PLANS FOR LOS ANGELES-TO-LAS VEGAS RAIL HIT SPEED BUMP

Construction of the privately-funded Brightline West passenger line between Southern California and Las Vegas in Nevada has been delayed indefinitely after a $2·4 billion bond offering failed to attract buyers. It was hoped that construction of the electrified line could start by the end of 2020.

LARGEST DAM DEMOLITION IN U.S. HISTORY GETS REVIVAL

Honnen Equipment Co. announced the appointment of Tim Stokes as the company’s new director of customer and product support. Stokes will join the executive team and will have direct influence over the operations and strategies for all parts, service, and customer support teams’ company wide.

An agreement announced recently paves the way for the largest dam demolition in U.S. history, a project that promises to reopen hundreds of miles of waterway along the Oregon-California border to salmon that are critical to tribes but have dwindled to almost nothing in recent years.

Glitter Gulch gave way to the newest and tallest building in downtown Las Vegas when Circa Resort & Casino opened in late October, offering what owner Derek Stevens calls the world's largest sports betting center and a six-pool rooftop swimming stadium he expects will attract thousands of people a day.

Construction is complete on a water treatment plant that will help provide the Navajo Nation and surrounding areas with a clean and reliable source of drinking water. Years in the making, the project is the result of a settlement agreement over water rights in the San Juan Basin.

Progress is being made on the Arizona Department of Transportation’s project to replace the old Interstate 17 bridge over Central Avenue south of downtown Phoenix. Cranes are being used to lift and place more than 20 steel girders to support the new southbound I-17 side of the bridge when it is completed.

For Apex Transportation drivers William “Butch” Hanna and Theron Schmalzried, transporting the 2020 U.S. Capitol Christmas tree from the Grand Mesa, Uncompahgre and Gunnison (GMUG) National Forests in Colorado to Washington, D.C., was an experience like no other.

Drivers are using the newly completed I-17 traffic interchange at Pinnacle Peak Road in north Phoenix following an Arizona Department of Transportation reconstruction project. The Pinnacle Peak Road bridge over I-17 has been widened to allow additional through and left-turn lanes for traffic on the overpass.

Komatsu announced its Smart Construction Remote application, which allows users to send new design data to machines in the field and remotely support operators without traveling to the job site. Customers can remotely send files from their office; search assets; and log in to a machine.

Doosan Bobcat North America, in partnership with Wounded Warrior Project, presented U.S. Army veteran Andrew Long with a new Bobcat R-Series T76 compact track loader and 80-in. bucket attachment. The two organizations teamed up at Piedmont Bobcat to personally deliver the machine to the veteran.

Kage Innovation, based in Osceola, Wis., is introducing the new WingLine laser plow guide. The inexpensive, easy-to-install plow accessory casts a green laser line in front of trucks to indicate where the wing plow will appear so operators can avoid obstacles like mailboxes and guard rails.

Plans for Los Angeles-to-Las Vegas Rail Hit Speed Bump Construction of the privately-funded Brightline West passenger line between Southern California and Las Vegas in Nevada has been delayed indefinitely after a $2·4 billion bond offering failed to attract buyers.

It had been hoped that construction of the electrified line designed for the 125 mph operation could start by the end of 2020, with servicers commencing by 2024.

The offering was to be the seed money for starting the project, which is estimated to ultimately cost $8 billion. The reasons cited for the failure were combination of the COVID-19 pandemic and 2020 being an election year. The company indicated that plans for the project would continue to be developed.

Formerly known as XpressWest, the project has been in the planning stage for more than a decade. Brightline envisages a west coast version of its route between Miami and West Palm Beach in Florida, which is now being extended to Orlando.

It is still hoped that another source of funding can be obtained, to enable initial construction to start on the High Desert Segment connecting the Victor Valley in California and Las Vegas.

Stations would to be located in Las Vegas (just east of the I-15 between Blue Diamond and Warm Springs Roads, along Las Vegas Boulevard) and Victor Valley (along I-15 and Dale Evans Parkway) where the depot would also be located. The Rancho Cucamonga station would be adjacent to the existing Rancho Cucamonga Metrolink station, with the Los Angeles Basin section of the line following the existing Metrolink San Bernardino corridor to Los Angeles Union station. 

After a bond offering failed to attract a buyer, it is still hoped that another source of funding can be obtained, to enable initial construction to start on the High Desert Segment connecting the Victor Valley in California and Las Vegas.

LAS VEGAS (AP) Glitter Gulch gave way to the newest and tallest building in downtown Las Vegas when Circa Resort & Casino opened in late October, offering what owner Derek Stevens calls the world's largest sports betting center and a six-pool rooftop swimming stadium he expects will attract thousands of people a day.

Circa construction took 20 months. Stevens declined to say what it cost because it’s privately owned. He said it’ll employ about 1,500 people.

Circa is the first new property to open downtown since the Sundance in 1980. That became Fitzgeralds, which Stevens and Circa co-owner, brother Greg Stevens, bought in 2011 and renamed D Las Vegas. The brothers also own the Golden Gate, which opened in 1906.

The casino is geared for sports fans, while Stadium Swim aims to attract ticket-buying sun-seekers.

The registration area for the 777-room hotel features the restored original neon “Vegas Vickie” sign the Stevens brothers acquired along with the old “Topless Girls of Glitter Gulch”' property on Fremont Street.

