Work is under way on a $1.6 billion Manchester Gateway Development project to transform leased Navy property on San Diego’s downtown waterfront into a 12.7acre development with seven new buildings including a 17story office structure that will replace the Navy Broadway Complex and serve as the Navy’s regional headquarters.

Current construction is on the new Navy building complex, which, by contract, is to be built first. The previous building had to be removed before new construction could start.

Space was not available for implosion, so it had to be removed by demolition from the top down. Concrete and steel from the old building, which dated back to World War II, will be recycled.

AMG Demolition and Environmental Service in San Diego did the demolition work. More than 40,000 cu. yds. of concrete had to be removed and required more than 17,500 man hours to complete.

The new Navy building is considered to be bomb proof.

It includes pre-cast concrete steel sheeting. Once finished, it will be protected by numerous security workers.

In order to build the new Navel headquarters complex, 271,000 cu. yds. or 300,000 tons of soil had to be removed from the site. All water taken out of the site had to be treated for possible contamination.

Wyoming Officials OK New Schedule for Wind Farm Project CASPER, Wyo. (AP) A request has been approved to extend the construction schedule of Wyoming’s largest wind farm project.

The Casper Star-Tribune reported Carbon County commissioners on July 2 OK’d the new schedule for the Chokecherry and Sierra Madre Wind Energy Project as it works through federal, state and county permits, as well as environmental requirements.

The approved schedule change extends the construction period from eight to 11 years with a completion goal of 2026.

Company officials said they needed the construction schedule changed to account for market demands, workforce schedules and material availability.

When completed, the wind farm south of Rawlins is expected to provide 2,500 to 3,000 megawatts of energy, doubling the state’s wind energy production. A transmission line will then feed power to California consumers.

Las Vegas’s Neon Museum Names GC for Expansion SR Construction recently was named the general contractor of the upcoming expansion project for the Neon Museum. The expansion will consist of renovating and repurposing the Reed Whipple Community Center to be used by the Neon Museum.

Totaling more than 34,000 sq. ft., the renovated community center will provide muchneeded space for continued growth for the popular Las Vegas museum.

“We are honored to have been selected by the Neon Museum for their expansion and we are excited to get started on this project,” said Jeff Northrup, senior vice president at SR Construction.

“We look forward to working with the Neon Museum, SH Architecture and our trade partners to bring life to this facility and give it a new purpose. The renovation will include site work, the addition of masonry walls and fences, electrical service upgrades, restroom additions, handicap access modifications, complete MEP upgrades, and both interior and exterior improvements.

Equipment Mgr. Offers Advice to Peers in Pipeline Industry Andy Baldwin has been the equipment manager of Appalachian Pipeline Contractors in Hendersonville, Tenn., since June 2011. Prior to assuming that role, Baldwin worked in the auto parts industry for nearly 20 years.

Baldwin now manages Appalachian Pipeline’s 500-plus-piece fleet of equipment ranging from trucks, skid steers and excavators to boring machines, pipelayers, sandblasting pots and numerous attachments.

“My experience in auto parts, having a basic understanding of different types of machinery and their related components, made me a good fit,” Baldwin said.

Baldwin talked to ICUEE about some of his biggest lessons learned since joining the pipeline industry nearly eight years ago, along with what he thinks it will take to continue succeeding as an equipment manager.

Q: What are some of the biggest pipeline industry trends right now?

We’re seeing a lot of new pipeline construction, as well as the refurbishing of existing lines. We’ve put in a lot of bids on “takeup and relay” projects where we’re removing old 10-inch lines and putting 16-inch lines in their place, or maybe going from a 16 to a 20. In either case, the existing pipe is too small to handle the volume that needs to run through it.

Another thing I’ve seen is that more equipment is available to rent than when I first started in 2011. A great example is the trailer-style vacuum excavator. We don’t operate this type of machine on an everyday basis, so I really can’t justify purchasing one.

The challenge has been: Where can I go to rent one? Meeting people from leading manufacturers has been really helpful. Now there are a few vendors out there who have added vacuum excavators to their rental fleets.

Q: What are your biggest lessons learned thus far as an equipment manager?

Technology can be really helpful, but you have to do your homework and make sure you’ll get a return on your investment. For example, we’ve tried a couple of different telematics solutions, primarily for equipment tracking. The issue we’ve always run into is that, because of the specialized work we do, our equipment sometimes sits for

longer periods of time. If it’s not being started and operated every day, especially in the colder northern climate, the telematics device seems to put a bit of a draw on the battery. Since our primary focus is productivity and downtime, that’s a concern for us.

