Learning keeps earning I n this issue, we are looking at the critical importance of training in the security industry. However, training and continuous learning is a critical factor in each and every profession.

In today’s tough economic environment, no one can afford to become a workplace dinosaur. By dinosaur we are not referring here to anybody’s age, but to those people who have stunted their professional growth

by electing to avoid any further training or learning.

For many people, learning stops the moment they leave school and start working.

They use any free time that they may have relaxing. They even have a reluctant and lack lustre approach to compulsory workplace training.

A lifelong learner, however, has a very different approach. They live by the words: knowledge is power.

A lifelong learner actively seeks out every possible avenue that will satisfy his or her thirst for knowledge, even if there is financial and personal time cost involved.

It’s been said that those distributors who are serious about perpetuating excellent product reputation, not to mention added value for their customers, are the ones providing comprehensive training programmes.

The reputable product suppliers say that it’s imperative installers get adequate training so that end-users derive maximum benefit from the product. Installers are also need to keep abreast of the latest technological advances to provide superior levels of service.

Training courses can take on several different formats including distance learning, online courses and classroom training that covers everything from the fundamentals, all the way through to design.

Distributors have also addressed the issue of reaching installers out in the field, rather than trying to fill classrooms, when installers are required in the field and can often ill-afford to take off serious amounts of time to attend training.

End-users are now becoming more discerning about what installers are placing on site, which has seen an increased demand for end-user training.

Some suppliers even include end-user training as part of their service offering to ensue client confidence in the product.

Industry training in one of the most rapidly changing industries in the country is a deeply entrenched factor of continuous learning.

Continuous learning is about the ongoing development of skills, learning and knowledge on a personal level.

However, on a professional level continuous learning is about adapting one’s skill-se in a rapidly changing environment.

Experts agree that subscribing to the belief that education can stagnate after you initially qualify is not just short-sighted but extremely detrimental to one’s professional careers path.

In a world where no one is going to give you the time or permission to continue the process of learning, you must take the initiative.

Personal and career development requires that learning continues long after formal schooling is done. The more skills we acquire, the greater the service we can provide to our clients, and the more relevant we remain.

According to business author of professional speaker, Tom Peters, all professionals need to cultivate something known as “towering competence”.

This refers to becoming the very best you can be by continuing to learn, fine tune your skills and capabilities, which in turn makes you highly sought-after and admired by peers, clients and co-workers.

Continuous learning can be a key ingredient in your success. As current knowledge and processes become outdated at a faster pace, so increasing your skills and knowledge base becomes a matter of survival.

Fighting festive season crime Festive season fever is sweeping across South Africa, ushering in a period often called “a time for giving”. Unfortunately, criminals see it another way – as a time for taking. Every year, during the Christmas rush, crimes such as burglary and aggravated robbery spike as criminals prey on households, consumers and retailers alike.

bonuses in greater amounts, cash and highvalue goods are more easily accessible.

The police are aiming to increase their presence in these high-risk areas, with Gauteng Commissioner Lieutenant-General Deliwe de Lange stating that almost 50 000 additional resources, including police students, Metro police officers, and members of the SAPS will be deployed to assist with crime prevention efforts.

“We are definitely going to be visible in those malls. All members who used to do administrative work‚ will go out to supplement the resources that are already on the street‚“ Lt-Gen de Lange stated.

Western Cape police have also intensified their efforts to crack down on crime as the holiday season draws near. As part of its Safer Festive Season drive, police have been conducting random roadblocks on major roads where at least 15 people have been arrested since the beginning of December.

Roadblocks in the Western Cape have already yielded positive results in terms of drug-related offences. Random roadblocks have resulted in numerous arrests, taking various hard drugs off the streets and putting the perpetrators behind bars.

Rising crime concern heading into festive season Crime remains a significant problem for many South Africans. The crime stats for 2015/16, released earlier this year, indicated

that house robberies saw an overall upward trend, increasing by 2.7 per cent over the previous year. During the recorded period, an average of 57 houses were robbed each day.

As one of the primary targets of festive season criminal activity, increased security in suburbs and estates will be a welcome addition.

Aggravated robbery is another major concern for South African citizens. This refers to situations where a criminal uses a weapon to forcefully remove property from a person.

This crime saw its own increase of 2.7 per cent over the previous year, with more than 130 000 robberies recorded during the year.

This meant that, on average, 363.1 robberies with aggravating circumstances were recorded each day.

While the increased police presence in malls and suburbs is a good step forward in terms of crime prevention, there will still be windows of opportunity that criminals will use to their advantage.

