After the recent statewide droughts, preserving water bears a new meaning in California. The Santa Margarita Water District is ushering in a new era of water conservation for South Orange County by purchasing and improving the half-century old Trampas Canyon Dam. The more than $100 million dollar project is ambitious — within two years, the dam will rise forty ft. taller and the existing reservoir will accommodate 1.6 billion gallons of recycled water. With millions of yd. of earth to move and tight tolerances to conform to, only an experienced contractor with a serious fleet could complete this job. H&E Relocates to New Facility in Colorado Springs, Colo. Effective April 16, 2018, H&E Equipment Services Inc. (H&E) announced the relocation of its Colorado Springs branch to a new facility at 2401 Steel Drive, Colorado Springs. A Push to Recycle This type of recycling is nothing new to projects in the Fort Collins area. Since 2012, the city’s building code
has required that all new construction projects recycle materials like wood, concrete, metal cardboard and masonry. Demolition sites must recycle all of these materials, except for wood, due to the risk of asbestos, lead paint and other treatments that may deem it unrecyclable, according to Jonathan Nagel, an environmental compliance inspector, the Coloradoan reported.

NDOT Continues Slope Improvements On May 7, single lane closures were put in place on U.S. 50 near Cave Rock at Lake Tahoe as the Nevada Department of Transportation completed roadside slope repairs. In the winter of 2016-2017, numerous boulders the size of large passenger vehicles fell from a roadside slope onto eastbound travel lanes of U.S. 50 near Logan Creek Drive north of Cave Rock. Last summer, NDOT began construction of a roadside wall to reinforce and encase the approximately 60ft. high slope and help prevent future erosion. Anchor bars were drilled into the slope to secure heavy-duty mesh. The mesh was then covered with more than 1,000 yds. of thick sprayable “shotcrete” concrete to create what is called a soil nail wall. On May 7, traffic was reduced to one lane in each direction as construction crews applied the final aesthetic layer of concrete and finalized repairs to roadway surface and curbing damaged by the boulders. The concrete will be handsculpted to match colors and textures of nearby natural roadside slopes. Construction is anticipated to complete, and the highway opened to two lanes in each direction, later this year. The approximately $5 million project by contractor Road and Highway Builders will enhance safety for the more than 13,000 motorists who drive the road daily. With traffic safety as top priority, NDOT has dedicated approximately $15 million over past years to enhancing traffic safety by stabilizing roadside slopes to reduce rockslide and other erosion in U.S. 50 at Tahoe. Epiroc Announces Addition of ER 1500 Double Head Drum Cutter to Its Line Epiroc AB, the subsidiary of Atlas Copco Group that is planned to be listed on the stock exchange in 2018, has introduced the ER 1500 drum cutter excavator attachment. The powerful transverse drum cutter is ideal for tunneling, special foundation work, demolition and soil mixing, and features an integrated dust suppression system to help maximize safety and help to achieve OSHA silica dust regulations. Hawaii DOT Finds Itself Dealing With Two Major Highway Crises at Once The Hawaii Department of Transportation is now managing two major highway crises simultaneously: clearing and reopening the Kuhio Highway on island of Kauai, closed due to mudslides triggered by heavy rains on April 14, while also prepping roadway detours on the “big island” of Hawaii due to the eruption of the Kilauea Volcano that began on May 3. HDOT and the County of Kauai are slowly bringing the Kuhio Highway linking the towns of Waikoko and Wainiha on the island of Kauai back online. That roadway — also known as Route 560 — got buried in tons of mud and debris during landslides triggered by heavy rainfall in excess of 30 in. in mid-April. HDOT initially made a “single lane route” available to local traffic only starting on May 4, with pilot vehicles escorting caravans to and from set checkpoints along the roadway. Speed restrictions are in place along the route, with a speed limit of 5 mph in some areas and 15 mph elsewhere along the single lane. The agency said crews continue working to fully re-open the two-lane highway, but a full re-opening is not expected for another three to four months. Meanwhile, HDOT is working with the County of Hawaii to prepare an alternative route in Puna should the KeaauPahoa Road — also known as Highway 130 — be cut off by the ongoing eruption of the Kilauea Volcano. Right now, Highway 130 is closed between Highway 132 (also called the Pahoa-Kapoho or just Kapoho Road) and Old Kalapana Road until further notice due to road cracking that could be related to potential volcanic fissures, the agency said.

