Robins & Morton Unearths Decades-Old Items On $202M Hospital Project in Texas

The Texas Health and Human Services Commission (HHSC) celebrated the completion of a new $202 million patient complex and administration building at Rusk State Hospital (RSH) in the city of Rusk, Texas, the county seat for Cherokee County.

Construction crews from Robins & Morton had to navigate carefully in order to deliver the newly constructed facility. Crews had to remove old fill, install new utilities and excavate judiciously as the construction site in Rusk contained many old and unmarked structures.

The contractor began the project in November 2019 and celebrated the completion of the fouryear project with a ribbon-cutting ceremony this summer.

Project Challenges

“The RSH project was challenging due to several key elements, including a more than a century-old campus, the unique needs of behavioral

The equipment finance picture is encouraging, six months after a report indicated it would be a so-so year. The Equipment Leasing and Finance Association (ELFA) reports that June new business volume was up 6 percent year-over-year. Turner Construction to Pilot Volvo EC230 in Silicon Valley

One of the largest construction services companies in the world is testing one of the largest batteryelectric machines in the world.

Turner Construction Company is conducting a pilot of the 23-ton EC230 Electric excavator from Volvo Construction Equipment on a project in the heart of Silicon Valley. The EC230 Electric is the first medium-size in-housedesigned electric excavator in the industry.

“Turner is a great organization for us to partner with to test the capabilities and benefits of a zeroemission machine that is a major advancement in bringing sustainability solutions to our industry,” said Scott Young, acting president of Region North America, Volvo CE. “Both of our companies are industry leaders pushing innovation to build a cleaner world.”

“We’re really excited to provide operator feedback to equipment manufacturersandhelpsupportthe low-emission equipment market. This is definitely in alignment with our company values to create a healthy, prosperous and sustainable future for people and the planet,” Evan Walker, Turner Construction Company project executive, said.

Partnership Is New Leadership

TheVolvoEC230Electricexcavator is being used by Turner Construction Company on a light

manufacturing reconfiguration projectforAppliedMaterialsinthe

Silicon Valley region of northern California. The excavator will play a key role in the placement of deep utilities, backfilling, building pad excavation, compaction and material movement on site. The project will be completed by October 2024.

Turner Sustainability Manager EmiLaFountainsaid,“Wearededicated to improving the environmental performance and resilience

of our projects, our operations and our business. This pilot is part of our overall effort to reduce the carbon emissions of our operations. Electrifying as much equipment as possible will yield a lower-carbon, quieter, healthier and ultimately safer job site.”

The challenge of having sufficient power delivered on demand and effectively to the equipment can be a barrier to using electric machines on construction job sites. As part of the EC230 Electric

excavator pilot, Sunbelt Rentals is providingamobile,off-gridenergy storage solution.

“A battery energy storage system [BESS] is ideal because the power can be quickly delivered to the machine with ease in remote locations without requiring the machine to move for charging,” saidBrentCoffey, director, product line management of Sunbelt Rentals.

A 600 kWh BESS will power a mobile fast charger that is connect-

ed to the EC230 Electric. In this scenario, the excavator can be recharged over a lunch break to provide sufficient power for a full day’s work. The BESS is an emission-free and noise-free power solution, making it ideal for portablesitecharging, supplementing combustion generators and standby power for job sites.

Industry-Leading Electric Lineup

The Turner Construction Company project is one of several pilots Volvo CE has scheduled for the EC230 Electric excavator in North America. Another is under way with WM in waste applications at a waste transfer facility on the East Coast.

The EC230 Electric has launched in Europe and China and isexpectedtobeavailableinNorth America in 2024. It will join what is currently the construction industry’s largest lineup of commercially available battery-electric heavy equipment:threecompactexcavator models, two compact wheel loader models and an asphalt compactor.

Those six models and the EC230 Electric excavator have been shown on real-world jobsites to offer the same performance as their diesel equivalents but with zero exhaust emissions, less noise and reduced maintenance costs due to the lack of an internal combustion engine. 

Culture in Construction: Why It Matters, How to Improve It

There is a labor shortage in the construction industry—andit’snotexactlybreakingnews. Headlines declare that “nobody wants to work anymore” — but is this explanation really at the root of what’s a longstanding, industrywide issue?

Amid the “Great Resignation,” as Baby Boomers retire and Gen Z workers reject the long hours of the construction industry, it’s moreimportantthanevertoexaminethecauses of this unprecedented labor shortage and explore potential solutions.

Numerous companies are feeling the pressure, especially in the skilled trades, and many have not yet been able to solve their workforce woes. After increasing pay and flexibility with little to no results, a lot of companies find themselves asking — is our company culture to blame?

During an education session titled “Culture in Construction — Is It Really That Bad?” at ConExpo-Con/AGG 2023, speaker and construction industry advocate Wally Adamchik walked through the reasons why the answer to that question is both yes and no.

Thegoodnewsisthatindustry-widesurvey resultsindicatetheconstructionindustry’sculture issue may not be so bad, according to the 2019 People in Construction Report, said Adamchik. In fact, 83 percent of people say

that they would reapply for their current position,and73percentofpeoplesaythattheyare happy at work. However, these results are not good enough to sustain successful growth and project execution, according to Adamchik. In addition, there is a significant divide between project management in the office and field supervision on the job site.

In the office, 81 percent of employees say that they have a close friend at work — in the field only 50 percent of employees share that sentiment. On top of that, 75 percent of office workers feel that they can maintain a reasonable work-life balance, while again only 50 percent of field employees feel that they can maintain a reasonable work-life balance.

Rather than list off more statistics about the industry’s labor shortage, many leaders want information about creating a more long-lasting and motivated labor force. There are several concrete actions that can be taken to improve company culture and keep workers happy, and companies should act now to avoid losing more of their employees.

The labor shortage isn’t exclusive to the construction industry. Even organizations with good company culture can implement some of these changes to elevate employee experience:

• Standards and values. Approximately

90percentofrespondentsagreedthatignoring the core values of their workplace would get them into trouble. This shows that workplace values still matter, and the most visible way to manifest this is to enforce standards across the board. There should be no double standard when it comes to values. Employees will take standards and values more seriously when they are a part of company culture, and see leadership being held accountable to the same standards as employees.

