Texas OKs $77B Transportation Plan, Strategy The five-member Texas Transportation Commission approved the $77 billion 2020 Unified Transportation Program (UTP ) submitted by the Texas Department of Transportation (TxDOT) on Aug. 29; a 326-page plan that will guide the agency’s transportation strategy over the next decade. The plan also contains more than $4 billion specifically targeted toward safety improvements, including an extra $600 million for the next two years to help accelerate even more safety measures in an effort to reduce crashes and eliminate fatalities from Texas roadways by 2050. TxDOT noted that a wide variety of infrastructure projects are incorporated within the UTP, including: widening roads; improving median barriers and bridges; upgrading guardrails; providing intersection improvements, such as upgrading traffic signals and signage; and making safety improvements for bicyclists and pedestrians. Many of the roadway segments targeted for work are on the state’s 100 Most Congested Roadways list, the agency added. see TXDOT page 62

Expanding California’s Wheeler North Reef By Cindy Riley CEG CORRESPONDENT

In an effort to create one of the world’s largest artificial reefs, crews in San Clemente, Calif., are strategically dumping tons of rock onto the ocean floor. The $20-million dollar expansion project will stretch Wheeler North Reef — a 174-acre, man-made kelp forest — more than 200 acres to Dana Point Waters. “When expanding a reef, the

placement requires precision, and also continued focus to make sure the implementation meets design specifications,” said project Manager Jenny McGee, an ecologist who specializes in the coastal habitats of Southern California. “Recreating a massive natural ecosystem is a daunting task; however, because the reef is so heavily studied, we have a high confidence that the expansion will meet the compliance demands of the permits.” see REEF page 14

DYNAPAC SHIFTS SERVICE MODEL TO BOOST UPTIME

Yanmar Group announced the completion of its acquisition of compact equipment manufacturer ASV Holdings Inc. The announcement is the final step in the acquisition.

Syncron, a provider of cloud-based after-sales service solutions, announced Dynapac has achieved and maintains a 97 percent fill rate by using Syncron Inventory as it shifts to a service model focused on maximized product uptime.

A $471 million project to widen I-15 in Riverside County, Calif., is about halfway complete. The design-build project will add two express lanes — toll roads — from Cajalco Road to SR 60, widen 11 bridges and add sound walls.

After 15 years in the planning stages, a new dam project in Colorado may be under way by the end of the year. Designs created by Stantec were finished in early June and will next be sent to the state engineer for approval.

Delivering the Second Wave of U.S. LNG Mega-Projects By Dean Foreman AMERICAN PETROLEUM INSTITUTE

U.S. exports of liquefied natural gas (LNG) — growing to a record 4.8 billion cu. ft. per day (bcf/d) in the third quarter of 2019 — have been a catalyst for new natural gas resource development, U.S. pipeline and natural gas processing investments and the U.S. economy. These exports also are having tectonic global effects on LNG markets, shifting the destination, pricing mechanisms and market liquidity of LNG around the world. And there’s much more to come. The U.S. Energy Information Administration (EIA) expects U.S. LNG exports to more than double again by 2025, which holds the potential for even greater domestic economic benefits, plus a central, emerging role for U.S. energy leadership in global markets. Realizing these benefits is critically dependent on the United States’ ability to build and deliver an unprecedented number of multi-billion-dollar U.S. megaprojects over the next several years. When ”demographics are destiny” and the average age of a welder in the United States already is over 57 years, we should remain optimistic about the potential to build these projects but also pragmatic about the policies and business environment needed to achieve the goals.

For U.S. LNG exports to grow as EIA projects, key challenges need addressing, including a greater national and regional focus on workforce development and nimble regulatory responses by government agencies, which are essential for mega-projects to come to fruition. Certainly, everything needed to advance these projects — including site preparation, technology, permitting and contracting, regulatory issues including health, safety and environment, as well as marine access and logistics to business execution — must be well considered and managed. When we map the queue of current and prospective LNG export projects, the tally exceeds 8 bcf/d of projects under construction and another 13 bcf/d that have been approved. By contrast, Australia experienced marked cost escalation with simultaneous development of a similar project queue of more than 8 bcf/d in 2014. Although any comparison of LNG developments between the United States and Australia would be incongruent at multiple levels, we’re talking about big-dollar investments that must be carefully managed to stay on time and budget. In the United States, a combination of lower natural gas and oil prices beginning in 2015 and the growth of fixed-price or lump-sum turnkey contracts has shifted relatively more budget responsibility

