The Texas Asphalt Pavement Association held its 47th annual meeting September 20 to 23 at the La Cantera Resort in San Antonio.

TXAPA members, TXDOT personnel and vendor/sponsors gathered to “celebrate our successes, talk about our opportunities, learn and educate ourselves on ways to make workforce stronger and our jobs more efficient,” according to Eric Schranz, president of Austin Bridge & Road and the 2022 TXAPA board of directors.

Austin Bridge & Road was recognized for the quality of its work on runway 18 at DFW Airport.

Wednesday morning the organization handed out its Texas QualityAsphalt PavementAwards, recognizing performance on TXDOT jobs throughout the state. Several contractors also were honored for their seal coat work.

This year, the non-TXDOT project awards were moved to the organization’s Managing Asphalt Pavements (MAPS) conference, which will be held in March of 2023 in Waco.

Later on Wednesday, technical breakout sessions began and the trade show portion of the event opened its doors.

Exhibitors included equipment distributors McCourt Equipment, R.B. Everett & Co and Powerscreen Texas.

Thursday marked a continuation of the trade show and several more technical sessions. Thursday evening, silent and live auctions were held to benefit TXAPA’s scholarship fund. A total of $635,000 was raised.

R.B. Everett & Co represents the BOMAG line of paving, milling and compaction equipment at its Pasadena headquarters and Haltom City branch. Representatives of both Everett and BOMAG were on hand.

Tesla Factory Will Expand By 500,000 Sq. Ft., Says Musk

Tesla officially filed a revised application with the city of Austin’s Housing and Planning Department on Sept. 20.

Tesla has revised its application for Giga Texas to reveal a potential 500,000 sq. ft. expansion of the automaker’s electric vehicle production factory located outside of Austin.Teslaadded12acrestothesite’slimits of construction, while adding 522,720 feet of space to the limit. CEO Elon Musk told Teslarati the expansion will accommodate the automaker’s plans for an “ecological paradise” at the factory.

According to Teslarati, Tesla officially filed a revised application with the city of Austin’s Housing and Planning Department on Sept. 20.

The city noted that, “[Tesla] is proposing revision to previously approved site plan.”

Comparing it to the old filling, Tesla is

proposing a change to the Giga Texas site plan by expanding the limits of construction. The acreage in the previous application was listed at 268. The new application lists it at 280.

Additionally, the square footage of the factory is set to expand by 500,000 sq. ft. The previous application lists the limits of square footage at 11,674,080. The revised application recently filed byTesla pushes the square footage limit to 12,196,800.

“Long-term goal is a boardwalk with amenities that goes all the way to downtown Austin, so you can walk, bike or kayak,” Musk wrote in a Tweet.

more than 10,000,000 sq. ft. of factory floor, so the applications both line up with the company’s description of the factory on its website.

Gigafactory Texas currently builds 250,000 vehicles annually, according to Tesla’s most recent Shareholder Deck. However, the factory opened earlier this year and is not fully ramped. Tesla previously announced that the factory had built its 10,000th Model Y. Eventually, Gigafactory Texas is expected to build upwards of 500,000 vehicles annually.

Tesla has plans to produce the Cybertruck at Gigafactory Texas sometime next year. The vehicle had its design finalized earlier this year, Musk said.

Compact Construction Adds New Location in Wichita Falls

The location of the new facility is located at 7304 Seymour Highway on the southwest side of Wichita Falls.

Compact Construction Equipment LLC, the authorized Bobcat equipment dealer in south, central and west Texas, opened the doors of its 14th authorized dealership operating as Bobcat ofWichita Falls onAug. 1, 2022, inWichita Falls, Texas.

The annual ARTBA “Contractor Safety Awards” were created to promote worker safety and health as core values of the trans portation design and construction industry.

The contractor finalists were competitive ly selected, based upon their accident and injury rates on work sites as reported to the Occupational Safety and Health Administration (OSHA); their Experience Modification Rates (EMRs) as determined by their insurance carriers; and their safety programs.

EDP Renewables Begins First Solar Project in Texas

EDP Renewables North America (EDPR NA), a renew able energy developer and operator in North America, announced the start of construction on its 240-megawatt (MW) Cattlemen I Solar Park in Milam County, Texas.

“Cattlemen is EDP Renewables’ first solar park in Texas and will soon be our largest operational solar park in our North American portfolio,” Kris Cheney, EDP Renewables NorthAmerica executive vice president — central and west ern regions and Mexico, said. “The Milam County commu nity has been a great partner throughout Cattlemen’s devel opment.As we move closer to operation, we look forward to continuing that partnership as a contributing member of the community and expanding upon our relationship with the landowners, local officials and residents.”

Cattlemen Solar Park, which was developed and con structed and will be operated by EDPR NA, will bring a wealth of economic benefits to Milam County and the greater central Texas region through millions of dollars that will be paid to local landowners, a projected $55 million in taxes that will be paid to support area schools and communi ty services and millions of dollars that will be spent locally during the project’s construction and multi-decade opera tional life.

