‘Unlike Anything in Recent Memory’

Caltrans highways in the Eastern Sierra Nevada have and are feeling the brunt of the heavy rains and snow falls hitting the area in rapid succession and via intense short periods, which in turn have led to avalanches, mudslides and flooding that have closed roads for extended periods and damaged infrastructure.

While many in California welcome the precipitation to help relieve drought conditions impacting the state, the influx of heavy downpours and snowstorms since last winter have taken its toll in this mountainous region of the state.

Caltrans personnel and crews are responding effectively. This includes Christopher Andriessen, District 9 maintenance public information officer and customer service liaison.

“This winter and this avalanche are unlike anything District 9 has faced in recent memory,” said Andriessen.

“The severity and duration of these storms were stronger

California has seen some of the most snowfall it has ever experienced in recent memory over the last few months, prompting the emergency work from Caltrans and Qualcon Contractors to remove hundreds of inches of snow from highways.

Combatting Construction Fraud

Funding sources, competition and thin margins can result in construction fraud. Contractors are often more vulnerable than owners because they juggle so many aspects of the project: materials, vendors, equipment, subcontractors, site safety and their own employees. A limited system of checks and balances can create more fraud risk.

Texas Contractor Ramps Up Work to Meet DFW Demands

Residential growth north of the Dallas-Fort Worth metroplex has been explosive, according to Precision Concrete & Excavation LLC Vice President of Operations Todd Osborn.

“The pace is off the charts and we’re continually ramping up as fast as possible to meet customer demand,” Osborn explained. “During the past few months, we’ve added employees and our revenue stream quadrupled in just under a year. We just keep popping.”

Demand for Precision Concrete & Excavation continues to grow because the company provides customers with turnkey site construction services. Osborn said when a client managing a development gives the company a project, they can be assured it will be done on budget and on schedule.

“We take a piece of bare ground where maybe there were cows grazing at one point and leave with a finished product ready to build on,” Osborn said. “Our services include clearing, mass grading, utility installation, retaining and screen wall construction, putting pads to grade, and both concrete and asphalt paving. There is very little we can’t do. Our customers like that because they don’t have to coordinate multiple contractors.”

Experience to Meet Challenges

While most of Precision Concrete & Excavation’s growth has come during the past year, it has steadily been building its resume since owner Jeremy Gosselin founded it approximately five years ago. Osborn, who had his own business and subcontracted utility installation for Precision Concrete & Excavation, joined the company around the time its demand increased. Bryan Poché came on board as the director of business development.

“Experience is one of our greatest strengths and a big reason why we have been able to build so quickly,” stated Poché. “Jeremy has about 20 years in the industry and Todd and I brought several years to the table. We know how to plan, sequence and execute in order for projects to go smoothly from start to finish. That’s helped us develop some excellent relationships that have turned into mainly repeat

work.”

Osborn estimated that Precision Concrete & Excavation typically has about 15 jobs in the works at any one time across a territory that covers around a 70-mi. radius of its headquarters in Celina, Texas.

“Fortunately, most of our jobs right now are within about 25 miles, so we haven’t had to travel too far, which has been attractive to new hires,” said Poché. “That’s helped us build an excellent staff of people who we can depend on, which only increases our abilities and success.”

During the past couple of years, Precision Concrete & Excavation crews have completed, or are in the stages of completing, several large undertakings. One of the biggest and most complex is a subdivision project in Celina, Texas, where crews have moved about 500,000 yds. of dirt and installed approximately 30,000 ft. of utilities.

“We don’t shy away from challenges and that one defi-

nitely meets the criteria,” stated Osborn. “There are places where we laid 36-inch gas pipelines 30-feet deep and there were existing energy transfer lines that we had to contend with. There’s rock at about 25 feet deep, so we’re laying 3foot sewer pipe 30-feet deep. There was some soil conditioning as well. From start to finish, it’s about a year-long job.”

Building Komatsu Fleet With KSM

Precision Concrete & Excavation turns to Kirby-Smith Machinery Inc. (KSM) for Komatsu equipment and support. KSM Territory Manager Matt Probey assists with acquisitions and Product Support Sales Representative (PSSR) Jordan Washam helps coordinate service and parts needs.

“Based on our experience, we have a good idea of what we need in terms of machinery, but the Kirby-Smith team also has guided us in using equipment that may be more effective and efficient on certain projects,” said Osborn. “For instance, putting a versatile dozer like a (Komatsu) D71 on a job that can handle everything from stripping to final grade may be the better choice than using a large dozer for mass excavation and then bringing in a smaller one to finish. They have really helped us build up our fleet and increase productivity in a relatively short timeframe, as well as been a great resource when it comes to financing and putting packages together. We have significantly reduced the percentage of competitive machines we own thanks to them.”

