Reconstructs Highway in Mojave Desert

Fisher Sand & Gravel Co. (FSGC), along with the California Department of Transportation (Caltrans), is nearing the completion of 50 mi. of new lanes in southern Inyo County via its Olancha-Cartago 4-Lane Project, a $134.8 million investment.

U.S. Highway 395 is a priority interregional highway in the Caltrans Interregional Transportation Strategic Plan, part of the National Network of truck routes, and included in the Caltrans Highway Freight Network.

“The highway is vital to the economy of the Eastern Sierra region and is one of five major recreational corridors identified for Southern California,” states the project web page.

Crews from Fisher Sand & Gravel Co. began construction on the last stretch (12.5-mi., postmile 29.2 to postmile 41.8) of U.S. Highway 395 last January, to update this section to two lanes in each direction with a 10-ft. shoulder on each side.

The overall project has been in development since 1998. FSGC submitted a winning bid of approximately $69.7 million and was awarded thecontractonAug.31,2021.Theproject’scompletion date is tentatively set for February 2024.

The work also includes the construction of new at-grade intersections and two new struc-

tures over the LosAngelesAqueduct.

“The new roadway will make travel safer for drivers through the towns of Olancha and Cartago with a four-lane divided highway,” said

Concrete Sector Continues to See Project Delays, Production Cut-Backs

The supply shortages hitting the cement and concrete sector are consistent with nationwide construction materials bottlenecks, but are more severe in certain parts of the country. The Portland CementAssociation (PCA) reports shortages in 18 states and attributes the issue to increases in global product demand and residential construction here at home.

Supply-chain issues have long plagued the construction industry, dating back to before the pandemic.

Increased global demand is another reason for shortages in both cement and concrete nationwide.

Cherokee Nation Utilizes Unique Bridge Construction

In Oklahoma, the Cherokee Nation is using a new and innovative method to replace a bridge on Bald Hill Road near the W.W. Keeler Tribal Complex that was damaged during catastrophic flooding last spring.

In a joint venture of Cherokee Nation Department of Transportation and Infrastructure and Cherokee County District 3, crews are utilizing a Fast Cast Bridge that open the vital community pathway that has been closed for the last five months.

“From our historic self-governance agreement with the United States to these kinds of innovative construction techniques, we are in a new era of progress in improving roads and bridges across the Cherokee Nation Reservation,” said Principal Chief Chuck Hoskin Jr.

This building method is a new approach that saves time by using steel forms constructed in a manufacturing facility as well as prefabricated beams.

“We are always looking for ways to expedite the construction process for road and bridge projects,” said Michael Lynn, executive director of the Cherokee Nation Department of Transportation and Infrastructure. “This innovative approach to constructing bridges was something that caught my eye recently and I felt that Bald Hill Road was a perfect location for the Fast Cast Bridge system. This system allows bridges to be built in weeks rather than months.”

The Fast Cast Bridge was delivered to the Bald Hill Road site in late August. The concrete was set to be placed to fill bridge walls and to create a deck and floor for the bridge.

“The community has had to use an alternate route, adding a 2.5-mile detour since the bridge failed in May,” said Andy Quetone, Cherokee Nation director of transportation.

“The Cherokee Nation Department of Transportation is excited about using a proven, innovative method to replace old and damaged bridges on our Reservation. This process will take bridge replacement from a usual 60- to 90-day repair or replacement to a few weeks, creating less disruption for citizens’lives and allowing for safer travel in a timelier manner.”

The Cherokee Nation is using the federal Tribal Transportation Program, part of the Federal-Aid Highway Program (FAHP) to fund the $700,000 project.

Texas Company to Repair Pipe From Massive Oil Spill

LOSANGELES (AP)ATexas oil company was granted permission to repair an underwater pipeline that ruptured off the coast of Southern California a year ago, spilled tens of thousands of gallons of crude and forced beaches and fisheries to close.

The U.S.Army Corps of Engineers granted the approval to Amplify Energy Corp., clearing the way to rebuild the aging pipeline that burst months after it was apparently weakened when it was snagged by the anchors of ships adrift in a storm.