Remote jamming remains a potential threat to unwitting motorists at malls or public spaces. Another common tactic used by criminals is to follow their potential victims home from malls or banks.

Statistically, people are most at risk when arriving or leaving home.

In addition to state security measures, consumers still rely heavily on the services of the private security industry for crime prevention.

According to the South African Institute of Race Relations (SAIRR), the number of private security officers has more than tripled that of police officers since 1997.

In a 2015 report on crime trends the SAIRR said the private security industry has more boots on the ground than the police and the military combined. It said that in 1997 there were 110 177 sworn police officials and 115 331 active registered security officers.

By 2014 there were 153 116 sworn police officials, but the number of registered security officers had jumped to 487 058.

The report suggested that South African society resorted to dealing with the “criminal onslaught” by increasingly turning to private solutions.

In poorer communities that were unable to afford these services, evidence points to vigilantism, although the levels have not been ascertained.

In wealthier communities, the private sector has been drafted to do what the public feel the police cannot.

Data sovereignty and security misconceptions

South African businesses are still operating under a few misconceptions when it comes to the issues of data sovereignty and security in the cloud, making organisations hesitant about migrating their data.

W

hile these misconceptions are not entirely unjustified in that there have certainly been a number of public cloud providers that have been hacked, it must be pointed out that these providers have had their data centres located in foreign countries.

In anticipation of the Protection of Personal Information Act (PoPI) that makes it necessary to be able to prove that personal client data is protected and requires storage thereof to be in South Africa, there are growing numbers of maturing service providers hosting their solutions “as a service” in local data centres.

This should serve to eliminate much of the concern around data sovereignty and security of cloud back-ups in a local context and lay to rest the lingering concerns about the cloud being risky.

Clarifying lingering misconceptions It’s understandable that the issue of data sovereignty would be a concern for businesses, given that the legislative requirement for data to be stored in South Africa has been created in order to comply with PoPI. As different countries have different laws applying to data, keeping it within local borders makes sense.

South Africa has the local expertise to clarify for organisations what our laws stipulate regarding data sovereignty, so moving data to the cloud for storage in other countries is not always the smartest move.

This is because other jurisdictions might have regulations that permit the cloud storage service provider to access stored data without permission, essentially making it the property of the service provider.

With South African laws, particularly PoPI, the issue of data sovereignty is clarified and the issue laid to rest, as it is necessary to

store personal information locally to prove to clients that their personal data is protected.

When evaluating why organisations might be hesitant to move to the cloud, most companies have voiced concern with data security.

Organisations are worried that their data will be sent to the “cloud” and essentially their concern stems from being unsure where the organisation’s data is physically located, and who has access to it.

This concern can be allayed, especially in a local data centre scenario, by mature cloud service providers hand-holding their clients through the process and showing them exactly where their data will be stored and how the migration will take place.

By showing clients that ‘the cloud’ is in fact real – comprised of physical data centres – this provides reassurance and enables them to consider the benefits of leveraging cloud back-ups that are locally stored.

Benefits of keeping it local What was previously a concern for most businesses when it came to cloud backups – the issue of security – should actually be considered the biggest incentive to do so.

This is because the physical security built into custom-built local data centres is often far superior to that of most other ordinary company’s data centres.

Security is a top priority for local data centres as it is a core part of their business.

It’s also their business to ensure they have high power availability as well as the requisite infrastructure services – something that is often beyond the scope of smaller to mid-size companies to achieve on their own.

By making use of a locally hosted data centre, organisations are able to leverage the skills, security and ensured availability, without having to shell out capital to get it.

Furthermore, by outsourcing data protection and storage, companies can also

start to build a disaster recovery (DR) plan for their businesses.

It’s no longer just about being protected against accidental deletion. By storing data off-site, there is protection against physical damage to company property.

If, for example, the building is burned down, or a device falls victim to ransomware (this a virus that holds data hostage through encryption until a ransom has been paid) there is a copy of such data in another physical location that can be used to rebuild the data needed to run the business.

An even more lucrative benefit of backing up an organisation’s data to the cloud lies in the fact that doing so enables the back up to be used like a file server or data source.

Essentially, file-sharing on steroids, technology has made it possible to take the business’ file server and move it to a backup repository.

This enables IT to remove the local file server, granting users access to back-up copies inside the cloud file system, instead.

In short, given that cloud back-up service providers have matured significantly in the last few years, and in light of the fact that they will be required to comply with PoPI, organisations that have hesitated about cloud migrations should hesitate no longer.

Choosing a local data centre will make their journey to PoPI compliance that much easier, and the organisation is able to tick the issues of data sovereignty and protection off their list of concerns in doing so.

