Buda, Texas, in Hays County, has doubled in population since 2020; it is on pace to continue to grow rapidly as are other communities near the explosive expansion in nearby Austin. Congestion is bound to get worse as the number of semis rolling through town increases and the delays at the railroad crossings get longer.

TxDOT and Hays County are taking action before the problem increases in Buda.

TxDOT has engaged engineering firm BGE Inc. to work with J3 Company to overhaul Robert S. Light Boulevard.

The RM 967/Robert S. Light Boulevard extension project constructs a travel lane in each direction from RM 967 to FM 1626. It also constructs overpasses at the Union Pacific Railroad, the Mustang Branch of Onion Creek and the Centex Materials haul road, as well as add turn lanes on RM 967 and FM 2770 to and from the newly constructed roadway.

The $17.7 million upgrade will create a bypass for trucks and other traffic, carrying it over the Mustang Branch of Onion Creek, the Centex Haul Road and the busy Union Pacific Railroad (UPRR) tracks and on toward I-35 and other destinations. The new upgrades to Robert S. Light Boulevard will facilitate travel from its current endpoint at RM 967 to FM 1626, just south of the city.

The project required 15,000 cu. yds. of concrete, 2.5 million lbs. of steel and 22,500 tons of asphalt.

Gov. Abbott, Officials Break Ground On Loop 1604 Project Gov. Greg Abbott and Texas Transportation Commission Chairman J. Bruce Bugg, Jr. celebrated the groundbreaking for Segment 2 of the Texas Department of Transportation (TxDOT) Loop 1604 North Expansion project in San Antonio on Oct. 19.

As part of the statewide Texas Clear Lanes initiative, the $418 million segment aims to increase mobility, reduce congestion and enhance safety for Loop 1604 drivers through roadway improvements on more than 2.5 mi. at the highly traveled Interstate 10 interchange in northwest Bexar County.

Gov. Abbott and Chairman Bugg were joined at the groundbreaking ceremony by San Antonio District Engineer Gina Gallegos, as well as other state and local officials.

“Key construction projects all throughout Texas, just like this one to widen 1604 in San Antonio, will alleviate the traffic burden experienced by Texans in our fast-growing state,” said Gov. Abbott. “I thank TxDOT and Chairman Bugg for the hard work, vision and leadership in ensuring Texans on the roadways get to where they’re going faster and safer. In the coming years, the exhaustive work of

ments that are needed to help get drivers out of congestion and back to the things they want and need to do.”

“Segment 2 will add capacity with the expansion of the main lanes, increase mobility options with the addition of HOV lanes and create more connectivity with the construction of an innovative interchange at I-10,” said District Engineer Gallegos. “Once the Loop 1604 North Expansion is complete, drivers along Loop 1604

could see future travel times reduced by as much as 76 percent.”

With traffic volume on the Loop 1604 North corridor projected to double to an estimated 290,000 drivers each day by 2045, the Segment 2 expansion project includes improvements to expand the main lanes from a four-lane to a 10-lane expressway, add highoccupancy vehicle (HOV) lanes in each direction and construct an innovative and multi-level interchange at the I-10 intersection.

The Loop 1604 North Expansion project includes plans for five separate segments of construction on the corridor from State Highway 16 (Bandera Road) to I-35. Two Bridge Constructions Pace ‘Heavy Lifting’ of Project BUDA from page 1

Construction is planned for two years, culminating in 2023.

While the construction of two bridges will constitute much of the heavy lifting for the project, other efforts happening at the same time as the bridge building are required including: • Adding travel lanes to and from the bridges from FM 1626 to RM 967; • Adding turn lanes at FM 2770 and RM 967 to and from the Robert S. Light Boulevard. extension; • Building walls at the UPRR bridge abutment headers; • Building a water quality pond for the Mustang Branch Bridge and a detention pond for the UPRR bridge area.

Buda grew up around the railroads in the late 1800s, so the new bridges will bring some welcome relief.

“The Mustang Branch Crossing Bridge is essentially complete and now our team is working on the second bridge over the UPRR, which has 10 spans,” said Craig Patterson, project manager of J3.

“The terrain at the Mustang Branch bridge was challenging, meaning we had to clear out trees and shape the land. There also are several significant holes and hills we had to contend with to create a smooth ground for access to castin-place the bridge bent columns, caps and decking.”

