Newer Technology Helps Build Highway in Hurricane

The final segment of a new highway in southern Utah is on track for completion early next year — despite a number of environmental challenges.

The $75 million segment five of the Southern Parkway is an 8-mi. portion that will complete the overall connection between I-15 in the south and SR-9 in the north. Located within the city of Hurricane, segment five will run from 4300 West to SR-9.

Project Challenges Challenges ranged from environmental and geotechnical issues to archaeological finds, including tortoise habitat and working in sand and soft material to a major cut that went several hundreds of feet in elevation through geological features.

Thanks to newer technology, engineers were able to use digital modeling and drones to conduct the survey flying.

“Because of the uniqueness of the early stage where we had to do Geotech work, we couldn’t do any initially on the property so we used almost like LIDAR or ground-penetrating imaging to identify Geotech for the preliminary design,” said Kim Manwill, project manager for the Utah Department of Transportation (UDOT). see PARKWAY page 6

Utah Construction Projects SR-108; SR-126 to 1000 West Davis County

U.S. 89: Farmigton to I-84 Davis County

Route: SR-108 General contractor: Geneva Rock This construction project involves pavement rehabilitation, installation of new guardrail, signs, and upgrading pedestrian ramps to current American's with Disabilities Act (ADA) standards in various locations.

Nighttime roadway work, asphalt removal, and paving are scheduled between the hours of 7 p.m. to 7 a.m. with a single lane closure.

Construction crews will begin asphalt removals on side streets, then move to traffic lanes. Cross street access may be temporarily closed during nighttime paving.

Paving activities may begin as early as June 8, with crews utilizing a racetrack configuration along the corridor.

Nighttime work will continue throughout the duration of the project.

Route: U.S. 89 General contractor: Oak Hills Contractors The U.S. 89 project will improve safety and mobility on U.S. 89 and at connections with local cross streets by: • widening U.S. 89 to three lanes in each direction from Main Street in Farmington to State Route 193 in Layton.

• adding interchanges — bridges over U.S. 89 with on/off ramps — at 200 North/400 North, Oak Hills Drive, Gordon Avenue and Antelope Drive; • adding bridges over U.S. 89 at Nicholls Road and Crestwood Road.

• and completing a 3-mi. extension of the existing Gordon Avenue to connect it to U.S. 89 The project will also improve connections between U.S. 89 and Main Street, S.R. 193 and Interstate 84. Some sections of new frontage road will be constructed to improve access to existing frontage roads and local streets. This will help local traffic access the new interchanges and crossing efficiently.

The frontage roads will include shared shoulders that will also function as a parallel bicycle route.

In 2020, the U.S. 89 project team is working to relocate over 150 miles of utilities across the corridor. Earthwork is ongoing as crews begin creating the new drainage ponds, highway ramps and east side frontage road alignment. The focus of work in 2020 is near 200 North/400 North in Fruit Heights, Oak Hills Drive and Gordon Avenue, although work is occurring throughout the project area.

Kimball Junction and S.R. 224 Area Plan Summit County Route: I-80 and S.R. 224 Interchange Genreal contractor: TBA The Utah Department of Transportation (UDOT), in partnership with Summit County, is preparing an Area Plan to develop and evaluate existing and future transportation solutions at the I-80 and S.R. 224 interchange and through the two at-grade traffic signals on S.R. 224 at Ute Boulevard and Olympic Parkway, which are close to the interchange.

The focus of the study is to: Create a community vision for improvements based on the social, environmental, economic, health and natural contexts of the area; Build on past studies and adopted plans Gather input on multi-modal transportation solutions moving forward to improve the overall quality of life for residents and visitors; Determine the short-term and long-term transportation priorities for the Kimball Junction area.

Officials wil seek community input on best possible solutions in November 2020.

US-89; 1200 N Mapleton to 700 S Springville: Utah County Route: U.S. 89 General contractor: Staker Parson Companies UDOT will rehabilitate U.S. 89 from 1200 North in Mapleton to 400 South in Springville by removing and replacing the top layer of asphalt. This project also includes replacing the concrete barrier from 700 South to 800 South in Springville with guardrail, updating road signs and roadway messages, minor adjustments to sidewalk, and drainage improvements.

Completed work includes: • The installation for the remaining guardrail, to replace the concrete barrier

from 700 South to 800 South in Springville.

• The final coat of striping paint is planned to be placed.

Safety Improvements for this project include a new WB auxiliary lane.

Improvements include: • New WB Auxiliary Lane from SR-201 to SR-36 • New overhead Variable Message Signs (VMS) • Updated roadway signage • Widened 12 ft. shoulder • New conduit and utilities Crews will begin concrete demolition, and re-purpose the concrete material for later use on other areas of the project.

Expect dust, noise and night time construction lighting.

Actual Advertised Date: March 2020 Actual Construction Start Date: June 2020 Contracted Construction End Date: November 2020 I-84 & I-15 North Split Bridge Preservation: Box Elder County Route: I-84, I-15 General contractor: TBA UDOT has begun a project that will continue through the fall 2020 near the Elwood/Tremonton area. This pr Poject includes the rehabilitation of nine bridges on the I-15 and I-84. The goal of the project is to preserve bridges by resurfacing the top surface of the bridges, extending their lifespan and enhancing safety. Crews will be using hydro demolition techniques on the bridge surfaces.

Crews have begun working to form and prepare the new deck surfaces on some bridges.

Hydro demolition will continue on bridge decks.

Crews will be working on ramps and bridges doing pot hole repairs. Watch for lane closures and crews in the road.

Detours underneath bridges are possible during hydro demolition.

