Hard Hats to Modern New Safety Helmets

The U.S. Department of Labor’s Occupational Safety and Health Administration announced that the agency is replacing traditional hard hats used by its employees with more modern safety helmets to protect them better when they are on inspection sites. In 2020, the Bureau of Labor Statistics reported head injuries accounted for nearly 6 percent of non-fatal occupational injuries involving days away from work. Almost half of those injuries occurred when workers came in contact with an object or equipment while about 20 percent were caused by slips, trips and falls. Dating back to the 1960s, traditional hard hats protect the top of a worker’s head but have minimal side impact

Dating back to the 1960s, traditional hard hats protect the top of a worker’s head but have minimal side impact protection and also lack chin straps. protection and also lack chin straps. Without the straps, tradition hard hats can fall off a worker’s head if they slip or trip, leaving them unprotected. In addition, traditional hard hats lacked vents and trapped heat inside. On Nov. 22, 2023, OSHA published a Safety and Health Information Bulletin detailing key differences between traditional hard hats and more modern safety helmets and the advancements in design, materials and other features that help protect workers’ entire heads better. Today’s safety helmets also may offer face shields or goggles to protect against projectiles, dust and chemical splashes. Others offer built-in hearing protection and/or communication systems to enable clear communication in noisy environments. The agency recommends safety helmets be used by people working at construction industry and the oil and gas industry; in high-temperature, specialized work and lowrisk environments; performing tasks involving electrical work and working from heights; and when required by regulations or industry standards. OSHA wants employers to make safety and health a core value in their workplaces and is committed to doing the same by leading by example and embracing the evolution of head protection. 

Grade Tech Simplifies Service With Thunder Creek MTOs “We do power.” That simple statement is the foundation for Grade Tech Power Services, a civil contractor and familyowned business that grades and excavates sites exclusively for power generation companies. Its work includes right-of-way paths for installing power lines, as well as sitework for building, expanding and demolishing substations across the western United States. Supplying these services, plus reclamation and restoration, is where the Midvale, Utah-based company excels — from both a safety and quality standpoint. “We got into this work years and years ago here, just working on the local substations and all the upgrades for the Olympics back [in] 2002 in Salt Lake City,” said Rory Hall, co-owner and operations manager of Grade Tech Power Services. “But ultimately, to stay in the work that we do, we have to travel. 100 percent.” With the travel required to provide services across Utah, Idaho, Wyoming, California and more, comes logistical considerations — particularly for fueling equipment and performing maintenance in the field. “The initial struggle was fuel on site,” Hall explained. “And then, one of our biggest challenges was with the auto greasers. We were spending hours filling them up with a little hand grease gun.” Recognizing that this approach to maintenance was costing time, money and labor that could be used elsewhere, the company turned to Thunder Creek multi-tank oil trailers (MTO) in the 690-gal. capacity. Since making the investment, Grade Tech Services has seen significant benefits in time, efficiency and labor. Streamlining Fueling, Maintenance When prepping the sites for power companies, Hall and his crew run a diverse fleet of both compact and heavy equipment to grade and excavate. They regularly build the pads for structures and poles to be installed and excavate and backfill for structural concrete at the front end of the job. Once the power company has completed the wiring and power line installation, Grade Tech then reclaims the area, putting it back to its natural state. “We run a lot of small equipment, whether it’s mini skidders or cast slingers for putting in gravel and backfilling foundations. Then we go all the way up to D8 dozers, power wheel scrapers and graders,” Hall said. “We move dirt just like everybody else does. But ours is a little more precise.” The Thunder Creek MTO has proven to be a reliable solution in caring for all the equipment. This multi-fluid trailer offers both fuel and preventive maintenance solutions. It can hold up to six service fuels,

Environmental Advantages Along with the efficiencies that Grade Tech has gained with the MTO, Hall appreciates the added environmental benefits the trailer offers. “We work in very environmentally sensitive settings. Before, if we had five-gallon buckets of oil or other fluids, along with taking too much time to care for the equipment, we’d run the risk of making messes,” he explained. With the MTO, Grade Tech has fluids at the ready and doesn’t have to worry about extra oil containment. “The other piece of the puzzle there is when we’re moving the trailer and fueling each piece of equipment, we’re not creating a little spill zone,” Hall added. “Plus, the way these trailers are built, we don’t get any scrutiny from anyone on the environThe Thunder Creek multi-tank oil trailmental side of things. JCB Unveils Platinum Editions of 3CX, Kubota Returns as 4CX Backhoes to Celebrate 70 Years Presenting Sponsor JCB is celebrating 70 years of manufacturing its iconic backhoe loader with the unveiling of Platinum Editions of the 3CX and 4CX models. Company founder Joseph Cyril Bamford CBE invented the backhoe concept, and the first JCB model was manufactured in 1953 after he combined a lightweight backhoe with a Major Loadall tractor loader. It created, for the first time, a single machine which combined a front shovel and rear excavator arm. While it took 20 years for JCB to build 50,000 backhoes, under the leadership of JCB Chairman Anthony Bamford, more than 900,000 have now been made. JCB has been world market leader for backhoes for almost 25 years and today manufactures the iconic machine in the UK, India and Brazil. A total of 70 limited-edition 70th birthday 3CX PRO and 4 CX PRO machines will be manufactured. Bamford said, “The backhoe loader is an incredibly versatile machine, and thanks to continued innovation and evolution, it remains just as relevant today as the day it was first invented. The JCB backhoe loader remains one of the most popular pieces of construction equipment in the world, and it has a very exciting future ahead of it.” The Platinum Edition models will have servo excavator controls, Powerslide, air conditioning and bidirectional auxiliary flow hydraulics. The machines also will have limited edition platinum decals and grill badge and platinum-colored wheels. The cab will have an embroidered graphic in the carpet and upgraded seat material with 70th anniversary branding, along with a steering wheel center cap featuring the 70th logo. Each machine also will have a special plaque, and customers will receive a special platinum gift pack with the backhoe loader. Over the last seven decades JCB has continued to develop and enhance the backhoe loader concept, with turbocharged engines, powershift transmissions, all-wheel drive and extending dipper arms. The machine has broadened in appeal, with the launch of the skid steer based 1CX, the all-wheel steer 3CX Compact and the larger 4CX and 5CX equal-sized wheel machines. Aggregate Production and Recycling Section For more information on crushing, screening and recycling equipment, visit CEG's Web site at www.constructionequipmentguide.com.