Poché added, “Kirby-Smith separates itself from the competition through service. We rarely have issues with Komatsu equipment, but on the occasions we do, they respond right away. Kirby-Smith understands how valuable it is to keep downtime to a minimum because, bottom line, it affects all of us. In some cases, we haven’t seen that with other equipment dealers.”

Precision Concrete & Excavation currently utilizes approximately 30 pieces of Komatsu equipment from KSM. In addition to dozers, it has varying sizes of excavators, wheel loaders and trucks.

Caterpillar Crowns 2022/2023 Operator World Champion

More than 5,500 machine operators worldwide have been competing in the Caterpillar Global Operator Challenge since the spring of 2022, and now one of them has emerged as the “World Champion” — the best Cat construction machine operator on the planet.

On March 14, Patrick Doheny of Australia took the crown out of nine finalists from around the world who competed in the final round of the Global Operator Challenge in the Cat Operator Stadium in Las Vegas.

Caterpillar’s year-long Global Operator Challenge is one of the largest construction industry events, with operators from nearly three dozen countries participating. The Challenge highlights the amazing ways construction machine operators masterfully guide Cat machines and use the latest technologies to get the job done.

“Caterpillar created this competition to celebrate machine operators who build our world, advocate and drive awareness for their trade, and highlight solutions that address jobsite challenges,” said Jason Hurdis, Caterpillar Global Operator Challenge Execution Lead and Global Market Professional. “All of the competitors — and especially our nine finalists — showed tremendous skills and abilities operating the latest Cat construction machines and technologies, maneuvering through some difficult challenges and showing the world the invaluable role they play in infrastructure creation.”

The Challenge kicked off in the spring of 2022 with more than 10,000 operators worldwide signing up to compete. After a pre-qualification phase, the first round featured 5,500 contestants competing in local events organized by 77 Cat dealers in 32

countries.

The second round in the fall of 2022 consisted of four regional events held in the United States, Brazil, Spain and Japan. These competitions included digging a trench, loading a precise amount of dirt and hauling or maneuvering the machines through obstacles.

The third and final round this week in Las Vegas was the ultimate test of precision. Grouped into teams of three — Team Americas, Team Europe and Team Asia — the nine finalists competed individually and as teams, as they faced three challenges in a specially constructed stadium featuring stands, fans, big-screen TVs and play-byplay announcers.

The finals kicked off with the “Fork ‘n Loader” challenge, where each operator used the Cat 950 wheel loader with Payload technology to load and move material through specified locations on the course.

The “Backhoe Services” challenge had operators using both ends of the Cat 420 XE backhoe to open a small box and precisely place small objects inside. This challenge was designed by Jaus Neigum, the 2020 Caterpillar Global Operator Challenge World Champion, and highlighted Caterpillar’s Customer Value Agreements and services offerings.

During the final “Trench Run” challenge, operators showed off their trenching skills using a Cat 315 excavator equipped with Grade technology.

Final scores were based on the operator’s skills, efficiency and competence in executing a variety of tasks, with penalties imposed for errors. Awards were given to the overall event champion, the individual with the lowest time in each skills challenge, and the team with the lowest combined score. The

operators completed the challenges using Cat construction machines integrated with the latest machine-control and payload technologies, including Cat Payload, Grade and Command, Cat Grade Assist, rearview cameras, return to dig and return to carry.

Final Awards

Patrick Doheny from Australia was crowned the champion. Caterpillar awarded him with a trip for two to a location where Caterpillar has one of its worldwide production facilities.

“I am beyond thrilled to have earned the title of the best Caterpillar machine operator on the planet,” Doheny said. “Kudos to Caterpillar for hosting such an incredible event to highlight the importance of our profession. It is truly a dream come true to see your life’s passion be rewarded in such an amazing way.”

In second place was Matt Ferris from the United States, and third place was awarded to Łukasz Mokrzyski from Poland.

Manitou Chooses Siemens Xcelerator to Manage Products

Manitou Group, a world reference in the handling, aerial work platform and earth moving sectors, has teamed up with Siemens Digital Industries Software to develop a global solution for managing the lifecycle of its products.

As part of the Group’s digital transformation, the implementation of this tool aims to standardize its design processes. Manitou Group has chosen Teamcenter software for Product Lifecycle Management (PLM) from the Siemens Xcelerator portfolio of software and services.

By implementing this global solution, the Group will be able to optimize the time spent on its product development, while working on a single tool that allows the entire product life cycle to be centralized, the company

New Infrastructure Investment Law Is Working, Says ARTBA

More than 36,000 transportation improvement projects — including at least one in every congressional district — have moved forward in the past 16 months as implementation of the federal Infrastructure Investment and Jobs Act (IIJA)continues, American Road & Transportation Builders Association (ARTBA) Chair Paula Hammond told a congressional panel March 28.

In her testimony, Hammond, a senior vice president with WSP USA, cited examples of how federal transportation investments are yielding benefits for the American traveling public:

• Pittsburgh’s Fern Hollow Bridge, which collapsed Jan. 28, 2022, was reopened in less than a year as a 460-ft., four-lane span with the help of $25 million in federal funding, including IIJA money.