OMEGA sets its focus on combatting retail crime The spike in shopping mall robberies in some of South Africa’s major shopping centres in recent years is a major cause for concern for the retail sector and the public in general. Omega Risk Solutions has aligned its integrated security solutions approach to specifically address this challenge, and have implemented it at various malls and shopping centres.

he festive season is upon us and with it comes the December retail rush.

At this time of year security becomes an even higher priority for the retail sector, as thousands of people fill the malls in the build up to the festive period.

Some stores are higher profile targets than others, especially those with a large cash turnover, as well as cellular, jewellery, and clothing stores.

Theft and robberies, to varying degrees, become an even more common occurrence during December, while a rise in cash-

shopping centres across South Africa and this approach has ensured various success stories. Comprehensive security risk surveys addressing all the potential risks provide insights into what the clients’ obligations are, and how Omega can plan to address these risks.

Continuous evaluation of factors that might have an influence on the security risks allows Omega to adopt a more structured and informed approach to crime prevention.

Close working relationships between centre management and the security provider plays a vital role in promoting best practice in overcoming constant changes in the targeting of large shopping centres by criminals. in-transit and ATM-related crimes puts businesses further at risk. Not only do malls become an increased high-risk target for criminals due to the presence of large amounts of cash, but customers are often targeted by pickpockets or armed criminals.

Modern security services must account for more than just crime-related incidents.

Integrated security solutions have become commonplace in the industry, with security service providers needing to offer their clients protection from fire hazards or potential injury claims as well.

Keeping our shopping malls and shoppers safe With the annual holiday season fast approaching and shopping malls nationwide preparing for the usual end of year deluge, the safety and security of both tenants and consumers plays a critical part in the effective management of South Africa’s retail environment.

one are the days of a camera simply being a camera,” comments Roy Alves, country manager, MEA, Axis Communications.

Previously, insurance requirements were often the major driver for the installation of video cameras within shopping malls.

“It was a far more reactive process,” continues Mr Alves.

However, with a lack of focus on image quality, frame rate or resolution, the footage pulled was often not able to provide the required information.

Additional challenges included faulty or stolen cameras, or even the lack of any camera having been installed at the place of incident.

The last two years, though, has seen a significant shift in the use of video surveillance across South Africa’s retail space.

This has been driven in large not only by an increase in criminal activity targeting certain outlets, but similarly, due to technology developments within IP surveillance.

“The growth of social media has also played a role,” continues Mr Alves. “The potential for any incident to go viral within a few hours is very high.”

Not only is the incident itself cause for concern with regards to the safety and security of all involved, but the fall out and potential damage to that shopping centre’s reputation poses great risk.

With Axis listing several leading shopping centres among its customer base, Mr Alves goes on to share a snapshot of what is possible for local retailers.

“While interest and uptake has increased, there is still so much more to be done, capable of providing enhanced security not only during holiday periods but literally all year long,” stresses Mr Alves.

Improvements in both image quality and processing power is making way for the use of facial recognition technology in South Africa.

Based on specially developed software, facial recognition technology analyses video streams from network cameras allowing for

the “matching” of faces against those stored in a database.

“It is an excellent way of detecting non-desirables, with a history of criminal behaviour,” says Mr Alves.

While no local installations yet, Mr Alves is seeing a lot of interest with various proof of concepts (POCs) currently underway.

“Unlike Europe, South Africa comes with its own unique challenges, including dark skins and lots of sunlight,” says Mr Alves.

“However, improvements in image quality is lending itself to more rapid adoption with several companies beginning to deliver facial recognition software.”

On the other hand, a feature that has enjoyed wide local adoption across shopping centre parking areas, including exit and entrance points, is that of licence plate recognition (lPR).

“It enables the quick and easy identification of stolen cars, or vehicles that have potentially been involved in any kind of criminal activity,” says Mr Alves.

Known as “sweetheart scanning”, a cashier working in conjunction with a supposed customer will scan a lower priced item while packing the item of higher value into the “customer’s” shopping bag. A camera, focused on confirming that the number of items packed matches the number of items scanned, will not detect this.

However, sophisticated analytics, through the analysis of what is known as “event driven video”, is playing a huge role in its detection.

By analysing point of sale information, inconsistencies in till data is detected. “Take the example of every till point, with one exception, scanning on average one box of matches per day,” says Mr Alves.

“Analytics is able to detect that one till point scanning half a dozen, due to the inconsistency compared to the rest of the till points.”

This is enabling retailers to detect and identify internal theft operations such as sweetheart scanning.