• Creating lasting change. Three quarters of senior leadership (those who are supposed to be spearheading change in the workplace) say that their efforts fall short. Change requiresorganizationalcapacityandrequiresa significant personal investment from leaders. Creating change with concrete steps to follow along the way will help companies maintain organization and encourage both employees and leadership to follow through.

• Encouraging, participating in recognition. There are a multitude of opportunities to tell employees how much they are appreciated. Chances are, on a daily basis there are numerous opportunities to give positive and relationship-building recognition. And companies that regularly participate in positive recognition are more likely to attract and retain loyal employees.

• Amping up one’s referral program. About 84 percent of employees surveyed say they would recommend their workplace to a friend (but don’t). Furthermore, 83 percent of employees say that they would reapply for their current position if given the chance. There also are several ways to increase the effectiveness of a referral program, including using an easy-to-use option, offering a mixture of incentives, announcing or re-announcing the program and recognizing current employees for referring candidates.

• Bridging the gap between teams and departments. Inconstruction, thereareseveraldiscrepanciesbetweensurveyanswersfrom field and office staff members that could be corrected with a little work. For example, creating teambuilding opportunities for one’s entire staff on a monthly or quarterly basis can go a long way toward building camaraderie. While there are several improvements that would benefit the construction industry’s culture, and company culture in general, the survey results show that the situation may not be as bad as advertised. There are several actions that employers can take to improve company culture, from enforcing values to bringing employees together. Even small actions make a big difference, and there is no better time to start than now. 

Reno-Tahoe ConstructionAdds Rokbak for Excavating Job

The state of Nevada may be famous for its casinos, but it was far from a gamble when RenoTahoe Construction (RTC) added Rokbak to its fleet of machinery for a huge excavation project.

As a well-established contractor working throughout the state of Nevada, RTC prides itself on “construction with integrity” and “getting the job done right”. And to get the job done right, you need the right equipment. That’s why it secured an RA40 articulated hauler, supplied by long-time dealership partner Shafer Equipment Company.

RTC approached Shafer when it was tasked with an excavation project at a site within the TahoeReno Industrial Center. Measuring 107,000 acres (167 sq. mi.), it’s the largest industrial park in the world.

Rokbak in Nevada

The RA40 is busy helping with the creation of individual building pads within the large commercial complex. Required to transport a mix of dirt and rocks — including shot rock, the hauler has a maximum payload of 41.9 tons and has been customized with a tailgate to maximize payloads and load retention.

RTC entered the site in mid2021 and has already excavated, hauled and placed more than three million cubic yards, with another 2.8millioncubicyardsyettogo,over 230 acres.

“I’ve been driving the RA40 since delivery and have seen firsthand the first-class performance and the hauler’s ability to navigate all site conditions effortlessly,” said RTC operator Renee MaasThoyre.

“It provides excellent visibility

and it’s easy to see around you while backing up — thanks to the combination of the large mirrors, rear-view camera and monitor.”

RA40 Delivers On All Fronts

“Though our site may be busy, with vehicles moving around all day, my cab is quiet and comfortable,” explained Maas-Thoyre. “I can adjust the seat for my ride when other drivers have taken the wheel and, with our extreme weather and excessive heat warnings, the HVAC and temperature control has been a blessing.”

The RA40 cab has pressurized capabilities and a HVAC and air flow system, offering more control

and comfort for operators. Other key performance features of the RA40 include great traction and an effective power-to-weight ratio, which ensures material is moved as quickly as possible in all conditions. With this functionality, customers can achieve maximum productivity at a minimal cost. Reducing operational costs even further, as well as enhancing safety, are the force-cooled multi-disc brakes. Supported by an electronically activated exhaust brake and a six-stage modulating transmission retarder, the RA40 benefits from longer brake component lifecycles.

The Silver State Industry, earthworks and exca-

vation are engrained into Nevadan identity. Its nickname of “the Silver State” refers to the silver mining industry, a vital part of Nevada’s early history when people flocked to the desert to try and strike it lucky. The city of Sparks, where Shafer Equipment Company is based, lies just outside of Reno in Washoe County and is named after a former Nevada governor who represented the nowdefunct Silver Party.

Today, just 9 mi. outside of Sparks at the Tahoe-Renoe Industrial Center, is where the RA40 can be found continuing the state’s rich heritage of earth-moving.

Shafer Equipment Company,

the authorized Rokbak articulated hauler dealer of northern Nevada and parts of northeast California, celebrated its 20th anniversary in June 2023. The company has been providing RTC with heavy construction equipment for over a decade, via direct sales, rental purchase options and leasing solutions, and the RA40 works alongside eight Shafer Equipment Company-supplied Gen10 Terex Trucks TA400 haulers, plus a TA300 being deployed as a 6,000gal. water tanker.

“We love working with RTC,” said Shafer Equipment Company Sales Representative Jim Crouse. “Every time they approach us, they obviously expect the best and most suitable equipment for each project and I’m happy to say we haven’t let them down — and the RA40 is continuing this success story.”

Success in the U.S.

Less than two years after rebranding, Rokbak articulated haulers can now be found across the United States, from East Coast to West. Approximately 60 percent of the machines that leave the Motherwell factory currently head across the Atlantic, with Rokbak having approximately 35 dealers in North America, encompassing around 90 different locations.

“It’s great to see that our hauler is having a positive impact on such a large-scale project with RTC in Nevada,” said Rokbak Regional Sales Manager Greg Gerbus. “Rokbak haulers are robust and reliable and this is exactly the kind of project that the RA40 was designed for.”

The product support team at Terex Utilities hosted 58 participants from equipment dealers, utilities and utility contractors from all across the United States and Canada.

Held at the Lake Area Technical College Facility, Watertown, S.D., in June, instructors from the Terex Utilities Service School provided hands-on training for digger derricks and aerial devices.

While the training is geared for technicians, many individuals who have responsibility for various aspects of spec’ing, parts management, orevensales, canbenefitfrom this hands-on learning experience. In addition, the experience level of the technicians ranged from just weeks to 29 years on the job.