• In Idaho, a 6.5-mi. stretch of Highway 95 is being expanded with new lanes, wider shoulders and more level grades.

The ARTBA chair acknowledged inflation continues to have impacts on the states’ ability to deliver projects.

“Increased material costs and supply chain challenges undoubtedly have had a dilutive impact on the law’s investments,” Hammond said. But she added, “It’s also clear this situation would have been dramatically worse had Congress opted for another flat-funded extension of surface transportation programs. Our analysis shows there has been real market growth over the last year.”

Hammond cautioned committee members about new and well-meaning IIJA requirements related to expansion of Buy America.

“If Buy America provisions are not pursued with stakeholder input and articulated clearly, it could have the opposite outcome and result in unnecessary project delays.”

Concluding her testimony, Hammond observed, “The initial data reveal IIJA’s highway, bridge and public transportation investments are working as intended. Many more benefits for the American people are still to come.”

Experts Urge Implementing Compliance Programs Now

labor shortages and indecipherable project pipelines go with the territory.

Fraud can happen when economic uncertainty hits a company’s shaky finances and inappropriate action is taken to mitigate the chaos.

Fraud Crushes Contractors

Procurement and change orders threaten the contractor who doesn’t immediately and directly benefit from the fraudulent action.

In these situations, contractors don’t get a fair shot at hiring time, according to accounting firm Grant Thornton. They also can be hurt by cash flow issues when funds are drained as a result.

Theft is an even greater risk for contractors who must manage complex logistics while juggling myriad aspects of the job. Material prices alone over the past two years have incentivized asset misappropriation, said Tim Lynch, Grant Thornton construction advisory manager.

The situation has resulted in illegal resale of materials on the black market.

“The theft of valuable material directly affects a contractor’s already narrow margin” said Lynch.

Insurance may cover some of the direct cost of the theft, but there is a significant indirect cost, he said.

“Business owners now worry about locking down their inventory and wonder who they can trust instead of focusing on winning the next project.”

When project-level staff are tasked with handling labor and wage compliance, violations can occur in this area. These managers and accountants are often incentivized to keep costs down and increase profits.

“Direct financial incentives provide a clear motivation for someone to commit fraud,” said Alex Koltsov, Grant Thornton forensics director.

And that’s why contractors need proper oversight to monitor those risks, he added.

Other factors that contribute to fraud vulnerability are remote job sites that are inherent in the construction industry. Remote job sites make it difficult to watch over assets and prevent theft, said Steve Thomason of business advisor LBMC.

Offsite work presents the ability to also conceal embezzlement by spreading out fraudulent costs over multiple contracts, he said.

Common construction fraud risks include fictitious vendors, ghost employees, vendor kickbacks and materials theft. Bid rigging, change order falsifications and cyber threats and data theft also can threaten a contractor’s business.

“While many of these risks are pervasive to all industries, contractors are uniquely susceptible to fraud schemes,” said

Thomason.

Lynch and Koltsov believe implementing value-added solutions can prevent and limit fraudulent behavior.

“Implementing compliance programs may sound unnecessary, especially in an unfavorable economic cycle,” Koltsov said.

“However, we urge companies to recognize that fraud increases during these fragile times.”

Failing to develop an effective construction fraud program now can lead to huge financial and time burdens later, he said.

The best way to combat construction fraud is with management oversight, preaches construction payment software developer Levelset.

Give Diligence Its Due

In general, due diligence is crucial to a project, said Alex Benarroche, Levelset legal associate.

“Try to hire local and established contractors to reduce the possibility of fraud,” he said.

Inform yourself about local market conditions, availability of competition and bid pricing of comparable projects in the area.

“It’s also a good idea to familiarize yourself with their business structure,” said Benarroche. “Many times, subsidiary companies may be trying to conceal who the principal is. Know who you are working with.”

Designate a chief compliance officer as a communication point between contractors on the project and the owner/management team.

Benarroche believes the compliance officer should not only conduct initial investigations but regular ongoing reviews as well.

“Continuous monitoring is a simple way to decrease the likelihood of fraud,” he said. “Your chief compliance officer should have the power to conduct periodic audits and be able to review payrolls, invoices and contracts.”

Finally, said Benarroche, stay alert. “Fraud occurs when people stop paying attention.”

Implementing these measures early on in the construction project will help long-term, but staying alert will protect a contractor from fraud.

Violations can lead to lawsuits, which costs money. A history of fraud can destroy a company’s reputation. “Always be vigilant,” he urged.

A system of adequate segregation of duties throughout the accounting and financial processes is what Thomason of LBMC advises.

“There should be multiple employees involved in the responsibilities for authorizing [and] recording transactions.”

Multiple trusted employees also should perform reconciliations and access cash funds or assets, he said.

