Concrete Lining Stops Canal Seepage Construction crews from Brosamer & Wall Inc. (B&W) have completed work on the second phase of the $52 million Florence Canal Reach 2 Rehabilitation and Lining Project. The firm is aiming to complete the rest of the Pinal County, Ariz., project checklist by January 2023. The project is based on concerns of excessive seepage losses. The primary purpose of the project is to address agricultural water management, supply and conservation issues affecting the San Carlos Irrigation And Drainage District (SCIDD). This major initiative has B&W crews excavating approximately 300,000 cu. yds. of earth and rock and installing approximately 25,000 cu. yds. of concrete lining. The concrete is being supplied by CEMEX, which has a nearby plant. What makes this project unique is the material that is being used. The SCIDD dries the canal twice a year — in mid-October for six weeks — and then returns the water for four weeks, followed by another five dry weeks. “We put in long hours during those weeks to ensure everything was done within the timeframe,” said Russell P. Gonzalez, B&W’s project engineer. “We used a 3,000 PSI mix for the concrete. With these types of canals, it requires a certain level of air for the mix and a fiber in the substrate of the concrete that one does not normally see in Brosamer & Wall Inc. recently completed the $52 million second phase of the other projects.” Florence Canal Reach 2 Rehabilitation and Lining Project in Arizona by utilizing a

Biden PLAs, Apprenticeship Mandates Meet Industry Opposition The Biden administration has a plan to create a highly skilled diverse workforce to complete infrastructure projects over the next decade. It involves diverting federal funds toward contractors and grant applicants who partner with labor organizations. Industry groups and labor unions can’t see eye to eye on how that will happen. Biden’s idea is to encourage job training programs in certain sectors in order to benefit communities and groups lagging in maledominated trade industries.

H-E-B Pledges $10M for Robb Elementary Construction H-E-B chairman Charles Butt and the Butt family, as well as H-E-B stores, have pledged a combined $10 million donation for the construction of a new elementary school in Uvalde. “Our first store in Uvalde opened in 1959 and Uvalde people are our people,” Butt said in a press release. “As we continue to mourn tremendous loss, I join my family and H-EB in working to ensure the Uvalde community can move forward from this tragic event.” In addition to the H-E-B donation, two Texas-based firms, Huckabee and Joeris, will aid in the design and construction of the school and plan to waive fees for their architectural work and contracting services. The news came alongside the announcement of the new Uvalde CISD Moving Forward Foundation, a 501c3 non-profit established by the San Antonio based law firm Walsh Gallegos Treviño Russo and Kyle to provide an avenue for donors to contribute to the project. The non-profit board members and the name of the executive director have not been released yet. “We will never forget those who were senselessly taken from us on that tragic day, and we want to honor their legacy as we work to build our future,” said UCISD

superintendent Hal Harrell. The location and design of the new campus, which grades will be served, or the timeline for the project have not been determined, but Harrell said there will be community workshops in the future where attendees provide input on design choices and planning. The direction of the new campus, per the press release, includes significantly enhancing educational offerings, implementing safety and security measures and infrastructure to support the availability of new technology.

“As part of the process, the foundation will work in tandem with the school district, the Uvalde community, donors and other stakeholders to solicit ideas and gather feedback for the elementary campus and any future projects,” reads the press release. Once the elementary school is fully funded, any remaining funds will support the ongoing future maintenance and operations of the new school, and other district needs and initiatives. Harrell said funding also may be used in the future to develop a memorial at the Robb Elementary school site. He said this initia-

tive is under construction and open to community input. Contributions to support the project can be made online at uvaldecisdmovingforward.org. In May, H-E-B also announced a $500,000 commitment to support victims and the families affected by the May 24 school shooting. Construction Crews Turn to Dish Soap to Aid Bridge Slide The Utah Department of Transportation recently slid a 1.1-million-lbs. bridge into place using dish soap to smooth the slide via a hydraulic system. The entire accelerated bridge construction took approximately one year to complete, but the soap-enhanced portion was completed in four hours. Last year, UDOT built a center bridge between the north and southbound freeways. Northbound traffic was diverted to the center bridge as the northbound bridge was demolished and rebuilt, according to the release. After which, southbound traffic was shifted to the center while crews demolished the existing bridge and rebuilt the support structure that would hold the new bridge deck, according to Resident Engineer Tyrell Wood. “So, that center bridge will no longer exist, so to speak,” Wood said in an interview with the St. George News. By designing the project this way, UDOT was able to reduce traffic interruptions to approximately nine hours, despite construction lasting more than a year, Wood said. Crews applied dish soap to Teflon pads to keep “everything slippery and moving,” Wood said. As part of the hydraulics system, long “screws” rotated, causing the bridge to inch toward its final location. The slab was

