Clearing the Air in the Golden State California has always been a bellwether state, setting precedents in everything from fashion to music to social and cultural issues. It should not be surprising then, that the Golden State should lead the way in environmental achievement as well — and in many regards, they have. According to the Environment California Research and Policy Center, the state’s clean car standards have helped decrease air pollution from automobiles by more than 85 percent since 1975. While those gains are impressive, much of the area’s continued air quality issues are a result of off-road diesel engines: those found in vehicles or machinery used in applications such as construction, shipping, mining, material handling, etc. To address those concerns, the state has implemented an aggressive program to move off-road diesel engines toward EPA-mandated air quality compliance by 2030. Takeuchi Manufacturing (U.S.) Ltd. announced the completion of a new supply agreement with Terex Construction for the supply of eight new models of Takeuchi branded skid steer loaders. This agreement will provide Takeuchi with a comprehensive range of high specification, high performance, vertical and radial lift skid steers loaders to complement its existing line of compact equipment. August, September See Employment Increase Construction employers added 5,000 jobs in September while the industry’s unemployment rate hit 11.9 percent, according to an analysis of new federal data released Oct. 5 by the Associated General Contractors of America.

Association officials cautioned that construction employment has been relatively flat for more than a year as growing demand for residential and some commercial projects has been offset by declining public sector construction

activity. “Despite the slight uptick in construction employment for the past month, the industry is a bit smaller than it was one year ago,” said see EMPLOYMENT page 44

New Mexico to Spend $20 Million on Road, Bridge Maintenance SANTA FE, N.M. (AP) The Department of Transportation said $20 million will be spent on repairing New Mexico roads and bridges to ensure they’re properly maintained as winter approaches. The state Transportation Commission approved the use of the money from the department’s fund balances. Earlier this year, Transportation Secretary Alvin Dominguez said the Gov. Work began Oct. 25 on an $80 million technology-laden project to make life easier on one of the Bay Area’s busiest commuter corridors, Interstate 80. When completed, traffic signals on surface streets will be in better synch with onramp meters and computerized highway signs, helping cars and buses better share the road during rush hour. The Interstate 80 Integrated Corridor Mobility Project is the result of a partnership between Caltrans, the Alameda County Transportation Commission and the Contra Costa Transportation Authority. “We’re working together to help people get to work easier and faster,” said Caltrans Director Malcolm Dougherty. “This is a good example of how technology can help us make better use of the roads we already have.” The project includes $66 million in Proposition 1B funds, the voter-approved transportation bond passed in 2006, which are awarded by the California Transportation Commission. “This project will provide our cities the necessary tools to better manage traffic on our streets when things break down on the freeway,” said West Contra Costa Transportation Advisory Committee (WCCTAC) Chair Janet Abelson. ARTBA Warns EPA on Dangers of Allowing Diesel Retrofit Rule Allowing California officials to proceed with new regulations aimed at off-road construction equipment will cost the state’s economy billions of dollars and endanger desperately needed transportation improvements, according to members of the American Road & Transportation Builders Association (ARTBA). Members of ARTBA’s two chapter affiliates, the Southern California Contractors Association (SCCA) and the United Contractors, told the U.S. Environmental

Protection Agency (EPA) in an Oct. 19 conference call that it should not grant California a federal waiver to require mandatory retrofits of off-road diesel construction equipment. The California Air Resources Board (CARB) has proposed to require new technology retrofits on all diesel construction equipment — technology not anticipated to be widely available to manufacturers until 2014. ARTBA’s members warned the CARB

rule could disrupt the delivery of transportation improvement projects, and in so doing, delay needed roadway safety improvements and impede economic growth and job creation. Additionally, ARTBA noted if the CARB rule is implemented, other states could adopt it, thereby exacerbating these negative effects. The Oct. 19 discussion came as a result of a public statement given by ARTBA at a September public hearing held by EPA in

