As youngsters mature through the teenage years into adulthood, they pass slowly through many changes and growing pains. Over the last five years, Tucson Airport (TUS) has navigated some similar growing pains, but Granite Construction has helped ease some of those pains with numerous upgrades.
The airport is managing a rapidly growing number of passengers (with 2.7 million passengers in 2022, up 30 percent over 2021), but it also hosts the Arizona Air National Guard, which has special needs that often differ considerably from a strictly civilian airport.
Currently, TUS is in the midst of the following projects as part of its Airfield Safety Enhancements (ASE) program, which will bring the airport into compliance with current FAA safety standards.
The project — which has been divided into four phases — is being delivered under the Construction Manager at Risk (CMAR) procurement method by Granite. This includes removal and reconstruction of primary commercial runway as well as inboard and outboard taxiways. The first portion is complete and the second portion is 35 percent complete. The good news: The Biden administration’s Inflation Reduction Act (IRA) is infusing the transportation and energy construction sectors with hundreds of billions of dollars. The not-so-good news: the lack of well-prepared workers is almost as great as the lack of workers, period. Combine the two and the result is a potentially insurmountable challenge for the transportation construction industry.

Nearly 1,000 Attachment Models Spur Bedrock’s Success
Jack Yao is excited. And with good reason.
His company, Bedrock Attachments, has experienced huge increases each year since expanding to the United States in 2018 and its global business is poised for even greater growth.
“It’s been good,” Yao said. “It’s been growing and every year it grows more. We have been growing around 40 to 50 percent each year since moving to the U.S. in 2018 and shows no sign of slowing down in the U.S. market and globally.”
Yao’s inventory features nearly 1,000 attachment models.
Yao’s career in construction started humbly enough in China — working for a company as a translator traveling with customers to purchase heavy equipment throughout the region.
The great recession of 2008 changed everything.
The company that Yao worked for was hit badly in 2008, but it did rebound in the coming years. Yao values the period of time that they worked together and continues to have a great relationship with the owner and manager of that company.
“I’m very grateful for what they taught me and the trust they had in me,” Yao said. Relationships built as a translator over the years led to Yao brokering equipment on his own.
“I built trust and companies would have me buy equipment on their behalf,” Yao said. “I had integrity and was precise about condition and specs of each machine, which was rare in China.”
By 2011, Yao’s reputation had spread beyond Asia and his focus was moving from machines to attachments.
“I was able to earn a great deal of trust with large customers in South Africa and Europe,” Yao recalled, “and began to see the need for attachment solutions. Motor graders were a big part of our business and the demand for rippers was huge. OEM ripper attachments were very expensive to buy and hard to find. Even after-market rippers are expensive with a long lead time.
“That’s when I started to make our own rippers, which became very popular,” he added. “Customers began asking if we could make other models and that is where the attachment business was created. There weren’t many companies focusing on those special attachments.”
Officially, Bedrock Attachments was born in 2015. A dealer network was established in Australia, Europe and Africa. But it was Yao’s move to the U.S. in 2018 that proved to be a game changer for the young company.
Availability has been key to Bedrock’s success, according to Yao.
“We have three warehouses in Los Angeles, two in Houston, one in Savannah, Georgia, and one in Chicago,” Yao said. “When a customer needs something, we can find it at the nearest location and deliver it to them quickly, often the next business day.”
Supply chain issues that plagued the industry during the pandemic years did not deter Bedrock.
“We were able to deliver because we manufacture our own products and we make the attachments that the other manufacturers don’t,” Yao said. “So having these items in stock in our warehouses has been a huge advantage.”
Expansion into skid steer attachments, buckets and long reaches are helping fuel growth.
“As is moving our focus beyond just the Caterpillar brand,” Yao said. “We used to be more focused on the Caterpillar brand. Now we make wheel loader buckets of different sizes and other attachments for many brands.”
Yao noted that modifications are constantly under way to address regional needs.
“For instance, Texas and the Northeast use attachments in very different ways, because of the land conditions, the snow and ice, etc.,” he said.
