Instructions for integrating President Joe Biden’s Buy Clean Initiative are on the way, compliments of an interagency task force overseeing the pro curement program. Agencies will receive the instructions, which prioritize the purchase of steel, concrete, asphalt and flat glass that fea ture lower emission levels in their manufactur ing, transportation, installation, maintenance and disposal.

Landscape Construction Equipment Goes Electric

With landscaping companies across the country rolling out all-electric lawn maintenance crews, it should be no surprise that electric construction equipment would find its way to the landscape industry as well. Electric construction equipment isn’t completely new, as hybrid diesel-electric machines have existed for a while.
The most recent debuts in compact construction equipment are all-electric for the first time. You may have seen some models at recent trade shows that were a “proof of concept,” but others are getting ready to enter the market.
Creating ConstructionElectricModels
Compact excavators were one of the first types of construction equipment to be successfully adapted to all-electric. An electric pump and battery replace the engine and hydraulic pump.
“I think the biggest challenge people have is to ensure that you’ve got comparable runtimes or extended runtimes as much as you can,” said Justin Odegaard, acceleration manager of Doosan Bobcat North America.
David Caldwell, national product manager of Takeuchi-US, agreed that the ability to charge the machine while on the job or swap out batteries to enable the machine to continue to operate is a challenge specific to the electric models. He added that the availability of rare earth elements to build these versions and the initial cost of the machine also are issues.
“The most important thing is to clearly understand the utilization of the equipment and pair the right-sized electric motors and
batteries to ensure the machines work in most applications,” said LarsArnold, electromobility product manager of Volvo Construction Equipment.
Odegaard said Volvo opted to create an all-electric compact track loader with the T7X because of the inefficiencies presented with the hydraulics system.
“When we looked at loaders, there were some concerns there with the size of the package and the time that we expected we would get out of a battery pack and running a hydraulic system,” Odegaard said.
“Hydraulics are quite inefficient in the grand scheme of things.”
When Toro decided to introduce the eDingo 500 in 2020, Jay Thaker, marketing manager of Toro, said they knew rugged battery power would be part of the future. He said their engineers worked to build a machine that would provide all the benefits and power of a standard compact utility loader with zero engine exhaust emissions. They also recently introduced the wheeled electric Ultra Buggy in 2022.
One thing that has helped with the electrification of construction equipment is the progress in the automotive industry.
“For example, the battery technology used in the Volvo L25 [compact wheel loader] and ECR25 Electric [compact excavator] is the same or similar to the one used in electric vehicles,” Arnold said. “As on-road EVs become more common, better charging infrastructure will follow, which will obviously benefit the off-road sector as well.”
Contractor Concerns
Just like with the adoption of battery-powered handheld equipment, one of the major concerns landscape contractors have is whether these models have enough power to

get the job done. Most manufacturers have projected runtimes, but in the end, it really depends on the usage of the machine.
“Heavier work may require a quick charge over lunch,” Arnold said. “It never hurts to charge when there is a pause in work.Testing has shown common runtimes of four to six hours.”
Caldwell said Takeuchi’s TB20e can run for a full day, depending on the application and environment.
“Akey feature of theTB20e is its ability to run tethered to a power source should the battery begin to lose charge, allowing the operator to remain on the job and continue to work,” Caldwell said.
TheTB20e can charge in two to four hours with an external charger and charging with an onboard charger takes six to ten hours. Toro’s Ultra Buggy can deliver up to eight hours of runtime and also features an onboard charger. It can be plugged into a 110-volt socket and be fully charged in less than eight hours.
Bobcat’sT7X can get four hours of continuous runtime, but if the operator is doing less strenuous work, they can get more than four hours out of the machine. Odegaard points out that contractors often claim they work a machine eight to 10 hours a day, but when you look at how long a machine is really being operated, it’s three to five hours as they pause, take breaks and so forth. They may let the machine idle the whole time, but they’re not operating it for 10 hours straight.
“The typical contractor way overestimates how much time they’re actually putting on a machine,” Odegaard said. “With a diesel engine, if it’s running, you’re consuming fuel. With the T7X, if you’re in the cab and you let go of the controls, that’s almost like turning the machine off.”
Similarly, the e-Dingo has an auto-idle feature that powers off the machine after it has been idling for a certain amount of time.
“The machine also shifts to low idle after five seconds of non-use and shuts off when not in use for more than 30 seconds,” Thaker said. “The operator can then instantly restart the machine by double-tapping the traction control lever.An off-board 1,200-watt charger recharges the compact utility loader in less than eight hours.”
For those worried that the advent of electric construction equipment will mean the extinction of diesel equipment, manufacturers believe both will be around for the foreseeable future. Caldwell said that as fuel costs rise and advancements in electrification become more affordable, the industry will begin to shift away from diesel-powered machines with traditional hydraulic systems.
“Compact equipment has the ability to make that shift sooner than larger equipment, which certainly applies to the landscape industry,”Arnold said. “However, infrastructure and mindsets still need to shift as well. We believe heavy equipment will be a mix of electric, hybrid, conventional and other options for several more years.”
Benefits of Electric Construction Equipment
Despite concerns over runtimes, electric construction equipment offers power, low noise, zero emissions and the possibility of winning certain jobs.
In the case of Bobcat’s T7X, going allelectric allows the machine to peak significantly higher than the diesel engine.
“For the most part, those two machines will feel very similar,” Odegaard said. “They’ll operate the same. People can hop