“Technicians are able to learn from our instructors so they can stay current on best practices in order to be more efficient. Individuals in roles that support technicians get the chance to meet the Terex Utilities tech support team in person so they can get to know them if they ever do have to call for assistance,” said Kenny Vlasman, customer service manager at Terex Utilities.

Participants rotated through 12 different stations, which were held in shop bays, in classrooms and outside. Stations included instruction on the Hi-Ranger TM Series, Optima and Commander products. In addition to general troubleshooting, maintenance and inspections, other sessions took deep

dives into chassis controllers, aerial device leveling systems and digger derrick planetary rotation and hydraulic overload protection.

Mike Sherman, technical support manager of Commercial Utility Equipment in Canada believed that there were many valu-

able take-aways from this training experience.

“ThisisthebesttrainingI’vedoneforutility equipment, and I’ll be able to use what I learned this week to better support our customers and help them troubleshoot and find the root of the problem. The instructors referenced 30 to 40 different Tech Tips during the sessions and each one was so critical to know about because they could save you hours of your time trying to figure out an issue and thousands of dollars,” said Sherman.

“It’sagreatrefreshertogothroughhandson training when given the chance. Going through the hydraulics and schematics stepby-step with instructors and hearing them break things down helps me to be more efficient.Therearethingstaughtintheseclasses and in theTechTips that expand on standard training materials. Those tips and the connections that I have made with everyone throughout the week are invaluable. Its so important to have a network of people you can call when you need help,” said Aubrey Fortenberry, fleet coordinator from Coserv Electric.

Enhance Rental Fleets With Hamm Rollers, Compactors

At the start of 2023, Hamm expanded its range of compact rollers to include eight fully electric models that compact without producing any local emissions. This means that Hamm offers more than 40 compact tandem rollers in the HD CompactLine as all-rounders for asphalt and landscape gardening.

For earthworks, the new HC CompactLine series has included five powerful, small compactors in the range since 2022. Both series are predestined for machine rental because they are so versatile and easy to handle, according to Hamm.

Electric Rollers in Demand for Rental Fleets

The CompactLine rollers from Hamm have been a firmly established part of the product range of many rental companies for years. Well-known in the market, popular with customers and robust in operation, they have everything that the rental market needs. This also applies to the new electric models.

Since the electric rollers were first presented at bauma 2022, Hamm has experienced huge demand for these machines, especially from the rental sector. Currently, rental fleets support many construction companies working on specific projects that require machines that do not release local emissions. Alongside this, the share of electrically driven compact rollers also will continue to grow, partly due to legal requirements and partly to the commitments made voluntar-

ily by builders and construction companies.

Compact Proportions, Good Handling, Great Gradeability

Not just the electric models, but all the other tandem rollers and compactors in the CompactLine have a very compact design. Its three-point articulation ensures good handling. It delivers quality and safety by ensuring high driving stability and even weight distribution on both axles. In asphalt construction, this results in level surfaces without undulation formation, and a high level of safety against overturning when cornering, the manufacturer said.

The main advantages for earthworks are the directional stability and effective shock absorption. This enables the compactors to compact safely on uneven terrain. Off-road, these small compactors also impress with their high ground clearance and gradeability — they can handle gradients of 60 percent and more. With a length of approximately 14.4 ft., the H 70i also is the shortest compactor in this weight class.

Easy to Use

Drivers can immediately operate compact rollers from Hamm correctly without any need for an induction. It is particularly important to have a clear view and easy access to the few buttons on the dashboard, which is very similar in design for the tandem rollers and the compactors. Clear, languageneutral and logically arranged symbols prevent operator

errors — even in the dark, because there are luminous buttons to help with orientation.

The ergonomically optimized workstations ensure good visibility, and drivers can adjust the seat to their height and weight very easily.

Diverse Models, Compaction

Hamm offers a wide range of models in the HD CompactLine series. There are tandem rollers with vibrating roller drums or oscillation drums (VV and VO respectively), combination rollers (VT) and a pneumatic-tire roller (TT). The operating weights of the HD 8 – HD 14(i) range from 1.6 to 5 tons. They cover drum widths from 31.5 to 55 in. The fully electric rollers from Hamm can be recognized by the “e” in the model designation. The HD 10e (drum width: 39 in.) weighs 2.75 tons, whereas the HD 12e (drum width: 47 in.) brings 3 tons to the construction site. The HD 10e and HD 12e electric models are available with two vibrating roller drums (VV), with one vibrating roller drum and one oscillation drum (VO) and as a combination roller with vibration (VT) or oscillation (OT).

In the small compactor segment, Hamm offers models with smooth or padfoot drums as well as two-piece padfoot shells. The HC 70i also is available with a VIO drum. It can compact with either vibration or oscillation, which allows it to cover an enormous range of applications.

see RENTAL page 29

One Li-ion battery (capacity 23 kWh) provides the electric rollers in the HD CompactLine from Hamm with enough power for a typical working day.

The HC 50i and HC 70i in the CompactLine from Hamm have highly compact dimensions. From their seat, the driver has a perfect overview of the machine and the construction site.

Cat’sReclaimer/StabilizersOfferMorePower,Performance

Expanding the product line, the new Cat RM600 and RM800 reclaimer/stabilizers offer the power, performance and productivity needed to efficiently complete full-depth reclamation and soil stabilization projects.

These versatile machines compete at the high end of the reclaimer/stabilizer size class with an all-new adjustable height design capable of cross-slope cutting, the manufacturer said.

Their powerful turbocharged Cat C18 engine gives the RM600 up to 17 percent more power than the RM500B.The RM800 delivers up to 42 percent more power than the RM500B and up to 23 percent more power than the RM600.

These reclaimer/stabilizer models adopt key rotor system components from Cat cold planers for dependable cutting and mixing. Featuring a belt driven rotor drive system, the machine is capable of flush-cutting on the right side.

The new System K rotor uses the same cold planer fastener-free, dual-taper toolholder and base block components to deliver superior material quality on a range of projects. Exit and return-to-cut features simplify operation, save time and ensure the machine maintains a consistent depth of cut.

