Expected to open in just more than two years, a 30-bed medical facility under construction in south Utah County will offer a variety of services to patients and visitors, along with a stunning view of the local landscape.

Intermountain’s Spanish Fork Hospital will sit on approximately 45 acres east of I-15 and north of U.S. Highway 6, near the Walmart Supercenter.

SALT LAKE CITY (AP) The Utah Legislature voted unanimously on Dec. 3 to allocate $235 million to the construction of a new state prison in Salt Lake City.

Lawmakers had already authorized up to $285 million in bonding for the prison relocation project, said Sen. Jerry Stevenson, R-Layton. But new state revenue numbers released Dec. 3 show more than $1.3 billion in new state revenue will be available for the next legislative session, thus allowing for a cash payment on construction in lieu of credit, Stevenson said.

The bill directs $67 million for the project in 2019 and $168 million in 2020. The new prison is estimated to cost $700 million.

Consensus projections suggest there will be $675 million in new ongoing funding and $646 million in new one-time funding to be available for fiscal year 2020, according to a joint statement by Utah Gov. Gary Herbert, Senate President Wayne Niederhauser and House Speaker Greg Hughes.

“I’m grateful for the strong economic performance that has created this revenue growth,” Herbert said. “As we head into the legislative session, we look forward to investing a sizable portion of this money in education while also returning a sizable portion of these revenues to the taxpayer.”

How McNeil Team Uses Drones for ALTA Land Surveying, Management McNeil Engineering, a Sandy, Utahbased engineering firm makes use of a drone in ALTA Land Surveying projects and more, all to the benefit of its clients and customers.

Drones are still a curiosity to many people, who associate them with military use and recreational purposes — and sometimes spying on the neighbors. But for the last three years, the McNeil team has been using drones for ALTA Land Surveying, and so much more.

The team makes use of leading-edge technology in the projects it completes for its clients. According to the company, staying on the cutting edge isn’t just a job, it’s a passion.

McNeil Engineering uses drones for projects such as: • ALTA land surveying; • construction management; • asset management; and

• volumetric surveys The applications are practically endless, as McNeil is finding more ways to use drones regularly. Getting a “top level” view helps to see things others might miss.

When the company first started using a drone, it had a simple quadcopter with a GoPro camera. The drone had to be piloted by a person with a remote control. That worked well to take the higher perspective on client projects.

This year McNeil upgraded to a more sophisticated drone that is capable of flying on a pre-programmed flight path. An iPad is used to create the flight path and upload the program to the drone. Among the benefits to the new drone is that it can take off and land in the same location.

Just as the United States military makes use of drones for inspections,

aerial photography and video, and GIS mapping, so too can McNeil Engineering make use of the drones for a variety of applications to the benefit of its clients.

The team also uses drones for mapping purposes, making use of multispectral cameras and laser scanners to create high-quality 3D maps.

The scanning services are used in projects including historical preservation, transportation, mining, forensics and insurance investigations, and horizontal and vertical construction. The company can create archival point cloud models, 2D CAD drawings, 3D CAD/BIM models and more.

Placing Largest Beams in State Forterra Structural Precast crews are loading up 203-ft.long, 225,000 lb. concrete beams. The beams are the longest precast beams in the state and will be placed on the Technology Corridor project in Lehi. The beams were then transported on the highway to the work zone.

UDOT urges the public to drive carefully around construction equipment and through work zones, especially in inclement weather.

Four New Bangerter Interchanges Near Completion The Utah Department of Transportation (UDOT) announced that major construction is complete on four new interchanges along Bangerter Highway, and a project to build the next three interchanges at 6200 South, 10400 South and 12600 South, will begin in 2020.

All lanes and ramps have now opened at the interchanges on Bangerter Highway at 5400 South, 7000 South, 9000 South and 11400 South. Occasional short-term lane closures are expected during non-commute hours for the next several weeks as crews work to complete landscaping, striping and other small details at the new interchanges.

The project to build these four interchanges is part of an ongoing effort to improve traffic on Bangerter Highway and meet the growing transportation needs of western Salt Lake County. UDOT has now replaced stoplights on Bangerter Highway with freeway-style interchanges, including on- and off-ramps, at seven locations (interchanges at 600 West, Redwood Road, and 7800 South were completed prior to this project).

To continue this effort, UDOT announced that work to build new interchanges at 6200 South, 10400 South and 12600 South will start in 2020. Previously, the interchanges at 10400 South and 12600 South were scheduled for construction beginning in 2022, but funds were transferred from other projects to complete these interchanges sooner.

In 2019, crews will relocate a section of the Jordan Aqueduct near 6200 South from under Bangerter Highway to west of the highway, prior to the start of major construction on the interchange itself. A similar relocation was completed near 5400 South in 2016.

All lanes and ramps have now opened at the interchanges on Bangerter Highway at 5400 South, 7000 South, 9000 South and 11400 South.

During construction of the four interchanges, UDOT crews: • Worked nearly 290,000 man-hours; • placed 16 mi. of concrete safety barrier and 10 mi. of drainage pipe; • excavated or placed 2.2 million tons of dirt; • built seven new bridges and a new pedestrian overpass; and • reduced planned full closures of Bangerter Highway by

75 percent (the project had planned to use up to 24 full closures, but only needed six).