Attachments from Bedrock can save a customer as much as 60 percent over OEM products, according to Yao, with a much shorter delivery time.
While the U.S. business flourishes, Yao is also focusing on growing his global presence. He is creating a multi-cultural, global business by having representatives in several countries that speak the native language and industry knowledge local to the community.
Yao is proud of the focus on other countries.
“These representatives are working with some partners or end users very closely, they speak the language and they go visit and they go to shows there,” Yao said. “They learn what is needed in each community. We know the markets much better now.
“One example is that, in Honduras, the local representative realized the need for solar panels, so they are now selling solar panels,” he added. “Generators also continue to grow in the global community, so we are also selling those.”
Back in the U.S., Bedrock’s hiring practices at the home office in Irvine, Calif., include hiring a multi-cultural staff— including people from Morocco, Russia, Guatemala, Venezuela and China. Yao has found that by “hiring other immigrants, they bring a lot of knowledge along with the local resource context, it has been really helpful. I find this is a good thing in the United States as these immigrants are smart, intelligent and hardworking and they’re ready to fight for the American dream. They’re not going to settle and just lie down.”
Yao is proud of the culture he is establish-
ing at Bedrock.
“This is not a Chinese company,” Yao emphasized. “This is not a traditional American company; we want to be a multicultural company. We want to accept all cultures here, so even for lunch, one person gets a turn and they decide which restaurant to order from and everyone orders a dish for himself —and we go to the kitchen and we eat together. It’s a great opportunity to try many different foods and try foods from other cultures. Otherwise, I would never order Moroccan food. I don’t know what I’m eating, or what is good or what to order.”
Yao also sees the importance of making a difference in communities, by donating to various charities, including orphanages, as well as a customer’s preferred charity and IEDA’s scholarship foundation.

Is Construction Industry Ready for Driverless Vehicles?
In the mid-1990s Caterpillar changed its approach to automation in mining.
A decade after it began a pioneering research program to drive the tech forward, the company realized that the sector was not ready for automation. Instead, it focused on the building blocks that would need to be put in place to make automation possible in future.
Roger Brereton, head of sales at steering system manufacturer Pailton Engineering, assesses whether the construction sector is finally ready for autonomous driving.
In 1985, Caterpillar began a research program into automation. A little over a decade later, it demonstrated two autonomous trucks running at the Caterpillar Proving Ground in Tucson, Ariz.
At this stage it was clear the company was well ahead of its time, but the feeling was that the sector was not ready for automation. This brought an end to the first generation of automation.
In the next phase, rather than continuing to focus on the development of the trucks, the engineers stepped back and began looking at the building blocks that would be needed to make automation a reality, such as improved GPS and on-board monitoring systems.
Today, Caterpillar remains a pioneer in this particular field of driverless tech. Currently, there are Command autonomous haulage system fleets operating at 17 mine locations around the world. However, Caterpillar faces stiff competition from other OEMs developing driverless off-highway vehicles.
Volvo Autonomous Solution (VAS) is one example of a company that is making inroads.
Partnering with Holcim, the company has developed an autonomous hauler that is currently being trialed at Holcim’s limestone quarry in Switzerland and it hopes that this will be commercially available soon. Do these technological developments mean the construction sector is finally ready to embrace automation after all these years?
Challenging Terrain
The development of driverless vehicles
has thrown up many novel engineering challenges that were not anticipated a decade ago, from user skepticism to the difficulties of developing an artificial intelligence (AI) that can respond correctly to situations that have never been encountered before, the socalled ‘’edge case’’.
What is becoming clear in this story is that each sector throws up different challenges and opportunities. For example, the development of ‘’robo taxis’’ was thwarted by the complexity of urban environments, but longhaul trucking, which involves more predictable journeys on long, straight roads, is now emerging as a key area for technological uptake.
In the construction sector, there are many different vehicles that fulfil different roles. This makes it difficult to generalize about the prospects for automation.
According to research by Arthur D Little associates, automation will play only a ‘’minor role’’ in the near future, with the majority of vehicles remaining at level two
for the next 10 to 15 years. In this context, level two autonomy refers to operator assistance, like auto-steering, technology which is already widely in use.
