OHLA Converting Expressway Into Freeway
By Irwin Rapoport CEG CORRESPONDENT
OHLA USA Inc. began work on Phase 1 of the California Department of Transportation’s (Caltrans) SR-71 Expressway to Freeway Conversion Project in spring 2021 and crews are hard at work to deliver it by summer 2025.
The $174.544 million project, taking place in the city of Pomona, covers
2.7 mi. between SR 71/I-10 interchange (Mission Boulevard) and the Los Angeles/San Bernardino County Line.
Phase 2 of the project, the North Segment, covers the area from the SR 71/I-10 interchange to Mission Boulevard. Construction is expected to begin next spring, with a completion in spring 2027.

In mid-August, the White House issued final guidance on the controversial Build America Buy America Act (BABA). President Joe Biden aims to bolster the economy “from the middle down and the bottom up.” With some exceptions, the word to the construction industry is to use American-made materials built by American workers.
“It’s transforming our country for the better,” said Livia Shmavonian, director of the federal Made in America office. see BABA page 30

Terex Names Texas Technician Tops Among Competition
After a summer of regional competitions, Terex Equipment Services announced the champion of its national technician competition.
First Place winner Jorge Rocha, from the Terex Service Center in Burleson, Texas, said that being open minded and ready to learn new things is essential to a successful career as a heavy equipment mechanic. He has been with Terex for 19 years.
Of the 12 technicians that competed at the regional level, four advanced to the finals held in August at Terex Utilities headquarters in Watertown, S.D. Their experience in the industry ranged from six to 31 years. They each got their start in a variety of ways — working with backhoes, car haulers and concrete mixers with skills in electronics and hydraulics.
Doug Shaw, representing the Waukesha, Wis., branch, placed second in the competition, and Monte Stemwedel from the Phoenix, Ariz., Service Center finished third. Morgan Harris, a field service technician from Castle Rock, Wash., was the fourth finalist but was unable to compete in the champion round.
Harris, who has only been in the industry six years — three of those with Terex, said, “Working for Terex as a field mechanic will
change your life — from flexible schedule to money to be earned.”
Terex Equipment Services technicians are skilled at inspecting, diagnosing and repairing any brand of aerial lift, mobile elevating work platform, digger derrick, crane, telehandler and related equipment.
“We launched the Terex Tech Rodeo this year as a way to showcase our highly skilled workforce, and to create an opportunity to build camaraderie among our team members,” said Cody Curran, training specialist. In addition to his skills as a technician, Rocha enjoys fabricating non-structural items that are needed for a current job but that may not be available in a timely fashion.
“As a mechanic, you don’t have all the answers to solve daily tasks, but as a technician, we have to be willing to acquire knowledge from different sources and people” to work through the problems, said Rocha.
The regional contest involved conducting an annual inspection of a Genie scissor lift. During the final competition, each service technician performed an annual inspection and function testing of a digger derrick and chassis. Rodeo officials planted nine defects. In all, there were 119 inspection items. Technicians were scored on finding
defects that relate to the manufacturer specifications and the accuracy of their report, with clear notations referenced.
“The most highly-skilled tech will find defects that an untrained tech won’t find, but also has the ability to clearly communicate defects to customers through a well-documented inspection report,” said Curran.
The 1st, 2nd and 3rd place winners received cash and other prizes. Kudzu Health+Safety donated $500 to the firstplace winner and Cintas Uniform Services donated a $200 yeti cooler to 2nd place. Terex gave cash prizes to all three place winners, and Rocha will get a trip to The Utility Expo in September in Louisville, Ky.

SBM’s Impact Crusher Moves Autonomous Crushing Forward
For years now, the Austrian processing specialist SBM Mineral Processing has been one of the technology leaders in economical hybrid drives and intelligent, interactive process controls for track-mounted crushing plants.
Using the platform of its new REMAX 600 impact crusher, SBM is now taking the decisive step further towards “autonomous crushing”.
Due to worldwide access to specially developed, database-based IT solutions, the plant will for the first time independently analyze feed material and production grain sizes, optimize its own operation in real time, and thus support operators and machine operators from project planning to actual operation and predictive maintenance, the company said.
The track-mounted impact crusher REMAX 600 has impressive values: 55 in. wide impact crusher for feed sizes up to 39 in., up to 600 tph production capacity with a compact 130,000 to 175,000 lbs. total weight depending on the equipment and up to five high-quality fractions in one pass due to triple air classification and highly efficient magnetic separation.
At the Munich show in late October, first customers opted for the high-performance plant. First deliveries are planned from middle of this year.
The new plant serves as a technology platform for the globally first fully automatic production monitoring and control that SBM is currently developing in close co-operation with researchers of the Montan University Leoben, Styria.
Based upon an innovative sensor system and video technology, powerful communication and IT networks, as well as technological innovations such as the automatic gap adjustment, “artificial intelligence” finds its way into mobile processing technique for the very first time.
In large-scale test runs with REMAX 600 all relevant system components will be optimized under practical conditions in the coming year. According to estimates the runs will be completed and market maturity of the autonomous technology that also can be transferred to other power classes will be reached in about 2024.
Human/Machine Freshly Thought
The ambitious R&D project “Autonomous Crushing” with interdisciplinary teams consisting of members of the renowned Leoben Chair of Mineral Processing and SBM research departments has been running for more than two years. It is the task and the aim of this project to make the decisive step from today’s already extensively monitored and in the interaction of all process steps optimized crushing to autonomous fully-automated production by means of “intelligent” self-learning mobile crushers.
