WY 34 / Sybille Canyon in Albany County, Wyoming has been the site of three complete reconstruction projects over the last twelve years. Oftedal Construction operated out of its Casper, Wyo., office to lead all three Wyoming Department of Transportation (WYDOT) projects, covering 20 mi. (32 km) between Wheatland and Laramie. The third and final section of work began in April 2011. Approximately 6 mi. (9.7 km) of two-lane roadway received the works — complete reconstruction with hori-

HONOLULU (AP) State Senate leaders expressed bipartisan support for the “Invest in Hawaii Act of 2012,” which sets forth an aggressive, $500 million capital improvement project package aimed at stimulating the economy. railways that move people and goods from coast to coast and around the globe. President Obama’s plan will enable us to build the American infrastructure we need for tomorrow while putting people back to work today.” The centerpiece of the President’s FY 2013 budget for the department is a six-year $476 billion surface transportation reauthorization proposal that will improve America’s highways and transit networks, continue to ensure that these systems are safe, and give travelers new options by enhancing and expanding passenger rail service. This proposed budget would be fully paid for using half the six-year savings achieved from ramping down the wars in Iraq and Afghanistan, with the other half used to pay down the national debt. Investing in National Infrastructure In order to strengthen the backbone of America’s transportation network, the six-year budget includes $305 billion to rebuild America’s roads and bridges, a 34 percent increase over the previous authorization. To help meet growing demand, the proposal also includes $108 billion in funding for affordable, sustainable and efficient transit options, a 105 percent increase over the previous authorization. The Administration’s national high-speed rail proposal is another critical part of its vision for modernizing America’s transportation network. The budget provides $2.5 billion for the first year of a six-year, $47 billion rail investment plan. This will help the Federal Railroad Administration continue to work with states as they plan and develop high-speed and intercity passenger rail corridors across the country. It also will place high-speed rail on equal footing with other transportation programs, revitalize domestic rail manufacturing, and ensure that the nation can reach Obama’s goal of providing 80 percent of Americans access to high-speed rail within 25 years. Building on Safety The new budget also reaffirms LaHood’s strong commitment to maintaining the highest safety standards for Americans traveling by any mode of transportation. While road, transit and air travel are currently the safest they have ever been in America, the department will build on previous successes to make them even safer. To accomplish that goal, the budget provides nearly $30 billion over the next six years for surface transportation safety programs, an increase of 137 percent over the previous authorization. This includes $330 million over six years for the department’s ongoing campaign against distracted driving. The reauthorization proposal also would give the Federal Transit Administration authority to oversee rail transit safety in cities across the country. The FY 2013 budget also proposes a series of pipeline safety initiatives that will strengthen oversight of the nation’s pipelines. Modernizing Through Research and Innovation The administration’s budget also prioritizes research, innovative programs and technological solutions to address transportation challenges and ensure that America remains competitive in the global marketplace. The FY 2013 budget includes more than $1 billion to modernize America’s air-traffic control system and help transition from the radarbased air traffic control system of the past to the more reliable, efficient, satellite-based system of the future, known as NextGen. The budget also proposes to strengthen the role of research and technology in transportation decision-making by moving the Research and Innovative Technology Administration (RITA) into a new Office of the Assistant Secretary for Research and Technology. The new budget also reaffirms LaHood’s strong commitment to maintaining the highest safety standards for Americans traveling by any mode of transportation. ARTBA’s Analysis of the Budget Proposal The Obama Administration’s budget for FY 2013, released February 13, proposes the U.S. government invest $74.5 billion in transportation improvements in FY 2013, an increase of $1.7 billion over the amount invested in FY 2011 and about $1.9 billion, or 2.6 percent, above the amount enacted for FY 2012. Within the FY 2013 total, a $1 billion increase is proposed for passenger rail while funding for the airport improvement program would be cut almost $1 billion, based on a proposal to eliminate federal funds for large airports. Modest increases are proposed for most other modes and programs, basically tracking inflation. For surface transportation, including highways, public transportation, passenger rail and highway safety, the administration proposes a six-year, FY 2013-2018, investment total of $476 billion. This includes $305.3 billion for the federal highway program, $107.8 billion for the public transportation program, $47.1 billion for passenger rail, $3.4 billion for a new national infrastructure program, and $12.4 billion for highway safety programs. In addition, the administration proposes $15.2 billion for the Federal Aviation Administration in FY 2013 plus $1.7 billion for other U.S. DOT agencies, but with no data for ensuing fiscal years. The FY 2013 budget also advocates an additional $50 billion investment in FY 2012 to jumpstart transportation improvements and add jobs, titled “Immediate Transportation Investments.” This proposal for a large one-time injection of federal transportation investment in FY 2012 also was a significant element of last year’s budget submission, but was not approved by Congress and is not likely to be acted on this year. While this year’s $476 billion for a six-year surface transportation reauthorization bill appears to be significantly less than last year’s $556 billion recommendation, last year’s total also included the proposed $50 billion for the Immediate Transportation Investment and $30 billion for the National Infrastructure Bank, which is not in this year’s reauthorization proposal. When the last two items are subtracted from last