Technical Innovations Will Guarantee Efficient Processes Many quarriers or recycling companies wish for plants that can be operated economically, but also as sustainable and emissionfree as possible. Kleemann counts on innovative technical solutions and comprehensive consultation with the customers. Intelligent Technology Optimizes Processes The technical solutions related to process optimization include precise regulating instruments such as the innovative continuous feed system (CFS), which ensures that the feed material at the crushers is always conveyed with maximum efficiency through the machines. The fill level of the crushing chamber is monitored continuously and the feed is adapted to the process. This optimized process ensures that material wear is as low as possible. Furthermore, the fuel consumption also is reduced — both of which are good for the environment. Efficient, Trouble-Free Processes The continuous feed system is an example of how the complete process can be optimized by intelligent technology. Technical innovations, however, are only building blocks. Good planning of a plant train is just as important, if not more. Technical innovations can only fully demonstrate their strengths when all components closely mesh with one another. Good Tuning Is Indispensable To work effectively and thus in a resource-conserving manner, the plant must be neither too small nor over-dimensioned. The selection of the crushing plants with the matching crushing tools is thus decisive, and the screening plants — equipped with the ideal screening media — must be well tuned to the process. Stockpile conveyors that offer a capacity that matches the complete plant must be provided and consideration of the capacity of the loading device belongs to the overall process. If machines are set accordingly, the power consumption can be reduced many times over, the manufacturer said. A process opti-

mized in this manner also means that wear is reduced to an absolute minimum. This also is an important point because if components wear quickly, new components have to be produced with a high material and energy input. Avoidance of unnecessary wear therefore not only help saves money, but also reduces CO₂ emissions to a considerable extent. Application Consultancy Guarantees Efficient Solutions In this area, Kleemann relies on comprehensive consultation with the customers. Application advisers plan all processes in advance. In the case of extensive processes, a flow chart (AggFlow) is prepared with which the material flow can be simulated in detail. The consultation covers technical solutions but also information on how processes can be better organized. The custom-fit engineering of a plant train requires good planning software, but also a lot of experience and sure instinct. Kleemann therefore relies on technical solutions and support from experienced application technicians. For more information, visit www.wirtgen-group.com.  (All photos courtesy of the Wirtgen Group.)

Based on their expertise and extensive practical experience, the Kleemann application and process technicians are important contact partners in the company when this involves the new and further development of machines.

A flow chart demonstrates what the plant can produce by means of simulation. Fuel-saving and resource-conserving operation requires the best possible interaction of all components.

The CFS feed control guarantees a trouble-free process. The system checks that the feed material at the crushers is always conveyed with maximum efficiency through the machines

SENNEBOGEN Names Alta Equipment, Epiroc Commences TEC, Envimat as Top Dealers at Event Operations of New When Vinicius Casselli first planned to become a SENNEBOGEN dealer in Brazil, he knew that there were many opportunities for SENNEBOGEN, mainly in the forestry sector. He initially thought that SENNEBOGEN could become as much as 30 to 40 percent of his sales. He felt that in this heart that since SENNEBOGEN was such a great product, he could turn around the markets’ perception. What he didn’t know was that once the word got out that Envimat was going to be the SENNEBOGEN dealer in Brazil and that it was going to serve the industries properly, that it would grow to more than 80 percent of its business … in three short years. At the recent ISRI show, Envimat was the top SENNEBOGEN dealer in the SENNEBOGEN America family. In the top three also were Alta Equipment and Tractor & Equipment Company. According to Bruce Davis, director of demolition and material handling, “Alta Equipment appreciates the partnership we have with SENNEBOGEN. We were honored to be chosen to receive this award and look forward to more opportunities in the future.” Similarly, Chad Stracener of Tractor & Equipment Company also was very pleased to once again repeat as one of the top three. “SENNEBOGEN and TEC share many goals, with the most significant goal being providing first class customer support. SENNEBOGEN customers know that they are buying the best product on the market, and expect high uptime. “It is our responsibility as a distributor to respond and repair when customers have a failure. We take that very seriously and will continue investing in parts inventory and technician training where we can make repairs faster. Constantino Lannes and his team at SENNEBOGEN have been great partners to TEC … we look forward to continued success.” Envimat’s company name embodies its main areas of interest — the Environment and Material Handling. Starting with its strength in the forestry sector, it quickly got positive feedback from some of the largest pulp and paper mills in the country. As Caselli explained it, many in the industry were not familiar with the capabilities of SENNEBOGEN material handlers. They kept trying to order machines that were too big for the job, adding unnecessary operating and maintenance costs while reducing their bottom line. He recalled a case where he met with a prospective client and he felt that a SENNEBOGEN was the machine that was needed for the job. After reviewing the job application specifications, Casselli recommended a SENNEBOGEN. The client was apprehensive but after some review, felt that perhaps a SENNEBOGEN would be the right machine and ordered six. “After a few months, when it was time to acquire machines for a new project, they contacted me and placed the order for nine SENNEBOGEN machines.” They quickly realized the value that Envimat, with its knowledge and experience related to lifting capacities, would make their operation more cost efficient as well as more environmentally friendly. They knew that if 1 liter of diesel burned created 2.6 kg of CO2 then, every liter of diesel