Another issue we’ve had with telematics is that a lot of our equipment is older. We aren’t able to capture as much of the machine performance data as we’d like in order to really see the benefit of telematics.

That will change over time, of course, as we replace and upgrade elements of our fleet.

Q: Do you have any advice for your fellow equipment managers?

When I first came into this industry, I didn’t know all that much. Plus, I was all by myself; nearly everyone else in the company was out on job sites. I knew what a dozer was and what an excavator was, of course, but I knew I had a lot to learn. That’s why I attended my first ICUEE in 2013. Now the show has grown to include a lot more of what we utilize as a pipeline company. I’m looking forward to the show this year to see what else is new and different, and would encourage others to attend as well.

I like to think outside the box. I look at equipment and technology, not just for what it is designed for, but what our company can use it for. For example, we’ve started using pole trailers for hauling pipe on the right-ofway. They are compact, but can carry the weight. I think it’s important for equipment managers to really challenge themselves and think creatively.

My other piece of advice is that it’s important to build a long list of resources. That’s another reason I like ICUEE. I’ve been able to meet a lot of people from a lot of companies, some of which I was never even aware of. When I first became an equipment manager eight years ago, I only had a couple of mat companies I dealt with. Now I have six or eight. The more people you know and the more options you have, the better you can be as an equipment manager.

Marvel Superhero Land Coming to Disney California Adventure Resort

Marvel Superhero Land, announced in October 2018, will feature rides and attractions based on Spider-Man, Doctor Strange, Ant Man and the Avengers.

A new Marvel Superhero Land is coming to Disney California Adventure at Disneyland Resort in Anaheim, Calif. The first phase of the new land is expected to open in the second half of 2020.

The phase 1 Marvel expansion is expected to cost more than $14 million to construct. That compares to about $1 billion to construct the new Star Wars Land at Disneyland, called Galaxy’s Edge.

But Marvel Land is considered significant, given the popularity of the Marvel characters. Disney spent $4 billion in 2009 to purchase the Marvel brand from Lucas Films.

And more phases of the land are being planned.

or reuse of the site may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.

Removal of the soil required numerous dump trucks.

But the rewards of a top-notch coastal development in San Diego are expected to be great. It will serve countless numbers of area residents.

Manchester Gateway is the largest private waterfront development on the West Coast.

“This is a world-class project,” said J. Kevin Heinly, managing director of Gensler Architecture in San Diego. Heinly joined Perry Dealy, owner of Dealy Development Inc. in San Diego, at a meeting of the Friends of San Diego Architecture held in March.

Work started on June 1, 2018. Initial price tag for the project was $1.3 billion, but added construction costs pushed it up to its current level of $1.6 billion.

The entire project is funded with the help of outside equity partners.

The 3-million-sq.-ft. project occupies eight city blocks and features multiple office towers, including an 1,100-room convention hotel; a retail-lined paseo; and a museum on more than 12 acres south of Broadway between Pacific Highway and Harbor Drive.

“The Navy is excited to break ground on a new, state-of-the-art Navy Administrative Building,” said Rear Admiral Yancy B. Lindsey, commander of Navy Region Southwest, following start of the project.

This development is said to be the largest office, retail, restaurant and hotel undertaking in San Diego history. Manchester Financial Group signed a 99-year lease for the property in 2007 with the Navy.

“The Navy and San Diego have had a strong, mutually beneficial relationship for over 100 years and this project is another important chapter in that history,” Lindsey said.

Dealy explained that the project is complex in design and required strategies for firming up the soil around the new buildings.

“It included a system of piles,” he said.

Pile foundations are principally used to transfer the loads from superstructures, through weak, compressible strata or water onto stronger, more compact, less compressible and stiffer soil or rock at depth, increasing the effective size of a foundation and resisting horizontal loads.

Making the property suitable for building construction was expensive, but it is expected to pay off as San Diego grows and more people become aware of the new multipurpose development. San Diego is reported to already have more millennials than in any other part of the country.

And it has a need for more office space, retail outlets and entertainment venues.

Besides being supported by local residents, Dealy said it will be helped by passengers on cruise ships that stop in the area.

Public-Private Partnership The project is described as a public-private partnership. And it is more of a lifestyle development than a retail development.

In nearly all cases, a project is private when owned by a private person or entity and is public when owned by the government. In the case of the Manchester Gateway Development, the U.S. Navy is working under agreement with private enterprise to get a new headquarters building constructed.

In addition to the Navy component, the project required a lot of infrastructure work, which usually falls more under the category of public projects.