Volvo Launches Online Tool to ‘Build, Price’Electric Equipment
Volvo Construction Equipment has created an online tool that allows customers to “build and price” their ideal electric compact excavator and wheel loader, marking the company’s latest advancements in both e-commerce and the introduction of electric construction equipment to the market.
Initially available in North America and Norway, the tool on the Volvo CE website lets users configure any of the electric compact machines in Volvo’s lineup with the features they want and see the suggested retail price.
“Construction equipment customers do a lot of research online already, and our configurator tool puts even more information at their fingertips,” said Jefferson Yin, director of new business models and commercial intelligence, Volvo CE.
“We’re especially happy we can give them a price estimate because that’s something other brands aren’t doing.
Customers will continue to be supported by their local Volvo CE dealer during the sales process and with ongoing support after their purchase.”
Simplifying Buying Process

Attendees and exhibitors from across the globe are getting ready to make their way to ConExpo-Con/AGG and the International Fluid Power Exposition (IFPE) next March, after government and corporate travel restrictions have either been reduced or eliminated since the 2020 show.
With North America having one of the largest construction industries in the world, exhibitors know ConExpo-Con/AGG and IFPE are where their market is, and attendees know a greater number of exhibitors are bringing more, better technology to show than anywhere else.

Buy Clean Initiative to Cover Federally-Funded Projects
“In addition to federal procurement, Buy Clean will cover federally-funded projects,” said the task force.
The group pointed out that last year’s infrastructure spending law included funds for GSA, Transportation and EPA to “designate and use construction materials and products that produce substantially lower levels of greenhouse gas emissions.”
It also noted that the recently enacted Inflation Reduction Act provides funding for retrofitting industrial facilities and tax credits for clean technology manufacturing.
“The federal government is for the first time providing a market differentiation and incentives for lower-carbon materials,” said the task force. “Companies across the nation will be rewarded for cutting carbon pollution across their entire value chains while supporting good American manufacturing jobs.”
More than a dozen agencies that account for nine-tenths of federally-financed and purchased construction materials comprise the task force.
In the future, the group will continue to launch pilots, expand the scope of industrial pollutants and materials, engage industry and establish mechanisms for collection and public disclosure of the data.
From the Ground Up
In March, the General Services Administration (GSA) issued new standards for the concrete and asphalt used in nationwide GSA construction, modernization and paving projects.
These were the first standards in the United States to apply beyond a local jurisdiction.
So far, seven Bipartisan Infrastructure Law-funded paving projects have been completed using the new asphalt standards.
All of these projects were awarded to and completed by small or disadvantaged businesses, said GSA.
“The historic passage of the Inflation Reduction Act provides a boost to these efforts with $3.375 billion that will allow GSA to invest in federal buildings with lower-carbon materials and sustainable technologies,” said the agency.
It also will allow for the leveraging of emerging clean technologies that help achieve greater carbon reductions and catalyze American innovation.
“These investments help boost the competitiveness of American manufacturers developing sustainable materials and technologies,” said GSA.
“Using domestic, lower-carbon construction materials is a triple win — creating good-paying American jobs, reducing energy costs and tackling climate change,” said GSA Administrator Robin Carnahan. “At GSA, we’ve already started deploying standards that help reduce emissions and advance sustainable projects with little to no additional cost — while supporting small businesses along the way.”
Under GSA’s concrete and asphalt standards, construction contractors are required to provide a product-specific cradleto-gate Type III environmental product declaration (EPD).
An EPD is a third-party-verified summary of the primary environmental impacts associated with a product’s extraction, transportation and manufacture.
GSA’s asphalt standard requires at least two environmentally-preferable techniques or practices to be used during the material’s manufacture or installation.
These options include bio-based or alternative binders, recycled content and reduced mix temperatures. They are
considered best practices that reduce fossil fuel use and environmental impacts.
Under GSA’s low embodied carbon concrete standard, according to FedWeek.com, contractors are asked to provide concrete that reflects a 20 percent reduction in the amount of “embodied carbon,” associated with its production.
GSA also will ask to hear directly from manufacturers, including small businesses, on the availability of construction material and products with lower embodied carbon.
Findings from that request for information will help the government understand industry trends and opportunities.
The investments are intended to reduce carbon emissions from the federal supply chain by millions of metric tons per year, save millions of dollars in energy costs and support GSA’s sustainability goals.