year’s $556 billion total, the amounts recommended for investment in surface transportation are the same. In a major difference from last year’s budget, the administration this year has identified a funding source for its proposed investments in highways and public transportation — budgetary savings resulting from the winding down of the wars in Iraq and Afghanistan. The budget proposes a general fund transfer of $38.5 billion into the Highway Trust Fund in FY 2013 based on this proposal, and a total six-year transfer of $231 billion. Last year, the administration simply offered to work with Congress to identify the resources needed to finance its proposal. In another major difference, the budget for FY 2013 no longer includes a recommendation for or any discussion of a National Infrastructure Bank. Instead, the budget recommends creation of a National Infrastructure Investments program, which would provide $3.4 billion over the sixyear reauthorization period for capital investment in virtually all surface transportation modes, similar to the Transportation Investment Generating Economic Recovery (TIGER) grant program under the American Recovery and Reinvestment Act of 2009. The FY 2013 budget also reiterates a number of program changes recommended last year, including collapsing 55 current highway programs into five programs that would give states and localities more flexibility in the use of their federal highway funds. The budget also repeats last year’s proposal to expand the Highway Trust Fund into a Transportation Trust Fund that would finance federal investment in other surface transportation modes as well as highways and transit. Nonetheless, with a four-year FAA authorization bill already enacted and with both Houses of Congress already far along on their own bills to reauthorize the highway and transit programs, the administration’s budget proposal will likely have only modest impact on the outcome. zontal and vertical realignment, and new shoulders. “WY 34 had horizontal and vertical curve deficiencies,” explained Steve Cook, WYDOT resident engineer of District 1. “The roadtop was only 22-feet wide, and the shoulders were practically non-existent.” The new and improved stretch of highway boasts 12-ft. (3.6 m) lanes, with 4 ft. (1.2 m) shoulders. Three retaining walls were installed by Bryan Miller Company of Denver, Colo. The walls are a pre-cast component system put in place to protect North Sybille Creek and its inhabitants. The North Sybille Creek Bridge also received a facelift with a new deck overlay and approach slabs. S&S Builders of Cheyenne were subcontracted for the bridgework. Precision Drilling, headquartered in Billings, Mont., performed the blasting and rock bolting on all three WY 34 projects. Oftedal proceeded with grading, placing crushed base and replacing the existing drain pipes. They utilized a Hitachi 850 excavator, five Cat 773 rigid frame trucks, Cat motorgraders and Cat D9 dozers. No specialty equipment was needed for the job. McGarvin-Moberly Construction, based in Worland, Wyo., finished up with paving, and Wishbone Fencing Company of Aladdin, Wyo., installed an 8-ft. (2.4 m) game fence along the highway. The Wyoming Game & Fish Department operates the Thorne/Williams Wildlife Research Center of Sybille adjacent to the road project. The Research Center and its surrounding 3,000-plus acres of land serve as a winter range for mule deer and provide the public with recreational hunting and fishing opportunities. Additionally, the Research Center has been home to captive breeding programs for the endangered black-footed ferret and the Wyoming toad. The WYDOT game fence stretches 3 mi. (4.8 km) to protect the animals of the Research Center which, over the years, have grown to include elk, big horn sheep and buffalo.