only allowed to move several inches at a time, which varied as crews worked to ensure that spacing on each side was approximately equal. “Dawn dish soap is the secret ingredient,” he said. The project lasted 394 workdays and took an estimated 39,176 man-hours to complete, according to a fact sheet sent to Cedar City News by Lisa Hunt Beck, Harmony Public Involvement’s president and senior project manager. However, Wood said that sliding the

bridge into place was the “easy part,” adding that upon completion, crews had to paint the white and yellow lines, hook up the guardrail and move the concrete barrier. At the end of the process, there was, at most, a 3/100-in. difference between each corner of the structure, said Beck, adding that a difference of just 3/4 in. would have

Cummins Promotes Jennifer Rumsey to President, CEO Cummins Inc. announced that effective Aug. 1, 2022, Tom Linebarger will end his term as chief executive officer (CEO) and Jennifer Rumsey, president and chief operating officer (COO), will assume the role of president and CEO. PLA’s Order Affects Federal Projects Worth at Least $35M PLA from page 1

Professional organizations such as AGC and ABC have been vocal in their opposition to the concept. They believe some of the methods Biden plans to achieve his goals will actually limit access for women- and minority-owned businesses. Unions maintain workers already have access to training as well as representation in negotiating benefits such as childcare through registered apprenticeships. Melissa Wells of the North America’s Building Trades Unions (NABTU) believes industry needs to “get serious” about supporting groups who have traditionally been overlooked. “Whether it’s historically marginalized communities, people of color, women or individuals that have been in contact with the justice system, we have to provide them support,” said Wells, head of diversity for the unions. A Biden executive order seeks to impose project labor agreements (PLAs) on all federal construction projects worth at least $35 million as a means to do that. Responding to an AGC survey, 73 percent of contractors are currently bidding on federal construction projects in that category. Yet, the same number report they would not bid on those projects if a PLA were required. “The use of a PLA can provide structure and stability to large construction projects,” said the White House. “PLAs also help ensure compliance with laws and regulations governing workplace safety and health, equal employment opportunity and labor and employment standards.” AGC survey respondents see it differently. “PLAs require every general contractor or subcontractor to negotiate with or become a party to an agreement with one or more union,” said the AGC. This mandate will make it harder for general contractors to subcontract with small, disadvantaged businesses, said 82 percent of firms surveyed. “These groups typically are not accustomed or prepared to operate on a union basis,” the association maintains. Seeking Labor Solutions The Trump administration wanted to raise the numbers in the talent pool, said former head of the DOL’s training division, according to a Bloomberg article. “We were trying to move away from the idea that you had to be a registered apprentice in order to get into an apprenticeship program,” said John Pallasch. “We just wanted to get more qualified people into the talent pipeline so that business and industry had the skilled labor that it needs.” The Biden administration will focus on bolstering DOL’s 80-year-old registered apprenticeship programs, which has tougher standards for participants. Building trades unions and the Biden administration thought the industry-led IRAPs programs would undercut their registered apprenticeships. They believed workers could claim to be apprentices, but not have the full, complete safety and skills training or guaranteed wages provided by registered programs. “The problem with IRAPs is no safety standards, no progressive wages,” said Tom Kriger, NABTU director of education and research. “It was kind of very loose and very illdefined.” Industry-run programs typically only provide training for a specific skill, limiting a worker’s ability to find future jobs, he added.

Registered apprenticeships shouldn’t be the only pathway for job training, said the ABC. The registered system can be overly competitive, making it difficult for workers with other responsibilities to prepare for the testing required to qualify. And it can have too many requirements to attract businesses to participate, according to Greg Sizemore, ABC vice president of health, safety, environment and workforce development. The organization found that fewer than 25,000 workers completed construction job training under DOL’s multi-year registered apprenticeship programs in fiscal 2021. “Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor,” said Ben Brubec, ABC vice president of regulatory, labor and state affairs. The system “cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” he added. PLAs guarantee a contractor will enter into collective bargaining agreements with at least one union covering the duration of the project. Biden’s February executive order directed federal agencies to use such agreements on construction projects above $35 million. Unions and Democrats hold up PLAs as a way to negotiate well-paying jobs and secure benefits to support workers who are underrepresented in the trades, like women. “There’s PLAs that have language around helping support, and fund childcare,” NABTU’s Wells said. “I think there’s more room for growth using that pathway.” But industry groups and Republicans say that PLAs favor unions and make it difficult for smaller, local and minorityowned businesses that don’t have strong ties to unions or are unable to meet the requirements outlined in the agreement. “And by the time they do, the truth of the matter is, the project will be left with somebody else,” ABC’s Sizemore said. “Would a government-mandated PLA result in a decrease in hiring of minority and women owned businesses, veteran owned businesses? We’re saying absolutely, it would.” Reasons to Doubt The Department of Labor announced a summer-long “Talent Pipeline Challenge” calling on employers and local governments to work with organizations that offer job training, like unions and seek out women and workers of color. The DOL also is rescinding the Trump administration’s

