Crews Begin $3.4B San Diego Airport Terminal Project Construction activities are finally under way after nearly a decade of planning at San Diego International Airport on a $3.4 billion project that will eventually replace the 1960s-era Terminal 1 and build a new airport access road.

The massive project started in November after the Federal Aviation Administration approved a federal environmental impact analysis, according to the San Diego Union-Tribune.

Initial work ranges from removal of vacant cargo buildings to relocation of utilities. The new terminal will have 30 gates and improved food and retail concessions plus a baggage system capable of handling 2,000 bags per hour during peak periods.

The terminal will offer a range of sustainable and energyefficient features. A series of airfield improvements, including new, redesigned taxiways, will help reduce aircraft taxiing times, resulting in reduced greenhouse gas emissions. An underground fuel-delivery system will reduce the need for trucks to deliver fuel to aircrafts and result in less emissions and quicker turnarounds at the gates. see AIRPORT page 44

Hiring Heroes: Vets Could Be Answer to Staffing Challenges As construction companies struggle with finding skilled labor, military veterans are a segment of the labor force that deserves attention.

Vets currently make up about 7 percent of the construction workforce and each year approximately 200,000 vets transition out of the military. Those construction firms that have been successful in recruiting and retaining veterans say their hard and soft skills as well as attitudinal characteristics make them great new hires. In addition, several programs are in place that makes it advantageous and cost-effective to train and hire vets.

ConExpo-Con/AGG is sharing the key benefits vets offer, how to recruit, and how to help vets transition from military to civilian employment.

Five Traits That Make Veterans a Great Hire 1. Assume high levels of trust Veterans are highly trustworthy.

“Vets know how to take orders and show up for work in the morning,” said Bob Nilsson, a retired veteran and former president of Turner International, which has a long history of hiring vets. Nilsson currently is president and founder of 100 Entrepreneurs Foundation, a resource for vets who are interested in entrepreneurship.

2. Know the importance of discipline and teamwork “Because of their military training and experience, veterans tend to have a strong sense of discipline, focus, team-orientation, and leadership” said Erica Gilliland, director of Craft Recruiting of McCarthy Building Companies.

According to Gilliland, approximately 10 percent of employees are veterans.

“We know that we can teach technical skills, but it’s more complicated to teach those types of soft skills that are so important on our project teams.”

3. Adept at skill transfer Military personnel are often trained in one area and moved to another. They have to quickly embrace change, train, learn and adapt. At the same time, they learn how to leverage their existing training, skills and knowledge in new roles.

4. Comfortable in discontinuous environments “A military member could be sitting in an office one day, and the next day they could be deployed to a disaster area or war zone, “said Julie Davis, AEM director of Workforce Development. “This translates well to the construction industry where employees move from project to project as needed.”

Easing the Transition For many veterans, the transition from the very structured environment of the military to an unstructured civilian work environment can be difficult.

“Veterans are scared to death about the civilian world,” said Nilsson. “What we found at Turner was that we had to not only pay attention to hiring vets, but to keeping them employed.”

A mentoring program proved highly successful in improving retention. Newly employed vets were paired with employees who also shared a military background.

It offers an in-depth hands-on training program that focuses on continual improvement of safety, quality and productivity, which is rooted in SIX Sigma and LEAN construction principles.

“Because we want to help people with an interest in becoming part of the rapidly growing solar construction industry, we’ve developed accredited and formal training programs that provide best practice measures in workforce development,” said Gilliland.

“These programs accommodate entry level positions as well as training for vets with some level of experience.”

The programs focus on the development of general foreman, mentors who train craft employees, apprenticeships in solar and a program to transition solar laborers into general construction.

Take Advantage of Incentive Programs Hiring vets has an added bonus because there are incentives and programs to support employers: • Workforce Innovation and Opportunity Act (WIOA) offers incentives for training and wage reimbursement.

• The Work Opportunity Tax Credit (WOTC) incentivizes employers to hire “underutilized” workers, including veterans.

A company can receive a tax credit of $2,400 to $9,600 for a veteran’s first year of employment.

• Veteran Tax Credits (VTC) is an organization that helps veterans get approved for WOTC. • An employer also can bring on a veteran as an apprentice, paid for by the Department of Veterans Affairs (VA), if approved by the GI Bill. The Post-9/11 GI Bill offers veterans entry-level wage and a monthly housing allowance.

• DOD Skill Bridge Program, employers can train vets to work on a temporary basis for up to six months — and it doesn’t cost a dime because the Department of Defense foots the entire bill.

• VA Special Employer Incentive Program provides reimbursements for portions of veteran salaries.

Options for Smaller Firms For smaller construction firms who may not have formal training programs, Gilliland recommends working with organizations that provide construction trades training for service members while they are still in the service, including Home Builders Institute (HBI). For veterans who have completed their service, there are groups like Adaptive Construction Solutions, The Warrior Alliance and Helmets to Hardhats. 