not burned not only saves them money but reduces their carbon footprint. A Win-Win for all parties. Thanks for Factory Support Casselli also could not say enough about the support he and his team get from SENNEBOGEN. “First of all, we send our technicians for the free factory training at the SENNEBOGEN Training Center in Charlotte. I also appreciate that they have a training team that is fluent in Spanish. Our techs come back with a thorough understanding of the equipment and how it was designed and how it works. As well, their trainers are not just ‘teachers’, they are technicians themselves. This creates the best possible learning scenario — technicians showing other technicians.” As well, Caselli was very thankful for the ongoing support they get directly from Constantino Lannes, president of SENNEBOGEN America. Besides being fluent in Spanish and Portuguese, he calls Constantino a “SENNAHOLIC.’” “Whether it is one machine or 10 machines, he brings enthusiasm to each customer. He also generously shares his knowledge and our customers really appreciate it.” SENNEBOGEN Secret Sauce According to Casselli, the design of the machine is one of the ingredients of the secret sauce to Envimat’s success. “The way they designed the machine, with off-the-shelf parts makes it easier for our customer to ensure their uptime as they can get Cummins and Bosch parts everywhere. Without computers to fail, uptime is always at a maximum.” Caselli remembers getting a call from an operator where the screen shut down, but the machine kept on working as there was no computer in the background keeping it from being operational. He was surprised that he could continue to load logs and then realized the benefit of not having a computer-controlled machine. Getting Ready for Repeat Although Envimat stocks all the parts and keeps investing in building their parts inventory, Casselli feels that his customers appreciate the fact that the parts are not proprietary and can get almost everything through their own supply chain. Even still, he continues to build his inventory of parts to ensure that his customers can rely on his support when they need it. This according to Casselli is a “winning strategy” and he loves winning. His plan to repeat next year as the Dealer of the Year is clear. “I’ve always said that Plan B was to make sure that Plan A worked and that is the course of action that we are following. Our team sleeps, eats and thinks SENNEBOGEN 24 hours a day.” He also knows that from his experience and success in the forestry sector, that their clients count on them as their equipment partner. “To meet that goal”, continued Casselli, “we are building a team of purpose-built market specialists to work within our scrap, waste and port industries and bring them purpose-built solutions. Our objective is to become a ‘mini factory-styled’ SENNEBOGEN right here in Brazil. This will enable us to repeat next year and for years to come.” For more information, visit www.sennebogen-na.com. 

How to Transform Your Business With Attachments By Ola Agboola SPECIAL TO CEG

One of the best ways for equipment dealers to support their customers and maximize their profitability is to offer a well-thought-out lineup of attachments. Attachments are essential to compact equipment versatility, and dealers’ ability to successfully stock the right attachments in quantities that meet customer demand is crucial. Here are three ways attachments boost your business’s profitability. Know Your Customers Customer needs differ — from loading dirt and aggregate, to clearing heavy brush and breaking up concrete. That’s why it’s important to know your customers, their work and the attachments they need to be successful. With a solid understanding of your customer base, you can develop an attachment inventory strategy that not only meets their needs, but also helps create customer loyalty — and more sales. CID 4-in-1 Power Rake to Be Featured at World of Concrete CID Attachments will feature the 4-in-1 Power Rake in World of Concrete booth #C7203. Combining all the advantages of a versatile 4-in-1 bucket with a rugged power rake, this unique product is a powerful and practical soil conditioning machine. Users can dig, load, grab and back drag as well as prepare the soil bed without changing attachments, thus saving time, and enhancing efficiency on the job site, according to the manufacturer. When reconditioning a gravel driveway or bed, for example, the power rake conditions the soil and kicks the largest rocks forward and leaves a smooth surface behind. The rocks can then be scooped up and removed with the bucket, which also can be used to place additional gravel in areas where needed — all without changing implements. The 4-in-1 Power Rake is supplied with a smooth edge bucket, a bolt on edge or welded teeth are optional. Users