In the already well-advanced project, the machine independently assesses feed material and final products via sen-
sors and camera systems, registers even better than before the load conditions of crusher and conveyor equipment, and optimizes all separation processes down to overbelt magnetic separators and wind sifters, the manufacturer said.
The sophisticated SBM control system CRUSH CONTROL validates all operating conditions and material properties in real-time and sends the values to the SBM headquarters via cloud. A “digital twin” compiled there matches the real machine data with thousands of stored reference data coming from 1:1 quality testing, laboratory tests and computer simulations (rock properties, grain-size distribution curves, particle shapes, etc.). The hence determined optimization potentials are sent back to the machine control system, and this allows for immediate and permanent adaptation of all process steps on site without any stoppages.
According to SBM, autonomous crushing shall considerably support and relieve users and operators: Based upon specific data the plant can be configurated to exactly meet the requirements by selecting the right screening equipment already before the plant is relocated or the feed materials are changed. By means of an interactive menu control even inexperienced operators can precisely adjust the production process — depending on whether maximum output, minimum fuel consumption (“eco mode”) or quantity-optimized production of certain valuable grain sizes are required, the
manufacturer said.
The newly integrated tool monitoring in the impact crusher is another benefit as it counteracts shortfalls in quality due to wear during production, and also provides key support for preventive maintenance.
New Benchmark for Productive Mobile Crushing
Even without “AI inside” the performance data of the new flagship of the SBM REMAX series are very impressive: With the 600 t/h-capacity of its impact crusher 13/14/4 with 55 x 39 in. inlet opening, the transport-friendly dimensions of max. 72 x 11.5 x 12.5 ft. (l x w x w) and a total weight of 130,000 to 175,000 lbs. only, this crusher defines a completely new power segment in mobile crushing, the manufacturer said.
REMAX 600 offers a complete package of standard equipment plus options that assure high added value due to providing a multitude of premium-quality final aggregate fractions. In addition to the serial pre-screening via a double-deck circular vibratory screen, there are three optional secondary circular vibratory product screens (1-, 2-, 3-decks) all facilitating recirculation of oversize material, and highly cantilevering discharge conveyors for large product stockpiles.
Even fully equipped, the plant allows transportation in one piece and short set-up times (approx. 45 to 60 minutes) with no further auxiliary means even in one-man operation. According to SBM, this is unique in this mobile market segment.
As with all mobile plants made by SBM, the consumption-optimized diesel-electric “hybrid” drive also is a decisive argument for REMAX 600: A compact unit comprising a 15-liter Cummins turbodiesel (Tier iv final) and 520-kVa generator powers all electric drives — from the 250-kW strong electric motor of the crusher through the complete conveying and screening equipment to the two electrically driven hydraulic units of chassis and working hydraulics system.
The high-torque drive system convinces with permanently low speeds, which results in addition to low environmental impacts especially in a documented favorable average fuel consumption of 10.5 gal/h even with high utilization of all ancillary components.
As all hybrid electrified SBM Mobiles, the REMAX 600 offers in specific market regions an optional all-electric grid operation. Once activated, all plant features and functions remain available, while considerably reducing on-site emissions (exhaust fumes, noise) and bringing energy savings to new levels compared to other only partially electrified hybrid concepts on the market.

Cat MH3050 Material Handler
Offers Performance, Comfort
The new Cat MH3050 material handler further expands the Cat material handler lineup and offerings for industrial applications.
The MH3050 provides enhanced performance, reliability and premium cab comfort. The advanced electrohydraulic system optimizes the balance of power and efficiency, improving cycle times to handle more material in the same amount of time, improving profit potential, the manufacturer said.
This Next Generation material handler is powered by the Cat C9.3B engine, capable of operating on up to B20 biodiesel. Meeting EU Stage V and U.S. EPA Tier IV Final emissions standards, the engine’s maintenancefree aftertreatment system lowers operating costs and maximizes machine uptime.
Fine-tune power requirements to the task at hand with the choice between Power, Smart and Economy modes, lowering fuel consumption without sacrificing machine performance.
Boom and stick offerings combine to provide up to 59 ft. 3 in. of reach, allowing operators to move more material without repositioning the machine. The MH3050 also offers high swing torque to quickly move material. Allowing the boom to freely travel up and down without using pump flow, standard SmartBoom allows the operator to focus on stick and grapple control for a more fuel-efficient cycle.
A range of attachments are available increasing operating flexibility, and an optional 25 kW generator is available ex-factory for magnet applications.
Technology
Standard technologies on the Cat MH3050 material handler elevate operating protection. E-fence prevents the machine from moving outside operator defined envelopes, while Cab Avoidance stops any potential contact between the attachment and cab.
Cat Payload helps to achieve precise load targets to improve operating efficiency. Pick up a load of material — with grapple and clamshell attachments and get a real-time weight estimate without swinging. By requiring a PIN code to start the engine, Operator ID inhibits the machine from unauthorized operation.
Designed for Safe Operation
Large tempered glass windows with small pillars on the reengineered cab design enhance all-around visibility and operating safety. Standard right-side and rearview
cameras, with the option to upgrade to 360degree vision, display video feed on the large in-cab touchscreen monitor to further enhance work area visibility. Thick, laminated, high-impact and impact-resistant windshields and roof windows meet EN356, P8B and P5A standards. The machine also is equipped with 1800-lumen LED lights on the chassis, boom, and stick, offering greater safety and full visibility while operating in the dark.