Buy-Clean Commitments
The White House explained that the Buy Clean Initiative is a part of President Biden’s economic plan to usher in a manufacturing boom in America.
The economic plan includes the Bipartisan Infrastructure Law, Inflation Reduction Act and CHIPS and Science Act.
“The initiative ensures that federal financing and purchasing power are creating good-paying jobs, protecting public health, enhancing American competitiveness and strengthening national security,” said the White House. “Today’s Federal Buy Clean actions build on Buy Clean commitments made earlier this year.”
Those commitments include standing up the Federal Buy Clean Task Force, and complements Biden’s comeback for American factories, which represents 668,000 added manufacturing jobs.
“The federal government is the largest direct purchaser in the world and a major infrastructure funder,” said the White House. “By leveraging the U.S. government’s purchasing power, President Biden is ensuring that American manufacturing is positioned to compete and lead, while catalyzing markets and accelerating innovation across the country.”
The Inflation Reduction Act boosts the Federal Buy Clean Initiative with $4.5 billion in funding for GSA, DOT and EPA to use construction materials and products that substantially lower greenhouse gas (GHG) emissions.
The Inflation Reduction Act also provides the DOE with billions to invest in retrofitting industrial facilities and tax credits for clean technology manufacturing.
Through the Federal Buy Clean Initiative and Task Force, the federal government is for the first time providing a market differentiation and incentives for lower-carbon materials.
“Companies across the nation will be rewarded for cutting carbon pollution across their entire value chains while supporting good American manufacturing jobs,” said the White House.
In addition to prioritizing the purchase of steel, concrete, asphalt and flat glass, the federal government will purchase these materials when they have fewer emissions.
The Biden Administration anticipates prioritizing additional construction materials and pollutants for Buy Clean Federal procurement.
The administration will expand lower-carbon construction materials used in federally-funded projects.
In addition to federal procurement, Buy Clean will also cover federally-funded projects.
The initiative will jumpstart a new partnership between state governments and federal partners to align state-based
Buy Clean policies with federal incentives.
The incentives will expand markets for clean manufacturing and low carbon materials across the nation’s buildings and infrastructure.
Next month, the White House will convene states to share knowledge and build capacity for public construction projects that support American workers and lower carbon emissions, it said.
The initiative will increase data transparency through supplier reporting to help American manufacturers track and reduce emissions.
The administration plans to expand the reliability, transparency and verification of EPDs including GHG emissions reporting for actual supply chain production.
The initiative will launch pilot programs to advance federal procurement of clean construction materials.
“Federal Buy Clean Initiative pilots have already broken ground across the country — from Denver, Colorado, to Salt Lake City, Utah, to Champlain, New York, to Lukeville, Arizona — in partnership with regional contractors and subcontractors including engineering, architecture and materials firms, with technical support from DOE, EPA and USDA.”
Agencies Join Effort
Together, the expanded Task Force agencies account for 90 percent of all federally-financed and purchased construction materials.
The Department of Agriculture is supporting innovations in construction materials made from sustainably-harvested and waste bio-materials
The goal is to integrate these materials into and potentially replace carbon-intensive materials. In grant program criteria, the DOT has incentivized the use of materials that reduce carbon emissions.
In June, the department’s chief sustainability officer launched a lower carbon procurement pilot to increase utilization of EPDs and encourage the acquisition of products and materials with low embodied carbon emissions.
InApril 2022, FHWAissued a climate challenge to reduce the lifecycle emissions in the design, construction and maintenance of pavements. The challenge received 40 submissions from 25 states.
FHWA also launched a tool, known as LCA PAVE, that can be used to assess environmental impacts of pavement material and design decisions.
The department’s Embodied Carbon Working Group will support new efforts to ensure all of USDOT’s modal administrations are prioritizing Buy Clean.
The DOE is supporting Buy Clean with training, technical assistance and innovation grants.
The Building Technology Office is building tools for whole building lifecycle analysis. The Advanced Manufacturing Office is supporting with tools to support standard-setting for specific products. The DOD and the military departments are analyzing modernization requirements for process, guidance, criteria and specifications to accelerate the transition to low-carbon building materials.
The Department of State and U.S. Special Presidential Envoy for Climate are aggregating corporate purchasing commitments of near- and net-zero materials through the First Movers Coalition.
The department also has launched a decarbonization initiative, focused on reducing embodied emissions in overseas construction at embassies and other facilities.