The progress the U.S. makes in this space will be critical to ensuring that proposed projects can become a reality — along with the myriad economic benefits they hold the potential to bring. to engineering, procurement and construction (EPC) companies. The market needs to sort out the mechanisms for supporting the next wave of projects. From a broader perspective, the recent U.S. experience with megaprojects could help to enable the coming second wave. For one thing, better support for targeted workforce development, such as industry training and certification programs as well as STEM (science, technology, engineering, mathematics), could help improve labor markets to facilitate megaproject development. There are many great efforts in this area by individual companies, government and trade associations such as state oil and natural gas associations, as well as API. Still, figuring out the overall needs for various craft and other labor groups across various projects and

U.S. regions has been the domain of specialized consultants. Markets generally work the best when information flows freely, so upping our collective game in understanding and communicating these needs should be one objective. Nearly every LNG and crude oil export project also must engage with the U.S. Army Corps of Engineers for channel widening or dredging, as well as issues related to bridges, canals and other waterways. Continual improvement, coordination, consistency and communication between industry and the corps could further reduce the potential for costly project delays. Additionally, there is room for continuous learning in management practices, of which there are lessons learned from the first wave of projects. These include increased understanding of potential shortages of key workgroups

and the experience of navigating regulatory approval processes, some of which have been employed for the first time in years. The way projects are commercially contracted — and the suite of technical and commercial alternatives available to meet business challenges — also provides a degree of freedom that should help enable simultaneous development of the second project wave. Finally, there’s learning by doing and an understanding of where fundamental improvements are needed to facilitate project site preparation, supply chains and community collaboration. Yanmar has acquired 100 percent of ASV’s outstanding shares of common stock for total consideration of $70.70 million, or $7.05 per share.

Yanmar Group announced the completion of its acquisition of compact equipment manufacturer ASV Holdings Inc., a designer and manufacturer of renowned compact tracked loaders and skid-steer loaders. The announcement is the final step in the acquisition, following on from the June disclosure of a definitive agreement to acquire the company through the mechanism of a statutory merger. Yanmar has acquired 100 percent of ASV’s outstanding shares of common stock for total consideration of $70.70 million, or $7.05 per share. ASV’s independent dealer network throughout North America, Australia, and New Zealand will join Yanmar’s existing global construction equipment operations. The company also sells OEM equipment and aftermarket parts, and owns and oper-

“It’s a large project,” said John Standiford, deputy executive director of the Riverside County Transportation Commission (RCTC). “It’s about 15 mi. long, and unlike other projects where there is a limited right-of-way, it’s being done in the existing highway within the median. The main factor driving the project? Congestion. I-15 feeds I-91, the main corridor to Los Angeles. “Riverside County is the fastest growing county in California,” Standiford said. “There are new cities that are growing. A lot of people are moving to this area and unfortunately they have to commute. It’s a very big corridor and becoming more so.” Plans for the project have been in the works for about a decade, but a $1.4 billion project to widen I-91 took priority. With that project complete, the I-15 project got underway in April 2018. It’s slated for completion about this time next year. Work on the project is progressing a bit differently than on other similar projects. In addition to the work in the median, which allows traffic to continue flowing, crews built an onsite concrete batch plant and conveyor belt. The system cuts back on the number of concrete trucks going back and