A ground-level shutoff switch stops all fuel to the engine and shuts down the machine. Standard boom and stick lowering check valves prevent reverse oil flow in the event of unexpected loss of hydraulic pressure, always keeping the front linkage securely in place. Various cab access options provide easy, safe, and quick access to the upper service area.
Reimagined Comfort
The MH3050 comes standard with a premium cab, featuring joystick steering to eliminate the steering column and improve forward visibility, legroom and ease of cab entry. All controls are conveniently positioned in front of and within easy reach of the operator to avoid unnecessary movements. A large, 10-in. high-resolution touchscreen monitor with jog-dial offers easy navigation of the intuitive operator controls. To get started easily every day, the machine automatically recalls joystick settings based on the Operator ID. The hydraulic cab riser with new dampening system improves allaround visibility and provides cushion from external vibrations.

Vermeer Reimagines Design of Horizontal Grinders On HG4000
The next generation of Vermeer horizontal grinders reimagines how these popular machines are designed, built and operated. What sets them apart? Operator control, grinding efficiency, ease of maintenance and engine performance — and so much more.
The HG4000 horizontal grinder is the first to be reimagined, designed to process everything from green waste to pallets and scrap lumber.
“The HG4000 builds on the legacy of Vermeer horizontal grinders that are known for efficiently processing logs and other organic matter into valuable end products,” said Jeff Bradley, Vermeer recycling and forestry product manager. “We are keeping what operators love most about these machines, while adding performance features that will translate to maximized productivity on the job site.”
Grind Efficiently
The Vermeer HG4000 horizontal grinder delivers the ability to process maximum material while minimizing potential damage from contaminants. This helps maximize productivity and improve the quality of the end products.
Spend more time feeding and less time adjusting settings with the intelligent feed
system on the HG4000. Able to autonomously monitor engine speed and optimize feed speeds, it adjusts to best use available horsepower. Minimize the need to manipulate large materials with a large 42-in. by 60-in. feed opening and robust infeed sidewalls that allow operators to feed whole trees and other large material with minimal restriction.
The feed roller is equipped with more aggressive teeth than its predecessor. Coupled with down pressure, this allows the machine to pull in hard-tofeed material and helps prevent blockages, which minimizes the need for operator interaction with material. Infeed table sidewalls provide optimal visibility to material in the infeed.
In addition to optimizing the feed rate, grinders need the capability to help protect themselves from metal contaminants mixed with the incoming materials.
An optional Damage Defense system for the HG4000 detects certain metal contaminants prior to processing to help protect machine components. If the mill encounters
certain metal contaminants while grinding, the Damage Defense system will automatically initiate the shutdown process. The system will reduce the likelihood of metal being pulled into the mill by immediately reversing the feed system, helping prevent significant damage to the grinder.
An optional cross band magnet minimizes ferrous metals in the end product by pulling metal from the conveyor after the material has gone through the machine.
A dependable engine backed by global support increases the power output compared to the previous generation HG4000. A 536-hp (399.7-kW) CAT C13B engine provides energy to process difficult material.
Maintain Control
Technological features enhance operator control both on the machine and in the loader cab. A full-function, wireless remote allows operators to control grinder functions from up to 300 ft. away. This allows the operator to adjust machine settings from the cab of the loading machine. This includes control of the infeed settings, engine droop, conveyor height and more. An on-machine 7-in. touchscreen display also allows you to view real-time machine diagnostics.

Superior Industries Reveals Chevron Wing Pulley New Look
Superior Industries Inc., a manufacturer and global supplier of bulk material processing and handling systems, revealed a new look for its well-known Chevron Wing Pulley at ConExpo-Con/AGG 2023.
The CEMA-rated model is now designed and manufactured without a rounded cap on the wings.
“Users are going to get the same benefits of the original design, but the CEMA class gets a bit of a price reduction without that rounded bar,” said Mary Erholz, vice president of marketing and conveying product manager at Superior. “It’s also going to increase the service life of Chevron Pulleys, since the bare wings offer so much more wearable material.”
The v-shaped Chevron Pulley revolutionized expectations for wing performance after being invented by Superior in 2007. Traditional straight wing pulleys were always prone to trapping material, bending prematurely and notorious for damaging conveyor belting, according to Superior.
The Chevron Pulley’s benefits:
• Deflects oncoming fugitive material
• Fewer rocks trapped between wings
• No trapped rocks to puncture belting
• Constant contact between pulley and belt reduces noise
• Less abusive to belt splices and clips
CEMA Duty Chevron Pulleys are manufactured in diameters up to 36-in. and face widths up to 78-in. Mine Duty, Super Duty and custom engineered classes also are available.

What’s Being Built
Thus far, OHLA USA has completed Stage 1 of the roadway jointed plain concrete pavement (JPCP) roadway project, which included demolition of existing AC/JPCP, excavation and backfill of base, placement/revisions to existing drainage systems and placement of new JPCP.
“The construction of three of the requisite six retaining walls is ongoing,” said Jason Goldsbrough, OHLA’s senior project manager. “The three walls are more than 75 percent complete. Also underway is the construction of a double concrete box culvert and shoring for an 800-foot-long single box culvert. Additionally, workers are performing drainage system construction under the highway and alongside the retaining wall. The drainage system work is about 40 percent complete.”
