Longview Bridge & Road Ltd. (LBR) is building a new 690-ft.-long overpass bridge (two lanes in each direction) on U.S. 69 spanning FM 346 in the city of Tyler to improve traffic flow in the largest municipality in northeast Texas.

LBR crews have been on-site since October 2018 and are expected to complete their work next spring. The other elements include paving adjacent sections of U.S. 69, culvert work, retaining walls and roadway tie-ins on FM 346.

The Texas Department of Transportation (TxDOT) project comes at a cost of $16.7 million. CP&Y Inc. designed the new prestressed concrete Tx46 girder-type bridge and associated infrastructure. The six-span bridge is 80-ft. wide with a 20-degree skew structure. see FLOODPLAIN page 12

Samson Solar Energy Center: Largest Solar Project in U.S. Invenergy, a privately-held global developer and operator of sustainable energy solutions, recently announced a 1,310megawatt solar energy generation facility that will be the largest in the United States upon completion. Officials Hold Virtual Meetings for Highway Improvements Texas officials recently met — virtually — at public hearings to discuss highway improvements throughout the state.

Potential fixes and solutions were brought to the table for some of the area’s most troublesome roads.

The proposed project consists of the reconstruction and widening of approximately 13.7 mi. of U.S. 377 from north of BUS 377E in Pilot Point to U.S. 380 in Cross Roads. Improvements would include the expansion of the current two-lane rural roadway to a six-lane urban roadway with a raised median to provide additional capacity and improve safety. Improvements would consist of 12-ft.-wide travel lanes, 14-ft.wide outside shared-use lanes and 5-ft. sidewalks with Americans with Disabilities Act (ADA) curb ramps in both directions through most of the project. Proposed drainage would be conveyed by curb and gutter, a storm sewer system and crossing

culverts. Other improvements would include realigning the intersections of BUS 377 S at U.S. 377 and FM 424 at U.S. 377. The existing right of way (ROW) width would

increase with the proposed project to 140 ft.

The proposed project is anticipated to require 54.7 acres of additional ROW and 1.1 acres of proposed permanent drainage

easements.

TxDOT also is proposing to improve 7.7 mi. of FM 741 in Kaufman County from U.S. 175 in Crandall to FM 548 in Forney.

Improvements include widening from the existing two lane rural section to a proposed four lane divided urban roadway. The existing right of way width varies from 70 to 100 ft. and the proposed right of way for the project is 140 ft. wide from U.S. 175 to FM 2757 and 120 ft. wide from FM 2757 to the end of project.

The proposed U.S. 60 project will construct a new bridge interchange located southwest of Friona, between County Road 14 and County Road 15. The new bridge will span over U.S. 60 and the railroad, with new entrance and exit ramps to U.S. 60. The proposed project would require the acquisition of additional right of way, however, no residential or building displacements are anticipated. 

Amazon Announces Its First Fulfillment Center in Waco Amazon.com Inc. recently announced plans to open its first fulfillment center in Waco, Texas, which is anticipated to launch in 2021.

Bottom Line Equipment Lends Helping Hand After Derailment

Armed with a fleet of heavy equipment, crews from Bottom Line Equipment helped lift damaged tracks caused by a train derailment on Oct. 29.

A train derailment on Oct. 29 in Texas caused the evacuation of nearly 600 residents in Mauriceville — but the local emergency management office reported no injuries.

A Kansas City Southern train derailed around 7:30 a.m. in Mauriceville, near the state’s border with Louisiana. The derailment involved 25 cars, according to the Orange County Office of Emergency Management. Most of the cars were loaded; 10 were empty.

Bottom Line Equipment, with locations throughout Texas and Louisiana, was there to lend a helping hand in the cleanup effort.

Armed with a fleet of heavy equipment, crews helped lift damaged tracks.

“A freight train derailment in southeast Texas caused railcars to pile up on the tracks and spill over onto a nearby roadway. We were ready with equipment onsite to assist in the cleanup right away,” Bottom Line Equipment said in a Facebook post.