While not yet mainstream, this use of sophisticated analytics, also known as intelligent surveillance, is increasing. “The sad reality is that the greatest source of theft within South Africa’s retail environment is internal,” says Mr Alves.

While IP surveillance brings with it enormous benefits for the safety and security of consumers and shopping malls in general, it is also lending itself to the detection and combatting of employee theft.

Yet, it is not all doom and gloom. IP surveillance also brings with it the capability for an improved customer experience. Known as “people counting”, intelligent surveillance can detect not only increases in traffic, alerting store managers to up the number of till points available, but similarly it allows for smarter planning around promotions and product displays by analysing the various demographics of its customers from age through to gender.

Mr Alves is confident the future of surveillance within local retail holds great possibility. “The

greatest concern for retailers and consumers this holiday season should be meeting targets or sticking to budgets,” he says.

With the commoditisation of both IP surveillance technology and hardware and the resulting price decreases, together with constantly evolving technology, Mr Alves is confident the future of local retail can deliver exactly that.

Protect your IP video surveillance systems from summer storms Marc van Jaarsveldt, consultant, The Surveillance Factory, a video surveillance system-integrator, says that the majority of all surgeinduced damage to IP video cameras and equipment is caused by surges travelling along unprotected data and power lines.

H

e says these surges originate from static charge build-up, lightning and mains (AC) generation systems, and if left unprotected, data and power lines can expose cameras and other equipment to damaging electrical transients.

“All IP-based video surveillance equipment is susceptible to surge damage. Generally, a UTP surge protector is used to protect data lines from induced surges. There are several aspects to consider that will assist in protecting your equipment from surge damage,” says Mr van Jaarsveldt.

There are three important aspects to consider when aiming to reduce surge impact: • Typically, indoor points where the UTP route is covered or surrounded by metal building structures, won’t need protection. Often the structure and metal components used (e.g roofing, beams, rebar) offer sufficient shielding to negate the requirement for surge arrestors.

However, the risk does depend on the type of structure, and the routing that the cable takes. In all cases a surge risk assessment is needed and the Surveillance Factory will advise if the risk is significant.

• Local earth bonding is critical; surge arrestors only work if the surge energy can be “shunted” (conducted) to earth. This bonding to earth requires the

use of copper earth spikes or local earthing at the camera points onto a suitable metal surface. Bonding to local earth on the electrical-mains is acceptable in some cases but needs to be done with caution in case the remote earth point is at different potential to the local or home earth. This can create earth loops, where current flows between earth points, cause further harm.

• Equipment cannot be isolated from severe strikes even if protection equipment is used; direct lightning strikes can induce over-voltages sufficient in magnitude to destroy surge protection equipment and damage the camera equipment beyond it.

Overloaded or inadequate power generation and distribution systems can result in voltage surges on power lines. “The reality is that 220V power sources present a risk to equipment. Camera systems make use of 220V AC power supplies and where cameras are powered by Power over Ethernet (POE), an effective method of surge protection is needed,” says Mr van Jaarsveldt. He offers the following additional recommendations: • One should assess the lightning risk for each camera point and decide whether surge protection equipment is needed.

impossible.

• Ensure risky camera points are protected using Class 3 UTP surge arrestors.

• Wherever possible use single phase Class 3 mains appliance protectors where 220V points are needed for the server/switch/ cameras.

• Protect the mains supply (220V AC) using surge protection on the distribution board (DB) if needed.

There are basic assumptions made according to Mr van Jaarsveldt. Make sure these are covered before you consider moving forward with any other surge protection: “When looking at your primary mains protection ensure that the mains power obtained from the distribution board is suitably protected. This implies that a Class 1 or 2 style surge protector is already installed.”

He says that the frequency of surges due to lightning is related to geographic location.

Higher areas such as the highveld, are more prone to the effects of lightning from thunderstorms than lower areas such as the coastal regions.

“You can decide not to use protection equipment if you feel that the cost vs risk benefit is not compelling,” says Mr van Jaarsveldt.

Its worth remembering that smaller, low cost UPSs provide little surge suppression and Mr van Jaarsveldt says that users cannot assume that UPS conditioned power is protected from surges “In general, line-interactive UPSs, which are low cost, are not able to provide much immunity to equipment, making an online UPS a better choice.”

Surge protection equipment is categorised according to the magnitude of the voltage surge anticipated. Class 3 equipment offers basic protection for the lowest case of over-voltage and is sufficient for protecting camera systems.

“The trade-off of surge-immunity against protection-device cost is significant and as a result, we do not make use of Class 1/2 equipment because over-specifying these devices leads to excessive cost.

