympathetic and a little dim, and Clooney walks his buffoonish anchor through the stages of fear into a heightened self-awareness and eventually a kind of heroism.

Foster and company seem to delight in putting up a cliche solution to the intractable problem of a live TV hostage situation and then shooting them down. As it wears on, it veers too far into allegory and away from the credible, but it’s still a worthy and surprising ride, and at a taut 98 minutes, it never outstays its welcome.

Hi, I’m sitting here in a preview screening of The Angry Birds Movie. Since not much is actually happening onscreen, I’ve decided to get a jump on things and just write the review in my notebook as the film is still rolling.

If you can think back to a time before your smartphone-addled brain was totally besotted with Dat Boi memes, you’ll recall Angry Birds, the quirky, little game you used to play on your iPhone 3 where you flung birds into a stack of crudely rendered continued on page 42

and the owner of Ibis Global Capital, Walt Camby (Dominic West), who is the scheduled guest on today’s show. Kyle lost all of his money on a “safe” investment in Ibis recommended by Gates, and now he wants to know why.

Gates is a flamboyant cable host in the mold of CNBC’s Jim Cramer. He opens every show by dancing his way into the studio with a couple of fly girls, before dispensing the latest in financial news and daily segments like “Stock Pick of the Millennium.” Gates is the kind of guy who sets a producer named Ron (Christopher Denham) off to get a tip on the FDA approval of an erectile disfunction cream, then orders Ron to try it out to see if he should recommend it on the air.

And that’s the kind of movie Money Monster is: boner cream jokes are mixed in with serious and complex economic subject matter. There’s an absurdist comedy lurking deep inside Jodie Foster’s would-be hostage thriller, giving it the same kind of schizophrenic tone as the classic film it was clearly inspired by: Network. Sidney Lumet and Paddy Chayefsky’s 1976 masterpiece walks the line between office romance and black-as-coal satire, but it’s the latter parts that will always live in cinematic history

he 2008 financial crisis that triggered the Great Recession will be remembered as the moment capitalism lost the mantle of inevitability that had kept the philosophy beyond questioning since the end of the Cold War. The financial crisis meant millions of people lost their jobs, their homes, and their dignity, and very few people really understood why. The promise of the meritocracy was that if you got a good education and worked hard, you would be rewarded with, if not always material gain commensurate with your abilities, at least stability and freedom from want. In the financial crisis, normal people who worked hard and followed the rules got punished because bankers who reward themselves hundreds of millions of dollars each year for their stewardship of the sacred markets failed to appease the dark gods of capital. I’m sure there are many wonks out there who have very good explanations for what happened, but from the ground level, it was as invisible and mysterious as black magic.

Even now, two Obama terms later, the question “Why did that have to happen?” still lingers in the American consciousness. It’s behind both the rise of Bernie Sanders and, perversely, Donald Trump, and it’s the question on the mind of Kyle Budwell (Jack O’Connell) as he sneaks into the studios of the Financial News Network with a pair of suicide bomb vests and an automatic pistol. Neither one of the vests are for him. They’re intended for the host of the FNN show Money Monster, Lee Gates (George Clooney)

Physics games are the oldest computergame genre. Like Pong, the idea is that you simulate some very simple physical movement, give the player a limited way to interact with the moving virtual object, and set a goal that sounds simple, but requires a surprisingly delicate touch to achieve consistently, and boom, you’ve got a mildly addictive game that combines all of the pleasing OCD elements of golf without the bother of having to

I’m back from a bathroom break.

While I was bellied up at the urinal, a little boy of about 5 years old walked up to me, eyes at crotch level.

“What’s your name?” he asked.

“Chris. What’s your name?”

“Jay.” “Hi, Jay.” We stood there like that for a moment until he said, “Whatcha doing?”

I wanted to say, “Well, I’m trying to pee, but I’m having trouble because you’re staring at my junk,” but instead I just glared at him until he ran away.

Anyway the pigs have arrived.