As with the entire lineup of Case compact track loaders, all major service points are easily accessible at the rear of the machine. Daily service and overall fleet management are further improved with a standard one-year subscription to Case SiteWatch telematics.

SiteConnect Module, Collaborative Fleet Management The enhancements in machine design and technology also includes the new Case SiteConnect Module — first introduced on Case G Series wheel loaders. The SiteConnect Module allows for more robust telematics performance, remote diagnostics and remote software updates that streamline fleet management activities. This enhanced connectivity allows the machine owner to share — at their discretion — real-time machine information with the dealer and the Case Uptime Center in Racine, Wis. Case achieves the new remote service capabilities in part through the new SiteManager App (iOS and Android). This app pairs the operator’s phone or device to the machine to enable remote analysis. Lake Erie Portable Screeners, manufacturer of Pitbull portable material processing equipment, announced the debut of its new Pitbull PB127 static grizzly. The designation references the 12-ft. wide by 7-ft. deep by 7ft. 10-in. high overall dimensions of the new grizzly.

The main frame is constructed of rugged fully welded 3-in. square structural tube steel with a 3/8-in. wall thickness. The new PB127 bridges the gap between the company’s smaller PB86, PB106 static grizzlies and its largest static grizzly, the PB148, for a total of four grizzly size options.

The PB127 Static Grizzly is designed to provide years of service handling the toughest material — from rocks to demolition rubble. Applications include work on construction and demolition sites, as well as landscape and municipal work.

States Begin Dreaming of Ways to Distribute New Funding

A “patient approach to rebuilding American competitiveness through infrastructure” is how think tank Brookings Institution describes the bipartisan Infrastructure Investment and Jobs Act (IIJA). Though at $1.2 trillion it’s less than President Joe Biden first proposed, the final breakdown amounts to a five-year funding span that is as broad as it is deep.

In addition to a minimum grant of $100 million to each state and U.S. territory for broadband expansion, allocations by state include:

Arkansas Arkansas would secure more than $4 billion, the largest portion of it going to roads and bridges. Over five years, the package would bolster public transportation by $246 million; $528 million for water; $23 million in wildfire defense; $16 million to shield against cyberattacks; and $117 million for airport infrastructure, according to the White House. An estimated $54 million is earmarked for an electric vehicle charging network.

California In California, IIJA will allot $24 million to restore the San Francisco Bay Area’s wetlands. Federal-aid highway programs amount to $25.3 billion, with $4.2 billion for bridge replacement and repairs. KQED notes other amounts, including $9.45 billion for public transportation; $384 million for an EV charging network; $100 million for broadband; $84 million in protection against wildfires; and $2 billion for new firefighting equipment. Water infrastructure will receive $3.5 billion, while airport infrastructure gets $1.5 billion.

Colorado Of the $6.2 billion Colorado is expecting, at least $3.7 billion is earmarked for federal highway money and $225 million for bridges. The state expects $688 million for water infrastructure; $432 million in airport funding; $57 million

for EV charging; $35 million wildfire funding; and $16 million to prevent cyberattacks.

Connecticut Connecticut Rep. John Larson has his eye on a rebuild of the I-84/I-91 interchange in Hartford as part of 3.5 billion federal highway dollars in the IIJA. The state’s portion of the Act includes $30 billion for maintenance and upgrades to the Northeast rail corridor.

The Hartford Courant also notes that $561 million is earmarked for bridge work; $53 million for an EV charging network; $445 million to improve water infrastructure; and $62 million for airport infrastructure. Finally, $100 million-plus is set aside to protect the Long Island Sound watershed, and $6 million to upgrade New London’s City Pier.

Delaware Delaware will receive $1.2 billion for highways and $225 million for bridges, while $17.6 million will go to building EV charging stations; $226 million to improve public transportation; $355 million to upgrade water systems across the state.

Florida Aging highways and public transportation in Florida will see $13 billion and $2.6 billion, respectively. In breaking down IIJA, the White House noted the bill will provide $245 million for Florida bridge repairs, and $198 million for an EV charging network. Some $26 million is allotted for wildfire protection, and $29 million for cybersecurity measure.

An estimated $1.2 billion will be dedicated to infrastructure development at airports in the state.

Georgia Georgia is expected to receive about $9.1 billion for roads and bridges, according to the White House. Federal-aid highway programs will see $8.9 billion, while $225 million will go to bridge repairs and replacements. IIJA sets aside $22 million to protect against wildfires in Georgia; $1.4 billion for public transportation; $135 million to expand EV charging; and $24 million to protect against cyberattacks. Airports in Georgia will receive $619 million; and $913 million for water infrastructure.

Hawaii Hawaii News Now reports that the state will see at least $1.5 billion for roads, bridges and major projects; $637.4 million for public transit; $246 million for airports; $160 million for broadband; $200 million for water infrastructure; $18 million for electric vehicles; and $3 million for clean energy. Hawaii Sen. Brian Schatz said the bill also includes funding for the Vulnerable Road Users Safety Act. It utilizes technology, infrastructure and design expertise to reduce pedestrian and cyclist road deaths in Hawaii.