“In addition, the availability of suitable Class 1/2 surge arrestors that work with UTP and UTP/POE is limited locally,” says Mr van Jaarsveldt.

“Training has taken on a great deal of importance, and can be the difference between genuine TSCM professionals and those performing services without any or completely outdated training,” he says. “In an industry that is facing constantly evolving threats from all directions, outdated practices can, ultimately, harm the integrity of those clients who use these practitioners.”

The importance of TSCM The process of safeguarding critical corporate information should include conducting regular TSCM surveys to demonstrate that the organisation has taken all reasonable steps to ensure that there is an appropriate risk management programme in place to help achieve this objective.

If organisations, municipalities, NPOs, pension funds, and SMEs do not conduct regular TSCM surveys of their at-risk areas, it could be argued that they failed to take the necessary steps to safeguard their information against possible technical attacks. The same could be true if a company selects a TSCM service provider who does not comply with the minimum requirements regarding training, experience, and equipment.

World class TSCM training There are few local training providers when it comes to TSCM. Seeing a gap in the market, Eavesdropping Detection Solutions® (EDS) has been offering technical surveillance countermeasures (TSCM) training since 2009 and has its own dedicated TSCM training facility based in Centurion.

SAQCC training & expertise on par with global trends The South African Qualification & Certification Committee (SAQCC) Fire is an industry-elected body, mandated by the Department of Labour to register competent persons. One of its aims is to drive national training recognition and ensure that fire technicians have all the correct training, qualifications and experience.

Latest developments to SAQCC 1475 There have been significant advancements in SAQCC 1475 training over the past two years.

Previously basic training was performed with a six-month practical training requirement, and thereafter it was the responsibility of the qualified technician to expand their knowledge.

“Since then SAQCC 1475 has made important improvements to its training programmes and is committed to providing technicians more in-depth modular training, backed by a career path and recognised occupation,” says Lizl Davel, chairperson of SAQCC 1475 committee. “This provides greater career opportunities and more competent technicians.”

SAQCC 1475 has also placed greater emphasis on safety. Previous attempts to improve safety, including the removal of cartridge units did not decrease the number of accidents by as much as expected.

This has forced SAQCC Fire to clamp down on safety measures by banning any assistant or registered assistant from operating any pressure equipment at all.

Other initiatives aimed at increasing safety awareness include the introduction of new employee induction templates, job description templates, toolbox talks, and technical bulletins.

SAQCC-Fire Detection and Gas Suppression committee was set up to in 2012 to establish and implement procedures for the qualification and certification of authorised persons to ensure safety, quality of work and high standards of excellence within the industry.

This provides tremendous peace of mind for end-users, knowing that if a SAQCC Fire technician has installed a system, that system installation has been conducted in accordance with world-class standards.

A competent person is only as competent as the training he receives. This includes

theoretical, practical, on-site experience and proper assessment. This is paramount to ensuring that candidates become competent in the level they are registered.

SAQCC Fire believe that both 1475 and Fire Detection and Gas Suppression (D&GS) will soon be on par, if not greater than international standards, for the occupations concerned.

Prevent employees from stealing IT assets The vast range and volume of new devices being deployed in the marketplace makes it nearly impossible for companies to safely manage and dispose of excess electronics.

ost companies are oblivious to the risks associated with asset disposition and theft, failure to mitigate the risks could have dire consequences.

Most companies are yet to rise to the challenge, especially with the recent developments in data protection legislation (PoPI Act) that compels company executives to protect company information.

Xperien chief executive officer Wale Arewa warns that employee theft is the number one risk associated with IT Asset Disposal (ITAD). “Failure to mitigate the risk associated with employee theft will eventually lead to reputational loss,

especially if data you are supposed to protect ends up in the wrong hands.”

Employees often misappropriate IT assets before securely disposing of any data that is contained on these devices. Their focus is the residual value of the asset, which most likely exceeds the daily wage of the blue-collar workers involved in the disposal process.

“Preventing theft should really start with making sure you have developed procedures that remove temptation. An unbroken chain-of-custody is essential to indemnify your organisation from downstream risks associated with IT disposals,” he explains.

Home robberies on the increase Home robberies are on the increase in the northern suburbs with targeted homes being mostly those with poor security measures in place or those without a security service provider.

FONDATION LOUIS VUITTON MUSEUM

Siemens protects unique works of art Like billowing sails, a new Paris landmark rises above the treetops of the world-famous Bois de Boulogne Park: the Fondation Louis Vuitton Museum designed by none other than US star architect Frank Gehry.

