Historic and famed Dodger Stadium in Los Angeles — the third oldest Major League Baseball ballpark in the country and home of the Los Angeles Dodgers, — is undergoing a major upgrade for the 2020 season, and is slated to host the league’s All-Star Game presented by Mastercard. Because of the COVID-19 pandemic; however, the start of the Major League Baseball season has been temporarily put on hold. PCL Construction Services Inc. is serving as the general contractor of the approximately $100 million project that will see the installation of modern and fan-friendly amenities to enhance the fan experience, including a new centerfield plaza and renovations to the left and right field pavilions.

During the first round of the COVID-19 related stimulus loan program released April 3, approximately $450 billion in funds were issued on a first-come, first-served basis and were depleted within 13 days. Congress rejuvenated the program in a second round, released on April 27, when another $300 billion has been set aside for medium-sized community banks and credit unions to dole out loans. Quick receipt of Paycheck
Protection Program loans may be helping contractors retain or add staff, despite mounting project cancellations, reports the AGC. A survey the association conducted online just prior to the second funding release drew 741 responses to a question about PPP loans. Of the 74 percent who reported applying for a loan, 44 percent had received funds, 15 percent had been approved but had not received funds, 8 percent were
awaiting an answer, and 7 percent had applied but had been told no more funds were available. Those who reported they had added workers rose to 13 percent from 4 percent in AGC’s April 6-9 survey. Members who’d furloughed or terminated workers declined to 35 percent from 40 percent. “These favorable indications occurred even though the share see LOANS page 36

LIUGONG APPOINTS RIFLE EQUIPMENT AS ITS NEW DEALER
LiuGong North America has appointed Rifle Equipment LLC, as its new dealer in Rifle, Colo. The city is located roughly halfway between Aspen and Grand Junction. The dealership, which has served the area since 2003, has represented both the LiuGong and Dressta brands since October of 2019.

Minnich Manufacturing has added Ebbert Company to its dealer network to expand distribution in the Western U.S. Headquartered in Fountain Valley, Calif., Ebbert Company offers sales and service of Minnich concrete vibrators to customers in Southern Calif., Ariz., Nev. and N.M.
As part of a regional analysis of Phoenix-area freeway pavements, a stretch of the Loop 101 Price Freeway in the southeast Valley will undergo a specialized concrete smoothing process in the coming months. Older rubberized asphalt was removed from south of U.S. 60 last year as part of ADOT’s widening project.
Nan Inc. has been awarded a $117.8 million contract to build new quarters at Marine Corps Base Hawaii at Kaneohe Bay. Specialized Concrete Smoothing Process on Loop 101 As part of a regional analysis of Phoenix-area freeway pavements, a stretch of the Loop 101 Price Freeway in the southeast Valley will undergo a specialized concrete smoothing process in the coming months. The diamond grinding, which began in early May, involves the use of machines with diamondtipped blades on rotating drums to smooth a freeway’s existing concrete pavement while also creating grooves designed to limit vehicle tire noise. Older rubberized asphalt was removed from the Price Freeway south of US 60 last year as part of ADOT’s widening project. MAG supports the expanded use of diamond grinding within the project’s boundaries as consideration is given to additional research about different pavement surfaces, longterm costs and efforts to limit noise along regional freeways. MAG and ADOT have partnered on an analysis of pavement treatments used to limit noise generated by tires as vehicles travel on Valley freeways. The Arizona Department of Transportation is widening Loop 101 in this area as part of a $60 million improvement project that started in May 2019 and is scheduled for completion this fall. Arizona’s Bridges Rank Third Among Entire Country
The American Road and Transportation Builders Association (ARTBA) found that only 1.6 percent of bridges across The Grand Canyon State were listed in poor condition, which ranks third in the United States behind Nev. and Tex.