Idaho Idaho is set to receive $2 billion for federal aid highway support; $225 million for bridge replacement and repairs; $198 million to improve public transportation; $30 million for an EV charging network. In addition, $213 million will be earmarked for Idaho’s water revolving funds for drinking water and wastewater treatment.

Illinois Officials in Illinois want $2.7 billion set aside to that

state’s IIJA allotment to rebuild the Eisenhower Expressway.

The state will receive $17 billion, including $9.8 billion for highway projects and $1.4 billion for bridge repairs and replacements. The proposed $2.7 billion Eisenhower project would rebuild the expressway from Racine Avenue in Chicago to Wolf Road in west suburban Hillside.

A funding breakdown by Sens. Tammy Duckworth and Dick Durbin, includes $1.7 billion to improve drinking and wastewater infrastructure throughout Illinois; approximately $4 billion for public transportation; $616 million for airport improvements; and $149 million for an EV charging network.

Indiana Indiana will receive more than $8 billion for roads and bridges; $751 million for safe, clean drinking water; $680 million to improve public transportation; and $20 million for extreme weather events. IIJA is set to provide $100 million for an EV charging network; $20 million each to protect against wildfires and cyberattacks. The state will receive $751 million to improve water infrastructure and $170 million for airport infrastructure development.

Iowa Iowa will get $5 billion in new projects from the infrastructure bill. That includes $3.4 billion for highway repairs; $432 million to replace and repair bridges; $638 million for water infrastructure; $305 million for public transportation; and $120 million for airport infrastructure.

Kansas Nearly $4 billion is earmarked for the State of Kansas. Of that amount, $2.6 billion is allotted for highway funding and $225 million for bridge repairs. Kansas will get $40 million to boost EV charging; $450 million for water infrastructure; and $272 million to improve public transit. The transit allotment includes clearing Amtrak’s maintenance backlog and expanding services. Officials are eyeing a potential extension of the Heartland Flyer route from Oklahoma City to Wichita.

Kentucky Kentucky’s portion of the IIJA designates the Louie B. Nunn Cumberland Expressway as an I-65 interstate spur, eligible for federal assistance to boost investments and economic development across this region of the state, according to wymt.com. Funds provide for $4.6 billion for infrastructure needs and $438 million for bridges; $391 million for public transportation priorities; and $25 billion for airport infrastructure.

The act allocates $11.2 billion for the state’s Abandoned Mine Land Reclamation Fund; $1.5 billion for Brownfield site land revitalization; and $4.7 billion for abandoned oil and gas wells. In addition, $1.6 billion is earmarked for Dam Safety Removal; $418 million for clean and drinking water programs; and $1 billion to increase investment in cybersecurity.

Volvo CE Reports Strong Performance Outside of China in the Third Quarter Despite a dip in sales in China, Volvo Construction Equipment (Volvo CE) continues its improved profitability with a strong performance across all other regions and a rise in services for Q3, 2021.

Due to continuing high levels of investment in both infrastructure refurbishment and more sustainable products of the future, Volvo CE has increased its net sales by 11 percent.

After several years of high demand for construction equipment in China, orders in the market there have declined by 26 percent as reduced government investments has led to lower construction activity. This has been more than offset by a good development in Europe, North America and other parts of the world. Order intake remains stable on a high level.

Net sales in the third quarter increased by 11 percent to SEK 19,638 M, from SEK 17,619 M in 2020. When adjusted for currency movements they were also up by 11 percent in the same period, of which net sales of machines increased by 11 percent and service sales by 13 percent — reflecting Volvo CE’s increased focus on services.

Adjusted operating income amounted to SEK 2,635 M, compared to SEK 1,963 M in the same quarter 2020 and corresponding to an adjusted operating margin of 13.4 percent (11.1 percent).

With a 9 percent reduction in deliveries, this is largely driven by the sudden decline in the China market.

Market Development Across both the European and the North American markets, demand has remained high — the latter due to high infrastructure investments and housing construction activity.

Asia, excluding China, showed good improvements particularly across South Korea and South East Asia. Continuing uncertainty across market forecasts remains significant due to the inability to predict supply chain capacity and the ongoing COVID-19 pandemic.

Common Ground Alliance, Gold Shovel Association to Explore Creating New Arm Common Ground Alliance (CGA), the national nonprofit trade association dedicated to protecting underground utility lines, people who dig near them and their communities, and the Gold Shovel Association (GSA), a nonprofit association focused on continuously improving safety by providing meaningful damage prevention certifications and standardized performance metrics, announced they will explore establishing a new arm of CGA that will integrate GSA into the organization in a continued and combined effort to reduce damages to critical underground infrastructure and protect those who work and live near these important assets.

The collective industry commitment of both associations is expected to further the ongoing, common focus on lowering damages, and will provide an opportunity to take damage prevention to the next level.