Characteristics of Public Projects Some of the characteristics that make up public projects include: • Procurement law — most public construction projects follow rigid guidelines in

More than 40,000 cu. yds. of concrete had to be removed and required more than 17,500 man hours to complete.

Basically, the Navy wanted to sell seven of eight blocks of property to the private sector in order to finance construction of the new Navy building which sits on one block. So, the Navy, a public agency, wanted a publicprivate approach.

It took the Navy and private enterprise about 40 years to get the project rolling.

During that time, much of the eight-block area was considered blighted warehouse space.

In 2018, Manchester Financial Group secured the necessary financing to start construction of its Manchester Pacific Gateway development, regarded as the costliest project in downtown San Diego history.

Although Doug Manchester, former chairman of the Manchester Financial Group and past chairman and publisher of the San Diego Union Tribune, won a 99-year lease in 2006 to build out his project in return for building what will be a new $165 million Navy headquarters building, the mammoth development was slowed by multiple lawsuits, which also made it difficult to obtain needed financing.

• Wages — Public projects will often require prevailing wages and certified payroll.

• Permitting — Some public projects have very different permitting requirements. For an example, a state project on state land usually doesn’t need city permits due to hierarchy of governments.

• Type of work — Public projects are more often related to infrastructure. And almost all infrastructure work is public.

• Project administration — Public work tends to have very stringent management control, staffing, logging, and cost control requirements, especially if it is with the Army Corps of Engineers.

A Destination for Local Residents Emphasis will be on getting residents to spend large amounts of time at the Manchester Gateway Development.

Stores within the Manchester Gateway Development will be important, but the emphasis will be to get San Diego residents to hang out at the new development and purchase multiple goods and services. It will feature a 30,000 sq.-ft. modern fitness center,

lunch venues and upscale restaurants for dinner.

Still, at 650,000 sq. ft., retail will be significant.

Not a Residential Development What the development won’t be is residential. But it will fill many needs of nearby residents. And it will provide a plethora of goods, services and eateries for those working in offices within the development.

Envisioned by Papa Doug Manchester, developer of the Marriott Marquis San Diego Marina, triple five-star Fairmont Grand Del Mar and Manchester Grand Hyatt, the Manchester Gateway Development will serve as the grand entryway to San Diego’s central business district and downtown tourist community.

The Manchester Financial Group hired architect Gensler of San Diego; general contractor Turner Construction, based in New York, N.Y.; Urban Strategies Group of Flocke & Avoyer in San Diego for retail leasing; and Chicago-based Cushman & Wakefield for office leasing.

The Manchester Pacific Gateway development is bounded by Broadway, Pacific Highway and Harbor Drive.

In a recent article, the Los Angeles Times reported that the city of Anaheim has approved building permits for new bathrooms, retail outlets, social spaces and a craft brewery.

The Times noted that Disney may be investing heavily in theme parks to take advantage of a strong economy, a steady demand for travel and Disney’s access to popular intellectual properties — characters and storylines — on which to base new attractions.

Framing, Steel Sheeting Going Up So far much of the work on Marvel Superhero Land has been in the area of the planned Spiderman ride. Crews on scaffolding have installed framing for new buildings as well as steel sheeting.

Heavy equipment includes cranes, backhoes, forklifts, delivery trucks and bulldozers. Cement trucks will follow.

One crane at the Spiderman ride is said to be permanent and will likely be used to hoist Spiderman himself.

Much of the early work is in converting the existing bugs world building to a Spiderman ride. It appears that riders will be suspended in seats from above rather than riding in a vehicle on tracks.

Disney’s description of the new land is a bit vague. At least for now: “Once off the ground, Anaheim guests will be able to ‘suit up’ alongside Spider-Man and the new Worldwide Engineering Brigade into the park, or ‘WEB.’ The land will pack an ‘immersive, interactive experience’ using a blend of a ‘cutting-edge interface’ and ‘practical effects.’”

It would seem that at least a portion of the experience in

Marvel Superhero Land will be computer generated. But through special construction techniques, the visitor will experience a land that looks much like the backdrop for the comic books.

And much of the Marvel action takes place in New York City.

Construction Details Will Be Vital Like other Disneyland and California Adventure lands, detail and being true to the original story are vital. It will have to have the look of the cartoon images and New York City.

Possibly more of an older rather than newer New York look.

As with other Disney developments, some of the sets will be built in advance and assembled on site. And some work will be strictly done on site.

Materials include concrete, wood, plastic and steel. And a lot of brightly colored paint.

The sets also will feature electric stations to power the rides and mechanical characters.

Disney Construction Standards Disney is close-lipped on who does its construction work.