Construction Crews Place Girders on I-17 Bridge Project Progress is being made on the Arizona Department of Transportation’s project to replace the old Interstate 17 bridge over Central Avenue south of downtown Phoenix.

Cranes are being used to lift and place more than 20 steel girders to support the new southbound I-17 side of the bridge when it is completed. Each girder is between 80 to 90 ft. in length and weighs more than 12 tons.

Crews are scheduled to finish the first half of the reconstructed bridge over Central Avenue by early 2021. I-17 traf-

fic will then be temporarily switched onto the new southbound span to allow work to start on the northbound phase of the project.

ADOT started work on the $13.5 million project to improve the I-17 bridge over Central Avenue in May. The existing bridge, which opened to traffic in 1962, is being replaced by a modern structure with increased clearance for commercial trucks traveling beneath it as well as Valley Metro’s future Central Avenue light-rail line.

The bridge over Central Avenue also will be wider to accommodate regional plans for additional lanes along I-17 when future funding is available.

Because I-17 is currently narrowed to two lanes in each direction between Seventh Avenue and Seventh Street while the bridge project is underway, ADOT recommends drivers consider detour routes, including Interstate 10 in the downtown area.

The project is funded in part by Proposition 400, a dedicated sales tax approved by Maricopa County voters in 2004.

Why This Project Is Necessary ADOT is removing and replacing the bridge for two primary reasons: Bridge Age: The bridge was constructed in 1962 and is nearing the end of its useful service life.

Bridge Height: The existing vertical clearance of 13 feet, 11 in. over Central Avenue does not meet current design standards, prohibiting high-profile vehicles from using Central Avenue beneath the bridge, and cannot accommodate Valley Metro’s future South Central Light Rail Extension(link is external).

Construction Timeline Work is scheduled from April 2020 through fall 2021.

About I-17 Project Key elements of this project include widening the bridge to accommodate the addition of a future 12-ft.-wide auxiliary lane on the northbound and southbound sides of I-17 and increasing the vertical clearance over Central Avenue to 16 ft. This will enable high-profile vehicles and Valley Metro light rail trains to travel beneath it.

Bridge removal and replacement will start on southbound I-17. When the southbound side is complete, work will be shifted to northbound I-17. 

Crews Complete Pinnacle Peak Road Job in Phoenix Drivers are using the newly completed Interstate 17 traffic interchange at Pinnacle Peak Road in north Phoenix following an Arizona Department of Transportation reconstruction project.

The Pinnacle Peak Road bridge over I-17 has been widened to allow additional through and left-turn lanes for traffic on the overpass. The old Pinnacle Peak Road bridge was demolished during the project and replaced with the modernized structure.

The I-17 on- and off-ramps at Pinnacle Peak Road also have been expanded to handle current and increased future traffic.

Work to reconstruct the Pinnacle Peak interchange started in Nov. 2018 as part of ADOT’s $50 million project that also rebuilt the I-17 interchange at the neighboring Happy Valley Road interchange.

Crews opened the new diverging diamond traffic configuration at the Happy Valley Road interchange in October.

Freeway drivers also are benefiting from the improvements. New lanes have been added in each direction along I-17 between

Pinnacle Peak and Happy Valley roads.

The I-17 interchange reconstruction project was funded in part by Proposition 400, a dedicated sales tax approved by Maricopa County voters in 2004.

Also, two ramps on the east side of the Interstate 10/Houghton Road interchange in Tucson have reopened, restoring full access to drivers as the Arizona Department of Transportation makes progress on a project to rebuild the interchange.

The new ramps, along with new bridge piers for the future Houghton Road bridge, are the most significant improvements to date on a $24.4 million project to improve safety and traffic flow in the rapidly growing area east of downtown Tucson.

The two ramps on the west side of the interchange will be rebuilt without extended closures, as ADOT has developed a construction plan that allows those ramps and the new bridge to be constructed with only occasional nighttime closures.

The project is scheduled for completion in late 2021. 

FAE-Primetech PT Prime Movers Help Thwart Wildfires Forest –fire fuels reduction in California is an evolving and developing process. Just as this process is becoming more important than ever, the machines contractors use to get the job done is just as important.

Machine characteristics contractors consider when purchasing a machine for fuel reduction include: Reliability — can the machine hold up with minimal down time; Maneuverability — grade and slope capability while maintaining operator confidence; Production — How many acres per hour can be cleared and where can production be accomplished; Finished product — The ability to determine the final size of the finished product; Comfort/confidence — The ability to confidently operate the machines all day in a safe and quiet cab that is OSHA approved for low noise and high-quality air standards; Support — this includes parts availability, dealer and manufacturer technical support and information, and rapid service support.

Jim Cunningham of Global Machinery, an FAE dealer located in Sacramento, Calif., and an industry expert at matching a situation with the right machine and attachments, said the challenge for contractors who do the grinding for forestry fuels reduction on the West Coast are limited with the hours they can work based the Daily Project Activity Level (PAL), which is based on the weather conditions and the moisture levels that impact the level of fire risk.

Cunningham added that in the fire areas, when the temperatures can reach up to 90F and it’s a windy day, the gusts are very heated and do not provide a reprieve from the high temperatures, which add to the fire danger. These high winds also can easily take the tops off trees, especially in areas like the Sierras. These treetops dry out on the ground and add to the forestry fuel. Add high winds to a fire, and a rapid spread is encountered.

As far as forest health, according to Cunningham, it all comes down to water.