forth to the project and eliminates the need for them to merge in and out of traffic. It’s better for the environment and a “big safety improvement,” Standiford said. One of the biggest and most complex components of the project involves the widening of the 1,800-ft. Santa Ana River Bridge which spans a major wildlife crossing and watershed. The widening involves the use of precast concrete girders. The girders eliminate the need for a temporary support structure beneath the bridge and allow traffic to continue flowing. The girders are made with reinforced steel rods. “As the concrete dries, the rods are pulled tight to give the newly formed girders strength to hold weight,” according to a RCTC video on the project. “The rods act like hands pressing against a stack of books. Without putting pressure on both ends, the books will fall. When squeezed tightly from both ends, the stack becomes stronger and can hold its weight and more.” The project is being funded through a combination of federal and local sources. Southern California Edison (SCE) is expanding the reef to 384 acres, more than double its current size. Mandated by the California Coastal Commission (CCC), the reef is intended to facilitate kelp forests that were lost to warmwater discharge from the San Onofre Nuclear Generating Station (SONGS). According to CCC, a five-year monitoring program on the Phase One experimental portion of the artificial reef mitigation project was completed in December 2004. The CCC approved SCE’s final plan and coastal development permit for the Phase Two mitigation reef in early 2008, and construction of the reef was completed later that year. The Phase Two reef was designed and constructed as 18 polygons ranging in area from 1.35 to 38.88 acres. “A team of independent scientists have monitored the reef since 2009 whose studies conclude that the Phase Two reef is performing very well, supporting kelp and behaving like a natural reef when compared to other natural reefs in the area,” said McGee. “However, between 2009 and 2016, although functioning like a natural reef, Wheeler North Reef has consistently not met the absolute standard to support 28 tons of fish annually, and has not earned any mitigation credit for compensating for the resources lost due to SONGS operations.” The expansion requires one derrick barge, an operating bulldozer and one backup, three tugboats, roughly six rock barges and a crew boat. The reef is constructed using up to 170,000 tons of quarry rock ranging in size from 1 to 3 ft. in diameter. The rock must comply with a series of specifications, including size, density and specific gravity. The boulders are pushed off the deck of the rock barge using a bulldozer. The placement of rock is between 38 and 48 ft. of water. “The rock is sourced from three quarries, two on Santa Catalina Island and one in Ensenada, Mexico,” said McGee. “The rock is loaded at the quarry onto flat barges that are towed to the project location by specialized tug boats. Connolly-Pacific Co., Long Beach, Calif., a vertically integrated rock quarrying and marine construction company, has built levees, sections of the Port of Long Beach and the Phase Two mitigation reef. For this undertaking, the crew, marine wildlife monitors, project superintendent, engineers and field project managers board a crew boat out of Dana Point each day at 6 a.m. They arrive at the derrick, hold a safety tailboard and start work once all the equipment is cleared of wildlife. A typical day ends at 6 p.m. The Derrick Barge Long Beach (DBLB), a 255-ft.-long barge, is equipped with a 300-ton capacity crane and complex GPS spatial navigation systems. Separate barges loaded with approximately 4,000 tons of rock are connected to the DBLB side by side. A bulldozer is lifted by crane from the DBLB and placed onto the rock barge. The DBLB is positioned in the exact location for the rock placement using the GPS systems, and manipulation of the anchor system on board. “Once in position, the bulldozer is used to push the rock off the deck of the rock barge in a linear pattern. This activity is repeated continuously, as the barge moves slightly every few minutes to distribute the desired layout of the quarry rock to create the reef.” McGee said the project has not been without its share of challenges. “Navigating the permit and licensing process with the various stakeholders was a complex effort that required input by various subject matter experts. Crews are performing the work in stages, with current activities winding down before resuming next spring. “We have to work within certain environmental parameters and the weather is a factor as well,” said McGee. “In South Orange County, we are blessed with some of the best climate anywhere. That said, larger swells may halt work, but usually during the summer months we don’t see a lot of bad weather, such as rain or high winds. We stop September 30, because October 1 is the start of lobster season.” The design, planning and permitting phase for the project lasted approximately 24 months. While the construction phase is not as extensive, there is a certain level of risk involved. “There are inherent dangers associated with operating heavy construction, particularly in open water conditions,” said McGee. “Scheduling transport of rock and coordination of quarry operations are also complex. The operations require a specialized company to perform the work.” For McGee, the construction of an artificial reef creating habitat of rich biodiversity in the local waters is a humbling responsibility, and an opportunity of a lifetime. She’s particularly focused on joining contractors and specialists to ensure the team maintains environmental compliance throughout the construction phase. “We are focused on completing this project safely,” said McGee, adding, “We’re now expanding a structure that will benefit marine life and the local communities for generations to come.”  CEG

Santa Ana River Bridge Uses Precast Girders, Tricky Work

Overnight Travel The widening of the Santa Ana River Bridge involves the use of the heaviest concrete girders that have ever been made in California. The girders weigh in at more than 132 tons and measure 175 ft. long, 4 ft. wide and 7.5 ft. tall. To get these girders, 55 in all, to the project site they are loaded onto trucks that have a 14-ft. wheel base and require the use of two lanes for travel. The trucks are escorted by four California Highway Patrol units from Oldcastle Infrastructure, Perris, Calif., where the girders are being made, to the job site during the overnight hours. “It’s exciting that Oldcastle Infrastructure is playing an important role in the construction of this regional project,” said RCTC Commissioner and Perris Mayor Michael Vargas. The journey is about 61 mi. and takes an average of three hours. The process, which began last month, will take 10 to 12 weeks to complete. RIVERSIDE from page 13

The connector is part of the 15 Express Lanes project, but is funded under separate sources, according to the RCTC. The Senate allocated $180 million for the $220 million project. It’s unique from road asphalt, but not totally different.” “It’s also more pliable than regular asphalt,” said Jeff Stahla, spokesperson for the NCWCD. “If you use the asphalt mix that we’re using in the dam on a parking lot, it would look beautiful the first day. But when anyone drove on it would create permanent ruts. With street asphalt, you get a pothole because it cracks and breaks. This is viscous and has more bend to it.” The asphalt core will be laid with a