Thomason urged contractors to focus on internal controls and segregate duties. This way, “contractors can limit the opportunities for fraud perpetrated and concealed by the same individual,” said Thomason.

For instance, he said, reconciling billings and receivables should be performed by someone who does not have access to incoming payments.

“Carefully review line items and quantities on payment applications for any irregularities.”

Thomason also urged contractors to monitor the jobs-in-progress schedules closely for significant overbillings or under-billings.

Always obtain competitive bids for materials and subcontracts over a certain amount. And have an employee other than the project manager review supplier and subcontractor invoices, he added. “Require dual signatures/approval on all checks or electronic funds transfers.”

Pre-qualify subcontractors, verifying bonds with bonding agents and prohibiting payments unless surety bonds are on file. Also, watch out for lowest bids that are consistently awarded to the same subcontractor or supplier. Monitor the jobs in progress schedules closely for-profit fade to detect fictitious costs, advised Thomason.

Keep a close eye out for duplicate payroll payments and reconcile the W-2s and payroll tax reports to the general ledger system.

“Perform occasional jobsite visits to compare employee headcount at the job site to time reports and payroll checks/direct deposits.”

On the job site, compare material quantities purchased with the original bid. Reconcile purchase orders to delivery tickets and invoices.

Watch for Potential Threats

When it comes to details, attention is key in Grant Thornton’s suggested policies and practices.

The financial consulting firm advises contractors and owners to implement a program for business protection.

• Keep on dealing with the details.

Incorporate detailed cost estimates throughout the project lifecycle, the accounting firm urged.

“One of the best ways to stop construction fraud is to stop the slush fund from filling up.”

Engage qualified cost estimators and quantity surveyors who can deter fraud by monitoring market-reasonable pricing.

• Vet your vendors before project commencement.

Perform risk-based due diligence, said Grant Thornton. Identify potential conflicts of interest and assess performance risk.

Recognize the regulatory risk in hiring a company or individual with a track record of

law enforcement red flags.

“These proactive due diligence steps should be supported by regular site visits during construction,” the firm added. These site visits for the purpose of ensuring the chaos is actually orchestrated properly, should be a regular practice.

• Fix your eyes on your high-value assets.

Implement enhanced oversight of your investments to prevent inventory shrink and theft, urges Grant Thornton.

“Companies that are already experiencing unacceptable levels of inventory shrink should aggressively minimize the opportunity for theft.”

Companies that regularly hold high-value items also should protect against misappropriation.

Install video monitoring and access controls at storage and project staging locations. When scheduling staff in the logistics process, rotate individuals as you make regular assignments.

Perform regular inventory cycle counts to track any discrepancies between system records and supplies on hand. Confirm any allegations are investigated, remediated and communicated throughout your organization.

• Set labor compliance oversight policy from the get-go.

Incorporate a centralized system for oversight for labor compliance, one of the most manipulated costs on a construction project. Identify and analyze labor rate anomalies against requirements and address them with management, project owner and governing bodies. Companies that manage numerous projects should develop a standardized process to collect, process, analyze and identify labor insights, believes Grant Thornton.

• Build audit rights into the contract.

Contractors “should include strong audit rights in their construction contracts to deter inappropriate behavior,” said the firm. “Companies should message third parties that an objective audit at project milestones or completion is good vendor hygiene and not an allegation of fault.”

A third-party audit can trace not only which companies received payment but how much they were paid, notes the firm.

“An objective cost audit is often the most efficient way for a company to validate overbillings or unacceptable behavior.”

These solutions and techniques can help protect businesses, believe Lynch and Koltsov.

“The controls are just as necessary in a booming economy as they are in a recession,” they said. “But the potential for fraud at this time should cause business owners to pause and make sure their protections are sound.”  CEG

Qualcon Contractors Clean Up Snowiest Winter in Decades

and longer than what’s been seen in the past few decades.

“California was impacted by multiple atmospheric rivers this winter,” he added. “The first wave of storms arrived at the end of December through the middle of January and the second wave of storms arrived toward the end of February through the middle of March. With February being one of the coldest on record for the state, the snow from the first series of storms didn’t have much of a chance to melt before the second wave of atmospheric rivers arrived. Per various resources, this winter has been the snowiest in decades with Mammoth Mountain reporting more than 700 inches of snow this season and June Mountain reporting more than 535 inches. The atmospheric rivers were often accompanied by high winds and rains at lower elevations and we have experienced flooding and mudslides in Mono, Inyo and eastern Kern counties through the winter season.”

The extent of damage was such that Caltrans brought in general contractors to pitch in.

“Due to the nature of the avalanches on U.S. 395 and the unknown expectations of how much repair work would be required to reopen the road, it was decided early in the process to issue an emergency contract as the snow removal and possible repairs would require specialized equipment,” said Andriessen. “Caltrans maintenance crews would continue to handle snow removal efforts and snow clean-up outside of the avalanche area. Because of the severity of the storms that impacted the region in late February/early March, Caltrans District 9 brought in Caltrans maintenance workers and equipment from other districts to aid in the snow removal process.”