The small trees, under-brush and fallen treetops rob the larger trees of rainwater. When tall trees don’t have enough rain, they cannot produce enough sap to battle the tree beetles.

Staying “ahead of the game” for land clearing near California’s Creek Fire, FAEPrimetech PT prime movers are used for heavy mulching for forestry fuels reduction.

The tree beetles then decimate the trees and the forest, resulting in dry dead trees and heavy underbrush.

Brad Kingsley, owner of Kingsley Grinding, has seemingly found one of his main “go-to machines” for forestry fuels reduction with the purchase of an FAE Primetech PT-175. This is one of the more compact and versatile prime movers on the market that he purchased from Cunningham of Global Machinery.

Kingsley was working on a job for private land owners while he was actively engaged in cleaning up an area that had previously been affected by the King Fire of 2014 which, many years later, is still considered a burn scar. Kingsley was tasked to clear away the ground vegetation and any dead and/or dying trees that may be of a future fire hazard. The burn scar is extra dusty and becomes a challenging site with regards to visibility while working in the area. The PT-

175 prime mover has been a tremendous asset on this project and many others that Kingsley is engaged in.

Joe Garrett of Garret Forest Management, El Dorado County, Calif., has been in business for more than a decade working with private landowners and a few federal and state agencies in fuels reduction projects. His crews go through and “drop, then thin” small trees and vegetation with an FAE UML HY Bite Limiter excavator mulcher and pole saws and then finish grinding everything with their skid steer with an FAE UML SSL 150 VT drum mulcher, both units purchased from Global Machinery.

“Fire prevention and forest health go hand in hand,” said Garrett. “Unfortunately, it usually takes the fires to get going before people think about the health of their property.”

When asked about his fire mitigation projects and if they’ve proven to save properties when fires came in close proximity, Garrett said, “Most definitely, we’ve done thousands of acres across El Dorado County.

Tombstone’s Solution for Reclamation Project: Portafill The town of Tombstone, Ariz., conjures images of gunfights, gambling and silver mines. Doc Holliday, Wyatt Earp and the Clanton gang actually roamed the streets of the southern Arizona town approximately 120 years ago.

Today, Tombstone boasts a booming tourism industry, but is otherwise a sleepy community nestled between the Huachuca Mountains and Whetstone Mountains of Cochise County, where silver mines employed thousands in the town’s glory days.

Scott Davis, whose Tombstone roots go back seven generations, is quietly working to reclaim a portion of one of those mines, and has enlisted the help of AU Equipment, a Phoenix-based company that represents the Portafill line of screening machines.

Davis, who once worked at the Contention Mine in its reincarnation as an open pit operation, worked closely with AU’s Dominic McNamara to select the right machine for the job.

Davis’ company, Tombstone Gold and Silver, is producing decorative stone and aggregate base from the mine’s overburden and chose the Portafill MR5 (formerly the 5000) to accomplish the bulk of the screening operation. He chose the Portafill MR5

reclaimer screen to screen for both end products, a 5/8 in. decorative stone and ½-in. aggregate base. He noted the machine also can handle the rip rap contained in the mine.

While the MR5 is a workhorse machine designed for heavy duty operations, Davis was attracted to the machine for other rea-

sons.

“We liked the 2-in-1 oversize product conveyor for optionally mixing oversize and midsize product,” Davis said, “but this machine is extremely economical to operate and that was the deciding factor in our

decision to purchase. Overall it has a very low cost of ownership.”

McNamara added, “The 2-in-1 system can capture top and bottom deck on an oversize conveyor and with hydraulics go to a 3 way split. That capability makes the machine perfect for this job.”

The MR5, which is powered by a Deutz D2011 L04i engine, will run all day on approximately 15 gal. of fuel, according to Davis, and that is a game changer, he said.

“Over the long haul, that makes a huge difference in an operation the size of ours,” Davis said, adding that the annual fuel savings is thousands of dollars per year.

Portafill MR5 Accomplishes Screening Goals for Mining TOMBSTONE from page 14

Tombstone Gold and Silver began production in 2011 and has purchased two screening plants over the years. Davis said the production and economy of the MR5 has made a huge difference in the operation when compared to previous screening machines they have used.

Despite its compact size (approximately 32,000 lbs.) and economical operation, the machine is putting out up to 180 tons of material per hour, said Davis.

McNamara agreed that although he represents several lines of screens, this was the right machine for this application.

“The MR5 is a great machine that requires a single operator while making two quality finished sizes,” he said. “Also, the hydraulics to not require overpowering the machine and that allows for the economical 49 horsepower engine to do the job.”

Davis also is producing a significant amount of rip rap, which is in demand for wind erosion in the desert as well as for landscape contractors.

“Our work sells itself,” Garrett added.

“We’re never going to be able to prevent the fires with what we do, but by totally removing the understory and improving the forest health, we can help keep the fires on the ground. A fire is like any catastrophic disaster. Everyone forgets that it can happen until it happens. Unfortunately, when there’s a big fire, the calls start pouring in and by that time it could be too late. The optimal time to perform fire mitigation is spring, winter, fall and early summer. We can work throughout the summer, but with dust, fire dangers and Project Activity Levels [PAL] precautions, we cannot get in as much production.”

Garrett said that work during fire season can actually be slow.