What is known is that qualifications for its contractors go well beyond those of most construction companies.

Although Disney divulges little about how its fantasyfilled projects take shape, they do begin much like other projects where utilities are set up, roads and sidewalks are created and buildings erected. Heavy equipment brought in is much the same as for any other big project.

Bulldozers, cement trucks, backhoes and multiple large cranes are vital.

What is different is that in developing architectural drawings, architects must be highly creative and knowledgeable about Disney franchises including the Marvel Comics stories.

And construction crews need to know special building techniques and little details about Marvel characters and their surroundings. They also need to know how each ride works and how to build elaborate eye-catching sets. Final construction crews must include experts on assembling rides and animatronic characters.

The rides and shows of Marvel Superhero Land are developed in a top-secret Imagineering lab in Glendale.

Walt Disney Imagineering Research and Development Inc. is the research and development arm of Walt Disney Co. It is responsible for creation, design and construction of Disney theme parks and attractions worldwide.

In other words, construction crews for Disneyland construction projects like Marvel Superhero Land answer to Walt Disney Imagineering Research and Development Inc. They are known as Imagineers.

The Imagineers are basically engineers or architects, but possess a broad range of skills and talents. Their job titles fall under the banner of Imagineering and include illustrators, architects, engineers, lighting designers, show writers and graphic designers.

Most work from the headquarters on Grand Central Creative Campus in Glendale, but some are deployed to satellite branches within the theme parks for long periods.  CEG

Construction Equipment Guide has been a trusted source of information about new and used pieces of equipment, construction industry issues and trends, and public and private sector projects. Industry pros depend upon the publication to stay abreast of equipment news. The Buyers Guide reflects that marketplace experience.

This Buyers Guide focuses on the backhoe, a piece of machinery that in some respects started the downsizing of construction and industrial equipment that continues today in the many compact machines on the market. Backhoes are commonly utilized in construction, aggregate, agricultural, industrial, municipal and landscape applications. The Guide examines the backhoe and attachment options that make it a versatile machine.

The backhoe was conceived 72 years ago by a Massachusetts company. It created a smaller version of the mechanical steam shovel’s bucket and boom arrangement and attached it to the back of a farm tractor.

A second section of the boom (dipper stick) hydraulically pivots at the end of the fixed section so the bucket can scoop up material.

Hydraulically operated horizontal stabilizers on each side of the machine create a firm platform for digging. A hydraulic loader commonly is mounted on the tractor’s front end, giving the machine digging and loading versatility.

Within a half-dozen years of its invention, a British equipment manufacturer, JCB, introduced a backhoe model of its own and grew to dominate the overseas market.

Case Manufacturing also was an early player and remains a major producer of backhoes in the United States under the Case CE brand. Other leading manufacturers include John Deere, Caterpillar, Mecalac and Kubota. Full-size tractor-based models still are widely used, but compact models have become popular as well. Some of the compact backhoe loaders are purpose-built, others are backhoe attachments suitable for mounting on a variety of small machines.

If You’re Buying A dozen or more manufacturers produce full-size and compact backhoe loaders for the North American market. In evaluating them, the primary consideration should be matching a machine to your situation. Some criteria to consider: 1) How will you employ the backhoe?

If you are a general contractor, you know what model you need.

For everyone else, the question is, how will you put the machine to work? Do you need a full-sized model with the horsepower and hydraulic flow to undertake a serious excavation task? Will you be loading enough material that the size of the front-end loader is important for productivity? Is compactness important because of tight operating quarters? Shop for a machine that will best suit your work.

2) Weigh features and capacities of individual machines.

If you envision moving a lot of dirt in difficult conditions where traction and breaking force are paramount, you may need a heavyframed articulated (center-pivot) machine with 4WD and top-ofthe-line capacities. Planning to spend hours in the machine several days a week? A climate-controlled, spring-suspended cab with controls configured to your touch should be part of the buying equation. More of a weekend, odd-jobs backhoe user? A quick-attach unit with a medium-sized bucket mated to a compact tractor could be just the ticket. You have choices.

3) Weigh brand and dealership considerations.

Some manufacturers of heavy equipment are iconic — the aforementioned Case, JCB, Caterpillar and John Deere for example, as well as several other well-known manufacturers. Confidence in their branded equipment is well-placed. On the other hand, numerous lesser-known manufacturers build functional and dependable backhoes, sometimes at a lower price. If You’re Renting/Leasing Renting or leasing a backhoe is popular because it opens the way for one-time use and evaluation. If an initial work experience is positive, subsequent purchasing of the machine can be done with more confidence. On the other hand, if the backhoe does not function as you hoped, you are only out the rental fee. Some things to consider: 1) Get the right size and configuration.