Building on CGA’s Best Practices and foundational DIRT (Damage Information Reporting Tool) data, and GSA’s metrics development, this newly created branch will amplify the efforts of the associations’ collective mission of reducing damages to buried utilities, which cost the United States an approximate $30 billion annually.

John Deere Introduces H423, H425 Harvester Head Attachments John Deere’s new, small-size H423 harvester head and the large-size H425 and H425HD replace the previous H413, H415 and H415HD models. Like its predecessor, these heads have 4WD feed.

The H423 harvester head works on the 1070G, 1170G and 1270G wheeled harvester base machines and is ideal for thinnings and other fellings, where the tree diameter at chest height (BHD) is 150 to 350 mm.

With improved hose routing from boom to harvester head, and from valve block to feed motors, this attachment offers improved durability, easy hose replacement and improved hose protection with modifications to the frame, according to the manufacturer. It has an operating range of minimum diameter at chest height (BHD) 40 mm to a maximum 500 mm.

The H425 harvester head for the larger size class is available on the 1270G and 1470G wheeled harvester base

machines. This attachment is ideal for final fellings and other fellings where the tree diameter at chest height (BHD) is 250 to 500 mm.

Also including improved hose routing from loader to harvester head and from valve block to feed motors, the hoses are routed through the frame and well protected within the structures, improving durability. Additionally, the H425HD harvester head added to the H425 model offers an HD tilt frame, expander pins in the upper end of the tilt cylinder, feed motor arms and lower delimbing knives.

Foundation Construction Industry Vet Retires

Mike Elliott

After 49 years in the foundation construction industry, Mike Elliott has announced his decision to retire.

Elliott started his construction career with Mississippi Valley Equipment in 1972. In 1987, he team up with partners Mark Rutland and Dick Nelson to buy out MVE’s Florida operations and established Pile Equipment Inc. When Nelson passed away in 1997, Elliott was named president of PEI. Elliotts’s skills, knowledge and reputation in the foundation industry grew over the years, and the company flourished.

When Elliott and Rutland began looking for a succession plan for their business in 2014, ECA stepped in, and the companies merged in 2015. Elliott was immediately named vice president of ECA and branch manager of ECA Jacksonville.

“Mike has been a big factor in our expansion into the southeast, as well as a valued leader and mentor to many,” said Roy Kern Jr., ECA president/CEO. Elliott’s retirement is effective Dec. 31, 2021, however he will remain on as a consultant. 

Kirby-Smith Machinery Names Cherish Mull Its New Supply Chain Manager Kirby-Smith Machinery Inc. (KSM) recently announced the hiring of Cherish Mull as its new manager of supply chain.

Mull will provide process leadership and transformation of the heavy equipment distributor’s supply chain operations and will be responsible for supply chain strategy and oversight of all procurement, precontract and inventory control activities and compliance with applicable regulatory requirement.

Mull brings more than three years of end-to-end supply chain management experience and more than 10 years of experience overall related to customer focused negotiations and sales & operations planning (S&OP.) She most recently served Cherish Mull as manager of customer support for Komatsu America Corp, where she led a five-person team to successfully process more than 10,000 orders per year.

Jeff Weller, executive vice president and chief operating officer of KSM, is excited about the leadership Mull will bring to the heavy equipment distributor.

“Cherish obviously understands who we are and our potential as a Komatsu distributor within her previous role at Komatsu America, but during the interview process she provided specifics of what will be required for Kirby-Smith to continue its growth pattern of all products we represent relating to analytics, logistic and planning,” Weller said. “Cherish said she needed to understand KSM’s entire operation in order to maximize sales and equipment turns and keep the organization growing.”

Other early stage work includes utility relocation, a significant undertaking, said Sabrina LoPiccolo, airport spokeswoman. A 5,200-parking garage also will be built, as well as an elevated departure roadway similar to the one serving Terminal 2, which previously underwent a $1 billion redevelopment.

Preliminary work will begin on the new inbound roadway, which airport planners said will remove 45,000 vehicle trips per day from North Harbor Drive. And the following month, the contractor overseeing construction of a new taxiway and related airfield improvements will commence pavement removals and utility work, LoPiccolo said.

An outdoor deck off the future food hall will offer panoramic views of the harbor and downtown skyline.

The San Diego Regional Airport Authority was notified Oct. 22 that the FAA had determined that the project could move forward, concluding that it “would not cause any significant environmental impacts that cannot be mitigated, and is the most reasonable, feasible and prudent alternative.”

That final hurdle cleared the way for construction on what is the single biggest undertaking in the airport’s history. The redo of Terminal 1, along with planned airfield improvements, is triple the cost of the $1 billion redevelopment of Terminal 2 eight years earlier.

The cell phone lot will be relocated in December and 500 parking spots in Terminal 1 will be eliminated in January.