B

ut it’s not just its design that is groundbreaking. The technical infrastructure of the multi-awardwinning 11 000 m2 building sets new benchmarks as well. This includes stateof-the-art building technology from the Siemens Building Technologies Division.

The spectacular private museum is the brainchild of Bernard Arnault, billionaire, patron of the arts and chairman of Moët Hennessy Louis Vuitton (LVMH), the publicly traded French holding company that owns majority shares in more than 60 luxury brands.

The sculptural building resembling an iceberg is enveloped in glass sails up to 46 metres in height. The massive entrance hall leads to 12 exhibition galleries, each of a different shape and size.

The museum has shown mostly 20th century art since it opened at the end of October 2014. In its very first year, the Fondation Louis Vuitton Museum broke a record of more than a million visitors – quite a feat in light of the strong competition from the many other cultural attractions in the French capital.

The Shchukin Collection on view Every year, three major special exhibitions provide additional appeal and ongoing fresh momentum. The current one (“Icons

of Modern Art – The Shchukin Collection,” running from 22 October, 2016 to 20 February, 2017) is dedicated to Sergei Shchukin, one of the greatest collectors and patrons of French art of the early 20th century.

With great pride, Jean-Paul Claverie, an adviser to Bernard Arnault, told the news agency Agence France-Presse that it will be a historic event the world is not likely to see again for quite a while.

He could be right because this is the first time that 130 masterpieces from the Shchukin Collection, including impressionist, post-impressionist and modern works, will be seen together outside of Russia.

Special emphasis is on the art of Monet, Cézanne, Gauguin, Rousseau, Derain, Matisse and Picasso in addition to works

by Degas, Renoir, Toulouse-Lautrec and Van Gogh. In other words, this selection represents one of the most radical and visionary art collections of its time.

The temperature is kept at a constant 25 degrees Celsius throughout the building.

Depending on the weather, controllers installed in the floor provide fully automatic heating or cooling. Mr Ravoire adds: “This results in maximum comfort for visitors and optimal climatic conditions to preserve the sensitive exhibits while ensuring the best possible environmental compatibility.”

Earlier, the French certification authority Certivéa had selected the Fondation Louis Vuitton as a pilot project for its new quality seal Haute Qualité Environnementale (HQE).

The intention is to award the HQE seal to buildings housing cultural assets that have minimised their energy consumption.

Siemens has the most efficient system The Fondation Louis Vuitton Museum has achieved just that through measures such as screen printing on the glass surfaces to reduce solar radiation, high-efficiency insulation and a geothermal heating and cooling system from Siemens.

Franck Valladeau, director of operations at Fondation Louis Vuitton, says: “The Siemens team succeeded in maintaining the temperature inside the building using the energy of 12 degree Celsius groundwater.”

“This means that if you rely solely on serial numbers to ensure chain-of-custody you have a roughly 50/50 chance of success,” says Mr Arewa.

He says the solution is disposal tags. “If you tag each asset you send for disposition with a disposal tag you’ve just increased the odds of successful end-to-end tracking to 99 per cent. This is why airlines tag luggage and furniture movers tag boxes. Because it works.”

More importantly, disposal tags deter theft. Once employees know that assets are tagged and will be missed, they are less likely to steal them. Chain-of-custody is not a catchphrase used only in a court of law. Chain-of-custody evidence is the very foundation for indemnification and transfer of liability.

Mr Arewa says a serial number alone doesn’t ensure chainof-custody. “Adding the disposal tag improves trackability and makes pilfering and misrouting far less likely. Tags are simple, easy and highly effective.”

It is easy to add tags to an existing process and tags work with any vendor, any size project, anywhere. Tags are a perfect way to prevent problems, save time, and save money.

Nobody cares about ITAD until something goes wrong. But when something does go wrong then everybody cares, the CEO, CTO, legal counsel, the crisis management team and most of all, the customers.

“It is a huge problem when an asset disappears or when an asset turns up in the wrong place or when an asset is resold and found to contain company secrets or customer data. We’ve seen this far too often. Suddenly you have a problem and many times that problem is also a public relations nightmare that can damage your reputation and your brand,” he concludes.

ACT installed at Dr Organic Secured Alarm Systems has installed ACT’s cloud-based access control system, ACT365, at the new UK base of Dr Organic, a natural skincare and beauty product company. Dr Organic created a production, design and distribution centre within the 18-acre Swansea Enterprise Park to consolidate its operations in Europe.

CT365 gives users simple but powerful management of access points both locally and remotely.

It allows the operator to analyse door status and activate doors from any major web browser or ACT’s own App. ACT365 also unifies VMS with access control, enabling users to control cameras from the same platform.