Industry-Recognized Apprenticeship Program or IRAP. The program allowed companies to create their own training programs that could be monitored by third parties, The Trump DOL believed this would expand apprenticeships in under-represented fields not a part of the DOL’s traditional registered apprenticeship model. The construction industry believes rolling back a Trump administration industry-based training model will tilt funding in favor of labor organizations and exclude a large share of the trades workforce that isn’t unionized. Only 12.6 percent of construction workers were union members in 2021, BLS data shows. “There’s a large push by the administration and it’s very clear that they want to grow the union workforce,” said Sizemore. “The vast majority of Americans working in the construction industry say, ‘I choose to work in a merit shop environment that allows me to get paid based upon what I know or the value that I bring to the industry, as opposed to what somebody has negotiated for me in a contract.’” Nearly three-quarters of federal contractors said they will stop bidding on federal projects if the Biden administration were to impose PLAs. The AGC’s survey also indicated the federal mandate will make it harder for contractors to partner with small, veteran, minority or disabled-owned firms. The survey found that in addition to limiting competition for federal projects, imposing PLAs will challenge firms to find enough workers to hire. Nearly 40 percent of the survey respondents operate under a collective bargaining agreement, and 83 percent said there are not enough union workers to guarantee completion of the project on time and on budget. Among firms that have worked on a project that involved a government-mandated PLA, 67 percent said the agreement made it harder to find workers. “Having fewer firms competing for federal projects undermines the president’s claim that his executive order will make federal construction more efficient and cost-effective,” said Stephen E. Sandherr, CEO of the AGC. “Worse, these PLAs will hurt minority, disadvantaged and veteranowned businesses at a time when many of them are still recovering from the economic impacts of the pandemic.” Association officials are urging the Biden administration to abandon imposition of PLAs on most federal construction projects. They are sharing details from the survey with the administration as they outline details for how the president’s executive order will limit competition, impede efficiency in federal procurement, and harm disadvantaged business enterprises. “This executive order will turn Build Back Better into build back fewer: fewer firms, hiring fewer people to build fewer projects,” Sandherr added. Ultimately, Biden wants to see his promise for an equitable recovery, while repairing infrastructure, delivered. Industry wants that as well, but the two sides disagree on how to get there. “Hardworking taxpayers deserve efficient and effective policies that will encourage all qualified contractors to compete to build long-lasting, quality projects at the best price,” said ABC. “Government-mandated project labor agreements discourage quality contractors and the more than 87 percent of U.S. construction workers who choose to not join a union from bidding and working on projects in their own communities.”  CEG

ABC: Govt-Registered Apprenticeship Plan Won’t Meet Demand It would take 14 years for federal and state governmentregistered apprenticeship programs to educate the 650,000 workers the construction industry needs to hire just in 2022, according to an Associated Builders and Contractors analysis of U.S. Department of Labor data from 2021. DOL data indicate that the construction industry’s federal government-registered apprenticeship system produced just 24,822 completers of its four-to-five-year apprenticeship programs, and in addition, construction industry apprenticeship programs registered with state governments produced an estimated 15,000 to 20,000 completers in FY 2021. “Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor and cannot be the only solution supported by government to meet

