Ortiz Enterprises Delivering Multiple Upgrades On One of Country’s Most Congested Freeways

Ortiz Enterprises Inc. is looking to deliver the California Department of Transportation’s (Caltrans) $41.5 million I-405 Western Avenue to Crenshaw Boulevard Auxiliary Lanes Project in Torrance this fall.

The project work zone — in Los Angeles County — includes I-405 between Western Avenue and Crenshaw Boulevard (on and off ramps included) and the 182nd Street interchange.

The work is being executed in coordination with Los Angeles County Metropolitan Transportation Authority (LA METRO) and the city of Torrance.

The goal of the project is to improve a 1.2-mi. segment of I-405, which also will add auxiliary lanes on I-405 to help relieve congestion. Moreover, a new southbound on-ramp from northbound Crenshaw Boulevard is being constructed and — by widening the road — more storage space will be created for vehicles on I405 on and off-ramps and local streets.

Ortiz Enterprises is executing the California Department of Transportation’s (Caltrans) $41.5 million I-405 Western Avenue to Crenshaw Boulevard Auxiliary Lanes Project. Crews are on schedule and will deliver this project in Torrance this fall.

States Opening Infrastructure Wallet Projects to Improve

Funding for transportation projects through the bipartisan IIJA act is starting to flow at the state level. The amount of funding being doled depends on the state, its size and how much of a priority it puts on its infrastructure programs.

Tracking the flow of funds, ARTBA reported 19 states have approved 24 measures. That equates to $13.5 billion in new transportation revenue during the first five months of 2023.

SkillsUSA Hosts National Competition at Annual Leadership, Skills Conference

SkillsUSA held its 59th annual National Leadership & Skills Conference and TECHSPO Expo June 19-23, 2023, in Atlanta, Ga.

An estimated 15,000 students, teachers, education leaders and representatives from 650 national corporations, trade associations, businesses and labor unions participated. The conference is designed to provide students with career and technical education.

The annual SkillsUSA Championships portion of the event consisted of 110 hands-on skill and leadership competitions.

The conference provides students, their families and industry professionals to meet and discuss career opportunities.

“The interesting part of this event is that the students competing have brought their families here, so we’re getting engagement from the younger individuals that have operated this equipment or simulators, as well as their family members, too,” said Mark Wallace of Gregory Poole Equipment, based in Raleigh, N.C. “Not only are the students doing their tests, learning and competing, the parents are seeing the passion of their kids for particular skills in our industry.”

Chris Dysart of BuildingPoints Southeast, based in Charlotte, N.C., was at the Trimble exhibit working non-stop with SkillsUSA competitors and their families providing information on Trimble construction management technology. Dysart has a passion for this competition because he was a SkillsUSA competitor for all four years of his high school career and even served as Georgia State Vice President of SkillsUSA.

“In high school, I competed in architectural design and drafting,” he said. “Ever since, I’ve been wanting and have succeeded in getting Trimble involved in this. The competition and the show have been excellent. It’s always fun coming back to this every year to see the growth. It’s a great organization that needs to be publicized more. These students are the people we need. These are the hard workers we need for our company. Other companies come here that never knew this existed and they find talented workers.”

SkillsUSA is a partnership of students, teachers and industry working together to ensure America has a skilled workforce. SkillsUSA helps each student excel by providing educational programs, events and competitions that support career and technical education in the nation’s classrooms.

ASV Celebrates 40th Anniversary With Event at Its Facility

ASV, an industry-leading brand of all-purpose and all-season compact track loaders and skid steers, celebrates 40 years of innovative product design this year for its anniversary.

The pioneer in the compact track loader market celebrated the occasion with an open house event at its Grand Rapids, Minn., facility earlier in June. The event featured a full lineup of legacy and new ASV models, tours of the factory, food and refreshments and vari ous family activities and give aways.

“Talk to any of our longtime staff — and there are many — and you’ll find that the same passion for the products exists now as it did on day one,” said Tate Johnson, president of the Yanmar Compact Equipment North America, which encom passes the ASV brand.

“This anniversary and today’s continually innovative ASV products are proof that the brand’s entrepreneurial spirit lives on.”

ASV’s drive for innovation has been clear since its

founding in 1983. Two forerunners in the early snowmobile industry started the business, developing a pick-upsized rubber-tracked vehicle called the Track Truck as ASV’s first product. The equipment was built for snowmobile trail grooming and was meant for traveling over adverse ground conditions. However, it didn’t take long for the manufacturer to begin using its experience to develop the first Posi-Track rubber tracked compact track loader in

1990.

The Posi-Track loaders’ undercarriages improved quickly, with innovations like a single-rail design, metalface sealed wheels and internal drive-sprockets. The design provides exceptional traction on soft, wet, slippery, rough or hilly terrain, the company said.

The brand grew in size and reputation over the years, becoming known for one-of-a-kind compact equipment products built to handle all sorts of conditions and locations — from residential backyards to rugged forestry work. For more information, visit www.asvi.com. 

Granite Selected for $48M Texas Flood Control Project

Army Corps of Engineers photo Andrew Park, the project manager from U.S. Army Corps of Engineers Southwestern Division's Fort Worth District, inspects the final construction results of the Santa Fe Ditch, in Wharton, Texas.