They’ve got technology, unlike the birds, who for some reason can’t fly and haven’t even developed the slingshot yet. The pigs arrived in big, ugly boats with a hold full of secret tech, and I thought, oh cool, the Angry Birds are anticolonialist. But then, Mr. Red harnessed the power of his anger to convince the other birds that the thieving immigrants were ruining Bird Island, and I was like, oh shit waddup, Angry Birds are straight up fascist!

But my heart’s not in it. There’s no political agenda here. There’s no reason for a narrative at all. The visceral little thrill you get from finding just the right angle to launch your projectile and topple the target is Angry Birds’ reason for being, and it’s completely alien to the narrative film experience.

Now Mr. Red is climbing a mountain in search of an eagle. What is this, freakin’ Lord of the Rings? Get on with it already. Maybe if he had a slingshot, he could have launched himself to the top of that mountain.

And why am I even being asked to invest in these cute little bird characters when I know their ultimate fate is a slingshot-launched kamikaze mission? Why do pigs live in such precarious cities, anyway? It’s all so horrible. The pigs blow up Bird Island, and then the birds suicide bomb Piggie Island. Now none of the animals have a place to live. Where does it end?

ServiceMaster senior vice president Peter Tosches recently told The Commercial Appeal, “We’re trying to make sure we can attract and retain the kind of talent that will help us accelerate a winning growth culture.”

Commercial real estate brokers are hustling to sell an ideal space to ServiceMaster, and our city government and chambers of commerce are attempting to induce ServiceMaster with financial incentives. Nothing is wrong with that, but I’d like to ask ServiceMaster: What are you doing to attract and retain the kind of talent that will help you accelerate a winning growth culture?

Any personal relationship fails if it is all taking and no giving. The same holds true for a business, especially those that want to create an attractive culture for today’s young talent, who require and seek out environments that are engaged and contributing to the world around them.

The reality is that if all our corporate citizens are simply taking, then we as a city will never be as attractive as we know we can be. The power of our business community cannot be overlooked and certainly cannot be taken for granted. That power includes financial influence as well as contributions to our environment and culture, and investment in the core of Memphis. Our most successful corporate citizens are those who give back to the city from which they also benefit.

Consider the idea of aligned self-interest. Isn’t it possible that by contributing to the growth of a city, one actually creates a situation that does more to attract the kind of talent that will lead to a winning growth culture? In the process, a good corporate citizen is appreciated and lauded as a leader in the city, not just as an occupant, but also as a patron and leader.

My challenge to ServiceMaster is to explore engagement in Memphis. How can you contribute to the culture that your company desires? That “winning growth culture” you seek is rising in downtown Memphis right now.

By occupying or building a presence downtown, you can take a leadership role in attracting other businesses and assets, along with employees, who will follow your lead and contribute to the growing culture that you seek. In essence, you can play a role in building your culture, not by asking but by leading by example.

FedExForum entered the game with the notion of moving where the people “are,” but decided to contribute to the core of Memphis and now thrives as a downtown landmark. AutoZone, and visionary developers like Henry Turley, led the way by ushering in a wave of downtown development and culture that has manifested in Raymond James staying on Front Street, the Chisca on Main apartments, Bass Pro development, and future Mud Island and St. Jude expansion.

Not to mention the many, many cultural assets that lie in the growing number of apartments, condominiums, music festivals, bars, restaurants, and shops that followed and continue to accelerate the winning growth culture that you desire. These are all things that exist because of investors who decided that giving served them more effectively than merely taking.

By taking a leadership position in Memphis’ growth, wouldn’t you create more opportunities for your company and the culture you want to create?

Years ago, American urban studies theorist Richard Florida advocated for a strategy of attracting, engaging, and retaining talent. I propose we change the order of these tactics. It is time to usher in a new “ERA”: Engage our existing talent by celebrating our strengths and advocating for progress, which will then create a magnetic culture that helps us Retain and Attract internally and externally. The incentives will be available, whether here or elsewhere; what exists in Memphis is the opportunity to engage.

Think about getting involved. Be bold. Be an example.

You have to invest in Memphis in order to get the full return.

There’s a chance to do something remarkable, but you have to participate to reap the rewards.