Washington, D.C., on CARB’s waiver request. At that event, ARTBA noted it was not the ideal location to discuss a rule that could impact the entire California construction market. ARTBA urged the agency to provide an opportunity for businesses in California to voice their concerns. EPA responded by setting up the conference call for ARTBA’s California members. Taking Control Located about 45 mi. northwest of Santa Barbara and neighbored by Vandenburg Air Force Base, the city of Lompoc is home to a federal prison made famous for housing white collar criminals from the ’70s, as well as a burgeoning wine industry. Residents living in the Lompoc Valley Wasteshed — an area that includes the city of Lompoc and nearby unincorporated areas of Vandenberg Village, Mission Hills and Mesa Oaks, as well as surrounding areas — have access to a comprehensive recycling

program in which almost everything, including cans, bottles, corrugated cardboard, tires, household hazardous waste and more, will find new life. Material that can’t be recycled finds its way to the Lompoc Sanitary Landfill, a 115acre site located south of the city. While tree and brush waste, yard scraps, trimmings, etc., do indeed find a secondary use, they are taken there as well, according to Scotty Marshall, landfill supervisor. “The city began taking in green and wood waste at the landfill about 20 years ago,” said Marshall. “At the outset, they used a contract

grinding operation, then the program grew to such a degree that, in 1997, the city purchased a grinder of their own and brought that function in-house. We’ve been doing all of our own grinding ever since.” Undersized, Overworked Because the Wasteshed population includes more than 52,000 residents, the volume of incoming green waste is fairly sizeable. In the past, the Solid Waste Division, which oversees the landfill operation, used an older model grinder and struggled with that volume.

Though only in the ATC phase of the program, Lompoc Sanitary Landfill is already processing about 450 to 500 tons of green waste and wood waste per month, far in excess of what the previous machine could do.

The city of Lompoc, located in what is called the Central Valley region, recently took delivery of a new Morbark 3800XL grinder for use at its area landfill.

“Because of its inherent design shortcomings, we could never keep up with the amount of wood/green waste received,” said Marshall. “So when it came time for replacement — part of the normal fleet replacement cycle — we took the opportunity, not just to tackle the environmental compliance issue, but also to make certain that our grinding needs would finally be met. We definitely feel we did both.” Tackling Tier IV To the uninitiated, TierIV compliance would seem to be a fairly cut-and-dried process: buy a compliant machine, fire it up and move on. However, as anyone who has had experience with government-mandated programs will attest, rarely, if ever, is that the case. For Lompoc, the process to get their new grinder online began with a request to the Santa Barbara County Air Pollution Control District for Authority to Construct (ATC). “The ATC is not a permit allowing us to operate the unit on a full-time basis, but rather the first step in the process to do so,” said Marshall. “It sets forth a series of conditions we must meet during the initial compliance period. These cover everything from emissions limitations to operational restrictions to monitoring procedures to recordkeeping and reporting, and more. John Deere Introduces Four K-Series Crawler Dozers John Deere is adding four models to the K-Series crawler dozer line, providing contractors an emissions-certified machine that affords higher productivity, increased uptime and lower daily operating costs in earth moving and grading applications, according to the manufacturer. The 550K, 650K, 700K and 750K crawler dozers build off the 850K that launched in 2011. “We’re excited to add four efficient and productive crawler dozer models to the John Deere line-up,” said Jon Gilbeck, global product marketing manager of crawler dozers, John Deere Construction & Forestry. “Our customers wanted an IT4 engine, a quieter and more comfortable cab and the unsurpassed operating ease and maneuverability they have come to expect from John Deere. With the success of the 850K, we only thought it was logical to expand the K-Series’ offerings.” A John Deere PowerTech 6.8-L (700K, 750K) or 4.5L (550K, 650K) IT4 diesel engine provides an increase in horsepower from the previous J-Series, along with increases in overall tractor weight, resulting in more productive machines. The horsepower ranges include: 85 hp (550K), 101 hp (650K), 125 hp (700K), and 155-165 hp (750K) at 1,800 rpm. The K-Series uses cooled EGR technology with exhaust filters, Deere’s solution to meet 2012 EPA emissions regulations. The engine’s diesel particulate filters are cleaned automatically during routine operation, eliminating the need to idle down for maintenance and increasing overall machine productivity. In addition, filter access is easy, should it need servicing.

The John Deere IT4 engine also offers operation on slopes up to 45 degrees while maintaining adequate oil flow to machine systems. A hydraulically driven cool-ondemand fan operates only as needed, decreases cab and bystander noise levels, and cuts fuel consumption. A reversing feature is standard for the 750K and optional for the 550K, 650K, and 700K to blow out debris. Both the 700K and 750K come equipped with John Deere’s V-Cool package. This system isolates coolers from dust and engine heat for increased efficiency and durability. In addition, the V-Cool is positioned behind the heavy-duty grille and fan, making the coolers less vulnerable to the rigors of the work site. The four new crawler models come equipped with hydrostatic transmissions, a feature John Deere pioneered in crawler dozers in North America in 1976. These transmissions provide customers infinite speed control, power management, live power turns, counter rotation while staying in gear, and dynamic braking. In addition, total machine control allows customized machine response that can be tailored to meet the needs of individual operators. Inside the cab, operators will find increased comfort