Qualcon Contractors Inc. was issued an emergency contract for the snow and debris removal and the required repairs on the avalanche closure. Concpec, a local small business based out of Lee Vining, was contracted to transport the Qualcon heavy equipment vehicles to the avalanche site.

Granite Construction was issued an emergency contract for repairs to State Route 120, State Route 168 W and U.S. 6.

Equipment to Get Job Done

Outside of the equipment used by the contractors, District 9 had a considerable fleet of equipment on-site. This included eight snow blowers, 25 trucks of various sizes with snow plows, eight graders and 37 different equipment operators. In March, the district received 16 additional pieces of equipment — 12 trucks of various sizes with snow plows, three loaders, and one grader with a plow and 31 additional operators from Caltrans Districts 4, 5, 6, 7, 8, 11 and 12.

“Caltrans mechanics were on hand for repairs to all equipment Caltrans used,” said Andriessen. “The speed of any repairs would depend on the severity of the issue.”

Snow removal operations featured equipment such as a Cat 966M wheel loader and a Cat 336F excavator. For earth operations, a Cat D5K dozer, a Cat 966M wheel loader and Peterbilt trucks were utilized.

Avalanches, which occurred between February 25 to 28, led to the closure of U.S. 395 between Lee Vining and Mono City, covering sections of highway road with snow and debris between 30 to 40 ft. high. This closed roads in some places for up to two weeks. This emergency work had Caltrans bring in Qualcon Contractor Inc. to pitch in. Caltrans maintenance crews also cleared snow from sections of U.S. 395 and State Route 167.

Caltrans performed two avalanche mitigation operations

using a helicopter and an explosives team. The first operation occurred on March 7 and the second on March 23.

“In both instances, more than a dozen explosives were dropped from a helicopter on the hillside along U.S. 395 at Mono Lake,” said Andriessen. “The purpose of these operations was to trigger avalanches. However, the snowpack proved to be too solid and no avalanches were triggered outside of a few small ones on March 23. Caltrans utilized the Gazex system in tandem with these helicopter operations, and it activated the system again on the morning of March 29.”

Gazex is a remote operated avalanche control system that explodes a propane gas/oxygen mixture in areas designated

as a risk for avalanches.

“Caltrans has a few of these pipes on the hillsides north of Lee Vining, but not where the avalanches happened this year,” said Andriessen. “The area where the avalanches occurred this year had not experienced avalanches in the past. One thing we have seen in recent years is avalanches occurring where they haven’t before. Explosives were dropped from the helicopter by a skilled explosives team trained for that type of avalanche mitigation. The hillside was examined by our avalanche crew before the operation to pinpoint the spots that looked most likely to generate an avalanche. In both helicopter mitigation operations, there were two flights to the hillside to drop explosives and the order of each drop location was determined by the explosives crew.”

Explosives-wise for the ground operations, a Dyno AP+ 2x16 was employed. The explosions were initiated with a safety fuse with a #8 cap, lit with a pull wire igniter.

The avalanche closure ended at 3:10 pm on April 7and the highway between Lee Vining and State Route 167 fully reopened in both directions.

“The project was one location and we worked it from both the south and north sides,” said Qualcon President Pierre Ithurburu. “We would excavate the snow and debris from both ends and work towards each other in the middle. The challenges were that we kept having storms and shutting the operation down due to unsafe work conditions. We had spotters watching the slopes and snow above us to ensure the crew on the ground was safe. More potential avalanches were the largest risk. We had multiple days where we had to stop work due to the avalanche danger being too high. The road is now open and we just have final cleanup and installation of roadside signs [to install].”

Crews removed trees, rocks, snow, metal rock fence, and guardrail.

“The snow was excavated with an excavator and placed on the downhill slope,” said Ithurburu. “The debris was removed and hauled to disposal facilities.”

Crews worked 12 to 14 hour days during daylight hours.

“We had as many as 14 people at some points,” said Ithurburu. “We ran two five- man crews from each end.”

Operators utilized Cat 966 and 950 wheel-loaders and Cat excavators — two 336s and one 320.

Qualcon has been involved in previous emergency operations for Caltrans, and it has drawn up contingency plans to deploy crews and equipment.

“We sent the crew to avalanche training prior to starting work,” said Ithurburu. “All the crew members were equipped with avalanche beacons, probes and shovels. We mobilized our crew within a week of getting the call.”

District 9 had prepared for the emergency and it received help from other districts as the severity of the weather grew.

“Every year, District 9 begins preparing for winter operations in the fall and maintenance crews approached these storms and their impacts as they have all past storms, working 24-hour shifts clearing snow from the main arteries of Inyo, Mono and eastern Kern counties. We appreciate the hard work and sacrifice our maintenance crews have made this winter, and we know as this record snowfall begins to melt, there will be more work to be done throughout the rest of 2023; work our maintenance crews are more than prepared for."  CEG

Expanded Range of Cat Attachments Adds Versatility

Caterpillar announced a range of new Cat attachments available for backhoe loaders and mini excavators, increasing application versatility for these machines.