The software is allowing Dr Organic to make immediate remote adjustments to a user’s privileges including disabling a card after any breach of access protocol even if it is an innocent error. (A common occurrence might be a contractor forgetting to hand in their card or fob after finishing an assignment.)

Rapid installation using structured cabling Secured Alarm Systems worked with the client’s IT consultant, SA1 Solutions, to exploit existing Cat6 infrastructure and assign IP addresses to the ACT hardware.

Dr Organic is using ACTpro 1040e 125kHz proximity readers and also opted for another recent innovation, ACTpro 1520e single-door controllers.

Matthew Giffard, managing director of Secured Alarm Systems, said: “The installation at Dr Organic was rapid and hassle-free. “ An outstanding feature of ACT365 is that if the client reports a fault on their access control system, we’ve got the ability to

Matthew continued: “ACT365 is showing exceptional functionality in terms of ability to programme user time zones and door groups.

“The responsiveness of the system was illustrated recently when a Dr Organic member of staff had a highly unusual but legitimate access control request involving external doors.

“We were able to adjust the privileges on their fob from our office promptly and with no disruption to the system.”

ACT365 removes the need for extensive PC equipment on site. It operates from a compact unit involving minimal capital cost and is provided to installers by ACT and its distribution partners on an “as-aservice” model.

Sustainability consistent with client ethics By minimising both miles driven during installer site visits and fossil fuel usage in manufacture of unnecessary components, ACT365 is environmentally friendly. This is particularly appropriate for a client such as Dr Organic who employ organic ingredients wherever possible and avoid petrochemicals such as paraffin and petroleum in their products.

Dr Organic exports to the US and to do this, it must meet strict regulations from the United States Department of Homeland Security. The ACT system is contributing to this compliance.

Hikvision’s IP PTZ cameras secure tank museum Opened in 1923 in Dorset, the museum of the Royal Tank Regiment and Royal Armoured Corps is the world’s best collection of tanks and armoured fighting vehicles.

I

t’s a unique 300-strong exhibition that includes the world’s first tank – Little Willie, the feared German Tiger tank – and the modern Challenger 2, all housed in one of six expansive halls.

A recent Heritage Lottery Fund grant has doubled the museum’s size and with expansion came the need to install CCTV to keep the collection secure and visitors safe.

Located near an army base, security is also a top priority. The technology had to be scalable and implemented swiftly to meet the museum’s needs.

Roy Hicks, museum facilities manager, explains: “We needed a complete overhaul of our outdated analogue CCTV equipment.

Fifteen cameras to oversee such a large area was not nearly enough, but with Hikvision’s wide range of products we now have a view of every part of the museum.”

Trusted partnership Hikvision partner Ashley Security installed new IP cameras across the facility. The company planned every detail so that visitors were not disturbed during the implementation process, which took place during opening hours. It took less than two

months to fit 54 cameras and systems thanks to Ashley Security’s excellent planning.

Yann Maciejewski, engineering manager at Ashley Security, helped the tank museum with its bespoke security system. He said: “The tank museum’s security team had concerns about the quality of their existing CCTV equipment and its inability to playback video quickly and easily. We custom-built a system using Hikvision’s innovative range of products.”

he integration provides simple multi-platform access management for registered users, enabling them to request PIN codes for visitors via their mobile phone.

Network Video Recorder (NVR) An NVR software programme records video in a digital format to a disk drive, USB flash drive, SD memory card or other mass storage device. This means all recorded content is stored and available to view easily, which was an issue with the old equipment. Instant playback via a mobile device gives the tank museum security staff access from anywhere.

Why the tank museum chose Hikvision The security team was frustrated by the poor quality and usability of the original system and felt it did not provide sufficient visibility of the entire space.

Roy adds: “Rather than 15 cameras there are now 54 that closely monitor the exhibits and communal areas. The IP cameras are of the highest quality and Ashley Security made sure the installation process ran smoothly.

“Access to instant playback of videos and images from my mobile phone has made a huge difference. I now know that it doesn’t

matter where I am, if I need to check on anything suspicious, I can do it easily.”

The Rule of Law and Capture of the State article published last month has led to a number of questions being asked, some of which must remain purely conjecture as the legal options and the routes taken by the various parties will only become clear in the coming months.

The starting point is to reiterate that the report titled The Captured State issued by former Public Protector, Thuli Madonsela contained findings that are largely stated as observations and these are probably best seen as possibilities.

The outgoing Public Protector stated clearly that her investigation could not be “executed fully” because of constrained resources, as well as her impending departure from office.

