Webber LLC will deliver the Texas Department of Transportation’s (TxDOT) $39.5 million Signature Bridge project, a 500-ft. long north-south structure that spans
State Highway 114 in the city of Irving that will connect the old Texas Stadium, the former home of the Dallas Cowboys (south side) with a large development area – 78 acres – on the north side. Crews began their work on March 2, 2018, and are expected to
finish the job by the end of 2020. The cable-stayed bridge project is funded by federal (20 percent) and state (80 percent) funds, with Irving contributing $10 million for the aesthetics. It will have two through lanes and a left turn lane on each side, along with bicycle
lanes and pedestrian walkways on both sides. The contract also includes frontage road improvements. Substantial completion was achieved over the last few months. The bridge — designed by Bridgefarmer & Associates Inc. — see BRIDGE page 40

Touting its revised Hours of Service (HOS) regulations as providing drivers more flexibility, the Federal Motor Carrier Safety Administration (FMCSA) released a final rule in May. It’s designed to ease HOS rule compliance and takes effect Sept. 29, 2020. While safety advocates have concerns, trucking industry groups applaud the new rules. The rules will provide America’s truckers “greater flexibility to keep America moving,”
said U.S. Transportation Secretary Elaine L. Chao. “The Department of Transportation and the Trump Administration listened directly to the concerns of truckers seeking rules that are safer and have more flexibility — and we have acted.” Based on the thousands of comments the department received, the reforms are designed “to improve safety on America’s roadways and strengthen the nation’s motor carrier industry,” said FMCSA Acting Administrator Jim Mullen. The HOS rules, first adopted in 1937, specify the permitted operating hours of commercial drivers. In 2018, FMCSA asked for public com-
ment on portions of the rules, and last August the agency published a detailed proposed rule that received almost 3,000 public comments. Mixed Reaction Petitions for Reconsideration of the final rule had to be submitted to the FMCSA Administrator no later than July 1. A coalition of safety advocacy groups, with support from the International Brotherhood of Teamsters, addressed concerns about the new rule with the FMCSA. see RULES page 22

Largest Construction Project in Boulder Can Proceed BOULDER, Colo. (AP) A water utility company in Colorado can proceed with its planned reservoir expansion and the largest construction project in Boulder County after it received final federal approval, company officials said. Denver Water CEO Jim Lochhead announced that the Federal Energy Regulatory Commission approved the Gross Reservoir expansion project on July 17, the Daily Camera reported. “Expanding Gross Reservoir is a critical project to ensure a secure water supply for nearly a quarter of the state's population. The project provides the system balance, additional storage and resiliency needed for our existing customers as well as a growing population,” Lochhead said. “We are seeing extreme climate variability and that means we need more options to safeguard a reliable water supply for 1.5 million people in Denver Water's service area.” Even with federal approval, Boulder County still wants to conduct its own review under local government 1041 power, that could result in the project's ultimate offi-

cial disapproval by local leaders. “We think that it was a well-reasoned decision from the district court and we have strong argu-
ments in defense of the appeal,” County Deputy Attorney David Hughes said. “It's not uncommon for local governments to use 1041
powers in review of major projects by other governments.” Denver Water is expecting to appeal the county's decision and
provide an opening brief in August. Environmental Group President Beverly Kurtz has argued that there are severe deficiencies in the license approval and said the coalition of environmentalists will fight against the approval. “Our coalition intends to fight this project to the end. We continue to engage in legal challenges at the County and Federal level, and we rely on the Boulder County Commissioners to continue to enforce the requirement for compliance with Colorado Statute 1041,” she said. The design phase for the expansion is expected to finish by the middle of next year, followed by four years of construction, if approved, officials said. Construction is expected to include raising the existing Gross Dam by about 130 ft. (40 m) and increasing the reservoir capacity and storage. “We are committed to working closely with the Boulder County community to ensure safety, be considerate neighbors and retain open, two-way communication channels during this construction project,” Project Program Manager Jeff Martin said.