CGA Names New Veep of Its Damage Prevention Institute Common Ground Alliance (CGA), the national nonprofit trade association dedicated to protecting underground utility lines, people who dig near them and their communities, announced that Sam Hall will join the organization as the vice president of the Damage Prevention Institute (DPI). The newly created DPI will take the industry to the next level by utilizing data and statistics to generate powerful insights and efficiencies that will reduce the rate of damages to buried infrastructure. In April, CGA announced that the Gold Shovel Association would become a new arm of CGA, the Damage Prevention Institute. Hall brings more than two decades of industry experience and a strong regulatory background to his new position as vice president, where he will lead the DPI’s development of stakeholder metrics to drive efficiencies in the damage prevention system. In this role, Hall also will collaborate with industry leaders and key CGA committees to create a peer-reviewed accreditation process. Prior to joining CGA, Hall served as senior program manager of the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA)

for more than 15 years, actively engaging with damage prevention stakeholders from the local level to internationally. Biz Establishes Digital Storefronts With Local Suppliers Soil Connect is rolling out a QuickStart program to partner with local construction materials suppliers across the United States — including quarries, recycling facilities, landscape suppliers, asphalt and cement plants, and sand and gravel locations. Soil Connect’s QuickStart program creates digital storefronts for local material suppliers to sell their materials directly to the platform’s growing user base of construction professionals. Soil Connect also has secured fresh funding led by new investors Stellifi VC and GS Futures. Both firms launched their venture capital units in the last 12 months, and both were born out of traditional real estate and construction firms. GS Futures is an early-stage corporate venture arm of GS Group, a leading Korean conglomerate with operations in the Energy, Constructions and Retail, looking for investment and business development opportunities in climate, energy transition, construction and retail innovations. Stellifi was formed by the partners of OTH Capital, an Austin-based Real Estate Private Equity & Development firm. The QuickStart program supports Soil

Connect’s broader market expansion plans by more rapidly driving listings of available materials for construction professionals at the local level, while providing suppliers access to a self-serve suite of tools to more effectively market and sell their product. As part of the program, Soil Connect builds a company profile for local businesses to “claim” and take ownership of. The material supplier can then adjust the types and quantities of material that the business wants to market as part of their digital storefront on the Soil Connect marketplace. Soil Connect will initially launch the program in Indianapolis on July 27 before rapidly rolling it out to markets across the United States. Hamm: Offering Sustainable Solutions at Every Level A year after receiving environmental certification according to ISO 14001, it is clear that Hamm AG, based in Tirschenreuth, Germany, is in a good position in terms of environmental protection. For many years now, the company has handled finite resources responsibly due to modern production processes and sustainable solutions in the areas of service and spare part supply. This philosophy also is reflected in the current product range. Highest Environmental Standards For many years, compaction specialist Hamm has been actively promoting environmental protection through sustainable solutions, and is continuously reducing its carbon footprint. Achieving the ISO 14001 environmental certification at the end of 2020 marked a milestone. Stefan Klumpp, member of the executive board of HAMM AG, describes the company’s motivation: “Protecting the environment is vital for us. This applies not only to our operations as a manufacturing company, but also to our products. It goes without saying that we therefore comply with the statutory regulations. “Through our environmental management system, we have also identified further potential for improvement that will enable us to reduce our consumption of resources and energy.” One of the flagship projects to date is the construction of a geothermal system. It has been heating and cooling the administration building since 2013, yielding savings of around 86 t of CO2 per year. At the plant in Tirschenreuth, the energy demand for lighting was almost halved in 2019 by switching to LED lights. This also saves over 80 t of carbon dioxide every year. Optimizations in the compressed air cycle also reduce the electricity/energy demand by 50,000 kWh. That corresponds to close to 5 t of CO2. All Divisions Under Magnifying Glass Since 2018, an environmental protection manager has been advancing the further minimization of raw material and energy consumption, waste, packaging and emissions of solvents (VOCs) and placing all divisions under the magnifying glass. In this way, Hamm is improving its ecological footprint through large-scale measures as well as numerous finely detailed projects. At the moment, the energy demand for heating also is being drastically reduced, as well as the consumption of fresh water in production. There also are very high standards regarding waste water and low noise emissions from the plant. Alongside this, paperless production is to be introduced in the near future.

Recycling, Recuperation Waste is also a key focus. “By implementing numerous individual measures, by 2023 we will have reduced the waste per produced machine by approximately 20 percent compared with 2019,” said Plant Manager Dirk Pressgott. Hamm also recycles the solvents used for cleaning the painting systems. Internal logistics also saves energy by optimizing routes and also uses quiet electric forklift trucks. Shortly before the rollers leave the plant, the brake energy is recovered via recuperation at the test bench, which all machines pass.

The role of digital systems and tools in Production and Logistics is constantly increasing at Hamm. The consequence is that paperless working will soon be a reality in these divisions.

