Permian Basin Will Receive $844M Boost Toward Pandemic Recovery The region at the heart of the once-booming U.S. shale industry is signaling confidence in a nascent recovery after the pandemic crushed demand and curtailed oil and gas drilling.

The Permian Basin has grown over the past decade to produce more oil than Iraq. But it has struggled to cope with some of the effects of its expansion over the past decade: roads crumbling from a heavy volume of 18-wheelers, a lack of doctors, skyrocketing house prices and rents and a lack of qualified workers.

A coalition of energy companies, along with state and local partners, plans to spend $844 million on roads, education, workforce development, housing, broadband and health care in the region, according to the Permian Strategic Partnership, which assembled the group. The Texas Department of Transportation is providing most of the funds, while companies including Chevron Corp. and Halliburton Co. also are kicking in.

Transportation Secretary Pete Buttigieg Visits North Texas On the heels of a big win in the Senate, the passage of the Infrastructure Investment and Jobs Act, Transportation Secretary Pete Buttigieg came to north Texas.

He toured the Terminal C construction site at DFW Airport. It is a modernization project, bringing muchneeded space to the airport. He was joined by Dallas Congresswoman Eddie Bernice Johnson, Dallas Congressman Colin Allred and Fort Worth Congressman Marc Veasey.

Buttigieg then took a trip on a DART train. He spoke to NBC 5 about real, lasting change.

“Some of these differences you are going to see right away. Others will play out over years, and even decades, because this really is a vision not just for this moment but for the entire era to come,” said Buttigieg.

TxDOT Makes Effort to Hire More Women in Prominent Roles

Being one of the largest and most influential departments of transportation in the country, what the Texas Department of Transportation does has an impact on other agencies. This is certainly the case in terms of the hiring of women to assume positions of authority and responsibility, and implementing measures to ensure that women feel welcome within the ranks of TxDOT. The DOT, realizing that its personnel did not reflect the demographics of the state of Texas and that many qualified people were not contributing to the efforts of this important agency, initiated programs to hire more women to redress the balance.

The percentage of women hired has increased over the years and TxDOT is keen to bring in more.

The current statistics show that women hold 497 administrative support positions, 74 positions as officials and administrators, 1,952 positions as professional, six positions in service maintenance, 43 positions in skill crafts and 157 positions as technicians, which totals 2,929.

According to TxDOT, project managers are in the professional job category; inspectors are in the professional and technician job categories; engineers are in the professional and officials and administrator job categories; plan-

ners are in the professional job category; and financial officers are in the professional job category.

Women are making their mark at TxDOT, such as Marisabel Ramthun, who serves as the director of design; Anh Selissen, the director of information technology; Jessica Butler, director of transportation planning and programming; Joan Henderson, director of travel information; and Tina B. LeBlanc, director of diversity, equity and inclusion. These women, and others, via their individual successes in rising in the ranks, are inspiring

others to follow their lead.

Another one of those women is Eliza Paul, who has served as the deputy district engineer for the Houston District since 2015. In her role, Paul oversees the planning, designing, building, operation and maintenance of the state transportation system for the six-county Houston District.

“In construction, you learn something new every day,” she said. “Really, there isn’t a single day that I am not learning something new and that is exciting. The problems and issues you encounter in construction are very unique and

test your problem solving skills.

The people that I have worked with also are genuine and friendly.”

Paul graduated from the University of London and moved to the United States from London, where she obtained her first experience in construction via a summer job.

“I worked on a roadway construction project for a consultant during a summer in college and got some experience in roadway construction,” she said. “When I came to the United States, my friend told me about an opening in TxDOT

and I applied. I thoroughly enjoyed what I did, starting out here and have learned so much throughout all these years working for TxDOT. It is a very rewarding career.

“Working at TxDOT has truly been a tremendous experience for me,” she added. “I had always wanted to work for a big company and my husband said you can’t get any bigger than the state of Texas. I have really enjoyed working here as part of the TxDOT family. I will do my best to accomplish what is expected of me and hopefully will make the department and Houston District a better place as a result of it. You experience challenges in the field every day. Some of them are easier to resolve, while others are more difficult. You cannot be the only one solving the problem, it is a team effort at TxDOT, and we solicit other’s input and expertise in solving the challenges.”