The Turner-Flatiron team has completed previous work together at San Diego International Airport and at airports in San Francisco, Oakland, Sacramento and Denver. System Transport Drivers Get ‘Experience of a Lifetime’

For six System Transport drivers, the opportunity to transport the 2021 U.S. Capitol Christmas Tree from the Mad River Ranger District of the Six Rivers National Forest in California to Washington, D.C., was an experience of a lifetime.

“Christmas has always been such a special holiday to me and my family, so to spread the holiday cheer throughout the country was truly an honor,” said Jeremy Bellinger, who has driven 3 million miles over the course of his 21-year career with System Transport.

“I’ve been involved in transporting equipment to British Columbia for the 2010 Winter Olympics in Vancouver and have hauled utility poles in response to wildfires in California, but being one of the drivers responsible for transporting the U.S. Capitol Christmas Tree is truly the highlight of my career.”

System Transport, the official U.S Capitol Christmas Tree Tour carrier, selected driver Terry Jefferson and yard manager and former company driver Robert E. Lee to transport the special tree from the harvesting site through U.S. Forest Service roads. Other

The 2021 U.S. Capitol Christmas Tree Tour, which began Oct. 29 in Crescent City, Calif., featured 17 community celebration stops in towns, cities and national parks along the 3,300-mi. journey to Washington, D.C. The tree was delivered to the U.S. Capitol Building on Nov. 19.

According to Schnell, who split time driving the Kenworth T680 Next Gen with fellow driver English from Sacramento to Tulsa, Okla., the holiday spirit was on full display at the tour stops during their leg of the tour.

“The turnout at the tour stops, especially in small towns, was really something. To bring the holiday spirit to each of the stops and see so many people come out to participate in the celebrations was special,” said Schnell. “I’ve

known about this tour for quite some time but never imagined I’d be one of the drivers involved. To have the opportunity to transport the Capitol Christmas Tree is something I’m proud of and is an experience I’ll always remember.”

For System Transport’s drivers, the tour was the first time each got behind the wheel of Kenworth’s latest addition to its Class 8 lineup, the Kenworth T680 Next Gen. The T680 Next Gen is Kenworth’s most aerodynamic truck to date and features the new customizable 15-inch digital display, latest Kenworth SmartWheel, signature LED lighting, and additional advanced driver assistance systems.

According to English, who drives a Kenworth T680 classic for System Transport, the technology inside the T680 Next Gen is what initially caught his attention when he stepped inside the cab for the first time.

“The new electronics, like the

[Kenworth 15-inch] digital display, was something I grew fond of once I learned how to adjust the gauge settings to show the ones I wanted to appear on the screen,” said English. “The Next Gen offers a comfortable and enjoyable ride and is a step above the T680 that I drive regularly for System Transport.”

With prior experience hauling windmill blades and utility poles for System Transport, the drivers were prepared heading into the U.S. Capitol Christmas Tree Tour to handle the challenges of hauling a more than 100-ft. long trailer.

“It was difficult at times navigating some of the narrow streets along tour stops, but we all have plenty of experience hauling oversized equipment for System [Transport], so we were ready for it,” said Schnell.

Bellinger, who drove the last day of the tour and was responsible for delivering the Christmas tree to the U.S. Capitol, said he

worked out a deal with Brunk for the opportunity. Bellinger and Brunk were responsible for hauling the tree from the tour’s first stop in Crescent City to Sacramento and again from Tulsa to Washington, D.C. “I have some family in D.C., and planned on flying my family out from Washington [state] to see us deliver the tree to the Capitol, so I wanted to be the one behind the wheel when the tree arrived,” said Bellinger. “The deal was, if I got to drive the truck to the Capitol, Bill [Brunk] would drive the truck over the Golden Gate Bridge. It was a win-win. It was an incredible experience to be involved in this tour and celebrate the holiday season with my family at the end of it.”

Maine Maine expects nearly $2.4 billion in direct funding for infrastructure, according to White House figures.

Approximately $1.3 billion is earmarked for highway maintenance and construction; $225 million for bridge repair and replacement; $74 million for the state’s airport infrastructure; and $390 million dedicated to water infrastructure.

Maryland Maryland’s portion of the IIJA includes $4.1 billion for highway aid and $409 million for bridge replacement and repairs. An estimated $1.7 billion is allotted for public transit systems; $844 million for water infrastructure; and $238 million for the health and restoration of the Chesapeake Bay. In addition, $158 million is earmarked for Maryland airports; $63 million for electric vehicle charging stations; and $15.9 million to prevent cyberattacks.

Massachusetts Massachusetts is set to receive $9.08 billion in IIJA funds.

At least $4.2 billion is set aside for road improvements; $1.1 billion for bridge replacements and repairs; and $1.1 billion to improve water infrastructure.

The program will set aside $2.5 billion to modernize public transportation systems; $63 million to expand EV charging networks; $15.7 million to prevent cyberattacks, and $5.8 million to protect against wildfires.