After 15 years in the planning stages, a new dam project in Colorado may be underway by the end of the year. Designs created by Stantec for the 360-ft. tall, 3,500-ft. long dam at the 90,000-acre Chimney Hollow Reservoir in northern Colorado were finished in early June and will next be sent to the state engineer for approval. The dam will be only the second dam in the United States with an asphalt core. The first was completed this year in Arizona. “It’s an interesting dam,” said Jeff Drager, project manager of the Northern Colorado Water Conservancy District (NCWCD). “It’s not the tallest in Colorado, but it will be one of the top five in the state. The unique thing is that our site has a lot of rock underneath it, but very little earth so the dam is built with rocks we are going to quarry out of the side of the mountain. To keep the dam from leaking, we’re using an asphalt core. The asphalt is a vertical wall in the middle of the dam. And although the project still has opponents, the long years of waiting also won some of those to the conservation district’s side. “We’ve been in this permitting process for 15 years, which has taken forever,” Drager said. “Over that time we have developed relationships with the entities that used to be in opposition and are now in favor. We’ve developed working relationships with them. We’re implementing mitigations for taking water out of the Colorado River and have worked with opposers to come up with a plan we could all live with.”  CEG

Rethinking What Qualities Are Most Valuable in a New Hire By David Faggioli SPECIAL TO CEG

The recent low unemployment and shrinking number of candidates has made recruiting more difficult. I believe that improved hiring practices are more important than ever. In a business’s early years, the main objective is to find talent or skill that you need to expand. Later, once a company develops its process, I believe that the skill should come from within. Character and work ethic becomes the most important traits in new hires. A candidate that has a good attitude and an honest interest in earning a living is better than experience any day. Any new hire has an impact on your existing staff. An apprentice that is sincerely appreciative for the opportunity will make an existing employee proud of his ability and willing to share. Training has to be part of every job description for a skilled member of the company. We can’t stop teaching our entry level people. I say hire fast and fire fast. This practice requires a larger pool to choose from and this does prove difficult. Trade shows, high school and college fairs are valuable. Social media helps improve your brand loyalty and improves traffic. Know going in that only one in five will make the cut in the first two weeks because skilled employees don’t want to train unappreciative, slow moving, late arriving new guys. Ask your people if they need the new guy tomorrow and if their reply is no, fire him. No crew in the history of crews say no to a hustling helper. I believe that it is imperative to keep the bottom ladder rungs open for new members. It is difficult to have to fire a recent entry level member because they don’t aspire to move from laborer to driver, operator or leader. The truth is that they are creating a

The permanent layers prepared in this way form the perfect foundation for the final asphalt layer with considerably reduced thickness, according to the manufacturer. Cost-Effective Design With Low Life Cycle Costs Another advantage of the cold recycling process that cannot be understated is the significant potential for energy savings during material processing. The raw materials do not have to be dried or heated, which means that 10-12 liters of fuel can be saved per ton compared to conventional rehabilitation methods. By almost completely reusing the surface course, the need to transport building materials can be reduced by up to 90 percent. At the same time, companies can cut resource consumption by 90 percent and completely eliminate the need to dispose of materials. This results in significantly reduced fuel consumption and lower CO2 emissions. Most importantly, the cold recycling design makes it possible to reduce the use of binders by up to 50 percent â€” the area with the greatest potential savings, since binders are still the biggest cost factor in road rehabilitation. Due to the special properties of BSM, cold recycling technology results in very low costs over the entire life of the roads. Rehabilitation That Keeps Traffic Flowing Since the RAP is immediately recycled and the associated logistics are extremely lean, in-place cold recycling means that proj-

ects can be completed much quicker than with conventional rehabilitation methods. The entire series of machines required for the rehabilitation process can fit in the width of just one lane. On two-lane roads, this means the recycling process is carried out across the width of a single lane, while traffic can be routed along the other side of the roadway past the construction site in one lane. Outside normal working hours, the entire road width is usually available, as the freshly recycled pavement can also temporarily be used immediately after compaction has been completed. The Deere & Company has elected John C. May as a member of the board, effective immediately, and to the position of Chief Executive Officer, effective Nov. 4, 2019.

May has served as Deere’s president and COO since April 2019. “John’s record of success and proven leadership skills make him highly qualified to lead Deere and guide its success in the years ahead,” said Samuel R. Allen, chairman and chief executive officer. “His experience in precision agriculture, information technology and overseas operations will be instrumental in driving the company’s digitalization journey and extending its success in agricultural and construction equipment.” Allen will continue as chairman of the board of directors after he steps down from the CEO position. May becomes the 10th chief executive in the company’s 182-year history. The 50-year-old May joined Deere in 1997 and became part of the senior management team in 2012 as president, Agricultural Solutions and chief information officer. Last year, he was named president, Worldwide Agriculture & Turf Division, with responsibility for the Americas and Australia, the global harvesting, turf and utility, and crop care platforms and intelligent-solutions group. Earlier in his career, May headed the company’s China operations, served as factory manager at the Dubuque (Iowa) Works and was vice president of the turf and utility platform. 