Based on her experiences at the DOT and working with general contractors and subcontractors, Paul hopes that more women will choose construction as a career.

“I would definitely recommend the construction sector and TxDOT to women,” she said. “I am very excited, proud and also humbled to be the first female DE in Houston.”

Transportation Commission Selects JV for I-35 Phase II

Lone Star Constructors, a partnership between Fluor Heavy Civil LLC and Austin Bridge & Road LP, will be the design-build contractor for the highly anticipated Interstate 35E (I-35E) Phase II Project in Dallas County.

Residents are one step closer to seeing improvements to one of the state’s most congested areas due to a decision made recently by the Texas Transportation Commission to conditionally select Lone Star Constructors, a partnership between Fluor Heavy Civil LLC and Austin Bridge & Road LP, as the design-build contractor for the highly anticipated Interstate 35E (I-35E) Phase II Project in Dallas County.

The I-35E Phase II project will reconstruct and widen the mainlanes from six to eight lanes. It also reconstructs the two existing, grandfathered reversible tolled managed lanes.

The $641.6 million project includes additional mainlanes and reconstructed managed lanes, frontage roads and intersections.

TxDOT will now negotiate contract terms with the selected design-build contractor with final award and execution expected later this year. The $641.6 million construction contract will rebuild and widen approximately 6.39 mi. of I35E from I-635 to the Denton County line. The conditional

award also includes an optional maintenance agreement valued at $13.2 million to be implemented at TxDOT's discretion.

The Texas Transportation Commission has designated the I35E Phase II project as part of the statewide Texas Clear Lanes initiative, a program to address the most congested areas in the state.

“Our TxDOT team in Dallas is proud to continue progress toward delivering such an important project for the region," said District

The I-35E Phase II project is anticipated to begin construction in 2022 and conclude in 2025. Future phases of the I-35E ultimate reconstruction project will progress as funding becomes available. 

Harbor Bridge Project Crews Have Productive Summer The summer months were an incredibly productive time for construction progress around the South Interchange or future tie-in point for IH 37, SH 286 (Crosstown Expressway) and US 181.

Despite initial rain delays, roadworks and structure crews met several goals to accomplish major upcoming traffic shifts, connector switches and demolition of existing ramps around the IH 37 and SH 286 Interchange.

Building roadways suitable for heavy traffic requires careful planning and the execution of environmental, scientific and structural assessments. Following is an overview of the process involved to construct and open a new detour to northbound US 181 and Antelope Street and the new Northwest Loop Ramp (NWLR) to SH 286 to traffic in August.

Utilities, Drainage Underground work to install utilities, sewer and storm drainage is a complex infrastructure essential to building a new busy thoroughfare expected to last for many years.

Excavation, environmental compliance and testing occur before a vast web of pipe and cable are placed up to 15 ft. below a roadway.

Walls, Sloping Building retaining walls is necessary for enhanced stability depending on the new road elevation. This step is often done in tandem with ongoing excavation. Mechanically Stabilized Earth (MSE) walls are constructed by placing

Grading, Aggregate Base, Asphalt Paving The concept of ground stabilization is 5,000 years old.

Subgrade preparation is where the base is excavated or “cut down” to the natural earth. Then a thick layer of non-organic material with a targeted plasticity index range is applied to a specified thickness, graded, treated with lime and subjected to a curing process. Next, a dense concrete treated base

Traffic Rail Foundation, Concrete Barrier, Metal Beam Guard Fence (MBGF), Mow Strips, Curb, Gutter Final elements to make a roadway safe for motorists are added after the paving is complete. TRF is installed to create a base for concrete barriers meant to contain a vehicle from skidding and sliding over the edge. MBGF is another form of protection for wayward vehicles and is mounted on top of mow strips or concrete overlay used for weed prevention in hard-to-mow areas. Curb and gutters are poured and tied-in to drain inlets strategically positioned along the roadway.