Bridges in Arizona have been ranked among the best in the nation in an annual survey conducted by the American Road and Transportation Builders Association (ARTBA). The organization’s report found that only 1.6 percent of bridges across The Grand Canyon State were listed in poor condition, which means the state was just behind Nev. and Tex. (both at 1.3 percent) in bridge condition rankings based on data maintained by the U.S. Department of Transportation. In addition to the ARTBA survey of all bridges in the state, including local and federal agency structures, the Arizona
Department of Transportation’s latest figures show that less than 1 percent (0.9 percent) of the state highway bridges ADOT maintains are rated in poor condition. A poor rating does not mean a bridge is unsafe. It means repair needs have been identified in the bridge’s deck, superstructure or substructure. Arizona has a longstanding record of ranking among the top five states in the annual bridge condition survey. Only 43 of ADOT’s 4,824 state highway bridges are currently listed in the poor or structurally deficient, category. That’s the lowest number in that category in more than 10 years. “The good news is we’ve made great
strides, especially in the past five years,” said Dallas Hammit, ADOT’s state engineer and deputy director for transportation. “That’s a tribute to the annual investment of approximately $60 million made in ADOT’s bridge preservation program, which includes funding for bridge improvement and reconstruction projects.” Several bridge replacement or improvement projects are underway along state highways. They include replacement of crossings over Interstate 17 at Happy Valley and Pinnacle Peak roads in Phoenix, construction of a new bridge carrying Ruthrauff Road over Interstate 10 in Tucson and a new
US 60 bridge over Pinto Creek west of Globe. In the past year, ADOT has completed projects that added a new Ina Road overpass at I-10 in Tucson, reconstructed the I10/State Route 87 interchange near Eloy and improved Interstate 40 bridge decks above I17 in Flagstaff, among other bridge improvements. Arizona’s relatively dry climate helps many bridges last longer before major repairs are needed. Bridges also are inspected on a regular basis. Many of ADOT’s state highway bridges are relatively young, including the structures carrying higher volumes of traffic on Phoenix-area freeways.

Phoenix Receives Labor Department Announces OSHA $198 to Upgrade Interim Enforcement Plan for Crisis Transit Services The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) announced an interim enforcement response plan for the coronavirus pandemic on April 14. The response plan provides instructions and guidance to OSHA area offices and compliance safety and health officers (CSHOs) for handling coronavirus-related complaints, referrals and severe illness reports. During the coronavirus outbreak, OSHA area offices will utilize their inspection resources to fulfill mission essential functions and protect workers exposed to the disease. The response plan contains interim procedures that allow flexibility and discretion for field offices to maximize OSHA’s impact in securing safe workplaces in this evolving environment. “OSHA is committed to protecting the health and safety of America’s workers during this challenging time in our nation’s history,” Principal Deputy Assistant Secretary Loren Sweatt said. “Today’s guidance outlines commonsense pro-
cedures for investigating complaints related to the coronavirus, while also ensuring the safety of workers, employers, and inspectors.” The response plan outlines procedures for addressing reports of workplace hazards related to the coronavirus. Fatalities and imminent danger exposures related to the coronavirus will be prioritized for on-site inspections. The response plan contains procedures and sample documentation for CSHOs to use during coronavirus-related inspections. Workers requesting inspections, complaining of coronavirus exposure, or reporting illnesses may be protected under one or more whistleblower statutes and will be informed of their protections from retaliation. This memorandum will take effect immediately and remain in effect until further notice. It is intended to be timelimited to the current public health crisis. Phoenix is getting nearly $200 million in federal assistance to help prop up the city's transportation system during the coronavirus outbreak. The U.S. Department of Transportation recently announced a $198 million award to Phoenix under legislation approved in late March. The department said Phoenix will use the federal funding to cover operating expenses for the city Public Transit Department as well as costs of the rail, bus and paratransit services. The money can be used to cover the costs of cleaning and disinfecting frequently touched surfaces and to provide physical separation and hand hygiene. The head of the Federal Transit Administration said the agency knows that many of the country's public transportation systems face extraordinary challenges during the outbreak and that the funding will help provide essential travel.

Nan: Marine Corps Base Build Honolulu-based general contractor Nan Inc. has been awarded a $117.8 million contract to build a new bachelor-enlisted quarters at Marine Corps Base Hawaii at Kaneohe Bay. The work involves building a multi-story BEQ with pile foundations, concrete masonry unit walls; a multi-level concrete parking structure and a concrete masonry self-storage facility. The BEQ will include laundry facilities, lounges, administration offices, recreation rooms, housekeeping areas and public rest-
rooms. The contract, which was awarded on March 31 by the Naval Facilities Engineering Command Pacific at Joint Base Pearl Harbor-Hickam, has one option that would bring the total value to more than $119.8 million. Work is expected to be completed by December 2022. Nan, in a joint venture with Alabamabased Caddell Construction, last month was also awarded a $103 million contract to build a six-story BEQ at the Joint Region Marianas – Naval Base Guam.