Efficient Power, High Mix Quality

Two configurations are availablefortheCatC18enginetomeet regional emissions requirements. Its robust cooling system uses cool air intake to maximize fuel efficiency and reduce emissions. Allowing the system to cool more efficiently to extend cleaning and maintenance intervals, automatic cooling fans periodically cycle in reverse to clean the heat exchangers.

A single Electronic Control Module (ECM) monitors engine performance and provides diagnostics to the operator.

With front-to-rear weight distribution optimized for stability in tough cuts, standard electronically controlled all-wheel drive maximizes traction and mobility for the new RM600 and RM800. Four height adjustable legs provide up to + or - 12.5 percent (8 degrees) of slope on either side when working on uneven terrain or to maintain

traction in challenging soil stabilization applications.

Two high-tensile, six-rib belts with automatic tensioning prevent slippage, while the rotor drive features a hydraulically actuated, heavy-duty clutch that does not requireadjustment.Abrasion-resistant, high-strength alloys of the System K rotor can withstand tough, high-power applications, and the cutting tools are strategically placed to deliver ideal material sizing and homogeneous mixing results.

The versatile rotor can be configured with bolt-on paddle toolholder protection for full-depth reclamation applications or wedge protection to reduce drag for soil stabilization.

The new models offer the power and performance to efficiently cut 96 in. wide at up to 20 in. deep. Advanced electronic controls plus automatic load control maintain rotor mixing depth and optimum machine speed to deliver ideal mix quality.

Adjusting the front and rear mixing chamber doors enables instant modification of material gradation, and an easy-to-read indicator on the touchscreen display informs the operator of door positions. A rear rotor chamber door float feature simplifies operation by allowing the operator to select the desired down pressure. RM600 and RM800 also offer bidirectional cutting capability.

Increased Versatility

Wheel positioning at the corners lends to a highly maneuverable reclaimer/stabilizer design. The machines can navigate an incredibly small 10.1-ft. inside turning radius. Four steering modes — front only, rear only, crab and coordinated — further improve on-site maneuverability. Offering up to + or - 12.5 percent (8 degrees) of slope on either side when working on uneven terrain or to maintain traction in challenging soil stabilization applications, the four-post, adjustable-height design improves stability and cutting precision.

Water and emulsion spray systems are available for the new machines, and the emulsion system features self-cleaning nozzles and is designed to deliver water as well as bitumen emulsion. Computerized metering delivers accurate application rates with variable flow rates of 8 to 500 gal/min. for water and 8 to 225 gal/min. for emulsion to meet site needs. The operator controls additive flow and customizes spray width from inside the cab.

Simple, Comfortable Operation

Inspired by the RM400 design, controls are grouped by function for quick and easy access. A small handwheel provides precise steering, while the operator easily matches machine speed and functions to gradation specification via

the large, 10 in. color touchscreen displays and pushbutton controls.

Hydraulically sliding side-toside, the cab is easily positioned to enhance visibility to the front and sides of the machine. Floor-to-ceiling glass and an angle pane on the right-hand side provide a clear view to the work ahead and the leading edge of the cutting chamber.

The cab’s fully pressurized design with air conditioning and heater/defroster provides a comfortable environment for the operator while keeping noise, dust and the elements out.

Standard and optional cameras augment performance and safety for the new RM600 and RM800. Enhancing fore and aft visibility, standard front- and rear-mounted cameras provide configurable guidelines on the touchscreen display. Two standard cameras mounted above the front and rear mixing chamber doors give operators visibility to obstructions and material gradation. Optional sidemount cameras provide views to each side of the machine.

Reduced Maintenance

Long service intervals reduce owning and operating costs for the RM600 and RM800. Engine oil service intervals occur every 500 operating hours. Provided recommended sampling schedules are followed, hydraulic oil service and coolant replacement intervals are

extended to 6,000 and 12,000 hours respectively. Accessing maintenance points is easy with daily checkpoints centrally located on a secure platform.

The standard compressed air system can power pneumatic tools and offers two access points to reduce the time for rotor bit changes. Service mode allows the engine to run while the machine is locked out, supplying compressed air so the rotor can be safely serviced. Side service doors provide quick access to inspect or change end ring bits without reaching inside the rotor chamber.

Further simplifying rotor maintenance, the rotor can be hydraulically powered to turn in either direction using a control pendant.

The new models feature built-in diagnostics to monitor machine systems, alert the operator of performance issues and simplify troubleshooting. Standard Product Link provides critical machine condition, operating and location data and enables the use of Cat Remote Services. Dealers can virtually diagnose machine issues prior to dispatching a technician using Remote Troubleshoot, helping to ensure the right tools and parts are available to perform repairs. Remote Flash makes sure the machine is working with the latest software, updated at a time convenient to the production schedule.

Wirtgen Machines Help Rehabilitate Belgium Race Track

The challenging Spa-Francorchamps race track in Belgium was rehabilitated with the aim of enhancing its attractiveness to spectators and, above all, of improving the safety of racing drivers.

The Circuit de Spa-Francorchamps construction project posed particular challenges to all involved, as the track was not a design fresh from the drawing board, as is usually the case, but has been in existence for more than 100 years and includes ordinary roads.

CEO Jarno Zaffelli, whose company Dromo Circuit Design delivered the project, emphasized how very demanding this rehabilitation task is — due in particular to the undulating nature of the circuit.

There are extreme sections featuring gradients of 20 percent, such as the legendary combination of the Eau Rouge and Raidillon corners. A further challenge was presented by the hairpin bend La Source (“the spring”), because spring water gets on to the road surface there.

To ensure maximum driver safety on the tough Circuit de Spa-Francorchamps, extremely stringent conditions in terms of evenness and grip were applied to the asphalt surface course.

Experience, Know-How Key to Winning Race

Belgian company Bodarwé was contracted to complete the asphalt paving. The variations in level around the winding race track presented a challenge to the paving team, as well as to racing drivers.

“We have been working with contractors that use Wirtgen Group machinery for many years. We know the machines very well, and are familiar with what they deliver in terms of quality and reliability,” said Zaffelli.

Stringent Demands Deliver Optimum Results

The project was to pave a new surface course extending 553 yds. from the Eau Rouge valley up to the famous sweeping Formula 1 corner at Raidillon. Another 225 yd. section was to be paved in the area of the T9Car Formula 1 corner to the north, as well as 767 yds. of surfacing for the new T8Moto and T9Moto motorcycle race corners.

