Allen Butler, Webber Lead ‘Top Priority’Amarillo Job Crews from Allen Butler Construction Inc. (ABCI) and Webber LLC are working hard to complete sections of the Texas Department of Transportation’s (TxDOT) Loop 335 project in the city of Amarillo, an initiative that has spent $210 million so far to upgrade aging highway infrastructure, improve traffic flow and safety. SL 335 has been divided into four main segments: Southeast-Segment A, Southwest-Segment B, NorthwestSegment C and Northeast-Segment D. SL 335, which circles Amarillo, connects motorists to national and regional corridors, along with local arterials. “The main point of the State Loop that’s going to be circling around the city is to relieve traffic and freight congestion on Interstate 40, one of the most well-traveled interstates in the state of Texas,” said TxDOT Public Information Officer Jason Britsch. ABCI is responsible for four elements, two of which are ongoing and two have been completed this past year. ABCI completed the $42.4 million I-27 at S SL 335 interchange work, which began in 2018, and the $50.6 million SL 335 from S FM 2590 to I-40, which began in 2019. Crews currently are working on the $26 million Coulter Street to Soncy Road section, which is expected to be completed next summer; and the $50.6 million IH-40 West Interchange to SW 9th Ave. section, which is expected to be open to traffic in early 2024 and be completed in the spring. Another element, the West SL 335/I-40 interchange, is being done in two phases. Phase I deals with the I-40 2ndlevel bridge and SL 335 frontage roads and should be completed next summer. Phase II, unfunded, will cover the SL 335 3rd-level bridge and direct connectors. “We are glad to see that progress continues to move forward on SL 335,” said Joe Chappell, TxDOT Amarillo’s Area engineer. “We appreciate the public’s patience on this project while we continue to build and maintain safe roadways around the city.”

PTR Celebrates Fort Worth Facility With Two-Day Event Premier Truck Rental (PTR) hosted a ribbon-cutting ceremony to celebrate its new facility in Fort Worth. The grand opening ceremony was a two-day event that took place on Nov. 8-9 that featured local Fort Worth officials, facility tours, a vendor expo with equipment demos and an invite-only concert. With a focus on customer appreciation and “Uniting the Forts,” this event provided a platform for national commercial construction and utility organizations to connect and learn more about PTR’s custom fleet rental offerings. The new Texas location spans 84,187 sq. ft over 14.4 acres and includes 18 EV stations, four overhead cranes, a wash bay and a body shop with a paint booth large enough for a Class VIII truck. “We are thrilled to open our second facility in Fort Worth and expand our presence in the region,” said Adriene Horn, president of PTR. “This facility will allow us to better serve our customers and we look forward to continuing to grow in this thriving market.” Throughout the event, attendees experienced an array of activities, including hands-on equipment demonstrations from key equipment vendors, in-depth facility tours highlighting our manufacturing capabilities and a country concert. “We’re pleased with the positive response to our grand opening celebration,” said Rob Troxel, CEO of PTR. “This is the first time

we’ve ever done a private event to this scale and we believe that the connections made and knowledge shared will have a lasting impact on the industry.” This event was supported by some of PTR’s vendor partners: Knapheide, RC Industries, FillRite, Bedrock Truck Beds, Vanair, Miller Electric, Weatherguard, STI and Fleet Complete. Their contributions enhanced the grand opening celebration while supporting the immense growth of the equipment rental industry. This facility is expected to bring more than 100 new-to-market jobs in the area, having both automotive technician and administrative roles available. TTC Approves Historic $345M Investment for 83 Projects New sidewalks, bikeways and other types of infrastructure will help improve safety and enhance quality of life in Texas communities with approval by the Texas Transportation Commission of more than $345 million for projects across the state. The funding will go toward 83 projects that will improve access while providing safety enhancements and mobility options to schools, jobs, public transit and local

destinations. This historic investment in bicycle and pedestrian infrastructure is more than six times as much funding compared to the last transportation alternatives call for projects when it was $55 million in 2021. “This is a major investment in communities across the state that will help make it safer and easier to get around on foot or a bike,” Texas Transportation Commissioner Robert “Robie” Vaughn said. “This optionality supports