HDOT Continues to Deal With Volcano-Related Disruptions The Hawaii Department of Transportation continues to battle highway cracking and other fallout from the ongoing eruption of the Kilauea Volcano. Those efforts include placing steel plates fitted with insulated material and/or heat-resistant concrete pads over roadway cracks along the Keaau-Pahoa Road — also known as Highway 130 — caused by volcanic activity and related earthquakes, as well as investigating the installation of electronic monitors near several such fissures to monitor heat levels and gas emissions as sulfur dioxide (SO2) is emitting from the cracks. HDOT said it continues to work with federal, state, and county partners to prepare alternate routes for the areas affected by C Volcano East Rift Zone the Kilauea
Eruption. Planning for alternative routes includes the removal of one mile of solidified lava from Chain of Craters Road and the potential use of “lava bridge” technology on Highway 130. The lava bridge concept would involve the use of insulated mats that are heat resistant to 2000-degrees Fahrenheit to maintain access to Highway 130 as long as possible. The agency also is establishing alternates to Highway 130, including Highway 137 or Old Government Beach Road (a mostly “unimproved” gravel road), Kahakai Boulevard in Hawaiian Beaches and Makuu Drive in Hawaiian Paradise Park are open and accessible to local traffic. Hawaii Gov. David Ige also recently gained approval from the U.S. Department of Defense to form a “dual-status command”
dubbed Joint Task Force 50 under Brig. Gen. Kenneth Hara, deputy adjutant general and commander of the Hawaii Army National Guard. That task force establishes a “clear chain of command,” in Gov. Ige’s words, to “maintain operational unity” between state and federal efforts to the Kilauea volcanic eruption. For example, Gen. Hara now has the authority to command both the National Guard and active military forces to plan for and be ready to execute those plans should roadways in Puna be lost to lava and a mass air evacuation is necessary, Gov. Ige said. A 22-person JTF advance team was deployed to the Keaukaha Military Reservation in Hilo on May 14 to begin planning for potential evacuation and rescue missions.

Raytheon Dedicates New Facilities Raytheon Company executives, along with federal, state and local officials, and local business leaders, dedicated new facilities at Raytheon Missile Systems. This is part of a largescale expansion and modernization project to increase capacity and capability at Raytheon’s Tucson operations. A ribbon-cutting ceremony took place in front of newly-built structures that will house many of the 2,000 new employees the company is hiring to support business growth. New buildings scheduled for completion this year include an advanced testing facility, a multi-purpose building and a customer access center. The expansion is planned for completion in 2020 and includes new buildings; infrastructure upgrades; engineering and manufacturing enhancements; and high-powered computing capabilities. Raytheon Missile Systems is designing, engineering, testing and manufacturing some of the most advanced aerospace and defense technologies, including missile defense systems, hypersonic missiles and space vehicles. onstruction Equipment Guide joined equipment companies from all over the world in Paris April 23 to 28 for Intermat 2018. The expo, which occurs every three years, saw 183,000 visitors from 167 countries as contractors, consultancies, rental companies, distributors, importers and more came together to see the latest industry innovations. Approximately 1,500 exhibitors displayed industry equipment and solutions across four key sectors, including earthmoving and demolition; roads, minerals and foundations; buildings and concrete; and lifting, handling and transportation. NMDOT Faces Challenges on $52M U.S. 82 Road Project Due to Sinkholes NMDOT from page 1