Construction crews maintained the flow of traffic by keeping one lane open at all times and employing pilot cars. A thirty-minute delay was put into effect during blasting. The contractors operated one day shift, which included weekends. This metric job required 402,848 cu. yds. (308,000 cu m) of balanced earthwork, and 27,558 tons (25,000 t) of asphalt paving. “The most difficult part of the job was working in the tight conditions of the Canyon,” noted Cook. “The material was all drill and shoot rock. Fortunately, we learned a lot by working on the previous two segments of WY 34, so there were no surprises here.” Oftedal’s $10.5 million contract allowed for two construction seasons, but the prime contractor was able to complete the majority of the work in just one. Reclamation and chip seal work will be done this spring, and the job will be complete by June. CEG

(AP) A $1 billion stimulus plan that Washington lawmakers are now considering seeks to create construction jobs by funding a variety of infrastructure projects around the state, officials said Jan. 25. Democratic Rep. Hans Dunshee said there is a sense of urgency because of high unemployment in the construction industry. A plan he released includes funding for projects in schools, state parks and environmental management. The Washington State Labor Council, the Washington State Building and Construction Trades Council, and the Associated General Contractors of Washington are advocating for a similar plan that would be twice as large. They believe it will create thousands of jobs. â€œIf you want to fix the economy, fix construction,â€? said Rick Slunaker, a lobbyist for the Associated General Contractors. Some Republicans expressed concerns

about the idea, saying it wasnâ€™t worth bonding for years into the future to create jobs in the short-term. They also questioned having so much focus on government-created jobs. Washingtonâ€™s unemployment rate decreased to 8.5 percent in December â€” the lowest in nearly three years. The number of construction jobs in the state dropped by about one-third during the recession, according to state data. Dunsheeâ€™s proposal would borrow about $1.1 billion. His project list includes money for weatherization, energy efficiency programs, storm water improvements and the cleanup of toxic sites. It also includes $1.4 million for repairs to the state Capitol dome. The state Senate is working on its own plan that would be of a similar size. Jeff Johnson, president of the Washington State Labor Council, said the package offers the state a chance to proactive. He said now is the time for the state to take advantage of low construction costs and do work thatâ€™s already in the queue. â€œWe can strengthen the overall economy,â€? he said.

Bill Would Prohibit Highway Money for Calif. Rail Plan By Kevin Freking ASSOCIATED PRESS

WASHINGTON (AP) Congressional opponents of California’s high-speed rail proposal are working to ensure that a new highway bill won’t include more federal money for the project. The House Transportation and Infrastructure Committee approved legislation Feb. 3 that would authorize road, bridge and other transportation projects costing an estimated $260 billion over four-and-a-half years. Part of the bill included an amendment from Rep. Jeff Denham, a California Republican. The amendment prevents any of the money from being used on the state’s proposed high-speed rail system. The amendment was approved strictly along a party-line vote with all GOP members of the committee supporting the measure and all Democratic members voting no. California plans to build a high-speed rail system that would extend from Anaheim to San Francisco at a cost of

