Colorado’s Express Lanes: A Ticket to Ride — for a Price By Brad Broberg CEG CORRESPONDENT

The Colorado Department of Transportation began work late last year to add tolled express lanes along a 12.5-mi. (20.1 km) stretch of C-470 in Denver — one of several such projects it has completed or will complete in the coming years. The $276 million project is expected to open to traffic on schedule in spring of 2019. Flatiron Construction Corp., with headquarters in Broomfield, Colo., and AECOM, an integrated design and construction company based in Los Angeles, were selected to design and build the express lanes in a joint venture led by Flatiron. Tolled express lanes relieve congestion in general purpose lanes by adding the option to pay a toll to travel in express lanes where traffic flows faster. If express lanes get too congested, tolls go up in real time, which reduces the number of drivers using them and restores the flow. The cherry on top? Tolls help pay the cost of construction. State, county and federal sources are paying $100.6 million toward the C-470 project, but the bulk of the funding is coming from loans financed by toll revenues. see EXPRESS page 34

Sheridan County YMCA Builds New $22M Aquatic Center By Cindy Riley CEG CORRESPONDENT

In Sheridan County, Wyo., construction crews are diving into a project that will serve area residents for years to come. Work is under way on a new YMCA aquatic center that should be completed by 2019. “Our community members have been excited to see trucks move in and begin the initial groundwork to start this project,” said Elisabeth Cassiday, Sheridan County YMCA executive director. “It’s been several years of planning and fundraising, and groundbreaking has been our first visual message to the community that this project will come to fruition.” The Y’s two swimming pools were constructed in 1965 and 1985. In 2015, an aquatic facility audit identified items that were substandard in the pools, highlighted items that didn’t meet industry swimming pool design standards, and inspected pool equipment that wasn’t operating as designed. Cassiday welcomes the changes that new construction will bring. “There’s a need for a quality aquatic center in our community that can serve both our youngest swimmers through zero entry and shallow features, and our senior swimmers with an infinity pool to create resistance exercises without stress to their joints. Our current locker room and pool layout is challenging to patrons because of stairs to enter from locker rooms, and a pool design that only accommodates one program at a time. “We will have one slide tower that will offer two slides, one going into each of the pools. Our new pools and locker room will be approximately 35,000-sq. ft., and will be located on the south end of our existing building. The shallow pool is designed so that the youngest swimmers can experience water at a level that is custom to their height. The infinity pool will be a separate feature from the small child area. For teens, one of the slides in the new pool will have a drop into the water, to create more excitement. The two existing indoor pools will remain operational until the new project is complete. When work is finished, the old pool space will be repurposed. “Our remodel is intended to get the rest of the building up to date with the new aquatic center look and feel. That would include open floor plans, moving all of our health and well-being to one floor of the building and create paths to program spaces that are easy to navigate,” she said. Officials have currently raised $18 million for the project, and will need to secure an additional $4 million to complete the remodel aspect. This funding is primarily donations from the private sector, but also

includes a $4 million commitment from the city of Sheridan. Cassiday said anticipation is building as work continues on the project. “Our current childcare location is located beside the construction area, and the Y kiddos are always pressed up against the window waving to the construction crew and speculating as to when the pool will be ‘delivered’.” Work began on the site in August 2017, and is scheduled to be complete in spring of 2019. Sheridan-based Fletcher Construction Company is serving as the general contractor. According to Fletcher Construction president Eric Bouley, “The challenges in the project are the scheduling and the deep foundation and pool excavation. The scheduling is made a little complicated due to the time of year we were able to get started.” Crews have completed clearing and grubbing, topsoil stripping and subgrade preparation, and have raised the grade to the top of the drilled shaft piers. “We are planning to have the foundation completed and the soil backfill up to grade prior to the winter shutdown. A pool subcontractor will be selected during the Phase 2 bidding for the project. They will install the pool structures in the spring of 2018,” said Bouley. As for the condition of the property prior to construction, “The job site was an open

soccer field that was relatively free of obstructions. A few trees and some light poles had to be removed to get started,” said Bouley. “The site has the space to let the project work efficiently. The minor site demolition of trees and light poles went quickly. The topsoil was able to be stored on site. We had 12 inches of subgrade prep across the entire site.” Because the site was lower than the existing building, roughly 2,000 cu. yds. of fill material was needed to bring the site to subgrade. There also are 2,000 cu. yds. of structural fill to Dan Alsup photo place under the floor slabs. In 2015, an aquatic facility audit identified items Equipment being used on the that were substandard in the pools, highlighted project consists of a John Deere items that didn’t meet industry swimming pool 770 blade to scarify; a Cat CP design standards, and inspected pool equipment 323 sheep foot compactor; a Cat that wasn’t operating as designed. 330 CL excavator; a Cat 314C LCR excavator; a Skytrack 10042 telescopic during the different phases.” The beach pool refers to a sloped entry, handler; an International water truck; a drill and will be installed with a sloping floor, rig; and a concrete pump truck. rather than a wall. Interchange Work Complete at I-76/U.S. 85 in Henderson, Colo.

Colorado Department of Transportation photo

Crews have completed reconstructing Interstate 76 at U.S. Highway 85.

Crews have completed reconstructing Colorado Department of Transportation photo Interstate 76 at U.S. Highway 85. The most noticeable changes are along westbound I-76, where the project improved the curve approaching the southbound U.S. 85 merge area and added an additional lane from southbound U.S. 85 to 96th Avenue. Before the project, westbound I-76 had a high accident history, including several truck roll-over incidents. The super-elevation of the curve, which is the raised or “banked” section, was redesigned to current standards. Traffic operations have also improved at the southbound U.S. 85 on-ramp. There are now two lanes entering I-76 instead of one. Motorists also now experience a smoother ride on I-76. “The concrete along both directions of I-76 was deteriorating rapidly and result- More than 80,000 vehicles per day travel I-76.

ed in rough road conditions,” said Larry Quirk, CDOT project engineer. “Full reconstruction takes the highway down to the bare ground.” Before crews could remove the old concrete, new detour pavement was placed to accommodate traffic during construction. Traffic shifted several times and ultimately reopened in the final configuration this fall. More than 80,000 vehicles per day travel I-76. Fifteen percent or approximately 12,000 of these vehicles are large trucks. “The amount of traffic during construction was impressive,” Quirk said. “Any time you have that much traffic so close to the work, motorist and worker safety is always on your mind.”