The Oct. 1, 2021, rupture spilled approximately 25,000 gal. of oil into the Pacific Ocean, closed miles of beaches for a week, shuttered fisheries for months and coated birds and wetlands in oil.

Crews from the Houston-based company will rebuild the pipe running from an oil rig off Huntington Beach to tanks in Long Beach.

Amplify said the approval will allow it to remove and replace the damaged segments of pipe from the ocean floor.

It estimated the work would take up to a month after a barge is in place. If it passes a series of safety tests after being fixed, the company said it expected to begin operating in the first quarter of 2023.

Environmentalists who want the pipeline

shut down criticized the permit approval and renewed calls to put an end to offshore oil operations.

“The Biden administration just ramped up the risk of yet another ugly oil spill on California’s beautiful coast,” said Brady Bradshaw of the Center for Biological Diversity.

“Unfortunately, people living near offshore drilling infrastructure are all too famil-

iar with this abusive cycle of drill, spill, repeat.”

The environmental group sued the federal government for allowing the platform where the pipeline originated to operate under outdated plans that indicated the platform should have been decommissioned more than a decade ago. The lawsuit also said the Bureau of Ocean Energy Management failed to review and

require plan revisions, despite the spill.

Amplify contended that the spill wouldn’t have occurred if two ships hadn’t dragged their anchors across the pipeline and damaged it during a January 2021 storm. It said it wasn’t notified about the anchor snagging until after the spill.

While the size of the spill was not as bad as initially feared, U.S. prosecutors said the company should have been able to turn off the damaged line much sooner had it recognized the gravity of a series of leak-detection alarms over a 13hour period.

The first alarm sounded late on the afternoon of Oct. 1, 2021, but workers misinterpreted the cause, according to the federal plea agreement.

When the alarm sounded throughout the night, workers shut down the pipeline to investigate and then restarted it after deciding they were false alarms. That spewed more oil.

Future Is Now: Examining Industry’s PowerAlternatives

At the center of any construction alternative power discussion is diesel. Diesel remains the go-to power on job sites — according to the Diesel Technology Forum, 98 percent of construction’s energy use in the United States comes from diesel.

But with global initiatives under way to reduce carbon emissions to net zero by 2050, it’s up to construction industry manufacturers to find ways to lessen diesel’s carbon impact.Arange of solutions is being considered:

• Replacing the diesel engine altogether

• Reconfiguring the engine to run on lower-carbon fuels

• Making the diesel engine as efficient as possible

All will be necessary.

The challenges numerous. Unlike some sectors, construction doesn’t rely on a core piece of equipment, but rather on a vast fleet that ranges from mini excavators to massive off-highway trucks. And a job site can be anywhere from midtown Manhattan to rural Wyoming. This is why so many diesel alternatives are being offered, including electric, hydrogen, biodiesel and other biofuels.

Over the next decade or so, one (or more) of these alternatives will establish themselves as having the greatest long-term potential.

“What’s coming? The answer is probably all of them,” said Jeremy Harsin, construction market director at AEM member company Cummins. “The combination of duty cycle and available infrastructure is going to decide what wins out, but they’re probably all going to have their place in the world.”

Electric Has Arrived

Zero emissions, low noise, instant response, fewer components to break down, all on a platform that delivers the same breakout force of a diesel-powered unit — electric power sounds like a major win. That’s why much of the alternative power activity in construction has centered on electric, particularly in the compact equipment segment.

“Battery power density is increasing all the time and we’re seeing a number of different technologies that make better use of battery energy,” said Ray Gallant, vice president of product management and productiv-

ity at AEM member company Volvo Construction Equipment.

“Electric is happening now as machines are starting to be commercially available,” said Chris Sleight, managing director at AEM member Off-Highway Research. Although now quite expensive compared to their diesel counterparts, “at some point the economic argument will be there,” Sleight

The ones most critical to contractors are limited run-time-per-charge and recharging time.Although the electric charging infrastructure is the most developed of all alternative powers in the United States, today’s electric car owners still have range anxiety when they get into rural areas. Since many job sites aren’t even on the grid, many OEMs are selling chargers with their electric machines. Solar charging also is being examined.