Adverse weather impacted the construction site.
A major challenge was performing work while dealing with excessive precipitation — an increase of 200 percent over the norm — proved to be extremely challenging over a four month period from December 2022 to March 2023, Goldsbrough said.
“Teamwork and great cooperation from all project participants enabled OHLA USA to manage this issue. The dry summer allowed the team to make up for any lost time from the winter months of rain,” he said.
“The work is progressing well and the project is on schedule and on budget,” he added. “It is a tight work zone. To increase safety reliability for all project stakeholders, OHLA USA’s General Civil Superintendent Bill Schaible devised the solution to restage work activities to create more workspace along the highway. Once the plan was finalized and presented, we worked with Caltrans to execute this modification, which proved to be quite an accomplishment and an improvement over the original plan. The restaging improves safety for our workers and traffic flow for motorists.”
The resequencing of activities resulted in a change of the work schedule from mostly working at night to performing 80 percent of the work during daytime hours.
“We have a lot of talented team members, both within our tradecraft and on our management teams,” said Goldsbrough. “Our seasoned crew and OHLA USA project staff work hand-in-hand and are thoroughly supported by our safety and environmental team members.”
All existing roadway concrete/AC pavement, median barriers, traffic signage and underground drainage are being demolished.
“This is being replaced with new grading, pavement, signs and drainage,” said Goldsbrough. “Earthwork operations will generate approximately 275,000 yards of excavation and backfill.”
New concrete lanes are being constructed, along with a concrete/asphalt median.
“Surface drainage for water tied into a new and existing underground system,” said Goldsbrough. “The system helps channel rainwater off the roadway to prevent accumulation that could lead to dangerous driving conditions.”
The work is equipment-driven, with operators using scrapers, backhoes, excavators and other standard pieces.
The equipment includes two Cat 335 excavators, a hydraulic muncher, a Cat 930 wheel loader, a Cat D6 dozer, Cat 308 and 306 mini-excavators, a John Deere 210L skip loader, an 84-in. roller single drum, three Cat 10k forklifts, a RP moss 450 BH, two walk behinds, a 10K water tower, a radar board, a light plant and a GB 315 excavator.
Goldsbrough’s team includes Operations Manager Joseba Obeso, General Superintendent Bill Schaible, Assistant Project Manager Farid Azar, Concrete Structures Superintendent Lalo Romero, Project Engineer Matthew Navar and Safety Director Sean Young.
“The team works together exceptionally well,” said Goldsbrough. “Weekly meetings take place that create an environment for sharing ideas to improve operations.”
Peak days have 50 plus OHLA and subcontractor personnel on-site. The subcontractors are Aldridge, All American Asphalt, Barney Hole Digging Service, BC Traffic, CGO Construction Company, Condon-Johnson & Associates, Cooper Engineering, Crown Fence, Dees Burke Engineering, Don H. Mahaffey Drilling CO., F3 & Associates, Hot Line Construction, Korpi Cannon Engineering, L. Johnson Construction, Maneri Traffic Control, Marina, Next Century Rebar, RE Mason and the The Quality Firm.
Excavation and demolition activities will generate 19,300 tons of asphalt, 131,900 yds. of concrete and 4,333,700 lbs. of reinforced steel.
“All concrete will be recycled, crushed and screened and will be reused as backfill to avoid waste,” said Goldsbrough.
The amounts of new materials that will be brought in have not been finalized.
OHLA takes maintenance seriously.
“Repairs happen all the time and issues are typically handled the same day,” said Goldsbrough. “We have an in-house mechanic who is available the same day/night.”
OHLA purchases and rents equipment from several California dealerships, including Porter Equipment LLC in Santa Fe Springs; Quinn Company in El Monte; Otay Mesa Sales in Colton; GB Equipment in Riverside; Herc Rentals in Irwindale; and Statewide Traffic in Anaheim.
“All rental companies are super helpful and are very responsive to OHLA USA’s needs,” said Goldsbrough. “We maintain good relationships with the dealerships primarily through good communication. Whenever there are issues, we are in contact with the dealership immediately.”
Project Background
“SR-71 is a major regional highway transportation facility traversing parts of Los Angeles, San Bernardino, and Riverside County,” said Samantha Teves, a Caltrans public information officer, District 7. “It is a connecting link for major east-west corridors passing through the area and serves as an inland passageway for interregional travel between San Diego and the eastern portion of the Los Angeles area. The addition of the HOV lane will ensure that people are moving in a multi-modal way and reduce emissions to tackle climate change.
“With $43 million in SB-1 funding, this addresses a backlog of repairs and upgrades, while ensuring a cleaner and more sustainable travel network for the future,” she added. “More importantly, this project commits to the direction of equity and comes with improving and expanding community partnerships, especially in underserved communities. These improvements will restore the facility and improve ride quality by rehabilitating the existing pavement with a pavement structure that will provide a service of 40 years for lane replacement and five to 10 years for slab replacement.”
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, is investing approximately $5 billion per-year to fix roads, freeways and bridges in communities across California, as well as strategically investing in transit.
75 percent complete.
OHLA USA has completed Stage 1 of the roadway jointed plain concrete pavement (JPCP) roadway project, which included demolition of existing AC/JPCP, excavation and backfill of base, placement/revisions to existing drainage systems and placement of new JPCP.