Cattlemen also will support local jobs — both in the 400 employment opportunities created during construction and theseveralfull-timeteammemberswhowillbeemployedto safely run and perform routine maintenance on the park dur ing operations.

Once online in 2023, Cattlemen’s generation will be equivalent to the consumption of more than 37,000 average Texas homes. Cattlemen also will save more than 304 mil lion gallons of water and avoid more than 271,000 tons of CO2 each year that would be needed by conventional gener ationsourcestoproducethesameamountofenergycapacity as the solar park, according to the company.

EDP in Texas

EDP Renewables is a clean energy leader in Texas. The company’s North American headquarters is in Houston and it operates six wind energy projects throughout the state, includingtwophasesoftheLoneStarWindFarm,twophas es of the Los Mirasoles Wind Farm, the Reloj del Sol Wind Farm and the Wildcat Creek Wind Farm. The projects’total operating capacity is 1,089 MW, which generate enough electricity to annually power more than 236,000 average homes in Texas. EDPR’s Texas presence totals an estimated $1.9 billion in capital investment and more than 550 jobs.

Cattlemen has two long-term commercial agreements inplace for the project: a 156-MW power purchase agreement (PPA) with Meta and a 60-MW PPA with Bristol Myers Squibb. Cattlemen Solar Park is the second PPA that EDP Renewables and Meta have executed; the companies’ first PPA was a 139-MW contract for EDPR NA’s 200-MW Headwaters II Wind Farm in Indiana.

Lipham Asphalt and Paving Company LLC and Ricky Gonzales, TXDOT district special ist, won the Sealcoat award in the Abilene district. Region 3 encompasses the Rio Grande Valley and Corpus Christi. The award went to Brannan Paving and Daniel Flores of TXDOT. Kevin King, executive vice president of Missouri Petroleum Products LLC, present ed the Sealcoat Awards for the 2021 construction season at TXAPA’s annual meeting on Wednesday, Sept. 21, at the La Cantera Resort in San Antonio. The region 4 (North and Northeast Texas) award was cap tured by CDM Holdings LLC and TXDOT’s Cody Fuller. Contractor, TxDOT Work to Continue Harbor Project

TxDOThas recently had productive com munications with Flatiron Dragados LLC (FDLLC) and its parent company, ACS Group, regarding concerns over the con structionontheTexasHarborBridgeproject.

Thosediscussionshavetakenanewdirec tionandtonesinceTxDOTissuedanoticeof default on Aug. 16. In a letter to TxDOT datedAug. 28, 2022, FDLLC acknowledged full responsibility for a safe design and con struction of a safe bridge and committed “...to do whatever needs to be done ... to assure that the FDLLC and the TxDOT teams are able to work collaboratively toward the successful conclusion of this project.”

The letter went on to say, “FDLLC will, at its expense, provide designs and install the items of work that resolves the concerns raised by IBT in their reports. FDLLC is ready, willing and able to act upon IBT’s conclusions and do what is necessary to sat isfy TxDOT that iys revised designs in fact accomplish that result.”

TxDOT Executive Director Marc Williams, in an Aug. 31 response letter to FDLLC wrote that, “While these recent efforts are positive, we must quickly work to establish additional specificity to FDLLC’s proposals and arrive at an agreement on the actions to be taken.”

In coming weeks,TxDOTexpects to con tinue conversations with FDLLC and ACS Group to define a path forward to resolve and cure the safety issues identified and doc umented by TXDOT, consultants and inde pendent reviewers.

The construction of the new Harbor Bridge is a regionally significant project. TxDOT remains committed to ensuring that the completed project is safe by all standards and expectations. The department also has consistently said it wants to move this proj ect forward with minimal delay. To that end, also being made available for public review is a letter from Texas Transportation Commission Chairman J. Bruce Bugg pro

TxDOT is committed to completing this project safely, expeditiously and without additional direct expense to the locals.

TxDOT thanked the public and all stake holders for their continued patience as it engages with ACS and FDLLC to resolve the identified safety concerns. TxDOT will remain focused on safety and its responsibil ity to the taxpayers throughout this evolving process. The department will continue to provide information on significant updates as details are available.

About Project

The construction of the new U.S. 181 Harbor Bridge is the culmination of years of research, dedication, collaboration and pub lic participation involving a number of local entities under the leadership and direction of the Texas Department of Transportation (TxDOT). The project is now in the final phase which includes the design and con struction of the bridge.

The project includes replacement of the existing Harbor Bridge and reconstruction of portions of U.S. 181, I-37 and the Crosstown Expressway. The project will include the development, design, construction and maintenance of a total of 6.44 mi. of bridge and connecting roadway. The bridge will include six-lane sections of U.S. 181, three lanes in each direction with a median barrier, shoulders, and a bicycle and pedestrian shared-use path. Additionally, the project includes the reconstruction of approximately 1.6 mi. of I-37, reconstruction of approxi mately 1 mi. of the Crosstown Expressway and demolition of the existing Harbor Bridge.
