The rule, which was kicked down the road for several years, went into effect early in 2022. Though the agency meant well, some say it is putting a heavy burden on an industry that’s already hamstrung by a limited worker pool. To be certified, drivers must complete their training from a school or carrier listed on FMCSA’s Training Provider Registry before taking their commercial driver’s license (CDL) test. Carriers that provide training must be TPR-listed. RULE page 19
For more than 20 years, the Southern California cities of Santa Barbara and Carpinteria have endured a daily slog of congestion that spills over into these charming beach communities.U.S.101 carries three lanes of traffic in each direction out of Los Angeles to all points northward. The traffic narrows to just two lanes in each direction at Santa Barbara. Options to spread out the traffic are limited with mountains on one side and the ocean on theAother.traffic accident on the freeway sends drivers into each city clogging the local streets, adding unnecessary additional hours for locals to shop, go to school, to the beach, to church or to community events. Back in 2008, voters decided to take action against the congestion that was paralyzing their communities. They approved a sales tax increase by an 80 percent margin to fund “101 in Motion.” The cities were joined in their efforts by Caltrans, the Federal government, the county of Santa Barbara and SBCAG (Santa Barbara County Association of Governments).

Rokbak’s Reliability Impresses Serving north-western Nevada and northeastern California from its base in Sparks, Nev., Shafer Equipment Company’s (SEC) award for Highest Market Share in 2021 comes in response to the dramatic 40 percent growth in its hauler business over 2020’s total. As a Rokbak / Terex Trucks dealer for the past nine years, company President Jay Shafer usually presides over a predominantly rentals-based market but explained that sales rose to claim an equivalent share last year.“Probably half of that growth can be attributed to several large projects, with the rest being largely down to the good old-fashioned hard work of our sales team — which has also increased demand for rentals, parts and services,” said Shafer. “The market out here is evenly distributed between commercial building and residential projects, but definitely favours the bigger RA40 machines due to our wide open spaces. Our customers are hauling huge quantities of dirt and, as development spreads towards the foothills of the Sierra Nevada, scrapers are no longer effective due to the underground rock.” Given the nature of that terrain, SEC has received a great deal of enthusiastic feedback from customers regarding the drivetrain used in Rokbak’s RA40 haulers. With an engine exhaust brake and the Allison transmission’s integral retarder, downhill runs can be finely controlled for maximum safety, before the lean-burning 444 hp (331 kW) Scania DC13 engine powers the machine back up the hill for the next load.

The solution was a custom-built SENNEBOGEN 830 E with a 15 ft. pylon and powered by a 180 hp (132 kW) electric drive motor that was purpose-built to meet Iwamoto’s material handling requirements on this site.
When Iwamoto Metal Co. Ltd. converted its excavator into a material handling machine, it proved to be a useful short-term solution. However, when it was time to replace it, the company knew that its new machine had to be more powerful and more efficient in order to reduce operating costs.

Iwamoto Metal Co. Ltd. has seen first-hand how a purpose-built scrap handler is better suited to their operation than a converted excavator. But why is the difference so pronounced? The key is the difference in purpose: one machine is built to lift heavy weights above ground, while the other is supposed to dig deep below ground level.That difference in geometry means a lot to the engineers who design such machines. The stresses on the structural components are distributed very differently, so the parts are designed to handle different points of wear. When an excavator is forced to reach up very high with a full load, the weight is transferred to places that were never intended to carry it. The same is true when you mount a high-rise cab on an undercarriage that was not designed to stabilize such a top-heavy-structure. Excavators generate massive break-out forces to take big bites into the earth. Their booms, hydraulics and power train are all built for that purpose. But these forces are not needed to swing a grapple or magnet load of scrap. Instead, the scrap handler is built for speed, to lift high and swing fast. The engine power and heavy frame of the digging machine are simply a costly energy drain in scrap handling tasks. What the scrap handler really needs is smooth handling and dampening of the vibrations so operators can run non-stop for entire shifts without fatigue. Outwardly, the two machine types appear very similar, but closer examination shows you how engineers recognize their different purposes. For example, on a scrap handler, the hydraulic stick cylinder is positioned on the underside of the boom, to power the stick upwards to the top of its lift range. The stick cylinder of an excavator, however, is located above the boom, allowing to leverage the stick and bucket down into the earth more efficiently. The scrap handler also is designed to support its counterweight while the counterweight on a converted excavator is added as an afterthought.