“Every morning we have to call the Project Activity Level line and they give us different levels of how we can work. For example, at a C level we can work all day, at D level we can work all day but we have to have a fire watch while we’re working and two hours after, and EV level we can only work until 1 p.m., and then have to have patrol the job site for two hours looking for accidental fire starts. These are days where fuel moisture is low and there are worries about winds. This is why production can be low during the summer and it’s just one of the things we deal with. We don’t want to be the reason the fire starts, but the reason they can stop it.”

Owen Wadsworth, operations manager/owning member of Red Mountain Resources, a Georgetown-based re-forestation contractor that does work throughout the entire United States, said, “Our bread and butter has always been using our hand crews. We’ve done a lot of hand tree planting, but only recently in California due to the popularity of fuels reduction and a result of the wildfires they’ve been suffering from.

We’ve been getting more involved with fuels reduction and found it convenient to incorporate the FAE PT-300 because a lot of jobs require both hand crews and machines.”

According to Wadsworth, his company is using an FAE-Primetech PT-300 prime mover, a purchase from Global Machinery, to target brush and to open up areas for the hand crews to come in. This piece of equipment makes it a much smoother process than in the past where the company was reliant on other contractors to come in do the clearing.

Now, his company can do it on its own.

Another big advantage for the use of prime movers in fuel reductions is that much of the public lands can’t use herbicide.

“What we’re seeing is a lot of these mega fires coming through on public lands where they cannot use herbicide, and the fires are brushing in really heavy. In order to take

over the site they have to do a mechanical mitigation or burn it again. Fire is a pretty touchy subject here, so it’s strictly mechanical,” Wadsworth said.

“We’ve been able to take on anything that was thrown at us with the PT-300,” he added. “Where the PT really shines is a brush field that they are trying to reinvent into a timber stand, or they are trying to make a safety zone for structures.”

Joel Fonoimoana, Primetech operator of Red Mountain Resources, who was operating in the French Meadows, Tahoe National Forest, added his thoughts to the topic of fuels reduction. “The main thing is, by eliminating the fuel ladders, it helps prevent the fire’s ability to spread as quickly by keeping the barrier low to the ground. If a fire happens to start, then it will only burn the vegetation that was left. Anything that is left is intentional.”

Red Mountain Resources currently has two FAE Primetech PT-300’s purchased from Global Machinery and both machines are working well for its fuels reductions contracts.

Fonoimoana added that the forestry serv-

ices “like to leave clumps of low brush, what they might call a mosaic. The spacing may vary but the premise is that they don’t want to totally annihilate all the underbrush on

public lands. The big goal is removal of fuel ladders — meaning any living or dead vegetation that allows a fire to climb from the forest floor to the tree canopy.” 

the roadway geometry to lessen twists and turns. The work being completed by Aggregate Industries-SWR Inc. also entailed rehabilitating 22 mi. of deteriorating roadway from near the Nye County line to the Mountain Springs community, said Tony Illia, public information officer of the Nevada Department of Transportation (NDOT).

“This vital route serves as a crucial economic link between Las Vegas and Pahrump,” Illia said. “Rapid development, additional residents and increased travel has ratcheted the need for freeway improvements. This project subsequently expanded the roadway while enhancing motorist safety for improved motorist mobility and reliability.”

The topography of the area posed some tricky challenges.

“It’s located on Potosi Mountain, 30 miles southwest of Las Vegas in the Spring Mountains,” Illia said. “That’s at an elevation of 8,517 feet, so it meant hauling materials and equipment that would take some advance planning and coordination. The other thing is the slopes through the mountain range were very sheer. They had a sharp angle so in order to widen the roadbed, it meant removing some fractured bedrock.”

The project widened a 6-mi. stretch of asphalt highway from two to four travel lanes between mile markers 16 and 22, creating a safe passing lane for slower moving traffic.

In some cases, crews were able to do that using conventional machinery, such as excavators with hydraulic hammer attachments and haul trucks. The material they weren’t able to remove using the equipment was removed using dynamite.

North Las Vega-based blasting subcontractor Sanders Construction used approximately 120,000 total pounds of explosives that helped remove 100,756 cu. yds. of material or enough rock and dirt to fill more than 30 Olympic-sized swimming pools, according to officials.

Contractors used 2.4 million lbs. of reinforcing steel — enough to build 650 cars. The project created nearly 300 direct, indirect and induced total local jobs, Illia said.

“This was something fairly new to us here in southern Nevada,” Illia said. “We don’t have the opportunity to do a whole lot of blasting of this sort. So we did roughly 58 blasting events, some bigger than others, but all required intense coordination and public communication.”

NDOT was permitted to close traffic for up to two hours in order to remove the debris that spilled out onto the roadway from the blast, but Illia noted that they were usually able to get traffic moving within 30 to 60 minutes. They alerted traffic to the coming shut downs by working with local media and using messaging signs, mobile messaging signs, social media and through a distribution list of local stakeholders, such as the Las Vegas Convention and Visitors Authority and the highway patrol.

Nearly 30 acres of raw desert was hydro-seeded, and 784 new tree saplings and shrubs were installed, with 1,000 cacti and yuccas being salvaged and replanted. New frontage roads were constructed in the Mountain Springs Community, along with improved intersection lighting and an emergency signal for the Clark County Volunteer Fire Station #79.

In addition, new cattleguards and an underground wildlife crossing, along with deer and tortoise fencing, were installed near mile marker 18. Crews also placed boulders, riprap and decorative rock for landscaping and aesthetics to help with erosion control and storm water runoff.