Nobody doubts the fact that the past few years have been pretty darn good for most construction contractors. Having said that, the economy is bound to turn south at some point. That’s not being pessimistic. It is being realistic. Failing to plan for the inevitable, cyclical economic slowdown is one of the biggest mistakes a contractor can make. Contractors need to create sustainable businesses that can thrive when times are good —and survive when times are bad. I’m not saying it’s a foregone conclusion that 2020 will be a bad year. What I am saying is that smart business owners watch for various warning signs that the business climate could be changing —and then make the necessary adjustments to begin positioning their companies for a much different economy than they’ve grown used to.
The problem is that no vetting of the client takes place. Caterpillar SMART Attachments Revolutionize Versatility

Three new Cat SMART attachments, the dozer blade, grader blade and backhoe, are designed to add significant versatility to a range of D3 Series Cat skid steer loaders, compact track loaders, and multi-terrain loaders. The control systems for the new attachments allow easily adapting the machine’s standard controls to precisely match the recognized SMART attachments’ control needs. The SMART dozer blade attachment — available for Cat 279D3, 289D3, 299D3 and 299D3 XE series compact track loaders — are designed for cutting, moving and grading virtually any material used as a base. The blade features a curved moldboard to keep material rolling and a trapezoid design with angled end bits that allow flushcutting against vertical surfaces when the blade is fully tilted. The D3 Series host machine recognizes the attachment and unlocks special display screens that allow the operator to select how the blade is controlled. Selecting the attachment-control mode changes the standard joystick functions (left for travel, right for boom and bucket) and allows the left joystick to continue to control travel, while the right joystick now operates blade functions — tilt (moving the joystick side-to-

side), lift (moving the joystick fore and aft) and angle (rotating the thumb wheel forward or rearward). In addition, the operator can select either a “lift” mode or a “tilt” mode to change which cylinders (lift-arm or bucket) control major blade functions, adapting the machine to be more proficient at either rough grading or fine grading. The ASSIST feature enhances operator proficiency to achieve smoother grades with fewer passes by coordinating machine and blade movement to attain flat surfaces, allowing the operator to concentrate on building or cutting material to achieve the desired grade. With the ASSIST feature enabled, additional functions are activated with regard to blade slope. A memory function allows the operator to select a blade slope and to recall that setting at the touch of a joystick button. A double press on the memory button will mirror the memorized blade slope on the other side. Also, for added convenience, pressing a button on the left joystick returns the blade slope to zero when the machine is on a level surface. SMART Grader Blade Attachment With ASSIST The new Cat GB120 and GB124 SMART Grader Blade attachments are available for Cat

In the advanced display, the home screen shows the cross-slope of the blade, as well as the blade angle. The ASSIST feature allows selecting either the Cross Slope Right pattern or Cross Slope Left pattern and maintains the crossslope setting, independent of the machine’s operating angle. If the Cross Slope Right pattern is selected, the forward/backward movement of the right joystick controls the right side of the blade by raising and lowering the attachment’s right lift cylinder. The machine/attachment will control the left side of the blade to maintain the desired cross-slope, allowing the operator to focus on the right side of the blade. geometry changes, the attachment calculates and maintains the crossslope setting. It even maintains the desired cross-slope angle when you rotate the blade to windrow the material. The special display screens of the SMART Grader Blade provides the operator with feedback about the orientation of the attachment, displaying blade slope, as well as blade angle. Standard blade width is 78 in. (1 990 mm) for model GB120 and 96 in. (2 440 mm) for GB124. With optional wings extended, width is, respectively, 85 in. (2 150 mm) and 103 in. (2 605 mm). Blade tilt for both models is 15 degrees, blade lift is 6 in. (150 mm), and maximum cut depth is 4 in. (100 mm). Independent caster wheels rotate 360 degrees and provide support for forward and reverse grading. SMART Backhoe Attachment The new Cat BH130 SMART backhoe attachment is designed for Cat D3 Series skid steer loaders, compact track loaders and multiterrain loaders. The new attachment significantly increases the versatility of these small machines, allowing them to take on a range of tasks, including utility trenching, digging footings and forming and maintaining drainage ditches. In addition, the backhoe is compati-
ble with Cat 3-ton excavator attachments, and its auxiliaryhydraulic system allows pairing with hydro-mechanical work tools, including hammers, thumbs, augers and vibratory compactors. The backhoe also hydraulically shifts side-to-side to allow digging adjacent to buildings and footers, and integrated stabilizers provide a solid digging platform. The backhoe features integrated electro-hydraulic controls, which are operated using the host machine’s joysticks, eliminating the need to remove the door and allowing the operator to work from the safety and comfort of the cab. Attachment control mode allows existing joysticks to be used for boom, stick, bucket and swing functions. The host machine recognizes the BH130 when the backhoe is attached, and when the operator is ready to use the backhoe, pulling the trigger on the right joystick places the system in its dig mode. Maximum digging depth with the BH130 is 9.75 ft. (2 970 mm) and reach at ground level from the swing pivot pin is 13.25 ft. (4 040 mm). Stabilizer spread in the working position is 71 in. (1815 mm), and total side-shift travel is 33 in. (825 mm). Operating weight of the backhoe is 2,325 lbs. (1 055 kg).