Granite has been awarded an approximately $48 million contract by the U.S. Army Corps of Engineers (USACE) to mitigate flood risk and damage in Wharton, Texas.

Project funding will come from the USACE’s fiscal 2023 civil construction funds and is expected to be included in Granite’s second quarter CAP.

The city of Wharton has significant existing and historical flooding issues from the Colorado River, Caney Creek, Baughman Slough and Peach Creek. Granite’s work includes the construction of four strategically located levee reaches, five interior gravity

sump areas, storm sewer relief systems, slope repair activities along the Colorado River and miscellaneous paving improvements.

“These essential measures are designed to fortify the city's defenses and minimize the impact of future flood events,” explained Granite Vice President of Regional Operations Matt Shepherd. “Granite is pleased to have the opportunity to showcase our ability to perform USACE civil works in this market.”

The earthen levees, a critical component of the flood mitigation plan, will stretch

approximately 11,800 linear ft. With a top width of 16 ft., an average height of eight ft. and a base width of 80 ft., these sturdy structures will act as formidable barriers against rising waters. By strategically positioning the levees, the project aims to create a robust defense system that will protect vulnerable areas from inundation.

In addition to the levee system, the project will implement five interior gravity sumps featuring cast-in-place structures equipped with sluice and/or flap gates. These sumps will play a vital role in managing water levels and controlling the flow of discharge

within the city, to optimize drainage, and reduce the risk of localized flooding.

The storm sewer relief systems will be constructed to enhance the city’s existing drainage infrastructure, optimizing its capacity to handle excessive rainfall and prevent water accumulation in low-lying areas. Slope repair activities along the Colorado River will bolster the stability of the riverbank, mitigating erosion and reducing the potential for future flooding events.

The project is planned to begin in September 2023 and is expected to be completed in December 2024.

Crews Build, Widen Additional Lanes On Interstate 405

What’s Been Done

To date, Ortiz Enterprises has completed the following elements:

• Northbound retaining walls and sound wall have been completed;

• New on and off ramps are complete;

• Barriers and lane pavement are complete;

• The new on ramp along southbound 405 has been completed;

• Three of four retaining walls have been constructed.

The remaining items of the project include the reconstruction of the southbound off ramp at the Crenshaw ramps and one retaining wall. Barriers and sound wall are yet to be constructed, but will be constructed after the realignment of the ramps.

“Coordination is ongoing with both the city of Torrance and other public utilities and has been a real challenge,” said Juan Ramirez, Ortiz’s project manager. “We have been ahead of schedule for the most part and we anticipate that the project will be completed as required. There have been several soil issues encountered that were not shown on the plans, as well as some issues that were originally depicted on the plans that have been dealt with. Utility issues have been mostly resolved, SCE is still pending removal of wooden poles at the intersection of 182nd and Crenshaw.

“There have been several areas that have clearance issues, but we have managed to overcome the issues and continue to perform the work,” he said when asked about utility, soil and water issues. “Caltrans has been very quick to respond to our RFI’s and deal with issues where they are in control, however, utilities are separate entities and have been the real challenge on this project.”

Interstate 405 at Crenshaw Boulevard and the 182nd Street interchange is a major component of the work.

“Staging is the key on this project, we have combined stages where we are able to in order to perform work efficiently,” said Ramirez. “We will continue to combine stages as necessary. This work is on schedule. All demolition has been concluded and reconstruction of the southbound on and off ramps are yet to be done. This will require another 30-day closure that is on the planning stage.”

The ramps are a mix of both AC and concrete, while work on the mainlines are concrete.

According to Ramirez, a multitude of equipment used on this project. This includes drilling rigs, excavators, loaders, skip loaders, rollers, forklifts, cranes and concrete pumps.

The plan of attack constructing the auxiliary lanes is following a process similar to the interchange element due to the small work area, with equipment being transferred to different areas as needed.

“Most of the engineering issues are based on issues with designs that are not reflecting on-site conditions,” said Nathan Petty, Ortiz’s project engineer. “Having to combine stages in order to efficiently construct the project has been one method of solving the issues where grades and access have been used to resolve the issues. Ortiz is only responsible to perform the work as shown on the plans, we do not design the projects, we only construct per the contract documents. Our design efforts extend only to the resolution of issues for falsework for bridge construction and the such.”

The subcontractors include GSI for drilling piles and soil nail walls; All American Asphalt for all AC paving; JV Land and Clearing performed all the clearing of the job site; Advantage performed all the wall demos and bridge demo-

lition; Ferreira is responsible for all electrical, overhead signs and roadway signs; EBS has performed all the minor concrete; and Integrity Rebar Placers installed all rebar for both the bridges and walls.

Excavation and demolition is generating a fair amount of material.

“All materials/removed that could be reused have been crushed and mixed into the Class 3 base,” said Ramirez. “A total of more than 40 tons of crushed materials has reused on site. All dirt has been balanced throughout the job site to minimize any export.”

The amounts of new materials being brought in have not been finalized yet.

“We’re experiencing typical wear and tear and in terms of repairs, there are no delays,” said Ramirez. “We have a mechanic on rotation throughout all company projects.”

Ortiz owns all major equipment including dozers, excavators and forklifts.