The drillers for the drilled shafts encountered a small cave while drilling for abutment 1 of the Mustang Bridge. Elsewhere they drilled pilings as deep as 60 ft. to provide solid support for the bridges. The Mustang Branch Bridge is 1,575 ft. long with 13 spans. No other caves were encountered for the remainder of the drilling.

“Another significant issue is working around the busy UPRR tracks,” said Patterson. “We coordinated to schedule UPRR designated flaggers to alert us whenever trains are coming. Setting beams across the tracks was especially challenging when we had to halt the process numerous times for train passings. Setting the six beams over the UPRR tracks took

Vermeer Texas-Louisiana, Bobcat of Lubbock Host Annual The co-branded facility along Slaton Road features equipment — both large and small — but the outside display area is certainly dominated by this Vermeer T1155 trencher.

Approximately 300 Vermeer and Bobcat customers and its employees were served lunch during the tailgate party.

Vermeer Texas-Louisiana and sister company Bobcat of Lubbock held their annual tailgate party for customers on October 28 at the companies’ Slaton Road facility.

A cold rain did not dampen the enthusiasm for the popular annual event as approximately 300 enjoyed lunch and an opportunity to win tickets to the Texas-Tech vs Baylor game the following day.

“Our customers are at the heart of what we do every day and we enjoy expressing our appreciation,” said Branch Manager Troy Rhoades.

The two companies serve the underground utility, general construction, pipeline and landscape industries as well as municipalities in the region.

Its equipment ranges from huge Vermeer trenching machines to mini-excavators and lawn equipment from Bobcat.

Adolfson & Peterson Complete New PGA Headquarters

The PGA of America moved into its new $33.5 million, 106,622-sq.-ft. headquarters in Frisco, Texas, a Dallas suburb. The facility is a four-story building situated on a 600acre campus. Adolfson & Peterson Construction (AP) completed the construction this year, having started work on the building in September 2020.

PGA of America announced in 2018 that it was moving to Texas from its long-time HQ in Palm Beach Gardens. For Texas, this is the first premier international sports organization to be based in the state.

“From the start, this landmark project had many eyes watching its development and it has been an extremely popular project,” said Granger Hassmann, Adolfson & Peterson Construction’s vice president of preconstruction and estimating. “We’ve done multiple high-profile projects for Fortune 500 companies, but there is something special about building the PGA of America’s headquarters.”

The project had AP serving as the general contractor, in partnership with Cushman & Wakefield serving as the construction manager. Page, a well-known architectural firm (based in Houston with offices across the country and one in Mexico City and another in Dubai) designed the new HQ. Also on the team were Talley Associates, the landscape architect; L.A. Fuess Partners, the structural engineer; Schmidt-Stacy, the MEP engineer; Brockette Davis Drake, the civil engineer; as well as other consultants.

The development of the $520 million campus is based on a private-public partnership bringing together the PGA of America, city of Frisco, Omni Hotels & Resorts and the Frisco Independent School District. It also is

home to two 18-hole courses, a clubhouse and performance center, a 30-acre practice facility, a 510-room Omni PGA Frisco Resort; public hiking and cycling trails and the PGA District’s “golf-centered entertainment” zone.

The building, which occupies a 6.2-acre site at the northwestern corner of the campus, is based on a regional modernism design and serves as the focal point of the bigger development. It has three floors of office space, meeting and seminar rooms, a top-floor conference room and an outdoor terrace lounge space overlooking the driving range and 10hole golf course, a fitness facility and a professional development center. The ground floor serves staff, PGA members and guests with a video studio and education center.

Challenges “One of the biggest project challenges we

encountered resulted from the February 2021 snowstorm,” said Hassmann. “Not a phrase anyone typically associates with Texas construction projects, yet, the DFW Metroplex shut down for almost two weeks.

During that time, our leadership team discussed how we would thaw out — literally — and prepare for our crew’s worksite return. Safety was our top priority. Portions of the building are below grade, which the adverse conditions impacted greatly.

Fortunately, at that point, we were about 70 to 80 percent complete with the structural steel erection. A lot of planning was done to determine how best to clear the entries and work decks without wasting three or four days simply managing snow.

LEED Silver certification is being sought via sustainability strategies for the construction that included recycling or reusing 75 percent of the construction waste and for the interior, LED lighting and smart building systems, glazing that maximizes daylight, efficient water fixtures and HVAC systems, low-emitting building materials and drought-resistant landscaping.