“Five confirmed tank cars were breached, four were leaking a petroleum product that did not represent a risk to the general population and the fifth involves a corrosive product that is being contained,” the Office of Emergency Management said in a Facebook post.

A 1-mi. “exclusion zone,” which initially impacted

600 residents, was set up while cleaning and containment were underway. By the evening of the derailment, the zone included only about 25 to 30 homes, Orange County Emergency Management Coordinator Joel Ardoin told USA TODAY. Total cleanup took about 48 to 72 hours, he said. 

Tesla Gigafactory Making Quick Progress in Travis County

ulldozers and other heavy construction equipment have been at work for weeks at the location of Tesla’s future $1.1 billion electric vehicle factory in southeast Travis County.

The planned 4.5 million sq.-ft. factory will make Tesla’s cybertrucks and Model Y electric crossover utility vehicles.

The site sits on 2,100 acres of land, just off Texas 130.

Travis County and the Del Valle school district helped lure the factory here by approving tax breaks sought by Tesla that are valued at a minimum of about $60 million combined.

Tesla CEO Elon Musk first referred to the plant as a “Cybertruck Gigafactory” since it’s also going to be the site where Tesla’s electric pickup truck is going to be produced.

Crews Able to Beat Water, Soil Conditions On Overpass Job FLOODPLAIN from page 1

“The spans utilize prestressed concrete Tx46-girders ranging from 105-foot to 120-foot in length,” said Paul Schneider, area engineer of TxDOT’s Tyler district. “The skew of the overpass is set to match the underlaying FM 346 roadway and is constant throughout the structure. Given the width of the bridge, not varying the skew eliminates a significant variance in length between exterior girders and instead allows for the same length girder to be fabricated for a given span.

“Slab and girder deflections also remain relatively similar within a span,” he added. “The prestressed girders were selected to optimize span length, structure depth and foundation elements. Additional benefits include their cost effectiveness and familiarity amongst local contractors. The railing and aesthetics of the bridge and retaining walls were designed to match the interchange of U.S. 69 69 at FM 344, 5 miles to the south.”

Construction Progress LBR has completed the main bridge structure and major culvert work. The remainder of the work consists of installing barrier rail, adjacent roadway and ramp tie-ins and FM 346 roadway tie-ins under the bridge.

“The floodplain and creek also affected construction,” said Alvaro Lopez, Longview’s project manager. “The hydraulics and the drainage impacted the project when heavy rains were experienced at the initial phases of construction, which caused delays. These issues were addressed with appropriate drainage and underdrain installation. Additionally, careful planning and resource loading to expedite subgrade and structure work when weather allowed. After the award of the project, only a couple weeks are allotted before the notice to proceed, but our management team and field staff spent the essential time to plan and review how the bid was composed in order to deduce the proper execution plan. However, the team constantly readjusted the plan to match the changing conditions.

“We mainly conduct work during the day, but due to the restricted lane closure times – 9 a.m. to 4 p.m. — we change shifts to accommodate the nature of work that requires closures, which includes traffic switches, pavement operations, beam sets and critical structure work,” he added. “This is a tight work zone due to the traffic configuration, but with help of lane closures and TCP plans, we are able to work through these circumstances. TxDOT is our main client and we always strive to continue the great relationship we have with them. Construction issues are inevitable in our industry, but

The construction sequence and plan of attack proceeded with shifting traffic on the insides of the pavement using temporary pavement to reconstruct NB and SB of U.S. 69, along with the necessary storm sewer and culvert adjustments.

“This was followed by continuing, traffic shifts on outside NB and SB U.S. 69 and culvert work on inside and middle portions,” said Alvaro. “We then proceeded to construct the bridge structure along with MSE retaining walls in this second phase, as well as completing the U.S. 69 transitions and main lanes. Traffic was then shifted to its final configuration, and we completed the remaining storm sewer work and constructed the inner portion of U.S. 69 ramps and FM 346 Uturn.”

The last aspect had traffic shifted onto FM 346 to complete remaining work — leveling up the U.S. 69 main lanes, finishing the final driveways and access to the cross streets, and placing final pavement markings along with landscape work.