“Despite false rumors spreading on social media, the process for obtaining a CDL will not markedly differ from what takes place today,” he said. “The new ELDT simply means everyone will be using the same curriculum nationwide.”
“What falls on the employer, now, is the cost,” Ridens said. “Now the employee has to go to a particular regulated school and complete a course before he can even take the CDL test.”
Rule Affects New Commercial Class A License Applications
Employer’s Burden
“The ELDT final rule was based, in part, on consensus recommendations from the Agency’s Entry-Level Driver Training Advisory Committee, a negotiated rulemaking committee that held a series of meetings in This2015.”past December, Horvath maintained that “not much” was changing for organizations that have a structured CDL training program in place.
As an equipment manufacturing and sales company representative, Ridens has a differentAperspective.boardmember of the Illinois Equipment Distributors, he said the organization decided it should study the effects the rule would have on members.
The TPR offers trainees a list of training programs in compliance. The school files information on the driver with FMCSA once he’s completed training.
What Passed in the Past Before the rule went into effect in February, the CDL licensing process was no different than getting a driver’s license. Candidates studied an instruction book, got their permit and hit the road. They had to pass an inspection and prove they could understand technical terms related to operating a Class A vehicle. “The training has always been in-house,” said Ridens. “That was across the board for any CDL Class A driver.”

