Ames Moves 1.5 Million Tons of Fill in Tooele County By Lori Tobias CEG CORRESPONDENT

A project under discussion for 60-odd years will give Tooele County residents three miles of new highway and a much needed connection to I-80. Phase one of the $74.4 million Midvalley HIghway (S.R. 179) began last fall, but the project has been on the table since the 1960s. Tooele County got serious about pursuing the funding for the highway in the 1980s, but had to wait 10 years for the money to begin the environmental impact studies. The project is located adjacent to the Great Salt Lake where water tables are high and the soil poor. “It’s a special kind of marsh land,” said Oanh Le-Spradlin, project manager for the Utah Department of Transportation. “It’s salty marsh land, very poor conditions, soft ground, rocks. It could be inundated in water certain times of the year. It’s mostly flat, some hills and situated in the middle of the valley. That’s why we call it mid valley — it’s sandwiched between two mountain ranges.” In order to stabilize the soil, crews with contractor Ames Construction Company first lay geotechnical fabric so that when material is placed on top, the earth below doesn’t sink. with trucks already hauling in 1.5 million tons. “It’s a good mix of small to medium sized rocks,” said David Cox, UDOT resident engineer. “Once we had that well graded mixture, we lay that down, roll it, compact it and put water on it. It continues to build that road up one foot at a time.”

Job Challenges Getting the massive amounts of fill is one of the biggest challenges of the job, Le-Spradin said. One of the problems was figuring out where to source the material and how to get it to the project. “There are not that many alternative routes that can handle this kind of traffic and the amount of it,” she said. “We calculated 20,000 unique trips for double haulers. That has to come from somewhere and we have to consider the impact that would have on any road. Even if we can get it in one source. How? During the design, we drove pretty much all of the local roads. We talked to local governments about using their roads. During construction, it’s the contractor's responsibility. But we just wanted to grease the wheel so they wouldn't hear no in every direction.” The project includes one new bridge over I-80 and an interchange for traffic to get on in east see AMES page 6

Utah Construction Projects SR-92; AF Canyon and SR-144 Utah County

SR-201; I-80 to Jordan River Region 2

Route: SR-144, SR-92 / General contractor: Geneva Rock Resurfacing of S.R. 92 from 5500 West in Highland to the Pine Hollow Trailhead, and S.R. 144 from S.R. 92 to Tibble Fork Reservoir. Curb and gutter, guard rails and barrier will be replaced as needed throughout the project limits. The project will enhance safety and extend the life of the roadway. Starting Tue., May 12, crews will begin work by removing the American Fork Canyon Fee Station at the mouth of the canyon as well as the pedestrian ramps in Highland. Passes can be purchased online or at the Pleasant Grover Ranger District office (390 N 100 E). In early June, crews will start milling and paving the roadway. As part of this work, the Pine Hollow Trailhead and Tibble Fork Reservoir will close temporarily. Construction is expected to be complete in August 2020. Route: From 3200 W. to SR-201 E.B General contractor: Dry Creek Construction The Utah Department of Transportation (UDOT) has begun work and will continue through fall 2020 to renew sections of concrete on State Route 201. Crews will be grinding down concrete to create smooth transitions or replacing entire panels that have deteriorated with general wear and tear and are in need of replacement. The majority of the work will be concentrated at the 900 West, Redwood Road, 3200 West, and Bangerter Highway interchanges. Additional work will be near the convergence of S.R. 201 and I-80 near Blackrock in Tooele County. SR-7 (Southern Parkway); Sand Hollow to SR-9 Washington County Route: Non LRS Route Line Genreal contractor: William Charles (formerly American Civil Constructors) Segment Five is an 8-mi. portion of the Southern Parkway that will complete the overall connection between I-15 in the south and SR-9 in the north. It is located entirely within the city of Hurricane. Segment Five will run from 4300 West to SR-9. Construction is is underway. The contractor is working Monday through Saturday from 7:00 a.m. to 5:00 p.m. Much of the current work centers on a new interchange being constructed where State Route 7 will join State Route 9. This work necessitates the use of a temporary alternate access into Canyon RV Park at 2600 West north of the hotel. 2770 West Street is closed near the area for this phase of the construction. Peerless Port of Entry Carbon County Route: I-6 General contractor: Staker Parson Companies The purpose of this project is facilitating the relocation of the existing Port of Entry along U.S. 6 near Helper to a new site along U.S. 6 near Carbonville to enhance safety of the port. The new port will have facilities and accesses on both sides of U.S. 6. The new site is approximately 7 mi. south of the existing Port of Entry and approximately 3.5 mi. north of Price. Crews will continue excavations heading both eastbound and westbound in preparation for utility pipeline placement. Actual Advertised Date: December 2019 Actual Construction Start Date: April 2020 Contracted Construction End Date: November 2020 US-40 Bridges at Mayflower Wasatch County Route: US-40 General contractor: Dry Creek Construction The purpose of this project is facilitating