“To date, Caltrans has completed more than 100 SB 1 highway projects with nearly another 500 projects currently in the works statewide and many more to come after that,” states the project web page. “This includes repairing or replacing 115 bridges and paving nearly 1,500 lane miles of the state highway system in the coming years.” CEG

BABA Also Sets Procedures for Requesting Waivers
The rules, she said, will reach “communities in every corner of the United States, including those that have too often been left behind.”
ARTBA is cautious about the new guidance. In March, the association expressed concerns about several aspects of it. The association felt the BABA implementation process lacks “clarity and logical timing.”
A de minimis waver included would exempt smaller projects and a project’s first million dollars of funding from Buy America.
The association objected to the policy of not using federal transportation agencies’ expertise in administering BABA requirements. ARTBA also was concerned about wording that extended Buy America coverage to “materials beyond or in conflict with Congress’ intentions.”
While IIJA exempts them from Buy America, OMB’s draft guidance suggests these cement, aggregates and binding materials can be covered if combined to make another product.
“ARTBA strongly opposes this potential policy and OMB’s proposed expansion of covered materials beyond the five categories Congress specified.”
The association noted that for more than 40 years, Buy America has required a domestic manufacturing process for iron, steel and certain manufactured products permanently incorporated into federal-aid highway and transit projects.
In the IIJA, Congress added “construction materials” to that coverage, the association noted in August in notifying its members that the rule had been finalized.
“Most of the policy dialogue on Buy America since the law’s enactment 21 months ago has focused on the scope and timing of that new provision,” said the group. “ARTBA has submitted comments, initiated meetings and otherwise remained in regular contact with MIAO, DOT and other federal officials as they have developed the directives released this week.”
Impact of Guidance
The final guidance supports the Bipartisan Infrastructure Law’s (BIL) requirements that manufactured products, construction materials, iron and steel in federally funded infrastructure projects are made in America.
Shmavonian said it also serves as “a guide to agencies in using taxpayer dollars to strengthen our economy.”
The act supports the creation of good jobs in both construction and manufacturing expands domestic production through infrastructure investment, she said.
“When President Biden signed the BIL, it represented a once-in-a-generation investment in our nation’s infrastructure,” said Shmavonian.
The result was a “historic” opportunity to invest in American industry and workers by strengthening Made in America standards. Because the law, which includes the Build America, Buy America Act, expanded standards to require American-made materials and products, taxpayer dollars are invested back in American jobs and manufacturing, she said.
Some 37,000 projects have been funded to date, “and we’re seeing the results,” said Shmavonian.
“Since the President took office, over 13 million new jobs have been created, including 800,000 new manufacturing jobs nationwide.”
She said manufacturing and clean energy have seen more than a half-trillion dollars in outside private investment,
already boosting the economy.
“The factory construction of today means manufacturing jobs for tomorrow and, currently, spending on construction of manufacturing plants has nearly doubled in the last two years.
The BIL, the Chips and Science Act, and the Inflation Reduction Act are spurring investments across the country, Shmavonian added. “And thanks to the Build America Buy America Act we’re not simply buying those products, we’re making them here at home.”
Breaking BABA Down
The rule defines key terms and finalizes the test that federal agencies and award recipients must use to determine the cost of components of manufactured products.
The guidance, which becomes effective 60 days after it’s published, also sets procedures for requesting and obtaining BABA waivers.
Melissa Taylormoore, a partner of White & Case, said BABA maximizes the fed’s use of services, goods, products and materials produced and offered domestically.
“BABA requires three product categories, iron or steel products; manufactured products and construction materials, be produced in the United States when used in covered infrastructure projects,” she said.
BABA applies to awards made after May 14, 2022, and used to construct, alter, maintain or repair infrastructure in the United States.
Infrastructure includes public projects, such as roads, highways, bridges, transportation facilities, dams, ports, harbors, railroads, freight and intermodal facilities, airports, water systems and electrical transmission facilities and systems.
“The new guidance is intended to be high-level coordinating guidance for federal agencies to use in their own direct implementation of BABA,” said Taylormoore.
She added that the guidance will impact all companies who have or receive BABA covered awards.
As mentioned, there are exceptions to the rule. For instance, for-profit organizations are not subject to Buy American preferences if they are a prime award recipient. Of course, that’s unless a federal agency specifically includes domestic content requirements in their award of federal financial assistance.
“Importantly,” said Taylormoore, “the Buy America obligations are also applicable to for-profit entities that are a subrecipient or sub-awardee under an award that contains the Buy America Requirement term and condition.”
That also includes for-profit organizations that voluntarily agree to comply with the domestic obligations in their proposal or agreement with the agency.
As Taylormoore explains, the new guidance clarifies that an article, material or supply should only be classified as iron or steel products, manufactured products or construction materials.
“As such, the guidance updates and revises the definitions of these different categories with the objective of providing clear direction for federal agencies and award recipients, thus ensuring compliant projects.”
Final Guidance Defined
According to BABA, iron or steel products means articles, materials or supplies that consist “wholly or predominantly” of iron or steel or a combination of both.
“OMB declined to offer a specific definition of what it
means by ‘predominantly,’ which many commenters to the draft guidance had sought,” said Taylormoore.
Instead, BABA’s definition aligns generally with the definition used in Federal Acquisition Regulation (FAR) 25.003 and uses the same “predominantly” language.