“We rent some items like cranes [operated] and concrete pumps,” said Ramirez.

Project Background

“This improvement will enhance and mitigate the existing and forecasted operational deficiencies on the I-405 and local streets in the vicinity of I-405/Crenshaw interchange,” said Caltrans Public Information Officer Alisa Almanzan, District 7 — LA & Ventura County. “It also will improve traffic flow and mitigate congestion and enhance safety by eliminating vehicles backing onto the streets from freeway on and off-ramps. “

Construction is ongoing Monday through Friday 7 a.m. to 5 p.m., with a reduced speed limit of 55 mph through the work zone.

“Residents and local businesses located near the freeway may experience noise, dust and vibrations associated with construction activities,” noted the Caltrans project page. “During construction phase there will be certain periods with short term street lane closures and ramp closures. Advance warning signs and detours [are being] provided.”

ORTIZ
The goal of the project is to improve a 1.2-mi. segment of I-405, which also will add auxiliary lanes on I-405 to help relieve congestion. A new southbound on-ramp from northbound Crenshaw Boulevard is being constructed and — by widening the road — more storage space will be created for vehicles on I-405 on and off-ramps and local streets. Thus far, Ortiz has completed construction of northbound retaining walls and sound wall, new on and off ramps, barriers and lane pavement, the new on ramp along southbound 405 and three of four retaining walls.

For SBM Mineral Processing, Hybrid Continues ‘By Nature’

For almost 40 years, SBM Mineral Processing has been consistently using dieselelectric drive systems and is a supplier of cross-technological hybrids for track-mobile jaw and impact crushers from under 50,000 to 350,000 lbs. operating weight.

Due to their sophisticated drive concept, the JAWMAX and REMAX plants rank at the top of their respective machine classes regarding crusher dimensions and production output without making any compromises concerning their mobility between sites or on the site, the manufacturer said.

Homogeneous Concept for All Types of Machines

SBM pursues a homogeneous concept for all of its plants to ensure the significant benefits of diesel-electric drive systems in all power classes. Depending on the market region, this also includes a plug-in option that enables the all-electric complete operation of the plants via mains power or external generators.

In addition to significantly lower onsite emissions in terms of exhaust gases and noise, all-electric operation brings considerable operating cost savings, the manufacturer said.

Parallel to the expansion of its global sales activities, SBM is working at full speed to make the plug-in option technically available in important regions, such as the North American markets.

The centerpiece of all hybrid electrified SBM mobiles plants consists of a diesel-generator-unit with emission-optimized Cummins diesel engines and directly flanged lowmaintenance generators. The compact drive units are positioned outside of the dust-intensive machine zones.

As standard, the control cabinets are additionally overpressured and can be heated/air-conditioned for extremely difficult operations. In optional plug-in operation, the plant is supplied by the grid or by alternative external power sources (gen sets) at the control cabinet — activation is easy and safe by simply switching the central master switch before starting the plant.

From this moment on the central SBM plant control system Crush Control automatically starts, monitors and controls the individual machine components during crushing operations. Depending on machine type and equipment (scalpers, discharge conveyors, additional screens, etc.), up to 20 electric motors with a power input of 750 W (sprinkling) up to 250 kW (crusher) are used in the SBM plants.

The working hydraulics system (crusher gap setting, hydraulic cylinders, etc.) and the proportional traction drive are energized by two electrically operated pumping systems and circuits that are activated sep-

arately. This improves the energy footprint, for example by eliminating the unnecessary stand-by status of the track motors, and assures full functionality of the systems in allelectric operation.

In contrast to diesel-electric plants equipped with significantly more on-board hydraulics, SBM minimizes the oil quantities required on board to for example only 20 gal. compared to about 50 gal. respectively more than 160 gal. required by fully diesel-hydraulic models in the 40-ton class. Instead of using complex hydraulic pipings meaning high thermal losses resp. costly oil cooling, all other drive systems and appliances in SBM plants are connected via break-proof cables, which practically eliminates environmentally critical leaks and corresponding breakdowns, according to the manufacturer.

Without the detour via hydraulic control blocks, electric activation ensures continuous quick response of the various

plant components and facilitates easy and simple adaptation of feeding rates, screening capacities, or frequency-converter-controlled “extras” such as the automatic dedusting of chutes.

Efficient, Eco-Friendly

The degree of efficiency of diesel-electric drive systems can be considerably increased if energy-intensive hydraulic drive components are eliminated. At about 80 percent, the efficiency exceeds that of diesel-electric systems without or with optimized load-dependent control (ca. 40 percent / ca. 50 percent); and with grid connection the efficiency factor comes to more than even 90 percent. And this of course directly influences fuel consumption: The diesel engines of the SBM plants operating at a speed of 1,500 to 1,800 rpm adjustable in steps consume more than 40 percent less than all-hydraulic systems.

Compared to models with directly driven crushers, consumption is still reduced by 20 percent, the manufacturer said.

Given the sharp increase in fuel prices and in spite of varying electricity costs, it can be assumed that the 60 percent benefit in energy costs due to all-electric grid operation still rating as a rule of thumb has long ago further shifted in favor of hybrid technology. By now SBM anticipates that due to saving operational costs, diesel-electric hybrid plants with a high all-electric workload will — due to lower maintenance costs resulting from less wear and a longer service life — fully pay off even over a few years only.

