Firm to Submit Application for $595M Hydrogen Hub in Delta Mitsubishi Power Americas and Magnum Development recently announced that its jointly developed Advanced Clean Energy Storage Project has been invited by the U.S. Department of Energy’s [DOE] Loan Programs Office to submit a Part II Application for up to $595 million under the Title 17 Innovative Energy Loan Guarantee Program to develop a proposed green hydrogen hub in Delta, Utah.

The green hydrogen hub is part of a broad effort to support decarbonization efforts across the western United States. The DOE program finances projects that accelerate commercial deployment of innovative energy technology that avoids, reduces or sequesters greenhouse gas or air pollutant emissions.

The green hydrogen hub at the Advanced Clean Energy Storage Project would interconnect green hydrogen production, storage and distribution in the west. Green hydrogen — which is hydrogen produced from renewable energy sources — will support decarbonizing multiple industries including power, transportation and manufacturing.

Haddington Ventures, the financial advisor of the project and equity sponsor of Magnum Development, will submit the Part II Application this summer. If successful, the project will enter due diligence for the potential loan guarantee.

Additionally, Haddington Ventures is responsible for interfacing with the DOE as well as managing the Equity Syndication Program [ESP] to provide construction capital on behalf of the Advanced Clean Energy Storage Project.

If the project reaches loan closing, debt financing from the DOE would support construction of the green hydrogen hub, which ultimately targets building more than 1,000 megawatts [MW] of electrolysis facilities capable of producing more than 450 metric tons per day of green hydrogen. The hydrogen would be stored in the Advanced Clean Energy Storage Project’s salt caverns, which are natural geological formations providing safe, reliable and cost-effective bulk storage of hydrogen. The massive salt for-

mation is adjacent to the Intermountain Power Project near Delta, Utah, with transmission interconnections to major demand centers and significant renewable energy resource opportunities in the region.

The project’s salt caverns will be capable of holding more than 5,500 metric tons of hydrogen. From an energy storage perspective, one cavern holds the equivalent of 150 gigawatt hours [GWh] of carbonfree dispatchable energy and/or decarbonized fuel that can be used in other industries. By comparison, a U.S. Energy Information Administration [EIA] 2020 report estimates the current installed base of battery energy storage across the United States at 1.2 GWh. Therefore, using salt caverns for energy storage is a significant opportunity to expand energy storage resources throughout the United States and further supports the increased build-out of renewable energy.

Bangerter Hwy. Closes for New Construction Drivers in southwestern Salt Lake County are advised to plan ahead for a six-month closure of 10400 South in South Jordan. The road will be closed to east-west traffic at Bangerter Highway through November while crews construct a new freeway-style interchange.

Three new freeway-style interchanges are currently under construction along Bangerter Highway at 6200 South, 10400 South and 12600 South. These interchanges will eliminate stoplights for Bangerter Highway drivers and improve safety by removing cross traffic. This continues a multi-year program of upgrading Bangerter Highway by converting intersections to interchanges to accommodate current and future growth in this part of the state.

The Bangerter Interchanges project coordinated closely with the cities and local businesses when planning the closure of both 10400 South and 12600 South. Overlapping the two closures [12600 South is expected to open in August] saves at least a year from the schedule, along with millions of taxpayer dollars from the budget, versus building the interchanges one after the other.

“This area is really growing and that’s why we’re so focused on converting each of these intersections into interchanges,” said Marwan Farah, UDOT Bangerter interchanges project manager. “Closing 10400 South means we can build the interchange more quickly and safely, at a lower cost to taxpayers.”

During the closure, Bangerter Highway will remain open in both directions, and the traffic signal at 10400 South will be removed permanently. In addition, right turns both on and off 10400 South will still be open.

Crews were able to make quick work of that portion of the project, however, there were certain aspects of the job that has presented its challenges for the contractor.

The project calls for reconstructing U.S. 89 by removing the existing pavement and replacing it with allnew asphalt. Crews are widening the highway to three lanes in each direction and replacing all of the existing at-grade intersections with four new interchanges.

“The most challenging aspect of this project, by a long shot, has been the relocation of existing utilities,” said Michael Romero, U.S. 89 project director. “There are more than 150 miles of utilities in our 9-mile project area. Originally, U.S. 89 was envisioned as crossing over the local streets, but based on public input we changed the design, and now U.S. 89 crosses under local streets. This change added a ton of complexity to the design, because now we have to find a spot for all of these utilities that are being displaced as we lower these sections of the highway.

“Another main challenge is maintaining access to the local communities while we rebuild the highway,” Romero added. “Our contractor has a complex phasing plan that keeps all existing lanes open on U.S. 89 during weekdays, limits most lane closures to nights and weekends and keeps local streets open.”