Dealers typically stock the more popular sizes of backhoe loaders — both full-size and compact.

How you intend to use the rented or leased machine dictates which unit is best for you. You waste money if you sign a rental agreement for a larger backhoe than you actually need. For example, if the soil to be dug is loamy and a trench to be opened is narrow, a full-size machine with bucket to match makes little sense.

Tips On Inspecting A Used Backhoe As with any other investment, examine the condition of the backhoe loader before signing papers. A visual check and mechanical test of the machine is in order.

1) If you are not a backhoe expert, lean on one.

Backhoes aren’t incredibly complex, but they are mechanical-hydraulic hybrids with lots of moving parts. Unusual denting is a clue about how the machine was operated. Leaks are hints of poor maintenance. If you are not a mechanic or operator yourself, let someone more knowledgeable than you evaluate the machine.

2) How does it look?

Backhoes experience the usual stresses associated with excavation and loading tasks.

Booms strain to reach and scrape and push. The frame is jolted and twisted as the machine crosses rough terrain and moves heavy material.

Look for cracks, welds and other visual indications that a backhoe has been banged around abusively.

3) Examine the hydraulics.

The load-lifting of backhoe loaders are mostly a function of hydraulic oil and pumps. An intact hydraulic system is critical to performance of the dipper stick and front-end loader, as well as any attachments. If the inspected backhoe has leaking hoses or cylinders or balky pumps, you

exhaust smoke — too black for too long can mean compression problems. Move the machine and get a feel for its gears. Swing the boom to check for excessively loose fittings.

Do controls work? They should.

5) Kick the tires, metaphorically speaking.

Backhoe loaders have a lot riding on them. Starting off on good tires is a plus. Check each tire for excessive wear and each wheel for cracks. Look for sidewall cuts — on the inside of each tire, too. Ask if the tires are pneumatic, foam-filled or solid. Each can be OK, but if you’ve a preference, find out what the backhoe is rolling on. may face more upfront expense than you want.

4) Run the engine and move the boom.

After checking fluid levels in the backhoe, start it and listen for suspicious rattles that can indicate loose parts, internal or external. Check the diesel

Obviously, for an owner-operator, owning two machines is not an option, so backhoes are still the true utility piece of equipment for these types of businesses.

The backhoe will typically offer a larger lifting capacity and height as well as a faster travel speed. Thus, small firms and utility contractors make up a significant a significant portion of backhoe sales.

New Prices for new models depend on brand, power and capacity, optional features and general market demand, which varies by region. Specs And Features To Consider 1) Horsepower Everyone knows horsepower determines how quickly and powerfully a piece of machinery can perform. Flow is measured in gallons per minute (gpm). The rate of flow determines breakout force — how hard the bucket-end of a dipper can be pushed and pulled. Also, backhoe booms and dippers often are employed to lift and lower heavy equipment and materials. Hydraulic flow is a factor there as well. And attachments vary in flow requirements.

Knowing the application of a backhoe and what attachments will be utilized are all-important considerations.

3) Digging depth/reach How far from the backhoe must you reach with boom and dipper?

How far below ground will you dig? Will you be working in regions where frost extends deep into the ground? These questions all pertain to the choice of backhoe on a tractor. If relatively short extensions of the dipper are required for comparatively shallow trenches or holes, a standard boom will suffice. However, if wide or deep holes will dominate your work, you will need a boom with an optional extended dipper. Longer reach also can mean safer work because the machine is positioned farther from the edge of an excavation.

and convenience features do more than pamper an operator. They contribute positively to productivity, safety, and health. So, look for engineering that literally and figuratively supports you. Steering assists that reduce the number of necessary turns of the steering wheel at higher speeds. Air suspension seats to reduce jolting of frame and spine. Automatic depth controls to reduce repetitive motions. Quick-attach mechanisms. Intuitive transmission controls. At the

end of the day, these separate tired operators from bone-weary ones.

5) Center mounted/side-shift mounted Most backhoes sold in the United States are center-mount models, in which the boom is mounted on a kingpost pivot affixed to the center of the backside of the tractor. This allows the boom and dipper to swivel approximately 180 degrees. Side-shift mounts have the kingpost mounted on a carrier that slides on a rail from side to side across the back of the tractor. This arrangement gives an operator more flexibility in operating a boom without repositioning the tractor — plus the plane of work can grow to 280 degrees.

The side-shift feature is popular where work areas are confined, but it limits the boom’s lifting capacity.