Derr, who will work out of the company’s new Lubbock, Texas, facility, will provide a more direct presence for the used equipment department’s responsibilities in west Texas. He brings more than 20 years of equipment sales experience to his new role, including seven years as a used equipment manager operating in Texas and Oklahoma. David Mehrtens, director of remarketing and used equipment of KSM, believes Derr is an excellent find. “With the growth of our west Texas operations, there was a need to have someone local as a resource for our sales team,” Mehrtens said. “Opportunities to bring someone on board with the combination of Rick’s hands-on experience in both selling and valuing trades, knowledge of the used equipment industry, and familiarity with the markets we serve are rare. JCB Secures New Military Equipment Fleet Contract JCB has been awarded a contract to supply the U.S. military with a fleet of specialized high speed excavators over the next eight years in a deal worth up to $269 million. The deal centers on the supply of High Mobility Engineer Excavators (HMEEs) for the U.S. Army and U.S. Marine Corps. Prototypes of the machine — capable of speeds up to 55 mph (88 kmh) — were first developed in 2002 specifically for the U.S. Army to meet its demand for a high-speed backhoe loader capable of undertaking military engineering tasks. In 2005, JCB won the first multi-year production contract valued at approximately $209 million, with an additional service contract worth approximately $20 million. Subsequent contract extensions and international sales have boosted production to 1,200 machines for the U.S. and allied nations. It was confirmed on July 6 that a new contract has been signed for the supply of up to 400 HMEEs, which will all be manufactured at JCB’s North American headquarters in Savannah, Ga. In addition to the base unarmoured variant, JCB will be providing armoured variants as well as attachments and service support. Chris GiorgianniGraeme Macdonald, JCB CEO said, “When it was developed, the HMEE revolutionized the way military tasks were carried out and we are delighted that the U.S. military has shown great faith in the project by placing this new order.” “To win this eight year contract is fantastic news for JCB’s North America Headquarters, which has been manufacturing HMEEs here for the past 13 years,” said Richard Fox-Marrs, JCB North America

The objective of the HMEE concept is to have a machine capable of travelling at military convoy speed without the need for transportation by a truck and low-loader trailer. “The JCB Government and Defense team is proud to continue to support the U.S. military through the extension of the HMEE program, said Chris Giorgianni, vice president of Government and Defense at JCB North America. “The fact that the U.S. military has entrusted JCB to manufacture the HMEE for over a decade is a testament to the work the entire team here has accomplished. As the industry works to come back from the effect of the pandemic and related shutdowns, CIS looked at the numbers of private and public projects out to bid across its coverage areas for the first six months of 2019
and 2020 to gauge the impact. Interestingly, both public and private project numbers were down in January and February before governors of many Northeast states put stay-at-home orders in place and paused non-essential construction. Private projects were down nearly 25 percent in January and 14 percent in February.
The total change in number of new private projects for January through June is 34.1 percent.
There were fewer public projects as well, down 12.7 percent and 7.8 percent, respectively, in the first two months of the year. April took the biggest hit by comparison with both private and public projects out to bid down more than 56 percent. In May and June, the numbers are creeping slowly back up but still fall far short of 2019 totals. In
June, private projects were down about 30 percent and public projects were down 20. The total year-over-year change in number of new public projects for January through June is 31.4 percent. The total change in number of new private projects for January through June is 34.1 percent.

Volvo’s TA15 Autonomous Hauler Wins Red Dot Award The TA15 autonomous electric hauler from Volvo Autonomous Solutions has wowed a panel of design experts in Essen, Germany, to win a Red Dot Product Design Award 2020 – a seal of high design quality from the world’s largest and most distinguished design competition. Commenting on the award, Nils Jæger, president at Volvo Autonomous Solutions, said: “We are thrilled to have won such a prestigious award as the Red Dot. It shows that we are delivering world class designs at the cutting edge of autonomous vehicle technology. We are proud to continue the Volvo Group tradition of being innovative leaders in the commercial vehicle and machine design arenas.” Autonomous Electric Ecosystem The battery-electric load carrier is a new machine concept, compared to traditional off road hauling, and forms one element of Volvo Autonomous Solutions’ TARA transport solution. It is designed to disrupt today’s off-road hauling. The hauler runs on a battery-electric drivetrain based on shared technology from the Volvo Group. The automation system uses GPS, Lidar, radar and multiple sensors. Being autonomous, the TA15 has no need for a cabin — making for a dramatically new machine profile. With a 16.5 ton (15 t) hauling capacity, TA15 forms part of the wider TARA autonomous transport
solution concept, so that a series of them can be connected together to form a "train" of machines, for maximum loading and hauling efficiency. The TA15 will be a critical element of the TARA electric and autonomous transport solution. The autonomous electric hauler was, and will continue to be, developed by Volvo Construction Equipment (Volvo CE) based on the former HX02 concept and has now been handed over for commercialization to Volvo Autonomous Solutions, a new business area of the Volvo Group. Operational since Jan. 1, 2020, Volvo Autonomous

