UDOT officials said this portion of the project will connect Porter Rockwell Boulevard to 2100 North in Lehi.

The Mountain View Corridor project is focused on including two lanes in each direction.

Big-D Construction, Holder Construction Upgrade Airport The Salt Lake City Department of Airports (SLCDA) marked a major milestone on Oct. 13 with the construction of Phase 2 of the new Salt Lake City Airport when one of the last 3,500-lbs. steel beams was raised to a high point on top of Concourse A-east.

The joint venture of Big-D Construction and Holder Construction were instrumental contractors on this massive $4.1B renovation project that saw the demolition of the old airport and construction of brand new facilities.

Workers lifted the beam 55 ft. to the top of the structure, which will house 22 gates for Delta Airlines. Thus far, crews have used 17,000 cu. yds. of concrete, 4,500 tons of structural steel, 1,300 tons of rebar and 32.6 mi. of steel piles.

Salt Lake City Department of Airports Executive Director Bill Wyatt and Salt Lake City Mayor Erin Mendenhall were on hand to make remarks of the momentous occasion.

“This is my favorite part of any construction activity," Wyatt said in an interview. "All of a sudden something that's been lines on a piece of paper becomes three-dimensional and you can see what it looks like.”

Rob Moore, president of Big-D Construction, said in a statement, “The Salt Lake City International Airport is the ‘front door’ to Salt Lake City for people traveling to and from the great State of Utah, and we are honored to be involved in such a monumental project — one that will provide numerous opportunities to the local workforce and economy over the next several years.”

“We sat down and said, ‘well is there something we should do differently with phase two because of reduced traffic?’” said Mike Williams, program director of the Salt Lake City Airport Redevelopment Program. “We figured out how to open the first phase and with supplementing an operation where you park aircraft away from the facility and bus passengers to the concourse. The original phase two was very complicated, involving demolishing some, building some, demo'ing some, building some. Now, instead of taking the airport down in a sequenced manner, we could take it down all at once. It saved about two years in overall construction time.”

“As two of the largest LEED v2009 gold certified airport terminal projects in the United States, the airport team faced the unique challenge of building on a large scale, while staying on-task and prioritizing health and sustainability,” said Lisa Stanley, director of technical services of U.S. Green Building Council. “I know just how daunting this task was and how much pre-planning was required to bring this project to where it is today, and congratulate all those involved.”

The airport achieved this certification through efforts involving emission reduction, waste minimization, water conservation and renewable energy implementation.

Practicing sustainability began on the first day of construction. Prior to the airport opening, 95 percent of construction waste was diverted from landfills and incinerators. Before opening day, airlines began to transition from diesel to electric ground support equipment. And the layout of the new SLC plays a substantial role in sustainability with a linear concourse configuration that reduces the time aircraft idle and taxi.

“The airport recognizes the importance of reducing carbon emissions to mitigate our impact on global climate change,” said Wyatt. “The former airport — which was a beloved part of our community — was inefficient when it came to sustainability efforts. Everything from the boiler system to the plumbing and electrical systems were beyond repair. What is really impressive is that the new airport uses less water and less electricity than the former facility.”  CEG

Legislature Allocates $805M for Bangerter Hwy. Studies Seven environmental studies are now underway as UDOT continues efforts to eliminate stoplights on Bangerter Highway, making it more like a freeway. The studies will be completed over the next two years at the following locations along Bangerter Highway: 1) 13400 South in Riverton; 2) 9800 South in South Jordan; 3) 4700 South in Taylorsville/West Valley City; 4) 4100 South in West Valley City; 5) 4100 South to S.R. 201 in West Valley City/Salt Lake City; 6) California Avenue in Salt Lake City; 7) 2700 West in Bluffdale/Riverton.

The studies will evaluate environmental impacts associated with potential improvements such as new interchanges or frontage roads and will ultimately identify a preferred design at each location that minimizes impacts while still meeting the transportation needs of the region as well as local commu-

nities.

“Our priority is to improve safety and mobility along this critical corridor,” UDOT Project Manager Brian Allen said. “When the interchanges are complete and traffic can flow freely without stop lights, we expect to see a significant reduction in crashes and in drive times, both on Bangerter Highway and east and west on cross-streets.”

According to traffic projections, once the Bangerter interchanges are finished, the drive from I-15 in Draper to the Salt Lake International Airport will be reduced by up to 20 minutes.