who opt for bolt on teeth for more aggressive digging can raise the grapple and use the back side of the bucket as a smooth edge bucket for an all-in-one solution. IronCraft 4-in-1 Power Rakes are available in various widths and sizes from mini skid-steers to full size machines. With many timesaving uses, they are ideal for a construction site application as well as landscape projects, and those on farms, orchards, vineyards and more, the manufacturer said. Rugged and durable construction includes dual 2-1/2x8 in. cylinders, 1-1 /4 in. pivot pins, carbide roller tips, 7-½-in. diameter drum (10-¼ in. tip to tip diameter), with a direct drive motor and side cutters as standard. With a 23-ft. boom, an 8-in. diameter dig hose, a vacuum level of 27 inHg, and a water pump that produces 10 gpm of flow at 3,000 psi (206.8 bar), the VXT600 can dig quickly and deeply. Additionally, the boom dig hose can be stowed with the dig tube attached to minimize setup time between digs. When it’s time to empty the spoil tank, crews will appreciate the labor-saving and efficient functionality of the VXT600 vacuum truck. They don’t need to unstow the boom before dumping, and the tank’s camover door is easy to operate. The spoil tank can be lifted to a 50-degree angle for quick offloading. For even more efficient

cleanouts, an optional tank vibrator is available. Additionally, the VXT600 includes a handwashing station for operator convenience. “We have incorporated many features that contractors appreciate about the popular Vermeer VXT300 vacuum excavator to create the larger and more powerful VXT600,” said T.J. Steele, product manager of Vermeer MV Solutions. “We believe this second-generation VXT600 is exactly what the industry is looking for in a high-production vacuum excavator. It is an excellent choice for utility contractors who want to increase their potholing productivity. We designed the new VXT600 from the ground up with the goal of making the lightest 12-yd truck on the market.” The VXT600 has a 7-in. LCD electronic

display and a full-function wireless remote with the option of a belly pack or handheld unit. There are two chassis options available: a Kenworth T880 truck with a 510-hp (380-kW) Paccar MX-13 engine and a 6speed Allison 4500RDS transmission; and a Mack Granite truck with a 505-hp (377kW) Mack MP8 engine with a 6-speed Allison 4500RDS engine. Both chassis have an 86,000-lb. GVWR and two pusher axles. Other customization accessories available for the VXT600 include a 180-cfm, 110-psi (7.58 bar) air compressor for dry digging and powering pneumatic tools, a 20-gpm water pump to allow crews to dig with two wands, a 420,000 BTU Dynablast hot water heater, and a cold weather kit to heat cabinets, water lines and valves. AEM Inducts Takeuchi Founder, Eagle Crusher CEO Into Its Hall of Fame During the final evening of the Association of Equipment Manufacturers (AEM) Annual Conference in Ft. Lauderdale, Fla., two trailblazing figures who revolutionized product segments in the equipment manufacturing industry were inducted into AEM’s Hall of Fame — Akio Takeuchi, the visionary behind Takeuchi Manufacturing, and Susanne Cobey, the driving force as president and CEO of Eagle Crusher. Both are credited with spearheading innovative product segments. “AEM takes great pride in welcoming Susanne Cobey and Akio Takeuchi to our Hall of Fame roster of esteemed industry leaders,” said AEM President Megan Tanel. “They both serve as inspiration for the next generation to cultivate and pursue transformative ideas for the industry and the betterment of all. “Akio Takeuchi’s strategic leadership within the compact equipment market, coupled with his attentive approach to customer needs and product devel- Akio Takeuchi and Susanne Cobey were inducted into the AEM opment, has notably pioneered a distinct industry Hall of Fame. segment. “Similarly, Susanne Cobey, confronted with challenges in the crusher industry during the 1980s, ingeniously used Eagle Crusher’s technology to spearhead the pavement recycling sector, contributing significantly to concrete and asphalt waste reduction.” Akio Takeuchi, Founder, Takeuchi Manufacturing Akio Takeuchi has been part of the construction equipment industry for six decades. In 1963, at the age of 29, Takeuchi founded Takeuchi Manufacturing. Early on, he learned the value of listening to customers and understanding their needs. When a local business partner asked Takeuchi to create a new machine that would help his employees do their jobs faster, easier and with less manual labor, he listened. The result was the world’s first compact excavator. Since then, Takeuchi Manufacturing has presented more innovations, including the first offset boom excavator and the first compact track loader. The Takeuchi Way embraces the spirit of creation, challenge and cooperation. To this day, Takeuchi listens to the ideas and opinions of the people who are closest to the end user. Takeuchi has always recognized the power of teamwork, believing there’s virtually no limit to what dedicated people can accomplish together. Today, Takeuchi Manufacturing continues to offer equipment designed to make short work of tough jobs. And Takeuchi still believes that when you put your customers’ needs first, sales and profits will follow. He has not only built a solid, quality-driven compact construction equipment company, he also ha built a legacy. Susanne Cobey, CEO, Eagle Crusher Susanne Cobey joined Eagle Crusher Company Inc. in 1970 as parts manager, and quickly advanced through multiple ranks to become president and CEO in 1990. Eagle Crusher has always been a leading manufacturer of heavy-duty crushing and screening equipment. But when significant industry changes in the 1980s impacted Eagle Crusher, Cobey spearheaded the commercial recycling

