Forthe2024/25FinancialYear,theDepartmentofHuman Se�lementshasbeenallocatedaMainAlloca�onofjust underR5.8billionwithCondi�onalGrantFundingofjust overR4.8billion.ThisincludestheHumanSe�lements DevelopmentGrantofalmostR3.9billionandthe InformalSe�lementsUpgradingPartnershipGrantfor ProvincesofR927million.

Amongseveralhighlights,MECMotaratouchedonthe roleoftheGautengPartnershipFund(GPF)inhelpingthe departmentaddressthepressinghousingneedsofthe ever-growingpopula�onofGauteng.

ShealsospokeaboutplanstoelevatetheGPF'svarious programmes,includingthehashtag#Kasi4Realandthe EmpowermentEntrepreneurPropertyFund,which encouragethepar�cipa�onofhistoricallydisadvantagedownedcompaniesintheaffordablerentalmarket.

SinceApril2023,FirstHomeFinancehasbeen providinggrantsfornon-mortgagesproducts.

TheNHFC,anagencyoftheDHShasseena significantincreaseinapplica�onsfrom individualswhowantgovernmentassistanceto buythierfirstproper�esthroughFirstHome Finance.

Thedepartmentisforgingahead toimplementseveralinterven�ons toredresstheunaffordabilityof housesforthemissingmiddle.

TheseincludeFirstHomeFinance, SocialHousing,RapidLandRelease Programmetoencouragepeople tobuildforthemselves.

Thegovernmenthasbuilt manyBNGhouses,butwe needtoensurethattheyallgo totherigh�ulowners.

Weremainconcernedthatjust under3millionsofthose applica�onsweredeclined.

Financialins�tu�onshavecited servalreasonsincludingbad creditrecordsandlackof affordability.

Wehavenotedconcernsraised bythepublicregardingthe BNGhousesthatincludesthat someBNGswereallocatedto peoplewhoarenotrigh�ul beneficiaries,eitherbecause beneficiarylistwas manipulatedorsyndicates opera�ngacrossthecountry whoillegallytakehousingunits fromrigh�ulownersandsell themtonon-deservingci�zens.

Thedepartmenthasrecognised thatthegapmarketormissing middlecon�nuestoface challengesinaccessing adequateaffordablehousing.

Thesearethehouseholds earningbetweenR3.501and R22,000permonthwho neitherqualifyformortgage financenorfullysubsidized houses.

Between2018-2022,justless than6.0millionmortgagesand homeloanapplica�onswere receivedandprocessed.

2millionapplica�onswere fromPreviouslyAdvantaged Personswithjustover1million approvals.

Ournon-mortgagehousing programme(FirstHome Finance)hasalsobeenwarmly welcomedbyTradi�onal Authori�es,mainlyinFree State,LimpopoandKwaZulu Natal.

Wearealsodevelopinga policytoencourageemployers toprovidehousingtotheir employees,aswellhousing accessforgovernment employeesthrough GovernmentEmployees HousingScheme.

IInhis2022MediumTermBudget PolicyStatement,theMinisterof Finance,HonourableEnoch Godongwanamadethefollowing policypronouncementonthe GautengFreewayImprovement ProjectpopularlyknownasE-Toll: “toresolvethefundingimpassethe Gautengprovincialgovernmenthas agreedtocontribute30percentto se�lingSANRAL’sdebtandinterest obliga�ons,whilena�onal governmentcovers70percent”.

IntheBudgetSpeechinMarchthis year,GautengProvincialTreasury announcedthataspartofthe province’sarrangementstoservice thedebt,aprovisionforhonouring thiscommitmenthasbeenpenciled intothe2024fiscalframework.

Thiswasfollowedbythesigningof theMemorandumofAgreement betweentheGautengProvincial GovernmentandtheNa�onal Treasuryfortheprovincetohonour thedebtandthemaintenance por�onfortheE-Tolldebt.The obliga�ontoservicethisdebthas necessitatedtheimplementa�onof ahostofreformsandmeasuresto maintainahealthyfiscal environmentthatwillbeboth sustainableandmanageableinthe longterm.

Today,theGautengProvincial Governmentisstartingthe processtoservicethehistorical debtofR12.9billioninfiveequal annualinstalmentsatgovernment 5-yearinterestrate.Thefirst instalmentthatwearepaying todayamountstoR3.8billion,

consis�ngofR3.2billion(historical debt)andthemaintenancepor�onof R546million.Theimplica�onsofthe E-Tolldebtrequiretheprovincial governmenttomanagefinancesina prudentmannerwhilstcarefully balancingtheservicedeliveryneeds oftheci�zens.

ThefiscaltrajectoryofGauteng ProvincialGovernmentmustbe addressedthroughacombina�onof ac�vedebtmanagementstrategies andspendingrestraintthatimproves theprimaryfiscalbalanceand elimina�onofwastageandleakages inthesystem.Theprovincewillneed toallocateasubstan�alamountof fundseachyearforthenextfiveyears tomeettherepaymentobliga�ons.

Since1994,wehavedemonstrated thatthroughtargeted infrastructuredevelopmentin ruralareasandtownships,marked byapartheid'sspa�allegacy, SouthAfricacanignitea renaissanceofindustrialand entrepreneurialac�vity.

Throughtargetedini�a�vesand steadfastpolicyinterven�ons,we havewitnessedtheburgeoningof blackentrepreneurshipand industrialismacrosssectors-from manufacturingandagribusinessto technologyandrenewableenergy.