Project Info CDOT and Villalobos Concrete Inc. began construction in October 2016. For a year, both directions of I-76 were down a lane in each direction while crews completely reconstructed the highway from 96th Avenue through the U.S. 85 interchange. Major project features included improving the westbound I-76 curve at U.S. 85, constructing a new auxiliary lane from southbound U.S. 85 to 96th Avenue and full replacement of deteriorated concrete pavement. The project also improved roadway drainage, lighting and water quality measures. This $10 million improvement project was partially funded by FASTER Safety funds. (This story also can be found on Construction Equipment Guide’s Colorado Department of Transportation photo website at www.constructionequipThe project also improved roadway drainage, lighting and water quality measures. OTC Awards Nearly $155M in Contracts at December Meeting Highlights of the Oklahoma Transportation Commission’s Dec. 4 meeting include approval of contracts for Oklahoma Department of Transportation projects completing the final sections of the Oklahoma City Boulevard and SH-74 in Oklahoma City and an update on the recent special legislative session and recognition of an awardwinning ODOT bridge project in Stephens County. Contracts also were awarded for traffic improvements to the I-35/I-235/I-40 junction in Oklahoma City; I-44 interchange reconstruction in Lawton; U.S.-270 reconstruction in Dewey County; and U.S.-54 reconstruction in Texas County. The Commission voted to award a contract for an up to $27 million project to construct the two remaining core sections of the Oklahoma City Blvd. in downtown Oklahoma City. This work will complete the new downtown city street, which will connect to the realigned I-40 Crosstown. Also awarded was a contract for an up to $22 million project for reconstruction and widening of SH-74 (Portland Ave.) to four lanes from north of N.W. 164th Street to N.W. 206th Street (Covell Road) in northwest Oklahoma City. This final phase will complete expansion of the corridor between Memorial Road and Waterloo Road in the rapidly-developing area of the city. Both projects are expected to begin in spring 2018 and include financial incentives for early completion of the work. Mike Patterson, ODOT executive director noted that the County Improvements for Roads and Bridges fund was cut considerably in the recent regular and special sessions of the state legislature. The CIRB program uses dedicated state funding for major local road and bridge projects selected by the counties and their Circuit Engineering Districts and is administered by ODOT. These cuts are expected to impact the projects in the five-year CIRB plan which was recently adopted by the commission. “The CIRB program has been very successful in allowing counties to address major road and bridge needs since its inception in 2006,” Patterson said. “The continued funding reductions to ODOT

ODOT’s Duncan Residency and Overland Corporation of Ardmore were honored by the Association of Oklahoma General Contractors with the Pharaoh Award for the state’s best bridge project. (L-R) are Cole Vonfeldt, ODOT Division Seven construction engineer; Jeramy Lassle, ODOT Duncan Residency; Eric Hegge, Overland Corporation; Colton Roberts, Duncan Residency manager; Justin Zimmerman, Duncan Residency; Jay Earp, ODOT Division Seven engineer; Mike Voorhes, Overland Corporation; Bradley Burgess, District Seven transportation commissioner; and Mike Patterson, ODOT executive director.

and county funds is something we should all be concerned about as we strive to make transportation a priority for the state.” Patterson also shared that the Association of Oklahoma General Contractors recently honored an ODOT project in Duncan as the state’s best bridge project in the

past year. He presented the Pharaoh Award to the commission, along with members of ODOT’s Duncan Residency and the construction contractor, Overland Corporation of Ardmore. The $15.6 million project was part of an ongoing effort to provide a south connection for the Duncan

Bypass to U.S.-81. Work on the bridge was completed in summer 2017. The Pharaoh Award is presented each year for the highest quality bridge project in the state and is named for the Pharaoh family of Henryetta, who were pioneers and are actively involved in Oklahoma’s construction industry.

The OTC awarded a contract for a project to modify portions of the I-35/I-235/I-40 junction in downtown Oklahoma City. The project will add an additional north and southbound I-35 exit lane to help the junction operate safer and more efficiently.

Receiving commission approval was a contract for a more than $5 million project in downtown Oklahoma City with a statewide impact. This project will modify portions of the I-35/I-235/I-40 junction, commonly known as the Dallas Junction, to add an extra north and southbound I-35 lane between M.L. King Avenue/Eastern Avenue and S.E. 15th Street. Currently, all I-35 traffic must move into a single exit lane to navigate through the junction with I-40, causing considerable traffic safety and congestion issues. The project is expected to begin in spring 2018 and take about five months to complete. Commissioners also approved a nearly $8 million contract for reconstruction and widening of more than three miles of U.S.-270 near Seiling in Dewey County, continuing the expansion of the Northwest Passage. They also awarded an $8.5 million contract to reconstruct two miles of U.S.-54 near Tyrone in Texas County. Both routes are major commercial trucking corridors in northwestern Oklahoma. Commissioners voted to award 44 contracts totaling nearly $155 million to improve highways, roads and bridges in 31 counties. Contracts were awarded for projects in Adair, Atoka, Bryan, Caddo, Canadian, Carter, Cleveland, Comanche, Cotton, Craig, Creek, Delaware, Dewey, Garfield, Garvin, Grady, Harmon, Kay, Logan, McClain, McCurtain, McIntosh, Major, Mayes, Murray, Nowata, Oklahoma, Osage, Stephens, Texas and Tulsa counties. For more information, visit www.odot.org/contracts. The eight-member panel, appointed by the governor to oversee the state’s transportation development, awards project contracts for road and bridge construction every month. Due to the New Year’s Day holiday, the commission’s next meeting is scheduled for 11 a.m. Jan. 8, 2018. Contracts, bid information, the commission’s monthly agenda and project details can be viewed at www.odot.org. ALLWEST UNDERGROUND RENTALS - SALES - SERVICE 799 Valentine Ave SE • Pacific, WA 98047 800-828-8505 • 253-987-7555 4020 NE Buffalo St. Portland, OR 97211 506-546-8875 The TV370 is ideally suited for landscaping, utility, agricultural and rental applications where operators value lift capacity and strength, but may not require higher horsepower to run high-volume production attachments.