The following requirements were imposed on the paving team to ensure that the sections were completed to the best possible standard:

• Paving had to proceed non-stop, at a rate of between 9.8 ft. and 13.1 ft. per minute.

• The temperature of the asphalt mix was set at 356 degrees in order to maintain a sufficiently large compaction window even at the low ambient temperatures prevailing at that time.

• A further requirement was that the temperature of the paved surface course should be fully monitored and documented.

Benninghoven: Special Plant for Special Mix

The composition of the asphalt mix is key to the quality of a Formula 1 track surface. The formula, code-named “Le Noir,” was developed by Dromo especially for SpaFrancorchamps in accordance with the regulations of the Fédération Internationale de l’Automobile Internationale (FIA). It is a well-kept secret.

The material was mixed in the asphalt mixing plant belonging to Bordarwé subsidiary Boreta S.A. The Benninghoven TBA4000 plant is characterized by the highest quality and production standards, as well as by a wide range of options.

Three Vögele SUPER 1800-3is Equipped With Big MultiPlex Ski

Once the surface course in the relevant sections had been removed by a Wirtgen W 220i cold milling machine complete with LEVEL PRO ACTIVE milling depth regulator and 3D controller, three Vögele SUPER 1800-3i machines were deployed. The task was to pave three 13.5 ft. to 14.1 ft. strips without joints using the tried-and-tested hot-to-hot method.

The three pavers were each equipped with an AB 500 TV extending screed and a Big MultiPlex Ski to ensure maximum longitudinal evenness. Three multi-cell sonic sensors were fitted to the variable carriers of the Big MultiPlex Ski, each scanning the binder course and adjacent surface course to ensure precision paving.

WITOS Paving Docu, Roadscan

The three pavers were equipped with WITOS Paving Docu, incorporating the RoadScan temperature measure-

ment system, to monitor and document the paving temperature. The system not only recorded the asphalt temperature, but also the other paving parameters: geometry, area, distance and volume of asphalt paved.

Bodarwé’s construction manager Sébastien Dandrifosse was very pleased: “WITOS Paving Docu is ideal for monitoring temperature directly on-site; where we need the information, so that we can counteract any deviation immediately.”

Teamwork for Supreme Class

Machines and people worked together at the highest levels on the legendary race track in the Belgian Ardennes. The demands were great, but the operators were able to master all the challenges with their machinery and the technology. The race track design team were also impressed by the support provided by the Wirtgen Group, as summed up by Jarno Zaffelli.

“The backup from their technical team was very good, and extremely important. It is very reassuring to have experts like that by your side when running a paving operation that can’t easily be redone.”

Crews Encounter Many Challenges During Excavation

CHALLENGES from page 1

health design and construction and the project site’s location on a fully operational healthcare campus.

“Parts of the campus date back to the hospital’s opening in 1919,” said Tim Busby, Robin & Morton’s project manager. “This meant more than 100 years of unknowns beneath the soil.

“Throughout the project, the team uncovered elements such as brick tunnels, railroad tracks, the foundation and four walls of a former building and old steam pipes that had been buried for decades,” he added. “The most recent as-built drawings available were traditional blueprints that were more than 50 years old and did not reflect any of these existing conditions. In the early 20th century, it was common for demolished building debris or other items to be used as ‘fill’ in building pads up to grade. However, that is no longer a viable practice — and to build the new hospital within the footprint of seven former, smaller buildings — the site would have to be excavated to remove any debris and unsuitable soil. In one area of the hospital’s future footprint, the team had to excavate more than 27 feet and backfill with suitable soil.”

Additionally, the excavation had to be completed methodically to carefully uncover any artifacts and ensure historical preservation consultant, SWCA, as well as HHSC’s historian had the opportunity to catalog any items of interest.

Another challenge was specific to the inherent difficulties of building a behavioral health facility.

“Behavioral health facilities require a painstaking quality management process to assure that no element of the built environment could be used to harm a patient and, as a result, requires specialized construction materials,” said Busby. “These include impact-resistant windows, anti-ligature fixtures and epoxy pickproof caulk. Several of these items were impacted by shortages in the supply chain over the last several years, especially the windows. Further, all fixtures had an installation tolerance of only an eighth to a sixteenth of an inch.”

Behavioral health facilities also often require specialty consultants and this project was no exception.

“A full roster of decision makers adds layers to the design and construction approval process, which can sometimes create bottlenecks during tight material or equipment ordering deadlines,” said Busby. “Robins & Morton held regular stand-up meetings with all key decision makers among the client, architect, contractor and consultants to maintain expediency. During the coordination of the rooftop mechanical equipment, building information modeling revealed that the duct and piping coming from the equipment would not fit above the third-floor ceilings as planned. As a result, the Robins & Morton team had to re-coordinate the support systems to be placed on the roof. Although this was a significant shift, the transition was carried out smoothly.”

An additional construction challenge was in the design of the two interior courtyards, each surrounded by the threestory building on all four sides.

“As Robins & Morton advanced into later stages of construction, the team had to use the courtyards as access points, including moving equipment into the building,” he said. “That required leaving large openings in several of the walls, which made it more difficult to protect the completed areas of the building from the elements. However, by keeping to the swift schedule and closely managing area maintenance, the team was able to quickly close the spaces with no impact to the completed building.”

While all site work and construction were taking place,

there was a fully operational behavioral hospital adjacent to job-site fence that bisected the campus.

“Job-site security was a critical part of ensuring patients could roam safely outdoors without encountering loose material that could prove dangerous,” said Busby.

The RSH project was one of several large-scale improvements to state hospitals in Texas, with two others ongoing simultaneously in Austin and San Antonio.

“Although the work on the other two hospitals was being completed by two other contractors,” he said, “Robins & Morton had the opportunity to share best practices and lessons learned from our project so that the client could benefit from them on all three projects. It was a positive, collaborative environment and a great experience.

“Because of the existing campus’ age, construction was a delicate and methodical process,” he added. “All demolition and excavations had to be handled carefully as to not damage any buried artifacts, such as pieces of former buildings used as site fill, or any aging utility lines. This involved working closely with historical preservation consultants, SWCA and proceeding carefully in new phases of work.”