industry in the United States, building the first U.S. commercial recycling plant, Eagle Crusher’s Jumbo 1400, in 1984. Her innovations created a new product line for Eagle Crusher, and a new American industry. Under Cobey’s bold vision, the plant took crushing to a new level with its abilities to process high volumes of aggregate, concrete and RAP. These improvements saved innumerable tons of concrete and asphalt from landfills. A whole line of portable horizontal impactor plants soon followed, creating a boon for the aggregate crushing, the recycled concrete and the RAP markets. A female pioneer in a male-dominated industry, Cobey has dedicated herself to helping other women in the industry succeed. She has addressed the topic of women in the industry in numerous videos and news articles and serves as a keynote speaker and role model at many commencement addresses. She hopes that her experience inspires a new generation. The AEM Hall of Fame has been recognizing luminaries in the agriculture and construction equipment manufacturing industry since 1993, and includes such names as Benjamin Holt (Caterpillar), Joseph Cyril Bamford (JCB), Jerome Increase Case (CNH Industrial), John Deere (Deere & Co.), Gus Ramirez (HUSCO International) and Mary Andringa (Vermeer). The induction of Takeuchi and Cobey brings the total number of inductees to 69. For more information, visit www.aem.org. 

Crews Correcting Collapsed Road in Five Different Spots SLOPES from page 1

The emergency funding for this project is valued at $35 million, with the work being divided between four general contractors: • Staples Construction is covering Post Mile 5.67 to 11.2; • Union Engineering is covering PM 12.9 to 23.75; • Granite Construction is covering PM 23.75 to 27.5; • R&R Demo and Grading is covering PM 27.5 to 57.2. The work sites in Ventura County are located in the in Los Padres National Forest north of the city of Ojai. The roadway is closed from Matilija Hot Springs Road to the Ozena Fire Station just south of Lockwood Valley Road. A separate section of SR 33 at post mile 14.34 (south of the closure) also has damaged roadway, slope and embankment, which will require moving utility lines. It is under one-way alternating traffic control with a solar powered signal. Crews are repairing damage to the highway and its slopes and embankments. “There will be five different locations with one-way traffic control managed by solar powered traffic signals,” said Marc Bischoff, a Caltrans public information officer, District 7. “Outside of those five locations, there will be one lane open to traffic in each direction, as is normal. Approximately 32 miles of highway have been closed since January 10, 2023. Repairs and traffic control will extend into 2024.” Four retaining walls, set with steel piles, are being constructed at post miles 14.35, 22.48, 24.78 and 25.55. Major slope and embankment repair continues at multiple locations, including post mile 42.92 and post mile 44.13. “Some embankments require the construction of Rock Slope Protection using boulders up to six tons each and many of the

boulders will be recycled from the slides,” said Bischoff. “Some will include the use of geogrid, a geosynthetic material used to reinforce and stabilize the soil and provide filtration. Some slopes will require installation of elevated cable-mesh drapery systems. All guardrail within the closure has been replaced. Drains and culverts have been cleared and are also being replaced. The areas of reconstruction will be reinforced and stabilized with the intent to prevent future highway, slope and embankment failures in the same locations and maintain a safe travel route.” The work is expected to continue until sometime in March. “[The] damage was so extensive and varied that it had to be divided into four separate sections with four separate contractors to complete it,” said Bischoff, who noted that Caltrans officials were on-site from the start to assess the damage and plan the repairs. “Members of the Caltrans [District 7] Geotechnical Division had to review every section of highway in person and through drone aerial video to assess damage that con-

tinued to change and increase every time it rained. Then the Design Division had to create plans to repair every section of damage. The Environmental Division had to work to secure permits from five different state and federal agencies.” The ongoing repair effort has been Herculean in scope, with more than 2,000 truckloads of debris having been removed. “The sections of roadway that collapsed were reduced to single lanes that cannot accommodate two-way traffic,” said Bischoff. “Reparation of slopes and embankments is a slow and dangerous process that includes rock scalers and heavy equipment traversing steep inclines. Summer storms also caused additional damage.” The work, to be expected, is having a serious impact on local traffic. “At post mile 14.35, the highway has been under one-way alternating traffic control with a solar powered signal since last spring,” said Bischoff. “The slope there will be repaired and a retaining wall will be constructed. AT&T, Southern California Edison

and the Meiners Oak Water District will relocate utility lines to allow reconstruction of the roadway and embankment.” Caltrans is urging motorists to be careful when passing through construction zones. “Please drive through the work zones slowly and with extreme caution,” states the project web page. “The normal posted speed limit along this section of SR 33 varies from 20 to 35 miles per hour, but in the construction zones the posted speed limits are as low as 10 miles per hour. Motor vehicles will also share the road with bicyclists.” Caltrans will consider the option of opening at least one lane if it becomes possible as repairs proceed. “We are aware of the negative impact the highway closure is having on members of the public who enjoy accessing Los Padres National Forest for recreation,” stated the web page. “However, our priority must be safety: for the traveling public, our workers and our contractors’ workers. Adding oneway traffic control also slows and impedes the repair process.”  CEG (All photos courtesy of Caltrans.)

A separate section of SR 33 at post mile 14.34 (south of the closure) also has damaged roadway, slope and embankment, which will require moving utility lines.