And electric’s strong sustainability argument can break down when one gets to the

Impending Rise of Hydrogen

Current construction equipment prototypes use hydrogen in two ways: either as a fuel cell that charges a battery-electric machine or to fuel an internal combustion engine. In a hydrogen fuel cell, hydrogen and oxygen react to produce electricity, with water as its only by-product. In the second way, hydrogen is used as a direct engine fuel, much like diesel.

While hydrogen must be compressed and transported at low temperatures, “it’s a portable fuel so you can get it to where it’s

The United States also is likely to see Tier V emissions regulations by the end of the decade, Harsin said. California has already discussed enacting a Tier V regulation in 2024 with implementation to start in 2028.

Another consideration is the gradual retirement of construction’s aging fleet. Construction machines have a relatively long life; there are plenty of Tier III enginepowered machines still plugging away on job sites. Cat, for example, estimated the average age of its field population to be 11.3 years.

“There’s a lot of good work being done in the diesel space. It’s about lowering our emissions overall. Everything doesn’t have to be zero emission,” said Gallant. 

Recycling Today Events held its inaugural Scrap Expo at the Kentucky Exposition Fairgrounds in Louisville Sept. 13 to 14.The event, with an attendance of nearly 800, attracted scrap, recycling and demolition professionals from throughout the United States.

SENNEBOGEN Names VCES Tree Care Dealer of the Year

At a recent trade show, Constantino Lannes, president of SENNEBOGEN LLC, awarded David Hill, president of Volvo Construction Equipment & Services (VCES) based in Corona, Calif., with eight branches across the state, the SENNEBOGEN Tree Care Industry Dealer of the Year.

In late 2019, VCES began representing SENNEBOGEN’s tree care handling line.

“VCES’s customer focus enterprise coupled with SENNEBOGEN’s game changing tree care products and customer centric approach has resulted in a resounding success in this new but growing market,” said Lannes

VCES has been representing SENNEBOGEN material handlers since 2015 and expanding the representation to tree care seemed natural. Hill said that the success in California was a true partnership and the support of SENNEBOGEN LLC provided to launch this product was first class.

Gyru-StarAttachmentAllows ERC to Flow Material Easily

Gyru-Star West is the regional distributor for Gyru-Star screening buckets, a UK-based Star screening bucket attachment used for processing material like soil, compost or aggregates.

This screening bucket is unique in its design and can be fitted to equipment like excavators, wheeled or tracked loaders and skid steers.

There are currently more than 40 Gyru-Star dealers and distributors in various countries around the world, making the screeners accessible to a wide range of industries and environments, where the buckets may be used for various purposes. Shane Miller works for Earth Resources Corporation Inc. (ERC) located in Prescott Valley, Ariz. The company is a civil engineering firm specializing in (among many other construction specialties) residential underground work, commercial underground and commercial infrastructure and has realized the value of the Gyru-Star screening bucket firsthand.

Miller and the team at ERC first tried the Gyru-Star bucket back in October 2020 using a Gyru-Star GS 6-150HDX Star screening bucket on a short-term rental. Miller put the bucket to work in the Prescott area and tested it out on a pipeline project.

Gyru-Star has since adapted all new buckets in the HDX range to come with a stainless-steel floor. This upgrade was in part to the knowledge gained in the environment working in the damp loamy soil in the local region and Miller has been sold ever since.

ERC has now purchased a new GS 6-150HDX and are happy with the modifications. This modification, which is now standard across the range, assists in the flow of material through the bucket increasing efficiency and productivity.

Arizona Public Service (APS) is the largest electric utility corporation in Arizona and it requires that when doing electrical conduits, you must utilize native material. Essentially, by using the Gyru-Star attachment, contractors can screen native material onsite thus avoiding material import costs. Companies are not wasting time, money and ever increasing fuel expenditure by exporting material to an off site location to dumped in landfills. The Gyru-Star saves time and money by lessening the steps.

Crews Overcome Monsoon, Flood Issue On California Job

ger vehicles, and no passing is allowed, especially through the towns of Olancha and Cartago. To the north and south of this project, U.S. Highway 395 is a four-lane divided highway.”