With full flexibility in diesel-autarkic operation where SBM hybrids provide further environmental benefits on top of the reduced hydraulic volume and the consumption-based low emissions of their EU-stage-V-power plants: Thus, the elaborately enclosed diesel-generator units win over due to low noise emissions without load-dependent fluctuations. If switched over to all-electric operation, the noise generated by the same plant will decrease by another 6 dB significantly reducing noise emissions depending on geographical surroundings, the manufacturer said.

Even in all-electric “zero-emission” operation, possible effects on the immediate working environment are paramount: In tunnel construction or indoor recycling they are quite obvious, but for city-center demolition tenders technologies efficiently reducing exhaust emissions are becoming more and more important. This grants hybrid electrified plants a key competitive edge — not to mention the great

Metso Gains Big Order for Mining Customer Project

Metso has been awarded orders for a gyratory crusher and apron feeders including related services and spare parts to support a mining customer project in the Americas.

The value of the orders is approximately EUR 20 million, of which 80 percent were booked in Minerals segment’s first-quarter orders received and the balance in Minerals segment’s second quarter.

Metso’s scope of delivery includes an impressive apron feeder package featuring Metso’s AF18 apron feeder, one of the largest feeders that Metso has ever produced. The apron feeder supplies material downstream to a Metso Superior MKIII primary gyra tory crusher.

The gyratory crusher accepts the largest top size feed in the market, allowing it to provide higher capaci ties, which makes this crusher the most

cost-efficient primary gyratory crusher in the industry, according to the manufacturer.

“We are excited to be able to support our customers to ensure their needs are met. It is especially rewarding when we are able to demonstrate our capabilities for flowsheet synergies such as crushers and apron feeders as this equipment works hand in hand for minerals processing,” said Guillaume Lambert, SVP, Crushing at Metso.

Metso has the capability to design and deliver even the largest apron feeder systems with high project quality. Combined with its advanced line of mining duty crushers, Metso offers complete solutions providing flexible and reliable material processing to meet high demands and ensuring the success of its customers, the company said. Komatsu Changes MVT-II 600 Sizer as Part of Rebranding

To support the company’s One Komatsu global strategy and the integration of their legacy companies into the Komatsu brand, sizers, reclaim feeders and surface feeder breakers will be rebranded to Komatsu natural yellow (from Joy orange).

Displayed in the Komatsu booth (W42044) at ConExpo-Con/AGG 2023 was the newly rebranded yellow MVT-II 600 sizer.

For waste reduction in the quarry and cement production process, the Komatsu MVT-II 600 sizer uses matched velocity technology (MVT) to generate far less fines in product and help minimize waste production and disposal costs. The process uses tension — rather than compression — which can save significant energy. Timed center-sizing rolls enable teeth to mesh together and control product size in three dimensions.

The no-clog crushing of the MVT-II 600

can consistently crush a combination of hard abrasive minerals and wet sticky material. Engineered for lower cost of ownership, the MVT-II 600 has replaceable bolt-on roll wear segments and durable pick technology. Shaft assemblies include cast wear segments with replaceable teeth for extended life. The MVT-II sizer can be installed where many other crushing technologies would not fit and at a potentially lower cost. Ideal for mobile or underground applications with a small machine envelope, secondary sizers can often be installed between conveyor transfer points to reconcile material handling issues. The sizer can potentially reduce the number of crushing/dump stations required and can work with very large lump sizes to increase crushing ratios.

Construction Jobs Increased in June

Construction industry employment increased by 23,000 in June, according to an Associated Builders and Contractors analysis of data released July 7 by the U.S. Bureau of Labor Statistics. Industry employment has risen by 198,000 jobs since June 2022, an increase of 2.6 percent, to 7.947 million. Nonresidential construction employment rose by 12,200 positions on net, with positive growth in two of the three subcategories. Heavy and civil engineering added 7,300 positions, while nonresidential building added an additional 5,400 jobs. Nonresidential specialty trade contractors lost 500 jobs on net.

The construction unemployment rate increased to 3.6 percent. Unemployment across all industries decreased from 3.7 percent in May to 3.6 percent in June.

“Theory suggests that the roughly 500-basis point increase in the federal funds rate over the past year would weigh on the demand for construction workers, yet the industry continues to add thousands of jobs each month,” said ABC Chief Economist Anirban Basu. “Contractors have collectively added jobs in 15 of the past 16 months, and ABC’s Construction Confidence Index suggests they will continue to increase staffing levels through the remainder of the year.

“The June jobs report, along with yesterday’s JOLTS data, confirm that labor shortages will continue to provide a stiff headwind to hiring,” said Basu.

State Government Readiness Influences Expenditures

INFRASTRUCTURE from page 1

Other states are considering upping their investment, according to the association’s Transportation Investment Advocacy Center (TIAC).

Arizona approved a $9 billion program focusing on state highways I-10, I-17 and Route 260, to improve safety on these stretches.

“The I-10 expansion is about both today’s traffic demands and what we anticipate in the decades ahead,” ADOT’s Garin Groff said. The state also will preserve 400 mi. of highway pavement rated in fair or poor condition, reported kold.com.