Attachments and Auxiliary Features Most backhoe loaders function as diggers and loaders. Yet attachments have been developed to take advantage of backhoe loader engineering and increase its versatility on a work site.

Some require more hydraulic flow than others. Here are some popular backhoe tools: • Auger…This makes short work of the laborious task of drilling holes into the earth for posts or columns. Because it is mounted at the end of the dipper, more than one hole can be drilled without repositioning the tractor.

• Blade/broom…These simple front-end push tools are for spreading or clearing away material. Popular blades include oneway, high-speed, snow, extendable and V-shaped plows. Brooms utilize standard flow hydraulics.

• Bucket…Front-end loader buckets come in many configurations, including all-purpose, 4-in-1, side-dump, high-dump, ejector, mulch, sand spreader, boxer bucket and gravel scoop. Dipper buckets can range from 10 to 60 in. in width.

• Compactor…This tool is employed on a backhoe dipper to firm backfilled trenches or otherwise increase the density of mounded soil. It comes in two types — flat-surfaced tools that slam the ground and compaction wheels that roll across it.

• Coupler… To speed exchange of attachments, quick-couplers have been engineered. After-market manufacturers have developed universal couplers as well as specialty couplers — including tilt-rotating couplers for landscaping and grading.

• Fork …This two-tined tool for a front-end loader was developed to slip between surfaces of a pallet on an unloading dock, in a warehouse, on a job site. Variations include forks with extralong tines and forks that slide laterally for precise placement.

• Grapple/thumb…These dipper attachments grab an object being lifted and release it at the drop point. They are ideal for irregularly shaped objects such as boulders. Variations include ones configured for logs and landfill garbage.

• Hammer…This dipper battering tool is utilized in both construction and demolition applications. It does not require highflow hydraulics, but the percussive nature of the tool can stress a machine.

Selection of Backhoe Manufacturers 1) Case — This Wisconsin equipment manufacturer dates from 1842 and introduced one of the industry’s first tractor backhoe loaders in 1957. Today, it offers five full-size N Series backhoes, including 4WD models.

2) Caterpillar — The Illinois company dates from 1925 and is a heavyweight in the heavy construction equipment industry. Its seven backhoe loaders are all center-pivot models with one able to dig down 17 ft.

3) JCB — In 1954, this British manufacturer introduced its first backhoe loader and has grown to dominate the European market and to sell widely in North America. It markets four models in the United States with digging depths ranging from 14 to 20 ft.

4) John Deere — Founded in 1837, Deere built its first tractor in 1918 in Illinois and began to turn out heavy equipment in 1974. Today, Deere manufactures seven backhoe loaders, the smallest a 69-hp model, the largest with a 148-hp engine.

5) Kubota — The history of this Japanese firm dates to 1890. It began building construction equipment in 1953.

The company line of tractor backhoe loaders range in power from 23- to 63-hp with the latter capable of digging down 14 ft.

6) New Holland — New Holland began in New Holland, Pa., in the late 19th century and is part of CNH Global. Its backhoes feature a notably thin extended boom and a dipper that can reach down 18 feet. Some models have hydraulic flow up to 40 gpm.

7) Mecalac — Roots of this French company extend back to 1952. Today the equipment manufacturer offers two center-mount backhoes and four side-shift models, including the 100-hp TLB990 with 2WD, 4WD and crab steering versions. CEG

The transport infrastructure needs in economically emerging regions of the Asia-Pacific are so significant that roads are being built at an unprecedented rate.

According to the Asian Development Bank, the AsiaPacific alone requires an investment of $1.7 trillion a year over the next decade in order to keep up with economic growth and tackle poverty and climate change. Investment in infrastructure projects across Indonesia in particular has risen rapidly to respond to an economy that is set to expand by 5.3 percent this year and next.

Manufactured at Volvo’s plant in Bangalore, the P4370B wheeled sensor paver has a basic width of 8 ft., a rated power of 88 kW and a paving output of 661 ton per hour. The wheeled sensor paver features intelligent operating technology that helps the machine meet three requirements in line with highway design: mat thickness, mat level and grade requirement. The company said the P4370B’s productivity makes it a standout performer.

The P4370B is one of multiple Volvo machines in the company’s fleet, which includes excavators, soil compactors and tandem rollers. Deshmukh & Co. purchased the Volvo construction equipment from local Volvo dealer Svenska Technologies. Deshmukh said he appreciates Svenska Technologies’ aftermarket services.