Rugged and reliable, the new models span the range of demolition and sorting grapples, multipurpose grapples for Cat Tiltrotators, vibratory compactor plates and cold planers.

Expanded Demolition, Sorting Grapples

Expanding the Cat demolition and sorting grapple line, the new G306 and G308 models are specifically designed for 5to 6-ton and 7- to 10-ton mini hydraulic excavators respectively. These new models excel in waste, recycling and heavy-duty material handling applications where precise material placement is required. With open and close functions controlled by the machine’s first auxiliary function and rotation head handled by the second, these grapples deliver fast and productive material handling with 360-degrees of bidirectional rotation, according to the manufacturer.

A slim design makes it easier to get into tight spaces, and material capacities range from 0.21 cu. yd. with the G306 to 0.31 cu. yd. for the G308. Vertical perforated shelves offer high wear resistance, positive penetration, good load visibility and easy positioning, while the oversized heavy-duty cylinder with load holding valve delivers constant clamping force, even when maneuvering the grapple or machine.

Providing reliable operation with low maintenance intervals, the swing bearing features a single-ball heavy-duty, internally driven design. For longer life, the weld-on base edge design is made of HB500 Brinell equivalent material and bolt-on cutting edge (BOCE) from high-strength, abrasion-resistant steel.

A First for Cat Tiltrotators

The first hydraulic attachment expansion for the Cat Tiltrotator (TRS) product family, the new Cat G206 and G208 multi-purpose grapples expands the grapple technology in combination with the TRS6 and TRS8 models for 5- to 10-ton mini hydraulic excavators. These models allow maximum maneuverability with TRS attachments, and an integrated bracket provides minimal offset to optimize performance of grapple functionality.

With the G206 sized for 5- to 6-ton excavators and the G208 for 7- to 10-ton models, these multi-purpose grapples deliver 14.5-kN (3,260-lbf) and 18.4-kN (4,136-lbf) maximum closing force respectively. An integrated cylinder load holding valve maintains grapple closing pressure with no leakage, while the hard-mounted piston accumulator maintains grapple arm closing forces with shifting loads.

Optimal routing of the integrated jumper lines and hoses safeguards against damage and dirt infiltration for long-term reliability.

The grapple design is optimally matched to the tilt rotate

system, and the rotation of the TRS allows for quick and easy material engagement. To avoid any bending torques in radial direction, these grapples feature a welded box structure. With grapple arms and arm edges built with AR450 steel, the arm offers high abrasion resistance for longer wear in extreme conditions.

Performance-Matched Vibratory Compactor Plates

Caterpillar expands its Cat vibratory plate compactor line with the new CVP28 and CVP55 models and relaunches its CVP16 and CVP40 compactors with new design enhancements. Well suited for the compaction of soil, sand, gravel and asphalt, the compactors’ flexibility delivers lower invest-

ment and maintenance costs for contractors engaging in residential, commercial and industrial work.

The Cat CVP range is performance-matched to Cat machines, covering all backhoe loaders and excavators ranging from the Cat 302.7 to the 313. They offer compaction widths from 12 in. to 26 in. and compact areas ranging from 2 sq. ft. to 5.7 sq. ft. at vibration frequencies from 33.3 to 40 Hz (2,000 to 2,400 vpm). Delivering best-in-class performance, optimize compaction frequency combines with force to drive material particles close together for solid, stable compaction, according to the manufacturer.

Their heavy-duty steel frame delivers maximum power to the ground. Rubber mounts isolate vibrations from the compactor attachment, minimizing vibration feedback to the rest of the machine. The high efficiency gear-type hydro motor is vibration driven for consistent, reliable power. The design’s access cutouts are laser cut for easy access to hardware when mounting the top bracket. The compactor is simplified with standard auxiliary hydraulics.

Expanding the flexibility of the CVP range, post and plate driver attachments bolt to the bottom of the CVP28 for specialized applications. All models can be equipped with a backfill blade to help spread out material in the ditch prior to compaction, and a swivel mount rotates 90 degrees in each direction to minimize machine movements.

Milling Precision

Designed for small paving jobs in residential and commercial applications, new Cat cold planers deliver economical restoration of asphalt and concrete surfaces. They efficiently mill imperfections prior to resurfacing and remove deteriorated pavement and traffic lane stripes.

Offering a working width of 13.8 in. and 5-in. maximum milling depth, the new PC35 is designed for operation with side-shift backhoe loaders and 5- to 6-ton mini hydraulic excavators. The new Cat PC45 replaces the PC404 with its 17.7-in. cutting width and 6-in. cutting depth and is ideal for use with backhoe loaders and extends the planer’s compatibility to 7- to 10-ton mini hydraulic excavators.