Since its implementation in February of this year, the rule has forced companies that use Class A vehicles to quickly rethink their CDL training programs, said Ridens.
The company would set a timeline and set a licensing window for the employee. The company would say, “You have four months to go get your CDL.”
“This is a nationwide story that will impact many individuals in different positions within our independent distributors,” said Tom Stern, the organization’s executive secretary.Ridens has many other questions about the rule: If an employee doesn’t pass his CDL test, is there a test retake fee? And will the training program actually discourage potential employees from choosing a career driving in the construction equipment“Somebodyindustry?whohas to go through a 10week course might choose another career field,” he said. “This just makes it more of a challenge to hire people in the market we’re in right now.” CEG RULE from page 1 Organizations offering CDL training must be listed on the FMCSA’s Training Provider Registry.
“Now everybody’s scrambling to get people hired, and it’s hitting them: ‘How’s this going to work out?’”
The employee would study the CDL information in an instruction book, take a test and get the permit. “The rest of that time he was driving with someone who already had a CDL as his partner,” said BeyondRidens.theCDL, still today if the employee is set to be an airbrake driver when he comes in, an automatic is all he’ll be endorsed for. If he’s going to drive a stick, he’s regulated for everything, explained Ridens. “But it was all in the hands of that employee to go get everything he needed in the way of licensing and endorsements,” saidWithRidens.thenew rule, any driver who doesn’t currently have a commercial Class A license is affected.InRidens’ office at Ditch Witch, that’s currently seven people, but it will challenge new hires who don’t come on board with a CDL in hand. And, if a carrier provides training to employees seeking a CDL, the carrier now has to register as a TPR-approved training provider.However, the carrier as employer can customize the program to include in-house rigspecific instruction as well as company policy and Whileprocedure.thestudent is on staff and in training, with the tight industry worker pool, it’s a plus that there is less chance another employer will steal him away.
“The problem is they clumped it all in,” he said. “It’s one thing if I’m going to be a tractor-trailer guy. But at our company, we’re mainly moving equipment from point A to point B. We’re not towing a 53 ft. tractor trailer. The rule is more for over-the-road trucks, and we got swept up in it.”
“There are no minimum training hours required nor new exorbitant costs associated with the ELDT,” he said. “If a carrier conducts in-house training today, they’ll be able to do so after the new ELDT rule becomes effective.”Ridens’ experience on the construction equipment side has been quite different. “Some courses go up to 10 weeks, five days a week, and you have to pay your employee to be out of the office for that time.”Traditionally, Ditch Witch offered employees the opportunity for on-the-job training.“Aguy could study on breaks, and when he was ready say, ‘I’m going to get my permitButnow.’”what Ridens finds the most frustrating for both employer and driver is the training phase of the entire process. Though there are obvious benefits to instruction, the inconsistent programming structure is a huge burden, he believes. “At the end of the day, that tech is going to go through this course but still not walk out certified,” said Ridens. “He still has to take that knowledge and go to the DMV to be tested. He could easily do that on his own, so why does he need a course to do it?”
He compares the licensing rule with that of recreational vehicles: The driver of a huge boat or large camper can operate it regulation-free as long as the vehicle doesn’t have a DOT number on it, he said. “And how are employees spending those eight hours a day for 10 weeks in training?” he wondered. “That’s $30 an hour for 10 weeks. What if they leave me in six months? Do they pay it back?”
The biggest issue Ridens sees is the fact that the training programs can set their own fees and structure their training as they choose.“The cost can be from $4,200 to $5,500,” he said. “And how you take the course fluctuates. Sometimes it’s weekends, with a permit when you complete it, some are completed without a permit. When he blogged about it late in 2021, Dan Horvath, vice president of safety policy of the American Trucking Associations, didn’t believe the rule would result in a burden on the trucking side.
Kevin Ridens, director of product support of Ditch Witch Midwest, sees the new rule as a huge burden on employers who are not dedicated motor carriers, but use Class A vehicles to do business every day.
Ripple Effect Ridens also is concerned about the employees who aren’t tech but drive a truck daily as part of their jobs. “Take the sales guy driving a three-ton dually with a 14,000-pound trailer behind it,” he said as an example. “And our service guys are running the heavier trucks, say a Kenworth with air brakes.” This is Ditch Witch’s scenario, but companies in all parts of the construction equipment industry will be affected the same way.Ridens predicts the rule will hinder pay increases for some techs who’ll need to register for training. It’ll also limit the number of CDL drivers on a staff. On the sales side, it’ll hinder workers showing and towing equipment because they don’t have a CDL license. Some schools are booking up into November in order to get drivers trained for their licenses, he said. “Until he’s in class, the tech is working, but he can’t drive a truck. And that sales guy? He’s still working his territory, but with another person to help tow equipment until he can get a CDL,” Ridens said. Worth the Trouble? “This has been a long-time coming,” said the ATA’s Horvath. The new ELDT was first mandated by Congress back in 2012 before the rulemaking process at the state and federal levels caused years of delay. According to the FMCSA, the regulations and the registry were mandated under the Moving Ahead for Progress in the 21st Century Act.
“Nobody really stopped to get their hands around it until it went into place,” he said.