One of the most aggressive transportation packages was signed in Minnesota. It sets a new retail delivery fee, raises sales tax benefitting transit, increases the vehicle sales tax and indexes the gas tax to inflation. It is believed that the recently signed bills will produce $1.3 billion over the next two years, according to ARTBA’s TIAC.

The center reported Florida loaded $4 billion into its project general fund, while Hawaii instituted a new usage fee for electric vehicles.

Missouri combined almost $3 million in general fund revenue and bonds to renovate and expand I-70 across the state.

Indiana’s gas tax was extended for an additional three years, and new EV fees were instituted in Montana and Texas.

“This funding will … increase the quality of life for everyone in Arkansas,” the state department of transportation told Yahoo Finance. “[It] will provide much-needed funding for improvement and support of our state highway system.”

The agency said the funds will help take care of the existing system and will allow planning for future projects of economic benefit.

Where Money Is Coming From

In addition to IIJA earmarks, states are going through surplus general funds, COVID relief and bonds to get projects off the ground.

Electric vehicle fees are among the most popular categories being explored by state legislatures, noted TIAC.

It tracked 35 bills, or 16 percent of 2023 transportation funding legislation introduced in the first five months of year. That marks a notable increase when compared with the eight bills tracked in the previous year, said the organization.

“The expenditure is influenced by readiness of state governments to move quickly,” Joseph Schofer, Northwestern University, told Yahoo. “Those that were better organized — had their priorities lined up and projects ready to go — will show larger expenditures early.”

He said this large tranche of infrastructure money is making up for insufficient past investment especially in big and growing states.

Funding Floodgates Opened or Closed?

Many in Washington argue that a divided federal government will put a stop to big policy measures such as infrastructure funding.

“It’s true that a divided Congress should mean a less productive and less ambitious legislative calendar,” wrote the Brookings Institute. “But Washington has only begun to execute all the work created by the previous Congress — and nowhere is that more true than infrastructure policy.”

Brookings Institute Fellows write that for infrastructure, “the era of big government isn’t over — it’s just getting started.”

Most of the $1.25 trillion earmarked is still sitting in the federal government’s bank account, said the fellows. The funds are just waiting to strengthen and modernize the country’s economy and communities.

“Yet even at this early stage, governments and industry partners have little time to get their infrastructure plans in place,” wrote the Brookings staffers. “And achieving their goals won’t be easy — any one of multiple challenging economic conditions could limit the number of projects that get completed.”

The organization observed that Pres. Biden has framed the next 10 years as America’s “infrastructure decade.”

“The chances of it being remembered that way may well be decided in the coming year, and there’s no time to lose,” according to Brookings.

The IIJA’s one-year anniversary rolled around last fall, marking a low point in terms of expected annual spending, said Brookings. Funding recipients have had to update capital spending plans to higher levels and write rules for the many new federal programs.

“Still, the initial tranche of awards confirms just how much power Congress gave to the states and other major formula grant recipients.”

Measured by total funding awarded by federal agencies, formula programs received 92 percent of the IIJA’s first-year awards. Every state saw more than 80 percent of total awards distributed through formula programs. And state governments are the primary beneficiaries of these formula programs.

States directly receive these funds through Federal Highway Administration programs and the EPA. State-controlled funding will grow as the $42.5 billion Broadband Equity, Access and Deployment (BEAD) formula funding starts to move, noted Brookings.

The institute pointed out that that’s not to

say competitive grants aren’t sizable or important.

“Major awards … are all significant projects that can influence economic activity and environmental performance for decades to come.”

Competitive grants also are attractive for cities, counties and other local governments, said Brookings. These government entities prize direct access to federal funding, without the need for allocations from their states.

“And there’s plenty more of the competitive money coming,” wrote Brookings staff members.

By October 2022, only 7 percent of competitive funding had been awarded. Brookings advised that if local practitioners want to maximize their chances to receive federal funds, they should partner with states.

“State officials control larger pots of funding and may not require detailed applications to access that funding,” the institute said. “By contrast, federal competitive programs are typically smaller and over-subscribed.”

State funding received by federal formula also can serve as matching funds when localities need to qualify for federal funds.

“With state capital budgets still adjusting to IIJA’s increased funding levels, now is the time for local leaders to build strong ties with their counterparts in state capitals.”

Industry Helping Push Funds Along

The construction industry itself has a big part to play in the transition from numbers on paper to boots on the ground. Contractor organizations, such as ARTBA, are pulling a chair up to the funding table in praise of IIJA.

The association reported to Congress this past spring that more than 36,000 transportation improvement projects have moved forward. All this in the past 16 months as IIJA implementation continues, said Paula Hammond, ARTBA chair.

She acknowledged that inflation is a huge stumbling block for states trying to deliver on projects.

“Increased material costs and supply chain challenges have had a dilutive impact on the law’s investments,” Hammond said. “This situation would have been dramatically worse had Congress opted for another flat-funded extension of surface transportation programs. Our analysis shows there has been real market growth over the last year.”

New and well-meaning IIJA requirements related to expansion of Buy America are creating challenges of their own, added Hammond.

“If Buy America provisions are not pursued with stakeholder input and articulated

clearly, it could have the opposite outcome and result in unnecessary project delays.”