With Its W990 Out Front, No Job Proves Too Big for Hauler When Wolfe House & Building Movers takes on a job, it’s go big or go home. Wolfe recently assisted with the reconstruction of a Pennsylvania Turnpike Bridge by hauling away the older sections — replacing them with pre-built 100-ft. long sections, each weighing upwards of 280,000 lbs. The process, known as “Accelerated Bridge Construction,” was completed over a single weekend. In other jobs, the Wolfe crew moved 200-ft. long gas tanks, a 232,000-lb. drum cooler on its 16axle dual lane trailer, and a modular home to the National Mall in Washington, D.C., for a green building competition in conjunction with Habitat For Humanity. By using specialized technology and industry-leading equipment, featuring a fleet of Kenworth trucks -- including the new Kenworth W990 model -- Wolfe is uniquely positioned to transport the biggest loads safely and securely, according to the company. “Lifting and moving big and heavy things is the kind of work we do every day,” said Jamin Buckingham, president of the halfcentury-old company. “We need a truck that can move and handle whatever size load that we hook up to it. “The company ran a variety of brands before I reached a position with the responsibility of deciding which trucks to purchase. Being a former driver, I knew what I wanted,” Buckingham added. “We went with Kenworth because it’s a WOLFEquality product and we’ve always liked the look and style. Kenworth is also known for its heavier-duty trucks and offers a good variety of options.” Among the features that made the Kenworth W990 an extremely effective choice for heavy haul applications was increased cooling capacity — the largest radiator found on any of Kenworth’s on-

highway trucks, and the PACCAR 20K front steer axle. First developed for the Kenworth T680 and T880, the PACCAR front axle (available with ratings of 20,000or 22,000-lbs.) uses an innovative tapered kingpin roller bearing, which simplifies the design and delivers enhanced steering efficiency with angles up to 50 degrees. “The majority of our loads are at job sites not set up for trucks and trailers, so turning radius and backing ability are crucial,” Buckingham said. “We’ve had very positive feedback from our drivers that they are surprised with how well the W990 turns,” Buckingham said. “The transmission is also very smooth, and backing as well as starting off is phenomenal — it’s very precise.” The transmission, which Buckingham speaks of highly, is Allison’s 4700 RDS 7-speed automatic transmission with a twospeed Eaton auxiliary. The Allison delivers a lower first gear ratio and a second “deep reduction reverse” gives the needed “oomph,” particularly on steep grades and in tight settings. A perfect example is the recent move of a 226,500-lb. transformer from a rail siding, up a
steep incline, and then five miles to a substation. “The driver can manually select the first gear on the Allison and also be in the low side of the auxiliary transmission and the truck will crawl around at half a mile an hour,” pointed out Matt Zelinsky Jr., the account manager with Kenworth of Pennsylvania, who helped in the spec’ing process. Other vocational specs include Dana double reduction 46,000-lb. rears, Holland FW70 extra capacity fifth wheel and Watson & Chalin 20K lift axles. According to Zelinsky, Wolfe’s newest Kenworth W990s are rated to pull 240,000lb. gross and are set up to the maximum that Kenworth will build without upgrading to a planetary axle. Wolfe House & Building Movers trims out its trucks with custom fenders and a headache rack. The W990s are fitted with 40-in. sleepers, which are best suited for shorter hauls that do not require multiple nights. Smaller is better from the driver’s perspective. Visibility is at the top of the want list for safely maneuvering oversize loads. The 40-in. sleeper features a 24in. liftable bunk, ample storage and

There are two standard toolbox doors and three optional windows available on the back of the sleeper to help provide maximum visibility. The oldest truck in the Wolfe fleet is a 2000 model, but most were manufactured between 2006 and 2020. The majority of the hauls are in regional states east of the Mississippi River, plus Iowa and Missouri, and trucks roll up 60,000 to 120,000 mi. annually. “We don’t have any set rules as to when we trade them in,” Buckingham said. “Kenworth are well-built, dependable trucks. They last and don’t let us down.” The team at Wolfe has gained experience by successfully completing thousands of moves and lifts. Vermeer’s Positive Impact During Crisis When adversity strikes, it’s easy to see what you can’t control. It’s far more difficult to recognize what you can control. The toughest task of all, however, is figuring out how to respond accordingly. For Jason Andringa and his colleagues at Vermeer Corporation, a concerted effort to remain focused on what can be controlled has been critical to the Pella, Iowa-based equipment