Top Construction Projects of 2020 Revealed

A new collector/distributor ramp system will be constructed on northbound I-15 from 9400 South to I-215.

Engineers planned to widen U.S. 89 to six lanes between Main Street in Kaysville.

This month, the Utah Department of Transportation unveiled its Top 10 construction projects for the year and said it is committed to keep such work moving forward during the COVID-19 pandemic.

“Transportation is vital in providing essential goods and services during these uncertain times,” said Carlos Braceras, executive director of UDOT. Transportation “will continue to be a major part of our economic recovery in the coming months.”

UDOT has more than 220 construction projects statewide that are currently in progress or scheduled to start this year, costing a combined $3.3 billion.

The top projects are based on their regional significance and benefit.

1. U.S. 89, Davis County: $489 Million This project will convert a 9.5 mile section of U.S. 89 into a freeway from Interstate 15 in Farmington to Interstate 84. It will widen the road to three lanes in each direction, and replace many existing intersections with new interchanges — including on- and off-ramps. It will also extend and connect frontage roads on both sides of the highway. Construction began in February and is scheduled for completion in 2023. see UDOT page 5

Granite Construction Overhauls Three Bridges on I-80

Crews in Salt Lake County, Utah are working long hours to complete the Blackrock Reconstructed Project. The $41 million effort involves reconstructing three bridges along I-80 to provide safe and efficient travel for growing communities in Tooele County.

“This project is upgrading three existing bridges to meet current design specifications,” said John Montoya, Utah Department of Transportation (UDOT) project manager. “Once complete, the new bridges will provide a 75-year lifespan and a smoother, more durable drive. The updated bridges will also result in less maintenance to repair deteriorated roadways and subsequent impact to drivers to travel during any maintenance activities.”

Granite Construction serves as the general contractor on the project, which began in 2018.

The bridges include I-80 eastbound/westbound over UPRR, along with SR 36 over I-80, which was completed in December 2019.

Currently, crews are in the process of demolishing the original westbound I-80 bridge. Workers are expected to set new girders, pour the deck and switch traffic to the

newly completed westbound I-80 bridge in spring/summer 2020.

Once traffic has been switched to the westbound structure, crews will begin reconstruction of the existing eastbound I-80 bridge.

According to Montoya, the roadway had begun to deteriorate significantly, leading to more maintenance in the area. By updating the roadway to meet current design specifications, it will result in less impacts to drivers and an overall more efficient commute.

The pre-fab temporary bridge is made up of prefabricated sections that were assembled quickly with

little impact to traffic. Once the temporary bridge was launched into place, crews shifted eastbound traffic to the temporary bridge and westbound traffic to the existing eastbound lanes. The traffic shift has allowed for two lanes to remain open in each direction (eastbound/westbound) and for crews to reconstruct westbound I-80.

The temporary structure is the longest bridge that UDOT has launched to date.

“This is a significant contribution, because this method provided a simple, innovative approach that will keep traffic moving during

construction,” said Montoya.

“UDOT’s vision is to keep Utah moving, and I-80 serves as a critical connection between Tooele and Salt Lake Counties. Any disruption to traffic on I-80 can result in hours of delay for drivers commuting between the two counties.”

The temporary bridge construction was accomplished in six stages, using the ABC (accelerated bridge construction) technique. Crews had to build foundational supports, assemble the temporary bridge on site, launch the bridge into formation, lower into place, add decking, pave the deck surface and open the

temporary bridge to traffic The process took about six weeks. The bridge sections were made in N.J. and the transport involved almost three dozen truckloads of materials, requiring constant contact with the shipping agent.

These were built utilizing conventional methods.

The bridges are a system designed to be easily changed for different sites and different conditions.

Once the substructure was completed, workers leveled the area behind one abutment.

“We installed rollers every 25 feet along the outside supports on both sides,” said Montoya. “We then installed all the pins and bolts and assembled the bridge in 20foot sections. Once we had the detailed length built, we would launch that portion of bridge and then continue building out the bridge.”

During paving operations, crews put down tack and fabric on top of the bridge deck to help the asphalt adhere to the metal deck.

2. Bangerter Highway, Salt Lake County: $222 Million This project continues the process of converting Bangerter into a freeway. It will add three freeway-like interchanges at 6200 South in Taylorsville, 10400 South in South Jordan and 12600 South in Riverton.

Construction is scheduled to start this spring and continue through late 2021.

More than 220 construction projects will be divied up among UDOT’s budget.

3. Northbound I-15, Salt Lake County: $163 Million This project will add a new collector/distributor ramp system (similar to the one from 900 South to 2100 South in Salt Lake City) on northbound I-15 from 9400 South to I215. The project also includes a new northbound travel lane from Bangerter Highway to 9400 South. Work began in spring 2019 and is scheduled to be completed later this year.

