Begins Peacock Solar Project Outside Corpus Christi
bp has started construction on its 187MWdc Peacock Solar project, located 10 mi. north of Corpus Christi in San Patricio County, Texas, helping support the global transition to lower carbon energy.
Peacock will sell all of the electricity it generates under a long-term power purchase agreement to Gulf Coast Growth Ventures (GCGV), a joint venture between ExxonMobil and SABIC, which produces materials used to manufacture clothes, food containers, packaging, agricultural film and construction materials.
Located near the GCGV complex, Peacock will supply power directly to the facility. Once complete, the installation will generate enough renewable energy annually to power the equivalent of 34,000 homes.
The project is expected to create approximately 300 jobs during construction and provide more than $25 million in tax revenue over the first 25 years of the project’s life.
“Securing this agreement and kicking off construction of Peacock helps support the transition to lower carbon energy, while benefiting local communities and the economy,” said Dave Lawler, bp America chairman and president. “It’s another way bp is accelerating growth of our US solar generation capacity, investing in America, and advancing our transformation to an integrated energy company.”
“We want to be good stewards of our environment,” said Paul Fritsch, president of GCGV. “Once online, the solar-generated electricity will be used to partially power our
plant and help reduce emissions in support of a net-zero future.”

Peacock also will be home to a range of agricultural and biodiversity activities, including:
• Planting vegetation under and around the solar panels, including native plant species beneficial to pollinators and other
wildlife.
• Aiming to improve habitat value, species composition, soil health and overall ecosystem functions at the solar farm.
• Sheep grazing at the site to benefit the local rural economy and keep the farmland in production — such practices are known as agrivoltaics.
Solar plays an important role in bp’s renewables & power transition growth engine. Peacock is part of bp’s aim to invest in and build renewable energy capacity of 50 gigawatts (GW) by 2030. bp anticipates that the project will meet its expected returns for renewable power.

Yoder & Frey Adds Experts Hanks, Webre for Texas Site
As part of the continued expansion of the Yoder & Frey business and brand, two industry stalwarts, Terry Hanks and Keith Webre, join the sales team to concentrate on expanding the business across the mid-west and southwest.
Hanks has a solid background in the crane and lifting arena as well as working with OEMs such as Cat and Volvo. Webre joins the team, with experience in agriculture with brands such as John Deere, Komatsu and Case, as well as a great understanding of dozers, graders and specialist piling rigs.

Hanks has been in the heavy machinery and lifting equipment market since college, when he worked for a main Cat dealership. Following a stint with the Volvo corporation, then with Holt Crane & Equipment in Houston Texas, Hanks went to Link-Belt Cranes.
Wanting a change, a challenge and seeking opportunity, Hanks knew little of Yoder & Frey, however thought there was room in the United States for another leading heavy machinery auction house.
Meeting with David Hames who heads up the Houston, Texas site, Hanks was immediately impressed with the business.

Keith Webre
Webre hails from Texas and has been in the heavy machinery sector all his life. Growing up in Louisiana, his grandparents were farmers and driving all manner of machines was in his blood.
Webre has spent time working with John Deere, Komatsu and Case main dealers, then working in the service team at Geo Shack, North America’s largest dealer of positioning, levelling, alignment and grade control solutions to the construction and Agri sector. Working on the electronic troubleshooting team for software systems for big dozers and graders Webre wanted a challenge.
“I have been all around the industry, and have great experience, however I wanted to be in control of my own destiny, and that is what I found with Yoder & Frey. I have the whole of the U.S. to prospect in, and as long as those consignments keep rolling into the yard, the team will be happy.