manufacturer and AEM member company’s ability to weather the now weeks-long COVID-19 pandemic and its impact on the organization’s operations. And while the circumstances have been challenging, Vermeer’s even-keeled, measured response to the crisis has served the company well during these uncertain and unusual times. “We know this isn’t something that just Vermeer is dealing with, or manufacturers of equipment are dealing with,” said Andringa, the company’s president and CEO. “The whole world is facing this, and it’s our job to stay focused on where we can make an impact, along with abiding by the guidelines that are out there.” Stepping Up Vermeer’s impact has been significant. The company’s team members — 3-D printed at work and at home — are working visors together with RP America to make face shields for healthcare workers fighting COVID-19 on the front lines at Pella Regional Health Center in Iowa. Employing cutting-edge 3D printing technology, Vermeer successfully worked with hospital officials to determine the best design of a visor piece for use on the face shield. The company then worked alongside local 3D printer owners in an effort to spur even more production of personal protective equipment (PPE). “We’re able to help, and we’re happy to do it,” said Andringa. The seriousness of the COVID-19 pandemic became apparent to Vermeer officials when the company’s operation in Tianjin, China was forced to shut down earlier this year as part of a lockdown in the region. In order to reopen, Vermeer officials were required to implement several measures, from distribution of facemasks and PPE to coordination of employee temperature readings. Due to their prompt and successful response, Vermeer was one of the first companies in Tianjin to open up once government officials lifted the lockdown. “Now America’s dealing with COVID-19,” said Andringa. “And the supply chain we cultivated in China, we’re leveraging it for the rest of the Vermeer enterprise. Not only have we been able to procure PPE for our own use, but we’re able to continue to leverage the supply chain in order to provide PPE to the state of Iowa and our local community.” Embracing Transparency Making a positive difference in the face of a public health crisis has also provided a much-needed boost to organizational morale. Though some amount of fear and uncertainty is still being felt by Vermeer team members, company leaders are working diligently to address concerns by engaging in clear and frequent communication with employees. Vermeer’s communication efforts have been made much easier due to increased adoption of a recently launched company app. Prior to the COVID-19 outbreak, the app was
being used by 600 Vermeer employees. Now, just a few weeks later, 2,700 company team members have signed up and are active users. Initially made available just a month and a half ago, the app now serves as the primary means of circulating important information among company employees. “It’s really helped that we have communicated as much as we have with our team,” said Andringa. “And feels like we’re over that first wave of really imminent concern about COVID-19. Not all that long ago, there were certainly people who really felt as though it was going to sweep through the state of Iowa and Vermeer, and that there was no avoiding it.” The Vermeer president and CEO cited vigilant efforts related to social distancing, hand-washing and sanitization as key Prepping clean- measures taken to combat the COVID-19 pandemic ing supplies and prevent infection among the company’s workforce. So far, the steps taken have been extremely successful. Vermeer has seen only one confirmed case among its 3,500 team members, and — perhaps most importantly — company employees feel as safe, sound and secure as possible in the current situation when on the job. “The one team member has not been on Vermeer’s [Pella] campus, or in contact with any other Vermeer team member,” said Andringa. “And because [the virus] hasn’t been in any of our production facilities, I think it people are responding well and settling into pretty much a normal scenario.” Cautious Optimism According to Andringa, trying to lead Vermeer through the initial days and weeks of the COVID-19 pandemic has been like being “a passenger on a bus.” There’s not a lot about the company’s present situation he can control, and determining exactly where everything is headed in the near term is really anybody’s guess. What he can control, however, is how he’ll respond to the ever-evolving circumstances Vermeer will face in the coming months. And despite all of the challenges he and his company have weathered so far, Andringa said he sees reasons for optimism regarding the future of both Vermeer and the equipment manufacturing industry as a whole. “When we get past this crisis, there will be a lot of potential for recovery for the type of work being done by members of the Association of Equipment Manufacturers,” he said. “There’s