Expanding Driving Window May Encourage Safer Driving RULES from page 1
A petition filed by the Advocates for Highway and Auto Safety, Citizens for Reliable and Safe Highways, Parents Against Tired Truckers, the Truck Safety Coalition and the Teamsters, requests a stay of the Sept. 29 effective date of the final rule until the FMCSA administrator can further review the petition. The final rule doesn’t include a proposed provision that would have allowed covered commercial motor vehicle operators one rest break of up to three consecutive hours during every 14-hour on-duty period. That concerns the coalition. “The final rule is not in the public interest and does not meet the agency’s statutory mission in carrying out its duties to assign and maintain safety as the highest priority,” the coalition stated. “The agency had failed to address the significant risk to public safety posed by fatigued drivers of CMVs at a time when large truck crashes continue to increase.” The Specialized Carriers & Rigging Association (SC&RA) renewed a five-year exemption, through 2023, from compliance with the 30-minutes rest break requirement in the rule. It applies to qualifying oversize/overweight (OS/OW) motor carriers and drivers operating mobile cranes with a rated lifting capacity of greater than 30 tons. “Both specialized transportation and crane and rigging companies regularly find themselves addressing hours-of-service challenges that can affect public safety as well as impact operational efficiency,” maintained SC&RA. “On average, crane operators spend only one to two hours of on-duty time each trip

driving a crane to and from a job site; however, operators have multiple periods of unscheduled breaks when they are basically ‘at rest’ or ‘on break,’” for example, waiting for the scheduled time of the lift. The problem for specialized transport drivers, cited SC&RA, is that despite effective planning, delays occur that can affect the job when a driver must take a required 30minute rest break. “This burden may put the motoring public at risk by causing oversized loads to be forced to park on road shoulders and exit ramps,” the association maintained. “Drivers are also required by law to park
their oversize/overweight load for hours, and even days, at state lines/borders while they wait for the next jurisdiction’s OS/OW permit days/hours of operation to allow compliant passage. This regulation can be cumbersome to completing specialized moves and lifts,” noted SC&RA. The American Trucking Association applauded President Trump’s attention to the industry. “Today’s rule is the result of a two-year, data-driven process and it will result in needed flexibility for America’s professional truck drivers while maintaining the safety of our roads,” said ATA President and CEO

Chris Spear. “This regulation, which, while maintaining the core limitations on drivers’ work and rest cycles, makes smart changes to portions of the rules.” The Owner-Operator Independent Drivers Association (OOIDA) has lobbied over the years against the existing HOS rules, which it believes are not sensible for today’s trucking industry. It said the Notice of Proposed Rulemaking “represents a welcomed shift toward developing regulations that better reflect the realities of trucking and improve safety for all highway users.” OOIDA supports the agency’s approach, which it believes will provide drivers “more opportunities to rest when they are tired, to stay off the road during adverse driving conditions, and to maintain greater control over their own schedules.” And, the Truckload Carriers Association applauded the FMCSA for receiving input from stakeholders to craft flexible regulations while improving safety and for expediting the changes. “We especially thank the agency for moving forward with additional sleeper berth flexibility. While TCA and our members advocate for full flexibility in the sleeper berth for our drivers, FMCSA’s new regulations demonstrate that we are one step closer to achieving that goal.” Analyzing Revisions In an article on HOS, Benjamin Ross, attorney with Atlanta, Ga., law firm Fisher Phillips, wrote that the rule is a further attempt to aggressively promote efficiency while maintaining high safety standards. The revisions make significant changes, and Ross explains what they mean for the trucking industry: The new HOS rule expands the short-haul exception to 150 air-miles and allows a 14hour work shift to take place as part of the exception. The exceptions to the HOS rules are the most scrutinized section of the regulations, writes Ross, because they allow drivers to avoid creating a Records of Duty Status (RODS) using an Electronic Logging Device (ELD). “The short-haul exception for property drivers is likely the most used exception to the HOS rule. Allowing Commercial Driver’s License drivers that report daily to the same location to drive a Commercial Motor Vehicle without completing RODS or using ELDs, it affects every industry that uses CDL drivers.” The short-haul exception previously specified that drivers could operate only within a 100 air-mile radius and work 12-hour shifts. With one air mile equaling approximately 1.15 land miles, the benefits of the distance and time extensions in the revised rule is significant, believes Ross. see RULES page 42