Approximately 640 concrete paving students travelled to Ida Grove, Iowa, for the 2019 school year at GOMACO University to learn more about GOMACO equipment, G+ controls, 3D machine guidance systems and concrete mix design. GOMACO University provides a unique learning experience for their students with both classroom and handson in the shop learning opportunities. Classes are led by University instructors with assistance from GOMACO’s paving experts in the service department, 3D machine controls, and concrete mix design expert Michael Ayers.

“The 2019 season brought several return attendees to GOMACO University,” said Rod Schneider, GOMACO University’s director of training. “The new students, as well as students who have been here for many years, makes for really interesting interaction in the classroom and around the table at lunchtime. Everyone brings their own ideas and questions, and we all learn from each other and the curriculum.”

GOMACO University classes run each year from January through April. Each course covers the controls, setup, operation, maintenance and diagnostics of the specific

GOMACO machine. Ayers returned to the University’s classroom to teach about his expertise on concrete mix designs. His course focused on the basics of concrete mix designs, along with more advanced topics like cement types and application, aggregates, admixtures, mix optimization for paving applications and troubleshooting.

GOMACO’s 3D team of machine control experts were in the classroom and the shop teaching students about the latest developments in 3D paving. Instructors from Topcon, Leica Geosystems and Trimble also were teaching in the 3D courses.

“GOMACO University is an excellent opportunity for our customers to learn about GOMACO equipment and to prepare for the new paving season,” Kent Godbersen, vice president of worldwide sales and marketing, said. “Thank you to everyone who travelled to Ida Grove this year to attend a class, and we wish all of you a safe and prosperous 2019 paving season.”

ASCE Report Urges Lawmakers to Address National Infrastructure Woes

when it comes to something as important as our country’s bridges. The U.S. has 614,387 total working bridges, and almost four in 10 are 50 years or older, the ASCE reports. Of those 600,000-plus bridges, roughly 56,000 (or 9.1 percent) have been deemed structurally deficient. One point of promise is the ASCE’s acknowledgement that the overall number of structurally deficient bridges is on the decline. However, the average age of this infrastructure zone continues to climb, suggesting that many of our nation’s bridges are close to reaching the end of their useful life. The average age for a bridge in the U.S. is 43 years old. Most bridges are designed to last 50 years.

The ASCE’s grading system was based upon the following criteria: Capacity, Condition, Funding, Future Need, Operation and Maintenance, Public Safety, Resilience and

Although infrastructure often goes overlooked or is even taken for granted altogether, it remains our country’s lifeblood and serves as the foundation upon which our daily lives are ultimately carried out. With the release of each ASCE report comes the reluctant affirmation of a grim set of facts that many of us already know too well about our most vital — we as a society have allowed our bridges and roads to decay to the point of near ruin.

As with the previous ASCE Infrastructure Report Card, which examined conditions for the year 2013, the cumulative GPA of the United States as a whole is once again a D+ in the organization’s latest summary. Ritchie CEO Reflects on Career at Iconic Auctioneer

After five years as chief executive officer, Ravi Saligram is leaving Ritchie Bros. a much different company than when he started. No longer just a pure live auction company, Ritchie Bros. is now an industry-leading multichannel asset management and disposition company, offering customers options to sell how, when, and where they want — either onsite or online.

In an interview with Construction Equipment Guide (CEG) about his tenure at Ritchie Bros., Saligram made evident his deep passion for the company, its customers and its employees.

“I’m leaving a little bit of my heart behind at Ritchie Bros.,” he said.

Before Ritchie Bros., Saligram held leadership positions at OfficeMax, Aramark Corp. and InterContinental Hotels Group.

He was brought on board with Ritchie Bros. in July 2014 to reignite growth by seeing through a vision of full-scale transformation of the company’s business strategy.

CEG: “Transformation” is a big word, but you have presided over a lot of change in the Ritchie Bros. operation during your time as CEO. The acquisition of IronPlanet, the introduction of Marketplace-E, a 24/7 online marketplace, and the launch of an end-toend integrated tool for OEMs and strategic accounts, RB Asset Solutions, to name a few. You created a true multichannel company. How much of this changeover was in motion when you arrived?

Saligram:After the recession, things were stagnant. Our board of directors wanted someone to come in and transform the business. When I first started, I took time to listen to our employees, our customers and investors and, with the help of my management team, we began to develop a strategy.

I am so proud of the management team I’ve built. The whole is greater than the sum of the parts. Everyone on the team has ownership of everything we do, and it has only made Ritchie Bros. stronger.

After I leave in October, I’m confident the new leader will take the team to new heights.

CEG: You oversaw a huge transformation in your previous role at OfficeMax — do you specialize in transforming businesses?