The new lanes are west of Olancha and run through Cartago, on an alluvial fan at the base of the Sierra Nevada.

Equipment in Use

Construction, which is utilizing locally sourced materials, is progressing well based on Caltrans project updates. Crews placed rebar on the footing for the bridge abutments and wingwalls on the south side of the Los Angeles aqueduct back in July.

Crews utilized a Cat D10 bulldozer on the job. Standing almost 15-ft. tall and weighing more than 171,000 lbs., it is one of the primary machines used to clear the land for this project, alongside the smaller Cat D6 bulldozer. It is equipped with a 11.5-ft. wide blade in front and 4- to 5-ft. ripper shanks in the back. According to the contractor, it is a useful tool for dislodging granite boulders from the ground and pushing them, along with soil and other loose materials, into piles. This machine is shipped to job sites in three sections and must be assembled.

In August, bridge construction over the Los Angeles Aqueduct continued as part of the Olancha-Cartago 4-Lane Project in southern Inyo County. On the north side of the aqueduct, the alignment of the future lanes of U.S. Highway 395 meets with the connector approximately 1 mi. south of Pine Street in Cartago. The desert tortoise fence marks the edges of Caltrans Right of Way on both sides of the alignment.

Dealing With Flooding

Weather, especially seasonal heavy rains, is a concern.

“One challenge on this project is how to deal with flash flooding during monsoon season,” said Lingberg. “Since this project is in the Mojave Desert, monsoon season sometimes brings heavy rains to the area, which can cause flash flooding. Crews must be aware of the possibility of flash floods.”

Caltrans hosts a weekly virtual meeting involving multiple agencies to discuss the upcoming schedule and strategy, improving communication between agencies.

“Caltrans and Fisher Sand & Gravel crews have done a great job working together to overcome obstacles on this project”, remarked Deputy District Director of Engineering and Surveys Bryan Winzenread. “Everyone has joined forces to push this project forward and I am looking forward to the completion of this project tentatively scheduled for 2024.”

Work is scheduled Monday through Friday during normal business hours. The rock crusher runs Wednesday through Sunday, also during normal business hours.

Crews began scrubbing and clearing the land for the future lanes this past spring.

“The new alignment is being built on an alluvial fan peppered on the surface and deep into the soil with boulders and rocks,” said Lingberg. “There is a large amount of earthwork in this project. In one hill alone, crews will move 500,000 cubic yards of material using excavators, dump trucks and D6 bulldozers. Construction crews with Fisher Sand & Gravel have utilized Cat D10 and D6 bulldozers with large blades and 4-to-5 feet ripper shanks to scrub the land, loosen the soil and dislodge boulders scattered throughout the alluvium. scrubbed approximately six miles of the new northbound and southbound alignments stretching from the southern end of the project to approximately one mile south of Cartago.”

To take advantage of the natural material being excavated, FSGC set up an on-site temporary rock crusher and material plant.

“Before the boulders are taken to the rock crusher, they’re broken down to a more manageable size by a hydraulic hammer,” said Lingberg. “Utilizing local material in this way saves on trucking costs and reduces emissions. The rocks and boulders will provide crews with material to create roadway asphalt, drainage fill and roadway base. While the asphalt, drainage fill and roadway base will be produced on site, concrete will be trucked in

from Ridgecrest, a desert town in neighboring Kern County.”

An aqueduct supplying the city of LosAngeles with water transverses the new alignment of U.S. Highway 395 and will require the construction of bridges for both the northbound and southbound lanes.

“Crews have completed the bridge footings and wingwalls and abutment seats are in place,” said Lingberg. "Concrete girders for both bridges have been set into place using 100-foot cranes. There are 16 total girders that will span the aqueduct, eight on each bridge. Each girder contains rebar and 24 pre-tensioned cables to create a negative camber. Deck construction is scheduled to begin in September 2022.”

This is an equipment-driven project and there are 134 vehicles, machines and holding tanks, from pickups to dump trucks and bulldozers. Some of the heavy machinery used on the project include: a Cat 349L excavator with thumb, a BOMAG BMP-8500 compactor, Cat loaders — a 982M and a 966M, a Cat H180DS rock hammer, a Cat 349F track excavator, a Cat 349FLtrack excavator, a VolvoA60F rock truck, a Cat D10T2 bulldozer, a Cat D6 bulldozer, a Cat 420xe backhoe, a Volvo A40g 8k water truck, and a Case 580N backhoe.