safety, active lifestyles, health and wellness and can provide alternatives to traveling by vehicle.” Unfortunately, Texas is seeing a rising trend of pedestrian and bicyclist fatalities. In 2022 there were 830 pedestrians and 92 bicyclists killed, and over the last five years both have risen nearly 30 percent These projects will help improve safety for people walking, biking, or using wheelchairs, including 24 projects that will go in areas with a high pedestrian crash history. “People who walk and bike make up about one out of every five deaths on roadways here in Texas,” Texas Transportation Commissioner Alvin New said. “These projects will help the state move closer toward the goal of zero deaths by giving people a place to walk and bike separate from traffic.” Some of the projects approved include sidewalks connecting to schools and transit options, shared-use paths benefiting both pedestrians and cyclists, new pedestrian bridges, and 15 planning studies. All projects were selected after a competitive call for projects from cities and counties across the state. The Transportation Alternatives program supports local projects that enhance bicycle and pedestrian amenities for people of all ages and levels of ability. These projects improve safe access to multimodal options and connect important community destinations like schools, jobs, downtowns, commercial areas, and medical facilities for Texans who walk, use a wheelchair, or bike. Connector Ramp Closes as Construction Set to Start Up As part of the ongoing Texas Clear Lanes project at I-610 /Cambridge Street, the Texas Department of Transportation will have a continuous closure at the north and southbound State Highway 288 connector ramp to I-610 South Loop eastbound until Feb. 19, 2024, at 5 a.m. Crews will be constructing new SH 288 connector ramps to the I-610 eastbound mainlanes. Motorists can take the I-610 westbound connector ramp to the I-610 westbound mainlanes, then take the exit ramp to Buffalo Speedway, make a U-turn at Buffalo Spdwy to access the I-610 eastbound frontage road, then continue along the I-610 EBFR to the Buffalo Spdwy entrance ramp onto the I-610 eastbound mainlanes. This closure and detour information can be found at the I610/Cambridge project website. As one of six (6) Texas Clear Lanes projects in the Houston area, it is designed to improve traffic flow and connectivity, reduce congestion, add capacity, create better connectivity with SH 288, and improve overall mobility in the surrounding area. Situated in South-Central Houston, the project prioritizes better connectivity between the Medical Center, major event venues such as NRG Stadium,

Houston Central Business and Museum districts, Historic Third Ward, and multiple colleges and universities. The $117 million project includes reconstruction of mainlanes, frontage roads, and the addition of a freeway overpass with eight direct connect tie-ins at I-610/SH 288. The eight direct connect tie-ins will

AECOM to Lead $700M Design-Build Project in Texas Construction, engineering and industry consulting firm AECOM recently said it has been named lead designer for Lone Star Constructors’ $700 million design-build contract for the Interstate (I)-35 Northeast Expansion (NEX) South project in San Antonio (Bexar County), Texas. Lone Star Constructors, which is comprised of Fluor (Irving, Texas) and Austin Bridge & Road (Coppell, Texas), will also maintain the project area’s pavement; structures; drainage facilities; and earthworks, embankments and cutting for 15 years under an $18.7 million general maintenance contract with the Texas Department of Transportation (TxDOT). Under the design-build contract for the 4mi. project, Lone Star will build three elevated express lanes — two general purpose and one HOV (high-occupancy vehicle) — along I-35 in each direction. The NEX South project is one of three that make up the multibillion, 16-mi. I-35 NEX. Part of the statewide Texas Clear Lanes program meant to ease highway congestion, I-35 NEX will see the addition of non-tolled express lanes, new interchanges, access to and from I-35 main lanes and other related work along the project corridor.