Michigan Roads and bridges in Michigan will see more than $1.5 billion; water infrastructure, $1.3 billion; and EV charging, $110 million. The IIJA plan allots $1 billion for the Great Lakes Restoration Initiative, an existing program that has historically been used to address pollution from industry and farms. Michigan also is slated to receive $1 billion to improve rail lines and buses.

Minnesota Minnesota Public Radio reports that $4.5 billion is set aside for Minnesota highways; $302 million for bridge replacement and repairs; and $818 million for public transportation. In addition, $68 million is earmarked for EV charging stations. State officials want funding for the Twin Ports interchange project in Duluth, delayed because of unexpected costs. St. Paul’s wish list includes $26 million for the eastbound Kellogg Boulevard Bridge, according to the Star Tribune newspaper.

Mississippi Mississippi will receive $3.3 billion in IIJA funds for federal-aid highway apportioned programs and $225 million for bridge replacement and repairs. Mississippi Today notes that water infrastructure in the state will see $429 million while public transportation sees $223 million, and airports receive $99 million for maintenance and upgrades at existing airports.

Some $51 million is dedicated to EV charging stations; $19 million for wildfire protection; and $16 million for cybersecurity.

Missouri The IIJA plan allots $6.5 billion for Missouri’s road needs, and $484 million over five years for bridge replacement and repairs. Rep. Emanuel Cleaver announced that $866 million will be dedicated for water infrastructure; $674 million for public transit; $246 million to improve airports and river ports; and $99 million to build a network of electric vehicle chargers.

Montana In addition to $2.82 billion for highways and $225 million for bridge repair and replacement, Montana will receive $114 million for airports, 3.37 billion for wildfire mitigation efforts and $15 million to study Amtrak passenger rail travel.

The Flathead Beacon lists state-specific funds, including $40 million for water projects for the Blackfeet Tribe and $1.73 billion specifically to the National Park Service to repair roads and bridges in parks like Glacier National Park and Yellowstone, which continue to face maintenance backlogs. Also, $350 million is set aside to create a wildlife crossings pilot program to improve habitat connectivity.

Nebraska Nebraska will receive about $2.5 billion for highways and $216 million for two programs that provide low-interest loans for building or improving water and wastewater systems. The IIJA also will allot $15 billion for Nebraska’s airports.

Nevada More than $4 billion is designated for Nevada’s highways, transit, broadband, airports and drought mitigation. The allotment includes $2.5 billion to build and repair highways and $225 million for bridge replacement and repairs. Transit will see $459 million while the state’s airports will receive about $293 million for infrastructure development.

According to the Nevada Independent, $38 million will go to expand the state’s EV charging network; $403 million to improve water infrastructure and ensure access to clean, safe drinking water; $8.3 billion for Western water infrastructure and drought resilience; and $8 billion for wildfire prevention.

New Hampshire The New Hampshire Business Review notes that the IIJA will designate $1.1 billion to repair state highways, and another $225 million for bridge repair and replacement.

About $125 million would go toward improving public transportation and $17 million to build out an EV charging station network.

Approximately $5.6 million is set aside for wildfire protection, and $12.4 million will help boost cybersecurity. New Hampshire would receive $418 million for water infrastructure, and $45.6 million for airport infrastructure development.

New Jersey Sens. Cory Booker and Robert Menendez announced that New Jersey will see at least $13.5 billion under the infrastructure bill. That includes $272 million for airports; $1.1 billion for bridge repairs; $15 million to protect against wildfires; and $17 million for cybersecurity New Jersey also will receive $104 million for EV charging stations; $6.8 billion for highways; $1 billion for water

infrastructure; $4.1 billion for public transportation; $1 billion to reconnect communities with projects such as I-280 through Orange; and $5.5 billion in credits for using toll revenues to maintain the state’s interstate highways.

New Mexico New Mexico will receive $3.7 billion in federal infrastructure funding through the IIJA plan, including $2.5 billion for federal-aid highway programs and $225 million for bridge replacement and repairs.

Approximately $355 million will be designated for water infrastructure, including drilling the wells, burying pipes and building a clean water infrastructure all across the state, announced Rep. Teresa Leger Fernandez. These efforts she said, would be most critical in the Clovis-Portales areas specifically.

New York A list of the biggest New York-related items in the IIJA plan includes $10.7 billion for Metropolitan Transit Authority construction projects and $8 billion in grants for projects such as the Second Avenue subway and Gateway tunnels.

The New York Daily News reports that $30 billion is earmarked for Amtrak’s Northeast Corridor from Boston to Washington, D.C., $150 million for upgrades at LaGuardia Airport and $296 million for Kennedy Airport. The state also will see $142 million for EV infrastructure and $1.9 billion for passenger vehicle bridge repair work.

North Carolina According to the White House, North Carolina will receive $7.2 billion for highway projects; $457 million for bridge replacement and repairs; $109 million for EV charging stations; $910 million for public transportation; and $440 million for clean water.