due to quieter operation, larger access doors and a standard air suspension seat. Sound dampening in the cab reduces noise levels up to 50-percent on the 550K and 650K. Visibility to the blade and job site is provided via ample glass and well-positioned in-cab components. The models also feature a sealed switch model (SSM) with keyless start and a coded-security start feature, a 12volt electrical accessory outlet and an integrated grade control monitor. Onboard diagnostics include a standard display monitor that provides real time values for every temperature, pressure and speed sensor on the machine. The crawler dozers constantly monitor transmission temperature to avoid damage to the hydrostat system. If the transmission temperature is too cold or too hot, the associated light on the monitor will illuminate. For those fleet managers, owners or operators looking to get the most out of their equipment, the JDLink Ultimate system continuously collects and transmits machine data for machine management via mobile phone technology. Asphalt Drum Mixers Unveils Mobile Version of Its Web Site Terex Celebrates Four Decades of Its Mixer Truck Business In 1972, a group of midwestern ready mix concrete producers banded together to manufacture a new ready mix truck design, forming the Terex legacy brand Advance Mixer. “The front discharge mixer offered improved truck maneuverability at the job site and reduced job site labor requirements,” said David Rinas, director of sales and marketing of Terex Roadbuilding. “It also allowed concrete producers to make up to one additional load delivery per day, which today is equivalent to an extra $1,000 of revenue.” During the second half of 2012, Terex is celebrating the 40th anniversary of manufacturing front discharge mixer trucks by restarting its new truck assembly line in response to improving market conditions. The company recently signed a substantial new truck order with a large ready mix concrete producer operating in multiple midwestern states that will carry over into 2013. “This initial order is for 65 trucks built with various axle configurations to meet market requirements and production starts in the fourth quarter of 2012,” added Rinas. “Several other loyal customers have begun reserving production slots for both the last quarter of 2012 and first quarter of 2013.” In late 2011, the long-depressed new mixer truck market prompted Terex to shift focus from new truck production to its glider truck program and supporting aging customer fleets. At the same time, the Fort Wayne, Ind., production facility received much needed modernizing. The product, processes and production of trucks were upgraded, lean manufacturing principles were implemented and employees received training on lean manufacturing. Improving market conditions and quote and order activity have reenergized new truck manufacturing at the Terex Fort Wayne facility. “We will be hiring new team members for

welding, assembly, engineering and support,” said Eric Parent, human resources manager of Terex Roadbuilding. Hiring has begun and will continue through August and September, so new team members can be fully trained by the start of new truck production, according to Parent. The assembly line workers will be producing a revamped front discharge mixer truck design, the product of more than eight months of intense engineering effort which includes both truck and mixer upgrades. “We began the redesign process with a comprehensive customer outreach program to identify and prioritize enhancements,” said Rinas. “We believe our customers will be impressed with the design changes, especially with regards to servicing.” A prototype of the new Terex front discharge mixer meeting stringent EPA emissions standards will be completed by September, with full-scale truck production slated for the fourth quarter. With statistical market data showing upward trends in the housing market and ready mix concrete consumption, Rinas commented, “We see this as the start of market improvement for mixer truck production, and we look forward to ramping up production at our Fort Wayne facility to meet the growing needs of our customers.” “Ready mix concrete producers,” he continued, “are operating with aging truck fleets and repair costs are escalating to keep these older trucks on the road. Our customers are at the beginning of a major fleet replacement cycle, which will require both new trucks and glider products.” The Terex glider program allows customers to upgrade existing trucks by recycling major components, such as the engine and transmission, rather than purchasing new trucks. AGC to Continue Providing Its Fall Protection Safety Program The Associated General Contractors of America will continue to provide fall protection safety training next year due to a federal safety grant the association is being awarded. The association will use the $120,000 Susan Harwood Training Grant from the U.S. Department of Labor to offer the fall protection safety training designed to prevent potentially fatal falls among construction workers, officials said. “Nothing is more important to our members than the safety of every construction worker,” said Stephen E. Sandherr, the association’s chief executive officer. “The expanded program will help give construction workers the training they need to remain safe on the job site” According to the latest safety statistics, fall-related fatalities remain the single largest cause of construction deaths while the over-

all number of construction fatalities has declined by nearly 50 percent over the past five years, Sandherr said. In 2010, fall-related fatalities account for 35 percent of the total, 260 out of the 751 construction fatalities, he added. The fall protection safety program will be offered in eight different locations next year, reaching as many as 500 construction workers, Sandherr noted. The program will provide comprehensive information about fall protection for both commercial and residential construction, he added. In addition to the fall protection program, the association offers a variety of safety programs and materials that many member construction firms currently use. The association offers educational materials to member firms and in-seat safety training programs across the country.