She concluded that the initial data reveal IIJA’s highway, bridge and public transportation investments are working as intended.

“Many more benefits for the American people are still to come,” added Hammond. Industry’s biggest headache remains attracting and keeping the massive labor force numbers needed to make state projects a reality.

“Government, infrastructure companies and workforce development must work together to expand the talent pipeline,” said Brookings.

The Biden administration has spent two years talking about the importance of workforce development within infrastructure industries.

“The reality is that Congress mostly left state and local infrastructure owners and operators to solve talent issues on their own.”

Brookings added that the list of workforce-related issues is long and difficult. It’s a two-fold challenge:

“First, they cannot find enough new talent — particularly younger workers, who may not know these careers exist.”

This same pool of potential workers may lack flexible training pathways to enter the field. Workers under the age of 24 represent only 11 percent of the country’s infrastructure workforce, the institute noted.

“Second, employers are struggling to hold onto existing talent,” said the Brookings researchers.

It’s projected that 1.7 million infrastructure workers will either retire or permanently leave the industry annually over the next decade. With 16.6 million infrastructure workers employed nationally, that means the entire workforce will essentially turn over in the next 10 years.

The result will be huge gaps in knowledge and retention — as well as potentially productivity.

“State and local leaders must shift from short-term, business-as-usual approaches,” said Brookings.

These leaders should instead “focus on longer-term strategies to enhance opportunities for workers and meet employer demands.”

That means planning and addressing workforce needs over time rather than throwing money at individual projects in the short term.

States must find ways to utilize the flexibility of federal funding and invest in worker training and retention.

Brookings believes these efforts also need to involve community outreach, support services and reskilling, to start. 

Cat Expands Smart Blade Capabilities for Skid Steer, Compact Track Loaders

Caterpillar announced new options for the Cat Smart Grader Blade and Smart Dozer Blade.

The new external control kit for GB120 and GB124 smart grader blades expands use of these blades to Cat D and D2 series SSL and CTL machines, enabling customers with previous model fleets to run smart blades. The new 3D grade control kit uses existing connections to easily add automatic blade control to the Cat Smart Dozer Blade.

Smart Grader Blades

Cat Smart Grader Blades set the standard for machine and attachment control integration. Previously, these smart blades were made available for customers with Cat D3 series SSL and CTL machines. The new external control kit provides customers with a means to run smart grader blades on all D-series and select older Cat machines.

Simplifying operation, GB120 and

GB124 blades automatically detect whether they are being operated on a D3 series or machine equipped with the external con troller.

The new external control kit includes a third joystick for operating blade raise/lower, tilt, angle and wing functions like smart con trol for D3 series machines. In addition, it includes the wiring harnesses, a RAM mount, brackets and all the necessary hardware required for smart grader blade control.

Compatible with Cat Grade and Earthworks GO! systems, the new external control features selectable modes for left, right and tandem control. Standard crossslope assist and full proportional control of all functions improve operating efficiency.

A valuable tool for experienced as well as novice operators, the new 3D GPS/GNSS grade control for smart dozer blades on Cat CTL machines guides the operator to accurately grade planes, slopes, contours and complex curves.

The new external control kit for GB120 and GB124 smart grader blades expands use of these blades to Cat D and D2 series SSL and CTL machines, enabling customers with previous model fleets to run smart blades.

3D Grade Capabilities

A valuable tool for experienced as well as novice operators, the new 3D GPS/GNSS grade control for smart dozer blades on Cat CTL machines guides the operator to accurately grade planes, slopes, contours and complex curves. It provides blade vertical height and horizontal positioning guidance, or, alternatively, the system controls the blade relative to a design loaded into the grade control system.

Automated blade control takes the guesswork out of what the grade should be, allowing operators to achieve design plans faster. Veteran operators can work more productively with the system, and those with less experienced can work more confidently and quickly build grading skills. Regardless of operator experience level, the 3D grade control system can reduce rework, labor and materials used on the job.

The base Cat Smart Dozer Blade comes standard with all the required hookups to install 3D grade control components. Software updates and the hardware are available for existing machines and smart dozer blades to operate grade control.

The four models offer self-aligning vertical accuracy for precise, accurate vertical holes in any situation. A choice of drive system ensures ample torque for even the toughest digging conditions.

With the power and precision to handle everything from shale, clay and frozen surfaces, the new auger lineup is an ideal solution for post hole digging, fence installation, deck building, tree planting and more. With Ignite’s Fit Finder, customers can easily find the right auger to pair with existing equipment and fast delivery directly to their shop door.

“It’s all about getting the job done quickly and accurately,” said Matthew Foley, lead engineer of Ignite Attachments. “Our business model allows customers to confidently match, buy and receive attachments directly to their door fast. With the new auger lineup, we’re expanding the applications customers can tackle with their existing equipment, giving those in the fencing, utility, landscape, construction, agriculture, rental and similar industries, as well as homeowners, a highquality, cost-effective solution without the delay of working with a third-party dealer.”

Powerful Drive Systems

To provide efficient solutions for a wide range of applications and comfort levels, Ignite’s auger lineup includes four

models. The 75DDH and 165DDH augers both feature an economical classic-drive system, which provides productive torque ratio at any rpm. Operators can expect fast, deep holes even when facing clay, rock, frozen surfaces and more. The drive’s simple, economical design and construction also allows for easy maintenance and a low total cost of owner ship, according to the company.