Elements of the bridge were prefabricated, including 36,718 sq. ft. of prefabricated concrete deck panels from Austin Prestressed Company, 8,096 linear ft. of TX 46 concrete girders from Texas Concrete Partners, 30,000 sq. ft. of MSE wall panels from The Reinforce Earth Company, and precast drainage items from Forterra.

“Our deck pours consisted of two separate pours, which were conducted at night for temperature control and traffic closures,” said Alvaro. “Our Bidwell bridge screed paver played an essential role on this scope of work. Additionally, East Texas Concrete Pumping provided great assistance to the pour of this deck.”

Safety was a constant for the bridge work.

“We have safety cable systems that are installed for our bridge work and we also use an engineered safety overhang rail system,” said Alvaro. “Our safety record has been good, see FLOODPLAIN page 18

Officials Approve New 63,000-Sq.-Ft. A&M Rec Center

The 63,000-sq.-ft. facility will have areas for basketball, volleyball, indoor soccer, strength and conditioning, a climbing wall and locker rooms, among other amenities.

Texas A&M University’s Board of Regents has approved the construction of a $35 million recreation center on the south side of A&M’s main campus.

The recreation center will be off Bizzell Street adjacent to the A&M golf course and across from Krueger, Mosher and Rudder halls. Construction could begin as early as December and is expected to be completed

by June 2022.

“In recent years, Texas A&M has invested heavily in several facilities designed to enhance the educational experience,” Texas A&M University President Michael K. Young in a statement. “With this new recreation center, we’re supporting our students’ health and well-being, which are essential to helping them succeed not only in the classroom, but also in life.”

The 63,000-sq.-ft. facility will have areas for basketball, volleyball and indoor soccer, strength and conditioning, a climbing wall and locker rooms, among other amenities.

A&M administrators said the facility is needed because of the university’s increasing enrollment. A study by the National Intramural Recreational Sports Association shows a university of A&M’s size should have at least 587,000 square feet of indoor recreational facilities. Since the Student Recreation Center was opened in 1995, the university’s student body has grown more than 60 percent, the university said in a release announcing the project. During the same time, recreational

facilities on campus have expanded by only 25 percent.

A&M administrators noted how all recreational facilities are on the west side of A&M’s campus, which is more than a 10minute walk from many academic and housing buildings.

Multiple assessments

have shown that participants in recreational activities have higher persistence rates and graduation rates than those who do not engage in recreation. A student’s overall health and well-being, coupled with academic success, will prepare graduates for successful careers within the global economy.” 

The recreation center will be located off Bizzell Street adjacent to the A&M golf course and across from Krueger, Mosher and Rudder halls.

Construction could begin as early as December and is expected to be completed by June 2022.

Ground Breaks on $53 Million KSM Hires Sales Manager New High School Expansion A groundbreaking ceremony was recently held to celebrate the renovation and construction of an addition to Midlothian Independent School District’s Heritage High School in Midlothian.

Adolfson & Peterson Construction is the general contractor, and VLK Architects is the architect on this project.

Located in northwest Ellis County, 25 mi. southwest of Dallas, the $53 million project includes a 185,000-sq.-ft. addition to Heritage High School, adding a second-level classroom wing, two gymnasiums, a fine arts complex, cafeteria expansion and four new athletic facilities.

With a completion date slated for summer 2022, the project also will include renovations to the existing high school and gymnasium spaces, a new football field, a new entrance pavilion and parking lot expansions.

Peak days had 75 workers on site. Earth work and excavation accounted for 60,983 cu. yds. of embankment and topsoil, 20,121 cu. yds. of excavation, and 45,508 sq. yds. of cement treated subgrade.

“Longview Bridge and Road has a sister company, Wood County Asphalt, that produces multiple asphalt products which allows us to recycle RAP [reclaimed asphalt pavement] for our projects,” said Alvaro. “Additionally, we have a concrete crusher which we use to recycle concrete paving and base removal. LBR has a commitment to recycle materials to make improvements for the community by avoiding waste and keeping material as well as the work in east Texas.”