Sign Columns, Opaque Painting, Striping, Signage Three large sign column structures, up to 35-ft. tall, were recently completed near Coles High School and the NWLR to assist motorists with navigating the area when the new routes are opened. Opaque paint sealant is being applied to the sign columns and bridge substructures to prevent vehicle spray before opening the new lanes to live traffic. Striping (yellow on the left/white on the right) and directional signage placement are the last steps typically completed the day before a new roadway opens to motorists. Quality Control and walkthrough inspections are conducted at several intervals throughout the construction process. 

New Task Force Directs Funding to Vital Highway Safety The Texas Transportation Commission recently announced a new task force to be comprised of representatives from the Texas Department of Transportation and the state’s metropolitan planning organizations (MPOs) to further identify and fund safety projects from funding allocated to MPOs throughout the state with a relentless focus on reducing the number of fatalities on Texas highways.

In 2019, the Commission directed TxDOT to work toward a goal of reducing the number of deaths on Texas roadways by half by the year 2035 and to zero by the year 2050. To achieve “The Road To Zero” goal, Commission Chairman J. Bruce Bugg, Jr. said it is essential that TxDOT work closely with its MPO partners.

“This will allow us to work with MPOs to effectively direct unspent funding from Categories 5, 7 and 8 to critical safety projects that will improve our roadways and ultimately help reduce the number of deadly crashes,” Bugg said. “We know this goal is achievable and this new task force is yet another

key component to getting there.”

The TxDOT/MPO Safety Task Force will be co-chaired by Commissioners Laura Ryan and Alvin New and will include representatives from across TxDOT and each of the state’s MPOs. “There is not a moment to waste to ramp up our collective efforts and do all that we can to save lives,” said Commissioner Ryan.

“The trend in roadway fatalities is going in the wrong direction, and not a single death is acceptable.

These numbers represent real people and real losses. We must do more, and it takes all of us working together.”

ways.

“Ending the streak of daily deaths on Texas roadways is a responsibility shared by every Texan,” said TxDOT Executive Director Marc Williams. “The TxDOT/MPO Safety Task Force will help bolster the partnership we have with local leaders, allowing us to better focus our efforts, our ideas and our funding on saving lives.”

Federal law requires that an MPO be designated for each urban area with a population of 50,000 or more. There are 23 MPOs in Texas. Each of the MPOs receive federal funding for transportation planning.

The TxDOT/MPO Safety Task Force will help direct available funding toward the goal of reducing the number of deaths on Texas roadways. It will provide regular updates to the Commission, with a final report delivered at the completion of its initial two-year term.

ASCE Names Gonzales Outstanding Civil Engineer Advocate The American Society of Civil Engineers (ASCE) recognized Griselda Gonzales with the ASCE Texas Section as the 2021 Outstanding Civil Engineer Advocate of the Year. Gonzales’ efforts have promoted the civil engineering profession to state and local Texas lawmakers, advancing critical legislation within the Lone Star State. She met with U.S. Sen. Ted Cruz and U.S. Sen. John Cornyn to advocate for the passage of the Water Resources Development Act (WRDA) of 2018 and for the passage of the Federal Aviation Administration (FAA) Reauthorization Bill.

Locally in Texas, she provided testimony to the House of Representatives Committee on Natural Resources regarding Hurricane Harvey in 2018; led the 2019 Texas Section Legislative Drive-In; and spearheaded two State Public Affairs Grants (SPAG) for the Section and the Houston Branch. Her involvement has continued with participation in the 2021 Legislative Drive-In and Fly-In. “I am honored and humbled in receiving this award because I was nominated by my peers,” said Gonzales. “That means a lot.

Recently, Gonzales was a leader behind the 2021 Infrastructure Report Card (IRC) for Texas and serving as the Texas Section’s vice president of Professional Affairs (2020-2021). As a key contact, she continues to engage in public policy and meet with local representatives and elected officials.

The Outstanding Civil Engineer Advocate of the Year Award was created to recognize the efforts of ASCE Key Contact advocates who consistently promote ASCE’s legislative issues that advance the engineering profession and the public it serves.

This can be done through meetings with policymakers, interactions with the media and spearheading advocacy tools such as pertinent reports to their state. Awardees can be nominated by another individual or group.

“Griselda has a long history of championing infrastructure to better serve her community and profession, and those efforts have only increased over the years,” said Jean-Louis Briaud, president of American Society of Civil Engineers.