4. Midvalley Highway, Tooele County: $70 Million This project will build a new highway to improve access to I-80 in the Tooele Valley.

It will run from State Road 138 to I-80, connecting to the interstate via a new interchange located about three miles west of the State Road 36 junction. Construction started in fall 2019 and is scheduled to be complete in 2021.

5. I-15 Express Lanes, Davis and Weber counties: $169 Million This project will widen I-15 to four lanes — including a new Express Lane for carpools and those who pay toll — in each direction between Hill Field Road and Riverdale Road. Once complete, UDOT’s Express Lanes will be 80 miles long, the longest continuous Express Lanes in the country. Construction began in spring 2019 and continues through 2021.

6. Southern Parkway (State Road 7), Washington County: $75 Million This project will build the final segment of the Southern Parkway, which will extend from Sand Hollow to State Road 9. Once complete, Southern Parkway will run 27 miles from I-15 south of St. George to S.R. 9 near Hurricane. Work began on the project in March and is scheduled to finish in early 2021.

7. 5600 West, Salt Lake County: $83 Million This project will widen 5600 West to five lanes between State Road 201 and I-80. It includes a new bridge over railroad tracks, a new pedestrian trail and sidewalk along the road and reconstructing the 5600 West/I-80 interchange. The project started in November 2019 and is expected to finish in early 2021.

8. I-15, Juab County to Sevier River: $15 Million This project will reconstruct seven miles of I-15 in rural Juab County south of Yuba Lake State Park. Work is scheduled to take place this summer.

9. U.S. 191, north Moab to Colorado River: $31 Million This project will widen U.S. 191 in north Moab, adding new travel lanes from 400 North to the S.R. 128 junction, along with a center turn lane for most of this section. This project also includes construction of a new sidewalk on the west side of U.S. 191 and a new storm water collection system. Work started in March and is scheduled for completion in 2021.

10. I-80 auxiliary lane, Tooele County: $6 Million This project is designed to improve traffic flow between State Road 201 and State Road 36 in western Salt Lake and eastern Tooele counties by adding a new exit-only lane on westbound I-80. Construction starts this summer. 

This year’s Utah Asphalt Pavement Association convention was the largest to date in attendance and exhibitor participation. The conference featured more than 1,100 attendees and 85 exhibitors, and along with an exceptional line-up of speakers and educational sessions, the convention delivered something for everyone.

UAPA incoming president, Jeff Collard, of Hales Sand & Gravel, released the following statement on the recent success and his new opportunity as president.

Statement I want to thank you for the opportunity to serve as the president of UAPA. UAPA is a great organization with a lot of great members. I have enjoyed serving on the executive committee this past year, as I have developed relationships with the other members of the executive committee and the members of the board of directors. As president and past-president, Jaden Kemp and Scott Fernald have taught me a lot and I look up to them. Reed Ryan does an excellent job leading this fine organization which is becoming one of the best asphalt associations in the country.

The 2020 Asphalt Conference was a huge success. Thank you, Reed, Keri, and the committee members for all your hard work that goes into making the asphalt conference better and better each year. We want to thank all those members and non-members that made it to our conference. The state of Utah was well represented with many attendees coming from the eastern, central and southern portions of Utah. We want to thank you for traveling great distances to attend the conference.

One concern UAPA has had over time was making sure that UAPA is representing all its members and not just the members along the Wasatch Front. Now that I reside in central Utah, I have a better understanding of some of the needs for rural Utah. UAPA has made strides to better represent Utah with the creation of the Southern Utah Regional Leadership Council and the Northern Utah Regional Leadership Council, with plans to once again have a small conference in the Uintah Basin in early spring 2021.

A little over 20 years ago I got into the asphalt business. Although it was not the direction I had planned to go while I was in engineering school, I am glad that I had the opportunity to work for UDOT and get my foot in the door for a career in road construction. For some it is hard to understand how we could love the smell of asphalt or tolerate 300-degree asphalt under our feet on a 100degree day, but when you look back at the end of the day and you see a high quality, smooth road, parking lot or driveway, you know that you have won that day, and winning fuels the fire for the passion we all have for our asphalt industry. Whether you produce, deliver, preserve, or place fresh asphalt, strive to win each and every day. If we are winning, we are setting the standards high in our asphalt industry and the owners and the public will win as well by receiving a long-lasting asphalt product.

remember to keep yourself and your coworkers safe. The most important aspect in our careers is to watch out for one another and make sure we all go home to our families after every shift. I wish you the best of health and a prosperous 2020.

Outgoing President’s Message: Jaden Kemp, GeoDyne Transport After another successful UAPA Conference, and the world pandemic events that have happened since, I am grateful.