Sandherr, the association’s chief executive officer. “It appears that for every rebounding market segment, there is another one that is shrinking.” Construction firms employed 5.523 million people in September, up from 5.518 in August, Sandherr noted. Despite the monthly gains, however, the sector’s overall employment in September was 5,000 lower than one year earlier. The construction industry employs 2.2 million fewer people than it did six years ago when the sector’s employment peaked at 7.7 million workers. Both residential and nonresidential construction added jobs in September, even as residential construction outpaced nonresidential for the year. Residential building contractors added 1,100 jobs in September and have gained 3,200 for the year. Meanwhile, residential specialty trade contractors added 2,300 jobs in September and 19,700 for the year. Nonresidential building contractors added 1,100 jobs in September, but have lost

12,400 during the past 12 months. Nonresidential specialty trade contractors added 1,500 jobs for the month, but lost 30,000 for the year. And the heavy and civil engineering construction sector lost 200 jobs in September, but has added 14,600 since September 2011. Sandherr cautioned that over two million former construction workers have left the industry, either to retire or for other jobs in faster-growing sectors. He said that as a result, the industry will have a hard time finding skilled workers once construction demand rebounds. The association official added that federal tax and spending uncertainties were making it hard for firms to encourage people to consider careers in construction. “Becoming a skilled construction worker requires months of training and practice,” Sandherr said. “It is hard to get new workers to start months of training for jobs that may not be there next year if firms are paying more in taxes and earning less on public projects.”

Caterpillar Previews Its LNG-Powered Product Initiative Visitors to the Caterpillar MINExpo exhibit had the opportunity to learn more about the company’s strategic direction for natural-gas powered products. A portion of the exhibit was devoted to the Cat liquefied natural gas (LNG) product initiative. Experts were on site to talk about how customers can achieve economic benefits with LNG-powered mining equipment and locomotives. Chris Curfman, Caterpillar vice president with responsibility for the mining sales and support Division, said demand for natural-gas powered equipment is growing worldwide. “Natural gas is a clean burning, economical fuel that is readily available to the majority of our mining customers worldwide,” he said. “LNG-powered products promise to reduce our customers’ fuel costs. As a result, we look forward to being able to offer this option to the global mining community.” The company’s first LNG-powered products are expected to include three large mining trucks — the Cat 793, 795 and 797 — as well as locomotives produced by Electro-Motive Diesel (EMD), a subsidiary of Progress Rail Services, a Caterpillar company. According to Luis De Leon, Caterpillar vice president with responsibility for the Mining Products Division, the large trucks are in the early stages of development with commercial launch expected within five years. Development of the new locomotives also is under way and should be completed in the same timeframe said Billy Ainsworth, a vice president of Caterpillar and president and CEO of Progress Rail and its subsidiaries. To accelerate the product development process, Caterpillar and EMD are partnering with Westport Innovations Inc., a global leader in natural gas engines. The company brings its Westport high pressure direct injection (HDPI) technology, proven in on-highway applications, to the relationship, complementing Caterpillar’s strengths in engine and off-road equipment development and EMD’s locomotive expertise. “Together we can bring a new generation of LNG-powered products to market efficiently while meeting our customers’ very high expectations for quality, performance and value,” said De Leon. In addition to offering new LNG products, Caterpillar and EMD are developing retrofit solutions for those who opt to convert existing mining trucks and locomotives to natural gas. Longer term, the company expects to use natural gas technologies in other mining products as well as off-road engines for a variety of electric power, industrial, machine, marine and petroleum applications. Team Holt CAT Bikes to Fight Multiple Sclerosis

Holt’s 40 team members took on the challenge, coming together from numerous locations across Texas as well as one rider from Australia.