“Griselda is the perfect example of what one person with great passion and sense of civic duty can accomplish, shedding light on crit-

ical issues and inspiring others to follow her lead. Her work advocating for infrastructure prioritization with members of Congress and advancing the 2021 Report Card for Texas’ Infrastructure demonstrates her commitment to the field, and we are grateful to have her as a member of ASCE.”

Gonzales established GRIS Engineering PLLC, a female-minority owned firm, in May 2021. She has a broad range of experience including planning, design, construction administration and management of public and private projects. Most recently she focused on planning and designing mobility infrastructure projects to assist local communities with leveraging federal funding opportunities for needed improvements.

Her passion extended to her professional career when she joined the ASCE Texas section in 2017 after attending the section’s Legislative Drive-In. Her passion for sustainability and educating others on infrastructure and the civil engineering profession kept her active with the Government Affairs Committee (GAC) where she served as co-chair, chair and then vice president of Professional Affairs elect.

She has remained committed to the organization by promoting ASCE and advancing civil engineers as trusted advisors.

Texas Governor to Spend $250M On New Border Wall AUSTIN, Texas (AP) Texas Gov. Greg Abbott said recently that he will use $250 million in state money and crowdsourced financing to build more barriers along the U.S. border with Mexico.

But questions remain over how far Abbott, a Republican, can go for a project whose total cost, length and timeline are unclear and could face legal challenges from the federal government.

More than a dozen Republican members of the Texas House and Senate joined Abbott for a livestreamed press conference announcing his intentions to hire a project manager to continue constructing some version of a wall announced, echoing former President Donald Trump’s unfinished campaign promise to fortify the southern U.S. border, of which 1,200 mi. is in Texas. Abbott also said he is asking the federal government to return land obtained for the U.S. government’s wall and return it to private citizens who can allow Texas to finish the job.

Barth assumed his new role on Aug. 1 and will serve alongside Deputy Executive Director Brandye Hendrickson, who joined TxDOT on July 19.

Both positions report to Executive Director Marc Williams, with Barth responsible for leading TxDOT’s program delivery overseeing all roads, bridges and maintenance throughout the entire state to ensure transportation projects meeting the needs of Texans are delivered efficiently and effectively.

Most recently, Barth served as TxDOT’s director of project planning and development, where he oversaw TxDOT’s Transportation Planning and Programming, Right of Way, Environmental Affairs, Professional Engineering Procurement and Transportation Programs divisions.

“TxDOT’s mission is ‘Connecting You With Texas,’ and that means delivering needed transportation projects across the state to improve safety and mobility,” said Williams.

“Brian is a proven leader with a strategic mindset and a commitment to follow-through to ensure we get it done.”

Barth’s extensive transportation experience includes serving as the district engineer for TxDOT’s Fort Worth District from 2013 to 2018, working to solve Metroplex-area transportation issues. Under his direction as district engineer, he

oversaw more than $1 billion in construction work each year in addition to major projects on I-35W, SH 360 South and the I-30/SH 360 Interchange.

“Governor Greg Abbott asked me to ‘turn dirt’ and therefore my mantra for TxDOT is ‘execute, execute, execute’ when it comes to meeting the transportation needs of Texans and Texas communities,” said Texas Transportation Chairman J. Barth began his career at TxDOT in 1988 as an engineering assistant in the Dallas District.

In 2003, he was appointed as the Dallas District’s director of transportation planning and development. From 2009 to 2013, Barth served as the Fort Worth District’s deputy district engineer, providing joint oversight and development of the DFW Connector, North Tarrant Express, I-35W, I-30 and Chisholm Trail Parkway.

Jane Nelson, chair of the state Senate Finance Committee, said in the press conference that the $250 million in state money — that Abbott referred to as a down payment — was being allocated as authorized under emergency orders. She did not clarify where the public money came from originally, but in a letter released later by Abbott’s office the governor said it would come from the Texas Department of Criminal Justice’s budget.

The state also has set up a webpage and post office box so anyone can donate money for Abbott’s wall.

