The first new interchange on U.S. 89 in Davis County is now open and is part of the state’s second-largest highway construction project.

The new 400 North interchange improves the connection between U.S. 89 and 400 North in Fruit Heights, which becomes 200 North as it continues west into Kaysville – a major east-west connector through Davis County. Drivers on U.S. 89 will no longer have to stop here, as 400 North will cross over the highway.

UDOT officials said the $527 million project will improve local traffic access and crossing efficiency. It’s an area that typically sees 48,000 vehicles pass by daily.

“Opening this new interchange is a huge step forward in completing this massive project,” UDOT Region One Director Rob Wight said. “Each new bridge represents one less stoplight for drivers, which means reduced delays and fewer crashes, and getting on and off the highway is much easier.”

Granite Wins $18M Reconstruction Project in Salt Lake City

The scope of work consists of the full reconstruction of 300 West from 900 South to 2100 South.

Granite has been awarded the $18 million contract for the 300 West Reconstruction project in Salt Lake City, Utah. The contract award is anticipated to be included in Granite’s second quarter committed and awarded projects (CAP).

The scope of work consists of the full reconstruction of 300 West from 900 South to 2100 South. The project design features a number of innovative highlights, like a fully protected twoway bike lane and the incorporation of greeneryfilled “parkstrips” to aid in stormwater management, as well as providing a buffer from traffic for pedestrians.

Additional work includes cured-in-place pipe (CIPP) sewer lining, flat concrete work, traffic signal systems and asphalt paving.

“We are excited to work with Salt Lake City on the 300 West project to improve mobility and safety for vehicle, bicycle and pedestrian traffic,” said Granite Vice President Jason Klaumann. “Our local facilities also will be providing the materials for this multi-season project.”

Materials provided by Granite facilities include 8,200 linear ft. of CIPP from Liner Products, a Granite Inliner company. Granite’s Cottonwood facility will provide 17,000 tons of hot-mix asphalt and the Coyote facility will provide 14,000 tons of aggregate base.

Construction is underway and expected to be

completed in the fall of 2022.

UDOT Discusses Little Cottonwood Canyon Construction The Utah Department of Transportation (UDOT) has identified two preferred alternatives to improve transportation in Little Cottonwood Canyon in the Draft Environmental Impact Statement (EIS). In the Final EIS, UDOT will identify a single preferred alternative.

To identify the preferred alternatives, UDOT considered an alternative’s ability to substantially improve transportation-related safety, reliability and mobility for all users on S.R. 210 from Fort Union Boulevard through the town of Alta. UDOT also considered an alternative’s environmental impacts, which includes water quality, air quality and visual and noise impacts, among others.

Based on the technical analysis conducted, UDOT identified the Enhanced Bus Service in Peak-Period Shoulder Lane as the alternative that best improves mobility and the Gondola Alternative B (base station from La Caille) as the alternative that best improves reliability.

The Enhanced Bus Service in PeakPeriod Shoulder Lane Alternative offers busonly shoulder lanes on S.R. 210 (from N. Little Cottonwood Road to the Bypass Road) to be used during peak travel times.

With this alternative, bus service is removed

from congestion and able to pass slower moving traffic in the general-purpose lane, providing direct service to each destination.

Those using the bus service would have the option of parking at either the gravel pit mobility hub (located at the mouth of Big Cottonwood Canyon) or at 9400 S and Highland, with a bus departing every 5 minutes to each ski resort. Of the alternatives examined, this alternative offers the fastest travel time, the second lowest cost and when not in use, the shoulders could be used by pedestrians and cyclists.

The Gondola B alternative would construct a base station approximately 1 mi. from the mouth of Little Cottonwood Canyon (from La Caille) and offer direct service to each destination. Each gondola could hold up to 35 people and travelers could expect a cabin to arrive every two minutes. The gondola base station includes 1,500 parking spaces, reducing the need for passengers to use bus service from the mobility hubs. The gondola alternative can operate independently of S.R. 210, avoiding delays related to snow removal, avalanche mitigation, crashes, slide offs and traffic. This alternative has

UDOT is holding a 70-day Draft EIS public comment period until Sept. 3, 2021. UDOT is seeking public comment on the preferred alternatives, the environmental impacts associated with each and other transportation performance considerations. Comments may be submitted at the public hearings, through the website, email, voicemail or sending a letter to the address found in the Contact Us section of the project website.

Along with the public comment period, UDOT hosted an in-person public open house and hearing on July 13 to review the alternatives and answer questions during the open house portion, along with a virtual presentation and public hearing on July 20.

Both public hearings were live-streamed on the project Facebook Group and the in-person hearing was live-streamed to the UDOT Cottonwoods Instagram. Recordings are posted on the project website. 

In addition to the preliminary preferred alternatives, other elements also have been developed that would be combined to support each alternative. These include snow sheds (concrete structures built over the highway to keep it clear of snow in case of avalanches); mobility hubs (larger-capacity park-and-ride lots with transit service); widening and other improvements to Wasatch Boulevard; tolling or single occu-

that will replace existing intersections with on- and offramps and bridges to carry local streets over U.S. 89. The other interchanges are being built at Oak Hills Drive, Gordon Avenue and Antelope Drive.

Later this summer, two more interchanges are expected to open at Oak Hills Drive and Gordon Avenue. Northbound drivers on U.S. 89 will then have a 9-mi. stretch of highway with no stoplights. After those two interchanges open, work will shift to the Antelope Drive interchange and new bridges at Nicholls Road and Crestwood Road. Crews will continue reconstructing and widening U.S. 89 to six lanes (three in each direction) from Main Street in Farmington to S.R. 193 in Layton.