The first two contracts for the full project, according to the TxDOT, are design-build — one with Lone Star Constructors and the other with Ferrovial subsidiaries Ferrovial Construction and Webber. The $1.5 billion I35 NEX central project will see Ferrovial carry out a scope of work similar to Lone Star's but along 9.5 mi. of the highway. That work is underway. “We are proud to extend our relationship with the Texas Department of Transportation on this important project that will provide

the transportation infrastructure needed to support the dynamic San Antonio and Austin regions,” said Lara Poloni, AECOM president. “Our teams will deploy their unrivalled technical expertise and local knowledge to complete these ambitious improvements, expanding our record of delivering transformative transportation projects across Texas," Poloni said. Recently, AECOM announced that it had been named lead designer for the

Washington State Department of Transportation's $605 million (legislative funding) I-405, Brickyard to SR 527 improvement project in Seattle-area Bothell, Washington. Skanska USA Civil is the contractor. The 4.5-mi. project will see the expansion of the dual express toll lane (ETL) system, according to Skanska, and includes new lanes, direct access ramps, interchange improvements, bus rapid transit infrastructure and new fish passage culverts. 

Williams Brothers Begins Clear Lanes Project in Houston The Texas Department of Transportation was joined by Texas Transportation Commissioner Robert C. Vaughn, Houston City Councilwoman Carolyn Evans-Shabazz and other elected officials, local leaders, community members and TxDOT staff to celebrate the beginning of the Texas Clear Lanes project at State Highway 35 from Griggs Road to Interstate 45/Spur 5. The project was awarded to Williams Brothers Construction in March 2023 for $93.9 million. Current TxDOT projects in the southeast Houston area have a total investment of $995 billion. As part of the Texas Clear Lanes program and to accommodate continued population growth, the project will construct a new eight lane freeway including 12-ft. mainlanes with ramps and four direct connectors; and also widen the existing bridge to increase capacity, reduce congestion and improve overall traffic flow — particularly during hurricane evacuations. “The improvements we’re making here in Houston and other metro areas are the governor’s vision to clear traffic logjams and get Texans — and Texas products — moving quickly again on our state’s roads,” said Vaughn. “Getting the traveling public through safer and faster is the goal and, since 2015, the Texas Clear Lanes program has $64 billion of non-tolled projects that are completed, under construction, or planned.” The average daily traffic of the project limits, a 1.81-mi. segment, is more than 102,000 vehicles per day and in the next 10 years, it is projected to increase to more than 142,000. An important corridor, it serves as an alternate artery connecting the SH 35 corridor to I-45 and SH 288 for people traveling between southeast Houston and the Houston Central Business District, University of Houston, Texas Southern University, the Historic Third Ward and William P. Hobby Airport. Situated along the railroad corridor on the west side of the railroad, the project will improve linkage between major corridors in southeast Houston, including four roadways on the National Highway System: I-610, U.S. 90A — Alternate 90, I-45, and SH 288. “The State Highway 35 acknowledges the continued population growth in our city and our responsibility to provide robust infrastructure that can accommodate this growth,” said Shabazz. “It will serve to better connect major corridors in southeast Houston making it an invaluable artery in our city’s transportation network.” The SH 35 project also crosses main line BNSF and Union Pacific railroads near the roadway intersection of Mykawa Road, Long Drive and Griggs Road. This triangular roadway intersection is complex due to at-grade rail crossings with these railroads. The project will provide access ramps immediately north of the triangular intersection as well as provide a grade separated route for north-south traffic. The SH 35 project began in April 2023 and is expected to be complete by fall 2026. TxDOT has been constructing animal crossings under highways in critical areas to help protect all Texans safe, both people and animals — including endangered species, like the ocelots who live in South Texas near the Mexico border. These crossings provide a path to get across a roadway away from traffic, preventing crashes that hurt both animals and drivers. TxDOT has built 32 animal crossings across the state and at 21 locations in South Texas specifically to protect ocelots. In Aug. 2023, TxDOT applied for federal grant funding from the Wildlife Crossings Pilot Program for two more locations related to protecting ocelots. The program is part of the $1.2 trillion Infrastructure Investment and Jobs Act that made $350 million available over five years for construction of wildlife crossings. And the crossings, most of which are concrete tunnels connecting existing wildlife paths under highways, have had success. And not just for ocelots. “TxDOT has been monitoring results and found that the crossings are successful in allowing multiple wildlife species to cross our roads,” said TxDOT Environmental Specialist John Young Jr. “As many as 26 different species have been documented using TxDOT wildlife crossings, including mountain lion, alligator, ocelot, bobcat, coyote, Texas indigo snake, striped skunk, racoon, beaver, bridled weasel to name a few.” Ocelots, which look like miniature leopards and about the size of a bobcat, were once found all across Texas. They’d also appear in Arkansas and Louisiana and even down as far south as Argentina. But their habitat in the United States has shrunk greatly over the past 100 years and more. Now, the only population in the country is in deep South Texas. TxDOT hopes to construct more animal crossings around the state — 13 more are currently planned in the Pharr area. TxDOT hopes to construct more as funds become available — to help keep ocelots, other animals and humans safe. Projects like this are apart of TxDOT’s Beyond the Road program, telling the story of TxDOT’s environmental responsibilities. Every day, teams of archeologists, historians and environmental scientists work with engineers to plan around the state’s natural, historical and community resources before building roads and bridges. About Wildlife Crossing Program The Wildlife Crossings Pilot Program (WCPP) is a competitive grant program with the goal of reducing Wildlife Vehicle Collisions (WVCs) while improving habitat connectivity for terrestrial and aquatic species. In creating the WCPP, Congress found that there are more than 1,000,000 WVCs annually, which present a danger to human safety and wildlife survival, cost over $8 billion, and result in approximately tens of thousands of serious injuries and hundreds of fatalities on U.S. roadways. 