2019. The 31-mi. stretch is Phase 1 of improvements along U.S. 82 and cost $58 million in federal and state funds. Fisher Sand & Gravel of Placitas, N.M., is the prime contractor. Safety was biggest catalyst for this high-volume corridor and upon completion of the road widening, the speed limit will increase from 65 to 70 mph. As mentioned, the project has had its share of challenges. Local traffic has had to adjust to lane drops, closed shoulders, narrowed driving lanes and unmanned traffic signals. The wide-load oil fuel traffic has been particularly arduous. The contractor also has run into utility issues, with upwards of 40 utility companies needing to relocate their lines. “There was a huge amount of utility conflict on this project,” said Randy Lueras, New Mexico Department of Transportation (NMDOT) project manager. “Fisher Sand & Gravel has been very proactive though, coordinating with the utility companies and preventing lost time.” The biggest unknown in the U.S. 82 rehabilitation project was the discovery of sinkholes along the route. Crews discovered two developing sinkholes 500-ft. in diameter (500 linear ft. of travel lane) that were not anticipated. According to the U.S. Geological Survey’s Water Science School (2016), a sinkhole is an area of ground that has no natural external surface drainage — when it rains, all of the water stays inside the sinkhole and typically drains into the subsurface. Sinkholes can vary from a few feet to hundreds of acres and from less than 1 to more than 100 feet deep. Some are shaped like shallow bowls or saucers whereas others have vertical walls; some hold water and form natural ponds. Sinkholes are common where the rock below the land sur-
face is limestone, carbonate rock, salt beds, or rocks that can naturally be dissolved by groundwater circulating through them. As the rock dissolves, spaces and caverns develop underground. Sinkholes are dramatic because the land usually stays intact for a while until the underground spaces just get too big. If there is not enough support for the land above the spaces, then a sudden collapse of the land surface can occur. These collapses can be small or they can be huge and can occur where a house or road is on top. (USGS, 2016) NMDOT is still designing a resolution for the two sinkholes that will allow them to study the formation in the future. Most likely, the process will include excavating the entire roadway section and lining it with a geotextile fabric that will hold the fine aggregate placed there. The design will provide an avenue for water to remove itself from the roadway and prevent further water collection. With the sinkhole remediation in the works, Fisher has proceeded with roadway excavation, which will total 281,000 cu. yds. (215,000 cu m). They will lay 327,000 tons (296,000 t) of hot mix asphalt; 2,040 cu. yds. (1,560 cu m) of concrete; and 350 cu. yds. (268 cu m) of flowable fill. Bixby Electric of Albuquerque will be installing a weighin-motion system, which is designed to capture and record vehicle weights as they pass over the measurement site. They also will be placing a permanent radar feedback sign along U.S. 82 to slow motorists down by alerting them of their speed. Phase 2 of the project is in the planning stages, with an estimated cost of $63 million. No start date has been set as NMDOT is currently acquiring the needed funding. Eighteen scrapers are cutting to bedrock for the first four months of the project, but when filling, Sukut will reduce the fleet to eight scrapers to allow for a steel wheel compactor to make a minimum of eight passes on each lift. The dozers also are crucial to the operation as they check grade and dictate where the scrapers cut using GPS. The technology allows only two grade checkers to ensure everything is tidy on the project — typically, a project this size would require four grade checkers plus surveyors. All GPS modeling is completed on site. The dozers have slope boards to form a clean and smooth face, a project requirement, as they work their way to bedrock. Three full-time mechanics keep the fleet moving as it should, and Sukut Equipment even has a spare 657E scraper and D10 dozer standing by when machines go down to maintain production during repairs. The new dam face will feature a drainage system made up of aggregate and pipe, but the old dam no longer has a similar system in place. At the bottom of the dam, water is continuously pumped away from the cut and an excavator will load the last 40,000 yd.