“OMB believes this symmetry between BABA and the FAR enables a clear differentiation between iron or steel products and other product categories,” she added.
At the same time, the two documents simultaneously provide “consistency and predictability between federal procurement projects covered by the FAR and federal financial assistance projects subject to BABA.”
Construction materials are defined as articles, materials or supplies that consist of only non-ferrous metals, plastic and polymer-based products, glass, fiber optic cable, optical fiber, lumber, engineered wood and drywall.
“The definition also notes that ‘minor additions of articles, materials, supplies or binding agents to a construction material do not change the categorization of the construction material,’ ” said Taylormoore.
OMB consulted the list provided by Congress as guidance for the items included as construction materials in determining its final construction materials list.
The agency said items added — fiber optic cable and engineered wood — show that an extension of materials specifically mentioned in the Findings section in BABA also should be treated as construction materials, said Taylormoore.
Certain materials are excluded from the construction materials section, including cement and cementitious materials, aggregates such as stone, sand or gravel and aggregate binding agents or additives.
Manufactured products mean “articles, materials or supplies that have been processed into a specific form and shape or combined with other articles, materials or supplies to create a product with different properties than the individual articles, materials or supplies.”
Taylormoore said this document was revised to provide an affirmative definition for the term ‘manufactured products’ instead of just explaining what it did not include.
“Importantly, the definition also allows a manufactured product to include components that are construction materials, iron or steel products, or section 70917(c) materials,” she said.
She added while materials under BABA cannot fall within more than one of the four categories, the guidance does emphasize that, in some cases, an article, material or supply may not fall under any category.
“Examples of such non-categorized materials would include temporary items brought to a work site and not permanently incorporated into a project, or non-manufactured raw materials that do not meet the definition of ‘manufactured products.’”
The guidance also recaps Buy America’s policy on waivers, which the appropriate federal agency must post for public comment and submit to MIAO for review, according to ARTBA.
“Justifications for waivers include ‘unreasonable costs’ [i.e. domestic products will increase a project’s cost by 25 percent or more], ‘nonavailability’ of domestically-manufactured products needed for the project, and ‘public interest.’”
Last November, DOT finalized a waiver ARTBA said it supported. “The final version is somewhat narrower in scope than the original proposal,” said ARTBA. CEG

SEPPI M. Introduces Its Three New Mulching Solutions
SEPPI M. exhibited its latest mulching equipment at ConExpo-Con/AGG. The company introduced the new MAX 50 le remote control tracked carrier, MICROFORST cl forestry mulcher, and MINISOIL cl stone crusher and forestry mulcher for compact loaders.
“With radio control technology and high powered mulching capabilities built into compact attachments, we’re making it easier than ever for agricultural and construction operations, municipalities, utility companies and other businesses to remove rocks and vegetation from difficult areas,” said Lorenz Seppi, president of the company. “We hope they will cut down on hand labor and reduce the risks associated with putting operators in dangerous situations.”
The three types of mulching equipment that SEPPI M. introduced at the show included the MAX 50 le, a mulcher than can be operated by remote control, the MICROFORST cl compact mulcher for skid steers or compact track loaders, and the powerful MINISOIL cl that crushes stones and mulches wood.
The MAX 50 le can be operated from a safe distance by using a remote control that displays key machine data like fuel, RPM and speed. This machine uses mulchers
designed for remote vehicles and is an ideal solution for mulching on steep slopes or clearing land in hard to reach areas. The MAX 50 le is powered by a 49 hp engine, and its trackwidth can be extended to 71 in.,
allowing it to handle slopes up to 55 in.
SEPPI M. expects this machine will replace operator driven equipment in potentially hazardous conditions like roadside vegetation management and steep slopes
where there is an increased possibility of rollovers.
The MICROFORST cl is a highly compact mulcher that can attach to any compact track loader or skid steer loader that delivers between 13 gpm and 27 gpm of hydraulic flow. It’s ideal for working in more confined urban or residential areas and can mulch grass, brush and wood up to 5 in. in diameter using durable tungsten carbide tipped hammers. Plus, it’s designed to withstand harsh environments with components made from AR400 wear resistant steel.
The MINISOIL cl takes the power of a PTO stone crusher and mulcher and brings it down to size for skid steers, compact track loaders and hydraulic tractors that deliver at least 28 gpm to 66 gpm of hydraulic flow. It’s designed to crush stones up to 6 in. in diameter and mulch wood up to 8 in. in diameter for land clearing, vegetation management and more.
Compatible with most skid steers, compact track loaders and hydraulic tractors, it features a low profile design, crushes and mulches tough vegetation and rocks using three rows of stone crushing bars and tungsten carbide tipped hammers.

Husqvarna Unveils Its First Battery-Powered Compactor
To further strengthen its light compaction range, Husqvarna Construction has introduced its first battery-powered compactor, the LFe60 LAT.
This new forward plate compactor delivers efficient compaction of soil and asphalt, and runs on the Honda eGX battery platform. The LFe60 LAT was designed to combine easy handling, no CO2 direct exhaust emissions during operation, and smart features to deliver optimal cost of ownership. Magnus Lindeberg, global product manager of light compaction at Husqvarna
Construction, said, “ The LFe 60 LAT has the same fantastic features as all of our existing forward plate compactors. However, the fact that it’s battery-powered means it is easier to start, has reduced noise levels and produces no CO2 direct exhaust emissions during operation.
