Kimball Equipment Hosts CustomerAppreciation Event

Kimball Equipment held an open house and a customer appreciation event at its new Spokane, Wash., facility on March 6. The eventfeaturedmultipleprizedrawings,facility tours and various vendors with their equipment on display. Customers also were treated to a pig roast by Richard’s Custom Pork BBQ.

This facility is the 12th location for KimballEquipmentintheWest,addingtoits existing dealerships in Arizona, California, Nevada, Utah, Idaho and Oregon.

“This event served as a great opportunity to speak with potential customers, as well as current customers,” General Manager Curt Sainsbury said. “We were excited to showcase our newest facility here in Spokane, Washington. We received great feedback and served more than 100 customers and employees an amazing lunch. We look forward to furthering these relationships.”

Vendors were set up to answer any questions from customers, including CWP, which is Kimball’s own conveyor belting and wear parts line; and Superior Industries, which is one of its equipment, conveyor and components line manufacturers.

ASGCO also had a vendor table, as it displayed a large variety of accessories to crushing equipment, from safety and guarding, to dust control to urethane wear products. FLYFAB also was on hand to show its custom welding, fabrication and line boring in the field for Kimball.

This location is unique in that many of the people now with Kimball were connected by another local equipment business. It started with what seemed to be a crazy idea from Josh Clinger and Jeff Engblom, who contacted Kirk Rainbolt, CEO of Kimball, and told him, “We have a great idea — I think we can put together a solid team and bring in the right guys to make it work.”

Each of them had been in the industry for most of their lives and, most of all, they are happy to be working together again knowing that they have created something special and unique.

“When this opportunity came along, and it’s like, all of us in our wheelhouse, so it’s kind of like bringing us back to our roots and lets us just do what we do best,” Engblom said. “And it’s been very successful, even our first year out. Our customer base has always worked with all of us and we’ve never had any issues filling their needs.”

Clinger is proud of the working relationship between himself, Engblom and Sainsbury, who account for more than 80 years of local industry experience.

From there, according to Engblom, “they startedtoputateamtogether,theybroughtin their service guy John Studt, their belt guy Kaleb Schaub, parts guy Brian Bergstrom, Josh Clinger and myself. We were sourcing buildings at the same time. And then two

We wake up in the middle of the night and do whatever we can. Everybody’s on call 24-7. Everybody will do whatever they can at any given point. When we go on vacation, we still answer the phone and take care of emergencies to help our customers. That’s the whole goal. That’s what it’s always been here. Every single person here will turn a wrench to help a customer.”

Company Turns Disaster Into Opportunity to Innovate

Sometimes it takes tragedy and unfortunate circumstances to create innovation.

Decades ago, a strong earthquake shook a community in Italy. The results were devastating, with buildings brought down to their foundations. In the older communities of Europe, the streets are very narrow and with buildings collapsed on both sides of the streets, access into the area to process and clean up was extraordinarily challenging.

Two innovative young people, one engineer and one salesman combined their efforts to create a compact crusher that could access and crush the rubble, giving larger machines access to the infrastructure of the affected area. The result of the efforts, design, testing, and innovation is known today as the Komplet 4825 crusher.

In the years that followed, the Komplet company identified a market in Europe for a full range of aggregate processing equipment in the compact size range. Today, this includes mobile crushers, screeners, shredders and conveying equipment, all of which are designed, engineered, and manufactured in Italy and are sold for applications including onsite mobile crushing and screening operations, recycling, demolition, mining, quarries and even landscape and hardscape.

Recovery Effort Includes Stabilizing Ground, Building Wall

The plan at this point is to stabilize the hillsides, construct a retaining wall and remove the debris. The California Department of Transportation (Caltrans) has hired R&R Demo and Grading Corp. to build the retaining wall. The current plan is to first build the wall and then remove the debris.

“We are ready to act,” said Michael Comeaux, a public relations officer of Caltrans District 7 (Los Angeles and Ventura counties).

The threat of more landslides has kept the roadway closed. “Caltrans anticipates one lane on this section of Route 150 could open to traffic by the end of May,” said Comeaux, “but that is only a target date and subject to change due to weather and other conditions beyond the control of Caltrans. The mudslide is an active slide and it will be a huge project for Caltrans and the contractor(s) that will be involved.”

Wall Construction

Geotechnical engineers and support staff on-site are busy. They are using drill rigs at various locations that are going as deep as 130 ft. to secure samples to determine the situation impacting the area.