Isuzu FTR Competes in Maneuverability, Fuel Economy Isuzu Commercial Truck of America Inc. has announced the results of independent testing of its all-new FTR. The testing pitted the Isuzu against five of its top competitors in five areas important to owners and operators of Class 6 trucks. “When we introduced the FTR last spring, some naysayers thought a four-cylinder Class 6 truck could never compete with the six-cylinder models you typically find in this segment,” said Shaun Skinner, president of Isuzu Commercial Truck of America Inc. “But the results demonstrate that the FTR exceeds expectations against the top vehicles in its class — and beats them all for maneuverability and fuel economy.” The tests were conducted by Pro Formance Group Inc. (PFG) in Chandler, Ariz., and the results were certified by the Sports Car Club of America (SCCA). The testing consisted of the following: • Acceleration (0–20, 0–30, 0– 40, 0–50, 0–60 and 30–50 mph) • Braking (55–0 and 30–0 mph) • Measured turning radius

• Time and speed on two separate hill climbs • Fuel economy (measured on both a 198.7-mi. mountain route and a 120.7-mile city route with 24 “delivery stops”) The testing methods were designed by PFG to emphasize consistency and repeatability of results. In addition to SCCA — which sanctioned, observed and validated all testing procedures — PFG engaged Trivinci Systems of Ashburn, Va., to provide all instrumentation and an engineer to capture, record and analyze all data
during testing. Fuel Economy: has been one of Isuzu’s strengths since its entry in the market more than 30 years ago — and the FTR reinforced Isuzu’s reputation for efficiency. The new Class 6 truck placed first on the mountain route and in stop-and-go city driving. Acceleration: In acceleration testing, the Isuzu FTR consistently placed in the middle of the pack, due to a 5.2-L turbocharged, fourcylinder engine that generates 215 hp and 520 lbs.-ft. of torque. Braking: The FTR performed
admirably in braking evaluations, where it averaged a 55–0 mph distance of 180 ft. and a 30–0 mph distance of only 53 ft. Hill Climb: Two hill-climb tests measured time and speed to altitude. From 3,520 to 4,500 ft., the FTR averaged a time of 05:15.97 minutes at a maximum speed of 34.6 mph, and averaged 02:23.69 minutes at a maximum speed of 35.1 mph from 2,180 to 2,600 feet. Maneuverability: In maneuverability testing, the FTR was the clear winner, with a measured curb-to-curb turning diameter of
49.0833 ft., beating the secondplace finisher by more than 1.79 ft. — and the last-place competitor by nearly 20 ft. This allows the FTR to carry a 24-ft. dry freight box on a wheelbase of only 212 in. — while four of the other five vehicles tested required wheelbases of more than 250 in. “We’re thrilled with the results of these tests, which were conducted independently, verified and certified,” said Skinner. “All of the trucks did well in some of the tests, and the FTR did well across the board. That validates our belief that FTR is the best overall choice for the Class 6 market of today and tomorrow. Ritchie Bros. Hosts Two-Day Equipment Sale in Fort Worth
R
itchie Bros. sold more than $44 million of equipment and trucks over two days at its live, unreserved auction in Fort Worth, Texas. More than 4,750 people from 59 countries registered to bid in the May 15 to 16, 2018, event, including more than 3,450 people registering to bid online. United States buyers purchased approximately 87 percent of the equipment, including 49 percent purchased by Texas buyers, while international buyers from such countries as Mexico, Thailand and New Zealand purchased 13 percent of the equipment. Online buyers purchased 54 percent of the assets. “We had a great turnout this week — with attendance up approximately 12 percent year over year — resulting in strong pricing across most equipment categories,” said Dolan Aucoin, sales director, Ritchie Bros. “Speaking with contractors at the auction, many of them have a nice backlog of projects, which is keeping demand high at our auctions. We also saw solid pricing on the transportation gear and oilfield-related equipment featured in the auction. “We would like to thank all our buyers and sellers in Fort Worth this week; and encourage equipment buyers to check out the more than 1,000 items being sold online through IronPlanet.com.” In total, Ritchie Bros. sold more than 3,750 items for more than 565 owners in Fort Worth. Highlights included more than 300 truck tractors; more than 120 excavators; more than 95 skid steers; more than 55 loader backhoes; more than 50 compactors; more than 40 wheel loaders; more than 35 dozers; as well as cranes; oil and gas-related equipment; and more. All items were sold without minimum bids or reserve prices.
Specific Sales Highlights • A 2007 Kobelco CK2500 II 250-ton crawler crane sold for $760,000; • three Caterpillar 140M2 VHP plus motor graders sold for a combined $392,500; • two Komatsu D155AX-7 dozers sold for a combined $385,000; • a 2011 Caterpillar D8T dozer sold for $250,000; • a 2011 Peterbilt 367 with Manitex 5096S 50-ton boom truck sold for $180,000; and • a 2013 Kobelco SK350-9 hydraulic excavator sold for $132,500. No auction in the western half of the United States is complete without Joe Rexin in attendance. Rexin owns Rexin Equipment in Long Beach, Calif. His company sells and maintains a huge inventory of used equipment and also carries the SANY line of excavators.

The auction featured late model rental equipment from Herc Rentals and Ahern Rentals, including forklifts, skid steers, aerials, truck tractors, Mack dump trucks and attachments.