CDOT Looking to Purchase Historic Burnham Yard From Union Pacific By Jennifer Hetrick CEG CORRESPONDENT

The Colorado Department of Transportation (CDOT) is currently working with Union Pacific to potentially purchase a 61-acre parcel of land near downtown Denver. The land is part of the defunct Burnham Yard, which was closed in 2016 as a reaction to a sharp decline in the number of coal carloadings in Colorado over a span of more than 10 years. The Burnham Yard site had been around since the 1870s when it came into play as a part of the Denver & Rio Grande railroad’s expansion southward from Denver. However, since neither the site nor the two dozen buildings within its boundaries are designated historic landmarks, Burnham yard was destined for sale as soon as it was shuttered.

CDOT Chief Engineer Josh Laipply explained that although a number of organizations are competing for the property, Union Pacific is interested in what they have to offer. Key to CDOT’s plans are early stage infrastructure improvements to I 25 in the area from downtown to Santa Fe Drive. The heavily traveled area is currently bordered by the Platte River to the west and a freight rail line to the east. Gaining access to Burnham Yard would offer CDOT the possibility of moving the railroad right-of-way to Burnham Yard, which in turn would allow CDOT the space for numerous ways to improve I 25. CDOT also is investigating several other possibilities as to what type of improvements would best serve the area, including realigning the freeway, moving lanes to the west of the Platte River and a double-decker design. Other contenders for the space

include companies seeking railroad access. One possibility would be for a Front Range Passenger Rail System. This would approach downtown Denver from the south. Another would be the Regional Transportation Department’s light rail system, which would benefit from adding another set of tracks on the east side of Burnham Yard. The addition of tracks would alleviate delays and offer the possibility of increasing the railway’s capacity in that area. Residential development also is on the table for the property, as the area continues to experience an increase in urban renewal. The city’s community planning and development department stated that any new development over five acres is required to open a public input process, making the start of any projects on the property several years away.  CEG

Construction Equipment Guide has been a trusted source of information about new and used pieces of equipment, construction industry issues, and public and private sector projects. Industry pros depend upon the publication to stay abreast of equipment news. The Buyers Guide reflects that marketplace experience. This Buyers Guide focuses on the off-road truck, a heavy construction machine for hauling loose materials in difficult ground conditions. The trucks are engineered in two configurations—with a rigid front-to-rear frame or with a frame that is hinged or coupled in the middle to enhance turning and maneuverability. The latter design is termed an articulated dump truck (ADT). Truck models scale up in carrying capacity from a few tons to 400-ton monster trucks used in mining operations. These heavy-duty trucks are the modern equivalent of horsedrawn wagons and, eventually in the early 20th century, motorized wagons. In 1916, Mack introduced an off-road, chain-driven truck that set the standard for such vehicles. An Ohio company, Euclid, beefed up the off-road concept in 1934 with an 11-ton model. Articulated trucks arrived in the 1950s and ’60s—and eventually featured the all-important of 4WD or 6WD propulsion. In the intervening years since then, manufacturers of the offroad vehicles have proliferated—including LeTourneau, Caterpillar, Volvo and Komatsu, to name a few.

If You’re Buying Buyers of these off-road machines are pros and essentially know their needs. Still, deciding between a rigid or articulated dump truck and the offerings within each category requires forethought. Some things to ponder: 1) What ground conditions will the truck typically encounter? Job sites for off-road trucks vary from expansive open-air construction projects to underground mining caverns. Rigid-framed trucks and articulat-

ed models are equally useful across the range of job sites. As a rule, the worse the ground conditions, the more likely an ADT will prove the better choice. Its axles are designed to keep all six tires on the ground propelling it forward almost regardless of the irregularity and condition of the ground. Its hinged middle also means an ADT has a tighter turning radius, allowing it to find a path more easily through unstable soils. Need traction? An ADT can provide it. 2) What will be the typical haul distance? Rigid dump trucks have the edge when a job site is long-term — such as a quarry — and stable roadways can be constructed. We’re not talking paved roads, but hard-packed haul roads that are maintained. On such roadways, a rigid rear-wheel-drive truck can move large quantities of material, dump it and return at speed to repeat the process. The longer the haul, the more valuable the trucks — some of them electric-drive 100-ton-and-larger behemoths. Roads for the rigid trucks need not be level, incidentally, but grades of 20 degrees or more begin to reduce the trucks’ advantage. 3) Is the payload a critical consideration? The rule of thumb is that rigid-framed trucks have more carrying capacity than ADTs. Most articulated trucks have payloads of 30-60 tons, which is a considerable payload, and those numbers keep edging up. But a rigid-framed unit sometimes have payloads of 150 tons with numerous electric-drive mining vehicles capable of hauling twice that much. When projects are years-long, the extra capacity adds up dramatically and the choice is obvious. In choosing a truck, it all comes down to the terrain and ground conditions where the truck will work — which will, in turn, dictate possible payloads. 4) If you have brand bias, concentrate on OEM dealer’s offerings. If you are a Caterpillar person or a Hitachi fan, the breadth of your shopping for a truck is limited to your favorite brand’s dealers. Still, you have choices when it