“Careful attention was paid to the building’s placement and its orientation to maximize the availability of natural light while minimizing solar gain,” noted Page in its project overview. “The team implemented solar analysis studies to determine overhang depths, window locations and trellis placements.”

The firm describes the building as “an open and welcoming environment that celebrates golf and supports its development as a popular sport.”

Hassmann expanded on this.

“PGA’s mission is to get people involved in golf, and they’ve put down community roots to make that happen,” he said. “The leaders want to teach the lessons learned from golf and develop a lifetime love for the sport. This headquarters exemplifies those goals in every design aspect. TxDOT Appoints Several People to New Roles at Department

The Texas Department of Transportation (TxDOT) has announced that Ceason Clemens has been named Dallas District engineer.

Effective Oct. 1, Clemens will oversee the planning, designing, building, operation and maintenance of the state transportation system for the seven-county Dallas District.

She has served as the Dallas District’s deputy district engineer since 2018. The district is comprised of Collin, Dallas, Denton, Ellis, Kaufman, Navarro and Rockwall counties.

As deputy district engineer, Clemens oversaw the daily operations of the 900-employee district, including construction, operations and maintenance. She also managed a portfolio of $2 billion in traditional construction projects, up to $5 billion in design-build projects and a portfolio of projects in planning valued at $28 billion.

Under her leadership in Dallas, the district brought the Southern Gateway project to substantial completion; completed the procurement and started construction of the $709 million I-35E phase 2 project; and launched construction of the $1.7 billion LBJ East project.

“I am honored to have the opportunity to lead the Dallas District and continue its legacy of strong leadership,” Clemens said. “I’m fortunate to have a strong team that will continue to work closely with all our regional partners to plan, build and maintain thousands of miles of roadways in North Texas.”

Clemens began her TxDOT career as a summer hire in the Bryan District. She joined the Dallas District after graduating from Texas A&M University in 2005 with a Bachelor of Science degree in civil engineering. She started as an engineering assistant in the Collin County Area Office, graduating from the district’s engineering rotation program and later serving as design manager. While in Collin County, she managed construction of Texas’ first single point urban interchange at U.S. 75 and Parker Road. In 2011, she moved to the district’s project delivery office to work on procurement and construction of the $798 million design-build project known as the Horseshoe, which rebuilt the downtown Mixmaster. Clemens then became the district’s alternate

delivery engineer, a role where she oversaw construction of multiple design-build projects that together were valued at $3.7 billion.

Clemens was named the director of transportation planning and development in August 2017 and was named the deputy Dallas District engineer in July 2018.

The Plano native is the 2019 recipient of the Gibb Gilchrist Award for outstanding service to the state of Texas in TxDOT. She also received the prestigious Dr. L.I. Hewes Award in 2020 from the Western Association of State Highway and Transportation Officials. And in 2021, Clemens led a Dallas District I-30 Canyon planning team that earned the President’s Award for planning from the American Association of State Highway and Transportation Officials.

Clemens’ appointment fills the vacancy left by Mo Bur, who accepted the role of statewide director of project delivery in September 2022.

was appointed Laredo District engineer in 2017. In this capacity, he was instrumental in structuring and managing a record-setting $1.62-billion 10-year UTP for the Laredo District.

Salazar graduated from Texas Tech University with a Bachelor of Science in civil engineering in 1992.

Other Appointments TxDOT also announced David Salazar as the district engineer of the Fort Worth District, Rebecca Wells as the district engineer of the Atlanta District and Greg Snider as the director of the alternative delivery division (ALD).

Rebecca Wells Wells began her career as a summer hire in the Bryan District. Upon graduation from Texas A&M University in 1998 with a Bachelor of Science in civil engineering, she worked for two years for KSA Engineers in Longview, Texas. In April 2001, Wells returned to TxDOT in the Atlanta District. As a young engineer, Wells worked and rotated through design, advance planning, construction, lab and traffic. In 2006, Wells began working in traffic operations full time. In 2014, she was named the District traffic engineer and in 2018 she was named the director of transportation operations of the Atlanta District.

Much of her career has been focused on system safety.