Rokbak Joins Forces With One of World’s Fittest Women
Like the haulers she appeared alongside a year ago to highlight their power, strength and reliability,Ali Crawford only gets better. Fresh from being crowned the world’s fittest woman over 45, she recently returned to Motherwell to put an RA40 through its paces.
Twelve months on from the Rokbak online launch event on Sept. 1, 2021, one of the locally produced stars that caught the eye during the stream of memorable images of robust power, performance and reliability returned to the Motherwell factory to help celebrate the brand’s first anniversary.
In the latest video — which is live on Facebook, Instagram, Twitter and LinkedIn — leading CrossFit athlete Ali Crawford can be seen putting an RA40 through its paces while talking about her experience filming the brand video and how she has more in common with Rokbak and its machines than you might think.
Initially chosen to reflect the tough, powerful characteristics and values she shares with the Rokbak brand, Crawford has gone on to enjoy even greater success over the past year, officially becoming the World Number One in her age category after an exceptional performance at the CrossFit Games in Madison, Wis.
Despite living relatively close to the Rokbak factory, Crawford had no previous experience with articulated haulers, and found the first video shoot an extremely enjoyable and eye-opening experience.

The three hydraulic flow options are:

With the T7X, Odegaard said snow removal companies in particular are excited about how quiet it is, at 92.7 dB for bystanders, as it enables them to conduct residential snow work at times they normally couldn’t. Similarly, it can allow for earlier start times on residential landscaping projects.
“This is a machine you don’t have to turn
off to be able to talk to somebody that’s outside the machine,” Odegaard said. “You and I can have a conversation at this level and the machine can be running right in between us and we can hear each other just fine.”
Electric construction equipment also can provide cost savings as there is less maintenance required and no need for fuel.
When it comes to possibly winning jobs with electric construction equipment, Caldwell advises considering the project’s timeline, the client’s environmental preferences and the positive impact on the surrounding area.
“In other words, can the electric machine get the job done well and on time?” Caldwell said. “Will there be people nearby who could benefit from the use of a quieter machine with lower emissions? If the answer to those questions is ‘yes,’ then an electric machine could be a difference-maker.”
Thaker added that as more states and municipalities implement emission regulations, a contractor with electric equipment incorporated into their fleet may find themselves with an advantage over the competition.
“Not only does electric construction equipment reduce engine exhaust emissions, but it also can prove better suited to work on
certain job sites in urban environments where noise ordinances are in place,” Thaker said.
“As sustainability regulations become more prevalent, these machines are a way to meet or exceed them,” Arnold said. “Environmental awareness is growing quickly, and people have their own personal goals for getting work done in more climatefriendly ways.”
Testing Waters
Odegaard and Caldwell encourage landscape contractors who are considering electric construction equipment to rent a model first to see if it’s a good fit for their business.
“While electric equipment has many benefits, particularly for working in congested urban areas, it really depends on the contractors and their customer bases,” Caldwell said.
“If a contractor works primarily on certain types of projects, and if they are marketing themselves as a business focused on green initiatives and environmental stewardship, electric equipment can be an ideal solution.”
Thaker advised landscapers to determine what size equipment they commonly require and then turn to a trusted dealer who can help match them to the right piece of equipment
for their needs.
Arnold stressed not to just look at the purchase price. Volvo conservatively estimates electric equipment has 35 percent lower maintenance costs and up to 45 percent reduction in operating hours due to the machine turning off instead of idling, reducing wear and tear.
“Landscape professionals considering adding electric construction equipment to their fleet now may find themselves with an advantage over their peers as customers begin demanding more environmentally friendly and quieter operations,”Thaker said.
Odegaard understands that many are going to be skeptical until they test the equipment for themselves.
“The power that you can get from electric today is nothing like it was even 10 years ago,” Odegaard said. “It’s unbeatable. Among the equipment for building professionals to inspect at the BOMAG event, north of Columbia, were its compaction, milling, paving and reclaiming/stabilizing machines for roadbuilding and other construction projects.
BOMAG Americas Inc., a division of Fayat Group, a European-based manufacturer of several lines of road construction equipment, recently held an event at its Ridgeway, S.C., headquarters and factory to highlight its latest products to contractors and dealers.
The BOMAG Innovation Days demonstration introduced the equipment maker’s latest technologies as well as the capabilities of its new equipment in what BOMAG Global President Ralf Junker calls a “real life” jobsite setting.
By allowing more than 150 of its construction customers from across the United States and Canada to see its machines working up close, rather than in immovable displays at trade shows, BOMAG officials believe people can better see and understand what the products can do.

“Today, we are introducing a number of new innovations,” Junker said, adding that upgrades were made to its compaction line’s newest small tamper, the BT 50, and a modern design has been applied to its light rollers. “From there, we have our new baby, the high-end BM 2000/65 large planer, BOMAG’s largest milling machine and already a best seller launched a half-year ago.”
Customer Feedback Valuable to BOMAG
After having held BOMAG Innovation Days events in Europe and Asia for years, the company began to hold the same events in the United States, a source of pride for the company.
Junker and other BOMAG executives stage these events to better understand the needs and goals of its customers, and it has always worked to lead the industry in groundbreaking new developments, he said.
A meet-and-greet reception opened BOMAG’s Innovation Days, followed the next day by what Junker called “more theoretical training” of the equipment, and an informative tour of both the parts warehouse and the product assembly line. Later, many of the manufacturer’s diverse set of road-building machines were put to work for the assembled contractors.
In addition, a static equipment exposition at the factory allows customers to meet with and ask questions of BOMAG’s product managers and marketing personnel.
“People tell us quite precisely what they are demanding and looking for,” said Junker. “We need to meet our customers to exchange ideas and be close to them to know what they need to be happy with our products. Their feedback is really a huge value for all of us in our work.”
To end each BOMAG Innovation Days gathering, BOMAG entertained its guests with a demonstration of the power of its compaction equipment, he said.
“People really enjoy seeing how easy it is to destroy up to four cars at the same time with one of our 60-ton compactors,” Junker said, laughing.

Electrified tandem rollers, hybrid solutions and ECO mode: For many years, HAMM has been developing fuel-efficient machine technology in order to achieve an efficient and, in turn, resource-conserving workflow on the construction site.
One milestone included the Power Hybrid roller from the HD+ series. With eight electrified tandem rollers, HAMM is now entering the segment for fully electrical construction machines.
Resource-Conserving Power Train
In all current series, the power train has been continuously optimized and designed for operation at reduced speeds. The operating companies therefore save fuel each day.