Case Construction Equipment’s TV370 compact track loader (CTL), a new 74-hp machine that combines a maintenance-free Tier IV Final solution with the strength and reach of a large-frame CTL, provides a 3,700-lb. (1,678 kg) rated operating capacity and a vertical-lift design that makes it ideal for loading trucks and lifting and placing heavier palletized materials. “As the CTL market expands, there are no one-size-fits-all solutions,” said John Dotto, brand marketing manager, Case. “The new TV370 gives contractors a 74-horsepower option in a large-frame vertical CTL that provides a high capacity, low ground pressure and stable platform for earthmoving, load and lift applications, and heavy attachments while utilizing a maintenance-free after-treatment system. The TV370 is ideally suited for landscaping, utility, agricultural and rental applications where operators value lift capacity and strength, but may not require higher horsepower to run high-volume production attachments. The machine provides enhanced auxiliary hydraulics for traditional attachment use in standard (24.2 gallons per minute [gpm] at 100 percent efficiency) and optional high-flow (37.6 gpm at 100 percent efficiency) hydraulic setups. “Not every equipment owner needs to run cold planers or high-volume mulching heads, but they still need to load higher trucks and lift heavy pallets,” said Dotto. “The TV370

is for that application.” Additional performance/operating highlights include an 8,776-lb. bucket breakout force, and a 10-ft. 11-in. (3.3 m) hinge pin height. At 6-ft. 4-in. (1.9 m) wide over the tracks, and on standard 17.7 in. (45 cm) wide tracks, the TV370 provides stability and the low standard ground pressure for operating on varied terrain and sensitive ground. The TV370 offers a wide cab and low entry threshold for easy access and greater visibility down to the bucket/attachment. The cab-forward design combines with ultra-narrow wire side screens to provide 360-degree visibility and excellent site lines down to the bucket edge/curb lines. A large, rounded rear window delivers excellent rear visibility. Standard heavy-duty front and side lights further improve visibility. The new CTL meets Tier IV Final emissions standards through a DOC-only FPT engine that requires no additional fluids or intensive maintenance activities. Operators can easily access the engine, filters, fill points, and all other primary service points through a single point of access. It also offers an easy-tilt cab for convenient access to the drivetrain compartment. For more information, visit CaseCE.com. (0.40 cu m) capacity, 30in- wide (76 cm) bucket. “The new Hyundai HX130LCR fills an important spot in our excavator lineup,” said Corey Rogers, marketing manager, Hyundai Construction Equipment Americas. “The market demand is growing for this weight class, especially for compact-swing machines that give contractors the added versatility of working in confined spaces.” Industry-Leading Operating Environment “The HX130LCR is the latest model to give our customers what we call the Hyundai Edge — a powerful combination of performance, convenience, serviceability and safety features,” Rogers said. “Like all of our machines, the new HX130LCR excavator comes packed with high-end features.” For example, it includes as standard equipment an 8-in. (20.3-cm) interactive, adjustable, touchscreen clustermonitor in the cab. Viewable on the monitor is the Hyundai-exclusive AAVM — or allaround view monitoring — an optional system that provides a 3,600-surround virtual operating view. Included in AAVM is the IMOD (intelligent moving object detection) system that senses and warns the operator when objects come within 16.5 ft. (5 m) of the machine.

JCB 210T, 215T CTLs Offer Power, Performance of Larger Machines JCB launched its 210T and 215T compact track loaders, offering the power and performance of large-platform compact track loaders in small-platform, easily towable machines weighing less than 10,000 lb. (4,536 kg) The 210T and the 215T are powered by the 74 hp (55 kW) JCB Diesel by Kohler engine, requiring no DPF and no DEF. The radial lift 210T model has a rated operating capacity (ROC) of 1,900 lb. at 35 percent tipping load and 2,650

JCB’s 210T and 215T compact track loaders weigh less than 10,000 lb. (4,536 kg) and are equipped with the 74 hp (55 kW) JCB Diesel by Kohler no-DPF, no-DEF engine more commonly found in the company’s largeplatform models.

lb. at 50 percent tipping load. The 215T vertical lift model has an ROC of 2,100 lb. at 35 percent tipping load and 3,000 lb. at 50 percent tipping load. The ROC of both models can be increased with an optional bolt-on chassis counterweight package, and both are capable of operating high flow attachments up to 30 gallons per minute. “The 210T and 215T are the latest in the company’s range of skid steers and compact track loaders that are designed and manufactured in the United States,” said Randy Tinley, JCB product manager of skid steers and compact track loaders. “The horsepower-to-weight ratio of these machines make them ideal for confined work spaces where increased lift capability is required. These are the smallest compact track loaders available that can lift a standard pallet of sod or bricks, or a wet round hay bale.” Featuring JCB’s single boom design, the 210T and 215T provide operators with 60 percent better visibility than conventional twin-arm skid steer designs, for safer operation and easier changing of attachments and placing or loading material, according to the manufacturer. Entry to the cab, which is up to 46 percent larger than comparably sized compact track loaders, also is simplified and made safer by a wide-opening side door. For more information, visit www.jcb.com. Vermeer Adds S925TX Mini-Skid Steer Vermeer has expanded its compact equipment lineup with the new S925TX mini-skid steer, designed to provide impressive lifting performance and the power to conquer the most demanding applications, according to the manufacturer. With a tip capacity of 2,643 lbs. (1,198.8 kg), a rated operating capacity of 925 lbs. (419.6 kg) and maximum hinge pin height reach of 84.5 in. (214.6 cm), the radial lift path of the Vermeer S925TX makes easy work of lifting and dumping heavy loads. The new mini-skid steer features a dual auxiliary system, which allows the operator to switch between high flow for ground-engaging attachments and low flow for maximum control. It also is equipped with a universal mounting plate that fits a broad range of Vermeer-approved attachments. “From landscaping and tree care to rental operations, contractors are discovering that Vermeer mini-skid steers can increase their daily productivity,” said Jon Kuyers, senior global prod-