U.S. Highway 395 is a priority interregional highway in the Caltrans Interregional Transportation Strategic Plan, part of the National Network of truck routes, and included in the Caltrans Highway Freight Network.

The work also includes the construction of new at-grade intersections and two new structures over the Los Angeles Aqueduct.

Keeter Trucking & Excavating’s Innovative Fuel Solution

Ben Keeter operates two businesses in the Boulder, Colo., area: Keeter Trucking & Excavating, which includes work for individual homeowners to large commercial projects, and Hogan/Keeter — a company that recycles concrete, asphalt and screened pit run and turns it into a variety of decorative materials.

“I like being hands on myself, so though we’ve explored going larger, we’ve decided to stay somewhat small,” Keeter said.

“We’ve got a total of 25 employees between the two companies, and it simplifies things. We do jobs that we enjoy and work for people that are good to work for. We’ve been here since 1957, and we’ve got a list of long-time customers. We’re very cautious that we don’t overload ourselves because we always want to take care of those customers who keep coming back.”

Running two diverse businesses that rely on diesel-powered earthmoving equipment — some on job sites, some anchored in a central location — requires a solid fleet management strategy. He owns several Caterpillar excavators, including 305s, 325s, and is in the process of adding additional machines. He owns a Caterpillar D8 dozer, several skid steers, dump trucks, side dumps, a low boy truck and more.

When Keeter was in the market for a new fueling solution for all of his heavy equipment, he researched Thunder Creek Equipment’s MTT 690 — a “multi-tank” fuel trailer that allows business owners and fleet managers to haul bulk diesel to their equipment and job sites without requiring a CDL or HAZMAT endorsement. This is made possible by isolating diesel in four, six or eight separate 115-gal., DOTcompliant non-bulk tanks.

Tanks are joined by a manifold to a common pump, creating complete isolation during transport and controlled dispensing of fuel at the job site. “Because of the way that the MTT 690 is designed, we can do these things without having a special license for our employees to pull it to a job and fuel equipment. It’s becoming more difficult to find employees willing to get a CDL or a hazmat license, so this is a great solution that everybody understands and can operate.”

Keeter has owned the MTT 690 for four years. In that time, his crew has occasionally had questions or a need for parts — he said the customer service at Thunder Creek is top notch.

“We save hours upon hours a week with our fueling and greasing and everything with this unit. One guy can be fueling, one guy can be greasing, and it just makes our week more efficient,” Keeter said. “I think that the Thunder Creek trailer would fit just about any operation. NTEAReleases Manufacturers’Shipments Survey Report

NTEA’s newly released Annual Manufacturers’ Shipments Survey (AMSS) Report (23rd edition) indicates the 2021 bounce out of the 2020 recession led to a truck equipment industry increase of 16.2 percent in terms of dollar value shipped, after — 15.8 percent growth in 2020.

This publication, featuring 2021 data, enables the industry to estimate market size by dollars and units for 76 product lines. NTEA collects and evaluates aggregate results based on data submitted from 92 participating companies. The resulting report offers directional guidance to help commercial vehicle manufacturers and distributors assess business performance.

Consistent with historic results is significant variation in product line growth rates. Most were up for the year, but some declined. In unit terms, there were more decreases, which is reflective of chassis availability and supply chain issues.

“This report continues to serve as an important business planning tool for the commercial vehicle community,” said Steve Latin-Kasper, NTEAsenior director of market data and research.

“AMSS data contributes to the accuracy ofindustrymarketsegmentanalysisbymaking it possible to understand how various data sets are connected to each other, and

also contributes to an understanding of market size and how product markets and the total industry change over time.”

Tsurumi America Appoints Michelle Ciric as Its New Operations Manager

Tsurumi Pump announced Michelle Ciric as its new operations manager of North America.