The $16.5 million phase one of the project expanded 5 mi. from two to four lanes between mile marker 10.89 and mile marker 16.63. Aggregate Industries-SWR Inc. Also was the general contractor on that phase. The improvements flattened side slope shoulders for safer vehicle turnouts while installing new drainage pipe and tortoise fencing. It was completed in 2017.

“They did a great job,” said John Koenig, chair of the Nye County Board of Commissioners and member of the County Regional Transportation Commission. “It will greatly enhance the safety of the road and make Pahrump a more attractive place to visit.”  CEG

Doosan Bobcat North America, in partnership with Wounded Warrior Project (WWP), presented U.S. Army veteran Andrew Long with a new Bobcat R-Series T76 compact track loader and 80-in. bucket attachment, together valued at nearly $90,000.

The two organizations teamed up at Piedmont Bobcat, the local Bobcat dealer near where Long lives in North Carolina, to personally deliver the machine to the veteran. He also received a framed photograph featuring his new machine and all 45 of the Doosan Bobcat employees who had a hand in assembling it, along with their signatures.

Long was randomly chosen as the winner from a pool of candidates and said the T76 will speed up the process of refurbishing the decades-old former tobacco farm he and his fiancée recently purchased in Elon, N.C. As a veteran, Long said he is excited to give back to the military community as well.

“The Bobcat T76 compact track loader is a beautiful machine,” said Long. “I have so many projects I want to get started on right away. I hope to support local veterans, either by hiring and teaching them or working with veteran-owned businesses. I want my farm to be a relaxing place for veterans to be understood and respected. Now that I have this machine, my vision for this property will come together much faster and transform my property into a sanctuary for my fellow warriors.”

Largest Dam Demolition in U.S. History Gets Revival PORTLAND, Ore. (AP) An agreement announced recently paves the way for the largest dam demolition in U.S. history, a project that promises to reopen hundreds of miles of waterway along the Oregon-California border to salmon that are critical to tribes but have dwindled to almost nothing in recent years.

If approved, the deal would revive plans to remove four massive hydroelectric dams on the lower Klamath River, creating the foundation for the most ambitious salmon restoration effort in history. The project on California's second-largest river would be at the vanguard of a trend toward dam demolitions in the U.S. as the structures age and become less economically viable amid growing environmental concerns about the health of native fish.

Previous efforts to address problems in the Klamath Basin have fallen apart amid years of legal sparring that generated distrust among tribes, fishing groups, farmers and environmentalists, and the new agreement could face more legal challenges. Some state and federal lawmakers criticized it as a financially irresponsible overreach by leaders in Oregon and California.

“This dam removal is more than just a concrete project coming down. It's a new day and a new era,”' Yurok Tribe Chairman Joseph James said. “To me, this is who we are, to have a free-flowing river just as those who have come before us. ... Our way of life will thrive with these dams being out.”

A half-dozen tribes across Oregon and California, fishing groups and environmentalists had hoped to see demolition work begin as soon as 2022. But those plans stalled in July, when U.S. regulators questioned whether the nonprofit entity formed to oversee the project could adequately respond to any cost overruns or accidents.

The new plan makes Oregon and California equal partners in the demolition with the nonprofit entity, called the Klamath River Renewal Corporation, and adds $45 million to the project's $450 million budget to ease those concerns.

Oregon, California and the utility PacifiCorp, which operates the hydroelectric dams and is owned by billionaire Warren Buffett’s company Berkshire Hathaway, will each provide

one-third of the additional funds.

The Federal Energy Regulatory Commission must approve the deal. If accepted, it would allow PacifiCorp and Berkshire Hathaway to walk away from aging dams that are more of an albatross than a profit-generator, while addressing regulators’ concerns. Oregon, California and the nonprofit would jointly take over the hydroelectric license from PacifiCorp while the nonprofit will oversee the work.

Buffett said the reworked deal solves a “very complex challenge.”

“I recognize the importance of Klamath dam removal and river restoration for tribal people in the Klamath Basin,” Buffett said in a statement. “We appreciate and respect our tribal partners for their collaboration in forging an agreement that delivers an exceptional outcome for the river, as well as future generations.”

Removed would be the four southernmost dams in a string of six constructed in southern Oregon and far Northern California beginning in 1918.

They were built solely for power generation. They are not used for irrigation and not managed for flood control. The

lowest dam on the river, the Iron Gate, has no “fish ladder,” or concrete chutes that fish can pass through.

That’s blocked hundreds of miles of potential fish habitat and spawning grounds, and fish populations have dropped precipitously in recent years. Salmon are at the heart of the culture, beliefs and diet of a half-dozen regional tribes, including the Yurok and Karuk — both parties to the agreement — and they have suffered deeply from that loss.

Coho salmon from the Klamath River are listed as threatened under federal and California law, and their population in the river has fallen anywhere from 52 percent to 95 percent. Spring chinook salmon, once the Klamath Basin’s largest run, has dwindled by 98 percent.

Fall chinook, the last to persist in any significant numbers, have been so meager in the past few years that the Yurok canceled fishing for the first time in the tribe’s memory. In 2017, they bought fish at a grocery store for their annual salmon festival.

“It is bleak, but I want to have hope that with dam removal and with all the prayers that we’ve been sending up all these years, salmon could come back. If we just give them a chance, they will,” said ChookChook Hillman, a Karuk tribal member fighting for dam removal. “If you provide a good place for salmon, they'll always come home.”