Across the country, road builders confront tight deadlines for completing their projects. Often construction teams face the end of the paving season knowing that challenging weather lies ahead. This scenario was especially true for projects in two contrasting environments, one completed at the “North Pole� and the second in the California desert. Both called for precision planning and execution to complete roads that would keep the driving public safe in harsh climates. The two projects were both completed in 2019 and earned Quality in Construction awards from the National Asphalt Pavement Association. Paving contractors in Fairbanks, Alaska (just a 10-minute drive from North Pole, Alaska) encounter conditions faced nowhere else in the lower 48. The temperature contrast comes as no surprise. Local residents experience some summer days that can reach 90 F. and winters with minus 50 F.
The roads will be icy in the winter and the prospect of a bigrig driver applying the brakes and sliding through an intersection is frightening to consider. Engineers at the Alaska DOT and the construction teams also face the problems of managing the permafrost that reaches 100 ft. deep in some areas. The ground keeps the permafrost insulated during the summer months. When the natural layer is replaced with a black surface that absorbs the heat, the permafrost will melt below it. This creates large dips in the roadway. Repairing road damage caused by permafrost is an annual process. Colaska, the firm that built the Danby-Wemebly roundabout in the Fairbanks area, has used a number of strategies in the past to keep the permafrost hard underneath the road and provide a solid foundation. On one project, Colaska ran thermosyphons underground with refrigerant to keep the underlying permafrost frozen. As part of a highway safety improvement program, engineers at the Alaska Department of Transportation decided to see CHALLENGES page 26

Paving Contractors Beat Weather to Get Projects Done

change the Danby-Wemebly intersection into a roundabout. “The area had at least four trucking firms, three auto dealerships, two schools, a gas station and other businesses,” said Charlie Bohart, project engineer of Alaska DOT. “Regularly, a truck pulling two trailers would fill up with the gas and have to cross traffic to get to the proper lane. This was dangerous with the heavy traffic flow.” Local citizens were opposed when the changes were announced. But opposition quieted after the construction was completed. “The new design allows a big rig and school bus to be side by side without being hazardous,” said Bohart. “The traffic flows smoother. And there’s less buildup of ice in the winter, which can happen when vehicles are stopped at traffic lights.” Because of fluctuation in temperature and a high volume of heavy trucks, the state DOT specified a modified asphalt for the project. Modifiers in the asphalt mix cause the road to better shrink and expand with the extreme temperature gradients. Martin Gray was the project engineer for Colaska on the job. “The highly modified asphalt meant the mix was stickier than our average mix for the workers, making it hard to keep it from sticking to the shovels, rakes and rollers,” he said. “However, the additional flexibility in the pavement helps to prevent thermal cracking in the new road, which is often a problem in this area.” The Colaska team began the project in
May 2019, finishing up in September before winter. Gray noted one of the many challenges of the job — “As the temperature started dropping, we put the rollers on the fresh pavement quickly right after the paver. This enabled our workers to reach our required compaction before the asphalt cools too much and begins to harden.” This is a common problem with Alaska’s short paving season. The work team used coarse aggregate in the asphalt mix to build a road that would stand up to the heavy trucks used in the area. The road was constructed using a type 2, class A mix design that is more commonly used on airport runways throughout the state. “We widened the intersection’s footprint and placed a harder asphalt that will hold up to the heavy truck traffic,” said Gray. “We used roughly 15 percent recycled asphalt for the project.” Safety was an important concern from the beginning to the end of the project. “We had to move quickly on the job. Alaskans have a ‘get it done’ attitude because they know that winter is coming,” said Gray. “Still we strictly followed safety guidelines.” The project earned Colaska bonuses for smoothness and joint density. Granite Construction’s Desert Cities Region, recalled seeing temperatures as high as 125 F. “We often see heat of more than 115 degrees.” Although Granite workers are used to hot weather, the contractor took special precautions to protect its people during the Madison Street project. • Safety meetings were held each day, • Water and electrolyte-infused drinks were provided for the crew, • Cooling neck gaiters were used to keep body temperatures down, and • Cooling tents and trailers were available for breaks. The original Madison Street was one lane in each direction with a “suicide lane” in the middle. The new road had three lanes in each direction with a turn lane in the middle. The new avenue was 1 mi. long and 75 ft. wide. The reconstruction required 16,221 tons of asphalt. The cost for the project was $8.5 million. Surprisingly in this hot, desert climate, box culverts were needed because flash flooding is not unusual. “Our workers crowned the road so water could run off in both directions,” Kocaballi said. “Our team inserted perforated pipes underground to collect water, then allow it to seep slowly through the stone bed under the road and percolate toward the water table.” The reconstruction of Madison Street in Indio was important because the area is swarmed each year by thousands of people attending the Coachella Valley Music and Arts Festival held at Empire Polo Club in Indio. The event has been held for the past
20 years. Approximately 100,000 fans crowd the desert venue each day for the sixday annual event over two weekends in April. Road designers believe the new construction will ease traffic congestion for the music fest. Because of the storm of concertgoers, Granite faced a challenging schedule. “We had to finish the road by the end of March with no excuses,” said Kocaballi. “We were able to produce the asphalt mix at our Indio plant with a 30-minute trip from plant to the job site. That kept our work flowing smoothly.” Despite the extreme heat in the desert climate, a standard Caltrans asphalt mix was all that was required. The paving team delivered a 5-in. base course of asphalt with a 1.5inch surface course. The HMA oil used was performance grade (PG) 70-10 and the mix included 15 percent reclaimed asphalt pavements (RAP). Granite often uses RAP, which allows for the team to conserve raw materials and energy. This practice also cuts emissions from operations, which is part of Granite’s sustainability mission. The road construction project required coordination with the city of Indio, the owner of the festival (Golden Voice), as well as utilities and event coordinators. Additional project partners included Albert A. Webb Associates, construction management. “I felt honored that our team was given this project,” said Kocaballi.” We take a lot of pride in our work and believe that what we did had made traveling to this large event much easier and a lot safer.” CEG