The 75DDH has a hydraulic flow range of 8-20 gpm and the 165DDH has a hydraulic flow range of 14-25 gpm. Both models offer a digging depth of 50 in. with a standard bit or up to 86 in. with an optional extension.

For more challenging digging conditions, including shale, rocky soil, layers of frost, heavy clay and more, Ignite offers a planetary drive that maximizes torque and power. Planetary-drive models include the 150 PH with a hydraulic flow range of 10-20 gpm and the 210 PH with a flow range of 15-30 gpm. Both models offer a digging depth of 50 in. with a standard bit or up to 86 in. with an optional exten sion.

Self-Balanced Alignment

All models in Ignite Attachment’s auger line feature a unique joint between the mounting frame and drive unit to ensure straight, vertical holes even while working on con toured, sloped or uneven ground.

“We’ve taken the guesswork out of digging,” Foley said.

North American Pilot Project With WM Will Test Volvo EC230

Volvo Construction Equipment will work with WM, formerly known as Waste Management, on a pilot project with the Volvo EC230 Electric excavator, which at 23 tons represents a major advancement in the construction industry’s move toward zero-emission solutions.

WM, North America’s leading provider of comprehensive environmental solutions, will test the mid-size electric excavator at a WM facility on the East Coast. The pilot will include the EC230 Electric performing the same tasks diesel excavators do in waste applications. WM will track data and share feedback with Volvo CE.

This kicks off a number of customer tests of the mid-size electric excavator in various applications on the North American power grid. Volvo CE plans to make the machine commercially available in North America in 2024.

“This is the first pilot in North America, but the EC230 Electric excavator has been thoroughly tested by customers overseas, and in each case, it has offered the same performance as its diesel equivalent with the added benefit of no direct emissions,” said Stephen Roy, president of Region North America, Volvo CE.

“We’re excited to work with WM on a project that aligns with both of our organizations’ values of being good environmental stewards.”

For more than 20 years, WM has been committed to alternative fuel options, including compressed natural gas (CNG) and electric vehicles as well as other technologies to help reduce overall emissions. WM has some of the most ambitious sustainability goals in its industry, calling for a 42 per-

cent reduction of its overall Scope 1 and Scope 2 GHG emissions by 2032: a target aligned with the Paris Agreement to limit global warming to 1.5° C.

“WM has a long track record of incorporating alternative fuels into our operations, and we’re exploring technologies like electric that support our mission to reduce emissions,” said Bryan Tindell, vice president of disposal operations, WM.

“We have a longstanding relationship with Volvo CE when it comes to working toward sustainable solutions related to alternative fuels and energy sources. This electric excavator is expected to improve machine uptime and increase productivity, and our pilot could help map out the next steps for implementing additional electric and other sustainable technologies into our heavy equipment fleet.”

Zero Direct Emissions, High Performance

The 23-ton EC230 Electric excavator is a general-purpose machine designed to run in the same applications as a comparably sized diesel excavator, including extraction, earthmoving and grading for site preparation in the building segment, as well as waste and scrap handling in the recycling and waste segments.

It has the same digging forces and lifting capacities as its diesel equivalent in the Volvo CE lineup, and it supports the same attachments and services. The main difference is that it is powered by batteries. The lack of an engine results in zero direct emissions, less noise, reduced maintenance and lower total cost of ownership.

When the EC230 Electric excavator becomes commercially available in 2024, it will join the Volvo CE sixmachine lineup of electric machines, which is one of the largest in the industry.

“Electric construction equipment thus far has mostly been compact models, but to make the kind of progress we want toward a more sustainable future, larger machines need to be part of the equation,” Roy said. “Volvo CE is proud to be leading the industry into that future along with sustainability driven companies like WM.”

Public Gets Look at EC230 Electric

The EC230 Electric excavator made its North American debut at ConExpo-Con/AGG in March. The WM pilot project was announced at two trade shows — Waste Expo in Louisiana and ACT Expo in California — where attendees could see an EC230 Electric in person.

Waste Expo is North America’s largest solid waste, recycling and organics trade show. A key handover from Volvo CE to WM for the EC230 Electric occurred at the show.

ACT Expo is a clean transportation show that has traditionally showcased on-road vehicles and charging solutions. Volvo CE has attended the past two shows as part of its leadership position in bringing sustainable power options to offroad applications.

Bobcat Expands Lineup With AT450 Articulating Tractor

Bobcat Company, a global compact equipment, innovation and worksite solutions brand, has expanded its grounds maintenance equipment lineup with the debut of the Bobcat AT450 articulating tractor.

The AT450 joins an extensive grounds maintenance product portfolio that Bobcat has strategically grown over the past five years.

This rugged and versatile machine excels at material handling, turf maintenance and snow removal, and is an ideal solution for hobby farms, commercial properties, golf cours es and sports facilities, according to the manufacturer.

Power, Performance for All Seasons

The AT450 powers a variety of front-mounted, belt-driven attachments, and due to the machine’s four-wheel drive, low center of gravity and its ability to both articulate and oscil late, operators get enhanced stability across various types of terrain and conditions.