“This means the operator doesn’t have to deal with many of the challenges that come with refueling or the other demands of a combustion engine. As a result, the LFe 60 LAT can contribute to a working day that is less physically demanding and more produc-
tive.”
Adding to the ease of operation, smart features such as a simple push-start button, transport wheels, low-vibrations and a handle that folds for compact transport increase efficiency. The electric motor of the LFe60 LAT compactor also helps reduce downtime and costs as it requires less maintenance than a combustion engine, the manufacturer said.
The removeable, easy to fill water tank allows for precise control of water flow. At the same time, the bottom plate and water sprinkling system are designed to prevent the fresh asphalt from sticking to the equipment or creating marks on the ground.
“We believe the LFe 60 LAT is a great addition to our light compaction range,” Lindeberg said. “A combination of reliability, performance and operational ergonomics make it highly attractive to asphalt contractors looking for a forward plate compactor that delivers great results and an optimized cost of ownership — plus the added benefits of battery power.”

How to Turn Your Compact Excavator Into a Profit Center
By Drew Kolo
While compact excavators are known for being efficient digging machines, your compact excavator offers jobsite versatility far beyond digging.
With the right attachments and coupler system, compact excavators can perform a wide variety of tasks that can help you win jobs you may not have previously considered bidding for.
Here are five jobs you can perform with a compact excavator:
• Demolition — Compact excavators are ideally suited for demolition work and can often complete small-scale demolition jobs, due to their power, extended reach and maneuverability. The combination of an excavator and breaker is ideal for breaking up concrete and asphalt driveways, sidewalks, trails and swimming pools.
With
• Land Clearing — Clearing areas zoned for new development is an opportunity to generate additional income with your compact excavator. When outfitted with a tooth bucket and a clamp, or with a three-tined grapple, compact excavators are effective at grabbing, and pulling rooted undergrowth from the ground. Additionally, excavators can extend their reach into areas that present access challenges for other machines. This advantage makes an excavator equipped with a flail mower the ideal tool for clearing saplings, brush and other heavy overgrowth from steep hillsides, bridge embankments, riverbanks and utility right-of-way.
• Ground Compaction — An excavator fitted with a plate compactor becomes a dual-use machine for increased return on investment. After digging with a bucket, a plate compactor attachment can be used to compress soil, eliminating the need for a crew member to pack down the dirt with a hand tamper.
• Loading, Placing and Lifting — Compact excavators are ideal for loading and unloading trucks on confined work sites. Operators can dig out material and then rotate 180 degrees to load it into a truck for removal from the sight. When outfitted with a grapple, compact excavators provide
precision grasp, allowing operators to not only move, but also place and sort materials. Additionally, a lift eye can be used for a wide range of lifting and placing tasks.
• Site Prep — Prepping a site is another way to increase revenue with a compact excavator. A ripper can be used to scarify ground frost and hardened ground. Grading buckets and blades can be used for leveling uneven terrain. Combining a bucket or blade with a tilting attachment adds significant range of motion for more versatility on a jobsite. The wristlike action moves the excavator bucket or blade to either side, improving productivity by tilting the attachment or blade instead of moving the entire machine, to cut swales, shape contours and create slopes.
Outside of considering these applications as revenue streams, we advise that you also examine your compact excavators and the jobs they are performing as two separate areas within your organization. Sit down with your team and talk through which tasks are most profitable compared to their utilization rate, which attachments are bringing you the most business and what maintenance considerations you need to plan for.
Compact excavators have proven themselves a popular machine for traditional digging tasks. However, their compact size, attachment capability and proven performance have taken compact excavators beyond their traditional digging role and turned them into versatile profit-generating machines.
Volvo Marks Production of e-Equipment in North America
Volvo Construction Equipment hosted federal, state and local officials at its Shippensburg, Pa., facility on Aug. 18 to commemorate local design and production of the company’s first electric asphalt compactor.
The DD25 Electric compactor marks the next step in the company’s sustainability journey. Volvo CE has the industry’s largest lineup of commercially available electric construction equipment, and its battery-electric machines started arriving on North American job sites more than a year ago.
Now, Volvo CE has brought electric machine production to the United States, starting with the company’s newest offering, the DD25 Electric compactor. The company aims to have 35 percent of its product line electric by 2030.
“This is a monumental day at Volvo CE,” said Scott Young, acting president of Region North America, Volvo CE. “Manufacturing electric machines in Shippensburg is good news for the environment, our customers,
the local economy, and the broader U.S. construction equipment industry.”
U.S. Senator Bob Casey Jr. and U.S. Rep. John Joyce, both of Pennsylvania, commended Volvo CE for being an economic stalwart in the region and for driving transformation to cleaner energy.
“Democrats passed the Inflation Reduction Act to invest in America’s clean energy manufacturing, create good paying jobs, and build a cleaner, safer future for generations to come,” Casey said. “Volvo’s clean-energy electric compactor, the first of its kind to be developed and made entirely in America, reflects the law’s promise to re-energize American manufacturing by supporting our manufacturers and workers as they lead the way in a booming new industry and meet the rising demand for electric vehicles.”
“The equipment manufactured in Pennsylvania’s 13th District is used in projects around the world,” said Joyce. “With the opening of its new assembly line to produce elec-
tric asphalt compactors here in Shippensburg, Volvo Construction Equipment is helping to carry on that legacy. The family-sustaining jobs this expansion creates in Franklin and Cumberland counties are a welcome addition for those looking to live, work and raise a family here in our district.”