going to be a lot of stimulus out there, and I think the need for infrastructure is going to be very strong. who reported winning additional work held steady at 18 percent of respondents, the share reporting that an owner had halted an ongoing project had risen from 41 percent to 50 percent, and the share reporting that an owner had canceled an upcoming project had climbed from 19 percent to 28 percent,” reported Ken Simson, AGC chief economist. “The share reporting project delays or disruptions edged up from 65 percent of respondents to 67 percent, and the share reporting suppliers had notified them that deliveries would be late or canceled rose from 42 percent of respondents to 49 percent,” he added. Staying in Business A large number of construction firms promptly received loan funds under the new PPP, enabling many of them to hire or retain employees despite a surge in project cancellations, said Simonson. With a caution that longer-term recovery measures are needed, AGC officials said the job-saving measure appears to be successful. “Most contractors report they have applied for the new federal loans, which are intended to enable small businesses to keep employees on their payrolls,” said Simonson. “This program has already delivered funds to nearly half of the survey respondents, and many of them have already brought back furloughed workers or added employees, even though more clients are halting and canceling projects.” Partly the result of the loans, 13 percent of respondents said they had added workers. With loan money in their bank accounts, construction contractors across the country can move forward with projects. Jack Nix, vice president of operations of Shelby Erectors, Davie, Fla., said the loan application process went smoothly for his company. He attributes the fast receipt of funds to the fact that “we were on this from the beginning and we were fortunate.” Nix said the application process wasn’t complicated at all because his staff was prepared. They made sure they were well-versed in the paycheck protection program and had enough information through professional organizations the company is involved with. “We knew well ahead of the application date that it was coming.” The company, involved primarily in bridge construction and rebar installation, opted to apply through a local credit union because of the size of their primary bank. “The credit union staff was fantastic. They communicated with us each day
as the process was coming around to our getting approval. We’d gotten our submission in within four or five days of when the SBA revised the application. If you were on top of it, you knew what was going on.” Like most business loans, there were questions to be answered, but nothing complicated about the process, said Nix. “To me, it was the easiest loan I’ve ever gotten. I didn’t need collateral, other than the 941s for payroll and what we paid on health benefits.” The company was concerned as they were starting to see more slow-pay accounts with the coronavirus work slowdown, with the question of making payroll now solved the business hasn’t skipped a beat, said Nix. “We were concerned with how the money would flow as payments slowed. We’ll use the funds to bolster our payroll and keep our rodbusters working. That’s the whole point of it.” Reviving the Bottom Line Batavia, Ohio-based Towne Construction Services is back on track after receiving PPP money to pay its asphalt paving, concrete and landscape crews. The company received a $1.5 million forgivable loan from the SBA, according to a Cincinnati Business Courier article in which company CEO and owner Chris Bortz talked about how the funds kept his company afloat. “But for the PPP money we might have had to close up shop,” Bortz said. “Our hope was it would have been temporary, but we would have had to furlough and lay off everyone.” With 150 jobs safe now, the company can look forward to a productive spring and summer, when staff increases to about 200. “I can understand companies that want this money fast,” Bortz said. The PPP money, calculated at 2.5 times a company’s monthly payroll, can be used for payroll, rent, mortgage and utilities. The loan, forgivable over eight weeks, helps offset operations issues. Like Shelby Erectors, Bortz applied for the PPP loan through a smaller bank with which the company already had an established relationship. The application was processed quickly. “It was a huge relief,” Bortz said. “I don’t know how we would have managed if it was another week.” Ali Mills, executive vice president of Plum Contracting, went to the White House to thank President Trump for signing the second round of PPP funding. Representing the highway industry, Mills recounted how COVID-19 “abruptly halted” all highway work in her state of Pennsylvania. With heavy equipment parked on 11