Air Burners Collaborates With Volvo Construction, Rolls-Royce Air Burners, a leading manufacturer of air curtain burner systems worldwide, collaborated with Rolls-Royce and Volvo Construction Equipment to develop and test the BioCharger — a portable machine that turns biomass waste into energy. The BioCharger is the first machine of its kind, combining three innovative steps to provide off-grid power from vegetative waste management. First, it eliminates vegetative waste using air curtain technology to minimize the harmful particulate matter entering the atmosphere. Then, it converts the residual heat energy into electric energy and stores it in a connected battery storage module. Finally, with the accompanying charging mechanism, the BioCharger allows for off-grid electric vehicle and machinery charging. “While electric machinery becomes increasingly popular in the fight against climate change, when it comes to forest management, we must have practical solutions for charging electric machin-

ery away from traditional power sources,” said Brian O’Connor, president of Air Burners. “The Air Burners’ BioCharger provides that solution and manages wood waste, all done in an economical and environmentally conscious way.” Vegetative waste is a significant and growing problem — seventy million tons of wood waste are collected annually in the United States, but only 48 percent of that waste is recycled, leaving the rest to open burns or decomposition, which releases particulate matter

and greenhouse gases into the atmosphere. The BioCharger permanently eliminates up to 20 tons of vegetative waste per hour without emitting harmful greenhouse emissions like methane and black carbon — the second biggest contributor to climate change after carbon dioxide. Air Burners consulted with Rolls-Royce in developing the battery storage module within the BioCharger, a 450-kWh charging station that can recharge multiple battery-electric machines and

tools, from chainsaws to excavators. The BioCharger creates and stores enough energy daily to recharge three to six battery-powered machines. In addition, the BioCharger retains enough energy to start itself and continue the cycle the next day, according to the company. “The BioCharger is a unique application for our mtu EnergyPack battery energy storage system that I think shows just how versatile energy storage can be,” said Kevin McKinney, sales director at Rolls-Royce Solutions America. “The BioCharger’s ability to reduce emissions and generate energy through responsible handling of vegetative waste perfectly aligns with our targets to support our customers with innovative solutions for the transition to clean power generation.” Volvo Construction Equipment teamed with Air Burners to prove out the charging capabilities of the BioCharger with its new 23-ton crawler excavator, the EC230 Electric. The EC230 Electric is currently in pilot testing across

North America ahead of its commercial launch next year. “This collaboration with Air Burners for the BioCharger allows us to demonstrate one of the more non-conventional sources to fastcharge our equipment in off-grid locations,” said Ray Gallant, vice president of sustainability and productivity services, Volvo Construction Equipment. Unlike biomass power plants, the BioCharger is a fully portable machine that can be relocated to a new site and be operational in approximately 6 hours. The machine accepts whole logs, root balls, pallets, crates and any other clean wood or vegetative waste without sorting, crushing or grinding. Air curtain burners also do not require any secondary fuel sources like natural gas, reducing costs and easing installation. Air Burners, Rolls-Royce and Volvo Construction Equipment will host a demonstration event for the BioCharger in early 2024. AGC Urges Speed Camera Use With Zero Tolerance Policy RULE from page 1

tion activity can lead to traffic disruptions resulting in congestion and crashes. Loss of productivity and public frustration with work zones also were cited in the proposed rulemaking. The goal is a “more coordinated and comprehensive” approach to safety and mobility issues across project stages, said FHWA. AGC responded with a letter outlining the association’s emphasis on worker safety. “Work zone safety continues to be one of the biggest concerns among highway contractors,” said AGC. Last spring, the association released results of a highway work zone study conducted among its members. “In fact, 97 percent of contractors report that highway work zones are either as dangerous or more dangerous than they were a year ago.” Tracking a “concerning rise in crashes, injuries and fatalities,” the association said it hopes to see a reversal in “this disturbing trend.” Statistics Say It All The AGC safety survey found that many motorists are in even greater danger from highway work zone crashes than construction workers. Ken Simonson, association chief economist, said 28 percent of responding contractors experienced crashes that resulted in injury to construction workers. “But more than twice as many firms — 59 percent — reported experiencing a crash in which drivers or passengers were injured.” The survey noted that work zone crashes are twice as likely to result in fatalities to drivers or passengers as construction workers. In fact, 8 percent of contractors in the survey reported workers killed in crashes, and 16 percent noted drivers or passengers killed. “In many cases, vehicle speeding contributes to these crashes in work zones,” said Steve McGough, president of HCSS, survey partner with AGC. “Utilizing speed cameras with a zero-tolerance policy would go a long way to protect the traveling public and our workforce.” Concerning was Simonson’s revelation that 97 percent of contractors believe work zones are either as dangerous, or more dangerous, than a year ago. More than half of respondents want automatic ticketing for speeding in work zones, noted the economist. Understandably, 79 percent want a greater police presence and 65 percent want stricter enforcement. AGC pressed states to prioritize education and enforcement in order to make work zones safer. The association said it wants every state to