Ferrovial Lands Nine Contracts Totaling More Than $1B
Ferrovial, a global infrastructure operator, announced, through subsidiary Webber, it was awarded nine construction projects in Texas and Florida, totaling more than $1 billion.
Work includes the reconstruction of bridges, widening of roadways and safety improvements for the surrounding communities.
Ferrovial, through its construction subsidiaries, is now working on projects across 10 states, strengthening its growing presence in the United States.
"I am proud of the work our team is doing to improve the safety of our roadways and alleviate traffic congestion in our communities,” said Jose Carlos Esteban, president and CEO of Webber. “These projects position us for continued growth, developing our talent, and expanding our relevant backlog in Texas and along the East Coast."
In Florida, the $79.9 million project is the company’s first large heavy civil project in the state, where it already maintains roads in Orange, Hillsborough and Pinellas counties, and the Port of Miami tunnel.
Webber will reconstruct one of the busiest interchanges in the city of Jacksonville — the interchange of I-95 and U.S. 1, also known as Martin Luther King Parkway. Work is under way and expected to be completed in spring 2025.
The Texas Department of Transportation (TxDOT) awarded Webber eight projects throughout the state:
• IH-10 Reconstruction Colorado County, $365 million — This project will consist of the complete reconstruction of 12 mi. of IH-10 between Houston and San Antonio. The proposed corridor will consist of three concrete main lanes and two asphalt frontage road lanes in each direction.
Throughout the project, a total of 18 bridges will be completely replaced. Construction is expected to begin in January 2024 with estimated completion in 2027.
• IH-10 Guadalupe County, $245.2 million — Taking place in Seguin, Texas, this project will include a reconstruction and widening of approximately 4 mi. of existing road, along with new bridges and concrete pavement. Other scopes of work include the construction of new frontage roads, a new direct traffic connector between SH 46 and IH19, bridges built over the Union Pacific Railroad and side
street reconstruction.
• U.S. 59 San Jacinto, $190 million — With a complete reconstruction of 6 mi. along U.S. 59, this project will consist of the construction of three concrete main-lanes, two concrete frontage road lanes in each direction, and the replacement of 23 bridges. Construction will begin in January 2024 with an end date in 2028.
• U.S. 75 Collin County, $58.5 million — This freeway operational improvement project of the traffic barrier, signage, illumination and pavement markings will take place along 17 mi. of roadway. Work will begin in January 2024.
• Lubbock County Woodrow Road, $37.9 million — The 2.5-mi. project will reconstruct and widen an existing two-lane FM roadway into four lanes with a dedicated left turn lane from Indiana Avenue to U.S. Highway 87 in south Lubbock County. This roadway is the main corridor for the Lubbock Cooper Independent School District, and with the reconstruction of the roadway, traffic flow and safety will be improved for those in the district. Work will begin in October 2023 and estimated to be completed in 2025.
• IH-27 Bridge Replacement, $24.3 million — With the demo and reconstruction of three existing bridges on IH-27, this project will facilitate cargo movement into and around Lubbock, Texas. Because this area is a cargo route, two of the bridges must remain open to facilitate the movement of cargo, therefore each bridge must be demoed and rebuilt separately from the others.
• U.S. 59 Wharton, $7.1 million — This TxDOT Safety Improvement project that will consist of installing a single slope concrete barrier wall in the median to separate the northbound and southbound traffic. With the Hydraulically Efficient Barrier wall it will also maintain positive drainage should flooding occur in the 100-year floodplain portion of the highway.
• IH-635 Dallas County, $4.2 million — Planned to begin in October and last eight months, the barrier rail project includes the installation of 4.59 mi. of new median barrier to improve the safety for those in the surrounding area.

Kirby-Smith Machinery Inc. (KSM) has promoted Justin Ashlock as its new sales and operations manager in Abilene, Texas.
His responsibilities will include overseeing Abilene’s sales team, building and growing customer relationships and supporting the rental, parts and service departments for the branch.