Fully Electrical Solution
Conceptually, HAMM is relying on a fully electric solution: Due to a high degree of electrified components, the compaction specialists achieve an optimal energy yield.
A maintenance-free Li-ion battery with a capacity of around 23 kWh supplies the components via a 48 V on-board power supply. Furthermore, the energy released from the drive engines and vibration motors when braking is used via recuperation.
The bottom line is that the battery can be used to tackle an entire working day. To charge the permanently installed battery, plugs for 230 V and 400 V mains power are

Electric Combination Roller With Oscillation: Quiet, Low-Vibration, Emission-Free
The electric drive also drastically reduces the noise emissions since there is no longer any noise from the engine. This makes the electric tandem rollers ideal for all areas in which you want to compact with as little noise as possible.
Since, in these environments, a low load with vibrations is often required, the compaction specialist is presenting electric vibration and oscillation rollers, as well as an electric combination roller with oscillation.
Operating With Biodiesel, HVO
Most of the HAMM rollers that are currently on the market can already be operated with non-fossil fuels. This includes biodiesel, i.e. diesel fuel that is derived from plants, as well as HVO (hydrotreated vegetable oil). These can be mixed in with the diesel fuel or can replace it entirely. This also includes biodegradable hydraulic oils for the standard product range.

National Pavement Expo Sets 2023 Schedule in Charlotte
Educational Advisory Board (EAB) members for the National Pavement Expo (NPE) And Conference completed their work this summer, pouring over proposals and selecting compelling educational topics and knowledgeable speakers. It’s all part of the run-up to the event, which is scheduled for Jan 25 to 27, 2023 in Charlotte, N.C.
For EAB member Todd Eichholz, owner and CEO of A&A Paving, Roselle, Ill., the process of choosing educational sessions became a bit easier due to a slight shift in submission rules.
“We used to put out a call for speakers and everybody would submit classes they wanted to teach,” Eichholz said. “This year we gave guidance on the types of classes that we wanted. These are the topics that we believe can really help contractors move to the next level of their business. We then got to pick the best of that class and really determine the best speakers and the best content.”
The show brings together vendors and contractors who make their living from asphalt and concrete paving, sealcoating, striping, sweeping, crack repair, pavement repair and snow removal.
Early registration rates are in effect for NPE through Oct. 28, 2022. After that, Advance Rates will be on offer until Nov. 31. Ultimately, the cost of registration amount to a wise investment that can have tangible effects on business, according to NPE.
“Since I started attending NPE, I’ve grown my business five times the size it used
to be, because I’ve made relationships with other owners and contractors throughout the whole country,” Eichholz said.
“These are guys who I can call and I’m texting every single day asking, ‘How did you do this? What worked for you?’ I’m learning from guys who have much larger companies and I’m always trying to help guys who are still in the early stages — because I’ve already made the mistakes. The relationships I’ve made at NPE, coupled with what I’ve learned from speakers and
equipment manufacturers, is why my company is five times the size it was when I first started attending.”
The potent combination of structured educational sessions, show floor interaction and networking events are all in place and a great way to start the kind of relationships that can help the business.
NPE recently announced that a networking party at the Nascar Hall of Fame has been confirmed for Jan. 26 from 6:00 p.m. to 9:00 p.m. NPE also will introduce the 1st
Annual Driveway Games, an area on the expo floor devoted to children-at-heart competitions including three-point shooting, big wheel drag racing and axe throwing.
Porscha Brooks, marketing manager, added “NPE 2023 isn’t just serious business, it’s serious fun.”
Eichholz has a message for contractors who’ve never made the trip to NPE, or those who have not been back for a few years; Now is the time to gather inspiration, knowledge and contacts.
“Pavement maintenance will always happen,” he said. “We’re a very important industry and there will always be the need for work. Contractors must learn how to adapt and evolve so they can stay relevant and profitable. That’s why you need to come to NPE. If you can’t adapt and evolve, you’re going to be left in the dust.”
While the billions spent on infrastructure don’t necessarily filter down to the NPE audience, there’s a silver lining that bodes well.
“When there’s not a lot of infrastructure and road work, the bigger companies start playing in our sandbox,” Eichholz said. “They’ll tend to take work very cheaply just to keep busy. If those guys are busy, there’s less competition for our type of work. We want to keep those infrastructure guys busy doing what they’re best at, and leave the work that we’re the best at to us. The Infrastructure Act will keep them busy.”