Grateful that we had the Conference when we did and grateful that we are in an industry that the Governor deems “essential” during this tumultuous and unprecedented economic time. My hope for the world is that we stay healthy and that we are able to get back to work and normal life as quickly as possible.

My thoughts surrounding the UAPA Conference stem from the theme of “One Industry, One Goal”. To me this means that we are one in vision and one in purpose. In order to have a vision for our own lives and our industry that is different than our current circumstances, it involves a decision. Decide today to make a change, to be a little better every day. One of my favorite quotes attributed to Ghandi is “Be the change that you want to see in the world.” If we see something that needs to change in the world, in our industry, in our company, we need to decide today to be that change. Criticism is easy and is part of the problem. Owning the

Do not look for somebody else to blame, do not expect that anybody is going to gift you anything, and do what you can control to make things better. Bill Belichick later simplified that message for his New England Patriots that have won six Superbowls: “Do your job.” Don’t spend time worrying about the aggregate sourcing if your job is to run a paving crew.

That focus on something that you do not control prevents you from doing your job to the best of your ability. Decide today to focus doing your job. Decide today to control the things you can control and let go of the things that are outside of your control.

400 Tons Moves Only 300 Feet

Moving the building instead of demolishing it reduces local waste and keeps local businesses open.

As part of the planned interchange at Bangerter Highway and 10400 South, UDOT partnered with a local business in South Jordan to move their office building to a new location — across the parking lot, a small trip of only 300 ft. away.

During the design of the project, two office buildings west of Bangerter Highway were purchased by UDOT to make way for the future southbound off-ramp. The owner of one of the buildings coordinated with UDOT to repurchase his building and is having it moved to a new location away from

the ramp.

This is the biggest building move in Utah history at 15,000 sq. ft. and 400 tons. Moving the building instead of demolishing it reduces local waste and keeps local businesses open.

UDOT will build three new interchanges on Bangerter Highway at 6200 South, 10400 South and 12600 South. Construction on all three is scheduled to start this summer and be complete by the end of 2021.

are carried with a forklift or other equipment and then lowered into place and bolted to the deck.

During construction, crews are able to work around-the-clock, but activities are structured to avoid morning/afternoon peak travel periods. The project, named for the black rocks found on site, affects roughly 26,000 motorists per day.

The biggest construction challenges include working with and around Union Pacific Railroad (UPRR) tracks, dealing with wetlands and coping with small work areas. Montoya said overseeing work at a railroad site presents a number of obstacles.

“UPRR does complicate the project, as we have to be very concerned about maintaining their operations at all times. Also, there are trains that are moving in our work zone, so we have to ensure the safety of everyone, as well. We have plans and procedures in place.”

When tearing down and rebuilding bridges, the primary area of focus is always safety to the traveling public and crews. Compliance and coordination with UPRR for the I-80 westbound/eastbound bridges has been a main focus.

facilities that meet the latest design specifications for the traveling public,” said Montoya. “It will reduce maintenance needs on the road, as well, resulting in less impacts to the public.”

According to Montoya, working on a busy stretch of roadway forced crews to install a temporary barrier between the work zone and the traveling public.

“We have lengthy and detailed traffic control plans to help ensure the traveling public gets safely through the area, as well as warning them about upcoming hazards.”

Montoya noted that the elements have not been a significant issue for workers, so far.

“The weather has not impacted the project, as we have planned for weather days and some unplanned events, but it does affect what we can do on a day-to-day basis. We should be able to work around the weather.

We will lose some days due to snow and cold, but, overall, we should be able to move forward with our work.”

Equipment being used to carry out the work includes numerous Cat excavators, a Cat 950 loader, Cat rollers, a Cat 14H motor grader, Komatsu Arctic trucks and various cranes, including a 900-ton crane. Main materials required include steel, concrete, road base and bridge embankment.  CEG

Sterling Construction Gets $26.4 Million for Univ. Place

RLW is contracted to provide the structural concrete for a nine-story structure with the bottom five levels consisting of 115,000 sq. ft.

Sterling Construction Company Inc. recently announced that its subsidiary, Ralph L Wadsworth Construction LLC was selected by the Woodbury Corporation for a Utah structural project totaling $26.4 million.

The $26.4 million project is part of a $500 million revitalization effort of University Place, a 120-acre multi-use development project located in Orem. RLW is contracted to provide the structural concrete for a ninestory structure with the bottom five levels consisting of 115,000 sq. ft. of structured parking and a lobby and the top four levels with more than 115,000 sq. ft. of Class A office space, boasting unobstructed 360degree views of Utah Valley. Construction is scheduled to begin this spring and is expected to be completed in the fall of 2021.