The report concluded that construction was a particularly difficult area for automation, because of complex and dynamic construction environments, the fact that machines are used for only limited periods of time and at changing locations, and the need for precise interplay between multiple machines.
Constructing Positive Case
VAS has chosen to focus its energy on haulage systems, such as those found at quarries and mines, where the case for automation is strongest. These vehicles fulfil a single, simple function, they operate in a closed-off environment and involve no onroad use. In these instances, the case for automation is a good one.
Although the key determinant will always be cost and return on investment, the arguments here are becoming stronger.
Autonomous mining is more efficient, thereby reducing overall costs. Near continuous utilization of machines and the elimination of shift change also enhance productivity. Improvements in cameras, sensors and data compression technology are all things that will help bring the cost down in the coming years.
Another key advantage is safety improvements, as these vehicles can remove the need for human operators in dangerous environments. According to Caterpillar, trucks equipped with its Command for hauling have moved more than three billion tonnes of material without a single lost-time injury.
One challenge for these vehicles is navigating inhospitable terrains. Even where these vehicles face only simple, repetitive routes in closed-off environments, they are often exposed to harsh under-chassis environments. As well as extensive testing to make sure the AI can cope with these conditions, the conventional vehicle components, such as the steering parts, also need to be tested extensively to ensure they are designed to last.
Although OEMs will be determined to reach a more competitive price point, compromising on the quality of something like a bevel box has the potential to raise the whole-life costs of vehicle ownership, thereby undermining the arguments about gains in productivity.
Things have come a long way since Caterpillar introduced its first research program into autonomous driving in 1985. In 2022, some of the world’s leading OEMs have developed sophisticated driverless offhighway vehicles that are already successfully in operation at mines and quarries around the world. Driverless tech seems ideal for haulage vehicles, particularly in cases where its introduction can remove workers from unsafe environments. However, whether we can expect more widespread uptake across the sector remains to be seen.

Powerful in Natural Stone, Recycling
The new impact crusher covers a very wide range of applications: from soft to medium-hard natural stone to the widest possible range of recycling applications, such as the processing of concrete, rubble and asphalt. With an hourly output of up to 661 tph, the plant meets the requirements in the high-performance range.
With its heavy rotor and powerful electric 335 hp drive together with efficient pre screening, the crushing unit impresses and guarantees a very high and stable throughput, the manufacturer said. Due to the Continuous Feed System CFS, continuous crusher utilization is provided.
Sustainable Solutions Protect Operators, Environment
Due to its all-electric drive concept EDRIVE with the option of an external power supply, the MR130i PRO from Kleemann can be operated on site free of emissions and thus guarantees a low power consumption per ton of final product. A further advantage of the electric drive: hydraulic oil is only required for setting and setup functions, which reduces the environmental risk and maintenance costs.
If the plant is operated via the diesel generator, the power- and load-dependent fan reduces not only the noise emission also the fuel consumption. The optional power pack housing guarantees a further significant noise reduction.
Due to water spraying at relevant points such as the crusher inlet, the discharge conveyors and the post screening unit as well as
covers, the dust development can be reduced considerably, the manufacturer said.

Top product quality is expected from an impact crusher. This is what the MOBIREX MR 130i PRO delivers together with a high production capacity. This is guaranteed not only by the tried-and-tested robust crushing unit with its two impact toggles and versatile rotor ledge options, but also by the 11 sq. yd. large, optional double-deck post screening unit (in the upper deck). This makes it possible, with a single machine and without an additional screening plant, to produce two classified final grain sizes.
The use of optional wind sifter can optimize the final product quality even further by removing contamination in the material such as the lightweight materi-

DBB1 (Design Bid Build) encompasses a new end around taxiway and related improvements. Granite has completed 95 percent of this project; DBB2 and DBB3 will expand the safety area southwest of the new runway and add additional taxiway connectors to the existing runway. Both are yet to be advertised.
Starting in December 2023, Granite’s upcoming work will include the demolition of Runway 11R/29L and the construction of a new parallel runway that is 150 ft. wide and more than 2 mi. long. The old structure had served as a general aviation runway.
