Construction Enters Final Year on Bridges Near Black Rock

Utah Department of Transportation (UDOT) is in the final year of a $41M project to replace three aging bridges on I-80 in Tooele County, Utah. The project, which features new bridges with an additional lane, began in spring of 2018 and is expected to conclude before the end of 2019.

UDOT is replacing the I-80 eastbound bridge over Union Pacific Railroad tracks; the I-80 westbound bridge over UPRR tracks; and the Tooele Interchange (S.R.36) bridge over I-80 at Lakepoint.

The project will increase capacity for future travel demand and to improve safety for drivers. I-80 will be widened to accommodate a future I-80 third lane. A third southbound lane will be constructed on SR-36 from the off-ramps to Sunset Blvd. This will move more traffic through the signal at Saddleback easing the backups on I-80.

Funding for the project is provided primarily through federal sources.

was closed on westbound Exit 99 during construction. There were single lane closures in both directions of I-80 on the Black Rock bridges to patch the bridge decks and fill potholes. The I-80 bridges were originally constructed in 1967. The SR-36 bridge was constructed in 1971.

The SR-36 flyover bridge is approximately one mile west of the I-80 bridges. Lakepoint is an unin-

corporated community on the eastern edge of northern Tooele County.

Black Rock is not a town, but a well-known large rock on the beach of the Great Salt Lake adjacent to I-80.

Granite Construction Co. Awarded Contract Granite Construction Co. offers a range of construction services,

such as paving, building, land development and designing. It is one of the largest heavy civil contractors and construction materials producers.

The company produces sand, gravel, ready-mix and asphalt concrete and other construction materials.

Granite is involved in both design and construction of the new I-80 and SR-36 bridges.

About 15 subcontractors will be used on the project. Major names include Harris Rebar, of Pomona, Calif., for reinforcing steel; Utah Pacific Bridge & Steel of Lindon, Utah, for steel girders; Olsenbeal, of Lindon, Utah, for erection of steel girders; Forterra Structural Precast of Salt Lake City, for concrete girders and deck panels; and AAA Barricade Co. of Lehi, Utah, for traffic control.

Utah Celebrates Transcontinental Railroad Anniversary

PROMONTORY, Utah (AP) Music, bells and cannon fire rang out May 10 at a remote spot in the Utah desert where the final spikes of the Transcontinental Railroad were hammered 150 years ago, uniting a nation long separated by vast expanses of desert, mountains and forests and fresh off the Civil War. An estimated 20,000 people swarmed to the celebration at Golden Spike National Historic Park northwest of Salt Lake City — the signature event of several days of festivities marking the railroad’s anniversary. Visitors came from as far as China, many decked out in old-fashioned dresses, top hats, bonnets and scarves.

The 1869 completion of the 1,800-mi. (2,900 km) rail line shortened cross-county travel from as long as six months in wagons and stagecoaches to about 10 days on the rails and served as a unifying moment for the nation. It became a pivotal moment in United States history that dramatically changed how people traveled and did business.

“It psychologically and symbolically bound the country,” said Brad Westwood, Utah’s senior public historian.

Interior Secretary David Bernhardt marveled at how engineering, courage and risk-taking came together to make it possible.

“The story of this site says so much about our country,” Bernhardt said at the event, which included a reenactment of an iconic “champagne toast” photo of railroad workers perched atop facing stream locomotives giving cheers to the epic feat. “The joining of the two rail lines created a new sense of connectedness that helped form a common national identity.”

The festivities featured many moments and remarks that highlighted the vital contribution of the Chinese workers who put in long hours in brutal conditions and haven’t always received their proper due throughout history.

“Today we take this opportunity at the 150th to reclaim our place in history,” Young Yu said. “To honor the courage, fortitude and sacrifice of the Chinese railroad workers and their legacy in America.”

U.S. Transportation Secretary Elaine Chao commended the estimated 12,000 Chinese workers who “risked everything” to build what she called “one of the greatest infrastructure projects” in U.S. history that unleashed explosive economic growth.

The couple woke up before dawn to be at the site by 6 a.m. to avoid getting stuck in long lines of cars that stretched for miles on a two-lane country highway that was the only way in and out.