Two pedestrian bridges, now demolished, provided access to Texas Stadium from the parking lot. Construction Details The project comprises five individual bridges, including ramps, being built to the main truss bridge. Bridges 1A (for vehicle), 1B and 1C (235 ft.-long, for pedestrians) span SH 114, with bridge 2 (156 ft.-long) spanning over the eastbound frontage road and bridge 3 (180 ft. long) spanning over the westbound frontage road and DART orange line. “Unique to this bridge is the concrete and steel pylon and truss,” said TxDOT. “The four pylons will consist of 325.6 cubic yards of concrete and the steel truss with cable system will weigh 357,962 pounds. The pylons will reach 112 feet into the air and the steel truss will span over the bridge a total of 504 feet.” The materials required for the 500 ft. long deck (62,838 sq. ft.) are considerable – 5,143 cu. yds. of concrete and 1.4 million lbs. of rebar. “Bridge 1A consists of U-beams,” said Shahriar Azad, BridgeFarmer’s project manager of the Signature Bridge Project. “The outside pedestrian bridges, 1B and 1C with oval and parabolic shapes, are specially designed concrete structures with post-tensioning cables. Separating the bridges helped in designing and constructing the main bridge. Other unique features include the tall pylons with a truss and cable system that were designed to minimally interact with the main vehicular bridge. The pylons are located within the MSE select fill embankment in between the main bridge [1A, 1B, and 1C] and bridges over the frontage roads [2 and 3] in the approaching ramp-cross street intersection areas. This simplifies the design and construction.” The bridge is being constructed via a design-bid-build method. David Springob, the city of Irving’s engineering manager of the Department of Capital Improvement Programs, stressed the importance of the aesthetics, which include lighting elements for the truss and canopies over the pedestrian walkways. “It’s not a true suspension bridge, but it has aesthetics of one,” he said. “The walkways have a fence with decorative mustangs on the face and canopies on the roof that allow for