about $98 billion. Denham used to support the proposal but now said that rising costs and construction time projections have caused him to doubt its viability. The highway bill essentially sends money to the states to help fund their top transportation priorities. Denham said he wants to make sure highway money is used for highways. “This administration and the California Legislature want high-speed rail at any cost,” Denham said. “They will spend lavishly without a disciplined plan and say anything to get it done, but this amendment will prohibit highway bill money from being used on a project that is going nowhere fast.” Despite approval at the committee level, Denham’s proposal still has a difficult path ahead before becoming law. The Senate is putting together its own highway bill, and that bill is not expected to include a similar amendment, as lawmakers are trying to keep it as bipartisan as possible. Also, the House may not even pass the legislation. Democrats are overwhelmingly opposed to the bill, and the Club for Growth, a conservative advocacy group, is encouraging lawmakers to vote no because it increases government

spending. Dan Richard, chairman of the board of the California High Speed Rail Authority, discounted the amendment’s threat to the project. “This is not a surprise,” Richard said. “The high-speed rail draft business plan correctly anticipated that there would be no additional federal funds in the short term. The amendment has no effect on our current funding and we understand it for what it is.” Democratic lawmakers in the state’s delegation also are concerned about a provision of the bill that calls for opening oil and gas drilling along the East and West Coast, and using the proceeds to help pay for the bill’s transportation programs. Democratic Rep. Lois Capps said people in her Central Coast congressional district are overwhelmingly opposed to drilling. “Everyone knows that mandating new offshore drilling won’t bring in much money, and it will only endanger our coastal economy and environment,” Capps said.

Hamm Relaunches ‘Compact Line’ of Small Rollers Hamm Compaction Division has relaunched its compact line — its popular series of small asphalt rollers — with significant changes “under the hood” that will boost performance and productivity, according to the manufacturer. Models of the new compact line — with drum sizes from 31 to 54-in. (78.7 to 137 cm)-wide — are just as user-friendly and functional as ever, but now are quieter and more powerful. The Compact Line includes the HD 8 VV, with a drum width of 31.5 in. (80 cm); the 39-in. (99 cm) HD 10 VV and the slightly smaller HD 10 C VV; the 47-in. (119 cm) HD 12 VV; the 51-in. (129 cm) HD 13 VV; and the 54-in. (137 cm) HD 14 VV. Each offers a wider compaction width when operated in offset mode. The compact line also offers combination rollers. The HD 10 VT, HD 12 VT, HD 13 VT and HD 14 VT are combination models with smooth drum in front, and four smooth pneumatic tires in rear. Nomenclature of the models has not changed for 2010. VV stands for “Vibration Front, Vibration Rear”, in which both drums offer vibration, with the capability of vibration running in

the front drum only, in the rear drum only, in both drums, or no vibration. The compact line offers hydrostatic dual drum drive, automatic/manual vibration system, hydrostatic articulated steering and enhanced maneuverability. Key features of the compact line include its visibility, low profile and ease of handling, driving characteristics, high compaction force and low center of mass, according to the manufacturer.

Drive Train New for 2010 For 2010, the compact line drive train has been redesigned. All models have been upgraded to the new Kubota diesel engines. In the HD 13 and HD 14 models, Hamm has increased the engine power by 15 percent. The new drive train components have brought about only minor changes to the external design of the machines. They retain their “wasp waist” and visibility. The operator platform is fully insulated

against vibration, thus improving comfort levels. The operator’s seat, steering column and tread plate are mechanically isolated from the framework, which reduces vibration. The new engines and changed layout of the central electrical system mean quicker servicing and simpler maintenance in the future. All service points for the drive units are now located on the same side, making them quicker and easier to check.

For 2010, the compact line of articulated tandem rollers from Hamm has been enhanced with a redesigned drive train. In the larger machines, engine power has been increased by 15 percent.

GOMACO engineers built the new 4400 around the design concept of a left-side and right-side slipforming capable machine with symmetrical steering and minimal setup changes for switching profiles from side-to-side.