Valley View Highway Study...

SR 30 Final Environmental Statement Now Available The Utah Department of Transportation announces the release of the Final Environmental Impact Statement (FEIS), and the official Record of Decision (ROD) for proposed improvements to State Route 30 between SR 252 (1000 West) in Logan and SR 23 in Petersboro.

The ROD constitutes UDOT’s approval of the Highway Action Alternative and the Separate Pedestrian and Bike Path Alternative (Selected Alternatives) as described in the SR 30 FEIS and Section 4 (f) Evaluation (Final EIS). UDOT prepared the EIS to identify improvements to address current and long-term traffic congestion and safety needs of SR 30.

Known locally as the Valley View Highway, the SR 30 study area runs from 1000 West (SR 252) in Logan to SR 23 in Petersboro. Since its beginning in July 2016, the study has identified exceptional environmental issues and conditions on the corridor, projected future conditions, established the

corridor “Purpose and Need,” evaluated possible improvement options, and has now identified the selected alternatives outlined in the FEIS document.

During the study process, UDOT consulted with affected and required agencies and gathered input from local governments, interested stakeholders and the public.

To read the FEIS and ROD, interested persons can view copies at the Logan City Library, 255 North Main St.; at the Cache County Clerk’s office in the County Administration Building, 179 North Main St.; or the UDOT Region One Headquarters, 166 West Southwell St., Ogden. At a cost of roughly $150 million, Spanish Fork Hospital will reduce the distance patients must travel for certain health care services, and will focus on women’s and medical/surgical services associated with a community hospital. The new facility will include five labor and delivery rooms; two C-section rooms; two antepartum rooms; and a dozen postpartum beds.

A total of 12 emergency department rooms and four operating rooms also are being built, along with two gastroenterology suites.

In addition, imaging services such as CT, radiology and MRI will be available, along with cardiopulmonary diagnostic testing and infusion therapy. An onsite medical office building and Intermountain InstaCare will provide other services.

The four-level hospital will serve southern Utah county and the communities of Spanish Fork, Springville, Mapleton, Elk Ridge, Payson, Woodland Hills, Santaquin and possibly Nephi.

“Thus far, we have had very positive community reaction and anticipation of the great care and

community involvement Intermountain will bring to this area,” said Gibson. “We are blessed in this part of Utah with the proximity of the mountains.

Natural light and beautiful views and the ability to see these majestic mountains will provide a great healing environment for patients.”

Gibson said it’s rewarding to build a facility that will serve so many people in need of medical care.

“I live in this community, and it will be a great asset to the area. I am excited to be part of this project and the opportunity I have to live and work and serve this community.”

Okland Construction is serving as general contractor of the new hospital. Work began in August 2018, following a somewhat unconventional groundbreaking ceremony.

“Spanish Fork and the surrounding areas have made great agriculture and farming contributions to the state and nation,” said Gibson.

“Corn, alfalfa, fruits and vegetables have come from this community for many, many years. We wanted to pay tribute to this heritage and traditions by using mule teams and old plows to turn the earth and open the grounds for new beginnings. We wanted to transform the traditional farming culture and pay respect to those traditions, while ushering in a new technological advanced medical center.”

Seeing construction finally under way is extremely gratifying to Gibson and others involved in the project, who’ve waited patiently for work to commence for more than a decade.

“This has been discussed and planned for over ten years. Now is the time to create a facility that will serve this community for the next 50 years or so. I feel very happy and blessed to be part of this complex process.”

“The conclusion of the design phase is a major milestone in a

project like this, and we passed that line a few months ago. As early as we are in the process, only minor site work has taken place.”

As for the condition of the property before work began, “It was an empty field,” said Rohatinsky.

“Years ago, Intermountain Healthcare owned land closer to Highway 6 and performed a swap with the city to acquire this land.”

Some clearing is required, with a significant amount of soil being brought in to the job site. No demolition was needed, allowing crews to focus on other tasks.

Rohatinsky acknowledged that building a hospital differs from more traditional projects, as far as the sensitive environment and preparing for medical equipment that will have to be put in place.

“The building of a hospital is unique in the sense that we are building an environment to house ill patients in critical situations that require specific conditions. The planning for a space like this is very detailed, and code requirements are stringent for a good rea-

son. Any deviation from these very specific requirements can be lifethreatening. We want to ensure we provide the safest environment possible for our patients.”

Said Gibson, “It’s my hope that people never need a hospital and can live healthy lives; however, we know that people will need a hospital at some time in their lives.

When this happens, I want Spanish Fork Hospital to be place of comfort and confidence that we as a team at the hospital can help them heal. I want the hospital to be a resource for education and learning of how to live the healthiest lives possible.”

Intermountain Healthcare is a not-for-profit system of 22 hospitals, a medical group with more than 1,600 physicians and advanced practice clinicians at roughly 180 clinics, a health plans division known as SelectHealth and other health services.

Intermountain Healthcare was established in 1975 when The Church of Jesus Christ of Latterday Saints donated its 15-hospital system to the communities they served. Intermountain was formed as a secular not-for-profit organization to administer those hospitals.