Holt CAT, the Caterpillar dealer for south, central, north and east Texas, showed its support for Multiple Sclerosis victims by participating in Bike MS: Valero 2012 Alamo Ride to the River in San Antonio, Texas, Oct. 13 to 14, 2012. Members of the company have participated in this event for more than 10 years. The event entailed a 157-mi. bike ride going from San Antonio to New Braunfels and back over the course of the weekend. Holt’s 40 team members took on the challenge, coming together from numerous locations across Texas as well as one rider from Australia. Together, these Holt team members have raised $68,148.60 for Multiple Sclerosis as of Oct. 17, 2012. This amount is 90 percent of their team goal of $75,000 for the 2012

ride. They will be working to achieve the balance of their goal within the few remaining weeks of 2012. This represents the highest amount of funds raised behind the title sponsor, Valero, and the highest in average fundraising per rider of all teams that participated. Team Holt CAT also has over 10 riders in the top 100 fundraisers for the event, Club 100. “We have fellow employees and friends and family who struggle with MS. This is what drives us to spend time training for the ride and raising funds to fight this debilitating disease. While Marshall and his crew were expecting environmental improvements with the new grinder, they were impressed with the host of other benefits the unit brought to the site. An immediate reduction in manpower needed to manage the green waste processing program was just one. “The previous grinder required two people to be on site: one to run the loader and one to operate the grinder. The new Morbark unit, on the other hand, is controlled by the loader operator himself, so processing green waste is now a one-person operation,” said Marshall. “In addition, maintenance and operational concerns have obviously been designed for ease of use and maximum production. The previous unit had bits that were undersized for this type of operation and were constantly in need of repair or replacement.” By comparison, Marshall and his crew are getting roughly five to six times the amount of material processed before needing any kind of buildup work on the mill — a huge savings. All of these benefits notwithstanding, Marshall is most impressed with the new grinder’s clutch design, which he calls a

stroke of design genius. “The new clutch instantly disengages, preventing the machine from the risk of severe damage when it encounters an unshreddable object,” he said. “Foreign objects seemingly always find their way into piles of brush and wood waste, and having a huge chunk of metal run through the mill can spell disaster for an operation like ours. This virtually eliminates that risk.” The new Morbark 3800XL was purchased through the Fowler, Calif., branch of Papé Machinery, which has locations throughout the western United States and is well-equipped and expertly staffed to help its customers transition to Tier IV compliance. Getting Even Greener Though only in the ATC phase of the program, Lompoc Sanitary Landfill is already processing about 450 to 500 tons of green waste and wood waste per month, far in excess of what the previous machine could do. “In the past, we could never keep up with the amount of material we got in here,” said Marshall. “Now, it is a breeze; we have the public unload into two separate piles: one for

wood waste and one for green waste, and we are easily able to stay ahead of the inflow of material.” While Lompoc is currently permitted to utilize both ground-up materials as alternative daily cover at the adjacent landfill, they are looking at other uses for it. “We’ve been studying the feasibility of composting the green waste material,” said Marshall. “We know that this could be a valuable resource to area businesses and residents and doing so would just take the benefits of that environmentally improved grinder and extend them even further.” A Healthier Approach Much has been written about the challenges involved in making the switch to Tier IV compliant machinery, yet there is certainly a compelling case to be made for doing so. According to EPA estimates, in 2030, when the current fleet of older non-road diesel engines has been fully converted to Tier IV compliant ones, the amount of NOx (nitric oxide and nitrogen dioxide) released into the atmosphere will be reduced by 738,000 tons per year. That’s the equivalent of taking 700,000 diesel trucks off the road.

The impact is even greater with regard to fine particulate matter. It will be reduced by 129,000 tons per year; equal to getting 2.4 million trucks off the highways. And the direct benefits in health-related improvements are nothing to sneeze at either. The change will annually prevent 12,000 premature deaths, nearly 9,000 heart attacks, 280,000 cases of respiratory problems in children, and one million lost work days, according to EPA estimates. When those numbers become reality, Lompoc will have played a role in bringing them about. Preliminary indications are already showing a nice reduction in emissions with the new 630 hp Caterpillar Tier IV engine. NOx levels, which are mandated to remain below 189 ppm (at 15 percent oxygen) have come in at 141 ppm, and Marshall said they can probably even improve upon that. “When we purchased the Tier IV compliant Morbark grinder, we didn’t set out to be groundbreaking in any regard,” said Marshall. “We were simply complying with regulations. But the nature of our work out here in the landfill is essentially all about maximizing resources; this is taking that approach to the next level, and that’s a pretty good feeling.”