President Joe Biden suspended construction of a border wall upon taking office, and his administration recently announced a plan to divert funding from what was former President Donald Trump’s signature project. Trump’s project is more formidable than barriers it replaced, but it isn’t uncommon for smugglers to guide people over or through it. Portions can be sawed with power tools sold at home improvement stores. 

addressing growth throughout the Houston District. After working as a design engineer, she rose to assistant area engineer for construction projects within the core of Houston in 1998.

Her accomplishments include providing oversight for portions of the I-10 Katy Freeway reconstruction. The $2.8 billion Katy Reconstruction Program was the largest corridor undertaking in TxDOT history on one of the busiest highways in the state. Paul also served as Brazoria County area engineer before she was promoted to deputy district engineer in 2015.

Paul was the recipient of the 2016 Dewitt C. Greer Award, which recognizes outstanding service to the people of the state of Texas by engineers. Also in 2016, she was awarded Woman of the Year honors by Women in Transportation Seminar – Houston. She also has attended several AASHTO executive management classes to enhance her skills.

“I will also look towards the future to make sure that the transportation systems we built today will be flexible enough to accommodate for any new technology being developed currently and in future,” she said.

LeBlanc, TxDOT’s director of diversity, equity and inclusion, saw the agency as a natural career choice.

“The ability to develop and execute a strategy providing me with the ability to bring my entire self and my entire basket of skills including leadership, organizational and marketing to bare on an organization,” LeBlanc said. “There was energy, passion and support when discussing the potential initiatives. My experience at TxDOT has been unique. I have had full support from leadership in the development, implementation and acceptance of a work strategy. Due

to the support of leadership and a great team, together, we have been able to accomplish a great deal in a short time.”

LeBlanc hopes that women will see TxDOT as a place to build a career.

“Absolutely, I would say yes,” she said.

“TxDOT knows having a diverse organization can propel the company to the next level. We know that the leadership team is committed to diversity This is a great time for diverse individuals, especially women, to enter the TxDOT environment.”

Butler is another woman who has taken a lead role at the agency and her responsibilities are filtered throughout the entire state.

“I was recruited right out of engineering school, so part of it was TxDOT doing a great job to engage engineering students for their future workforce,” Butler said. “In addition, transportation is a field that has a direct impact on our daily lives and is such a critical function for society. It seemed like a great place to start a career in public service.”

Asked how she would describe her experience at TxDOT, Butler replied: “Meaningful. I have learned a tremendous amount and have had the opportunity to work with great people across the state on important projects. Planning, delivering and maintaining transportation is a team sport, and I really enjoy the challenge and cooperative nature of it.”

Butler would definitely like women to join TxDOT’s ranks.

“Absolutely,” she said. “TxDOT is always looking for a diverse and talented workforce to help achieve its mission: Connecting you with Texas.”

Like others, Henderson made the switch to TxDOT to begin a new chapter in public service.

“I was nearing the end of my career at another agency when a position became available at TxDOT,” Henderson said. “I had spent 19 years in my previous position and was ready for a new challenge. In just six years, I can honestly say I now have my dream job. We have an incredibly talented management team that makes every day a joy.”

Like her counterparts, Henderson is hoping that women will look to TxDOT as a career choice that will let them meet their career goals, “I have found the leadership at TxDOT to be exceptionally supportive of women in the workplace,” Henderson said. “I'd say there

has never been a better time for women to seek employment at TxDOT.” TxDOT strives to maintain a diverse workforce.

“Women have always played important roles in the agency since first established. It is extremely important for TxDOT to maximize a talented workforce because transportation is key to all. We strive to employ a diverse and talented staff to accomplish our goals of moving people and goods safely and efficiently across the state,” the DOT said.

“We are committed to diversifying our team at TxDOT and have implemented strategies for hiring more women,” TxDOT added. “Also, as stated earlier, women have always been an integral part of TxDOT since its inception. That’s not something new for the department. Female engineers, obviously, are in the minority at TxDOT, as they are in the engineering industry as a whole.

We have worked to make sure we have positive career opportunities to offer female engineers. And again, TxDOT has always strived to employ a diverse and talented work force. That is the challenge we to strive to meet continually.”

Permian Shows Modest Recovery Following Slow Demand