This is an iconic bridge for the city and it makes Irving look like a destination.” “The city wants their citizens to be proud of this bridge and it envisioned one with unique aesthetic features where citizens can gather from the nearby planned residential/commercial facilities and meet before or after riding the DART trains on the sidewalks of the bridge,” said Azad. “TxDOT and Bridgefarmer engineers worked collaboratively with the city to develop the unique design. Bridge 3 was designed with the options to add escalator and/or an elevator from the bridge sidewalk to the DART station platform under the bridge.” With the future DART station and bus transfer facility, the bridge will be part of an intermodal facility. “The sidewalks on the both sides are very wide with a maximum width of 32 feet,” said Azad. “The sidewalk geometry is unique; with an appearance of oval shape from the top and half parabolic shape from the side of the bridge. Both the sidewalks are covered with canopies consisting of Kalwal insulated translucent fiberglass sandwich panel system for protection against Texas summer heat.” Aesthetic Design The sidewalks are designed with colored textured concrete, along with planter boxes and an irrigation system. “The perimeter wall of the planter boxes are designed to be wide so they can be used as benches if someone wants to rest on the bridge,” said Azad. “The bridge also was designed with unique LED illumination fixtures that can be programmed to change colors. “It will allow businesses to expand operations without creating RODS or rotating drivers to keep them eligible for the exception within a rolling 30day period. The new rule will be much like the short-haul exception applied to vehicles that do not require a CDL. Addressing a shortage of CDL drivers, this rule may also help businesses outside the trucking industry to pursue additional work because they will need fewer CDL drivers,” he wrote. The rule expands the driving window during adverse driving conditions by up to an additional two hours. Though it still allows only 12 hours of driving, the rule increases the driving window from 14 to 16 hours for property carriers and 17 hours for passenger carriers under adverse driving conditions. The definition of “adverse conditions” remains the same, noted Ross, but the new rule specifies drivers may determine when such conditions exist. “Finding that expanding the driving window will encourage slower driving and provide drivers more time to both complete their run or reach a safe location, the FMCSA believes that the rule change will make the roads safer,” he wrote. The HOS rule requires a 30-minute break after eight hours of driving time instead of on-duty time, and allows an on-duty/not driving period to qualify as the required break. The current rule
reads that drivers are off-duty during their break and must take a break after being on-duty for eight hours, regardless of their time spent driving. A driver not actively driving for at least 30 minutes counts as the required break. “The agency believes that this rule will not decrease the breaks that drivers take, instead supplying flexibility for when they take a continuous 30-minute break. Now drivers can count paperwork, fueling and loading and unloading as breaks,” noted Ross. The revision modifies the sleeper berth exception to allow a driver to meet the 10-hour minimum off-duty requirement by spending at least seven, rather than at least eight hours of that period in the berth. It also specifies a minimum off-duty period of at least two hours spent inside or outside of the berth, provided the two periods total at least 10 hours, and that neither qualifying period counts against the 14-hour driving window. Currently, the sleeper berth rule requires an eight-hour period in the berth and a two-hour off-duty period that counts against the driving window. “Considering that most drivers sleep between six and eight hours, the FMCSA reasons that requiring them to spend a full eight hours in the sleeper berth simply limits their ability to take more rest breaks,” wrote Ross. “The new rule requires that drivers are off duty for 10 hours broken into
two periods: one of at least seven hours in the sleeper berth, and one of at least two hours off-duty. Together, neither counts against the driving window,” he continued. Like the other changes, this revision to the sleeper berth rule gives drivers more flexibility, allowing them to take more breaks to nap and rest, noted Ross. “The FMCSA believes that this change will increase efficiency while maintaining safety, because studies show that most drivers sleep between six to eight hours and naps and breaks allow drivers to avoid physiological sleepiness or performance deficits.” Saving Lives, Money FMCSA’s rule “modernizing” hours of service regulations is estimated to provide nearly $274 million in annualized cost savings for the U.S. economy and American consumers, said Chao in announcing the final rules. “The trucking industry is a key component of the national economy, employing more than seven million people and moving 70 percent of the nation’s domestic freight,” she continued. “FMCSA’s final rule is crafted to improve safety on the nation’s roadways. The rule changes do not increase driving time and will continue to prevent commercial motor vehicle operators from driving for more than eight consecutive hours without at least a 30minute break.” CEG