Additional construction includes two new overpasses built at Nicholls Road and Crestwood Road, with those local streets crossing over U.S. 89, and new frontage roads on both sides of the highway are being constructed to help maintain access to local neighborhoods.

“U.S. 89 had old, failing pavement, and at the same time the highway had not been modified to accommodate the number of vehicles that use it every day,” said Romero. “Removing stoplights will both enhance safety and keep traffic moving. We’re also building a new frontage road system, and a new 3-mile extension of Gordon Avenue, a city street that will be a new east-west connection from U.S. 89. to I-15.”

The U.S. 89 project also will improve safety and mobility on U.S. 89 and at connections with

Avenue extension, along with the new interchange bridges [and two additional bridges over the highway at Nicholls Road and Crestwood Road] will make it easier for local residents to get around their neighborhoods as well as easier to get on the highway. The new Gordon Avenue interchange and road extension is being planned and built in partnership with the city of Layton to allow for future economic development, including a new planned ‘town center.’ Finally, the new pavement will extend the life of the road surface and provide a better ride for drivers.”

local cross streets by: • Widening U.S. 89 to three lanes in each direction from Main Street in Farmington to State Route 193 in Layton; • Adding interchanges — bridges over U.S. 89 with on/off ramps — at 200 North/400 North, Oak Hills Drive, Gordon Avenue and Antelope Drive.

The project also will improve connections between U.S. 89 and Main Street, S.R. 193 and Interstate 84. Some sections of new frontage road will be constructed to improve access to existing frontage roads and local streets.

This will help local traffic access the new interchanges and cross efficiently. The frontage roads will include shared shoulders that will also function as a parallel bicycle route.

“We like to say we’re building the right project for this area, designed to meet the needs of the community now and in the future,” said Romero. “Adding the third lane in each direction on U.S. 89, along with eliminating all at-grade intersections, will allow traffic to flow much more smoothly and safely through 2040. mi. of utilities across the corridor, earthwork is ongoing as crews begin creating the new drainage ponds, highway ramps and east side frontage road alignment. The focus of work is near 200 North/400 North in Fruit Heights, Oak Hills Drive and Gordon Avenue, although work is occurring throughout the project area.

Impacts to travel on U.S. 89 can include shoulder closures, nighttime and weekend lane closures, one-way traffic operations on local side streets and frontage roads, intermittent driveway access interruptions and increased activity from construction equipment and trucks.

The project is scheduled for completion in 2023. 

Rio Tinto to Build Tellurium Plant at Kennecott Mine Site

Rio Tinto expects to begin production of tellurium in the fourth quarter of 2021, creating a new North American supply chain.

Rio Tinto will begin construction on a new plant that will recover tellurium, a critical mineral used in solar panels, from copper refining at its Kennecott mine near Salt Lake City, Utah.

Rio Tinto is investing $2.9 million to set up the plant, which will recover tellurium as a by-product of copper smelting, extracting a valuable mineral from waste streams. The plant will have a capacity to produce approximately 20 tpy of tellurium.

Rio Tinto expects to begin production of tellurium in the fourth quarter of 2021, creating a new North American supply chain.

Tellurium is an essential component of cadmium telluride, a semiconductor used to manufacture thin film photovoltaic [PV] solar panels. Thin films made of this compound can efficiently convert sunlight into electricity. Tellurium also can be used as an additive to steel and copper to improve machinability, making these metals easier to cut. It also can be added to lead to increase resistance to sulfuric acid, vibration and fatigue.

“The minerals and metals we produce are essential to accelerate the transition to renewable energy,” Rio Tinto Kennecott Managing Director Gaby Poirier said.

“Adding tellurium to our product portfolio provides customers in North America with a secure and reliable source of tellurium produced at the highest environmental and labor standards with renewable energy. Rio Tinto is committed to using innovation to reduce waste in our production process and extract

as much value as possible from the material that we mine and process.”

Utah Gov. Spencer Cox added, “With abundant natural resources, Utah is ideally positioned to help supply the critical minerals essential to maintain American manufacturing competitiveness. Rio Tinto’s smelter at Kennecott is one of only two that is capable of producing copper and other critical minerals. The new tellurium plant is another valuable contribution to critical mineral independence and energy security in the U.S.” Along with producing almost 20 percent of U.S. copper, Kennecott’s smelting process also recovers gold, silver, lead carbonate, platinum, palladium and selenium, while molybdenum is recovered from the Copperton concentrator. In total, nine products are currently recovered from the ore extracted at Kennecott.