the addition of two U.S. Highway 40 undercrossing roads to provide local traffic access across U.S. 40, improving connectivity and providing access for life safety. This includes constructing two bridge pairs to accommodate anticipated traffic volumes for the undercrossing roads. Crews will continue placing steel supports for the new bridges heading westbound. This may cause additional noise, vibrations, and particulate in the area. Crews will continue excavations on U.S. 40 from milepost 7 to 9 heading westbound. Actual Advertised Date: January 2020 Actual Construction Start Date: March 2020 Contracted Construction End Date: June 2021 I-80; Wanship to Echo Summit County Route: I-80 General contractor: Geneva Rock The Utah Department of Transportation (UDOT) is resurfacing a 1-mi. segment of Interstate 80 (I-80) near Wanship (mile post 155 to 156) in Summit County. Crews will remove 4 in. of existing pavement in each direction and replace it with new asphalt. Crews will return to resurface I-80 in each direction between MP 156 and MP 167 (Echo) this summer. Actual Advertised Date: November 2019 Actual Construction Start Date: May 2020 Contracted Construction End Date: June 2020 US-89; Garden CIty Escape Truck Ramp Rich County Route: US-89 General contractor: Wollam Construction This project is a high priority for UDOT after four semi-trucks lost control of their brakes in the canyon and crashed near the intersection at Raspberry Square. The truck escape ramp will be installed approximately one mile west of that intersection and will use an innovative design with a concrete chute to guide the runaway trucks into the right position where cable restraints will then be used to stop the trucks. When the trucks hit the cables, the cables will wrap around the vehicle causing it to lose speed and stop.

The ramp is only one of the measures put in place on to improved safety for trucks travelling through the corridor. Other improvements include a mandatory break check area near the top of the grade, signage and markings explaining details of corridor such as length and grade, and advances notice signs detailing distance to the upcoming truck ramp. Actual Advertised Date: March 2019 Actual Construction Start Date: June 2019 Contracted Construction End Date: June 2020 Bangerter Hwy. at 6200 Salt Lake County Route: Bangerter Highway General contractor: W.W. Clyde As part of its efforts to keep traffic moving on Bangerter Highway now and into the future, UDOT will build a freeway-style interchange at 6200 South. This is a continuation of UDOT’s multi-year effort to upgrade Bangerter Highway and the eastwest arterial roads in order to meet the traffic demands of western Salt Lake County. Project work is scheduled to begin as early as May 2020. Property acquisitions, home demolitions and preliminary utility work will be ongoing through the start of construction.

and westbound directions. There is also one cattle crossing for a local landowner featuring a box culvert measuring 20 x 14 x 200 ft. spanning both directions. Two additional phases are planned for the project. The next is 12 mi. long and the third is a realignment for several mi. But funding has not been secured for either. “For the next phase, we would need about $150 million,” said Le-Stradlin. “But in order for the environmental document to be active we must do something within five years of phase one completion. We’ve divided our funding into three phases. If we can’t get all the chunks at once, we’ll divide it even further. You do what you can. This phase was to be $120 million to build two lanes in each direction, but we only received $74.4 million so we are building one lane in each direction. But the subgrade is built for future expansion. All we need to do is come

back and pave and we’re done.” The rapidly-growing area has lacked alternate transportation routes, relying on two main thoroughfares, I-80 and S.R. 36. “Tooele County is growing exponentially,” said Le-Spradlin. “It’s next to Salt Lake County which is really populated and somewhat built out. Folks that want to be able to work in Salt Lake County can live in this county for much more reasonable costs. The area still retains a country feel, but with better pricing for homes. If you look on the main map, this Midvalley Highway will provide an alternate route to S.R. 36. If something happens on S.R. 36, people end up sitting there waiting until it clears up. Over 60 percent of residents in Tooele County commute to Salt Lake on a daily basis to do any work or recreation. That’s a huge amount. This will provide an alternative.” Phase one is slated to open in late 2021.  CEG

New Temples Announced The Church of Jesus Christ of Latter-day Saints revealed that two new temples will be built in Utah in the coming years. The exterior design plans for the Tooele Valley Utah Temple in Erda and Washington County Utah Temple in St. George were unveiled, as well as another temples slated to be constructed in Washington State. The Tooele Valley Utah Temple, which was announced during the 189th Annual General Conference last year, will be a 70,000 sq. ft., three-story temple located northwest of the intersection of Erda Way and state Route 36. The Washington County Utah Temple was announced in October 2018. It will be a three-story and close to 90,000 sq. ft. temple located near 3000 E. 1580 South in St. George. The city’s other temple, which was constructed in 1877, is currently closed for renovations. It is expected to reopen in 2022. Groundbreaking dates for the two new Utah temples were not released. Church officials said design plans are still in the process

and interior designs will be released at another date, as well. There are currently 17 Latter-day Saint temples in Utah, according to the church. The Tooele Valley Utah Temple and Washington County Utah Temple are two of seven new temples either planned for Utah or under construction in the state. There are 168 operating temples worldwide and more than 50 temples either planned or under construction. Those include eight new buildings Latterday Saint President Russell M. Nelson announced recently. Other locations of temples around the world include: • Bahia Blanca, Argentina • Tallahassee, Fla. • Lubumbashi, Democratic Republic of the Congo • Pittsburgh, Pa. • Benin City, Nigeria • Dubai, United Arab Emirates • Shanghai, People’s of China. 
