Texas’100 Most Congested Roadways to Get Bulk of Funds
The 2023 UTP reflects an unprecedented level of projected transportation funding dedicated to improving transportation safety, addressing congestion and rural connectivity and preserving roadways for Texas drivers.
The $8.5 billion of average annual investment programmed in the UTP over the next 10 years is expected to yield an estimated $15.5 billion per year in economic benefits. The UTP funds will coincide with an additional $32 billion over the life of the program for routine maintenance contracts and project development, such as planning, professional engineering and right-of-way acquisition for more than 7,000 transportation projects and a total investment of $117 billion statewide.

These initiatives have increased the UTP over $50 billion over the 10-year period, with $34.3 billion in projects approved in the 2014 UTP in August 2013. With rural regions of the state supporting the critical energy and agricultural industries, the approved plan includes a historic increase in funding to $14 billion for projects in rural areas. The $8.5 billion of average annual investment programmed in the UTP over the next 10 years is expected to yield an estimated $15.5 billion per year in economic benefits, according to the Texas A&M Transportation Institute. These benefits are a result of increased labor income and business output, as well as the addition of 58,500 direct and indirect jobs.

McCarthy self-perform concrete crews continue to install cast-in-place foundation wall forms for the medical office building structure.
“That’s right, we had the bright idea of pouring concrete for the vault walls in the summer,” said Martin Montgomery, assistant superintendent of the project.
McCarthy self-perform concrete crews prep the medical office building slab-on-grade adjacent to the linear accelerator vaults. More than 50 underground conduits had to be located within ¼-in. of future casework, all before the final tenant improvement design had been issued.

CONCRETE 1
The project’s linear accelerators required massive amounts of concrete. To be exact, 3,065 cu. yds. Two of the pours for the vault walls were 1,100 cu. yd. each, with each taking 12 hours to complete. The third was for the mat slab footing below the walls and took eight hours to complete. Not only were the pours massive, but they also took place during an August heat wave with temperatures topping 100 degrees.

Within Northeast Texas Cancer and Research Institute is a CHRISTUS Health 7,500-sq.-ft. Christ Health advanced imaging center equipped with 3 Tesla MRI, PET/CT, ultrasound, x-ray and nuclear medicine.And an additional 10,000 sq. ft. of clinic space will be used to support the surgical oncology programs of Louise Herrington Cancer Center, an inpatient facility located within the Bradley-Thompson Tower at CHRISTUS Mother Frances Hospital, providing advanced inpatient care for cancer patients. The construction also includes a 620-car parking garage. Such an array of advanced medical technologies requires careful construction of concrete shielding structures as thick as 9 ft. Further, the earthwork performed by McCarthy posed challenges because of the building’s position. Built into the side of a hill, there’s a 23-ft. difference from one side to the other. This called for the use of layback excavation methods and temporary shotcrete (spray concrete) retention walls to allow for the concrete foundation work to be completed on time.

“But it’s also wise to learn from disasters in the past. I grew up in Houston,” Sen. Cruz added. “If you live in the Gulf Coast, you’re going to face hurricanes. That’s just the way it's always been and I suspect the way it always will be. This one-year waiver will help the Gulf Coast Protection District (GCPD) temporarily reduce expenses for its Sabine Pass to Galveston Bay project and provide the GCPD additional time to consider funding options for the non-federal financial share of the project.
The passage is part of the 2022 Water Resources Development Act, which also included numerous provisions to help Texas.
Real Estate Conveyance
The House and Senate must reconcile their versions of the Water Resources Development Act, which both include a plan for the Ike Dike.
Payment of Repair, Rehabilitation, Replacement Costs By Non-Federal Interests
This provision directs the Army Corps to release any easements held by the United States for purposes of navigation in Nueces County, Texas. The Army Corps holds a number of old easements that are no longer considered necessary, and the property interest would be returned to the Port of Corpus Christi, allowing for further economic development.
This provision provides flexibility for non-federal sponsors to finance their share of the repair, rehabilitation and replacement (RR&R) costs associated with certain USACE water supply projects.
Under this plan, the U.S. Army Corps of Engineers is authorized to construct a protection system along the Gulf Coast, to better protect coastal Texas communities and infrastructure from major hurricanes and other storms and natural disasters.
“When the refineries shut down for a skeleton crew during Hurricane Ike, gas in Ohio spiked 60 cents a gallon,” said Weber. “What we do here has massive impact.”

Mayes Middleton met with leadership from the U.S.Army Corps of Engineers Galveston District to visit possible construction sites for the coastal barrier known as the Ike Dike. The foundations were completed in July 2021. In December 2018, the corporation received a $3,300,000 commitment from the Texas Water Development Fund for planning, acquisition, design, and construction of a water system improvement project. Early in the design phase, the project team determined that additional funding would be needed to complete construction due to rising costs. With the remaining project funds and the additional financial assistance recently approved, the corporation will construct a new 200,000-gal. elevated storage tank and a new ground storage tank, as well as make pump station improvements.

The contractor, D.L. Lennon, was awarded 64 working days, weather permitting, to complete this project valued at more than $825,000. The contractor anticipates completing the project by January 2023.
The project will extend the westbound left-turn lane at Collegiate Street. The contractor also will mill and apply a new hotmix pavement overlay on the westbound FM 195 exit ramp, officials said.

The contractor will close 31st Street Northeast (Home Depot), 29th Street Northeast (Animal Hospital of Paris) State Spur 139 (Tractor Supply/Paris Ford Lincoln) and Clement Road (Paris Farm & Ranch/Kubota).
The update on the two short-term projects will include design schematics. The purpose of the Loop 286 Improvements project is to improve safety, increase regional mobility, improve traffic operations and address roadway deficiencies. The Northeast project, which would extend from Stillhouse Road to Lamar Avenue, proposes reconstructing the four existing mainlanes and adding two-lane frontage roads in either direction as well as an overpass at North Collegiate Drive. The Southeast Loop project, which would extend from SH 19/SH 24 to FM 905, proposes expanding the roadway to five lanes with a median left turn lane and shared use path, as well as improvements to the intersection of South Collegiate Drive near Paris High School.Theproposed projects require additional right of way and potentially displace one residential unit and three non-residential structures.

Bartlett Cocke to Construct Entergy Texas’New Facility
Entergy Texas employees assigned to the Chevyland Service Center near I-10 in Beaumont will soon have a new facility. The Texas Department of Transportation plans to acquire the property where the service center is located for the I-10/U.S. 69 interchange project.
“The new facility is an investment that represents Entergy Texas’commitment to being a strong employer and community member in Southeast Texas,” said Eliecer Viamontes, president and CEO of Entergy Texas. Operations from the new warehouse will begin by the end of 2022. The office building is planned for completion in 2024.
As a result of the project, Entergy Texas is working with Bartlett Cocke, a local general contractor, to build the first phase of an approximately 71,000 sq. ft. facility located at U.S. Hwy 287 & Chinn Road.

“As we construct this new facility, Entergy Texas is committed to working with our neighbors to minimize any interruptions and are working closely with the city of Beaumont and other key stakeholders to address any concerns from the community,” said Todd Gallagher, grid senior manager of EntergyConstructionTexas. includes a warehouse, laydown yard, service center, maintenance shop and office building. The facility will be designed to withstand a category 4 hurricane for up to 150 mph winds, which improves storm resiliency and ensures the safety of our workforce during a storm event.