GOMACO Corporation’s new 4400 barrier machine for right-side and left-side slipforming made its World of Concrete show debut in 2012 at the Las Vegas Convention Center, Jan. 24 to 27. The new machine, built specifically for barrier applications, features operator comfort and visibility with its U-shaped operator’s platform featuring vibration isolation and a high-capacity cooling package on the engine. Ease in operation also is provided by the GOMACO’s G+ control system, which is capable of operating in multiple languages. GOMACO engineers built the new 4400 around the design concept of a left-side and right-side slipforming capable machine with symmetrical steering and minimal set-up changes for switching profiles from side-toside. Its GOMACO U-shaped operator’s platform, with vibration isolation, puts the operator on top of the action. The U-shaped platform and side-to-side sliding control console accommodate right-side and leftside pour and provide a 360 degree view of the entire paving operation. The 4400 features a Cummins QSB3.3, 99 hp (74 kW), Tier III power-optimized diesel engine for fuel efficiency and approximately 18 hours of continuous barrier slipform paving. The new G+ control system

coordinates the speed of the hydraulic fan with engine and hydraulic oil temperature. The tractive system on the 4400 features super low, allowing for the minimum speed and smooth crawl necessary for a vertical wall. The new G+ speed dial turns to adjust in one percent increments and speed display feedback allows for smooth, precision paving speed control. It has the new GOMACO Barrier Hookand-Go mold mounting system to quickly mount barrier molds up to 39.4 in. (100 cm) tall on either side of the machine. An optional sidemount attachment is available for barriers taller than 39.4 in. or existing barrier molds. GOMACO barrier molds are designed for proper vibration and consolidation of material, with the GOMACO-exclusive trailing stainless steel for superior finishing. The barrier machine features the new 4400 series, 16 in. (40.6 cm) diameter auger, with the pitch and speed designed specifically for transporting low-slump concrete. Its four-way hydraulic positioning capability allows the auger to be placed perfectly for concrete receiving and delivery to the mold on either side of the machine. Neuson’s outdoor exhibit at World of Concrete. The challenge tested the participants’ entire range of skills as they maneuvered around an obstacle course on the 2,400 sq. ft. slab. Preliminary competitions were held Tuesday through Thursday during the show. The contestants with the top 10 fastest times from the preliminaries advanced to the finals on Jan. 26. The top 10 finalists each had one run through the course and that time was added to the preliminary time. And the Winner Is... Darin Wiebe, Extreme Concrete Inc., Linden, Alberta Canada, took first place. His combined winning time was 67.428 seconds. Wiebe came into the finals in second place with a qualifying time of 34.312. His final run time was 33.116 seconds. It was a friendly competition between Wiebe and his partner at Extreme Concrete, Jon Baerg. Baerg came into the finals in first place with a qualifying time of 34.084 and with his final run time of 33.553 he was just a mere .209 seconds behind Wiebe with a finishing time 67.637 seconds. For his efforts Baerg went home with a Wacker Neuson CT 36, 36-in. walk behind trowel. The third place finisher was Bruce Gesick, from Slater and Son Concrete, Chico, Calif. Gesick finished with a combined time of 70.220 and went home with a BTS 635s portable cut-off saw. Extreme Concrete Inc. will benefit from the CRT 48-35VX and Wiebe and his wife Melanie will enjoy a one week vacation in the Caribbean. This year’s course was run on Wacker Neuson’s World of Concrete 30 by 80 ft. slab that measured at a floor flatness of FF-152. Thousands of World of Concrete spectators watched the challenge throughout the three days and toured Wacker Neuson’s exhibit that showcased a complete line of concrete and construction products. LiuGong Unveils D-Series Intelligent Computer-Aided Crawler Excavators LiuGong's D-Series is the company’s new generation of intelligent crawler excavators featuring computer-aided systems for greater operating efficiency, lower fuel consumption and overall reliability. LiuGong’s “smart” hydraulic systems produce on-demand breakout power, while LiuGong’s new frame design and improved undercarriage components make the D-Series excavators stable, durable and ready to tackle any task a North American contractor may have, according to the manufacturer. LiuGong’s computer aided power control system (CAPC) automatically matches the D-Series excavator’s hydraulic output flow to the application. At the touch of a button, LiuGong's new power boost feature instantly increases the excavator’s digging force up to 10-percent for 10 seconds, then resets back to normal functions awaiting the next task. The CAPC also allows the operator to select optimal power levels for peak performance capacity with the best fuel economy. The 922D and 936D feature a no time-limit heavy lift system that when activated, increases hydraulic pressure to the attachment cylinders while simultaneously reducing attachment speed for better control during lifting operation. Additionally, LiuGong excavators are equipped with an emergency bypass switch to enable the machines to operate indefinitely in the event of an electrical problem with the main CPU or its related components. Fuel consumption, emissions and noise are supplemented by LiuGong's auto-idle function that automatically lowers the excavator’s engine speed if there is no operation detected for 5 seconds, or the operator can choose the one-touch decal function. LiuGong's new rigid x-type crawler car bodies on the DSeries crawler excavators distribute load stress throughout the frame. A larger beam section in the upper frame improves the excavator’s strength, durability and stability by creating a better center of gravity. Oil-sealed track rollers, carrier rollers and idlers on the undercarriage provide durability in rugged conditions. Wide trackpads of up to 32-in. (81 cm) afford greater flotation and stability on soft ground conditions. Standard rock guards and vertical strips protect the excavator’s arm from rock and debris damage. During operations, LiuGong's easy-to-read LCD instrument panel displays 20 different machine control functions. The self-monitoring control system reads engine speed, fluid pressures and temperatures, lubricant status, fuel capacity and alerts the operator if a function exceeds its parameter, thus preventing service issues from becoming downtime setbacks. Maintenance on LiuGong's D-Series crawler excavators is safe and simple with ground-level side access panels to hydraulic pumps and engine filters. Operators will appreciate LiuGong’s emphasis on workstation comfort and safety in the new