Ciric comes to Tsurumi with 10 years of experience in distribution, warehouse and supply chain operations. She also has considerable experience in managing staff, which will add tremendous help as Tsurumi is at a time of fast growth and expansion, the company said.

Soil Connect Celebrates Launch of Digital Storefronts

Soil Connect, an award-winning online soil and aggregates marketplace, recently celebrated the launch of its digital storefronts with a pair of events in Indianapolis.

Visitors from the Builders Association of Greater Indianapolis (BAGI), customers and colleagues of Brandeis Equipment, and a host of construction tech companies were on hand to celebrate the launch of the QuickStart program.

In addition to the digital storefronts, the site allows users to create posts that they have soil, aggregates and other building supplies, or that they are looking for the same. Soil Connect allows users to create local connections and work more efficiently.

By all accounts the QuickStart pro-

gram was a huge success — in addition to the digital storefronts claimed, Soil Connect saw a 2,000 percent increase in posts, the company said.

“It was great to see so many customers in Indianapolis and celebrate the first of many regional QuickStart events,” said Soil Connect Founder Cliff Fetner. “The huge increase in volume is a testament to the viability of the platform, and the need for this tool in the industry. We are already planning the next event in Columbus, Ohio, on Sept. 21.”

For Veteran’s Day, Western Products auctions a custom, one-of-a-kind military plow with all the proceeds benefitting Camp Hometown Heroes, an area nonprofit, which hosts free week-long overnight summer camps for children and siblings of fallen U.S. service members. Last year saw two parties battling back and forth for the custom plow on auction.

“We were able to settle on a bid that both parties accepted, allowing us to donate more than $20,000 to Camp Hometown Heroes. This was our largest donation to date,” said McArdle. “This year, we will be auctioning off an 8-ft. Western Piledriver. The auction will end on Veteran’s Day in November, so watch our Facebook page for all the details.”

PCA Reports Cement Shortages Affecting 18 States

But the concrete market in particular has been hit hard as a result of several factors.

Today, cement mix is in short supply creating problems reported in areas such as northeast Indiana and northwest Ohio

Some contractors are estimating double the cost of completing projects while others report delays in scheduling that mean the loss of state funding.

No Signs of Letting Up

According to a report by wpta21.com the shortage is causing backups for contractors relying on concrete mixers to make the concrete.

The mixers are limited in how much product they can supply for lack of ingredients.

“The concrete shortage is showing no signs of letting up anytime soon,” reported the Indiana television station.

That situation is causing continued delays for both major local construction projects and home improvements.

In Evanston, Ill., Kelvin Co. owners Paul and Kimberly Boynton report that increasing demand for concrete, coupled with the supply chain issues, have affected their business.

They told Evanston RoundTable that a local IUOE strike this summer slowed down work all over the Chicago area, including their customer territory.

A built-up demand for concrete on priority highway projects has hit an already-sluggish supply chain and forced suppliers to cut production.

Kelvin’s concrete supplier Ozinga served notice it had to close plants on Saturdays.

By late summer, the plant had started taking fewer orders and limited the amount of concrete customers could order.

“We need to pump the brakes in order not to put ourselves in a position of running out of material mid-pour,” Justin Ozinga said.

Companies in the Louisville, Ky., area were struggling to get enough cement this summer.

Ron Hartman, vice president of sales of Ernst Concrete, told wdrb.com that the Louisville area was facing challenges in acquiring the material.

“Cement is the one thing you’ve got to have to make concrete,” said Hartman, vice president of sales. “There’s only so much of it being made right now, and the current demand is pushing supply to its limits.”

He said though the situation was serious, Ernst was not hit as hard as other companies.

“In our area, the issue is mainly due to one of the cement suppliers having a breakdown,” he reported back in May. “It’s caused issues with the people that were buying directly from them.”

Ernst is in a situation “where our suppliers are able to keep up with their commitments to us, which has allowed us to keep up with our commitments to our customers,” said Hartman.

He said his company has been able to keep up with demand but has been put on allocation. Patience is key.

“You may not get what you want when you want, but you are going to get it,” he said. “And that is the main thing right now. Just be patient, work with us and everybody in the industry. All the other producers are doing their best to work with everyone else.”

