And we’re not done yet! z Here’s a quick glimpse of the top 10 list showcasing excellence. These accomplishments are a culmination of community voices, a clear vision, dedication, and hard work that came together to Build on What Matters for a thriving community! 1. Silverstone Marketplace and Economic Vitality takes the number one spot in our top 10 countdown to excellence. The Northwest corner of Colorado Blvd. and Highway 52 will host the largest grocery store (King Soopers Marketplace) in the Carbon Valley encompassing a mix of retail, dining, and commercial space to enhance convenience and quality of life in our community. In addition to Silverstone Marketplace, several other projects are contributing to Frederick’s economic vitality, sharing the top spot on our list. These include ongoing projects celebrated with ribbon-cutting ceremonies, such as Agilent, Aqua-Hot, Hirsh Precision Products, and the Toro Company.

z Responsible Growth: The Town will be soliciting requests for proposals for the construction of our new Community Center. The ultimate design features a fullsized cross-court gymnasium suitable for multiple sports and activities, a versatile multipurpose room, storage facilities, a welcoming lobby/ reception area, and dedicated staff offices. The site development plan

These collective successes have garnered significant recognition. The Economic Development Council of Colorado awarded Frederick the prestigious title of the 2023 Small Community of the Year, a testament to the town’s vibrant growth and vitality. 2. The Carbon Valley & Mead Victim Services program launched in January by local Police Departments, offers critical support services to victims of crime and/or unexpected tragedy to aid in the healing process. 3. Launched in June, the Town App is a one stop shop to see all things FREDerick! Download it today and experience the ease of access to municipal services. 4. The Town’s fourth accomplishment on our list is Fostering Community Outreach and Engagement. The Town’s inclusive approach to gathering invaluable insights through initiatives like Telephone Town Hall, Frederick Forward, and various surveys on transportation, parks, water infrastructure, and Town sponsored events was nationally recognized with the Voice of the People Award, highlighting the town’s commitment to shaping its future based on residents’ voices. 5. February 2023 brought the milestone groundbreaking celebration of a multi-million-dollar expansion project by Agilent Technologies, who is a renowned leader in life science research improving the quality of life around the world. Agilent not only stands as a leader in its industry but also actively contributes to the betterment of the Frederick community through various initiatives, and collaborations. 6. The Town made a comprehensive upgrade to level up Snow and Ice Control services in Frederick. The upgrade includes

expanded resources, equipment, technology, and improved tier system to improve efficiency, minimize disruptions and maximize safety for winter travel. 7. Voters passed Ballot Issue 2c in the November election authorizing the use of Open Space tax dollars for parks and trail improvements as prioritized by our community. This approval represents a significant progression in commitment to cultivating inviting and accessible outdoor space. 8. Expanding Water Efficiency Programs - the Town of Frederick achieved significant strides in water conservation, notably recruiting a Water Conservation Specialist, offering three new rebate programs, and expanding water-saving programs through our partnership with Resource Central. These efforts reflect Frederick’s commitment to sustainability and its dedication to conserving water resources while providing innovative solutions to its residents. 9. The Frederick Youth Commission was established by resolution in 2023 by the Board of Trustees as an advisory body on matters related to youth. This is a great opportunity to build youth-adult partnerships and to foster inclusive decision making. 10. The Town of Frederick IMPACT Grant was created to support small businesses by encouraging continuous investments. With 1:1 matching financial assistance, the IMPACT Grant encourages local businesses to enhance their operations to serve their customers better and is our way to thank you for being part of the Frederick business community. Another way we recognized and thanked our business community was through Frederick’s inaugural Business Awards Ceremony, a celebration of local business achievements.

Anticipated to begin in 2024, construction will bring this community vision to life. z Reliable Infrastructure: The 3rd Street and Welker Avenue intersection project is progressing through our competitive bid process. Intersection improvements include left and right turn lanes on all legs, medians, sidewalk connections on all legs, drainage upgrades, two railroad crossings, and a traffic signal. The intersection reconstruction is slated to commence in 2024, and substantial traffic disruptions are anticipated throughout the construction phase. Our team is committed to keeping residents well-informed throughout this challenging process. z Public Safety: The Mead Police Department uses community policing to build solid relationships and partnerships between law enforcement and our local community. The goal is to