Saligram: It depends on the situation. I generally don’t go in with a view to transform a company. Yes, I did this at OfficeMax, but the situation was very different. OfficeMax involved executing a turnaround in a difficult industry. With Ritchie Bros., the work was just building on the success it already enjoyed. It was a growth company and we have rebuilt it for a very bright future. It’s an exciting time for Ritchie Bros.

CEG: What is the most daunting part of

making over a company?

Saligram: Transforming a broken company is a lot easier than transforming a successful one. Ritchie Bros. was very successful before I joined it, so I had to make sure to find the right balance. I was mindful of all the drivers of success for Ritchie Bros. over the last 60 years, with the biggest being that the customer is, was and will be the key to success. Dave Ritchie [founder] believed that if you make a customer a friend, he will be a customer for life. I have built on this ethos.

What’s made our transformation so successful is we never lost sight of our values.

We are a high-integrity company, very honest, proud, passionate, humble. So, our strategy changed but our values remained our anchor. Our values gave our employees something to hold onto through change.

At the same time, when you are already successful some people are reluctant to change because they prefer the “good ol’ days.” So, you have to galvanize employees, help them focus forward and understand change is crucial to realizing that the best days are ahead.

We also spent a lot of time getting our employees to understand and believe our work has a noble purpose: we help make the world move, build and grow. We sell equipment that helps people move goods, build roads and infrastructure and grow crops. We are helping our customers do their jobs better.

CEG: With all this transformation, is the live auction event in danger of becoming extinct?

Saligram: I firmly believe the live auction business is strong and has great

longevity. This is not the retail world where brick-and-mortar stores are closing and online retailing is taking over.

We closed five auction sites last year because they were not efficient, but at the same time our auctions at other sites are becoming bigger. For example, a Columbus, Ohio, sale in June ended up clearing $93 million in just two days — our largest two-day sale ever. In Florida, our Orlando sale was almost $300 million.

The live auction is an enduring and successful model.

The beauty of being multichannel is that we are a one-stop shop for our customers’ changing needs. If you want a live auction, we have it. If you want online, we are the experts — we transact nearly $3 billion in GTV online, making us one of the top 50 B2B e-commerce companies in the world.

If you want to conduct business on your smartphone, we have that, too. You can see we’re making it easy for our customers to dispose equipment anyway they want.

CEG: You earned a Bachelor’s degree in India and your MBA at the University of Michigan. You have lived and worked all over the world. How has your global career influenced your thinking about people and organizations?

Saligram: Having lived in six countries and worked in more than 50, I have found that people are more similar than different.

A good leader knows what the cultural differences are, is sensitive to that and tries to harmonize and build on the similarities.

Ritchie Bros. operates successfully in many countries because we have universal values.

CEG: You advocate diversity in the

workplace and have spoken about the number of women you have placed in executive positions at Ritchie Bros. Was there, or is there, a bias against women in the heavy equipment world?

Saligram: I wouldn’t call it a bias, but in the industrial equipment world it is tougher for women. I truly believe that gender diversity is very important; not because you are checking off a box, but because diversity and inclusion drive innovation.

When I joined Ritchie Bros., we didn’t have a single female senior executive.

Today, four of my 12-person senior executive team are women. I am very proud of that. They are very good at what they do, and I think that has helped drive innovation.

We deal with a lot of contractors and some of them are husband-and-wife teams.

We now see some family contracting companies being taken over by daughters, not just sons. Things are slowly moving in the right direction in terms of gender diversity in the industry and I am proud that Ritchie Bros. is at the leading edge. Not because it is politically correct, but because it is good for business and the right thing to do.

CEG: You also speak of the benefits of diversity of thought. What are some of the diverse ways of thinking that you try to bring together?

Saligram: It is very important to have people who are different than you. I want people who have points of view and bring a perspective to the job, so we can debate issues. That is what makes a strong, vibrant company. We can think about things from different angles and through that debate we can create ideas and drive innovation. We are all wired differently, and discussions are enriched by the different thinking.

However, when we come to an agreement, the debate ends and we are unified.

CEG: You have just turned 63, so this is not a retirement interview. Is there a particular industry or situation that you have a hankering to get involved in next?

Saligram: Right now, I am very focused on a smooth transition here at Ritchie Bros.

One thing for sure is that I will not work for any competitor to Ritchie Bros. We will see what life holds for me, but I can tell you whatever I do next it will not be in the auctioneering business. I’m leaving a little bit of my heart behind at Ritchie Bros. *** Saligram is leaving Ritchie Bros., the Vancouver, BC, Canada-based company, October 1 and will move back to Chicago from where he periodically commuted to while working at Ritchie Bros.