Intelligent Solutions Instead of Materials In general, “intelligent solutions instead of materials” applies in purchasing and logistics at Hamm. Special transport racks therefore render much of the packaging superfluous. And, due to a 4PL strategy, there are virtually no empty runs when supplying purchased parts and semi-finished products. In addition to these measures, suppliers are selected based on their environmental certification and training of employees with a view to environmental protection. Through dialog with the design and production departments, Hamm also has been continuously reducing excess packaging and optimizing transport capacity for many years. see HAMM page 30

NAPA Unveils Emissions Inventory for Asphalt Production Cradle-to-gate emissions associated with asphalt mix production in the United States represented approximately 0.3 percent of total U.S. greenhouse gas (GHG) emissions in 2019. By comparison, U.S. Environmental Protection Agency data indicate that transportation emissions from fossil fuel combustion represented 27.8 percent of total emissions in 2019, while industrial emissions represented 25.3 percent. That’s according to a new report from the National Asphalt Pavement Association (NAPA), authored by its director of Sustainable Pavements, Joseph Shacat; vice president of Engineering, Research, & Technology, J. Richard Willis; and TriSight LLC partner Ben Ciavola. The report, GHG Emissions Inventory for Asphalt Mix Production in the United States (SIP 106), is the first national cradle-to-gate assessment of GHG emissions associated with the production of asphalt pavement mixtures that uses a life cycle assessmentbased methodology. The emissions inventory includes upstream raw materials inputs, transportation of those materials to the production site, and plant emissions (including upstream energy processes) for the years 2009 to 2019. “Publishing this report puts NAPA and the asphalt pavement industry at the forefront of transparency among carbon emitters,” said NAPA President and CEO Audrey Copeland. “We’re demonstrating our commitment to doing better — as prescribed in The Road Forward initiative we announced in January — by taking stock of where we are and identifying proven as well as innovative strategies to reduce carbon emissions.” “To our knowledge, this is one of the first cradle-to-gate GHG emissions inventories for any major U.S. industry,” added Shacat. “While there are several studies that show cradle-to-gate emissions intensities for various industries, we’re not aware of any publicly available reports that add up all of the emissions for a given industry nationwide.”

Jim Mertes, director of Environmental Affairs at Construction Resources Management Inc., A Walbec Group Company, and chair of NAPA’s Sustainability Committee, described the report as “a comprehensive industry benchmark, which can be used to measure future industry improvements in carbon reduction.” What’s more, said Mertes, “It identifies what we can achieve using existing strategies and technologies and demonstrates the unprecedented technological challenge ahead to get to net zero.” By identifying “avoided emissions,” the report demonstrates how existing environmentally preferable technologies like reclaimed asphalt pavements (RAP), reduced-temperature asphalt mix production

(called warm-mix asphalt, or WMA), and switching to alternative fuels for plant operations have already had an industry-wide impact on limiting emissions. In 2019 alone, the industry avoided 2.9 million metric tons (MMT) CO2e emissions — equivalent to the annual emissions from approximately 630,000 passenger vehicles. The authors note that increased implementation of such measures could further reduce emissions by up to 24 percent relative to 2019. In fact, each ton of RAP used in new asphalt mixtures reduced 2019 GHG emissions by approximately 27 kg CO2e. However, they caution, “Although the report provides an estimate for the national

average GHG emissions associated with asphalt mix production, it is not an industry average Environmental Product Declaration (EPD) and should not be used as a benchmark for project-level decision making during procurement or project delivery.” Nonetheless, the report “will be a valuable tool as discussions with government, agencies, and owners accelerate in the coming years,” said Ron Sines, vice president, Performance — Asphalt, CRH Americas Materials Inc. “Additionally, it provides clear direction on what the industry should be doing today, as well as what the industry could do in the future, if the identified obstacles can be overcome,” added Sines, who chaired NAPA’s Climate Stewardship Task Force, which created The Road Forward, the industry’s goal to reach net zero carbon emissions by 2050. To advance that goal, the report states, “New technologies and additional innovative practices will need to be developed and implemented to achieve more significant GHG emission reductions.” The industry, along with its suppliers, partners and customers, must invest in emission reduction strategies related to materials, transportation, and mix production. Examples include carbon capture, utilization and storage (CCUS); use of carbon sequestering bio-based materials; use of local recycled materials and alternative fuels for trucking; and technologies that reduce burner fuel consumption. Raven Adams, vice chair of NAPA’s Sustainability Committee and Granite Construction’s sustainability manager, remarked, “NAPA’s publication of this document will empower our industry to advocate for the funding, research, and support needed to allow us to respond to climate change.” For more information, visit www.asphaltpavement.org. 