ucts manager at Vermeer. “With the S925TX model, we’ve designed a machine that can deliver a higher lifting performance than most other machines in the compact utility loader segment while still maintaining a compact size and impressive hydraulic attachment wielding performance.” The new Vermeer S925TX miniskid steer is offered in three smooth-

running, high-torque, four-cylinder engine options, including a 24.8 hp (18.2 kW) Kubota V1505 diesel engine, a 40 hp (29.8 kW) Kubota WG1605 gas engine and the 35.1 hp (26.2 kW) Kubota V1505 diesel engine offered only for international

markets. Contractors can further customize their mini-skid steer loader with either 7-in. (17.8 cm) wide tracks that produce 5 psi (.4 bar) of ground pressure or 9-in. (22.9 cm) wide tracks with 4 psi (.3 bar) of ground pressure for even better floatation. The S925TX mini-skid steer has a travel speed of 4.1 mph (6.6 kmh). Like other Vermeer mini-skid steers, the S925TX is built with a chariot-style platform for optimum operator comfort, and pilot-operated ground drive to help the user maintain smooth control on the job site, as well as in tight areas. The Vermeer S925TX is backed by a three-year/3,000hour extended limited warranty on the mainframe and loader arms for even more assurance and piece-of-mind on the job. PISCES Seeks RFP for Basalt Fiber Manufacturing in Hawaii The Pacific International Space Center for Exploration Systems (PISCES) — a state-funded aerospace center located in Hilo, Hawaii — is seeking a qualified firm to conduct a comprehensive market feasibility study. The goal of the research is to determine whether a basalt fiber manufacturing facility in the County of Hawaii will benefit the local economy. PISCES has issued a Request for Proposals (RFP) as of Dec. 12, 2017, to accept offers from organizations interested in conducting the feasibility study. The RFP, along with submission guidelines and deadlines are available to view online at pacificspacecenter.com/rfp. The global basalt fiber manufacturing industry is currently valued at $100 million and is expected to grow. A successful operation in Hawaii would create new manufacturing jobs, economic growth and business opportunities, as well as a sustainable new construction material with a wide variety of

Though lesser known, basalt fiber has similar applications to glass and carbon-based fiber products but is considered superior in several aspects: corrosion and abrasion resistance, thermal stability, heat insulation, vibration and chemical resistance. Basalt fiber can replace nearly all applications using asbestos. It also can be used to make structural mesh, durable fabric, insulating material, hydroponic growth media, basalt rebar and as an aggregate to reinforce concrete. The deadline for completed proposals received via email as listed in the RFP is no later than noon (HST) on Jan. 22, 2018. For more information, email Polly Roth at pacificspacecenter@gmail.com or call 808/935 8270. The RFP is being issued by the Research Corporation of the University of Hawaii (RCUH). AGC Recognizes CSU Dept. of Construction Management By Daniel Ricci COLORADO STATE UNIVERSITY

The Associated General Contractors recently awarded the CSU Department of Construction Management its prestigious AGC ACE Construction Education Award. The award was presented at AGC’s Industry & Awards Gala, Colorado’s largest commercial building construction event. The award recognizes and celebrates initiatives and innovative programs from statewide construction education programs that promote engagement of the construction industry in the education process, in preparing students to join industry, and in making an impact in communities. AGC awarded the department for its commitment to building a more diverse construction management workforce. The department has long recognized the value of a diverse workforce. To this end, the department created a recruitment taskforce in 2011 to focus on bringing a more diverse pool of students into the department. Working closely with its industry part-

ners, it created a student recruitment coordinator and academic advisor position. The department tasked the position with spearheading department outreach and building awareness around the professional opportunities offered by the construction industry. In 2012, the department converted the taskforce into a standing Recruitment and Retention Committee chaired by the student recruitment coordinator and academic advisor. Department outreach has included partnerships and presentations with high schools around the state, attendance at Colorado Construction Career Days; participation in the Society of Women Engineers Girls Exploring Science, Technology, Engineering and Math events; and hosting annual open house information sessions. They also have strengthened relationships with Colorado community colleges to streamline the transfer process for students wanting to move on to a four-year degree. Additionally, the department, with generous support from industry and CM alumnae, held its inaugural Women in Construction Institute in June. The institute was several

years in the making and brought a group of high school women to campus for four days to learn about the construction industry. The combination of innovative outreach and old-fashioned persistence has payed dividends, as the percentage of CM students

identifying as ethnically diverse has increased from less than 9 percent in 2008 to more than 17 percent today. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

According to Malone Belton Abel president Timothy Belton, “The aquatic center is a continuation of the overall vision of the Sheridan YMCA, which is to provide programs that build healthy spirit, mind and body for all.” Along with the 34,496 sq.-ft. aquatic center addition to the existing YMCA structure, there is a 5,590 sq.-ft. remodel/renovation portion of the existing building. The new addition contains a 4,400 sq.-ft. leisure pool; a 3,300 sq.-ft., six-lane lap pool; and 228 sq.-ft. spa, locker rooms, offices and support spaces. As for the main concerns for the design team, “The biggest challenge has been to assist the Y board and staff in selecting which of the many elements of a complex aquatics center to include and which to exclude, due to limitations of funding. We believe the final decisions will benefit the most Y members, and create a truly exciting environment for the users.” Belton said sustainability is of great importance for the YMCA, because of

ing proper glass types on each of these exposures. We are using very high-efficiency natural-gas powered heating systems, and have excellent, long lasting insulation in the roof.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) CEG