“I’ve been waiting for 50 years to come back,” Hanmer said. “It’s a special event. It was a historychanging event.”

The laying of the final rails in 1869 triggered a famous telegraph that set off celebrations around the nation: “The last rail is laid. The last spike is driven. The Pacific railroad is completed. The point of junction is 1,086 miles west of the Missouri River and 690 miles east of Sacramento City.”

The bells at Philadelphia’s Independence Hall rang in celebration, a hundred guns were fired in New York, and American flags were hung in cities across the nation.

The golden spike included an inscription: “May God continue the unity of our country as this railroad unites the two great oceans of the world.”

The railroad was built using horses, oxen, hand carts, wagons and the “brawn” of mostly Irish immigrants working on the Union Pacific portion that came from the East and mostly Chinese workers on the Central Pacific part that came from the West, said Westwood, the public historian.

They worked day and night and risked their lives blasting through rocks and shoveling snow on frigid mountain peaks.

Westwood said the railroad was built by the “most discriminated and least appreciated people in America.”

The epic construction project had a dark side, leading to the near annihilation of the bison, eventual loss of land for Native American tribes and the deaths of several hundred railroad workers, he added.

“It was a grand engineering feat,” Westwood said. “It was a grand gesture to bind the nation after the Civil War, but it also was a story of human capital and what it took.” 

Drexel Hamilton to Finance, Build Uinta Basin Railway The Seven County Infrastructure Coalition board voted to select Drexel Hamilton Infrastructure Partners LP for a public-private partnership to finance and build the proposed Uinta Basin Railway.

This Uinta Basin Railway is a new rail line proposed by the Coalition that will connect the Uinta Basin’s various industries to the national rail network. The railway will provide the long-understood need for a cost-effective solution for additional transportation infrastructure in the Uinta Basin “Drexel Hamilton brings a wealth of industry experience and valuable resources and we are excited to partner with them to advance the Uinta Basin Railway,” said Mike McKee, executive director of the Seven County Infrastructure Coalition. “This is an important milestone for the project and shows our commitment to furthering the railway to drive economic development, enable sustainable communities

and enrich the quality of life for residents throughout the state and region.”

Once the public-private partnership is finalized through definitive agreements, Drexel Hamilton will finance, develop and construct the Uinta Basin Railway. They are partnered with Rio Grande Pacific Corporation to operate and maintain the railway.

The Coalition will continue in its current role as the public partner responsible for obtaining environmental clearance and authorization from the U.S. Surface Transportation Board. The Surface Transportation Board will oversee the National Environmental Policy Act process for the railway by preparing an environmental impact statement.

The Board also voted to approve a rail term sheet with the Ute Indian Tribe. The Coalition and the Tribe continue ongoing, positive discussions in an effort to take steps towards a formal partnership.

They operate some 700 mi. of short line and regional railroads in

six midwestern and western states.

“We think the Uinta Basin is America’s most prolific stranded crude oil basin and deserves its place alongside the other great oil plays like the Permian and Bakken.

The Uinta is similar to Alberta oil reserves in Canada where transportation bottlenecks exist and have limited its ability to be refined in distant markets,” said Mark Michel, managing partner, Drexel Hamilton.

have put down temporary paving,” said Courtney Samuel, information specialist of UDOT. “I-80 will be fully complete in 2020.”

Ground settlement was necessary before the SR-36 work could start. The overpass bridge project appeared inactive for several weeks, but it was in a ground settlement phase. That meant the ground under the bridge had to settle before work could continue.

“Settlement for that bridge required approximately six months of surcharge,” Samuel said.

“Surcharging allows the soils in the embankment and sub-grade to sufficiently compact prior to bridge construction and prevent further settlement once the structure is in place. Settlement after bridge construction can result in uneven transitions onto the bridge, which can cause undue impact, especially for trucks.”

He said UDOT is continually monitoring the condition of bridges throughout the state.

“UDOT will continue to evaluate the need to replace other bridge sin the area as the need arises and will weigh replacement with other rehabilitation and preservation options such as bridge deck replacement, pothole patching and concrete repair,” Samuel said.  CEG