“The lab results and weather data will determine the problem and solution for a safe path” said Comeaux. “The geotechnical team is working at an accelerated schedule. The information will help the design team to develop a retaining wall plan.”

The plan is to build the wall along the road using steel beams that will be drilled into the ground. A Caltrans design team is preparing the final design for the retaining wall, along with input from the general contractor.

As part of its long-term solution plan, Caltrans will be purchasing and installing heavy beams (lengths to be determined) to support the retaining wall.

“There may be lead time for procurement of these heavy beams as they may not be commercially available and may need to be manufactured,” Comeaux said. “The estimated length of the retaining wall needed to support this slide at this time is estimated to be up to 360 feet in length with a height of 40 to 50 feet. Multiple rows of ground anchors extending up to 200 feet in length will be constructed through the face of the wall and extend through the slide plane for anchoring the wall. The face of the wall will be buried up to a certain depth which is still to be determined. Considerations, monitoring and analysis will be performed by Caltrans engineers and geologists to determine whether SR150 can be opened during partial construction of the retaining wall.

“The design team has started preliminary work to jumpstart the design process to be ready for construction,” said Comeaux. “It’s all hands on deck to complete the design work quickly. When the design team completes their plans, their report will be handed to Caltrans Construction Division and shared with the GC. All groups are being brought in early and are sharing info to be able to work at top speed. The Construction Division is mobilizing to make preparations to accelerate progress on the parts that they control.”

Caltrans released a recovery plan, pointing out that it is “working on a fast-track schedule to determine the safest and fastest way to stabilize the slide, remove the material from the road and reopen State Route 150 as quickly as possible.”

Comeaux explained why the debris cannot be removed until the retaining wall is constructed, based on initial analysis of the geotechnical team.

“Recent powerful rainstorms saturating the hillside appear

to be the primary cause of the landslide.,” he said. “Water can be seen seeping out of the hillside and ponding within the slide, ponding which Caltrans is pumping to remove. Caltrans is very concerned regarding further landslide activity [within the active zone and adjacent hillsides] if debris is removed from the road. Working on a swift timetable, Caltrans has already developed preliminary geotechnical recommendations and design for a retaining wall to stabilize the area. Because of the sensitive geologic nature of the site, the design must be precise to ensure the safety of the area.”

The final geotechnical recommendations are pending the laboratory testing of core samples that were obtained by drilling at five locations.

“The lab tests have been submitted to three different laboratories for accelerated testing since there is limited testing equipment available at each laboratory,” he added. “Slope analysis and geotechnical recommendations are being expedited due to the high priority to reopen SR 150 as soon as possible. Caltrans engineers will refine their model within

two days of receiving the laboratory test results to provide the necessary geotechnical recommendations and retaining wall plans. In addition, the laboratory test results will also be used to analyze whether more than one retaining wall is necessary. If a second wall is required, it will not impact the opening of SR 150 since it would be constructed up slope.”

Simply removing the material now is not an option due to the topography.

“The hillside consists of multiple nested slides, which have moved in the past leaving exposed visible scarps,” said Comeaux. “The slide movement in February deposited slide debris on SR 150, debris which is currently acting as a temporary buttress to support the material uphill, both vertically and laterally. More slides could occur if material is removed. Caltrans is closely monitoring the active slide and the adjacent areas for additional slope movement.”

The recovery plan provided details on the DOT’s reaction to the landslide.

“[We] started this complex investigation process immediately after the slide occurred,” said Comeaux. “Caltrans secured the area and monitored the slide for further movement, and Caltrans continues monitoring it closely. Caltrans immediately developed a plan of action for reopening Route 150 as quickly as possible. Caltrans informed motorists, the community, local leaders, elected officials and others regarding this emergency and what’s ahead, with close coordination among agencies at the local, state, and federal levels to respond to the community’s needs. [We also] immediately started the geotechnical investigation of the slide area [and] arranged an emergency contractor to provide additional equipment and workers. Caltrans assembled teams of experts in design, construction and emergency operations for an all-hands-on-deck, expedited response to this event.”

The recovery plan also addressed concerns about the road not being reopened prior the start of the fire season.

“Caltrans is confident that the road will be open well before fire season and is coordinating the status of repairs with partner agencies such as the Ventura County Fire Department,” said Comeaux.  CEG

Budgets Provides Additional $9.5B for Bridge Projects

Enacted in late 2021, IIJA is the Biden administration’s outline for “building a better America,” according to the Federal Transit Administration.

IIJA supports the rebuild of roads, bridges and rails and upgrades and expands public transit. The bipartisan law modernizes the nation’s ports and airports, tackles the climate crisis and advances environmental justice.