Running east-west on the south side of Denver, C-470 is a critical leg of the city’s beltway that connects with I-25 and I-70, the state’s most heavily traveled north-south and east-west corridors. The express lane project spans a stretch of C-470 between I-25 in the east and Wadsworth Boulevard in the west. More than 100,000 motorists travel that stretch daily with volumes expected to grow 40 percent by 2035. Two westbound express lanes will run from I-25 to Colorado Boulevard and one westbound lane will continue on to Wadsworth Boulevard. One eastbound lane will run the entire length of the project. Besides adding the express lanes, the work includes: • New concrete pavement. • New communications infrastructure. • Replacing two bridges over the South Platte River and widening 12 other bridges. • Constructing direct-connect ramps from I-25 to the express lanes. • Constructing auxiliary lanes to accommodate local traffic. • Installing noise barriers where required. • Installing an electronic tolling system that captures license plate numbers and transponder signals to charge express lane users. • Adding two new C-470 trail underpasses. made by Caterpillar — is at work up and down the express lane corridor. The workhorses are 14 various models of Caterpillar excavators and 13 various models of Caterpillar skid steer loaders. The project requires massive amounts of materials: • 1,000,000 sq. yds. (836,000 sq m) of concrete pavement. • 25,000 cu. yds. (19,000 cu m) of structural concrete. • 750,000 cu. yds. Flatiron and AECOM have more than 130 employees in the field and have awarded 66 (and counting) subcontracts — 41 tier 1 and 25 tier 2. Disadvantaged business enterprises account for 35 of the subcontracts. Crews are working nearly round-theclock in two-shifts. The biggest challenge: maintaining the existing number of travel lanes during construction. Three-Phase Campus Expansion Due to Complete in 2020 CAMPUS from page 1

plete, the university will cover a total of 219 acres and buildings will span 2.6 million gross sq. ft. New campus buildings will range in height from two to six stories with a maximum height of 60 ft. The taller buildings are sensitively located as to avoid overwhelming shorter buildings. In expanding the campus, construction crews will deliver the 2020 Project in three phases — the first phase of construction is scheduled to be completed in fall of 2018, the second by fall of 2019 and the third phase by fall of 2020. The Merced 2020 expansion is being conducted by a public-private partnership known as an Availability Payment Concession. Under this system, a single private development team designs, builds, partially finances, operates and maintains major building systems under a single 39-year term, performance-based project agreement. The $1.3 billion design and construction cost is funded with $600 million of long-term University of California external financing and $738 million in financing and equity arranged by Plenary Properties Merced, a private development consortium selected to deliver the project. During construction, the university will make predetermined progress payments totaling $600 million to the developer. Once the buildings are available for use, the university will then make performance-based availability payments that cover remaining capital costs as well as the cost of operations and maintenance of major building systems. Breakdown of Construction Phases The first phase of construction includes student housing and classrooms, a dining area, pool and parking lot. The second phase features a wet laboratory, computational laboratory, faculty offices, competition field and a parking lot. The third and final phase includes two housing and student life buildings, a conference center, an enrollment center, a wellness center, a second wet laboratory, a greenhouse, recreation fields and a parking lot.

taking shape. The 600-seat building is scheduled to open in fall of 2018. A construction team is assembling the steel components of the building’s roof. Meanwhile construction of the third floor of the new Housing 1B residential facility is under way. Overlooking the new multipurpose dining facility, Housing 1B will provide additional undergraduate residential housing to UC Merced. A permanent name for the sixstory building will be selected after it opens. LEED Gold is the design target. Work also has begun at ground level including a 4,500-space surface parking lot that is nearly complete.

University of California, Merced photo

Construction crews are in their second year of a massive four-year $1.3 billion expansion of the University of California campus in Merced.

In total, construction crews will add 1,700 new beds to student housing; build three new research buildings; construct four new lecture halls; add more than 50 new classrooms; provide 4,500 new parking spaces; construct a conference center with a large ballroom and campus store; and build a 600seat dining facility. Athletics will see some major improvements as well. Workers will install an NCAA-II competition-level pool; tennis and basketball courts; and fields for various sports. A lighted NCAA-II competition field anchors the western edge of the construction site and is designed for competitive soccer. Two recreation fields are being developed adjacent to the competition field. Space is provided adjacent to the fields to enable construction of 3,000-seat bleachers. The project will add 1,570 new parking spaces. That is in addition to 2,600 current spaces. The expansion project will enable the campus to continue its groundbreaking research in fields diverse as social justice, climate change, solar energy and drone technology. It is designed to foster interdisciplinary collaboration. Public-Private Partnership The project is led by a publicprivate development team called Plenary Group. It includes Plenary Properties Merced (PPM), lead developer, equity provider and financial arranger; Webcor Construction LP of San Francisco, lead contractor; Skidmore Owings & Merrill Inc. of Chicago, lead

campus planner; and Johnson Controls Inc. of Milwaukee, lead operations and management firm. Webcor was selected through a specialized competitive procurement process that included financial, technical and qualitive considerations. The project is overseen by a University of California, Merced governance board comprised of campus leadership. Skidmore, Owings & Merrill developed the project master plan. About 400 workers are working on the project each day. Concrete Pouring Crews have started construction of walls for the first-phase buildings. They also have started construction of a below-plaza underground loading dock that connects multiple buildings for deliveries and services. The sloped roof of the new dining multipurpose facility is now

Variety of Heavy Equipment “One 200-foot crane, cement trucks and other heavy vehicles are currently on site,” said Richard Cummings, University of California, Merced director of strategic communications. “As the project progresses, an additional crane is anticipated.”