comes to buying a truck. A preferred rigid or ADT model sitting on a dealer’s used equipment lot carries the right nameplate but is it the right machine for you? Do your due diligence in determining the condition of the piece of equipment (see Inspection below), but also ask for maintenance and repair records for a used truck. Those records are the advantage an OEM dealer often holds over an independent equipment sales house. 5) If price is the principal concern, consider auctions. Auctions many years ago used to be a roll of the dice. Great deals were realized—and dreadful transactions chalked up to experience. The heavy equipment auction industry has come a long way and buying a rigid or articulated dump truck at auction today can be wholly satisfying. Inspection reports are available weeks in advance of sale day and the piece of equipment itself can be personally inspected. Some online auction houses will certify the condition of a machine that is at a distant location so that the buyer can bid on it with confidence. And, of course, the auction price often is attractive.

If You’re Renting/Leasing Why rent or lease? Here’s one good reason: The price point on one of these heavy pieces of equipment can reach a million dollars or more. If conserving working capital takes precedence over long-term cost, foregoing ownership can make sense. Here are rent/lease considerations: 1) How long will you need the truck? This seems self-evident, but there is money at stake, so correctly determining the usage period is a dollars-and-cents matter. This is obvious in shorter-term rentals when a week’s rental rate clearly is a better deal than a one-day rental rate. Only need it for four days? Rent it for a week and save money. Similarly, don’t lease for one year and then renew it annually. Contract up front for the probable life of a project and save money. 2) What is your bottom line? Leasing a truck can be advantageous for financial reasons besides preserving operational capital. Leasing will let you preserve your line of credit. Furthermore, paperwork for a lease is less headachy than that for a conventional bank loan. Perhaps the biggest advantage comes at tax time when all of the obligations associated with the lease can be written off as operating cost.

As with any equipment investment, research a desired truck line before thoroughly examining a particular second-hand machine. In other words, know what pristine looks, feels and sounds like so you can compare a machine in perfect condition with one worn down by usage. Suggestions: 1) If you are not an off-road truck expert, invite one along for the inspection. Off-road dump trucks have a hard life. Smooth pavement is not their usual workday environment. Consequently, the machine has lots of opportunities to be damaged or to have components tested to the limit of their capacity. A machine expert can tell at a glance if a part is worn or worn out, an important distinction for a buyer. 2) Run the engine and the electronic systems. After checking fluid levels, start the truck and listen for suspicious rattles that can indicate loose parts. Check the diesel exhaust smoke—too black for too long can mean compression problems. Check it out from the operator’s seat. Test automatic features, such as downhill speed control. “All systems go” is what you want to declare. 3) Try to spot misalignments and bent frames. The rough and primitive ground on which off-road trucks labor are perfect for doing a number on the frame and axle systems. Look at the tires for evidence that a wheel is running out of alignment. Is the bogie undercarriage on an ADT moving within the designed range of motion? Does that massive rigid truck frame still have its integrity? SEE GUIDE PAGE 52

What You Can Expect to Pay Because articulated dump trucks and rigid haulers have been proven over decades of operation, a full range of new models are dependably competitive and used machines are widely available. • New Buyers of articulated dump trucks and huge mining dump trucks often have global financing companies to lean on if purchasing capital isn’t on the books. After all,

4,000-hp, 400-ton rigid haulers don’t come cheap. Hereafter are some general categories of pricing: - 25-ton articulated dump trucks can be purchased for $350,000; 45-ton ADTs will cost $600,000 or more - Small rigid haulers (100-ton payloads) for mining and quarrying can cost upwards of a million dollars.

• Used Articulated dump trucks operate in sloppy and unstable conditions, which can take a toll. Consequently, used ADTs sometimes have relatively low hours upon trade-in. Whereas rigid haulers are engineered to run long hours on maintained roads—the designed-in life of larger haulers can be 60,00080,000 hours. Some general pricing guidelines: - 30-ton ADTs with 2,0004,000 running hours can cost from $150,000 to $300,000; 40ton models with similar hours on them can cost from $250,000 to $500,000. - A small 40-ton payload rigid hauler with 13,000 hours on it can cost $250,000; a 200-ton model with 30,000 hours on it still can cost $400,000. • Rent/Lease An online survey shows that midsize ADTs and smaller rigid dump trucks can be contracted for $900-$1,200 a day, $2.500-$3,000 a week, and upwards of $8,000 a month.