Although it was, at times, slower than greenfield construction, the project team approached the work efficiently and completed the project on schedule.

“As new facilities were brought onto the campus, the infrastructure had to be updated to accommodate them,” said Busby. “To build the new hospital and administration building, seven smaller buildings had to be demolished and all utilities would need to be relocated out of the buildings’ footprint. The team built a duct bank that connected to 12 transformers to accommodate the utility relocations that wrapped around the entire 225,000-square-foot hospital.”

Soil removal, especially the older fill used to create pads at grade, required planning.

“This was a significant part of the project scope, consuming approximately $2 million of the budget on this process alone,” Busby said. “Water issues onsite were remedied by Robins & Morton’s efforts in relocating stormwater drainage systems.”

Although the Rusk State Hospital campus is large, the

project site itself was relatively restricted.

“Other campus buildings occupied the space on three sides of the building with a highway on the fourth side,” said Busby. Relations with the HHSC were solid.

“HHSC was an excellent partner in this project,” said Busby. “Their project manager, Garrett Martin, who is an architect by trade, served as an important translator in decision-making, communicating impacts with ease. HHSC also had an on-site project manager, Joe Penick, with a military and facilities maintenance background. The combination of their management backgrounds was not only beneficial for supporting construction, but also for planning years ahead to make the building as maintenance friendly as possible.”

This project utilized rammed aggregate piers — columns of compacted stone, installed in groups.

‘These were determined to be the best fit for the project due to campus soil,” said Busby. “To ensure the piers maintain their integrity, they could not be undermined by any underground MEP. With the help of building information modeling, we were able to carefully coordinate locations and resolve any underground conflicts.”

Steel framing also was utilized.

The Robins & Morton team utilized a unique piece of equipment, a Hydrovac truck, throughout the excavation process to delicately uncover utilities that could potentially be damaged by the weight of a traditional excavator.

“The truck sprays water to soften the ground, then uses a vacuum component to remove the mud and uncover the item, or items, to which the team needs access,” said Busby.”

For the construction of the administrative building, utility relocation was the first step.

“This was so that both new facilities could easily tie into the new system,” said Busby. “Because we had to demolish their former administration building, Robins & Morton relocated HHSC employees into temporary modular spaces and expedited the completion of the new building, which was completed in 2021.”

While construction on both buildings was conducted simultaneously, the administration building had a much smaller footprint and the interior buildout wasn’t as complex, which made it feasible to complete more quickly.

Because of the demolition of the buildings, the Robins & Morton team had to rebuild three roads within the campus, replacing access to what was removed during construction.

“The actual construction of the administrative building was relatively straightforward with a much smaller footprint than the hospital and fewer specialty considerations,” said Busby. “Aside from the difficult site work for both projects described above, it was a smooth project that went as anticipated. Robins &Morton was fortunate to serve an excellent client with the support of dedicated trade contractors. Everyone completed their work with a team mentality, resulting in a successful project.”

Robins & Morton rents its equipment from dealerships such as United Rentals, including an all-terrain forklift, allterrain boom, scissor lift, mini excavator and skid steer.

“Wear and tear issues are managed by the rental companies,” said Busby. “They provided the equipment we needed in a timely manner. We use many of the same equipment providers in many of our geographic markets.”

The compact-body design and vertical mast enable 18 units to fit on a 48-ft. flatbed trailer or 20 units on a 53-ft. trailer. The foldable tongue minimizes the machine footprint for shipping and rental yard storage. Fork pockets and a lifting eye make it easy to load, unload and place the machine.

The light tower is designed for long hours of lighting and a 1,000 hour oil change interval.

The convenient and versatile LTV4L offers an adjustable vertical mast that extends up to 23 ft. and can rotate 360 degrees for optimum light flexibility. The LED fixtures can be

adjusted by hand to focus light exactly where it is needed. The 4 kW auxiliary power with 120 V 12A duplex GFCI receptacles provide added power for onsite power tools.

A variety of accessories and options are available to provide greater flexibility for rental centers and end users. Unique to the LTV4L is the optional diffuser that is easy to use and does not require machine modifications to install. Diffusers can be placed on the lights as needed to reduce glare without complicated or costly balloon systems.

Additional options include a cold weather package for use in extreme climates and an auto-start Deep Sea Controller with photocell light sensor that automatically turns the lights on at dusk and off at dawn.

Wacker Neuson’s LTV4L joins the LTV6L LED model. Both light towers are flexible for a variety of applications, providing whiter, consistent light for general construction job sites, site prep, concrete pours, sporting and special events, parking lots security, emergency and disaster relief and road/bridge work. 

Ditch Witch Unveils LargestAT System AT120 All Terrain NewDirectionalDrill

To enhance underground construction operators’ productivity while working in tough ground conditions, Ditch Witch has introduced the AT120 All Terrain (AT) directional drill — the largest AT system from Ditch Witch to date.

TheAT120 gives operators the power and stability needed for efficient fiber, pipeline and utility installation through hard rock. And as the successor to the Ditch Witch AT100 and American Augers’ DD110, the AT120 enables maxi-rig drill operators to move down a class size to meet jobsite constraints without compromising jobsite productivity, according to the manufacturer.

TheAT120 features 15,500 ft.-lbs. of rotational torque and 3,000 ft.-lbs. of inner rotational torque — a 50 percent increase over the AT100. With 120,000 lbs. of thrust and pullback, the AT120 allows operators to take on a wide variety of projects, as well as move through longer bores and larger diameter installations more efficiently.

The drill is powered by a 280-hp Cummins Stage V diesel engine that meets European emissions standards for cleaner job sites.

Built to boost jobsite uptime, the AT120 offers a 20-ft. end-to-end drill pipe on board, helping operators put more pipe in the ground. New technology enhancements include a Virtually Assisted Makeup and Breakout (VAM) solution, which ensures the drill pipe and tooling are at the correct levels observed by the torque gauge during a bore. This makes it easier for operators to automatically add or remove drill pipe during a bore and increase jobsite productivity.

