‘Building for the Brigade’ Utah National Guard Breaks Ground On $26M Facility

Members of the Utah National Guard leadership joined community partners on March 10 to break ground on the new $26 million Nephi Readiness Center.

The new facility — located on West Airport Lane, south of Meadow Lane and west of the Nephi Municipal Airport

— will be the home of the Utah National Guard’s 1457th Engineer Battalion and 204th Maneuver Enhancement Brigade.

With a footprint of 58,000 sq. ft., it is anticipated that approximately 2,000 personnel, supported by an estimated

100 vehicles, trailers and specialty equipment, will use this facility for both classroom and tactical training. It will act as a “home base” for soldiers who are assigned to Nephi.

Company Raises $7M for Construction Finance Marketplace CoFi, a Lindon, Utah-based construction loan marketplace that provides debt financing for developers and builders across the country, recently announced it has raised $7 million in seed funding as it seeks to transform the construction financing experience for all stakeholders in the construction industry.

These funds will allow CoFi to process billions of dollars in active loan requests nationwide, helping builders finance more projects by paying workers more quickly.

With the new funding, CoFi will help builders address the current housing supply crisis across the country and especially in rapidly-growing Utah, by helping builders finance more projects more quickly and helping them retain workers by paying subcontractors in a matter of days not weeks.

The company works with a network of partner lenders that provide capital for construction projects, mostly multi-family and residential. The company’s software platform facilitates extremely fast payments to workers on construction job sites.

“Paying subcontractors quickly is not

standard in the construction industry,” said Co-founder Mike Lacey “We are contractors. We know how important it is to pay people quickly. So we took the payment time from an average of 74 days down to on average every four or five days.”

Co-founders Cam Harris and Mike Lacey sat down with TechBuzz and described how they were both construction management majors at BYU, became contractors and, by chance, met on a job site."

“Working together at job sites we compared notes about the painful process of paying sub contractors," said Harris. “We each had stories about sub-contractors and contractors not getting paid on time; they ended up having to stop work, drop everything, drive around for hours picking up checks and hastily paying their workers and suppliers. It was a problem that Cam and I fell in love with and got passionate about.

We said, ‘Hey, let's go try and solve this problem,’ maybe naively. But now we are seeing it's starting to resonate, and it’s actually changing lives of contractors and subcontractors that need to be paid for their

work."

They explained how the platform he built is organized: • Construction Loan Marketplace: By engaging multiple partner lenders in a hand-picked, strategically grown lender pool, CoFi can ensure the best rates and terms for construction loans. CoFi was built as construction loan marketplace with lenders that specialize in acquisition, development and vertical construction so builders can spend their time focusing on building.

• Digital Lending Platform: Construction has one of the highest failure rates of any industry and the number one cause is slow payments. Subcontractors and suppliers live on cash flow and getting them paid fast gives builders leverage, loyalty and sets them apart in the industry. Cofi’s digital lending platform offers users an in-house, networked inspection strategy, allowing builders to streamline cash to the job site so everyone can get paid quickly.

Having been contractors, Harris and Lacey said they know what builders need to get their projects financed. They landed on

the idea of a marketplace after they experimented with being a more traditional SaaS provider. They wanted to address the lending process more completely.

“So instead of builders having to go through the process with multiple lenders to see what potential term sheets they’ll get, they come directly to us,” said Harris.

“We get all their information,” Lacey added. “We essentially underwrite the project. We have not just a local network, but a nationwide network that can result in the right lending partner working with the builder to find the right loan product. We built CoFi into the kind of tool I wish I’d had as a builder — one where we’ve replaced sending inspectors out to a job site with tech driven remote inspections to capture project progress and allow developers to sign off on the distribution of funds. This flexible payment schedule wildly improves upon the industry standard of an average 74day pay cycle. It can mean all the difference for a builder who might otherwise lose good workers because they can’t get paid quickly enough.” 

Bill Includes Millions of Dollars for Animal Crossings SALT LAKE CITY (AP) Motorists and truckers aren’t the only ones to benefit from the recently signed $1.2 trillion infrastructure law, which includes the largest investment in road and bridges in a generation.

Wildlife will experience a lifesaving benefit if states tap into some $350 million earmarked for the construction of animal crossings over and under highways that run through wildlife migrating routes in the west and elsewhere, the Deseret News reported.