At the same time the new interchange opens, all access between Nicholls Road and U.S. 89 will close. This closure will be in place while crews construct the new Nicholls Road bridge over the highway, anticipated to be complete in 2023.

Other improvements to the local transportation system include a 3-mi. extension of Gordon Avenue and a new frontage road system along the highway to preserve access to local neighborhoods. Work started in spring 2020 and is scheduled for completion in 2023.

As part of the new work, UDOT will take the current U.S. 89 extension north to the I-84 junction near Weber Canyon, will build a new interchange at the junction with new on- and off-ramps, and will rebuild the I-84 bridge over the Weber River.

“This is a really critical need,” said Utah Transportation Commissioner Wayne Barlow, who represents Box Elder, Cache, Davis, Morgan, Weber and Rich counties.

UDOT Deputy Director Teri Newell said the additional work on U.S. 89 is necessary to “make the project whole.”

“While it’s a large amount that we’re adding at this point, it’s because we are programming out our money for some time,” Newell said. “This is important to get the correct scope on this.”

Project Background This interchange is the first of four to be built over U.S. 89 and marks a major project milestone. This project eliminated one traffic signal on U.S. 89 which has been a major contributor to congestion on this route. Approximately 1 mi. of U.S. 89 also was reconstructed at a lower depth near this location.

temporary configuration while the bridge at Nicholls Road is constructed. The speed limit will remain 55 mph. Some finish work at the interchange remains through 2021, but all major traffic movements and access will be available.

This aspect of the project was one part of a larger project that also includes: • Widening U.S. 89 to three lanes in each direction from Main Street in Farmington to State Route 193 in Layton.

• Completing a 3-mi. extension of the existing Gordon Avenue to connect it to U.S. 89.

Project Impacts In 2020, the U.S. 89 project team worked to relocate more than 150 mi. of utilities across the corridor. Earthwork was performed as crews began creating the new drainage ponds, highway ramps and east side frontage road alignment. The focus of work in 2020 was near 200 North/400 North in Fruit Heights, Oak Hills Drive and Gordon Avenue, although work is occurred throughout the project area.

Impacts to travel on U.S. 89 can include shoulder closures, nighttime and weekend lane closures, one-way traffic operations on local side streets and frontage roads, intermittent driveway access interruptions and increased activity from construction equipment and trucks. 

New $1.5B Facebook Data Center in Utah Operational Facebook recently announced the first phase of its massive data center in Eagle Mountain is now operational, and work continues on four other structures set to house banks of digital data servers that keep the world’s biggest social media platform humming along.

The company’s $1 billion-plus data center in this small community on the west side of Utah County is just one of 13 across the country and when complete will occupy some 1.5 million sq. ft.

With the release of that report, Facebook community development manager William Marks said work on the Eagle Mountain facility has continued throughout the pandemic and provided an ongoing economic boost to the community.

“We are proud to invest $1 billion into Eagle Mountain but even prouder to see how our investments spur further economic benefits for the area, especially during this tough economic climate," Marks said in a statement. "Our data center investments go beyond economic growth to benefit the local environment and community.”

Facebook unveiled the Eagle Mountain project in May 2018 after rumors and speculation about a mysterious big tech project in the area swirled for months. The depth and breadth of local and state tax incentives provided as a lure for the company also were clarified at that time.

If all five phases of the data center project are completed in the next few decades, Facebook is set to harvest a potential $750 million in taxpayer subsidies along the way.

Under terms ratified by five taxing entities, Facebook will qualify for some $150 million in tax breaks over 20 years for Phase 1 of the project, a two-building, 970,000-sq.ft. undertaking worth $750 million.

Phase 2, announced in late 2019, adds 500,000 sq. ft. of additional facilities to the first phase and pushes the capital investment to $1 billion, according to the company.

While Facebook is currently in the second phase of the project, the open-ended incentive agreements extend public benefits well beyond the first two phases and could land the company hundreds of millions in additional tax relief over the next four decades.

In addition to its capital costs, Facebook is investing about $150 million in infrastruc-

ture improvements, including bringing power to the 500-acre site from a nearby high-capacity power line corridor, extending sewer and water service, bringing in telecommunication lines and improving roads.

While many companies, particularly those in the food service, hospitality and recreation/entertainment sectors, suffered catastrophic losses amid the restrictions brought on by COVID-19, many leading U.S. tech endeavors, including Facebook, have been experiencing record-setting business volumes.

Facebook said it had 2.85 billion users worldwide as of the end of March and reported $26 billion in revenues for the first quarter of 2021, up more than $8 billion

from the same period in 2020, a 48 percent jump. The company’s net income for the quarter of $9.5 billion was nearly double what it made in the first quarter last year.

Facebook, which also owns popular photo/video posting platform Instagram as well as messaging service WhatsApp, started the year with its stock at just under $269 per share and most recently closed trading just under $348 per share, a 29 percent gain so far in 2021. The current price gives Facebook a market capitalization of over $985 billion.

Last summer, Facebook founder and CEO Mark Zuckerberg said he was pleased his company could play a role in keeping people connected amid the ongoing global public health crisis.

“We’re glad to be able to provide small businesses the tools they need to grow and be successful online during these challenging times," Zuckerberg said in a statement.

"And we're proud that people can rely on our services to stay connected when they can't always be together in person.” 