Construction at 13400 South, 4700 South and 9800 South is slated to begin in 2023, and work at 4100 South, California Avenue, and between 4100 South and S.R. 201 is scheduled to start in 2028. The Legislature recently allocated $805 million in funding for these interchanges. Construction funding for 2700 West has not yet been allocated. 

Port of Long Beach Sets Up Inland Port Project With Utah The Port of Long Beach recently launched a modified inland port project with the state of Utah to help convert containers normally headed to the Mountain West region by truck to rail in an effort to push out cargo faster and reduce backlogs that have impacted business around the country.

Containers will be loaded on Union Pacific trains at on-dock and near-dock rail yards in Long Beach and hauled to UP’s intermodal facility in Salt Lake City. From there, the port will arrange dispatch via rail or truck to other destinations, or to local distribution centers, said Kristen South, UP’s senior director of corporate communications and media relations.

The direct, regularly scheduled rail service enables the rapid evacuation of blocks of containers destined for Utah, Colorado, Nevada, New Mexico and Idaho for further distribution throughout the region rather than removing shipping units one at a time, according to the Port of Long Beach and the Utah Inland Port Authority (UIPA).

The initiative is the first stage of a four-year partnership agreement signed in June that aims to optimize the existing rail system at the Port of Long Beach to reduce container dwell times and make cargo flow to Utah more efficient.

The UIPA was established as a state entity in 2018, and is currently in the design phase of a new multimodal transload facility. It is mostly focused on infrastructure to support the logistics system in Utah, including projects like the Intelligent Crossroads Network, as well as renewable energy infrastructure, and truck parking facilities.

There are several inland ports on the Eastern Seaboard, most notably in South Carolina and Georgia, that serve as intermediate transfer stations away from crowded port districts. They are owned and operated by state port authorities and are served by private freight railroads. The depots essentially bring the ocean port closer to shippers so they don’t have to send trucks all the way to the port. They also serve as storage areas for empty containers, helping to free space at busy marine terminals.

“A direct connection to Utah links two critical points in the supply chain and immediately reduces pressure on terminal storage, gates, chassis and the local drayage community on the coast,” said Port of Long Beach Executive Director Mario Cordero in a statement. “Not only is this a more efficient service for importers in the Intermountain West, but it’s also a major step forward for exporters from the region.”

The ports of Los Angeles and Long Beach handle approximately 35 percent of all con-

tainers in the U.S. and about 40 percent of U.S. imports. Millions of standard ocean shipping units are imported to, or exported from, the Intermountain West each year, but only 10 percent of the cargo currently moves by rail. The initiative is designed to attract shippers by providing consistent, reliable rail service that improves fluidity and reduces shipment delays.

“Converting road into rail cargo has many benefits and is part of our ongoing drive to reduce impacts associated with cargo movement,” said Jack Hedge, executive director of the Utah Inland Port Authority, in a statement.

“In addition to providing enhanced efficiency for regional importers and exporters, this service will reduce truck traffic across Utah and positively impact our local air quality and freeway congestion issues.”

Hedge worked for seven years at the Port of Los Angeles until 2019.

“Over the long-haul we expect the UIPA and that region to become a hub that will serve as a major inland point,” Deputy Executive Director Noel Hacegaba said later during a virtual media briefing. “This announcement is the beginning of a strategic partnership that will help the POLB become the longest port in the nation.”

Loading 100 intermodal rail cars is equivalent to taking 300 trucks off the road. Rail is four times more fuel efficient than truck and lowers greenhouse gas emissions by 75 percent, according to analysis by the Association of American Railroads.

Rail shipments will be tracked and monitored by the Intelligent Crossroads Network, a private LTE/5G network supported by artificial intelligence and built in partnership with QuayChain Technologies. The digital connectivity between logistics partners will allow greater planning and efficiency, the UIPA said.

The direct rail connection to Utah is the latest move by the Port of Long Beach to unclog marine terminals that have been overwhelmed by record shipping volumes. It is experimenting with 24/7 truck gates at a single terminal, will fine ocean carriers that let containers languish on terminals and worked with the city to loosen zoning regulations so warehouses can stack containers more than two high in an effort to increase storage capacity.

The Port of Long Beach plans to invest $1 billion in rail improvements over the next decade to ease the flow of cargo moving through its complex.