It invests in “communities that have too often been left behind,” said the White House. “It will drive the creation of good-paying union jobs and grow the economy sustainably and equitably to help everyone get ahead for decades to come.”

In announcing Biden’s FY2025 proposal to its members, ARTBA pointed out that the president’s proposed budget “is rarely acted on by Congress.”

However, the proffered budget “serves as the annual starting gun in the race to get spending bills done by the start of the new fiscal year,” said the association.

Pointing out that Congress has failed to meet that goal, ARTBA officials said the organization will work to ensure full IIJA funding by Sept. 30 of this year.

The White House said that the proposal continues its goal of implementing the president’s agenda of investing in America.

“The budget provides a total of $78.4 billion for highway, highway safety and transit formula programs,” said the fed.

This amount supports monies authorized for year four of the bipartisan infrastructure law, the White House noted.

It also “reflects an additional $9.5 billion … for bridge replacement and rehabilitation (and) EV charging infrastructure,” said the fed.

The president “called for full funding of core federal surface transportation and airport capital investment programs at previously authorized levels,” said ARTBA.

The association noted that the proposed fiscal year 2025 budget sets $61.2 billion for federal highway programs. ARTBA said when combined with the IIJA’s previous $9.5 billion, it brings total core highway capital investment to $71.6 billion.

“This would be an $800 million increase over IIJAapproved funding levels,” said ARTBA, adding that the increase would be seen in grant programs.

Capital investment grant program resources would total $4 billion for transit construction. That adds $2.4 billion in FY 2025 appropriations to the $1.6 billion earmarked in IIJA spending. Grants totaling $8.4 billion would go to improving airport facilities including runways, taxiways and terminals.

“The funds are from a $3.4 billion budget request, combined with advance appropriations of $5 billion from the IIJA,” said ARTBA.

The budget also includes an administration call for congress to allow states and localities to use core transit and highway resources for transit operating costs.

“The same request was made in FY 2024, but was ultimately rejected by lawmakers,” said ARTBA.

Building On Momentum

Pete Buttigieg said Biden’s budget allows the industry to continue advancing “vital” work under way across the country.

That is making travel safer on every mode of transportation, said the USDOT secretary.

“The budget protects and builds on progress,” strengthening supply chains to keep costs down and modernizing infrastructure,” said Buttigieg. “Americans are already seeing the

roads being repaired, new bus and bike infrastructure being built, goods moving more smoothly from ships to shelves.”

President Biden’s proposed budget, which requests $109.3 billion for DOT, will accelerate all of this progress, he added.

The budget sets aside $21.8 billion for the FAA, including funding to continue the air traffic controller hiring and training surge.

“With funding, the FAA has a plan to hire at least 2,000 new controllers in order to meet growing air travel demand into the future,” said Buttigieg.

The agency also will invest $3.6 billion to sustain the National Airspace System, and $8 billion over five years in aviation safety, efficiency and facilities.

The budget would “crack down on a corporate jet funding loophole,” said the DOT secretary.

He said the budget takes “a critical step” to stabilize funding for the NationalAirspace “which has largely been funded by commercial air passengers.”

Commercial passengers currently pay a 7.5 percent tax on tickets plus a passenger facility charge up to $4.50, he said.

“Meanwhile, private jet users only pay fuel surcharge taxes” of roughly 22 cents a gallon.

And private jets make up 7 percent of flights handled by FAA while contributing only .6 percent of the taxes in the Airport and Airway Trust Fund.

“The president’s FY2025 Budget proposes a phased-in fuel fee increase to $1.06 per gallon for private jets,” said Buttigieg.

Phased in over five years, this fuel fee increase would be the first update seen in decades, he said.

The proposed budget would improve roads and ensure the most important U.S. bridges remain safe and operational, he added.

He said after “decades of disinvestment,” Biden’s budget would give $62 billion to FHWA to modernize and improve roads and bridges.

That money also would support state safety programs and help communities complete infrastructure projects.

“This is an increase of more than 30 percent compared to 2021,” said Buttigieg, including another $675 million for the Bridge Investment Program.

The addition will mean “the department can award more communities the funding to advance critical transportation projects and create good-paying jobs,” he said. “In total, the resident’s bipartisan infrastructure law invests a record $40 billion to fix thousands of our nation’s bridges.”

Rail safety and passenger rail would be increased and improved with the $3.2 billion earmarked for the federal railroad administration.

The money would go to improving the safety and condition of railroad infrastructure and rail services that move freight and passengers, said Buttigieg.