More Than 20,000 Attendees to Convene at PBIOS
Later this month, the construction industry’s spotlight will shine on oilfields and pipelines in Texas, as dealers and manufacturers showcase their equipment at the Permian Basin International Oil Show (PBIOS) in Odessa, a biennial event.
Larry Richards, president of PBIOS, emphasized the significance of oilfield and pipeline construction within the show.
“Oilfield and pipeline construction are a huge part of the show,” he said, adding that construction is not only essential for the event but also crucial for the entire industry — the creation of vital infrastructure in the Permian Basin is the catalyst for the industry’s prosperity.
The event will return to the Ector County Coliseum in Odessa from Oct. 17-19, 2023. This year’s show boasts more than 700 exhibitors, with approximately 20,000 attendees registered, according to Richards.
While companies supporting oil production occupy the 145,000 sq. ft. of indoor exhibit space, the main attraction lies within the approximately 30 acres of outdoor exhibit area, where heavy equipment takes center stage. This heavy machinery plays a pivotal role in various aspects of drilling and oil and gas transportation throughout the Permian Basin, Texas and New Mexico. It encompasses tasks such as road construction to reach drill sites, excavation for rig and pump locations, and large-scale earthmoving for refineries and other facilities.
In addition, the construction efforts extend to trenching and drilling for pipelines, aiming to keep up with the
region’s escalating oil and natural gas production. Notably, a complex network of water pipelines is emerging to efficiently transport large quantities of water from drill sites to saltwater disposal facilities, replacing the slower method of using vacuum trucks, which was common in the past. This water is then pumped for use in fracking operations, where a single well may require millions of gallons.
Richards, a seasoned industry veteran and retired CEO with three decades of experience, emphasized how the construction industry is spearheading generational changes in the oilfield sector.
Construction activities aren’t limited to the Permian Basin and smaller shale basins like Eagle Ford. Major endeavors, such as the expansion of the port in Corpus Christi, are poised to facilitate the increased export of liquefied natural gas, Richards said.
Overall, Richards predicts that oil and natural gas production in the Permian Basin will reach an all-time high in 2023.
Among the equipment manufacturers and rental companies participating in PBIOS 2023 are Vermeer (Vermeer of Texas-Louisiana), Caterpillar (Warren Cat), Bobcat (Bobcat of Midland-Odessa), Komatsu and Vacuworx (Kirby-Smith Equipment). Beard Equipment of Midland recently completed the acquisition of Whitetail Equipment Rental of San Angelo and has rebranded the facility as a second Beard branch, according to company President Jeff Beard.
Beard is a longtime supplier of equipment to the oilfield and Beard said the addition of the San Angelo branch will help better serve contractors in the east and southern areas of the Permian Basin. The transaction
was completed in May of this year.
The San Angelo Branch sits on two acres on Christoval Road and Beard has purchased an additional 3.86 adjacent acres to accommodate what he said will be a much larger rental fleet moving forward.

At the colossal construction site of the $13 billion Phase 1 LNG terminal in Port Arthur, Texas, a remarkable transformation is under way. This massive endeavor, undertaken by Bechtel for Sempra Infrastructure, a unit of Sempra Energy, promised to reshape the energy landscape over the next several years.
Port Arthur LNG LLC is developing the Port Arthur liquefaction project to help meet global demand for liquified natural gas (LNG). The project is joint-venture with ConocoPhllips along with minor partners.
Port Arthur LNG (PALNG) will be a natural gas liquefaction and export terminal in Southeast Texas with direct access to the Gulf of Mexico. Its facilities will include two natural gas liquefaction trains capable of producing, under optimal conditions, up to approximately 13.5 mtpa in the aggregate, or approximately 698 billion cu. ft. of natural gas per year; two LNG storage tanks; port facilities, including two marine berths for LNG vessel berthing and loading of LNG; natural gas liquids and refrigerant storage; feed gas pre-treatment; truck loading and unloading areas; combustion turbine generators for self-generation of electrical power; and the construction of new natural gas pipelines to deliver natural gas to the terminal.
The terminal is strategically located along the Sabine-Neches ship channel, a key spot near abundant natural gas resources. Port Arthur LNG said that the terminal will have access to the North American gas pipeline system; will be placed on a large contiguous site with large laydown areas; and have a channel that is maintained for deep draft vessels (Q-Max).

Texas Gov. Greg Abbott is pleased that the project was green lighted and under construction.
“Sempra’s selection of Port Arthur as the location for a new natural gas liquefication and export terminal is a strategic decision that will cement Texas’ position as the energy capital of the world,” he said. “With a highly skilled workforce and business-
friendly climate, and as a national leader in LNG exports, Texas is the prime location to expand LNG operations to unleash the United States’ full economic potential in such a critical industry. Expanding LNG is imperative to American energy security, and the State of Texas looks forward to working alongside Sempra to advance this mission and bring more jobs and greater opportunities to hardworking Texans.”
To make room for the facility, a 3-mi. portion of Highway 87 between the Intracoastal Waterway and Keith Lake Pass, which extends to the community of Sabine Pass, is being relocated.
The project also has local benefits.
“Since 2015, Port Arthur LNG has invested more than $40 million to support Jefferson County communities, including working with local vendors to procure materials and services for the relocation of a 3.5mile portion of Highway 87 and on grants to more than 60 local non-profits, schools and business development groups,” states a project press release. “The Phase 1 project is another significant opportunity to expand Sempra Infrastructure’s economic impact. The project is expected to create an estimated 5,000 highly skilled jobs during construction and boost the economies in Port Arthur and Jefferson County.”
Earth work and site prep began in 2022, with construction starting last March after the full notices was given to proceed on engineering, procurement, and construction (EPC).
This is a feather in Bechtel’s cap.