Construction Starts On Texas A&M Animal Research Center Texas A&M AgriLife Research hosted leaders from across The Texas A&M University System in a groundbreaking ceremony of the new Animal Reproductive Biotechnology Center at Texas A&M-RELLIS, a 2,400-acre applied research campus in Bryan. The $13 million facility is a joint construction project of AgriLife Research and the Texas A&M College of Agriculture and Life Sciences Department of Animal Science, with completion expected in 2025. The Texas Department of Transportation (TxDOT) awarded the Extra Mile Awards at their annual Texas Transportation Short Course in College Station. The Extra Mile Award recognizes employees who have acted heroically to help a fellow Texan in need. An employee who receives this award has saved someone’s life or attempted to save another life while on the job or on the employee’s own time or acted in a heroic manner to prevent injury to another person or to diminish a life-threatening situation. This year recipients included Presidio Assistant Maintenance Supervisor Jesus Hernandez (seven years at TxDOT) and Crew Chief Jose Ruben Hernandez (20 years at TxDOT). The pair rescued a stranded motorist in a low water crossing. The crew received the call for assistance from the Presidio County’s Sheriff’s Office about 9 p.m. May 27 and were not surprised, both had been working low water crossings and were expecting that same creek to run in the middle of the night, so they left the section maintainer stationed on that creek. The Terneros Creek, as it is called is one of the biggest low water crossings in the Presidio section of FM 170. The plan was simple: get the maintainer, drive in, load the stranded motorist and drive back out — all while remaining safe. As they drove deeper into the water, they

noticed the water was running rapidly, easily three feet deep and was rising. They also noticed the stranded motorist was a Border Patrol Agent. Ruben drove up beside the agent’s truck as close as he could without contacting the machine and the agent’s truck. Jesus climbed out in front of the maintainer’s front section and stood on the moldboard. Ruben rotated the moldboard towards the agent’s truck as Jesus reached out for her. The agent grabbed Jesus’ hand and he helped her onto the machine and secured her. Without the assistance of the TxDOT team, the agent would have remained in grave danger potentially being swept away. “These employees embody the selfless, caring, responsive demeanor we strive to achieve every day in our roles to serve others,” said TxDOT El Paso District Engineer Tomas Treviño. “They didn’t think twice about stopping to render aid and this was especially important in such a remote area of our District.” The first Extra Mile Award was presented in 1983. Recipients are recognized publicly and receive a plaque. This is not the first time staff from the TxDOT El Paso District have been recognized. Staff members were recognized in 2008, 2015, 2018 and 2022. This is the third Extra Mile Award for Jose Ruben Hernandez. 