Specs and Features to Consider 1) Horsepower As horsepower ramps up, performance generally follows, though the relationship is not a straight-line graphic. Other drivetrain components and engine characteristics — such as torque — help determine performance. Nonetheless an underpowered off-road truck has zero chance of doing a job acceptably. Once you settle on a desired configuration and payload, determine if the horsepower will nimbly deliver it. A 30-ton ADT with a 350-hp engine may be just the thing—or will that 60-ton rig with 520 hp be more proficient? 2) Engineering and features Is an articulated dump truck with 8 or 10 forward gears a better choice than one in which the starting gear is automatically chosen for the operator? Which is more important to you on a rigid frame truck: 1) a pitch control system that reduces bucking on a rough segment of the haul road

or 2) a selectable engine mode feature that improves fuel efficiency? These are the kinds of questions to ask yourself before entering the market for an off-road truck, because a combination of desired features will dictate your best choice. 3) Load capacity and configuration How much material an off-road truck will haul is an obvious dealbreaker. No use looking at 28-ton trucks when a 40-ton truck is what you need. Just as obvious is the distinction between ADT and rigid undercarriages. However, such distinctions are less obvious sometimes. Example: If a current highway project requires an ADT but a contract next year is for a quarry, perhaps you should shop for a 50-ton ADT with features (top speed, etc.) acceptable for work on maintained roads. These are not knock-off widgets rolled out of a fly-by-night assembly line. Even so, the trucks are subject to wear, tear and inexplicable breakdowns. What then? In looking at a new or used truck, see what warranties or guarantees come with it. Look at them in depth to assure they are ironclad. And does a dealer or manufacturer have service facilities close enough to respond quickly to your needs? These are peace-of-mind considerations.

Popular Off-Road Truck Manufacturers 1) Bell — This South African manufacturer has been building trucks and other material-handling equipment for 60 years. Today it offers 12 two-axle or three-axle articulate dump trucks from 20 to 60 tons in capacity and two low-profile mining ADTs. 2) Caterpillar — The heritage of this Illinois equipment manufacturer goes back to the late 19th century. It introduced its first off-highway truck in 1962. Today Cat builds 12 mining models (the largest at 400 tons), three off-highway rigid hauler models and seven ADTs. 3) Doosan — A dozen years ago, this South Korean firm acquired a pioneering Norwegian manufacturer of articulated trucks, Moxy. Building on that legacy, Doosan today offers two models — a 30-ton and a 40-ton truck, each with relatively high top speeds of 34 mph. 4) Volvo — This Swedish company dates from 1832 and entered the ADT market in 1966, the rigid truck market in 1982. It makes seven ADT models, from 25 tons to 60 tons in capacity, and four rigid haulers, the largest the 100-ton R100E. 5) Hitachi — This Japanese manufacturer was founded in 1910. Its mining products are limited to excavators and off-road trucks. The company offers three rigid dump truck models, the smallest being a 181-ton unit, the largest a 326-ton, 2,850-hp truck. 6) Hydrema — This Danish company founded in 1959 offers two starkly different lines of articulated dump trucks. The 912 Series is a compact two-axle 130-hp truck with a unique swivel-dump feature and a payload of 10 tons; the 922 series

can haul 20 tons. 7) John Deere — Founded in 1837, Illinois-headquartered Deere built its first tractor in 1918 and introduced its E Series ADTs in 2012. Today, the series includes five articulated truck models ranging in capacity from 26 tons to 46 tons. 8) Komatsu — The Japanese company began to build ADTs in the 1980s and today offers 30-ton and 44-ton models. It manufactures six off-highway rigid trucks and nine electric-drive mining trucks. In 2008, Komatsu introduced the first autonomous-hauling system. 9) Liebherr — Roots of this Germany company extend back to 1949. Among its diverse product lines are rigid off-road dump trucks for mining operations. Its three diesel-electric drive models range from a 100-ton, 1,200-hp unit to a 363ton, 4,000-hp model. 10) Terex — This Connecticut firm traces its products to the very beginning of the off-road dump truck industry. Five years ago, its rigid dump truck line became a Volvo subsidiary. Terex manufactures two articulated dump truck models — 28ton and 38-ton machines. 11) Terramac — This Illinois manufacturer offers four off-road dump trucks that roll-on tracks and are increasingly popular in the U.S. and Canada. They range from 6 tons to 14 tons in capacity. One larger 320-hp model features a dump bed that swivels 360 degrees.