“This includes $2.5 billion for Amtrak and increasing safety inspector staffing to a record 400 inspectors and adding new staff dedicated to safety audits.”

The budget also would fund reliable, safe and accessible transit, said Buttigieg.

In fact, $16.8 billion would go to the FTAto support urban and rural transit service. That includes $2.4 billion in grants for major capital projects.

“Other portions of the budget request will strengthen supply chains at our nation’s ports,” said the DOT secretary.

That includes an $80 million investment in the Port Infrastructure Development Program. It also includes addi-

tional support for shipping on the St. Lawrence Seaway, for pipeline safety inspections and innovation and emerging technologies.

The budget achieves “meaningful deficit reduction through measures that cut wasteful spending and ask the wealthy to pay their fair share,” said Buttigieg.

Vitamin Boost for Transit

The president’s proposal to congress boosts transit projects across the country. Buttigieg has included $4 billion for 14 projects in 11 states in the ask.

The federal support will come through the FTA capital investment grants and expedited project delivery pilot programs, according to the agency.

“The subway systems, commuter rail, light rail, streetcar and bus rapid transit projects will bring about transformative change in their communities.”

This, by providing transit opportunities to new riders, will create jobs and jumpstart economic development, he added.

“The Biden-Harris Administration has awarded nearly $100 billion from the IIJA to support transit agencies of all sizes.”

Buttigieg touted the funding, saying when transit reaches more people and communities its impact is greater.

“The Biden-Harris Administration is proud to support funding for 14 large projects that will expand transit for millions of Americans across the country.”

Veronica Vanterpool, acting FTA administrator, said the investments support Biden’s commitment to combat climate change.

They also improve safety, advance equity and improve quality of life for Americans, she added.

Seven of the 14 projects would receive funding for the first time while others already are under construction or are far enough along to receive a grant.

FTAalso outlined several proposed provisions to increase access to and effectiveness of federal funds acrossAmerican communities.

The agency would support equity in rural and tribal areas by waiving the match required in the applicable grants programs. It also would waive the match requirement for tribal applicants to the buses and bus facilities and low and noemission competitive programs.

The proposed budget would “address the fiscal cliff” by allowing use of urbanized area formula funds and FHWA flex funds for urban operating assistance. It would empower local authorities by enabling transit agencies to purchase property outside an existing transit corridor falling in line with FHWA policies.

The budget would unlock micromobility systems by allowing grantees to fund shared systems, such as bicycles and scooters, to connect transit stations.

Finally, it would lower bus costs and speed up delivery by authorizing FTAto encourage delivery of low- and no-emission buses.

Which means there’s something for the EPAto smile about as well in the proposed budget which achieves meaningful deficit reduction, said Michael Regan, EPA administrator.

The proposal bolsters the agency’s efforts by investing nearly $1.5 billion in justice-related programs and the budget prioritizes combatting climate change with the urgency that science demands, he said.

And it provides $1.5 billion for the Office of Air and Radiation to develop policies and programs that control air pollution and radiation exposure.  CEG

The Stellar TM16160/28000 OTR tire service truck fits the needs of OTR tire service technicians who need something that can handle the largest, heaviest tires. A 315-degree turntable rotation system driven by a worm gear and pinion system ensures solid performance. The Stellar TM16160/28000 OTR offers the stability and durability of A-frame stabilizers with the diversity of out-and-downstyle outriggers. Modifying the A-frame geometry and using dual cylinders allowsAframe stability at differing widths.

The tire manipulator offers more than 143 degrees of articulation and 315 degrees rotation, along with continuous rotating pads. With a clamping width of 158 in., it can easily handle tire and tire rim combinations up to 16,500 lbs. The parallelogram design gives it considerable clamping width, but also the ability to clamp tires as small as 40 in.

Service body features include a 20 ft. long body, heavy-duty steel construction, stainless-steel rotary slam latches, slide-top doors on all tool compartments, recessed skirtmounted halogen floodlights and rubbermounted running lights. The flat body has 8 D-ring tiedowns, and the entire body is undercoated.

Caplan was named a 2022 LEED Fellow by the U.S. Green Building Council (USGBC), one of twenty professionals from around the world recognized for their work in advancing green building practices. To date, Caplan has advised on nearly 300 certified projects and projects seeking LEED, Living Building Challenge, WELL, Envision and other certifications. In 2023, Caplan co-created the Associated General Contractors of America Task Force on Decarbonization and Carbon Reporting to address the challenges around reporting and reducing carbon emissions within construction.