Crews Raise Foundation to Remove Unknown Ductbank

The Pyramid Peak Water Treatment Plant was rated to treat 48 million gallons of water per day (MPD) while operating on a reliable capacity of 39 MGD. The expansion increased the facility to a reliable capacity of 54 MGD. The expansion was needed for adequate water for future growth in Glendale and Peoria.
McCarthy’s work on the $65 million project required installation of 6,500 cu. yds. of concrete, 7,512 linear ft. of pipe, equipment installation, HVAC and plumbing.
This crucial piece of infrastructure, along with its multiple moving parts, was constructed in 1985 and expanded in 1999. The current improvements required upgrades to the chemical system, including new pumps, piping and tanks. Substantial electrical upgrades included the replacement of the plant’s main motor control centers (MCC) and replacing 1,250 kw and 350 kw generators.
Construction Surprises
As with many construction projects surprises emerged. During the excavation process, the workers discovered a large ductbank, a bank of electrical wires inside of conduits that are encased in concrete. The ductbank was not on any drawings and unknown to everyone involved. Relying on the CMAR method, McCarthy conferred with its partners. From the beginning of the project, the partners had agreed to work together on cost savings, safety, plant operations and quality. Together the team reached a solution.
Removing the ductbank would cost nearly half a million dollars and cost the team valuable time as well.
“We modified the design by raising the slab and the foundation where the duct work was located,” said Tim Nicoll, a McCarthy construction manager. “This resulted in considerable cost savings in materials and labor and did not compromise the design intent while water capacity remained the same.”
However, this surprise was merely a warmup. The work had been going well with the construction team and put them two months ahead of schedule. The new filters were on the final stages of completion and being prepped to start providing water for the cities. “We were notified by the owners that one of the filters was failing,” said Nicoll. “Upon further investigation it was discovered that the underdrains had begun to fail and could allow matter to get through the filter and cause concerns about water quality.”
Inspections revealed that four more filters were failing. Meanwhile, the five new filters were finished and were producing the same amount of water that had been shut down due to the filter failures. This allowed the cities to maintain the demand for clean water to their citizens.
While McCarthy was demolishing and replacing the old, failed filters, others began failing as well. Since the team
members were well ahead of schedule, they could switch over from putting the final touches on the new filter structure and focus on the filters that were failing. In all, the team replaced 14 failing filters and built 5 new filters on trains 1-4.
The design and construction team also collaborated to provide specialized access structures to large 36-in. drain lines that the cities requested. The cities preferred to have drains that could provide access for divers to enter the backwash channel for future inspections and maintenance of the water treatment plant.
“Water is a precious resource, and our job is to make sure that residents don’t have to worry about quality water,” said Nicoll. “It’s been a pleasure to be able to deliver additional water capacity to the residents of these communities.”
Dallas Sweet, senior field engineering manager for Black & Veatch, also recognized the teamwork that paid off in a successful project.
“The project could be declared a model in terms of teamwork and communication. The proactiveness of the entire team provided an outstanding final product that will serve the citizen of Peoria and Glendale for decades to come.”
The contractor, engineers and cities collaborated closely on the project using a CMAR (construction manager at risk) delivery method. This cooperation resulted in considerable dollar and time savings for the cities on the design and construction. The time savings turned out to be more critical than expected when the existing filters began to fail during the construction of the new treatment complex. Although these filters were not included in the original plan, McCarthy was able to replace them during construction and keep the water running to Glendale and Peoria. In total 14 filters were replaced and completed within the original budget and project schedule. The three-year job was completed June 2022.
“Water is a precious resource in the Southwest,” said Nicoll. “This equipment has been in constant use since its installation. Our team performed the updates while keeping all units operating. It’s like performing heart surgery while the patient is still moving around.”
The motor control centers (MCC) were at the heart of the project.
“We had to rip the heart out of the plant and replace it with a new heart,” said Nicoll. “The MCC provided power to the entire plant. If it were to go down, the city of Glendale and Peoria would be without water. The original design called for the construction of a new building to house the new MCC. We decided instead to install the new MCCs in the same location as the existing MCCs. That saved a couple of million in costs. We were able to demo the old MCCs by installing a temporary MCC in an adjacent area, transfer all the loads, install the new MCCs, transfer the loads back and test them out, all while not interrupting the plant operations and keeping the water running.”
Removal of a 30-in. valve from the filter basin that was installed in 1985. Removal was possible with plant shutdown that involved the coordination between McCarthy, plant staff, Black & Veatch, the city of Glendale and the city of Peoria.
Tie-in of the new 54-in. filter effluent (FE) pipeline to the existing FE pipeline. The completion of this tie-in made it possible to start the construction of the new filter trains. Tie-in required a 12-hour shutdown of the plant.
The Pyramid Peak Water Treatment Plant contained the construction of a series of structures known as a train. The train contained a rapid mix area where the water enters, mixes with chemicals and begins the sedimentation process.
Particulate matter suspended in the water combines with other materials that create floc, which becomes too heavy to float and settles to the bottom of the tanks. Another step in the purification process removes floc, sludge and sand from the water. In the final stage, water passes through filters that contain anthracite and sand before it is ready for use by consumers.
Each train is able to process approximately 15 MGD of water.

Turner Construction Company announced that the third quarter 2022 Turner Building Cost Index — which measures costs in the non-residential building construction market in the United States — had increased to the value of 1311. This represents a 2.18 percent quarterly increase from the second quarter 2022 and an 8.62 percent yearly increase from the third quarter 2021.
“We are experiencing a robust market with numerous mega-jobs.Ashortage of skilled labor continues to lead contractors to be more selective in the projects they pursue. Wages are increasing to attract more labor into the industry and to incentivize skilled labor to travel to meet project needs,” said Attilio Rivetti, the Turner vice president responsible for compiling the Cost Index.