The DD25 Electric compactor sprang from a crowdsourcing proj-
ect within the Shippensburg compaction engineering team, using scrum methodologies and building on Volvo CE’s proven electric equipment platform. The first model made its debut in March at ConExpo. Online order reservations also opened at that time.
The DD25 Electric will be manufactured on the same assembly line as Volvo diesel asphalt and soil
compactors. This allows the site to expand production capacity without increasing its footprint or incurring significant costs to retool the factory. Volvo is investing heavily in training for its employees, providing more than 800 total hours of instruction on electric equipment production concepts and processes.
“We have a talented workforce and the perfect space at this location to set ourselves up for ongoing development and production of industry-changing machines,” said Gustavo Casagrandi, head of operations at the Shippensburg plant. “Some of the world’s best engineers and production team members are right here, building the future of construction.”
Volvo also used the occasion to announce that it is expected to receive a $1.1 million grant from the U.S. Environmental Protection Agency (EPA) for a pilot testing project of the DD25 Electric in Southern California.

Liebherr’s New Truck-Mounted Concrete Pump Hits U.S. Market
Following extensive testing, sales of Liebherr’s completely newly developed 36 XXT truck-mounted concrete pump are now starting in the United States.
The result? A versatile machine, packed with technical innovations from Liebherr.
A large number of the pump operators’ wishes were considered, such as ergonomic access steps, simplified accessibility
and an expansion of the stowage and storage options. An extremely compact assembly with no boom overhang at the rear ensures high maneuverability in confined spaces. The machine is weight-optimized and therefore travels with a total weight of approximately 28.7 tons on three axles, depending on the equipment.
The XXT support ensures perfect stability, according to the
manufacturer. It shows its strengths particularly when it comes to narrow supports, so confined spaces are no problem. The modern radio remote control allows sensitive boom movements. The clear color display shows the operator all important parameters.
The new five-part boom allows maximum flexibility on the construction site. Especially when concreting in buildings, the boom proves to have very good slip properties. The five arms make it easy to reach a wide variety of positions on the construction site. The design and kinematics of the boom ensure low-vibration and even work when placing concrete.
The shape of the charging hopper favors a uniform flow of concrete and very good suction behavior. Two separately driven agitators push the concrete directly into the suction area, which works perfectly even with concrete types that are difficult to pump, the manufacturer said.
Unique Powerbloc Drive Unit
A major highlight of the new 36 XXT is Liebherr’s newly developed “Powerbloc” pump drive unit. It is characterized by the fact that all hydraulic switching and measuring elements are fully integrated. This eliminates the need for numerous hydraulic hoses and other components previously required. The drive unit is therefore a special kind in the concrete pump world. Features of the new system are its robustness, high performance and quiet running.
Semi-Closed Oil Circuit (HCC)
The new drive unit is combined with the highly efficient semi-closed oil circuit, which supplies all drives powerfully and reliably with hydraulic energy. As a result, the oil volume could be significantly reduced.
The new Liebherr system combines the advantages of the proven open and closed circuits currently on the market, without their respective disadvantages. Customers confirm the quiet and powerful operation of the pump unit.
The extensive accessories catalogue, allow customers to fulfil any necessary orders: For example, LED lighting designs for optimal work in the dark, various storage boxes for materials and tools as well as shelves for extension hoses are available. For more information, visit www.liebherr.com.
The new five-part boom allows maximum flexibility on the construction site.

PACCAR, Toyota Motor Announce Collaboration Expansion
PACCAR and Toyota Motor North America Inc. announced an expansion of their joint efforts to develop and produce zero emissions, hydrogen fuel cell (FCEV) Kenworth and Peterbilt trucks powered by Toyota’s next-generation hydrogen fuel cell modules.
The expanded agreement supports ongoing development and commercialized zero-emission versions of the Kenworth T680 and Peterbilt 579 models featuring Toyota’s hydrogen fuel cell powertrain kit, with initial customer deliveries planned for 2024.
PACCAR and Toyota have collaborated on FCEV truck development for the past several years, including a successful pilot program which deployed 10 Kenworth T680 FCEV trucks at the Port of Los Angeles. The pilot provided both Kenworth and Toyota with real-world feedback that further enhanced the performance and range of the vehicle.
Designed for use in heavy-duty commercial vehicles, Toyota’s heavy-duty fuel cell electric powertrain kit was recently awarded the Zero Emission Powertrain certification by the California Air Resources Board (CARB). Toyota will begin assembly of
the modules in the United States in late 2023.
John Rich, PACCAR chief technology officer, said, “Having worked extensively with the Toyota team, we are confident that our combined efforts can deliver industry leading FCEV trucks with all of the quality, reliability and aftermarket support that Kenworth and Peterbilt customers depend upon. This partnership further expands PACCAR’s industry-leading lineup of zero emissions vehicles that enhance customers’ operational efficiency and reduce their environmental impact.”
“We are excited to work with PACCAR to realize a future where Toyota’s industry leading hydrogen fuel cell technology can power heavy-duty trucks that will travel across highways throughout the U.S. with zero emissions,” said Christopher Yang, TMNA group vice president of Business Development.
“This innovative technology enables us to provide our commercial customers with a viable carbon-neutral option to further their business, while also contributing to Toyota’s mission to reduce and ultimately eliminate carbon from the environment.”