New Building Design New campus buildings are designed to blend in well with the existing campus structures. They will be painted in neutral exterior colors atop low-maintenance materials like cement plaster and precast concrete. “The new buildings echo UC Merced’s initial buildings, which use materials familiar to California’s largely agrarian Central Valley,” Cummings said. “The exterior of the new buildings also has been oriented to reduce urban heat effects and ensure user comfort.” Both the fenestration and selected materials apply strategies to reduce solar glare in or on buildings, streets and pedestrian walkways. However, the buildings are still designed to allow natural light to fill the interiors. In the spirit of the Central Valley’s agricultural character, the new dining facility reinterprets the look of the traditional industrial shed. It utilizes simple materials

and a long-span steel structural system to create an expansive interior dining space. A dining facility window wall will provide views of an on-campus lake. Campus Growth UC Merced has grown substantially and will continue to do so. The newest campus in the 10-campus University of California system, the University of California, Merced opened with 875 students in 2005. Since then it has grown to a current enrollment of 7,300 students. The university’s primary goals are to grow enrollment from 7,300 students to the 10,000 level, add research capacity and address infrastructure needs. In terms of education, the university wants to foster opportunity for the next generation of Californians. More than 70 percent of the university’s students are among the first in their families to attend a four-year college or university. And more than 60 percent come from low income families. As population surged including growing demand from high school students, the university had a critical need for more space. The University of California system decided it was time to expand. Not in just one area of the campus, but in multi-areas and multi-departments. “By developing classrooms, laboratories, housing and infrastructure in one project, the university will be able to continue its enrollment growth in the most efficient, cost effective way possible,” Cummings said. Economic Benefits The University reports that the one-time economic benefit of the project is an estimated $1.9 billion for the San Joaquin Valley and $2.4 billion statewide. The project is expected to create thousands of jobs, especially in construction and thousands of permanent new campus positions as the university expands. LA Subway Construction Uncovers Treasure Trove By Christopher Weber ASSOCIATED PRESS

LOS ANGELES (AP) As part of the crew digging a subway extension under the streets of Los Angeles, Ashley Leger always keeps her safety gear close by. When her phone buzzes, she quickly dons a neon vest, hard hat and goggles before climbing deep down into a massive construction site beneath a boulevard east of downtown. Earth-movers are diverted, and Leger gets on her hands and knees and gently brushes the dirt from a spot pointed out by a member of her team. Her heart beats faster because there’s a chance she’ll uncover what she calls “the big find.” Leger is a paleontologist who digs for fossils in the middle of a city rather than an open plain or desert. She works for a company contracted by Los Angeles transportation officials to keep paleontologists on hand as workers extend a subway line to the city’s west side. “They’re making sure that they’re recovering every single fossil that could possibly show up,” Leger said of her team of monitors. “They call me anytime things are large and we need to lead an excavation.” Since work on the extension began in 2014, fossilized remains have routinely turned up from creatures that roamed the grasslands and forests that covered the region during the last Ice Age, about 10,000 years ago. They include a partial rabbit jaw, mastodon tooth, camel foreleg, bison vertebrae and a tooth and ankle bone from a horse. But the discovery that still makes Leger shake her head in disbelief came about a year ago, shortly after construction began on the project’s second phase. She was at home getting ready for bed when a call came in from one of her monitors. “It looks big,” he told her. The next morning, Leger knelt at the site and recognized what appeared to be a partial elephant skull. It turned out to be much more. After 15 hours of painstaking excavation, the team uncovered an intact skull of a juvenile mammoth. “It’s an absolute dream come true for me,” said Leger, who spent the previous decade at a South Dakota mammoth site with no discoveries even close to the size of the one in Los Angeles. “It’s the one fossil you always want to find in your career.” California’s stringent environmental laws require scientists to be on hand at certain construction sites.

Paleontologists have staffed all L.A. subway digs beginning in the 1990s, when work started on the city’s inaugural line, said Dave Sotero, spokesman of the Los Angeles County Metropolitan Transportation Authority. Paying for the paleontologist staff from Cogstone Resource Management is factored into the project’s cost, he said. When scientists are brought in to see what crews might have unearthed, work on the project continues, albeit in a different location. “Our crews try to be as mindful as possible to help them do their jobs. We get out of their way,” Sotero said, adding that when the mammoth skull was uncovered, construction workers helped deliver it to the mouth of the site. From there, the skull was hauled a mile or so to Los Angeles’ La Brea Tar Pits and Museum, home to one of America’s most fossil-rich sites. Assistant curator Emily Lindsey called it a “pretty remarkable find,” noting that while thousands of dire wolf and saber-toothed cat remains have been uncovered in L.A., there have been only about 30 mammoths. A few hundred pounds and the size of an easy chair, the skull is especially rare because both tusks were attached. It’s being studied and is available for public viewing inside the museum’s glass-walled Fossil Lab. With a nod to Hollywood, the 8- to 12year-old Colombian mammoth was named Hayden, for the actress Hayden Panettiere, featured in the TV series “Nashville” and “Heroes.” The Cogstone monitor at the construction site had been watching her on television before spotting the speck of bone that turned out to be the intact skull. Similar endeavors have turned up subterranean treasures during digs in other cities. Workers at a San Diego construction site found fossils including parts of a mammoth and a gray whale and multiple layers of ancient seashells. Last year, crews working on a development near Boston’s seaport uncovered a 50ft. (15-m) wooden boat possibly dating as far back as the late 18th century. Lindsey praised California’s efforts to ensure science and urban development overlap, while bemoaning what bygone treasures may have been lost before the regulations went into place in the early 1970s. “Most of the past is below the ground, so you’re only going to find it when you dig,” she said. “As the city grows, I’m sure we’ll find more exciting fossil material.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