Doosan DD100 Dozers in Full Production, On Way to N.A.
he new Doosan DD100 dozers are being produced at the manufacturing facility in South Korea. Customers can expect to see an increasing number of Doosan dozers in North America as more machines arrive at dealerships.
Doosan Infracore North America unveiled its first dozer at a media event last December in Arizona: the 10-metric-ton DD100. The pre-prototype machine garnered significant interest from the media, and Doosan moved ahead with finalizing its first pilot machines.
In June of this year, Doosan shipped its first DD100 dozer from South Korea to North America. The machine arrived in August and was delivered to a customer in Pennsylvania. Shortly upon its arrival, the customer quickly put the machine to work at its topsoil production facility.
“It’s been an exciting 10 months since we announced our first dozer, then proceeded to manufacture our first DD100,” said Moo Young Park, engineering manager, Doosan Infracore North America. “We expect our dealers and customers to embrace the new Doosan dozers and to see more of them on job sites yet this year.”
Looking ahead to 2023, Doosan plans to offer a larger model — the DD130 — in North America. The 13-metric-ton model is expected to launch in Q1 next year.
DD100 Highlights
Doosan entered the North American dozer market with a smaller dozer size, competing in the 140-hp and under category. The new DD100 dozer is at the top of its class for operating weight and horsepower. Ideal for residential and light commercial construction, the dozer’s main task is fine grading.
“The under 140-horsepower size class presents the biggest opportunity for Doosan based on North American dozer sales volume,” Park said.
Setting the DD100 dozer apart from other manufacturers in the under 140-hp size class is the machine’s power-to-weight ratio. This design was intentional; Doosan planned to make a machine that can offer more power to the ground and superior tractive effort.
Productivity
Productivity is driven by the dozer’s 6way variable angle pitch blade. Customers can choose from two blade options: a standard 2.9 cubic yard blade or an optional 3.4 cubic yard capacity blade. The blade moves freely to lift, tilt and angle, and offers twoway mechanical adjustments to change the blade pitch to control how steeply the blade will dig into the ground. Operators can adjust the blade pitch from 54 to 58 degrees. Also available is a blade shake button for operators to quickly remove materials stuck
to the blade.
Technology
Advanced technologies in the new DD100 dozer deliver more precision to help operators meet exacting specifications.A2D grading system option is available to make precision grading easier, even for novice operators.
For further grading accuracy, Doosan offers a 3D machine guidance and machine control option in partnership with Trimble. The 3D system requires the installation of a second monitor in the cab and uses GPS technology for greater grading accuracy and ease of operation.
Electrohydraulic control is standard, making the DD100 dozer easier to operate. Operators can customize the controls to their individual preferences. More experienced operators can adjust the machine for finer control.
The DoosanCONNECT Telematics system is a standard feature on the Doosan dozer, making it easy for customers to remotely monitor and maintain their machine. They can monitor the health, location and productivity of the dozer from a user-friendly mobile app and website. The customer’s dealer can also see the equipment status and notify them when it’s time for service to minimize machine downtime.
Visibility
One of the biggest differences between the DD100 dozer and other dozers is the visibility to the machine’s blade. The front engine compartment of the Doosan DD100 dozer offers a narrower design to make it easier for operators to see their work.

“Visibility is the name of the game,” said Ray Trainor, co-owner of Ratoskey & Trainor. Trainor and his business partner, Rob Ratoskey, were the first to take possession of a Doosan dozer in North America.
“In smaller machines, when you’re doing roadways and putting stone on grade, you’ve got to see what you’re doing, and the visibility in the Doosan dozer is good,” Trainor said.
For further visibility and safety, a standard rearview camera provides operators with an additional view of the dozer’s surroundings. Also standard are high-illumination LED lights and four premium wiper blades.
Operator Comfort
Doosan designed the dozer cab to offer best-in-class operator comfort. It starts with a smooth ride, due to an air-suspension artificial-leather seat, even when starting and stopping the dozer. The machine’s heating and air conditioning system is designed to keep operators comfortable in every season,
and front and door glass defrost vents help improve visibility.
A user-friendly, multilingual Doosan Smart Touch screen displays all important settings and information on one screen. Operators can easily read the touch screen, monitor critical machine functions and control machine settings, such as the rearview camera, heating and cooling, radio and Bluetooth wireless technology. Operators have access to a hands-free audio system and can connect a Bluetooth device to play music. They also can answer phone calls using the hands-free mode.
A keypad located to the right of the operator has buttons for the operator to control
the dozer’s wipers, air conditioning system, temperature control, fan speed, defrost, travel alarm and working lamp. Adjacent to the keypad are a USB power socket and a 12V power socket for charging purposes.
For additional operator comfort, an adjustable armrest can be moved up or down to a precise position that’s most convenient for the operator. The dozer’s cab has a suspension system that dampens vibrations and provides protection against impact. The system absorbs shocks and vibrations much more effectively than a conventional cab mount.
Fuel Efficiency
The Doosan DD100 dozer is powered by a 3.4-L D34 diesel engine and does not require the use of a diesel particulate filter (DPF) to meet current emissions standards. The same engine has been used in other Doosan machines and has performed well.
Operators can select the dozer’s ECO mode to reduce daily fuel consumption up to 5 percent without sacrificing grading performance. This fuel-saving feature lowers the pump power output when working in lower tractive conditions.
Additional fuel-saving features include auto idle and auto engine shutdown. If the

To boost jobsite safety in hazardous dozing conditions, Caterpillar announced the expansion of Command remote machine operation to Cat D5, D6, and D7 Dozers.
Command for Dozing removes operators from the cab and offers remote operating from a safe distance in applications such as overburden/reclamation work, ripping overburden or leach pads, slurry pond dozing, and operation around hazardous materials or unstable surfaces.
Next generation dozers are shipped from the factory remote ready, making field installation fast with only a few additional parts required. With Command fully integrated with the machine’s electronic and hydraulic systems, remote operation delivers quick response, smooth control and virtually no latency.
Companies have the option of equipping dozers with line-of-sight (LOS) or non-line-
longevity of experienced operators.
Two Options, Precise Control
Portable and lightweight, the command console (LOS) allows workers to work outside of the cab while remaining on site and in direct visual contact with the dozer. With its range reaching 437 yds., the console positions the user for optimum visibility.
Requiring no on-site communications infrastructure, it is ideal for short-term and emergency remote operation. An ergonomic console layout features intuitive controls with ISO symbols that provides access to all dozer functions, while an LED display offers clear readout of machine status.