Next on the list for the project is constructing roundabouts to aid the traffic flow with the benefit of helping emergency response. In an area that has seen numerous fires and a debris flow, this is vital.
• Summerland improvements: Sheffield Drive undercrossing and off ramps, Ortega Hill Bike Path update, Evans Avenue undercrossing, Greenwell Creek and Wallace Avenue;•Padaro improvements: Toro Creek Bridge, Arroyo Parida Creek Bridge, South Padaro Lane undercrossing;
Workers have rebuilt several undercrossings and overcrossings, which will provide easier and safer access to walking areas, bike paths and the beaches.
“By closing a gap in the California Coastal Trail, we will make it possible for riders to bike from Carpinteria to Santa Claus Lane and beach without having to cross the freeway,” said Ayars. “They will be able to ride past a salt marsh and enjoy some great views of the Pacific Ocean.” Workers have rebuilt several undercrossings and overcrossings, which will provide easier and safer access to walking areas, bike paths and the beaches.
• Carpinteria improvements: Santa Monica intersection, Santa Monica Creek Bridge, Franklin Creek Bridge, Bailard Avenue drainage, Carpinteria Avenue off-ramp, Reynolds Avenue ramps and intersection. There also are two segments in design and permitting for Montecito and Santa Barbara. The project team is applying for funding for those segments this fall.
The project also targets improving pedestrian access and bike lanes. These two improvements might not sound significant, but in an area that has mild weather year-round, many people opt to leave their cars behind and walk or bike to get to their destinations.
The result of the plan is a $700 million project that could be called “Operation Everything,” which includes adding two high occupancy vehicle lanes on U.S. 101 for rush hours, modernizing local bridges to accommodate extra lanes of traffic over and under U.S. 101, improving pedestrian access and completing bike lanes. Granite Construction is serving as the lead contractor for the massive operation. Construction began in 2020 with planned completion by 2027. “This project is critical to the safety and mobility of one of the state’s most congested highways,” said Kyle Larkin, Granite executive vice president and chief operating officer. “As the CMGC, Granite is proud to be partnering with Caltrans, Santa Barbara County Association of Governments and the city of Carpinteria on this project and pleased to see local and state tax dollars from Measure A and Senate Bill 1 being put to work.”
“Once completed, this project will have a major positive impact on a severely congested section of highway,” said Granite Construction Manager John Vanlenten. “Our team is excited to [build] on another segment of the ‘101’ and demonstrate the value of CM/GC to our clients and project stakeholders.”Thecurrent construction of the U.S. 101 improvements and lane additions encompasses work in three sections: Summerland, Padaro and Carpinteria. The work includes sound wall construction, work on drainage and improvements in existing bike paths:
“This is an exciting project for the citizens of Santa Barbara, Carpinteria and the surrounding areas and we’ve had a lot of public involvement throughout the process,” said Ayars. “There are improvements for all modes of transportation — driving, biking and walking. The aim is to reduce congestion with dedicated peak-period lanes for carpoolers and transit and make it easier to get around our communities, get to the beach, and commute locally with new sidewalks and bikeways.”

The old road is being crushed onsite and used as subgrade for the new road. The new road will be composed of a layer of asphalt on top of the subgrade, topped by rebar and concrete. The project is reducing construction truck trips by mixing concrete onsite at the North Padaro Interchange. This will limit the miles trucks will drive carrying supplies and mixed concrete, saving some 500,000 mi. of traffic. Fewer trips also will reduce fuel use and will result in savings of approximately $13 million.




The expansion represents a nearly 17 percent increase to the 622,000-sq.-ft. Kenworth Chillicothe plant, which is located on a 120-acre site 50 mi. south of Columbus, Ohio. Kenworth will construct the new test building on the north side of the plant.
“Kenworth’s major investment in the new test building demonstrates our continuing commitment to produce industry-leading Class 8 trucks, while supported by the dedication of our employees,” said Doug VanZuiden, Kenworth Chillicothe plant manager. Last fall, Kenworth Chillicothe earned the 2021 Encouraging Environmental Excellence “E3” Platinum Award, the top award presented by the Ohio Environmental Protection Agency. Volvo is now introducing fossil-free steel in its trucks. The steel is produced by the Swedish steel company SSAB and the heavy-duty electric Volvo trucks will be the first to include it, the company said. The steel from SSAB is produced using a completely new technology, based on hydro gen. The result is a much lower climate impact than conventionally produced steel. Small scale introduction of the steel in Volvo’s heavy electric trucks will begin in the third quarter of 2022.
The first steel produced with hydrogen will be used in the truck’s frame rails, the backbone of the truck upon which all other main components are mounted. As the avail ability of fossil-free steel increases, it also will be introduced in other parts of the truck.
Trail King Promotes Kelly Menz to Veep of Engineering
Today, approximately 30 percent of the materials in a new Volvo truck come from recycled materials. And up to 90 percent of the truck can be recycled at the end of its life.

RBFS Surpasses $1 Billion in Credit Approvals for 2022
Equipment and truck pricing has hit record highs in 2022, showcasing a sellers’ market with a ton of demand for equipment. For the first time in its history, Ritchie Bros. Financial Services (RBFS) has surpassed $1 billion in open credit approvals from cus tomers across North America.
RBFS’ two main financing solutions — PurchaseFlex and LeaseFlex — allow cus tomers to buy what they want, where they want.