PacifiCorp has been operating the dams under an extension of its expired hydroelectric license for years. The license was originally granted before modern environmental laws and renewing it would mean costly renovations to install fish ladders. The utility has said energy generated by the dams no longer makes up a significant part of its portfolio.

In the original deal, PacifiCorp was to transfer its license and contribute $200 million to bow out of the removal project and avoid further costs and liability. An additional $250 million comes from a voter-approved California water bond.

U.S. regulators, however, agreed only on the condition that PacifiCorp remain a co-licensee along with the Klamath River Renewal Corporation — a nonstarter for the utility. 

Crews Complete Construction of Water Treatment Plant in N.M. Construction is complete on a water treatment plant that will help provide the Navajo Nation and surrounding areas with a clean and reliable source of drinking water.

Years in the making, the project is the result of a settlement agreement over water rights in the San Juan Basin. Construction still is underway on other parts of the system.

Officials from the federal Bureau of Reclamation, along with the Navajo Nation and other agencies, gathered at the treatment plant this week to tour the facility. It was constructed in two phases to receive San Juan River water for treatment then delivery by pipeline to Navajo communities and the

southwest portion of the Jicarilla Apache Nation.

The bureau will test and monitor the treatment plant and the pipeline for the next six months while the Navajo Tribal Utility Authority introduces water from the plant into six distribution systems, the Farmington Daily Times reported.

After the pre-commissioning, the bureau will hand off operations, maintenance and replacement responsibilities to the Navajo utility.

Reclamation Commissioner Brenda Burman said she was proud that construction on this portion of the system was finished

and that water would be flowing soon.

“To know that there can be a clean, reliable water supply is so important for health.

It’s so important for safety. It’s overwhelmingly important for building a strong economy on the Navajo Nation,” Burman said.

For Navajo President Jonathan Nez, the plant and pipeline’s completion will help with economic development in communities along U.S. Highway 550.

“Now it’s upon us to get homes tied into the major trunk line,” he said.

He said the Cutter Lateral can serve as a model for the Western Navajo Pipeline, a proposed infrastructure system to send water

from Lake Powell to chapters in the western part of the reservation.

The treatment plant, located on an area administered by the Bureau of Land Management near Dzilth-Na-O-Dith-Hle in northwestern New Mexico, will receive river water via two reservoirs and pumping plants.

The plant will remove sediments, organic matter and microbial contaminants from the water before additional processes ensure the supply meets state drinking water standards.

The plant was designed to treat a peak flow of 3.5 million gal. per day and has the capability to treat 5.4 million gal. per day in the future. 

Construction Executives Expect Uptick in Industry Growth Despite the ongoing coronavirus crisis and this year’s economic downturn, Association of Equipment Manufacturers member CEOs are optimistic about their industry. In the third AEM member survey conducted since the pandemic started, 75 percent of respondents predict industry-wide revenue growth through October 2021.

One machinery and equipment valuation manager also sees resiliency in construction spending during the pandemic.

Jerome Galaszewski, who manages the machinery and equipment valuation operations for Gordon Brothers, Boston, Mass., writes that construction spending has been more resilient than most other types of commercial.

“Construction activities related to public spending have increased over the pandemic period by 0.3 percent since February and, compared to the prior-year period, were up 6.2 percent in June,” he noted.

“Although public spending was strong through May and June, public construction spending declined by 0.7 percent driven primarily by large cuts in education-related projects as well as highway and street construction.”

Prior to the COVID-19 pandemic, projections for 2020 were strong for construction machinery sales and general market activity.

Short-term expectations changed drastically before secondary-market equipment demand and sales began to show signs of recovery and stabilization.

Late summer auction data showed “a slow uptick in auction sale prices for standard yellow iron and construction machinery,” noted Galaszewski.

“The available supply of equipment should, in many cases, allow buyers previously in the market for new assets the opportunity to opt for used equipment as a cost-saving measure.”

He sees renting or leasing as a continuing alternative to purchasing new or used equipment, but likely at a much lower rate than pre-COVID-19.

“So far in the COVID-19-impacted period, both rental revenues and sales have been negatively impacted,” is Galaszewski’s blunt assessment.

The Numbers Dodge Data & Analytics predicts that total U.S. construction starts will increase 4 percent in 2021, to $771 billion.

“The COVID-19 pandemic and recession has had a profound impact on the U.S. economy, leading to a deep dropoff in construction starts in the first half of 2020,” said Richard Branch, Dodge chief economist.

“While the recovery is under way, the road to full recovery will be long and fraught with potential potholes. After losing an estimated 14 percent in 2020 to $738 billion, total construction starts will regain just 4 percent in 2021.”

“Uncertainty surrounding the next wave of COVID-19 infections, and delayed fiscal stimulus, will lead to a slow and jagged recovery in 2021.”

Branch predicts business and consumer confidence will improve over the year as further stimulus comes in early 2021 and a vaccine is approved and becomes more widely distributed.

But, he cautioned, “construction markets have been deeply scarred and will take considerable time to fully recover.”

Dodge lays out a pattern of construction starts for specific

segments: • Public works construction starts will see little improvement as 2021 begins. The sluggishness is attributed to continued uncertainty surrounding additional federal aid for state and local areas.

“Additionally, the unfinished appropriations process for fiscal year 2021, which began October 1, raises doubt on the sector’s ability to post a strong gain in 2021. Public works construction starts will be flat over the year.”

• Electric utilities/gas plants will gain 35 percent in 2021, led by expected groundbreakings for several large LNG export facilities and an increasing number of wind farms.