Hydrema Unveils New 707G ‘Hybrid’ Articulated Truck Introduced at bauma 2019, the all-new Hydrema 707G is a class size that essentially straddles the classification of articulated truck and site dumper. The Danish manufacturer designed this smaller-sized truck based on its 912 dump truck and incorporated features that meets or exceeds current world-wide safety specs for site dumpers, according to the manufacturer. Site dumpers are prone to safety concerns stemming from a wide range of issues which include poor stability and visibility. The new 707G design moves away from the old site dumper design and moves toward what may be considered a “hybrid” site dumper/articulated dump truck. This versatile machine now puts Hydrema in the 6-9-ton sector and expands its offerings into a new class size for even greater flexibility and for use in even more confined working areas. The overall cab design has complete visibility to the front and sides of the machine and utilizes large mirrors and a rearview camera to provide complete 360-degree visibility. The roomy cab takes the design of the Hydrema MX wheeled excavator and has enhanced comfort and protection and is both ROPS and FOPS certified. At the heart of the machine is a 3.8-liter Stage 5 Cummins diesel engine, which meets 2020 emissions regulations. The new 707G comes in two models with engine sizes of 74 hp (55 kW), which does not require AdBlue, and 122 hp (90 kW) with the 122 hp version being named the Power+ model. These machines feature a fully variable hydrostatic transmission and are capable of speeds over 20 mph without interrupting traction. Reduced Congestion, Improved Safety High Priority for Funding TXDOT from page 1

More than $600 million is being committed to fund transportation improvements in the state’s Permian Basin alone, to handle energy sector activity, TxDOT noted, with a focus on safety, connectivity, congestion relief, improving mobility at high-volume intersections, plus pavement strengthening for roadways with high truck volumes and weights. “TxDOT is committed to reducing congestion and improving mobility and safety in Texas as evidenced by the agency’s largest 10year plan to date,” said J. Bruce Bugg Jr., the commission’s chairman, in a statement. “Additionally, we keep making progress in addressing congestion in our busiest parts of the state through our Texas Clear Lanes initiative, which addresses congestion in top chokepoints in our largest metro areas,” he added. “Consistent with direction from Gov. Greg Abbott and our commit-

ment to the Texas Clear Lanes program, we are allocating some $28 billion of this $77 billion to address our most critical congestion improvement needs in the state’s five major metropolitan areas and other congested areas around Texas.” The commission stressed that UTP’s funding levels are based on a forecast of transportation revenues anticipated over the next 10 years. Because funding levels may change in the future, the UTP does not serve as a budget or a guarantee that certain projects will be built. Instead, the plan authorizes TxDOT and local partnering agencies to prepare projects for construction based on a reasonable expectation of future cash flow, with “authorized development activities” including preliminary design, environmental analysis, right of way acquisition and final engineering. 

J. Stout Moves Headquarters to Washougal, Washington Slicing through a bright red ribbon, Founder Jake Stout, of J. Stout Auctions held the gold scissor to his side, taking in the moment. After three years of growth, J. Stout Auctions celebrated the grand opening of its new regional facility in Washougal, Wash., with a ribbon cutting on Sept. 10. Staff, along with the CamasWashougal Chamber of Commerce and local dignitaries attended the ceremony. The needed expansion from Portland, Ore., to Washougal, Wash., provides the company with five times more space for live auctions and 60,000 sq. ft. of secure indoor storage for online auctions. That means customers will have more opportunities to consign equipment and gives buyers more choices to find what they need. The benefits of having the extra space were made clear on Sept. 11, when J. Stout Auctions held its first live auction on the property. Nearly 1,000 people attended the auction both in person and online. Nearly 20 excavators, more than 25 trailers and 30 commercial trucks were just some of the 790 lots sold at auction. In the future, J. Stout Auctions plans to hold live public auctions quarterly on the new proper- J. Stout Auctions’ new location will provide a five-times larger auction space for its customers and 60,000 sq. ft. of secure ty. At J. Stout Auctions live events, bidders can storage for online auctions. find everything they are looking for including heavy equipment, commercial trucks, government surplus vehicles, logging equipment, ATVs and industrial machinery. The new secure indoor facility, also located on the property and opening on a later date, allows J. Stout Auctions to hold online-only auction sales. This program allows bidders to bid on everything from shop tools, welders and rental gear to contractor supplies, and government surplus, while in the comfort of their own homes. “Business has grown much faster than what we expected for sure,” said Stout. With the expansion, J. Stout Auctions also is forecasting to create another 10-plus jobs in the next few years.  Hundreds of people attended J. Stout Auctions’ sale on Sept. 11, looking for everything from heavy equipment to commercial trucks to government surplus vehicles.