Demolition Activities
The nearly completed DBB1 required the
demolition of an outdated concrete apron at the northwest end of the airport. Granite connected the Impactor 3000 attachment to a farm tractor, with workers smashing some 103,000 sq. yds. of concrete to make way for the new construction on Taxiways D3, F and G.
Zachary Thompson, area manager of Granite, has worked at the airport for the last two years and supervised much of the DBB1 work.
“Much of the runway apron was built in the 1940s,” he said. “It was well past its useful life. The material was inconsistent: during demolition and haul away, some of concrete panels turned to dust while other sections were still rock hard. Much of the material was given to a third party for potential reuse.”
Throughout the DBB1 work, Granite had
to carefully coordinate the construction with active runways.
“This project had seven traffic control phases which required close coordination with airfield operations for aircraft closures during construction,” Thompson said.
DBB1 Major Work
The construction team used approximately 40,000 tons of asphalt to construct the new end around taxiway. The new taxiway will enable airplanes to get from one side of the airport to the other more safely.
One unusual aspect of the work included the construction of a blast wall for use by the Air National Guard.
“This wall helps protect the airfield perimeter road traffic from a jet blast while military aircraft are using the Arm — DeArm pad —which is itself another pretty unique piece of the project,” said Thompson.
The Granite teams used a P-401 mix, an FAA requirement, for the asphalt section.
“This can be a mix that is often difficult to produce given tight tolerances and even more difficult to place given the high standards required for by FAA specification,” said Thompson. “We have our plant located about five miles from the airport, so we are better able to control overall quality of the final product.”
In addition to the asphalt, Granite supplied 90,000 tons of aggregate base course and an additional 15,000 tons of miscellaneous aggregate for the project.
“Having our Swan facility so close is a real benefit in terms of fuel required for transportation, which translates to real environmental and efficiency benefits,” Thompson said.
Project Challenges
Workers have been careful while working in furnace-like heat. Some shifts begin at 5 a.m. and conclude by 1 p.m. to avoid the
hottest parts of the day. Also, the asphalt sections can take longer to cool when the temperatures are above 100 degrees, meaning the workers need more time to complete their work and get the asphalt sections ready for use.
Another challenge to the work was getting trucks with fresh material onsite.
“Working on the secured side of an airport is a significantly different environment than working in on a highway project,” said Thompson. “We needed to get certification badges for our workforce, then our trucks had to be escorted onto the site. Sometimes just three to four trucks would be allowed onto the airfield at one time. This slowed down our production but is a fact of life for working at an airport.”
Granite has been a key player in the airport authority’s vision for the future of the airport.
“We have been helping put new infrastructure in place; it has been one of the biggest projects the airport has taken on in a long time,” Thompson said. “Getting rid of the old general aviation runway and replacing it with a new, modern commercial runway helps bring the airport up to today’s compliance standards.”
Granite has been doing various projects at TUS airport for more than a decade. The company has a role in approximately $300 million worth of projects, including the nearly completed DBB1 end-around taxiway to be used mostly by the Air National Guard. Granite’s work will play a critical role in airport safety as the new facilities will help eliminate possible confusion among the various users of the airport. The facilities are used not just by commercial airlines and the Guard, but also by contractors handling maintenance of airplanes as well as by other aviation support companies. CEG

Felling Trailers Opens New Powder Coat Paint Facility
Felling Trailers Inc. announced the opening of its new powder coat paint facility at 1525 Main St. S in Sauk Centre, Minn. The 92,000-sq.-ft. facility will speed up the throughput of trailers, as paint has historically been a bottle neck in the production process. The new facility will alleviate this issue with its higher output capacity.
This new facility will allow for application of a powder coat paint finish to trailers and components through an automated process utilizing GEMA Technology with a ThermaTron-X-Inc. (TTX) sensor trolley track system.

AGC: ‘Time to Rethink Way U.S. Educates, Prepares Workers’
In early September, the AGC presented a pretty bleak picture of “the flaws in the nation’s approach to preparing workers for construction careers.”