Ken Simonson, AGC’s chief economist, charts 229,000 job openings in construction, not seasonally adjusted, at the end of September.

That’s a drop of 31 percent from the 333,000 openings in September 2019, according to U.S. Bureau of Labor Statistics data released in its latest Job Openings and Labor Turnover Survey (JOLTS) report.

September was the seventh consecutive month in which openings declined year over year, in most cases by more than 20 percent, reported Simonson.

Hires in September totaled 369,000, down 16 percent year over year. Layoffs and discharges plunged 55 percent year over year to 101,000.

He noted that’s the smallest monthly total in the 20-year history of the series. Quits shrank by 16 percent year over year to 169,000.

Creativity During Downturn It is estimated that 2020 sales of heavy equipment will show a 4 percent decline in comparison to 2019. However, the sector is expected to come out of the pandemic ready to rebound in 2021.

Management consulting firm DuckerFrontier predicts that with backlogs, both contractors and their machinery will be extremely busy next year.

The firm found in discussions with heavy equipment dealers and end users that despite some roadblocks the machinery sector is expected to rebound quickly to accommodate the increased activity.

However, with many equipment and components factories shut down, “rapid normalization” may not happen for the industry. Equipment shortages may result, forcing contractors to get creative in acquiring heavy machinery.

Closely monitoring a number of alternative acquisition models, the consulting firm details transactions in which contractors could work with equipment owners in independent rental scenarios.

Other contractors might hire the services of a third-party whose role is to match potential renters with rental providers.

Both of these models have been used on a limited basis within the heavy equipment industry, according to the firm.

DuckerFrontier sees growth potential in these alternative equipment acquisition routes.

“We expect the equipment rental market to absorb much of this excess demand. This method allows companies to access the equipment needed for current work without accepting the long-term risk of ownership.”

The bottom line: Modest growth of 3 to 5 percent over 2021 is predicted.

The Appeal of Renting The American Rental Association (ARA) forecasts construction and industrial rental revenue to take a “significant hit” by the end of this year but then rebound through 2024.

A 13.3-percent drop to $33.8 billion is expected in 2020, and a 3.3-percent decline is forecast for 2021 before growth of 11.2 percent in 2022.

“The forecast shows us how hard the coronavirus pandemic hit the equipment and event rental industry,” said John McClelland, ARA vice president for government affairs and chief economist.

“Hopefully 2021 will see us getting back some of the revenue losses we experienced in the equipment and general tool segments.”

The latest forecast released by the association on Nov. 12 calls for 6.8 percent equipment rental industry growth in 2023 and 4.8 percent in 2024 to reach $59.7 billion.

ARA reports investment in equipment is significantly down in 2020, with a 43 percent decrease to $8.166 billion. Equipment spending is forecast to rebound by 17.4 percent in 2021 and by 46.3 percent in 2022 to surpass annual investment of $14 billion, according to the association.

Gearing Up for Better Days Though the construction equipment sector has seen a dip in sales this year, slight increases are expected in 2021, and the market should be worth well over $200 billion in five years, according to one report.

Data collected by market research platform developer MarketsandMarkets Inc. shows that the global construction equipment market size is projected to reach nearly $170 billion this year, and have a value of $205 billion by 2025.

Increased demand for dump trucks, including hybrid trucks in particular, is expected to drive the largest slice of the construction equipment sales pie.

According to the report, a major chunk of the global electric dump truck market includes hybrid mining dump trucks with higher capacity, power output, fuel efficiency and reduced maintenance cost.

Compact excavators used in urban civil engineering, snow removal, forestry and landscaping will see higher demand as well. This demand is driven by their design and maneuverability in a variety of applications.

The United States construction industry is expected to grow at a decent rate against federal spending cutbacks, according to the research. Low-interest rate loans specifically written for the acquisition of construction equipment will encourage investments.

The AGC estimated U.S. construction market growth in August at more than 3 percent. The association attributed the numbers to increases in residential construction and construction spending.

That growth in the residential sector, coupled with an expected major investment in infrastructure projects, is expected to drive the sales of crawler excavators and wheeled loaders across the country.

“The increasing number of infrastructure projects and mega construction projects are further anticipated to fuel the demand for construction equipment during the forecast period,” according to the report.  CEG

“It was such an honor to be a part of this special transport,” said Hanna. “I’ve received several awards from the Colorado Motor Carriers Association [CMCA] over my career — something I’m particularly proud of — and the opportunity to be one of the drivers responsible for hauling the U.S. Capitol Christmas tree tops it all. It was a humbling experience to represent Apex Transportation and the great state of Colorado in this journey.”

The 2020 U.S. Capitol Christmas Tree Tour, which began on Nov. 10 in Montrose, Colo., featured 10 stops, primarily in Colorado en route to Washington, D.C.

“The majority of my driving career has been behind the wheel of a Kenworth. I drive in Apex Transportation’s long haul division and Butch drives locally for the company. Kenworth produces the highest quality trucks out there and I’ve driven just about every truck make there is,” said Schmalzried.

According to Hanna, the Kenworth T680 was the first truck with an automated transmission he has driven in his career.

“I’m used to shifting gears with an 18-speed transmission, so it was a bit of an adjustment for me at first. Once I got used to it, I became a fan of the PACCAR transmis-

sion. The T680 is the smoothest truck I’ve ever driven, and the visibility is phenomenal,” said Hanna.