collaboratively address safety and security issues, enhance public trust, and create a safer and more vibrant community. z Fiscal Stability: The Colorado Special Highway Committee recently awarded Mead $1.6 million in grant funding to replace the Weld County Road 34 bridge over the Mead lateral. The forecasted growth and increased traffic made this project a high priority for Mead. The Off-System Bridge Program helps to fund Municipal and County bridge projects by considering bridge sufficiency ratings, structural deficiency and functional obsolescence, and average daily traffic. z Connected Community: The new year means new events and recreational activities! Glass Doctor Auto of Longmont: COVID Causes Corporate Employees to Pivot “The negative impact COVID-19 had on our corporate careers initiated our decision to pursue our own business,” says Denise Sisco. “We knew we were entrepreneurs at heart and there was no time like COVID time to try something new.” Everyone was sheltering in place. Families had cabin-fever, so they bought RV’s. A lot of them. A Forbes article, January 2023, stated RV sales grew to record levels during 2021, up by 19%. https://bit.ly/3twpEnT. They also purchased new vehicles, used vehicles, and restored vehicles, and hit the highway. That meant broken or damaged glass. Lots of it. So, the Siscos said, “Let’s start a windshield business.” That’s how Glass Doctor Auto of Longmont, owned by William and Denise Sisco, started in early 2021. Plus, they committed to providing more than the customer expects. Ask yourself, when your car was made, did they push it out into a parking lot and install your windshield? No, it was done in a factory in a controlled environment. While you can buy all the stuff necessary to change your oil and brakes in your driveway no one comes to your house to provide those services. You go to a repair shop. Yet, you can’t buy the materials necessary to replace your windshield, but you allow some random person to do this in your driveway to an item that is necessary to your vehicle’s structural integrity and your safety. Remember, windshield glass is more than something that blocks the wind, it’s a safety device meant to keep you in your car, just like your seatbelt. If your vehicle is equipped with ADAS Safety Systems, those systems MUST be calibrated to the new windshield. Be wary of anyone that tells you otherwise. Even if they say…“as long as we don’t unplug the camera….” “We’re amazed at the number of windshields that are improperly installed and the amount of damage hidden under the windshield and trim,” says William Sisco. “We’ve found far too many previous installations partially adhered to the vehicle. It’s an overwhelming amount. A few we could simply push out with our hand!” “We CARE!” says Denise. “We’re locally owned and operated. Our business is our name and our reputation. We’re focused on doing the right job at fare price, which sometimes means we’re going to be more expensive than other shops because we’re quoting replacement parts that are single use items. Others repair shops might reuse or glue these items back in place.” The Siscos serve anyone needing automotive glass replacement/repair. Health&WELL BEING Food for the Soul: 2024 I t ’ s happened. Now they’ve gone and done it! Who turned the calendar to the new year already? That’s right, it is now officially two thousand and twenty four. But we’ve all been through this beforelot’s of times. You know, New Years Eve parties, New Year’s resolutions to improve our lives, and lots of ideas of things we’d like to accomplish this year… But wait! This is 2024, and we have NEVER done anything yet this year, except maybe sleep in since it is a day off work. So, let’s take a hard look at a big idea that just might make this year different. The Preacher, King Solomon, author of Ecclesiastes, started this book of the Bible with these words: “Vanity of vanities. All is vanity.” What? If that is true, we’d just as well go back to bed and sleep through the

whole year, because it really won’t matter what we do if ALL is vanity! The 11 chapters that follow are full of accomplishments that came to naught in the big scheme of things. But read on… He ends the final chapter with this“The conclusion, when all has been heard is: fear God and keep His commandments, because this applies to EVERY PERSON. For God will bring every act to judgment, everything which is hidden, whether it is good or evil.” Hmm, that should give ALL OF US pause, because it applies to EVERY PERSON, whether they believe it or not. That’s right, whether or not you ‘believe’ what the Scripture teaches, it still applies to your life, because the ultimate author of the entire Bible isn’t King Solomon or Isaiah or Matthew, etc.; the author is God Almighty, maker of heaven and earth. And you can take it to the bank that

How many of those people follow through beyond 30 days? Most don’t because they’re focused on the external, not the internal. It took four years for me to recover from that experience and more years to rebuild my strength. During this time, I reassessed my life and decided what was important and what was not,” she says. “I was determined to face my fears.” Carrie defined her values and priorities and now determines to live them, authentically, daily. “This year, I hiked the Rim2Rim into the Grand Canyon,” she shares. “Never in my wildest dreams did I imagine this as possible.” Not many like to ponder what’s making them stuck. “Inner work can be devastatingly hard. It takes time and a long-term commitment. Many avoid it but it’s well worth it when you push forward and let the stuff inside, come out.” Carrie’s work afforded her the satisfaction of completing the Grand Canyon hike, but she now is a distance hiker, enjoying the world around her two or three times a week. She’s also training for her next big adventure. Carrie’s clients share that her story resonates with them. Many older adults are good at painting a rosy picture of their daily life when talking on the phone. Seeing a refrigerator with outdated food, a home desperately in need of cleaning, or watching the mobility struggles first hand for your loved one, paints a different picture. How can you help? The first step is to set the stage for an honest conversation with your loved ones. Come with an open heart, and a desire to listen first, and seek to understand. There is always a current that runs under every conversation and it’s up to us to be attentive to that current. Ask gentle questions about how your loved ones are doing, and what might be their biggest challenges. If they are unwilling to admit any, instead of pointing out things you see, try gently asking the question, “if you had more support with , would that be helpful?”. You are not there to judge the things you see going wrong, but to find ways to help make things easier. This is a delicate dance and you may need to take a different approach. Sometimes this means bringing in someone who has a different relationship with them, like a dear friend or that one child that seems to be the voice they respect. If that’s not you, don’t take offense. This is not about you. Take baby steps to identify small areas they could use support for, and work to connect them to services for their safety and to help them thrive in this season of life. A great “one stop shop” for resources is the Weld County Area Agency on Aging. From help with meals and transportation, to home modifications, they are a great place to begin. If it’s time to take a look at a move to a senior community, you will want to engage the free service of a senior advisor. They can guide you to only the communities that will be a good fit, and provide education and support in the decision making process. Give me a call, I’m happy to help.