Actual Advertised Date: June 2019 Actual Construction Start Date: September 2019 Contracted Construction End Date: April 2020 *Adjusted Construction End Date: November 2020 SR-52, 1100 E to Provo River Roadway Improvements Utah County Route: SR-52 General contractor: Meadow Valley Contractors Inc. In an effort to improve 800 North in Orem (S.R. 52), UDOT has added a westbound turn lane at 1100 East, installed a new storm drain system from 1100 East to the Provo River, and installed new curb, gutter, and sidewalk on the south side of 800 North from 1100 East to Palisades Drive.

The project team is returning in spring 2020 to repave the whole segment of the roadway, to preserve the life of the pavement.

When completed, traffic along this heavily traveled corridor will flow more freely, and both drainage and pedestrian access will be improved.

The installation of the cast-in-place barrier has been rescheduled to begin Monday, June 15, due to changes in our materials supply chain.

Crews will be preparing the bridge over the Provo River for cast-in-place barrier intermittently throughout the week of June 8. Crews will continue construction on the cast-in-place barrier Monday, June 15.

Digital Modeling, Drones Aid $75M Highway Project PARKWAY from page 1

“We had floating sand dunes blowing around and now we are into basalt that has to be blasted to get the road graded. We had the endangered species, plants, the archeological and paleontology — dinosaur tracks. In previous phases, major archeological sites had to be excavated. We did have a delay when they found one site, but crews just moved to a different location while they did their inventory.”

The new roadway is located two miles north of Arizona and was built as a bypass around St. George, as both an alternate route and to meet the growing needs of Washington County. In its entirety, the Southern Parkway will run 27 miles and cost approximately $173 million. It includes “Growth played a big role,” Manwill said. “That’s what identified the need for the belt route. There’s a lot of traffic coming up out of the south going over to Zion National Park. The hope is to try to eliminate a lot of traffic on I-15 between the Arizona state line and St. George. Stacy and Witbeck Inc. Tapped to Build Ogden BRT Line Construction of Ogden’s bus rapid transit (BRT) line is finally slated to begin this fall.

The Utah Transit Authority has selected Stacy and Witbeck Inc. as the general contractor. The UTA estimated the construction cost at $101 million for the 5.3-mi. transit connection between downtown Ogden and the campuses of Weber State University and McKay-Dee Hospital.

Stacy and Witbeck Inc., a Calif.-based company, has done civil construction work for close to 40 years since 1981. It has completed 500 major infrastructure projects, according to the company website. This includes corridors, rail extensions, stations, streetcars and viaduct replacement projects in Utah, Calif., Ariz., Wash. And Ore., Miss., Mich., Colo. and Texas. The company also has offices in Portland, Ore. and Salt Lake City.

The project, which has been in planning stages for more than 10 years, was previously valuated at anywhere from $60 to $80 million, now accounts for 10 electric buses and charging infrastructure, 13 stations along the route, road widening, some roadway construction at WSU, right of way purchases and utility locations.

UTA will receive a Federal Transit Administration Small Starts grant that will

fund about 64 percent of the total cost of the project. The preliminary cost and construction schedules were required to be submitted before the grant could be awarded.

Service for the BRT line will start at the Ogden UTA transit center at 2350 Wall Ave. and will head east on 23rd street to Washington Boulevard, then will go south

Project Benefits • Increased Service: A bus every 10-minutes means less time waiting. The Ogden/WSU will provide 16% more service than the existing 603.

• Improved Access to WSU: This project includes a brand new bus-only road which will run right through the center of campus. A BRT station will be located next to the student union.

• Regional Connection: The Ogden/WSU BRT connects major destinations in Ogden to FrontRunner; which brings people to the community from Salt Lake City, Provo, and all points in-between.

• Provides Access to Jobs: This project connects downtown Ogden, Weber State University, and McKay Dee Hospital, which are the top three employment centers in Ogden.

• Addresses the Wasatch Front’s Air Quality: Improved transit service from FrontRunner will encourage more people to use transit, limiting the number of cars on the road. This investment will also help make Ogden more pedestrian and bike friendly.

• Helps reduce congestion and parking demand at WSU: As more students, faculty, and staff ride transit to the campus, less parking will be needed. This will enable WSU to redevelop some of its parking areas.

• Promotes Economic Development: Implementing BRT in Ogden has the potential to spur $550M in economic development by 2040 (based on previous research).

This project has been many years in the making. According to Ogden City Council documents, an Ogden/WSU transit study commenced in November 2004. The first version of the project called for a streetcar system, but officials deemed that option too expensive in 2016.

Ogden Mayor Mike Caldwell said, “This is a huge deal for Ogden. It’s going to change the way people move through our community for years to come.

City officials said that construction will begin either in Sept. or Oct. According to BRT project documents, the BRT service is scheduled to be up and running by August 2022.

A local funding match for the project was finalized in August 2018 when Weber County agreed to contribute $5 million and UTA committed $7 million. The Weber Area Council of Governments had previously approved $2.5 million for the transit line, as well as the Wasatch Front Regional ($1.5 million) and the UTA ($1 million). 

Jacobsen Construction Co. Names Its New President After years of careful succession planning, Jacobsen Construction Company's Board of Directors unanimously elected Gary Ellis to succeed Douglas Welling as company president in their bi-annual meeting this month.

Welling, who began his tenure as president of Jacobsen in 2006 and as chief executive officer in 2012, will continue serving as CEO of the company. Ellis filled the position of president effective June 1.

Ellis has been with the company for 19 years in various leadership roles, including several years as chief financial officer (CFO) and most recently as executive vice president of business development and sales.

“With 98 years of excellence to build on, we will continue to hold to the values of safety, a caring culture and a job well done as the ingredients that bind us together,” Ellis said.