D-Series crawler excavators. Reinforced frames and silicon shock absorbers cushion impact and vibrations in LiuGong's sound suppressed, climate controlled cabs. Operator wellbeing and efficiency are enhanced with adjustable suspension seats, a multiple and positionable-vent large capacity filtered air-conditioning system, a tinted sunroof and AM/FM/MP3 radio. Pilot controls with a pattern changer feature allow the operator to control the D-Series excavator’s functions with less fatigue and more accurate control of the arm and bucket. Back up alarms and flashing beacons on the D-Series excavators assist job site safety, while rear-view mirrors provide a wide view of the operating area. LiuGong’s factory installed two-way auxiliary hydraulic circuit configuration supports additional attachments such as rock thumbs, hammers and shears. LiuGong’s 915D mid-size crawler excavator is powered by a 102 net hp (96 kW) Cummins 4-cylinder Tier III engine and reaches travel speeds of up to 3.4 mi. per hour (5.5 kmh). With a max digging depth of 19 ft. 3 in. (5.8 m), the 915D excels in residential and commercial site prep, according to the manufacturer. The 915D offers an optional two-way dozer blade for back fill and leveling operations. LiuGong’s 922D production class crawler excavator offers an electronically controlled, turbocharged Cummins 6-cylinder 142 net hp (106 kW) Tier III engine, and is a workhorse for road and highway applications. The 922D arrives with a standard 1.31 cu. yd. (1 cu m) capacity, 43-in. (109 cm) wide bucket. The 936D model, LiuGong’s largest crawler excavator, features a 260 net hp (194 kW), electronically controlled turbocharged Cummins 6-cylinder Tier III engine. The 936D’s 35 ft. 9 in. (11 m) ground level reach and 33 ft. 7 in. (10 m) max dig height makes the 936D an ideal machine for demolition and forestry applications. The 936D’s 2.09 cu. yd. (1.6 cu m) capacity, 57-in.