The cold planers come standard with a cut depth indicator, giving the operator a quick view of set depth. Delivering consistent depth control, milling depth is manually adjusted and locked in. Their heavy-duty gear motor provides high torque and efficiency across the speed range, while a hydraulic relief valve limits pressure to the motor for increased longevity.

Helping to maximize productivity, a standard pressure gauge provides feedback to the operator to allow for ground speed adjustments. Simplifying operation, the PC35 and PC45 reuse existing hammer lines and are equipped with drum center and width indicators.

“My experience with Komatsu goes back a long way, even before I joined Precision, so I know they are quality machines that get the job done,” said Osborn. “We love the reliability of Komatsu. It performs day in and day out with excellent uptime. The durability is great too. Some of our work can be hard on equipment. We’re ripping rock, not baking cakes, and Komatsu has always been up to the task.”

While it is Precision Concrete & Excavation’s preference to do full site packages, the company does occasionally break out its services and do stand-alone clearing, utility, paving and dirt jobs. It’s also

not solely focused on residential construction.

“We have done some light commercial and a little bit of municipal, but residential is our bread and butter,” said Osborn. “There’s so much more of it right now, and most sites are open with no existing utilities or structures to deal with, so we can get in and get the job done quickly and move on to the

next.”

Osborn and Poché don’t foresee any change in the current plan and continue to look forward to Precision Concrete & Excavation building on what it has accomplished.

“We see the growth pattern continuing for the near and long term,” said Poché. “In fact, it’s likely we will branch out farther and

develop more relationships with developers. Another thing that won’t change is our commitment to doing the best for our customers. We believe there are a lot more projects where we can partner up because there just doesn’t seem to be any slowdown in this area.” 

Taylor Machine Works Announces Its New ZH-360L Battery Electric Forklift

Taylor Machine Works Inc.’s 36,000-lb. capacity ZH-360L heavy lift truck— a ZERO vehicle emissions battery electric forklift — marks another major step in the drive to electrification across the heavy industrial material handling sector.

Battery electric material handling equipment is not new to Taylor, as it showcased the first two electric container handlers in October 2019 at the Port of Los Angeles on Clean Air Day.

Robert Taylor, president and COO of Taylor Machine Works said, “We will continue to develop zero emissions options for customers that have such targets in their ESG Plans. As always, you can depend on Big Red to continue striving to meet the needs of the customer.”

The 36,000-lb. capacity lift truck has long been the most popular size material handler across all major industries, including wood products, iron and steel, concrete, oil and gas, and port operations.

Taylor has met the lifting needs of these industries for more than 96 years and is now leading the charge to provide battery electric versions of these same heavy lift machines.

This overall effort is not new. Taylor has been utilizing the cleanest internal combustion technology in its lift trucks for years, the company said. The NOx and PM emissions from its off-highway internal combustion engines have been reduced by more than 90 percent compared to the previous Tier-III models.

battery electric models like the Taylor ZH-360L.

The ZH-360L is powered by Permanent Magnet Synchronous Electric Motors and American manufactured NMC batteries. It also features an advanced E-Axle that utilizes regenerative braking to assist with battery recharge during operation.

This heavy capacity truck can lift 36,000-lbs. on a 48-in. load-center and operate uninterrupted through an average duty-cycle 8-hour shift. Recharge time also is optimized to only 1.5 hours. If opportunity charging at lunch and breaks is utilized, the run time can approach the same multi-shift work cycles as any internal combustion counterpart.

The operator cabin of the ZH-360L is available with many features to assist

with operator comfort and protection. The all-steel Taylor DREAM cab can be outfitted with Poly-Armor protective glass, which can withstand up to six times more impact energy before shattering than standard tempered glass. The Clear-VU operator station with Comfort Steer also is available, which removes the traditional steering wheel and dash, to open visibility from floor to ceiling.

All operational controls are moved to the left and right armrest, which improves overall operator posture and arm positions.

Taylor has three additional models of ZERO emission Lift Trucks in its portfolio. The ZLC Series of loaded container handlers is already available in a second-generation model and have been working successfully in heavy duty-cycle U.S. Ports for several years.

“The ZH-360L is now poised to meet heavy lifting needs across the many additional industries mentioned above. A Century of Innovation: Kenworth Turns 100 in 2023

Throughout the last century, more than 1.3 million trucks have hauled goods across the United States and Canada roadways with the Kenworth badge on the grill.

In 2023, Kenworth begins a year-long celebration, commemorating its 100th anniversary and contributions to the transportation industry.

The history of Kenworth began in 1923 when Harry W. Kent and Edgar K. Worthington incorporated the Gersix Motor Company as Kenworth. The company name was formed from a combination of letters from the founders’ last names while the world-renown Kenworth “bug” logo originated from the K in Kent and W in Worthington.