Are you in the process of defining goals for 2024? We most often think of SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) goals but there is more to goal setting than that. It doesn’t matter what the goal is - there is science behind goal setting. The science tells us which goal-setting types are better than others. The three best goal-setting types include: 1. Outcome goals focus on a tangible and specific goal. For example, losing a specified amount of weight in a specified amount of time. 2. Performance goals focus on achieving a certain standard independent of others. For example, you want to run at a certain pace. 3. Process goals focus on actions! For example, include a certain number of vegetables in your meals daily. Walk for 30 minutes a day. Even within these three types of goals, Process goals are best! They focus on the things you do day in and day out. If you follow the process, the outcome will come. Versus just focusing on the outcome – weight loss – without any plan on how to do it. Research also tells us that there is a similar amount of success with a super-specific goal versus a non-specific goal! I was surprised to read this. I had always thought the only way to success was with SMART goals. After hearing this and learning the process goals are the best, this completely makes sense. If you are consistent day in and day out on the things that will help you achieve the goal, whether it’s a SMART goal or a more un-specific goal like I will lose 10 pounds, they both work. So don’t get hung up on whether you have all the details of the goal. Both super-specific and non-specific goals are equally successful. The 3 “worst types of goals include: 1. Mastery Goals – A task or learning goal for the sake of learning something better 2. Outcome Goals, specifically when compared or against someone else 3. Ego Goals – These are typically performance avoidance or failure avoidance types of goals that aren’t productive at all. Now that we know Process Goals are most effective, the scientific literature tells us that a 7-step process is ideal. The recent defeat of Proposition HH by voters was a clear indicator that Coloradans don’t want more taxes. Unfortunately, the special legislative session called by Gov. Polis ended without any real solution for homeowners facing the impending skyrocketing of property taxes. That Gov. Polis and the Democratic state legislature refused to consider any solution that capped property tax rates is sadly no surprise but just the latest example of them abdicating their responsibility towards voters. Unfortunately, even before the defeat of Prop HH, leaders in our own local government here in Weld were shifting to a new scheme against taxpayers. This scheme from some Weld County Commissioners, with the unfortunate coordination from some County Council, was a push to hold on to excess taxpayer funds for a specifically designated project that was ‘for the children’. To top it off, when pressed about the details of their new scheme—that they cooked up behind closed doors—they admitted that the additional money from taxpayers might not even be used for the designated project. The last thing we need right now, as families struggle in this economy, is a new slush fund of taxpayer money for county bureaucrats. As a Weld County Commissioner, I take my responsibility to my fellow taxpayers very seriously, and that’s why I’m pushing for local governments to use the authority we have to lower mill levy rates, not raise them.

With the new property tax assessments coming out, there has been a lot of discussion about not only property values, but also property tax amounts. Since home values have risen dramatically since the last assessment, there has been statewide concern about how much individual home taxes will go up. The valuation is one piece of equation, with the mil levy being the other. Each taxing entity will be setting their mils during December. You may have heard of, or be living in, something called a Metro (Metropolitan Improvement) District that is one of the entities that you pay property taxes to. There are several type of Special Districts in the Carbon Valley area ranging from Fire, Library, or Recreation to Metro Districts. In recent years, many new developments have been done using a Metro District as a development tool to finance the development of the subdivision. Basically, instead of the developer putting up the money to put in infrastructure such as utilities, sewer lines, streets, etc., a special taxing district is formed to finance those improvements. Then, those costs are paid for over time through property taxes rather than in the lot or home price. So, theoretically, you are purchasing the new home for a lower price because you are paying for the development over time through the Metro District. Because of problems with Metro Districts in the past, they are now limited to the number of mils they charge. Many of the districts in the area are in the 40 to 60 mil range, but I’ve seen as high as around 80 mils. Sometimes, the mil levy also takes care of things other than infrastructure such as open space, common areas or other amenities for the development. In that respect, they are kind of operate similar to an HOA, but they are structured differently. To give some perspective, most areas within Frederick, Firestone and Dacono that don’t have Metro Districts, have a mil levy rate of about 100 mils. Within a Metro District, that total mil levy is around 150, so that is why the property taxes are higher. If two homes have the same assessed valuation, the property taxes for the one not in the Metro District would be about 33% lower. Keep this in mind when it comes to consideration of a property tax proposal for one of the local entities. We have so many different taxing authorities (town, county, schools, fire, rec, water, sewer, library, and metro) and they all have their own budgets. So, if one wants to get more money to take care of what they do, they have to look to the voters for approval as they can’t just reduce spending in another area that is outside their own jurisdiction. The Carbon Valley Help Center is looking for volunteers! Are you dependable, motivated, and able to lift 20lbs? Do you want to give back to your own community? We need volunteers who can work a 3 hour shift on Tuesday or Thursday between 9 and 3 either in our front office, or in our food pantry.