She is a member of the Safety Task Force, MPO Safety Task Force, Council on System Safety and is on three NCHRP research panels focused on speed limits, LED illumination, and balance of safety and mobility.

David Salazar A 31-year veteran of both TxDOT and private construction, Salazar began his career with Kiewit Construction in 1992 as a project engineer, then with TxDOT in 1995 as an engineering assistant at the Del Rio area office. In 2001, he left TxDOT briefly to work in the private sector. Returning to TxDOT in 2004, Salazar joined the San Angelo District as district materials engineer until his selection as Carrizo Springs area engineer in 2006.

Salazar was appointed Laredo District director of maintenance in 2011. His leadership was instrumental during the district’s pavement preservation and reconstruction period of the Eagle Ford Shale boom years, which caused considerable challenges to the state’s transportation system. Salazar

In 2013, Snider joined the TxDOT team as part of the Strategic Projects Division and later the Houston District’s Strategic Project Office. Within this office, he served as project manager of two of Houston’s alternative delivery projects: Grand Parkway Segments F1, F2 and G; and the SH 288 Toll Lanes Project. In 2020, Snider joined the Project Finance, Debt and Strategic Contracts Division as the strategic contracts management section branch manager.

“Vehicles going through Buda now have to wait sometimes 10-15 minutes after a train passing at the main tracks in Buda,” said Patterson. “That would only get worse as the area continues to grow. Project With More Than 130 Mi. of Cable Barrier Pays Off A recent review of four TxDOT districts shows the success of more than 130 mi. of new cable barriers.

The cable barriers were installed in Lufkin, Pharr, Waco and Fort Worth using part of the $600 million Road To Zero funds allocated by the Texas Transportation Commission in 2019. Since being installed, the barriers have been hit and repaired 242 times.

“I'm going to assume that each of those 242 strikes was a potential fatality had that cable barrier not been there,” Commissioner Laura Ryan said.

As part of its Road to Zero safety initiative, TxDOT has completed 88 projects throughout the state and more than 120 additional projects are currently under construction.

The work includes widening some roads and adding rumble strips that alert drivers if they are veering out of their lane or off the road. In addition, TxDOT is adding reinforced shoulders and select turn lanes and deploying new technology that will increase safety on the entire system of roads.

State transportation departments received encouraging news in October, when the National Highway Traffic Safety Administration released projections showing the first quarterly decline in crash deaths since the earliest days of the pandemic.

In Texas, from January to August of this year, there were 84 fewer fatalities compared to the same time in 2021. The state saw a 9percent drop in distracted driving deaths and an 18-perecent decrease in work zone fatalities.

The new numbers offer a glimmer of hope after record increases in the number of people killed on roads in recent years. But still, officials said, the picture remains alarming.

“The numbers are hopeful news,” Ryan said. “But we have seen a record number of loved ones killed on our roads in recent years, and so the picture remains grim and we must continue to be diligent in what we’re doing.”

Of the fatal crash categories TxDOT measures, the agency saw reductions in all but two — people killed not wearing a seat belt and bicyclist deaths. 

stair with side seating areas. The building interior features coaching and training areas, golf simulators, hitting bays and chipping and bunker practice areas. There’s also space for club maintenance and an adjustment center. It really is a firstclass facility.

“The building’s design maximizes golf-course views with the exterior incorporating beautiful native Texan Lueders limestone cut in large sections of four-foot stones and placed with deep horizontal joints,” he added. “This contrasts with the double-height glazed curtain wall systems marked with vertical fins. There are lots of bends and turns with architecturally exposed structural steel wrapping around the building. The use of unusual roof elements, architectural welding, stones, plaster, metal panels and a tremendous amount of glass enhances this high-tech, out-of-the-ordinary facility.”

Planning for the construction began in early 2020, just prior to the major COVID shutdowns, which required the people responsible for the planning to go from meeting in person to virtual.

“Like the rest of the business world, we had to adjust from the way we were accustomed to operating,” said Hassmann.

“The entire preconstruction process transferred from in-person to Teams and Zoom meetings. We learned the protocol of looking over drawings and plans on camera. Doing everything electronically created different communication processes, but we learned together and despite these new challenges, the design, management and cost assessment planning went smoothly. Thankfully, construction started before the supply chain industry’s downward spiral, so we didn’t experience the struggle of escalating prices and materials shortages that drove up construction expenses as the pandemic lingered.”