That first year, the small Seattle truck manufacturer produced 78 six-cylinder, gasoline-powered trucks. Since then, Kenworth has produced more than a million Class 5 to Class 8 models, and super heavy duty trucks, like the C500 6x6 with its gross combination weight rating of 1 million pounds. Kenworth also is now producing medium and heavy duty battery electric vehicles.

The Kenworth plant on Yale and Mercer streets in Seattle was constructed in 1923. It had a capacity to build 50 trucks per month and remained in-use until 1946. Kenworth was the first American truck manufacturer to install diesel engines as standard equipment. The first diesel was built for Valley Motor Express in California, and had a small HA-4 Cummins engine — 100 hp. It also had the first vertical exhausts in the industry.

Stellar COO Schnieders to Hang Them Up After 27 Years

Graco Inc., a manufacturer of fluid handling equipment, launched the GCI Series injector platform for single-line parallel automatic lubrication systems.

The lubrication industry’s first cartridge injector, Graco GCI establishes a new level of durability and serviceability by delivering up to two times the life of current injectors while cutting replacement time from minutes to seconds, according to the manufacturer.

The new design doubles the output of current injectors in its class at a lower cost for increased uptime and savings on labor costs.

Locked-in color-coded output spacers dictate the amount of grease dispensed per lubrication cycle, reducing the likelihood of incorrect field adjustments during a repair.

Quick-exchange injectors deliver up to .150 cubic inches of grease at an accuracy level of +/- 3 percent and have a high-visibility 360-degree view indicator pin that enables easier troubleshooting.

Euro Auctions Holds 25th Anniversary Sale at Leeds Facility

A Euro Auctions sale at its flagship site in Leeds featured more than 6,000 lots for sale on the company’s 25th anniversary, providing the biggest sale ever.

Like the perfect storm, the planets aligned, consignors offered more quality machinery than ever before, buyers got wind of the fact the machinery on offer was of exceptional quality and there was lots of it. That, combined with consignments of 1,000 excavators, from mini diggers to over 22-ton machines, that went over the ramp on sale day, this was the most exceptional sale that Euro Auctions has ever hosted, the company said.

And, if that wasn’t enough, it coincided with the 25th anniversary of Euro Auctions.

In March 1998, in Dromore, Northern Ireland, the Keys family was hosting its first plant auction, which featured 371 lots. Now, 25 years later, 6,171 lots from 578 vendors, from 28 countries, were sold to 4,888 bidders from 90 countries.

At this March sale, 578 vendors from 28 countries consigned equipment to the sale. Predictably, it was the home nation that ruled this auction, with 511 vendors coming from the UK.

Nearly 5,000 bidders registered to take part in this sale, with 84 percent bidding

online, however, with floor bidders and the camp-followers who like to turn up at each auction for the buzz of a “big sale”, the crowd on the day was one of the biggest Euro Auctions has seen, with 20 percent of bidders registered for the first time with Euro Auctions, of which more than 15 percent purchased.

Again, the home crowds were the most aggressive bidders with UK buyers securing 45 percent of the lots on offer, with bidders from Europe being 51 percent of the buyers, with the Middle East, North America, Africa, South America and the Caribbean making up the remainder.

“To continue to report that Euro Auctions has just had another record-breaking sale, sale-on- sale, may be sounding repetitive, however the business cannot apologize enough for that continued exuberance in reporting each sale,” Chris Osborne, sales manager at Euro Auctions, said.

“That fact is each sale just gets better and better. We are inundated with good machinery and our customers trust us to achieve best price.”

“At this auction it was evident prices were going to be strong from the very first day,” Osborne said. “There was an urgency to the activity of the sale, with prospective buyers not holding back, but getting straight into serious bidding. My colleagues and I could feel the atmosphere which was palpable.

“We have been noticing this sense of urgency at previous sales where buyers are keen to try and secure good lots. Whilst this is a ‘self-regulating’ industry, with the market dictating the value of each item sold — demand and supply set the price. Those following the auction closely will have noticed

National Commission – Certification of Crane Operators

National Commission for the certification of Crane Operators commonly referred to by the acronym NCCCO is a non-profit organization, established in January 1995 and headquartered in Fairfax, VA. NCCCO is dedicated to improving safety and standardizing education in the world of construction. The NCCCO, of course, is devoted specifically to certifying crane operators and operators of similar equipment. Requirements for CCO Mobile Crane Operator certification include the following: Be at least 18 years of age, comply with NCCCO’s Substance Abuse Policy, Pass Written Examinations (Core and at least one Specialty), Pass Practical Examination(s) – Candidates must pass the Practical Exam within twelve (12) months of passing the written examination.

Crane Safety for the Competent Person

OSHA deems a competent person to be a necessity on every jobsite and is someone who has sufficient experience and/or knowledge to recognize crane hazards, correct unsafe conditions, and who could shut down the worksite until any hazards are corrected. The competent person should be the most knowledgeable person, in this case about crane safety, on the work site.
