Officials Break Ground at $1B Lakeview Business Park

The new monumental Class A project is situated on more than 1,300 acres and is among the largest industrial business parks to launch in the entire U.S.

The joint venture of NorthPoint Development, a Missouri-based developer, and The Romney Group, will soon begin construction on what will be a brand new more than 18-million-sq.-ft. warehouse, manufacturing, office and commercial project in Grantsville. The partnership has selected Cushman & Wakefield to perform brokerage services.

Named the Lakeview Business Park, the new Class A project is situated on more than 1,300 acres and is among the largest industrial business parks to launch in the entire United States, according to developers. The partnership will invest more than $1 billion in developing the park. Construction commenced in November on the first speculative building totaling 506,930 sq. ft. in size, and expandable to 1 million sq. ft. The remainder of the project is being developed in phases at future dates yet to be determined.

“We are thrilled to be officially commencing construction within just the next few weeks on this large-scale, rail served, Class A business park along with the special part-

nership we have established with The Romney Group,” said Chad Meyer, president of NorthPoint Development.

“Lakeview Business Park offers a great location for tremendous success with the ability to serve any industrial client in terms of size and labor for many years to come,” he added. “The area boasts a strong local workforce, and with nearly 80 percent commuting daily to Salt Lake Valley, they would now have the opportunity to work closer to home.”

Meyer also highlighted that the property’s strategic Utah location also places it within just a 10-hour drive of half of the United States, including all major western ports.

The new Lakeview Business Park also is just a stone’s throw from The Great Salt Lake and is within 30 minutes of both the renovated Salt Lake City International Airport — which recently opened a new concourse as part of its $4.1 billion phased expansion scheduled to be fully completed by 2024 — and also the Union Pacific Intermodal Hub. As part of the vision for the development, an approximately 400-acre portion of the property will be rail served.

The developer currently is working with Union Pacific and the Utah Inland Port Authority to rehabilitate an existing rail line that routes into the park.

Group of Counties Suspend Grand County Highway Project SALT LAKE CITY (AP) — A group of rural counties in Utah has suspended a highway construction project that would run through the Book Cliffs in Grand County.

The group — called the Seven County Infrastructure Coalition — unanimously voted to halt the project because of opposition from residents who live in the county where the highway would be built,

KUER-FM reported.

The 35-mi. (56-km) road was first proposed in the 1980s to move oil out of the Uinta Basin, county officials said. It was estimated to cost about $350 million back in 2015.

The current proposal would run through East Canyon and would connect tourist destinations in eastern Utah, including Dinosaur

National Monument and Arches National Park.

Coalition Executive Director Mike McKee said he felt the road was a valuable connection to the south and down into Grand County. However, most county residents said the project would be a waste of money since it only shortens the trip from Vernal to Moab by a few minutes and would

negatively impact the animals living in the area.

County Commission Chair Mary McGann said it is likely the project was suspended because the coalition couldn’t secure right-ofway for the road, despite citing opposition as the reason.

The road would primarily run through public land managed by the Bureau of Land Management

and a privately owned ranch.

Ranch owners Lee and Debby Elmgreen said the highway would run right next to their home and sent a letter to the land management department asking it to reject the coalition's right-of-way application.

Department officials said that the coalition withdrew its application shortly after. 

Despite Pandemic, Construction Projects Press Forward

In a year that saw its share of troubles, the Utah Department of Transportation (UDOT) is closing out on a high note — the completion of 135 projects valued at $1.05 billion.

“The fact that we were able to deliver all these projects on time and at budget is an accomplishment just because of all of the challenges we faced, here and around the world,” said John Gleason, UDOT public information officer. “We thought the pandemic would have significant effects on construction and that we would have to shut down projects.

That didn’t happen. Other than a few minor delays here and there, we didn’t see any major hits in the construction schedule. That in and of itself was an accomplishment.”

UDOT highlighted six major projects, but the most notable is the $415 million widening and rebuilding of the I15 technology corridor. The project, which got underway in

“We’ve accomplished a lot in 2020 and the work still presses on,” said John Gleason, UDOT public information officer.