North Dakota North Dakota can expect to receive $21 million over five years to protect against wildfires and $11 million against cyberattacks, according to the Minot Daily News.

The state also will receive $355 million to improve water infrastructure; $2 billion for North Dakota’s roads, bridges and highways; $225 million is set aside for North Dakota to improve and upgrade bridge infrastructure; and $66 billion for passenger and freight rail.

Ohio Ohio is set to receive $9.2 billion for federal-aid highway apportioned programs and $483 million to repair and replace bridges. The bill also creates multiple funding mechanisms for projects such as the $2.5 billion replacement of the Brent Spence Bridge between Cincinnati and northern Kentucky.

Ohio also will see $1.2 billion for public transportation and $1.4 billion for water infrastructure projects.

Oklahoma Approximately $4.3 billion is designated in the infrastructure bill for Oklahoma highway repairs and construction.

The White House announced another $266 million is set aside for bridge replacement and repairs.

ARTBA Elects Martin Marietta CEO Ward Nye New Chair Ward Nye, chairman and CEO of North Carolina-based Martin Marietta, has been elected 2021-2022 chair of the American Road & Transportation Builders Association (ARTBA). The announcement was made during the association’s national convention, held Sept. 26-29 in Pinehurst, N.C. Nye has been chairman of Martin Marietta since 2014, CEO and director since 2010, and president since 2006. He previously served as chief operating officer from 2006 to 2009.

Previously, Nye spent nearly 13 years in positions of increasing responsibility with Hanson PLC, including as executive vice president of its North American building materials business.

In 2019, Forbes magazine named him one of “America’s Most Innovative Leaders” based on his media reputation for innovation, social connections, track record for value creation, and investor expectations for value creation.

Nye’s volunteer ARTBA leadership positions include senior vice chair (2020-2021); first vice chair (2019); vice chair at-large (2012-2018); director (2011-present); ARTBA Foundation trustee (2021); Strategic Planning Committee co-chair (2019-2020); and Project 2019 Task Force

co-chair (2017).

Nye’s goals for his tenure as ARTBA chair center on making sure Congress passes and President Joe Biden signs into law the most significant transportation investment legislation this century.

“The bipartisan Infrastructure Investment & Job Act (IIJA) approved by the Senate and scheduled for a vote Sept. 30 in the House would boost highway, bridge, public transportation, airport, and other types of infrastructure activities for the next five years,” Nye said. “We have no greater priority than making sure this measure gets over the goal line.”

Once the IIJA becomes law, Nye said ARTBA’s ongoing priority will be helping ensure its five-year investment levels are realized and policy reforms are implemented as intended by Congress.

Another of Nye’s priorities will be to expand ARTBA’s safety training programs.

“Safety is a core value throughout the transportation construction industry,” Nye said. “The availability of these resources will complement — not supplant — the safety programs utilized throughout our industry, because we

Oregon Oregon will receive more than $5 billion from President Biden’s infrastructure bill, most of it for roads. The state transportation department expects approximately $1.2 billion of initial money, and the rest slotted for counties, cities and metropolitan planning organizations.

The Statesman Journal reports that the city of Salem will receive $34 million for roads and Eugene, $35 million. Salem is slated to receive $33 million, and Eugene $67 million, for public transportation. In addition to the highway funds, $268 million is set aside for bridge repairs and replacement, The IIJA designates $52 million for EV station expansion; $39 million for wildfire prevention; $15 million to protect against cyberattacks; $529 million for water infrastructure and $211 million airport infrastructure.

Amtrak’s $66 billion designation to improve service could impact the stretch from Eugene and Salem north into Washington and Canada. The Statesman Journal notes the Oregon Transportation Commission will receive a briefing about the additional funds and will decide by March 2022, how to spend about a third of the $1.2 billion it expects to receive.

Pennsylvania Sen. Bob Casey announced that Pennsylvania will receive $11.3 billion for federal-aid highway programs and $1.6 billion for bridge replacement and repairs. State transportation officials are considering replacement of the I-83 bridge in Harrisburg five-lane structure and rehabilitation of the 92year-old Veterans Memorial Bridge over the Susquehanna River at a cost of nearly $59.8 million.

The bill designates $11.3 billion to the Abandoned Mine Reclamation Fund, affecting 43 of Pennsylvania’s 67 counties. The state also would see $171 million to expand its EV charging network and $2.8 billion for public transportation.

Rhode Island Rhode Island Sen. Jack Reed announced that the IIJA would provide $1.7 billion in highway and bridge funding as well as $277 million for mass transit, $45 million for airports and $23 million for EV charging stations. The state also would get $100 million to expand high-speed internet and $55 billion for water infrastructure.

South Carolina The White House announced that South Carolina will receive $4.9 billion for roads and bridges; $366 million for public transportation; and $70 million to expand its network of EV charging stations The state also will get $18.3 million to help protect against cyberattacks, $510 million to improve drinking water quality and $161 million for improvements to airport infrastructure.