major highway projects, Plum was forced to lay off about 125 employees. “The Payroll Protection Program was and remains the engine that is carrying our business through this shutdown,” she said during the White House briefing. “We wouldn’t survive without it. With our PPP approval, we anticipate our company running at full capacity when the highway industry is permitted to return back to work,” she added, noting in an interview with CBS station KDKA that when construction in the region is back at it again, Pittsburgh, Pa.-based Plum Contracting will be at full capacity. And in Grand Junction, Colorado, Tyler Milyard of Western Constructors Inc., said thanks to the PPP loan, his company hasn’t had to lay off any employees. “It’s allowed us to at least feel secure that they’re going to have a paycheck,” Milyard, vice president of the general contractor and construction management company, told westernslopenow.com. Employed and Safe AGC officials stress that 43 percent of firms would benefit from larger federal investments in infrastructure, while 35 percent would benefit from a recovery fund. They’re calling on federal officials to work on new infrastructure investments and establish pandemic insurance and a recovery fund to help offset expected declines in construction demand because of the coronavirus. “The new federal loans are helping protect many construction jobs for now, but those funds are likely to run out well before demand for construction rebounds,” said Stephen E. Sandherr, the AGC chief executive officer. “The president and Congress need to start putting in place measures to revive our economy by rebuilding our infrastructure and restoring private-sector demand for construction.” Most immediately, though, it’s makes sense to keep people employed during this time, believes Brian Turmail, AGC vice president of public affairs. “The more we can do to keep other people working, the better off we’ll be when we end these lockdowns, and hopefully the sooner we’ll get to recovery,” he said. As it secures paychecks, the loan program is protecting crew members on the job. The SBA PPP requires contractors to implement jobsite safety precautions, and those who’ve received the forgivable loans are happy to comply. Plum Contracting installed washing stations to make job sites COVID-19 compliant. “We have a 19-page safety program we have to implement into our projects,” said Mills. CEG

There are three Architects of Record: Studio-MLA for circulation escalators and plaza landscaping; Levin & Associates for the plaza structures; and DAIQ Architects for the pavilion and elevators. The remainder of the work includes wrapping up escalators two and three that have precast bridges, escalators one and four that are nearly complete, finishing the hardscape on centerfield and the interior finishes for the buildings in the plaza, doing the final cleaning inside the pavilion and scheduling a punch list to be completed. “We’re at 95 percent completion at this point,” said Lucas Rorah, PCL’s project superintendent in charge of the elevator and escalator installation. “A major challenge from the beginning was the schedule — a very short duration for a large project. We bid the job at two, 10-hour shifts, six days a week, which was taxing for all the teams, but the rain delays at the beginning forced us to go seven days a week for the past three months.” Equipment One of the subcontractors is Coreslab Structures LA Inc., which is in charge of doing all the girders and structural components for the two pedestrian bridges and precast elements (shaped like a bathtub) for the two escalators. These elements house the escalators and their mechanical systems. “We finished our work on April 3,” said Steve Reese, Coreslab’s iron worker superintendent. “It was an interesting and challenging project. The greatest challenge was working along with Mr. Crane to figure out the proper rigging and making sure that everything fit properly and was working safely.” Coreslab brought in Mr. Crane to set all the concrete girders for the pedestrian bridges and the bathtubs for the escalators. Using a Grove GMK 6350 all-terrain hydraulic truck crane, Mr. Crane was on-site from March 18 to 23, working three days around-the clock to install the girders and bathtubs near the main entrance, followed by one day to move the crane to the sec-
ond site at the backside of the stadium near the players parking lot, which followed a similar work schedule. Each two-man crew, an operator and an oiler, worked 10-hour shifts between 4 a.m. and midnight, with a four-hour break to meet local noise restrictions. Each bridge had three spans that required four 57-to-66 ft.