But other contractors expressed frustration in simply lining up jobs.

crete,” said Miguel Hernandez, referring to residential pours.

“Not much we can do without a foundation, that’s for sure,” Billy Doelker, owner of Key Homes, told wdrb. “We’re being told there’s a cement shortage. Some concrete suppliers seem to be having more issues with it than others.”

He said historically, contractors could call today and get cement delivered the next day.

This summer, local contractors were having to schedule delivers five and six days out at a time.

Doelker said he was told to expect the situation to remain for the rest of 2022, but the local industry is hopeful things will turn around before then.

“This isn’t going to last forever,” Hartman said. “Hopefully, it is short-term, and everybody’s doing their best to get everything going again.”

In Woodfield, Ohio, Amy Zwick, county engineer, met with commissioners in early September to discuss delays in a county road project because of higher material and fuel costs.

The timesleaderonline.com reported that among bids received for the project was one set at 55 percent above the original estimate due to cost increases in fuel, asphalt and cement.

She said three stabilization projects were subject to delays because of the shortage.

“The biggest driving factor we think is cement shortage,” said Zwick. “So, cement producers are prioritizing readymix plants and any cement they are able to produce and ship are going to ready-mix plants first.”

As a result of the bid amount and the lack of funds to cover it, the county road project was not awarded.

Nationwide Problem

This summer, it was predicted that cement shortages would delay road projects nationwide.

“Traditionally, concrete is fairly easy to line up on a project,” said Kyle Althoff, director of construction of Quality Concrete, Fargo, N.D.

But the traditionally easy-to-schedule task has been difficult this entire construction season.

“Cancel pours, move them back, the schedule just kind of keeps walking in the wrong direction,” he told inforum.com, and the delays are affecting projects.

The delays are what they are, said Dave Grausam, vice

president of Kost Materials, who expects concrete paving projects along I-29 to take longer to complete.

Grausam admitted that the company is “burning” through its backup cement supplies this summer, and said he fully expects slow-downs. “It will get done, but there will be delays.”

He expects the cement shortage to start improving a little less than a year from now.

The PCA identified 18 states experiencing a short supply of cement, necessary to make concrete.

The shortages are forcing builders to scramble to be keep projects on schedule.

Edward Sullivan, vice president of economic research of the PCA said that the shortages are being felt “from Massachusetts to Florida with the exception of Pennsylvania, New Jersey and Delaware.”

The widening swatch stretches as far west as the Mississippi River, “touching Alabama, Mississippi and Louisiana,” he added. “California and Nevada are also affected.”

Sullivan said in a Builder.com article all this must be looked at in the context of a strong economy.

“We assume the supply-chain improvement will be sticky. There are so many factors in place that that improvement will be relatively slow.”

He believes product demand will likely improve, “which implies inventories will remain lean.”

Right now, though, “about 43 percent of the major areas of U.S. consumption are under shortage conditions,” Sullivan said. “Each one of the areas impacted has shown an increase in demand or a heavy reliance on imports.”

Ongoing supply issues have builders exploring alternative strategies, including ordering early.

“We are having to order concrete 16 to 18 days in advance, when two to three days is typical,” said Tony Fitzgerald, vice president of purchasing of Morrison Homes.

“And concrete block orders have to be made eight days in advance of need.”

Fitzgerald is working to establish a new foreign supply for his concrete suppliers.

“The material is available, it is a matter of obtaining the ships,” he said.

Consider Prefab

Traditional onsite construction methods have established processes and systems throughout the industry, but delays and price surges have plagued the conventional building approach.

“Contractors can significantly reduce costs and speed up their project timelines by trying innovative construction techniques, like offsite construction,” said One-Key.

Prefabricated construction methods in which project components are mass-produced, assembled and transported to the building site, offer immense potential for the current situation.

The process maximizes the use of materials by minimizing waste and reducing prices.

Offsite assembly, especially for mass-produced components, is quick and streamlined without the delays caused by inclement weather.

Positive real-world results from prefabricated construction indicate that contractors could offer lower prices and faster turnaround times by utilizing prefab construction.

This is especially beneficial when used in conjunction with tools like building information modeling.