May 2018 and finished this fall, included the widening of four lanes to six in each direction, the construction or reconstruction of 17 bridges, the first frontage road of its kind in the state, replacing asphalt with concrete and a new multiuse trail system connecting to nearby regional trails.

“People think of UDOT as the department of roads,” Gleason said. “It’s transportation, not only focussed on moving vehicles, but moving people. Everytime we look at these projects we look to see if there is something we can do to encourage walking or biking. We’re trying to encourage people not only to drive, but to use other modes of transportation — walking, biking, public transit. As much growth as we are experiencing here in Utah, we’re not going to be able to keep up with that growth simply by adding roads. So we’re looking at other forms of transportation.”

UDOT also installed a new runaway truck ramp on U.S. 89 in Garden City, the first of its kind in the state. The stateof-the-art ramp uses a series of cable nets to stop runaway trucks descending Logan Canyon. The project came after several accidents. see YEAR page 7

Church Announces Temple The Next Closing Date is January 20, 2021

The Church of Jesus Christ of Latter-day Saints announed that a Temple will be built near 800 East and Center Street in Lindon.

The Church of Jesus Christ of Latter-day Saints has announced the location of the Lindon Utah Temple. This temple, which President Russell M. Nelson announced in October 2020, will be built near 800 East and Center Street in Lindon, Utah.

Plans call for a three-story temple of approximately 81,000 sq. ft.

An exterior rendering will be released shortly. A groundbreaking date has not been set. Project leaders will immediately begin working with city officials to coordinate planning for the temple.

Utah currently has 17 operating temples.

In addition to Lindon, temples have been

announced in Syracuse and Tooele Valley.

Temples in Layton, Orem, Saratoga Springs, St. George (Red Cliffs) and Taylorsville are currently under construction.

Temples of The Church of Jesus Christ of Latter-day Saints differ from meetinghouses or chapels where members meet for Sunday worship services. Each temple is considered a house of the Lord where Jesus Christ’s teachings are reaffirmed through baptism and other ordinances that unite families for eternity. In the temple, Church members learn more about the purpose of life and make covenants to follow Jesus Christ and serve their fellow man. 

Okland to Build Riverton’s Mountain View Village Phase II Craig Trottier, president of CenterCal Properties LLC, announced that Okland Construction has been selected to build the 85-acre Mountain View Village Phase II lifestyle development in Riverton, Utah. Okland will begin work immediately on the property that is designed to be a community gathering place, a commercial hub and a residential community with views of the Wasatch Mountains.

CARES Funds on Highways Governor-Elect Reappoints UDOT Executive Director

The Utah Department of Transportation (UDOT) is in the final stages of installing fiber conduit systems in two Utah rural locations to increase internet connectivity for communities and enhance mobility and safety on Utah’s highways.

Utah legislators allocated $30 million of the CARES Act funding to UDOT to support the department’s focus on building roadway fiber optic infrastructure to provide broadband connectivity to rural communities for critical needs, including telemedicine, distance learning and telecommuting.

The fiber conduit systems are being installed along I-70 in Millard and Sevier counties and along I-84 in Box Elder County. In addition, UDOT is extending the fiber conduit to specific locations within the communities to provide Wi-Fi hotspots.

These hotspots will allow individuals in specific areas to get high-speed internet access for their needs.

“Providing these Wi-Fi hotspots to connect rural communities to online resources could not have come at a more essential time,” UDOT Fiber Optics Manager Lynne Yocom said. “This fiber network will make an immediate impact, but also lay the groundwork for a connected future.”

The fiber being installed for both projects

will expand UDOT’s Advanced Traffic Management System to improve transportation mobility and safety. It will allow UDOT to install additional cameras, weather stations and other sensors to provide real-time information about Utah’s roads.

The projects also will contribute to UDOT’s focus in creating information highways for connected and automated vehicle capabilities.

In Millard and Sevier counties, UDOT is installing 117 mi. of fiber along I-70 from Cove Fort to Eagle Canyon. Wi-Fi hotspots will be located at seven locations: Cove Fort, Fremont Indian State Park, Sevier, Richfield, Ivie Creek Rest Area, Sand Bench Rest Area and Salt Wash Rest Area.