New materials should include: more than 4,400 cu. yds. of structural concrete, 44,400 tons of asphalt, 515,842 lbs. of steel, more than 8,000 linear ft. of concrete girders and 30,000 sq. ft. of MSE retaining wall.

Flooding issues have plagued U.S. 69 for years. Crews from Longview Bridge and Road helped alleviate those problems by building a new overpass.

Maplewood 2 Solar Project...

Pipeline Company Building Solar Project in West Texas Canadian Solar Inc. recently announced its wholly-owned subsidiary, Recurrent Energy LLC, is currently constructing the 28 MWac Maplewood 2 Solar Project for Energy Transfer, a Dallas-based Fortune 100 midstream energy company. Maplewood 2 is located in Pecos County in the Permian Basin of west Texas, and will deliver low-cost, clean power to Energy Transfer under a 15-year Power Purchase Agreement (PPA). This PPA marks Energy Transfer’s first-ever dedicated solar contract.

“The Maplewood 2 Solar Project is our third project to be constructed in Texas, bringing our total to more than 385 MWac of low-cost clean solar projects built in the Lone Star State,” said Shawn Qu, chairman and chief executive officer of Canadian Solar. “We are pleased that this project is now under construction, as it brings us that much closer to delivering low-cost, clean power to Energy Transfer.”

Energy Transfer President and Chief Commercial Officer Mackie McCrea added, “The Maplewood 2 Solar Project demonstrates our commitment to reducing our environmental footprint by integrating alternative energy sources when economically beneficial. While we currently use a diversified mix of energy sources along with emission-reducing technologies to operate our assets, this project marks a new milestone for us as our first dedicated solarpowered facility.”

Construction crews are busy at work on a nearly $200 million project to build a modern 227,000 sq.-ft. patient complex and replace the administration building at Rusk State Hospital, the Texas Health and Human Services Commission announced.

Crews recently placed the last beam atop the administration building and are on track to complete 50 percent of the building by February 2021. The construction team also has completed demolition work at the site of the new patient complex and have begun laying plumbing and installing electrical infrastructure.

“The new hospital isn’t just about having a state-of-the-art building,” said Tim Bray, HHSC associate commissioner of state hospitals. “It’s about creating a therapeutic setting that will foster healing and recovery for the patients entrusted in our care. Rebuilding these units is part of our continued mission to be a leader in modern day mental health care for Texans.”

The patient complex will include a 100bed maximum-security unit and a 100-bed non-maximum-security unit. This project also will include the construction of a new administration building.

“I’m proud to support Rusk State Hospital and thank them for all the important work that they do,” said State Sen. Robert Nichols.

“Their enduring commitment to caring for those in need is vital to the health and wellbeing of East Texas residents. The state’s investment in state hospitals shows our dedication to ensuring Texas is a leader in mental health care.”

This project is part of a $745 million investment from the Texas Legislature and Gov. Greg Abbott for the construction and

renovation of state psychiatric hospitals in Austin, Kerrville, Rusk and San Antonio, as well as a new hospital in Houston.

Combined, the construction projects at the hospitals will add at least 350 new inpatient psychiatric beds in Texas within the next four years.

“The construction project reaffirms our state’s commitment to provide quality care for those who need it most,” said State Rep. Travis Clardy. “While the Rusk State Hospital has served our community for over a century, this much-needed investment will not only serve to enhance the facilities with state-of-the-art-innovation, but more importantly provides the Rusk State Hospital with the resources necessary to increase access to high-quality health care for generations to come.”

The three-story, 227,368 sq.-ft. patient complex features single-person rooms, the use of natural light throughout patient rooms and common areas, and outdoor spaces to promote recovery and healing. The first floor will have social interaction spaces such as a movie theater, salon, café, library, gym and a music therapy room. The second and third floors will hold the patient units, an exercise room, group therapy rooms and classrooms.

Outside, there will be secure courtyards and walking trails, as well as basketball and volleyball courts. The new two-story administration building is 18,900 sq. ft. and will accommodate the administration department and IT staff.

The patient building is expected to open in February 2023, and the administration building is scheduled to open in November 2021.