To further maximize uptime, The AT120 offers a saver lock design to protect the drill pipe and drive system against wear and tear. With an updated engine compartment and access panel design, operators have increased access to critical components that frequently need to be maintained, streamlining maintenance routines and the serviceability of the drill.

“Anyone drilling through hard rock needs a machine that has the brawn to push through,” said Jeff Davis, Ditch Witch HDD product manager. “TheAT120 delivers the exceptional power that these jobs require. And as our largestAT drill yet, the AT120 pushes Ditch Witch users to larger-scale jobs that typically run maxi-rigs, which means maxi-rig operators can bring less equipment to the job site, maximizing cost savings and boosting jobsite uptime.”

The AT120 also offers a multimode joystick — the first production unit in the Ditch Witch lineup to market with this. The multimode joystick boosts operator productivity as operators can set up their joystick controls to their style of drilling. This not only improves operator confidence while running the drill, but also reduces time spent training, ultimately saving time, money and increasing jobsite uptime.

Additionally, theAT120 shares a common design with the latest Ditch Witch family of horizontal directional drills. This commonality enhances operator comfort and ease of use, and streamlines training, helping operators stay productive and efficient.

ARTBAReports More Than 222,000 U.S.BridgesNeedRepair,Replacement

More than 222,000 U.S. bridges need major repair work or should be replaced, according to the American Road & Transportation Builders Association’s (ARTBA) analysis of the recently released U.S. Department of Transportation (U.S. DOT) 2023 National Bridge Inventory (NBI) database.

That figure represents 36 percent of all U.S. structures.

If placed end-to-end, these bridges would stretch more than 6,100 mi. and take over 110 hours to cross at an average speed of 55-miles-per-hour, according to ARTBA Chief Economist Alison Premo Black, who conducted the analysis. Based on average cost data submitted by states to U.S. DOT, Black calculates it would cost more than $319 billion to make all needed repairs.

States currently have access to $10.6 billion from the 2021 federal Infrastructure Investment and JobsAct’s (IIJA) bridge formula funds that could help make needed repairs, with another $15.9 billion to be available in the next three years.

As the end of FY 2023 approaches on Sept. 30, states have committed $3.2 billion, or 30 percent of available bridge formula funds to 2,060 different bridge projects, with $7.4 billion still coming.

Eight states committed more than two-thirds of their available bridge formula funds: Idaho (100 percent), Georgia (100 percent), Alabama (97 percent), Arizona (88

percent), Indiana (81.5 percent), Florida (80 percent), Texas (78 percent) and Arkansas (68 percent).

“The good news is that states are beginning to employ these new resources to address long-overdue bridge needs,” ARTBA President and CEO Dave Bauer said. “The better news is that more improvements are on the way.”

“Most bridges are inspected every two years, so it takes time for repairs and rehabilitation efforts to show up in the annual federal data,” said Black. “What we do know now from other market indicators is that there are more bridge projects in the pipeline.”

Among other findings in ARTBA’s analysis:

• The number of bridges in poor condition declined by 560 compared to 2022.At the current pace, it would take 75 years to repair them all.

• Over the last five years, the share of bridges in fair condition continues to grow. In 2023, nearly half of all U.S. bridges (48.9 percent) were in fair condition.

•There are 31 states that have committed less than 33 percent of their available bridge formula funds as of June 30.

• States have four years to commit formula bridge program funds for specific projects, giving them additional flexibility to decide when to make investments.

The full findings, including state-by-state rankings, are available at: www.artbabridgereport.org.

Associated Builders and Contractors Invest $1.5B in Construction Education

Associated Builders and Contractors member contractors invested more than $1.5 billion to provide nearly 1.3 million course attendees with craft, leadership and safety education in 2022, according to its 2023 Workforce Development Survey, down from $1.6 billion in 2021.

The assessment quantifies the scope of ABC members’ workforce development initiatives to advance employees’ careers in commercial and industrial construction to build the places where Americans live, work, learn, heal and play.

Key findings include:

• ABC contractors invested an average of 8.0 percent of payroll on workforce development in 2022, up from 7.4 percent in 2021, responding to the need for more than half a million additional construction workers in 2023.

• Safety education for more than 700,000 course attendees accounted for the greatest share of spending, at 59 percent, up from 56 percent in 2021.

• Trade and specialty contractors boosted their share of the total workforce development investment, growing to 42 percent in 2022 from 33 percent in 2021.

“ABC member contractors are building the people who build America by investing billions to cultivate their long-term

skill sets, creating a brighter future for both workers and workers’ families,” said Greg Sizemore, ABC’s vice president of health, safety, environment and workforce development.

“ABC member contractors are investing in flexible, competency-based and market-driven education methodologies to build a construction workforce that is safe, skilled and productive. Continually upskilling our people, our most valuable asset, means the merit shop construction industry is ready to build the infrastructure, manufacturing plants, data centers and other buildings that will keep America competitive in the global marketplace.”

ABC’s approach to workforce development has produced a network of chapters and affiliates across the country that offer more than 800 apprenticeship, craft, safety and management education programs to build the people who build America.

Industry consulting firm FMI conducted the 2022 Workforce Development Survey from Jan. 4 to May 5, 2023. Aggregated data was derived by calculating the average amount spent on education by each respondent and multiplying that by the total number of ABC contractor members.

New Business Volume Rises Six PercentYear-Over-Year

ness volume was up 1.9 percent compared to 2022. The ELF Foundation’s Monthly Confidence Index in July, at 46.4, marks an increase from the June index of 44.1.

“The second quarter concludes on an optimistic note,” said Ralph Petta, ELFA president.

Respondents reported strong business performance coupled with a positive outlook for the short-term future of the industry, he added. “As inflation continues to decelerate, the equipment finance market enters the second half of the year in fine shape.”

Anthony Sasso, with TD Equipment Finance, believes the equipment finance industry has stayed strong.

“The industry has remained resilient through one of the most turbulent periods in recent economic history,” said Sasso. “Despite economic headwinds, like high interest rates, the sector continues to see opportunities for growth and innovation.”

He said the year-over-year increase in overall new business volume is consistent with what his company has seen.

“Customers across many sectors continue to look for financing solutions to help them acquire equipment to keep up with demand.”