implement a driver work zone safety course and deploy more police to work zones. AGC also urged states to authorize speed cameras in work zones and set tougher penalties for unsafe work zone driving. “Nobody should die because our laws fail to penalize unsafe operations in work zones in the same way they punish drunk driving and stigmatize not using a seat belt,” said Simonson. The association also urged motorists to be careful when passing through highway work zones. Simonson said AGC is releasing a new video featuring highway workers pleading with motorists to be more careful when passing through work zones. FHWA’s Proposal of Rule Changes In its proposal, DOT said its “principal mission is to ensure America is the safest, most efficient and modern transportation system in the world.” The proposed changes affect work zone safety and mobility and temporary traffic control devices. The changes would “clarify and correct certain aspects of the regulations that were last modified in 2004 and 2006, respectively,” said FHWA. Work zones are a “necessary part of meeting the need to maintain and upgrade our aging roadway infrastructure,” the agency said. “Work zone activities are expected to increase significantly with the passage of the Bipartisan Infrastructure Law [BIL].” The BIL earmarks some $350 billion for highway programs from 2022 through 2026, FHWA noted. “This represents a 55 percent increase in highway and bridge program funding over the Fixing America’s Surface Transportation [FAST] Act” of 2015. Regardless of increased funding, work zones already result in significant safety and mobility impacts, FHWA said adding that 857 people died in 774 crashes. In 2020, the NHTSA said 117 road construction workers suffered fatal occupational injuries. And 62 of those were workers hit by a motor vehicle. And while FHWA offers resources to assist states in implementing the revisions safety and mobility rule, implementation is varied across the country. The agency said many states have developed and implemented systematic procedures to assess anticipated work zone impacts in project development. But only a few have procedures to manage impacts during project implementation or to perform post-project evaluations. And that’s despite increased availability of data sources and methodologies available to do so. Further, many states have not embraced data-driven performance-based process reviews that these resources offer, said

FHWA, even with encouragement. “The FHWA acknowledges that a lack of clarity in what is required by certain parts of the regulation may partially explain the uneven adoption.” The existing regulation has language considered necessary at the time to ensure state understanding but now superfluous to implementation, the agency added. FHWA said it also recognizes the frequency of agency process reviews may hamper some states from more in-depth assessments. BIL calls for revisions to ensure that the work zone process review is required not more frequently than once every five years. Plus, urged revisions would ensure only a project with a lane closure for three or more days shall be considered significant. And a state shall not be required to develop or implement a transportation management plan for a highway project not on the Interstate System. This, “if the project requires not more than three consecutive days of lane closures,” said FHWA. Where temporary traffic control devices are concerned, FHWA proposes adding a new subpart on appropriate use of and expenditure of funds. This would include uniformed law enforcement and protective measures between workers and traffic. It would also cover installation and maintenance of temporary devices during construction, utility and maintenance operations. “The intent of the regulation was to reduce both worker and motorist fatalities and injuries in work zones,” said the agency. “Overall, work zone fatalities did decrease significantly from a high of 1,068 work zone fatalities in 2004 to 590 fatalities in 2011. Unfortunately, since then that trend has reversed, growing from 590 fatalities in 2011 to 857 fatalities in 2020.” The proposal also provides for “positive protective measures” to separate workers from traffic in all work zones in areas that offer no means of escape. Industry comments support the rule’s intent, several respondents noted requirements lack supporting research indicating the criteria were appropriate. “This created significant concerns with some respondents, who viewed the requirements as arbitrary and overly prescriptive,” said the agency. In response, FHWA modified the final rule to require longitudinal traffic barrier and other protection devices to be based on an engineering study. The final rule also required states to consider positive protection where it offers the highest potential for increased safety for workers and road users.

Industry’s Response Both AGC and ARTBA responded with suggested changes to the FHWA proposal. ARTBA said that while it agrees with many of the proposed changes, more could be done to enhance the rule’s effectiveness. “ARTBA’s highest priority is the safety of its members,” the association said in announcing its response to the federal agency. “FHWA’s proposal, while addressing shortcomings of previous regulations, needs additional streamlining to effectively prevent highway injuries and fatalities.” The association asked for additional explanation about predefined thresholds referred to in the proposal, and how the agency determines plan adequacy. ARTBA also wants safety training integrated into all project design and management. Finally, the organization pressed for increased use of positive protection between workers and motorists. “With these additions, we believe the rule will go far toward implementing the U.S. Department of Transportation’s National Roadway Safety Strategy.” The ARTBA response said the result will be a comprehensive, systematic approach to reducing unnecessary roadway deaths and injuries. “ARTBA has been a proponent of FHWA’s work zone safety strategic plan being incorporated as the sixth pillar in the National Roadway Safety Strategy.” The association said again that its previous recommendation to ensure roadway and work zone safety strategies are interconnected. Meanwhile, AGC maintains that “the balance between mobility and safety should always skew in favor of the safety of the workers.” The association’s response to FHWA supports the use of positive protection devices. AGC wants the technology included by state DOTs in significant construction zones. In its survey, AGC found that 55 percent of highway contractors report motor vehicles had crashed into their construction work zones during the past year. At the time, the association called for enforcement and education measures at the state and local levels with the goal of improving work zone safety. “Elected and appointed officials are not doing enough to protect workers and motorists in highway work zones,” said AGC’s Simonson. “Our transportation networks may be invaluable, but the lives of workers and motorists are priceless,” added Simonson, who authored the member survey.  CEG