In Box Elder County, UDOT is installing 42 mi. of fiber along I-84 from Tremonton to the state line. Wi-Fi hotspots will be located at three locations: Bothwell, Howell and Snowville.

“Wi-Fi connectivity to our State Park Museum has been needed for years and will be a huge service to the public,” Fremont Indian State Park Manager Kevin Taylor said.

“We have more than 30,000 people who visit our park each year who will benefit from this hotspot.” 

Utah Governor-Elect Spencer R. Cox reappointed Carlos Braceras today as the executive director of the Utah Department of Transportation (UDOT).

For the past seven years, Braceras has been responsible for UDOT’s more than 1,700 employees and the design, construction and maintenance of Utah’s 6,000-mile system of roads and highways.

As a member of Governor-Elect Cox’s new cabinet, Braceras will continue to lead UDOT in enhancing the quality of life for all Utahns through transportation. This includes ongoing work to build a smart transportation system that connects communities through roads, transit, and cycling and walking paths.

This delicate balance is critical as Utah’s population continues its rapid growth.

“Transportation is such a critical element in establishing and enhancing our quality of life,” Governor-Elect Cox said. “There’s no one I trust more than Carlos to perform this essential job.”

Prior to his May 6, 2013 appointment as executive director of UDOT by Gov. Gary R. Herbert, Braceras served as the agency’s

deputy director for 12 years. He has worked in various roles since joining the department in 1986, including director of UDOT’s Region Three, chief geotechnical engineer, chief value engineer, a member of the Legacy Parkway/I-15 North Project team, and a roadway design engineer.

Braceras has overseen the completion of several massive highway projects such as the Utah County I-15 Technology Corridor, I-15 South Davis and I-15 The Point. In addition, he has focused on adding more walking and biking trails throughout the state. The Mountain View Corridor features 17 miles of biking and walking paths that run the entire length of the current roadway in Salt Lake County, and the Utah Valley University pedestrian bridge – the longest ever built in the state — will be completed early next year.

As a national transportation leader, Braceras is currently the executive board chair for the Transportation Research Board, a member of the board of directors and pastpresident of the American Association of State Highway Officials (AASHTO).

“Just about two and a half years ago, we had a semi that lost its brakes, or for whatever reason, crashed into a sporting goods store there; the driver was killed,” Gleason said.

“Later, we had within a matter of weeks, two more. We don’t know why it didn’t happen in years past. Any time we have a serious crash like that, we look into what we can do to improve safety. We began looking at a design and got funding secured pretty quickly. This is a cable system. If they do lose their brakes, when the truck enters, the cables wrap around the truck and slow it down until it comes to a complete stop.”

Gleason noted that when a UDOT director was in Wyoming looking at a similar system, a truck lost its brakes and he was able to see the system in action. It saved the driver’s life.

Other Highlights of 2020: ● U.S. 40; Strawberry Passing Lanes — the project extended the westbound passing lanes on U.S. 40 near Strawberry Reservoir an additional 5 mi.; repaved 16 mi. and

constructed a new wildlife undercrossing. ● I-80; S.R. 201 to S.R. 36 Auxiliary Lane — improved traffic flow in western Salt Lake and eastern Toole Counties by adding a new exit-only lane on westbound I-80 between S.R. 201 and S.R. 36. ● I-15; Exit 16 Interchange — widened 3 mi. of I-15 along with S.R. 9 under the freeway near Hurricane. Crews also replaced the two I-15 bridges over S.R. 9, redesigned the freeway on-ramps and improved storm drain systems. ● S.R. 10; 3200 South to 1150 South — widened S.R. 10 south of Prince to add a center turn lane and wider shoulders.

Crews also added new sidewalks, curbs and gutters; and upgraded the drainage system and underground utilities.

“We’ve accomplished a lot in 2020 and the work still presses on, Gleason said. “We have some big ones coming up. One is the widening and the reconstruction of U.S. 89 in Davis County. That’s a really important road. Again, it’s a place we are seeing a lot of growth and we need to make smart decisions for the future. We’re adding express lanes on I-15 in Davis and Weaver Counties. We already have the longest express lanes in the country. We have three Bangerter Highway exchanges to make it more freeway-like. We’ve got a lot of projects in the hopper.”  CEG