The association conducted a survey with Autodesk to give a comprehensive update on members’ experiences with staffing issues. AGC’s 11th annual workforce-related survey boils it down to a major problem that goes beyond simply workforce supply and demand.
Yes, the industry needs more people. But, said Ken Simonson, chief economist, it’s “time to rethink the way the nation educates and prepares workers.”
The IRA’s target is to electrify transportation and energy infrastructure that has historically run on fossil fuels. And while it will result in millions of new craft jobs well into the future, the challenge is to not only find craft workers, but skilled craftsmen and women.
More Than Just Warm Bodies
The Biden administration’s critics preach of the need to staunch labor shortages, but also train workers to take on potentially new and different careers.
“The demand for these types of skilled laborers and workers will outstrip the supply,” said Sanjay Patnaik, a director of the Brookings Institution.
The IRA’s low-carbon transition base is “shifting our economy from fossil fuels to electrification,” said Patnaik.
“That requires a trained workforce,” he added, in an interview with Politico’s energy news network.
While the climate legislation beefed up energy tax credits and rebates, what it didn’t do was provide for training for clean energy and affiliated workers.
In a “missed opportunity,” those programs were cut from the final bill, said Jason Walsh, executive director of labor and environmental organization BlueGreen Alliance.
“We won’t be able to make and build and power our way to a clean energy economy,” said Walsh.
We also won’t be able to “create a workforce that looks like America and achieves our equity goals,” he added.
That is, “unless we bring to bear intentional workforce strategies and the public investments to support them,” Walsh said.
One California contractor whose company installs EV charging stations is hurting for electricians and blames it on insufficient fed workforce development.
“Demand is happening so fast, it’s hard to find people that have actually installed charging stations before,” said Ariel Fan of GreenWealth Energy.
But electrical contractors association
NECA believes the aging construction workforce is setting the industry up for failure.
“Like a lot of other industries, we’re facing this upcoming retirement boom, with the baby boomers starting to retire,” Marco Giamberardino told Politico.
The senior vice president of government and public affairs added, “We’re putting a lot into the recruiting side to get young people into the trades.”
So are the feds, according to Politico. In fact, the White House is eyeing IRA tax credit bonuses as a contractor incentive to offer prevailing wages. The Biden administration also wants contractors to hire apprentices through project labor agreements with union organizations. And the DOE is requiring community benefit plans for grant and loan projects.
The benefit plans must be built around local workforce development and engagement with organized labor, reported Politico.
DOE is mitigating workforce shortage risks by encouraging investments in training and job quality, said Betony Jones, director, DOE office of energy jobs.
“We have a lot of untapped talent in this country — workers who are not participating in the labor market because they face barriers to employment,” she said. “As we make jobs more accessible to women, veterans, formerly incarcerated workers and others, employers will have an easier time filling open positions.”
The feds are in favor of unions’ training and apprenticeship programs, which they say are key to expanding the American workforce.
“This administration will continue to work with unions, educational institutions and industry to train Americans,” Robyn Patterson, White House spokesperson, told Politico. “But it’s up to companies to provide the wages, benefits and job quality necessary to retain and attract the talent they need.”
Industry: Fed Shares Burden
AGC believes efforts to not only attract craft workers but raise skills bar should be shared with the federal government.
“The biggest takeaway from this year’s
workforce survey is how much the nation is failing to prepare future workers for careers in fields like construction,” said Simonson. “Too often, the applicants who are available lack even the basic qualifications needed to be employable.”
The AGC’s survey found that, in fact, few candidates have the basic skills needed to work in high-paying construction careers.
As a result, contractors are forced to find new ways to keep pace with demand and factors undermining efforts to build infrastructure and other projects.
The association survey highlights those significant shortcomings in the nation’s approach to preparing entering construction workers. AGC reported that 85 percent of construction firms have open positions they are trying to fill, and 88 percent are having trouble filling at least some positions.
This is true particularly among the craft workforce that performs the bulk of onsite construction work, said the association.