machine functions are not used for a predetermined period, the auto idle feature idles the dozer engine to reduce fuel consumption. When the operator moves the controls, the dozer automatically returns to the previous throttle setting.
The auto shutdown feature saves fuel and helps lower warranty hours. When the feature is enabled, the engine shuts down after it has been idling for a specified period. Default shutdown occurs after five minutes of idling but can be set for longer periods by the operator using the Smart Touch display.
Versatility
Doosan dozers come standard with piping for an optional ripper attachment. The ripper attachment features parallel linkage that helps maintain a constant angle to the ground regardless of the height. The attachment can quickly break up hard, rugged materials prior to grading, and it can be used to install erosion control. Also available as an attachment is a towing draw bar, allowing operators to use the Doosan dozer to tow other equipment on a job site.
Durability
One of the dozer’s key features is its undercarriage design. Doosan developed its
dozer undercarriage system to help lower the total cost of operation. The design includes both single- and dual-flange rollers for improved durability and long life.
Customers can choose from several track guards to enhance uptime protection. They include general-purpose and full guard options to fit the jobsite conditions. In addition, track shoe options are available to help distribute the load to the ground. Thinner tracks are used for rugged, rocky environments. A low-ground pressure option is available for sandy soil conditions.
Serviceability
An in-line precleaner helps improve filter life and is integrated with the air cleaner. It’s also more compact to fit in the smaller engine compartment. Self-cleaning and maintenance-free, the intake system can expel a variety of debris, including mud, snow, rain, leaves, sawdust and chaff.
Doosan designed its dozer undercarriage for convenience and cost-effective maintenance. Areas of the undercarriage that naturally experience greater wear and tear are easy to access. For example, a removable side panel provides access to an area to add grease to the undercarriage’s tension system.
Customers can order replacement parts
through their local Doosan dealer.
To help minimize fuel-related issues, Doosan offers a filter-type high-performance water separator, which captures moisture in the fuel and reduces impurities. Standard pre-filters and dual main filters achieve a high degree of purity that minimize fuel system failures. The fuel filter water separator and the main fuel filter can easily be reached by lifting a panel on the front of the dozer.
Common, everyday maintenance items can be accessed from ground level, including the following components:
• Electronic main control valve
• Diesel fill
• Diesel exhaust fluid fill
• Hydraulic oil fill
• Fuel filter
• Engine oil filter
• Air cleaner
• Battery
• Windshield wash tank
When necessary, owners can tilt the dozer cabin to reach critical components. Even with the cab tilted, the dozer can be started while the machine is being diagnosed or repaired.
Doosan DD100 dozers are designed with a unique hydraulically controlled cooling system and come standard with a reversible
fan. Operators can set the fan to automatically reverse at a predetermined time interval. The cooling system is in the rear of the machine instead of the front. This contributes to better visibility to the blade from the operator’s point of view.

Yoder & Frey Expands With Permanent Site Near Houston
Yoder & Frey continues to expand the business brand in the United States, with the acquisition of a new purpose-built auction facility, in Sealy, Texas, 60 mi. to the west of Houston, just off the I-10.
With a yard totalling of 57 acres total, 25,000 sq. ft. of offices and 32,000 sq. ft. of workshops and buildings, this modern facility will operate as the main auction site for Yoder & Frey in the south.
The main auction room, with a glass viewing wall looking onto the main ramp, will operate a “procession” style sale-ramp. In addition, offices, conference rooms and VIP accommodation will comprise the main building. In the yard, outbuildings of 8,000 sq. ft. will be workshops, wash bays, with the main facility having 10-ton overhead gantry cranes.

Ritchie Bros. Looks at Oil, Gas Support Equip. Sales in Report
With its September Market Trends Report, Ritchie Bros. takes a deep dive into sales of oil and gas support equipment over the past 20 months (Jan. 2021 toAug. 2022), including detailed charts breaking down volume, median asset age, and pricing for boom, vacuum, and bed trucks, as well as winch tractors, tanker trailers, frac tanks and more.
Unlike many of the other sectors the company operates in, volumes for oil and gas equipment sales have been steady in 2022. Pricing, however, is a different story, as the volumes sold per quarter fluctuate greatly and the variance in equipment specifications make it difficult to summarize pricing trends. For example, the volume of oil and gas assets sold in Q2 in Canada eclipses volumes of Q1 and Q3 combined, in most cases.

Individual Industry Indexes
While all indexes show increased pricing over the same time last year, month over month changes are declining since peak pricing earlier this year.
In the United States, Ritchie Bros.’ mixadjusted price indexes for the three months ending Aug. 31, 2022, show truck tractor prices are currently leading the pack, up approximately 18 percent compared to the same time period last year, but down 11 percent compared to the three months ending December 2021. Meanwhile, large and medium earthmoving prices are currently up 9 percent and 8 percent respectively compared to the same time period last year, however that is down 1 percent and 2 percent compared the three months ending December 2021.