main bridge crossing was designed as three separate bridges 1A, 1B, and 1 C with one-inch open joint in between them due to complexity associated with the function and constructability of the structure. He added that BridgeFarmer also designed the water and sewer lines for the city, which are adjacent to the bridge and will be connected to the DART station (on the northwest side of the bridge). Traffic was impacted with night and weekend lane closures as the work progressed. Crews currently are installing the canopies over the walkways on each side of the bridge. The fence on the bridge has been installed and the ornamental Irving Mustangs have been fabricated, which will be installed on fences. The truss currently is setting on the bridge deck, and sometime this summer it will be hoisted by a crane and set on top of the lower pylons already set. The upper steel pylons, which are being fabricated, will be set on top of the lower pylons. Bridge cables will connect the upper pylons to the truss and canopies – this will be done after all the components all in place. “A major part of the construction took place over the existing SH 114 TEXpress managed lanes,” said TxDOT.
“Those express lanes, which feature tolls to help manage congestion in the lanes, provide a reliable alternative to traveling to and from downtown Dallas and DFW Airport. Construction of the bridge caps over the TEXpress lanes was redesigned to allow the TEXpress lanes to remain open underneath. That led to some schedule impacts. The project is now expected to be complete in October.” TxDOT added that it has had a longstanding relationship with the city. “We have been working together for years to bring improvements to the area. Development, connectivity and accessibility sum up the goals of this project. In partnering with the city, we are constructing a bridge will serve as a catalyst for the development of the area. It will be accessible to motorists, pedestrians and public transit. “The bridge will bring economic growth and development to the area by attracting developers,” added TxDOT. “Serving as a gateway to Irving, it will allow for easy access across the freeway. This project is unique because the city will have bragging rights with its very own signature bridge. The aesthetic features, funded by the city, will incorporate elements to resemble the old Texas Stadium. TxDOT is pleased to work with the city of Irving to complete this highly anticipated project.” CEG

Cat 440, 450 Backhoe Loaders Deliver Performance, Comfort The Cat 440 and 450 center pivot models provide increased lifting performance, high breakout forces and improved operating comfort and ergonomics. The addition to the Cat backhoe loader model line-up, the 440 boasts a 25 percent backhoe lifting improvement over the 430F2 and redesigned single tilt loader arms providing parallel lift and versatility in a multitude of applications. The 450 offers 15 percent higher backhoe lifting capacity than the 450F and introduces an all new cab for increased operator comfort. Lift and tilt breakout forces also have significantly increased on both the 440 and 450 to improve machine productivity. A more balanced weight design and longer backhoe stabilizer legs improve operating stability. The stabilizer systems can be equipped with available guards to prevent damage to the cylinder rod, and optional leg plate guards prevent material build-up on the underside of the stabilizer leg. The powertrains for both models are anchored by the Cat C4.4 ACERT engine that meets stringent Tier IV Final emissions standards using a service-free SCR solution for improved operating efficiency. The 440 and 450 optimizes engine speed and pump displacement for performance. The standard Autoshift transmission features a sixth gear for improved roading performance, and optional Lock Up Torque converter for improved torque and efficiency on grades. Spring-applied hydraulically released (SAHR) brakes provide simplified operation of the parking brake. Improved Operating Efficiency A completely reengineered hydraulic infrastructure for the operator station features seat-mounted controls to deliver a

Improved Load Control Both the 440 and 450 backhoe loaders are built with common single-tilt loader arms. Electrical sensors positioned at the tilt and lift arm enable parallel arm movement for increased material retention when lifting the loader bucket and safe handling of palletized loads. In-cab easy-to-set programmable kickout allows the operator to quickly establish upper and lower arm positioning for repetitive work like loading trucks. Additionally, return-to-dig limits can be set for efficient loader material excavation. The 440 and 450 models can be ordered from the factory or easily field-retrofitted with the optional loader quick coupler that delivers quick work tool changes and increased machine versatility using the Cat Integrated Tool Carrier (IT) system. Twist-to-connect quick disconnects for both the loader and backhoe arm attachments deliver fast connectivity under pressure. These backhoe loaders feature adjustable auxiliary hydraulic flow to the work tool to efficiently operate powered attachments. The 440 and 450 backhoe loaders come standard with Product Link systems that transmit critical machine operating data via VisionLink back to the office. Key company personnel can be notified of machine fault codes, service reminders, fuel levels, and machine utilization, hours and location to improve fleet management.