“Largely similar results were reported by contractors that use exclusively union craft labor and by firms that operate as open-shop employers.”
It didn’t matter, either, if firms had $50 million or less in annual revenue or more than $500 million in revenue. Nor did the numbers differ by region.
The construction specialty, including highway and transportation projects, federal and heavy work, or utility infrastructure, made no difference.
Simonson noted one of the main reasons labor shortages are so severe is that most job candidates are not qualified to work in the industry. He considered the fact that 68 percent of firms report applicants lack the skills needed to work in construction “shocking.”
Simonson maintains workforce shortages are worsening supply chain disruptions and driving up the cost of much-needed construction materials.
“While these shortages have recently shown signs of abating, 65 percent of firms report projects have been delayed because of supply challenges,” he said.
Beyond experiencing supply bottlenecks, 61 percent of respondents said projects have been delayed because of labor shortages. Half said project owners canceled, postponed or scaled back jobs because of increasing costs. And, 22 percent of respondents said projects were impacted by extended completion deadlines or completion dates left up in the air.
The survey showed many construction firms are coping with or trying to overcome workforce shortages. In the past year, 81 percent have raised base pay rates; 44 percent provided incentives and bonuses; and 26 percent also improved benefits packages.
Firms are also getting more creative when
it comes to recruiting workers. Sixty-three percent of survey respondents have added online strategies. Strategies include using social media or targeted digital advertising to better connect with younger applicants.
Contractors also are increasing training investments to address the fact that many candidates lack the basic hard and soft skills needed to be successful.
Forty-one percent of respondents reported they are boosting spending on training and professional development programs. Some 25 percent are enhancing their online and video training capabilities and 14 percent are using AR and VR technology to better train workers.
“A career opportunity in construction should mean an opportunity to work with advanced technology and perform safe, meaningful work,” said Allison Scott of Autodesk. “As firms adopt more digital technologies and create stronger classroom and training pathways, we’ll begin to see a new generation enter the industry. Workers will be “equipped with the tools and skills to tackle construction’s largest challenges,” said Scott, director of customer experience & industry advocacy at Autodesk.
Light at the End of the Tunnel?
AGC said in virtually every community there are open construction positions that pay better than the average job and are vital to economic growth.
But, the association added, “too few schools offer classes in construction or even expose students to the opportunities that exist in the field.”
Public officials need to significantly boost investments in programs that expose students to the opportunities and skills needed for careers in construction.
This, in turn, will put more students on a path to professional and financial success and address the needs of local employers.
“Boosting funding for programs that expose students to skills in careers like construction will signal that there are multiple paths to success in life, and one is not better than another,” said Simonson.
AGC will continue its push for a narrowed education funding gap which they figure currently invests five times as much in encouraging a college education.
Simonson said that it will take years to rebuild the nation’s career and technical education. AGC is willing to do its part, he added.
“Combined with our other efforts to attract and retain workers, we are confident that investing in construction education will help solve worker shortages in this sector.” CEG

LiuGong North America has sold its first battery electric vehicle in the United States, the 856H-E MAX wheel loader, to the Los Angeles County Sanitation Districts.
Sanitation Districts officials said the purchase from Warrior Machinery, a LiuGong dealership based in Rialto, Calif., further demonstrates its commitment to protecting public health and the environment.
An early adopter of alternative-fueled vehicles, the sanitation district was given a chance to demo the machine earlier this year at its Joint Water Pollution Control Plant. Officials hope to secure additional funding by registering the electric vehicle with the California Air Resources Board’s Clean OffRoad Equipment Voucher Incentive Program (CORE).
While the sale marks the first in the United States, the 856H-E MAX already has a reputation for reliability in the field. As of October 2022, more than 2,000 electric wheel loaders operating in some of the world’s toughest conditions, with exponential growth in quantity expected thereafter.
Powering the 856H-E MAX is a 432kWh
large capacity lithium-ion phosphate battery from world-leading battery manufacturer CATL. The machine is capable of 10 hours of working time for light applications and 8 hours for heavy applications. It also features an Intelligent Battery Management System that could be fast charged in 90 minutes.