$38M Cabrillo Bridge Retrofit Wins Seismic Safety Award Caltrans announced that the Laurel Street Overcrossing/Cabrillo Bridge Retrofit and Rehabilitation Project was awarded the 2017 Seismic Safety Award. The $38 million project brought the 100-year-old bridge up to current earthquake safety standards, all with almost no impact to the historic bridge’s architecture. “This project provided a context-sensitive solution that respected the historic integrity of this bridge and its value to San Diego. This resulted in a beautifully preserved landmark for future generations that is also safeguarded from loss due to an earthquake,” said Malcolm Dougherty, director, Caltrans. Rehabilitation and seismic retrofit of this historic structure was necessary to improve the structural integrity of the bridge and to help ensure the safety of the traveling public passing under the structure and across the bridge. Retrofitting, all concealed within the internal framework of the bridge, included horizontal post-tensioning in the superstructure and vertically post-tensioning the piers with new shear walls. Work also included the removal and replacement of unsound concrete and steel reinforcement. The project was completed in May 2015. The Laurel Street Overcrossing at SR163, also known as the Cabrillo Bridge, is located in the heart of Balboa Park near downtown San Diego. The bridge, a multiple-arched cantilever structure, was the first such bridge in California and is intended to resemble a Roman aqueduct. The historic bridge carries vehicles, pedestrians and bicyclists and is a vital link across SR-163, Cabrillo Canyon and Balboa

Park. About 108,000 vehicles a day travel the portion of SR-163 under the bridge, providing access for tourism to Balboa Park — home to more than 15 museums, the Old Globe Theatre and the San Diego Zoo. The Seismic Safety Award, sponsored by Caltrans, was introduced in 2015 and honors the best of California’s transportation projects with an emphasis on seismic safety from across the state. The award is open to

Caltrans districts, local and public transportation agencies and private engineering and consulting firms. The award is given by the Seismic Advisory Board, an independent body whose role is to advise Caltrans on seismic policy and technical practices to enhance the seismic safety and functionality of California’s transportation structures. The Board continually reviews Caltrans’ earthquake engineering and seismic design prac-

Wirtgen Debuts W 150 CFi Compact Milling Machine in U.S. In a brand-new compact class, Wirtgen combines the advantages of its small milling machines — maneuverability, one-man operation and flexibility — with the front-loader principle and productivity of its large milling machines. The most powerful machine in this class, the W 150 CFi, recently celebrated its North American premiere. No less than four models are available to customers in the compact class, with standard working widths between 3 ft. 3 in. (1.0 m) and 4 ft. 11 in. (1.5 m) and depths up to 13 in. (33 cm). Combined with the Flexible Cutter System (FCS), working widths from 3 in. (8 cm) to 4 ft. 11 in. (1.5 m) are possible. The compact line includes the W 100 CFi, W 120 CFi, W 130 CFi and W 150 CFi, and offers high output and cost-efficiency. Fields of application range from classic small milling machine operations, such as partial road repairs, all the way to the removal of entire roadways, a job usually reserved for larger mills. In other words, Wirtgen’s compact milling machines are extremely flexible. What’s more, by combining the advantages of the small and large machine classes, implementing a uniform operating concept and incorporating pioneering control technologies, Wirtgen’s compact class represents the next step in the development of cold milling, according to the manufacturer. Like the new generation of small milling machines, Wirtgen also has equipped its compact class with added automated functions. The result is simple machine operation, and fast and precise milling and leveling functions.

Wirtgen’s W 150 CFi front-loader is best-in-class among the compact milling machines.

Automated Functions of the Milling Drum The side plate now has an active floating position, meaning it is lifted at specific intervals to keep it from sinking into the surface when the machine is at work on loose material, such as gravel. The scraper on the rear rotor plate also has new features, such as a sensor that prevents it from catching on any edges; the scraper is raised automatically in the process. An ultrasonic sensor determines the distance between the scraper and the milled material during partial transfer, in order to regulate how wide the scraper ideally should be opened. In this way, the material is optimally deposited behind the milling drum unit,

increasing output and simultaneously reducing wear on the unit, the drum itself and the cutting tools. Automated Steering and Positioning Functions The modern control technology in Wirtgen’s compact milling machines also displays its advantages in terms of steering. In the 3 ft. 3 in. milling machine W 100 CFi, for instance, the right rear support wheel can be folded in automatically, without lowering the milling drum or manually loosening a bolt. In addition to the “basic position,” the right rear crawler track also has the new positions of “outside” and “folded in.” In the “outside” position, the crawler track is

located within the cutting diameter of the drum, enabling the machine to easily be positioned along the right-hand milled cut. In addition to the steering wheel, the operator also has access to an extremely sensitive, fingertip steering function in the multifunctional armrest. Efficient Workflows Increase Cost-Efficiency Optimally coordinated processes save time and money, and that applies most of all to load-out of milled material. Wirtgen has practical solutions there as well; the conveyor’s extremely wide slewing angle of 60 degrees in each direction makes it possible to transfer material even on difficult job sites, such as traffic circles or inter-

sections, according to the manufacturer. For high-precision material transfer, the machine operator can move the conveyor at two different speeds. And due to the most advanced control technology, the conveyor speed is held constant even if engine speed fluctuates. Head of the Class: The W 150 CFi With 400 hp (405 PS), the W 150 CFi is the most powerful cold milling machine in the compact class. This front-loader is an ideal machine for large construction sites with confined space, such as in downtown areas. In these places, in particular, its advanced visibility concept, when used with the live video camera system, provide critical assistance to the operator when he or she is maneuvering the machine. For maximum traction of the crawler tracks, Wirtgen has adopted the central cutting drum design from its large milling machines. To efficiently transfer the tremendous power of the W 150 CFi to the road, this model also has an intelligent speed control (ISC) traction control system, which makes sure on demanding milling jobs that all four crawler tracks run at constant speed and high traction to achieve maximum milling performance. With an operating weight of 45,856 lbs. (20,800 kg), the W 150 CFi can be transported without a special heavy transport permit in most cases, another major advantage for contractors seeking productivity and profitability in milling operations. Topcon Announces Next Generation Concrete Paving System Topcon Positioning Group announced the next generation of automated concrete paving — the ZPS system — with the new ZRobot and Z-Stack sensor. Using enhanced Topcon Millimeter GPS technology, the ZPS system is designed to bring increased accuracy to concrete paving with a fraction of the hardware required for traditional LPS (local positioning system), according to the manufacturer. The new Z-Robot is an advanced robotic total station with integrated Z-beam laser technology. The Z-Robot is designed to provide a hybrid function of highprecision, optically-based vertical accuracy control and the convenience of Z-beam laser positioning to maintain that accuracy across the paver. “The ZPS system’s self-leveling Z-Robot cuts setup time in half compared with previous concrete paving methods,” said Murray Lodge, senior vice president and general manager of the construction business unit. “With tradition-