That, in turn, laid the foundation for her recommendation that a Commission of Inquiry be appointed by the President to investigate the issues raised in the Report within a period of 30 days from the date of publication of the report and with the Commission having a period of 180 days to present its findings to the President.

The outgoing Public Protector also recommended that the head of the commission be chosen by Chief Justice Mogoeng Mogoeng.

Before going further it should be noted that the current Public Protector, Busisiwe Mkhwebane, has requested that Justice Minister Michael Masutha support the Section 9 office by establishing a binding framework against which Government would be required to comply and ensure that government co-operates with the Public Protector’s investigations and recommended remedial actions.

This is both an admission of the existence of a stumbling block and an acknowledgement of the quandary that former Public protector Thuli Madonsela

faced prior to the release of the last report that she issued while in office.

It can only be hoped that Minister Masutha complies with Busisiwe Mkhwebane’s request and actively works with her office to bolster the standing and administration of the Public Protector.

President Jacob Zuma has announced he will approach the court to have the former Public Protector’s report on state capture and the remedial action proposed in the report reviewed and set aside.

I referred in the previous article to the possibility of this course of action being followed by the President and that this carried with it the danger of the publication of evidence led in court necessary for the court to reach a conclusion.

Any review by a superior court will not be on the merits of the Report but solely on whether Thuli Madonsela acted within the legal powers granted to her in terms of the Constitution and whether any aspect of the Report, its findings and the remedial action proposed were irrational.

In terms of section 84(2) of the Constitution the power to appoint Commissions of Inquiry devolves upon the President alone and, in terms of the decision of the Constitutional Court in of President of the Republic of South Africa and Others v South African Rugby Football Union (SARFU) and Others, the power of the President cannot be fettered or usurped unless provided for in terms of other provisions of the Constitution.

In terms of Section 182(1)(c) of the Constitution the Public Protector has the power to take and mandate necessary remedial action in terms of provisions of legislation, and for these powers to be enforced by the courts and Parliament as necessary.

The latter has been confirmed recently in the judgment of matters related to Thuli Madonsela’s remedial action in respect of the Nkandla report.

However in EFF v Speaker of Parliament and Others it was mooted in the judgment that this power is not unlimited but would require to be reviewed on an individual basis to ensure compliance with administrative requirements.

Looking towards the argument that the recommendations in The Captured State Report would require that the President appoint a Commission of Enquiry and appoint as head a person nominated by a third party means that the President would be acting under the dictates of the former Public Protector and here there may be merits.

Although the Public Protector is clearly entitled to recommend a Commission be established, the decision on it being appointed remains that of the President.

Here the decision in the SARFU case referred to above confirms that the President is required to exercise his mind with regard to the Commission being established.

In the SARU judgment the question of abdication of the powers conferred to the President was canvassed at length.

The first mechanism where this can be done is via the delegation of the decision to another party; the maxim delegatus non potest delegare clearly makes this an ultra vires act.

Secondly, the President could be viewed as being errant under circumstances where he appoints a Commission on the instructions of a third party and this is closely akin to situation of the recommendation contained the State Captured Report as referred to above.

The third mechanism would be where the President refers the decision to another party or parties. In this regard the President is not precluded from consulting with other officials or experts. The key is that the President must make the decision having taken into account the advice given.

With the bare and briefly covered options laid out it is probably necessary to look at the final set of powers conferred by the Constitution that may have an impact on the hearing and process going forward.

In the SARFU judgment the court stated that all powers (which would include powers granted to the President in terms of section 84(2) must be seen as being subject to the provisions of the Constitution.

This again comes back to the point made that each matter referred for review to the courts must be considered individually and on its particular merits.

Accordingly the decision taken by President Zuma to refer the recommendations in The Captured State Report for review cannot be seen as an open and shut matter

and inherently the review process carries attendant risks.

The timing of the decision to take The Captured State Report on review deserves some comment. There are looming and well publicised rifts developing within the African National Congress, public statements have been issued by a number of ANC stalwarts that reflect growing dissatisfaction with the state of the country and the ANC, divisions are evident within the Tripartite Alliance, the opposition parties are increasingly vocal in their expressions of criticism and repeated calls for votes of no confidence.

The loss of votes in the recent municipal elections has eroded confidence internally within the ANC and in turn has exacerbated

divisions within the senior elements of the Party as well as highlighting the challenges likely to be faced in the next national elections.

With this as a background the risks of taking The State Captured Report on review.

It is unlikely that the review process and judgment will take place in the short term and should there be appeals by any of the role players the duration will be extended.

While the outcomes are awaited, the process is likely to be an ongoing source of rancor.