Schmalzried noted that the Kenworth T680’s visibility and onroad driving experience are attributes that caught his attention as he made his way to Washington, D.C. “I think Kenworth trucks are the best-looking trucks on the road, and as Butch mentioned, the visibility out of the T680 is fantastic,” said Schmalzried. “From a performance standpoint, I was impressed by the power I got from the PACCAR MX-13 engine.

Even though it is a lighter engine compared to what I operate with Apex Transportation, I didn’t notice a difference in how the truck pulled.”

The 2020 U.S. Capitol Christmas Tree Tour, which began on Nov. 10 in Montrose, Colo., featured 10 stops, primarily in Colorado en route to Washington, D.C. While public participation was limited this year, Schmalzried said nothing could derail the drivers from spreading the holiday spirit.

“It’s been a challenging year for so many,” said Schmalzried. “In times like these, it was important to spread some positivity out into the world. We drove a great looking Kenworth T680 with an awesome Christmas tree-themed design that was worth checking out, and of course, the U.S. Capitol Christmas tree. Many people safely checked out the tree as we made our way to Washington, D.C.” As a regional driver for Apex Transportation, Hanna was responsible for transporting the tree from Montrose, Colo., (near the tree harvesting site in the Uncompahgre National Forest) to Bass Pro Shops, one of the U.S. Capitol Christmas Tree Tour stops in Denver. Following the tour stop, Schmalzried began his leg of the journey that concluded in Washington, D.C. “It was an amazing experience to be involved in such a special delivery,” said Hanna. “Spreading the holiday cheer is especially important in a year like we’ve had.

The tree is going to look great when it’s all lit up.”

XL Specialized Trailers XL 120 HDG 3+2 Trailer Is Adaptaple XL Specialized Trailers has introduced the XL 120 hydraulic detachable gooseneck (HDG) 3+2 trailer. Boasting a 120,000 lbs. in 10 ft. concentrated capacity rating and a low 18-in. deck height, this new trailer is versatile and adaptable, allowing drivers to haul a wide range of construction equipment across the country.

The XL 120 HDG trailer features several different configuration options to haul equipment. This includes setting up with a 3+2 or 4+1. The power booster also can be removed to run three, four or five axles in a row. Founder Calls Company ‘True American Dream Story’ KAGE from page 43

was formed 11 years ago — as an offshoot of his father’s company that still exists today — and now specializes in snow removal equipment and a series of products built upon the foundation of the 2-in-1 system. Originally established in a 3,000-sq.-ft. location in Oak Park Heights, Minn., with just two employees, Kage, now 26 full-time employees-strong, is housed in a 26,000-sq.-ft. manufacturing facility in Osceola, Wis., housed on 19.25 acres of land, with the opportunity to increase the building size by eight times.

The company’s prime markets are in the Midwest, the St. Paul-Minneapolis area, and then the east coast — all regions where there’s a low tolerance for snow, typically in the 0 to 2 in. range. Dealers are visited at their location to educate them on how to best sell Kage Innovation’s products.

For customers, there are instructional and informational videos on YouTube and Facebook, many presented by Stephan himself, highlighting a quick update or features and benefits. The company blog also is a useful resource on their snow removal products. Kage has a unique selling model in that the company sells to both dealers and directly to customers.

“We don’t want barriers to ownership of Kage so whatever is easier, the end user is the ultimate goal,” said Stephan.

Kage also stocks parts and replacement or wear items and provides two-year warranties on structural manufacturing defects.

Though peak sales are observed in the last quarter of the year, the pandemic had previously affected dealer orders.

“It hit right when we were trying to release our pre-season and preorder programs, so some dealers were not willing to

make a commitment,” said Stephan. “We had to extend that to allow them to get their bearings and reopen. Sales have been down but not bad, we are looking forward to having an excellent fourth quarter.”

Kage Innovation has witnessed exponential growth in the last decade and more that it has been in business.

“We went from nothing to more than $10 million in sales.

We are at the point now where we are controlling that growth and having it leveled intentionally,” he said. “We don’t want to grow too quickly. At the same time, we want to drive new products to the market as well.”

Keeping that in mind, the biggest challenge is to not lose focus that the company is rooted in the snowmobile and

“That’s our expertise and what we want to move toward is to make products and to grow in these markets.”

Stephan observed that overall there is a lot more equipment being used vs. trucks in the snow removal space. He attributes part of that to Kage, and other manufacturers of pusher type equipment, educating customers on the experiences they had, that trucks were inefficient and much less effective than skid steers and other equipment when it comes to townhouse driveways and the like.

Looking to the future, he has plans for five new patentable products in the next 5 to 10 years — Kage Innovation has three American patents and two Canadian patents covering SnowFire — and is ramping up to double the size of the facility and increase the number of employees up to 50.

“We have cracked the market wide open with a unique 2in-1 tool, it makes the snowmobile contractor sometimes three times more efficient,” said Stephan. “That has been so impactful, saving time and money. It’s proven the success we’ve seen because we wouldn’t have been able to start a brand like this and grow it from nothing to what we have now without having a very unique and worthy product.”

With support from his father invested in Kage Innovation to help get it started, Stephan admits it was a perfect storm of drive, ideas and resources coming together for this business to take shape and grow into its current avatar.

“This is the true American dream story that happened. I’m really grateful for the opportunity, for the way my dad helped, and all the other people along the way that were a key component to the success we are all seeing now.”  CEG