-long girders per-span, which weighed between 33,000 and 61,000 lbs. each. “We had to set them from a 90-foot radius to avoid damaging the historical features — baseball-shaped landmarks,” said Erin Parker, Mr. Crane’s project manager. “The bathtubs arrived by truck on their sides and needed to be rotated in the air and oriented to sit into the side of the hill where the escalators are located. We picked them up with two lines on the crane —the main and auxiliary. This type of operation was not part of the operator’s manual and we reached out to Grove and the dealership. Grove wrote to us that we could do both lines over the main and rotate the piece” The firm takes maintenance seriously and the crane operated perfectly during the operations. The crane was operated by Robby Glavich and Brett Dean, with Nate Senecal and Brad Runyan serving as the oilers. PCL provided the iron workers needed to prepare the pieces that were moved and help set them. Parker was assisted by Mark Sovocol, Mr. Crane’s engineering manager who converted the hoisting plans into formal plans for final approval. “I worked closely with Mark,” said Parker. “The time from the award to mobilization was about two weeks and within that time we did four job walks to develop a plan — what we needed to do, what needed to be moved and where to place the crane. We took measurements and made adjustments. We were definitely under the gun. One of only challenges that we didn’t anticipate was the civilian traffic in the players parking lot and we took appropriate precautions to ensure the safety of everyone entering the work zone.” Due to the long shifts, Mr. Crane’s fatigue management policy was invoked to mitigate the long hours where each operator had to be alert and focused. The company provided transport to and from the work site for the
operators and oilers. Materials removed includes 750 tons of concrete, 25 tons of steel and 2,100 tons of asphalt. New materials are expected to cover 3,500 tons of concrete and 250 tons of steel. Coreslab used a Genie 80-ft. articulated lift and two 8,000-lb. JLG reachforks and several chainfalls. The company purchases and rents equipment from Sunstate Equipment Rentals. Most of the equipment that PCL is using is rented or owned by its subcontractors. PCL rented a JLG 1075 telehandler. Equipment owned or rented by subcontractors includes: cranes — Grove TM 9120, Link Belt HTC 8690 and Link Belt HTC-86110; excavators — Cat 352Fa and Hitachi ZX350LC6s.; and telehandlers — a JLG 1075 and a 1055. “The equipment is kept in good shape,” said Rorah. “Much of the wear and tear is with tires, but a lot of them are airless nowadays, so you don’t have to worry about a lot of them, such as a forklift blowing a tire that shuts it down. It’s about maintaining oil and transmission and hydraulic fluids. Our operators have a daily checklist and they take all the preventative measures so that we don’t have unexpected and severe breakdowns. “But when they do occur,” he added, “we just call our repair shop partners and through the rental companies, they’ll fix the equipment right away. They take care of us very well.” In the Los Angeles area, PCL rents equipment from United Rentals, Hertz Rentals and Sunbelt Rentals Rorah noted that PCL has been hired to do all the stadium improvements for the past seven years and that the Dodgers. “It’s great to work for them and they recognize the hard work that everyone puts in,” he said. Peak days have had between 300 and 400 PCL and subcontractor employees on-site. PCL has hired many subcontractors, and Rorah noted that the five who had the most work were Morrow Meadows for electrical; Murray Company for plumbing’ Maya Steel for structural steel’ Zarp Excavating for dirt work’ and Bomel Construction Company Inc. for concrete hardscapes. Ritchie Bros. Sells $43M in Online-Bidding Auction The April 21 to 22, 2020 auction, in Houston, Tex,, which was conducted with online-bidding only due to state gathering restrictions, attracted more than 8,600 registered bidders from 62 countries and resulted in more than $43M in sales. U.S. buyers purchased approximately 93 percent of the equipment, with the top three state buyers being Texas, Calif., and Fla., while international buyers from such countries as India, Italy, and Peru purchased seven percent of the equipment. Approximately 22 percent of purchases were made through Ritchie Bros.’ mobile application. “Our Houston auction was a great showcase of our ability to continue to drive demand in uncertain times," said Alan McVicker, regional sales manager of Ritchie Bros. “This auction was different than past Houston auctions, with no onsite bidders — all bidding was done online to ensure the health and safety of our employees and customers. Regardless, we saw record attendance for this time of year and solid pricing across most equipment categories, including oil & gas-specific equip-
ment.” More than 460 consignors sold equipment in the auction, including a complete retirement dispersal for Zoch Construction Inc. “The results exceeded our expectations — in fact, when we hit our target, we still had 18 pieces to sell, so we are very happy with how everything went," said Dawn Zoch who runs Zoch Construction Inc. with her husband Calvin. “We can't say enough about Ritchie Bros. and its employees. Our sales representative Colin Yarwood did everything he said he would and more.