South Dakota It was announced in August that South Dakota was slated to get $1.9 billion for federal-aid highway apportioned programs and $225 million for bridge replacement and repairs.

Plus, $355 million is designated to improve water infrastructure and $82 million for infrastructure development for airports.

The White House announced the state would see $124 million to improve public transportation; $29 million to sup-

port expansion of an EV charging network; $19.6 million to protect against wildfires; and $11.7 million to protect against cyberattacks.

Tennessee President Biden’s infrastructure plan earmarks $1.35 billion in federal highway funds; $302 million for bridge repairs; $630 million to improve public transportation; $88 million for EV charging stations; and $300 million for airport improvements.

The Tennessee Department of Transportation noted $697 million is dedicated to improve water infrastructure across Tennessee, $21 million to protect against cyberattacks and $17 million to protect against wildfires.

Texas Texas will receive approximately $35 billion for roads, bridges, broadband access, EV charging stations and more. The White House announced that nearly $27 billion has been set aside for federal highway projects and $3.3 billion for public transportation.

The state’s drinking water infrastructure will benefit from $2.9 billion; airports, $1.2 billion; bridges, $537 million; and the state’s EV charging network, $408 million. Texas will get $53 million for wildfire protection and $42 million for protection against cyberattacks.

Utah Utah Sen. Mitt Romney announced his state will see $3 billion for highway and road construction and repairs.

Another $219 million is slated for municipalities to provide clean drinking water to residents.

More than $200 million will bring water to the Navajo Nation in Utah, where approximately 40 percent of its members living on sovereign land currently don’t have running water.

The state also is set to receive $50 million for the Central Utah Project Completion Act, a project that directs water from the Colorado River for residential, commercial and agricultural purposes.

Vermont Vermont will be awarded $1.4 billion for federal-aid highway programs over five years, announced Rep. Peter Welch, and $225 million for bridge replacement and repairs. Approximately $21 million is earmarked to expand Vermont’s EV charging network.

In addition, $77 million is designated for improvements and expansion of the state’s public transportation programs; $355 million to improve water infrastructure over five years; and $150 million for the Northern Border Regional Commission for regional economic development.

Virginia Approximately $7 billion will go to Virginia highways and more than $530 million to bridge replacement and repairs. Congresswoman Abigail Spanberger has a list of potential projects she’d like to see receive funding Those Virginia-specific projects include train travel between Richmond and D.C.; expansion of I-95 express lanes; and work on the Mayo Bridge in Richmond, the victim of water damage.

Washington Washington Sen. Patty Murray announced that $1.79 billion has been designated in IIJA for transportation. SeattleTacoma International Airport is slated to receive $228 million while Snohomish County’s Paine Field will see $16 million and Boeing Field/King County International will expect $6.8 million.

The bill earmarks $71 million to expand EV charging networks; $39 million to protect against wildfires. In addition, $4.7 billion is set for federal-aid highway apportioned programs and $605 million for bridge replacement and repairs.

West Virginia Sen. Joe Manchin announced that President Biden’s infrastructure bill designates about $3 billion to repair West Virginia roads and highways; $500 million is set for bridges; and about $40 million for West Virginia airports.

More than $300 million is earmarked for public transportation while $600 million will go to broadband access; more than $475 million for water and wastewater upgrades; $100 to $200 million to cap orphaned oil and gas wells; and $700 million for abandoned mine land reclamation.

Wisconsin The IIJA designates $841 million to improve water infrastructure; $5.2 billion for federal-aid highway programs; and $225 million for bridge repair and replacement, according to Wisconsin Public Radio.

Plus, $592 million is set aside for public transit; $79 million to support EV charging stations; $20 million to protect against wildfires; $18 million to protect against cyberattacks; and $198 million for infrastructure development at airports.

Wyoming Wyoming will see $110 billion for road and bridge projects; $66 billion for passenger and freight rail; $39 billion for public transit; and $25 billion for airports across the state.

Port infrastructure will receive $17 billion; transportation safety programs, $11 billion; electric vehicles, $7.5 billion; and revitalization of communities, $1 billion. Other infrastructure programs to benefit from Wyoming’s portion include broadband internet, $65 billion; power infrastructure, $73 billion; and clean drinking water, $55 billion Resilience and Western water storage will receive $50 billion, while $21 billion will go to removal of pollution from water and soil, according to Big Horn Radio Network.

Puerto Rico Puerto Rico is eligible to receive $1.7 billion as part of the IIJA designation. Approximately $900 million is earmarked to rebuild roads and highways and $225 million for bridge replacement and repair.

Washington, D.C. Washington, D.C., awaits $355 million to replace lead water lines; $1.1 billion for federal highways; $225 million for bridges; and $17 million to build EV chargers. Axios reports that the bill reauthorizes Washington Metropolitan Area Transit Authority funding, $150 million annually.

Included in the IIJA bill is $238 million for the Chesapeake Bay Program, a regional partnership to restore the bay and reduce pollution.  CEG