Banner Year in Finance

In fact, ELFAreported in July that new business increased more than 6.5 percent last year. The association’s Survey of Equipment Finance Activity (SEFA) saw a higher increase of 7.4 percent in 2021. The annual survey found that after the pandemic rebound, 75 percent of survey respondents saw an increase in volume in 2022.

Federal reserve interest rate hikes caused the cost of funds to jump 211 basis points over the year.

“Managing this cost increase will be a major emphasis as finance companies make their way through the higher interest rate climate,” noted the association.

Construction machinery was among the top five most financed equipment, along with transportation, agriculture, IT and industry/manufacturing. The construction sector was among the top five end-user industries contributing the largest share of new business, as well.

The survey found that credit approvals increased year over year, but the percentage of booked approvals declined slightly.

ELFA reports that the number of applications dropped but the dollar volume increased, a symptom of inflation. Reporting on its 2023 construction industry forecast, Wells Fargo noted “cautious optimism” from nonresidential contractors and distributors.

Top concerns include the availability of skilled workers, rising interest rates, economic uncertainty and supply chain disruptions.

Despite the economic challenges of 2022, the non-residential construction industry maintains a hopeful long-term outlook for 2023.

“Economic uncertainty and increasing interest rates are two primary concerns for construction executives,” said James Heron, Wells Fargo Equipment Finance Construction Group. “Despite market variables, the optimism reflected confirms industry leaders maintain a deep-seated belief in economic recovery.”

Cautious Optimism Rules

The economic environment has caused a divide in perspective and expectation among executives, according to the

survey. Those who feel that non-residential construction will remain at current levels also expect activity will begin to increase in 2024 or later.

“However, those who do not believe non-residential construction will remain at current levels foresee a decrease in 2023.”

Among top risks, concerns and opportunities, executives are concerned about workforce, the economy, interest rates and the supply chain.

“Inflation has impacted more than 82 percent of surveyed businesses,” reports Wells Fargo. “Increased material cost has impacted profitability for more than 59 percent of businesses surveyed.”

More than 50 percent of contractors expect to rent heavy equipment at the same pace. The survey found that equipment purchases will be contingent on a stronger backlog of jobs and lower costs. Distributors report continuing to rent the same or more equipment now than a year ago and continue to utilize 70 percent of their fleet.

Equipment Financing 101

Thinking of growing your fleet? There are basics you should know about financing or leasing when you’re ready for your next purchase.

The financing process may be easier than you think, according to construction materials supplier White Cap.

Expert Offers Tip On Best Ways to Finance Equipment

FINANCING from page 58

nity to acquire equipment when paying outright is not an option,” said Randy Hall of the company’s resource center.

Depending on your credit, 100 percent loaning financing may be an option. Otherwise, you may have to make a down payment. As with leasing a vehicle, you pay monthly and at the end of the lease period, you either pay the remaining balance or end your lease. Either way, it’s an ideal path to acquiring the equipment you need for your job without the upfront costs, said Hall.

“In today’s uncertain economy, borrowing the money to pay for equipment helps keep your cash on hand and available when needed.”

He noted there is a difference between heavy equipment loans and regular equipment financing. For larger loans, some lenders will look at your credit score, business cash flow and the amount of your potential down payment.

General rules indicate that if you have been in business for at least one year and have decent credit, you will qualify for a loan. With less than decent credit, you may have to provide a down payment and will likely pay a higher interest rate.

“However, equipment loans are not hard to qualify for, and the equipment itself acts as collateral,” said Hall.

If leasing is your preference, you can get new equipment for a period of time and pay monthly. At the end of the lease, you must purchase the equipment, renew your lease (perhaps with an even newer model), or return the machinery.

“You are essentially renting your equipment,” said Hall. “Leasing is a good option if the equipment you seek becomes outdated or obsolete quickly.”

American Road & Transportation Builders Association (ARTBA)

2023 ARTBA National Convention

It’s a practical choice, too, if you only need the equipment for a particular timeframe or specific long-term job.

Banks offer these loans, as do online lenders, and the process for each is different. It is recommended you shop around for good rates.

The lender will set the repayment terms and interest rates, Hall said, and generally, rates range from 8 percent to 30 percent.

In terms of tax deductions, the IRS allows businesses to deduct the full purchase price of qualifying equipment financed during the tax year.

So, “if you buy or lease equipment, large or small, you can deduct the full purchase price from your gross income in the first year.”

You can instead choose to deduct a certain portion up front and depreciate the balance over subsequent years, he said.

“Remarkably, it is one of the few small business incentives from the federal government.”

If your business does not qualify for the Section 179 deduction, you still have options. You may write off the loan or lease payments as a business expense or depreciate the equipment on your taxes, said Hall.

“One the biggest misconceptions is that leasing or financing your equipment excludes you from tax savings,” he added.

However, using a $1 purchase option lease or an agreement allowing installments over several years, you can deduct 100 percent of the purchase price in the tax year in which the equipment begins service.

“Always be sure to consult your tax adviser to determine

if you qualify for tax breaks,” said Hall.

Hall’s five best tips for financing construction equipment start with identifying your equipment needs.

“If a piece of equipment will accelerate the pace of your project or benefit your business in the long run, but you can’t afford to pay for it, consider a loan.”

Second, understand your financing options. One option is to lease the equipment and pay it off at the end of the lease or upgrade to a newer model.

You may opt instead to pull the trigger and make the purchase. “Many loans don’t even require adown payment,” said Hall.

Number three, know the financing terms, including collateral, term length and interest rates. For instance, the lender often uses the equipment itself as the collateral. They’ll take back the equipment if you default on the loan. Term lengths vary depending on the lender, and interest rates are dependent on your credit history.

Fourth, determine your best option. If you want new equipment every few years, said Hall, leasing might be the right scenario for you.

“You can renew your lease and get into something newer. Of course, most heavy-duty equipment is built to last.”

That’s why if you decided to purchase something you can use on jobs over time, it’s best to consider the loan route.

“After you finish making your monthly payments, that’s your equipment,” said Hall.

Finally, rule number five is to use the IRS’s Section 179 Deduction to deduct the full purchase price of the equipment during the first year.  CEG