al systems, you need multiple, expensive robotic total stations to control the paver at any given time and at least another complete set of

instruments for downrange transition. With the ZPS system, only one Z-Robot controls the paver — increasing productivity and prof-

itability, and dramatically lowering the cost of the solution compared to LPS.” On board the paver, the ZPS

system uses the new Topcon ZStack modular-designed system that seamlessly integrates GPS, optical targeting, and Z-beam reception into one unit by interlocking the required sensing technologies in one rugged “stack.” “The Z-Stack sensor is revolutionary,” said Lodge. “It combines time-proven Topcon positioning technologies into one multifunctional, consolidated and complete system that provides better accuracies and more efficient paving than ever before. The system requires no separate base station and only one cable needed for power and connectivity. “The system also offers a wider working area, with a range of up to 150 more feet than with traditional methods — minimizing instrument transitions,” said Lodge. Yanmar America Announces Opening Yanmar//Academy, Power//Train

Richard Shultz has been named vice president of engineering at Link-Belt Cranes, effective Jan. 1, 2018.

Link-Belt Cranes’ Moore Set to Retire, Shultz to Succeed The EVO//Center is Yanmar America’s training and customer experience center.

Yanmar America has announced the launch of the Yanmar//Academy and Power//Train following the recent opening of the EVO//Center, Yanmar America’s training and customer experience center headquartered in Acworth, Ga. Both initiatives provide an enhanced training experience focused on Yanmar’s dealerships, employees and customers. The Yanmar//Academy consists of eight schools: six focused on dealer training, one on employee training and one dedicated to customer training. Power//Train is the registration, curricula control and e-learning system for dealers and employees focused on sales, marketing, service, parts, finance and other business topics. Yanmar//Academy brings a systematic approach to training with a variety of course offerings for Yanmar’s product lines, including agricultural equipment, construction equipment, utility task vehicles, industrial diesel engines, marine diesel engines, combined heat and power systems and variable refrigerant flow systems. These courses are led by staff experts, are structured to meet the needs and skill levels of the enrolled students and are conducted in product-specific training labs designed

with classrooms featuring 60-inch computer displays and student computers, as well as hands-on learning spaces complete with master and student tool boxes and room exhaust systems at the EVO//Center. Tim Miller, Yanmar America’s senior manager of learning and development, said, “My goal for our training is to not just train students on how to repair units that are broken, but to also teach them how to properly troubleshoot and develop the right diagnostic steps and practices, so that when technicians get on different machines, they can use the same steps and theology.” Yanmar’s Power//Train is an integral part of the Yanmar//Academy, which presents instructor-led and eLearning

curricula in five skill levels ranging from beginner to train-the-trainer. This system also tracks student enrollment and transcripts with the ability to create reporting for dealership management on their staff’s training progress. In addition to the current technical course training offerings, Yanmar America is adding staff focused on curriculum development to add additional technical courses, as well as business management courses for sales, marketing, service, parts, finance and other business needs. Vice President of Engineering Don Moore has announced his decision to retire from Link-Belt Cranes, effective Dec. 31, 2017. Moore began his career at Link-Belt in 1977, accepting a position as an associate design engineer in the Tower Gantry Crane Product Group at Link-Belt in Cedar Rapids, Iowa. He then moved to the Lattice Boom Crawler Product Group, eventually being promoted to senior design engineer. In 1986, Moore moved to Lexington, Ky., with the transfer of lattice products and has since been involved in management of lattice products and telescopic crawler products as well as overseeing product safety, testing, and technical publication functions. He began his current position as vice president of engineering in January 2012 and assumed responsibility for all design functions. “Don is well respected in the industry, and has a great working relationship throughout the Link-Belt organization, including our distributors, customers and vendors. He will be greatly missed,” said Melvin Porter, Link-Belt Cranes’ CEO and president .

Shultz Named Vice President Engineering Richard Shultz has been named vice president of engineering at Link-Belt Cranes, effective Jan. 1, 2018. Porter made the announcement at the company’s headquarters in Lexington, Ky. Shultz began his career at Link-Belt 27 years ago as an associate design engineer. He continued to progress along that path leading telescopic products for 14 years, before becoming director of quality in 2016. “Throughout his tenure, Richard has been an integral part in helping move Link-Belt to the next level within the industry,” said Porter. In the past, the conference has conflicted with this annual sporting event, but again this year, the conference will avoid any conflicts with the big game! Who Should Attend? This conference serves and supports everyone playing a senior role in construction risk management. That group includes the senior executives of the construction companies in the AGC family, and particularly the in-house lawyers and risk managers for these companies. In addition, the regular attendees include the sureties, bond producers, insurance carriers, insurance brokers, lawyers and other professionals on whom such executives continue to depend for advice and assistance. History, Focus and Objective: AGC’s annual Conference on Surety Bonding and Construction Risk Management had a quiet beginning as a modest committee meeting. Over the years, it has become a much larger event. It continues, however, to focus on the thought leaders in the field of construction risk management, including the surety, insurance and legal professionals who continue to play such important roles. Indeed, its primary objective is to provide a meaningful opportunity for each and all of them to engage in candid discussion of their respective strengths and weaknesses.