The tractor’s articulating and oscillating frame keeps all four wheels in contact with the ground — even on rough, uneven terrain — which helps limit surface disturbance during turns. The AT450 can navigate slopes as steep as 30 degrees, with attachments following the ground contour for professional results in one pass.

With the added stability and maneuverability, AT450 operators benefit from optimal ground contact and minimal ground disturbance while experiencing a comfortable ride, the manufacturer said.

The AT450 features a 32-hp, liquid-cooled gasoline engine that produces generous power for front PTO attachments. With the articulating tractor’s attachment system, operators have added versatility to put a host of attachments to work. The lineup of nine available attachments includes a bucket, AirFX mower decks (61 and 72 in.), BrushCat mower, Flex Deck mower, flail cutter, snowblower, V-blade and turbine blower.

Additional attachments will be available in the future. Whether it’s mowing acres of turf or handling snow, the AT450 empowers operators to tackle a wide range of projects in any season with rugged dependability.

Durability, Uptime

The AT450 comes equipped with a standard front hitch system, which allows operators to switch out attachments quickly and conveniently without tools. The machine’s large, 7-gal. fuel tank means fewer fuel

points and access to electric components are easily grouped under the hood for convenience. Operators also have unobstructed access to the battery, which is protected from outside elements in a compartment below the joystick. Additional highlights of the AT450 include:

• An integrated hydraulic weight transfer and traction boost system delivers consistent, on-demand weight transfer that’s fully adjustable from the operator’s control panel.

• Easy-to-read system display to monitor system voltage, engine temperature and other major machine functions.

• Spacious legroom, an adjustable seat and standard foot pegs provide operators with all-day comfort and support.

• All-weather deluxe cab accessories/options (AllWeather Deluxe Cab Enclosure, Circulating Fan, Sunshade, Back-Up Beeper Kit, Suspension Seat, AllWeather Cab with Wiper Blade, ROPS Roll Bar with Seat Belt, HD Sunshade Canopy).

• Standard LED lights provide the visibility you need when natural light is low.

Turf, Grounds Maintenance Solutions

Bobcat brings industry-leading toughness to turf with a large lineup of grounds maintenance solutions. In addition to the AT450 articulating tractor, Bobcat offers compact tractors, utility work machines, small articulated loaders and mowers.

The AT450 will be available at select Bobcat dealerships. The AT450 will be displayed in the Bobcat Company indoor booth (#3052) at Equip Expo 2023 in Louisville, Ky., from Oct. 17 to 20. For more information, visit bobcat.com. 

XL Specialized Hosts Open House to Unveil New Facility

On June 7, XL Specialized Trailers held an open house at its new facility in Manchester, Iowa. The event highlighted the completion of a 50,000-sq.-ft. expansion, the unveiling of a new customer service facility and the completion of a remodel project.

Throughout the day, attendees explored the new facilities, which showcase the company’s commitment to innovation and growth. The expansion not only increases overall space, but also allows XL Specialized to enhance its production capabilities and meet the rising demands of customers.

In the evening, XL hosted a happy hour and dinner, which gave company representatives an opportunity to thank its dealer and vendor partners who have played a pivotal role in the company’s success.

Expanding for Bright Future

XL’s headquarters has undergone a significant expansion. The project includes expanding production capacity by more than 30 percent, positioning the company for success.

With the expansion, the production facility now spans more than 150,000 sq. ft., enhancing throughput and reducing lead times. The company also invested in new machinery, a modern paint booth and a blast booth, improving the quality of its products.

As XL grows, it understands that unique loads require unique trailers. It builds customized trailers that instill confidence in its customers. With continued growth and expansion, XL can better serve its dealers and customers, the company said. 

Manitou Group Wins at 2023 Sustainable Industry Awards

Manitou Group, a world reference in the handling, aerial work platform and earth moving sectors, has won in the “decarbonization” category at the 2023 Sustainable Industry Awards. The award recognizes the innovativeness and sustainability of the Group’s hydrogen program.

Organized by L’Usine nouvelle, France’s leading business and industrial news magazine, the Sustainable Industry Awards recognize innovative projects that marry profitability and sustainability in industry.

Among the 70 entries submitted for this year’s event, the jury singled out Manitou Group’s hydrogen-focused approach, and in particular the development of two prototype telehandlers running on green hydrogen.

Presented in December 2022, the world’s first prototype telehandler powered by a fuel cell will soon be tested on a work site, as Julien Waechter, VP R&D Manitou Group, explained: “We’ve now reached the second stage of our project: testing the machine in

real-life conditions. In a few months’ time, it will be joined by a second prototype of a rotating telehandler with even greater lifting capacity. More than anything, this prize rewards the innovation at the heart of Manitou Group’s DNA, and our determination to accelerate our energy transition.”

Manitou Group is keen to promote and accelerate the development of the French hydrogen industry, having joined forces with local green hydrogen producers. As a result of the technologies implemented in its products and the use of green hydrogen, the Group estimates that the carbon emissions linked to the entire life cycle of a telehandler will be a quarter those of a combustion engine machine.

This award illustrates Manitou Group’s commitment to developing low-carbon solutions, in line with the commitments of its low-carbon trajectory, validated by the SBTi in 2022. 