It’s the largest single sum ever invested to resolve the deadly problem of vehiclewildlife collisions that stretches back nearly a century when government first began funding the construction of high-use roads and highways, according to Matt Skroch, project director of U.S. public lands and rivers conservation for the Pew Charitable Trusts.

“The law has the potential to yield a huge return on investment by making roads safer

and populations of wildlife healthier, across the American West,” he wrote in a recent article for Pew Charitable Trusts.

Wildlife have been roaming the landscape for millennia before the automobile.

Their migration corridors can stretch up to 200 mi. as they head to the lower elevation valleys for winter foraging and return to the cooler mountain areas in the summer Skroch explained the seasonal migrations among deer are passed down from generation to generation, so when roads started crisscrossing their routes in the west collisions were inevitable. A report to Congress by the Federal Highway Administration showed more than 1 million wildlife-vehicle collisions occur annually, injuring or killing thousands of people and animals.

That study, the most recent available, was in 2008. And the carnage persists, particularly in the western United States where traffic volumes have increased. The Pew

article co-authored by Skroch noted a stretch of U.S. Highway 550 near the Billy Creek Wildlife Area in western Colorado is infamous for its roadkill and occasional major accidents, as is a portion of U.S. Highway 26/287 between Riverton and Dubois in Wyoming.

But during the past decade, advances in GPS technology, such as collars affixed to deer, have also made it possible to map animal migration routes with pinpoint accuracy, which has also led to solutions beyond road signs, such as fencing or highway crossings dedicated to wildlife, that are enormously effective.

“Some of these structures have reduced collisions by more than 80 percent,” Skroch wrote.

An example of that success is an overpass dedicated to wildlife erected at Parleys Summit along I-80 in Utah in 2018. Video from the state’s Department of Wildlife Resources shows dozens of animals, from

rodents and deer to moose and bears, using the overpass at all hours.

In the two years before the $5 million wildlife overpass was built, more than 100 wildlife-vehicle crashes were reported, according to the Utah Department of Transportation, and it’s estimated the number of unreported collisions was four times that many.

The technological advances and databacked successes in several state like Utah helped public safety and wildlife stakeholders in both government and nonprofit arenas successfully lobby Congress to include funding for wildlife crossings in the Biden administration’s bill, Skroch explained.

“What the wildlife crossing provision in this new federal infrastructure and transportation bill is all about is providing the guidance and resources to really mainstream that win-win solution” that will save the lives of people and wildlife, he said in an interview. 

Officials Invest $50M in Water Projects, Ecosystem Restoration Deputy Secretary of the Interior Tommy Beaudreau visited Utah County recently where he toured water infrastructure and ecosystem restoration projects funded by President Biden’s Bipartisan Infrastructure Law. A total of $50 million is available through the infrastructure law to the Central Utah Project Completion Act to accelerate construction of water delivery systems that will provide clean, reliable drinking water to more than 100,000 Utah residents and complete the Provo River Delta Restoration Project, providing habitat restoration for a threatened fish species and improving recreational access to the area’s natural environment.

“The investments in Utah from President Biden’s Bipartisan Infrastructure Law will have tremendous impacts to the state’s residents, unique ecosystems, and local wildlife,” Deputy Secretary Beaudreau said. “I’m proud of the work that the Interior Department is engaging in with local, state and Tribal communities and we will ensure that these communities have the resources that they need to tackle the climate crisis, create good-paying union jobs,

advance environmental justice and boost local economies.”

In Provo, Deputy Secretary Beaudreau visited the Provo Delta Restoration Project.

In addition to restoring the area’s natural ecosystem and improving recreational experiences along the Lower Provo River, the Provo Delta Restoration Project will help in the recovery of the endangered June Sucker. In Orem, Deputy Secretary Beaudreau toured the construction of Utah Lake System pipelines where he was briefed on how the infrastructure law is helping speed up construction of critical water systems.

Recently, the Department announced a total of $40 million to the Central Utah Project Completion Account and $10 million for the Mitigation and Conservation Account. These allocations include $38.2 million for the Utah Lake System, including construction of the South Fields Reach 2 and the Salem Reach 1; $4.3 million to complete construction of the Provo Delta Restoration Project; $3 million for construction of the Provo Lakeview Parkway and Trail; and $2.7 million for construction of the Provo River Delta Gateway Park. 