Thesepioneersarereshapingour economy,drivinginnova�on, crea�ngjobs,andopeningnew markets.

However,ourjourneyisfarfrom complete.Weconfrontchallenges suchasbarrierstoaccess, financingconstraints,andgapsin infrastructurethatcanhindereven themostpromisingventures.

Ourvisionasacountryisafuture whereeveryaspiringblack businessownerhasthepla�orm tosucceed,whereinnova�on flourishes,marketsareaccessible, andsustainabledevelopmentisa realityforallcommuni�es.

Ourstrategiesincludeimproving educa�onandskillsdevelopment,

enhancingSMMEsupportthrough funding,mentorship,market access,andfosteringagrowthconduciveregulatory environment.

Whilewehaveachievedmuch togethersincethe1994 democra�cbreakthrough,we cannotsitonourlaurelswhilewe havea�ractedtheinfamyofbeing knownasthemostunequal societyintheworld.

TheUnitedNa�onshasalso warnedallcountriesontheslow progressontheimplementa�onof theSustainableDevelopment Goals(SDGs),arguingthatitwill takethreecenturiestoachieve Gender-Equalityatthepaceat whichtheworldisgoing.

Whiletherearepocketsofsuccess, genderinequalityinthe construc�onsectorremainsa blightacrosstheglobe.

Theunacceptablyhighlevelsof unemploymentandfeelingsof marginalisa�onandhopelessness bytheyouthandwomeninour countryisahugerisktothe sustainabilityofourdemocracy.

TheNa�onalDevelopmentPlan viewstheconstruc�onsectorasan engineforjobcrea�onand inclusiveeconomicgrowth. Infrastructuredevelopmenthas beendescribedastheflywheelfor

theSouthAfricaneconomyby His ExcellencyPresidentCyril Ramaphosa.

TheEconomicReconstruc�onand RecoveryPlan(ERRP)ofour countryhaspriori�sed infrastructure-ledgrowthgivenits cataly�cimpactandpoten�alin massifyingjobcrea�on.

InlinewiththeERRP,thecidb developedtheConstruc�on IndustryRecoveryPlan(CIRP)with afocusonthepublicandprivate sectors,theen�reinfrastructure deliveryandmaintenancevalue chain,aswellasentrepreneurship.

Wewishtoassureyouallthat economictransforma�onin generalandthetransforma�onof theconstruc�onsectorin par�cularremainsapolicy impera�veofourgovernment.

TheCons�tu�onofourcountry remainsourloadstar.Thissupreme lawofourcountryisfoundedon theidealsofjus�ce,equality,nonracialism,andnon-sexism.

Informedbyevidence-basedpolicy making,prac�calmeasuresmust betakentoimplement programmesthatwilladvance womenempowermentinthe construc�onsector.

Oureffortsmustpriori�seskills development,mentorship opportuni�es,SMMEsupport,and

preferen�alprocurementtarge�ng womenandtheyouth.

Currently,onthecidbRegisterof Contractors,womenownership accountsforlessthan30%ofall registeredcompaniesandthe propor�onofwomencontractors decreasesathighergrades.

TheSouthAfricangovernment accountsfornolessthan40%of overallinfrastructureinvestment. Wemustensurethatthroughthe recentlypromulgatedPublic ProcurementAct,women-owned construc�oncompaniesbenefit.

ThePublicProcurementBillwas conceptualisedwiththeviewto makepublicprocurementmore transparentandtoaccelerate economictransforma�onby advancingpreferen�al procurementfromblackowned andblackmanagedcompaniesin termsofthecodesofgood prac�ceinlinewiththeBroadBasedBlackEconomic EmpowermentActof2003.

WecallontheConstruc�onSector CharterCouncil(CSCC),theCIDB, andtheCBEtotakealeadin workingwiththeDepartmentin ensuringthatthereisindeed increasedandmeaningful par�cipa�onofBlackownedand womenownedcompaniesinthe dra�ingofprocurement regula�ons.

WesupportthecallbytheCSCC thatmoreneedstobedoneto strengthenregula�ons,fight corrup�on,collusion,andfron�ng whichunderminebroadbased blackeconomicempowerment.

Equally,wecallonallstakeholders, includingtheprivatesector,to priori�seinvestmentsinskillsthat willsupportthesustainabilityof theconstruc�onsectorand increasethepar�cipa�onofblack women.

DatafromtheCBEindicatesthat only14%ofregistered professionalsinSouthAfricaare women,62%ofregistered professionalsarewhite,followed by25%Africanmales,9%Indian and4%Coloured.

Africansandwomenstruggle employmentopportuni�esand mentorshiptoprogressfrombeing candidatestoregistered professions-62%ofcandidates areAfrican,24%white,9%Indian and5%Coloured.Women candidatesareonlyat28%.

TheCouncilfortheBuilt Environmenthasfinalisedthe Built EnvironmentProfessionalisa�on andSkillsDevelopmentStrategy forthePublicSector wherenoless thaneleveninterven�onshave beeniden�fiedtoaddressthese challenges.

TheDepartmentwillcon�nueto contributetotheskillspipelineby suppor�ngtheteachingofSTEM subjectsthroughourSchools Programme.

During2023/24FinancialYear,the Departmentsupported27schools and191learnerswhowere registeredintheprogramme. ThroughDepartment’sUniversity BursaryScheme,wesupport studentspursuingcareersinthe BuiltEnvironment.

Therecogni�onofwomen contractorsbythe cidb supports themarke�ngprogramsofthe companiesthatarebeing recognisedthisevening.