Bechtel secured the engineering, procurement, construction and commissioning project last March. Since then, the engineering and construction giant awarded Port Arthur LNG contracts to Air Products, Elliott and Great Lakes Dredge & Dock.
Site preparation — site clearing, grubbing, stripping, soil stabilization activities, piling, and maintenance of ECD’s — is moving ahead. In preparation for later work, Bechtel has received deliveries of concrete piles by road and water and has started driving piles in areas of the Train 1 main pipe rack.
Dredging and survey activities have been completed at Pioneer Dock 1 and dredging began at the MOF area. The project also includes the construction of roads and a future Entergy substation pad, which have already commenced.
“Bechtel continued to mobilize equipment and personnel to the project site, conduct safety and environmental training,” noted Port Arthur LNG.
A monthly status report provides a good summary of the work that is being done.
The safety of the crews is a high priority for Bechtel.
“Minor, non-reportable safety incidents occurred during this reporting period,” stated the report. “However, there were no healthrelated issues, landowner complaints, agency inspections or reportable spills for this reporting period. One environmental noncompliance was issued, and corrective actions taken. PALNG will continue to inspect construction related activities per the PALNG Environmental Plan.”
The construction site is a hive of activity, with the area divided into subsections, each
with their own functions. Many of the subsections have large crawler cranes at work. Operators also are utilizing excavators, backhoes, dump trucks, dozers and other large pieces of iron.
With ample space, crews are able to pursue their schedules and they have plenty of room to set up piles of earth and rock that is collected on a regular basis. Earth work crews are preparing the sites for the installation of pipes and underground infrastructure, and future buildings with concrete foundations.
Equipment-paired GPS ensures that specifications for foundations are met. The facility, which has many components, are linked via pipes, electrical systems and safety features to
deal with emergencies. The internal road network, which is being laid out, will ensure that personnel can access various buildings and storage sites.
The construction schedule is based on phases to maximize areas for layout yards, materials storage facilities, field offices and other construction needs. The temporary construction roads reflect the plan of attack. The work site itself is close to existing port facilities and gas and oil storage tanks.
As the work site is adjacent to the Gulf of Mexico, it could be impacted by hurricanes and Bechtel has developed plans to deal with hurricane evacuations and shutting down construction when storms do hit the area.
Busy days have more than 100 Bechtel and subcontractor employees on-site. Local
and regional subcontractors are being brought in.
The amounts of materials being excavated via earth work and demolition are still being tabulated and the amounts of new materials —concrete, steel, various types of piping, asphalt, fill and others — have yet to be finalized.
With so much equipment on-site, Bechtel and its subcontractors are keen to ensure they operate efficiently and that repairs are completed rapidly. The large work site allows for the establishment of maintenance yards to do repairs and store replacement parts. In Texas, Bechtel purchases and rents equipment from local and regional dealerships. The Permian Basin is no stranger to setting records. Over the last two years, oil production and natural gas in Texas has been very strong. With increased production growth comes more pipeline projects to carry oil and gas where it needs to go.
As such, the gasoline-to-oil ratios are changing in the Permian Basin.
At this year’s Goldman Sachs Global Energy and Clean Technology Conference, Pioneer CEO Scott Sheffield predicted that within the next 10 years, gas production will account for more than 50 percent of production. He said he expects that Permian natural gas production will reach 30 billion cu. ft. per day (Bcf/d) over that stretch. Because of that growth, he believed new gas pipelines will be needed every 18-to-24 months for at least the near future.
Crude oil will continue to grow as well, according to a Plains All America Pipeline release. It’s looking for Basin production to grow by “as much as 500,000 barrels per day in 2023,” said the report.

TxDOT Devotes $4B to Permian Upgrades
The Permian Strategic Partnership (PSP) recently announced that the Texas Department of Transportation (TxDOT) has approved the Unified Transportation Program (UTP), which serves as TxDOT’s infrastructure plan for the next decade. Notably, the 2024 UTP allocates an impressive $4.3 billion to the Odessa District, providing an increase of nearly $1 billion in additional funding from last year’s plan.
TxDOT’s Odessa District, which oversees the construction and maintenance of Texas state highways in the Permian Basin, will administer the funds allocated by the UTP. Included in the UTP’s $4.3 billion allotment for the region is:
• A total of $686 million in new funding for the I-20 Corridor;
• A total of $285 million in new funding for the U.S. 285 North Permian Promise Project; and
• Investments in other energy sector roads across the Odessa District.
Each year, TxDOT releases the UTP, Texas’ 10-year transportation plan, which outlines infrastructure projects and spending across the state. Funded in part by oil and gas severance taxes from the Permian Basin, the UTP’s additional funding for the Permian Basin is a return of those funds to the local economy, providing jobs, expanding infrastructure and growing economic opportunity for the entire region.
“TxDOT’s endorsement of the UTP represents a major investment for the Permian basin and our infrastructure,” said Tracee Bentley, PSP president and CEO. “The UTP will expand major roadways, including the I20 corridor and U.S. 285, helping reduce commercial and residential traffic, improving accessibility and keeping our roads safe.”