Kubota Marks Its First-Time as Exhibitor at Las Vegas CES 2024 Kubota North America Corporation (KNA) officially made its debut as a firsttime exhibitor at CES 2024 in Las Vegas in January 2024. The move signified Kubota’s readiness to share its broad technology story and 2030 vision, built on more than 100 years of providing customer solutions to societal issues in the areas of food production, clean water and the environment, and to provide attendees a virtual glimpse into the future of its vision for next-generation equipment announcements. “Our goal is to inspire people at CES with Kubota’s forward-looking global vision to support the future of our world,” said Shingo Hanada, president and CEO of Kubota North America. “By creating a dynamic, immersive storytelling experience in the Kubota exhibit booth, we hope to take people on a journey that showcases our design philosophy and long legacy of providing solutions to our customers.” Kubota was founded in Osaka, Japan, in 1890 and currently is doing business in more than 120 countries. The company’s design philosophies were born on the founder’s beliefs across three key areas of food production, clean water and the envi-

ronment. In North America, the company is best known for its iconic orange compact equipment operating on farms and ranches, commercial and residential properties, and construction sites across the continent. “We’re thrilled to be able to share the company’s vision and future concepts at CES,” said Todd Stucke, senior vice president of Kubota North America. “Show attendees had a peek behind the curtain, particularly at the residential market where we are working on exciting innovations that will help shape the future of compact equipment for our company, our dealers, and our customers who have come to expect quality, versatility and reliability from Kubota.” Recently, Kubota North America announced expansions and new facility investments to bring more jobs to advanced manufacturing and an expanded footprint of innovation centers, research and development, and equipment testing sites to the United States and closer to the North American marketplace. CES 2024 ran from Jan. 9 to 12 in Las Vegas. For more information, visit KubotaUSA.com. 

Caterpillar Amplifies Electrification, Energy Solutions Attendees at CES 2024 experienced the Power of Possible at Caterpillar Inc.’s roughly 9,600 sq. ft. exhibit Jan. 9 to 12 in Las Vegas. This year’s display focused on Caterpillar’s electric machines and energy solutions to meet the evolving needs of our customers as they electrify their job sites. As a technology leader for nearly a century, Caterpillar continues to innovate and invest in electrification, alternative fuels, connectivity, and digital solutions to help its customers meet their sustainability goals. “We are delighted to return to CES to showcase our advancements in energy solutions. This event is known as the proving ground for breakthrough technologies and global innovators, which makes it the ideal place for us to showcase our leadership in power systems and integrated service solutions to help our customers in the energy transition,” said Rod Shurman, senior vice president of Caterpillar’s Electrification + Energy Solutions division. “We’re putting our expertise to work on multiple advanced power technologies to enable the energy transition solutions that our customers need to be successful in a reduced-carbon world.” The Caterpillar Experience The exhibit’s centerpiece, the Cat R1700 XE LHD underground loader, offers a 16.5-ton payload and 11.2 mph top speed. The zero-exhaust emission loader includes the industry’s only onboard battery eliminating the need to handle or exchange batteries. It charges quickly — in less than 20 minutes when paired with two of the durable and mobile Cat MEC500 chargers. The Cat MEC500 Mobile Equipment Charger is a standalone charging system designed to charge quickly and safely as needed. Also on display is the company’s 301.9 mini excavator, the first machine with a Caterpillar battery. Job Site Solutions No matter how big or small the task at hand, work sites all over the world have two things in common, the need for power and the desire to be more sustainable. Caterpillar offers a powerful combination of technologies and expertise to help customers map their journey toward a lower carbon future. Visitors to the Cat booth #5440 in the West Hall at CES will experience:

The exhibit’s centerpiece, the Cat R1700 XE LHD underground loader, offers a 16.5-ton payload and 11.2 mph top speed.

• Sustainable Power Generation: Caterpillar offers and continues to develop lower-carbon intensity on-site power production solutions such as generators running on a variety of renewable fuels, solar panels and hydrogen powered fuel cells. • Energy Storage and Charging Solutions: Designed for rapid plug-and-play installation and integration, battery Energy Storage Solutions (ESS) can be used with any combination of diesel, natural gas or renewable energy sources such as solar or wind. They store surplus power from these energy sources and then discharge from their reserves as needed. The XEX60, compact ESS will be shown at CES and can be used to provide power to Caterpillar charging solutions. Caterpillar offers and continues to develop charging options to support battery electric machines using industry standard connectors and protocols. The Cat chargers displayed at CES are tested and validated to work with Cat equipment in the same harsh environments where our machines are put to work. • Batteries: The on-board battery pack on display at CES is designed to power the 301.9 mini excavator with a total capacity of 32 kWh and a nominal voltage of 48 volt. Cat

battery packs consist of a modular design with factory integrated telematics and a rugged structure to endure the use on our heavy equipment. • Power System Solutions: Additionally displayed at CES will be a Cat 750V Electric Motor and Inverter, components that support a variety of machines and power systems. A 750 DC motor provides mechanical power for the machine movement when commanded by the operator. The inverter transfers power to the electric motor from an onboard Caterpillar machine power source like a generator or battery. • Digital Insights & Customer Solutions: The Cat digital solutions include everything from machine application use to battery monitoring and servicing needs. The ability for Caterpillar equipment and power solutions to learn about the environment and the habits of the work and operator is also crucial for safety, efficiency, and productivity. The ability to monitor each part of the ecosystem allows the company to provide advanced analytics, transforming data into customer insights making it easier for customers to own and operate their equipment.