XRI Holdings’ construction of its Evolution Pipeline System in the Permian Basin is capable of recycling and managing more than 500,000 B/D of produced water from producers in the counties of Midland, Glasscock, Reagan and Upton.
The pipeline system is a purpose-built large-scale, multi-producer water recycling and produced water infrastructure network connecting XRI’s existing pipeline system in Midland County to its infrastructure located in Reagan and Upton counties.
The Evolution Pipeline System comprises a total of 230 mi. of pipeline with recycling facilities and produced water disposal wells covering much of the Midland Basin.
The system addresses and mitigates risks
from produced water disposal activity in seismically sensitive areas throughout the Midland Basin, according to XRI. It adds water recycling in areas of high seismicity, including the Gardendale Seismic Response Area, with the capability to transport produced water up to 50 mi. away from major population centers to XRI facilities by aggregating sources and recycling or transporting the water south, away from seismically sensitive areas. Maximizing the produced water recycling will help to alleviate overpressurization of deep disposal formations.
The system is supported by long-term contractual commitments with several Permian operators including Chevron,
XTO Energy and Pioneer Natural Resources. It became operational in the first quarter of 2023.
“The project is a win-win-win for the industry, community and environment,” said XRI CEO Matthew Gabriel. “The Evolution Pipeline mitigates overpressurization risks caused by injection into saltwater disposal wells, reduces the use of
groundwater, particularly potable water sources, and lowers our customers’ costs.”
Headquartered in Houston, XRI owns and operates more than a dozen geographically dispersed recycling facilities with approximately 415 mi. of permanent, large-diameter pipelines and manages more than 1.2 million B/D of water.

ONEOK Saguaro Connector Pipeline: One midstream operator in the U.S. Midwest is ONEOK. Its Saguaro Connector Pipeline subsidiary recently filed a Presidential Permit application with the Federal Energy Regulatory Commission (FERC) to construct and operate facilities for the exportation of natural gas at a new international border-crossing at the U.S. and Mexico border in Hudspeth County, Texas, according to a press release.
The line will consist of approximately 155 mi. of 48-in. natural gas pipe. It will originate at the Waha Hub in Pecos County. Capacity will be approximately 2.8 (Bcf/d). ONEOK expects to make a final investment decision (FID) by mid-2023.
Kinder Morgan Permian Highway: KM’s Permian Highway Pipeline (PHP) expansion project is expected to increase the existing line’s capacity by approximately 550 million cu. ft. per day (MMcf/d). PHP extends from the Waha area to other lines near Katy, Texas, and other U.S. Gulf Coast markets. The main work will involve adding compression.
Kinder Morgan reported that land acquisition is continuing, along with the lining up of materials and contractors for the work. It’s expected to be completed by late 2023.
KM also is hoping to grow capacity in nearby states, as they are filing a FERC application for their Evangeline Pass expansion project in Louisiana and Mississippi.
The upgrade will provide up to 2.0 million dekatherms per day (Dth/d) of additional natural gas capacity on Kinder Morgan’s TGP and SNG systems in those states.
Matterhorn Express Pipeline: In May of 2022, WhiteWater EnLink Midstream and Devon Energy reached a final investment decision (FID) to move ahead with constructing the Matterhorn Express Pipeline. Assuming approvals of regulators and others, they expect the line to be in service by Q4 2024.
Designed to carry up to 2.5 Bcf/d through 490 mi. of pipe, it will reach from Waha to the Katy, Texas area.
Pipeline growth is great for the industry and consumers, but it comes with challenges, both in planning stages and over the long haul.
The Pipeline and Hazardous Materials Safety Administration (PHMSA) of the U.S. Department of Transportation (DOT), requires regular updates on any buildup of houses or businesses near an oil or gas pipeline, due to safety issues. PHMSA requires other monitoring as well. That means midstream companies must schedule visual inspections on their existing systems — as well as the new pipelines coming online — to comply with regulations and to assure the nearby area’s safety.
Aerial inspections will be key tools for efficiently expediting the above-listed requirements.
