Construction crews from Bridges and Roads LLC are making considerable progress on the $27.4 million RM 620 Roundabout project (I-35 to Deep Wood Drive) in the city of Round Rock (Williamson County). The project began on March 11, 2020, and the general contractor expects to deliver the final product at the end of 2022.

A key element of the project is to build new overpasses for through traffic and frontage road lanes for local traffic to improve safety and mobility. RM 620 from I-35 to Deep Wood Drive has a high volume of traffic and congestion, and this construction project will alleviate those issues.

The project was designed by Halff.

“The design of this project is very unique and is the first of its kind,” said John Peters, TxDOT Georgetown area engineer. “I am not aware of any other locations that have a roundabout and a

St. Louis-based McCarthy has worked on various projects at Port Houston over the past 30 years. The company recently completed projects at Bayport Container Terminal wharves 4 and 5, as well as a new container yard project at the Barbours Cut Terminal. 

Construction Crews Place 1.5-Million-Lbs. of Girders On I-635 Pegasus Link Constructors — the joint venture of Fluor Construction and Balfour Beatty — installed steel girders for the bridge and future replacement ramp for the existing northbound I-635 direct connector to westbound I-30.

Different from the typical concrete beams used for other bridges along the project, the steel girders are used for new bridges that require longer spans or a certain curvature with fewer bents and columns.

The four-girder, two-span steel girder unit extends over 492-ft. long — one spanning over the southbound I-635 frontage road and main lanes and the other girder spanning over the northbound

main lanes and frontage road. Together, the girders weigh 1.5 million lbs. of the project’s total of 38 million lbs. of structural steel.

“This milestone is the first step of many to rebuilding this highly, complex four-level interchange,” Shad Gardner, director of construction for Balfour Beatty as part of the PLC joint venture, said in a statement. “Our team will continue to build bridge and roadway structures for this project, with the first direct connector opening later this year, and look to complete the entire project by late 2024.”

How Women Can Make Their Mark, Thrive in Construction

Day by day and step by step, women are taking their place in the construction industry.

Whether it is at the crew level, management level, or engineering and design, the construction sector could use more women in these roles.

Last March, as part of Women’s History Month, Maribel Chavez, vice president of AECOM, spoke at an event to recount her path and experiences in the construction industry. During her trailblazing career journey, Chavez climbed the ladder to become the Texas Department of Transportation’s (TxDOT) first female district engineer, setting a precedent for future generations of women in construction. She remains passionate about young women considering construction as a career and refusing to be daunted by the challenges they may encounter in a traditionally male-dominated industry.

Chavez, born and raised in Texas, made history in 1992 when she became TxDOT’s first woman district engineer. She retired from the state agency after 31 years and started working for infrastructure consulting firm AECOM in 2014 as its TxDOT client account manager. Her previous experience working at TxDOT serves her well in her current role, with responsibilities including the coordination of business development

and delivery of services that the company provides for TxDOT projects and programs.

Chavez graduated from the University of Texas in Austin in 1982 with a Bachelor of Science in Civil Engineering, with a focus on transportation.

“I worked summers at Gulf Oil as roustabout/lease operator, while attending UT Austin,” she said. “I really enjoyed working outdoors, learning more about that industry and working with both field and office professionals. I had originally planned to work in the oil and gas industry, but in the early 1980s, there was a major downturn. I was fortunate to apply my civil engineering degree to working at TxDOT and began my career in 1983. My first assignment and work at TxDOT was inspecting construction projects, both roadway and bridge work.”

The world of engineering and construction appealed to Chavez at an early age.

“My early inspiration for engineering was a TV sitcom, Family Affair, where the patriarch, Uncle Bill, was a civil engineer who traveled all over the world building dams and bridges – I was fascinated by what he did,” she said. “I also was inspired by my older brothers, who studied engineering.

They encouraged me to pursue an education that utilized my aptitude for math and science.”

When Chavez started at TxDOT, she rapidly realized how few women, at the time, were employed by the agency and the challenges that entailed.

“When I began working for TxDOT, I was typically the only female in the field,” she said. “Most of the time I was the first female that the construction personnel had ever worked with. I was the first female to serve as an area engineer and then also the first female to be named a district engineer. Oftentimes, I was challenged with establishing credibility and getting my male colleagues to at least have an open mind and give me a chance to prove myself.”

It wasn’t just colleagues Chavez was tasked with convincing of her skillset and

leadership abilities.

“Even outside of the agency, it was a surprise to the public that I was the one showing up to do the work – most people had not seen a female in the roles that I held,” she explained. “I remember many times when people stormed into the office or project site, demanding to speak to the person in charge, and were completely stunned to learn it was a woman. Today, most people have seen or know female engineers. There are still fewer female engineers in construction roles than, say, design and planning, but with outreach, early recruitment and a focus on STEM education, I’m hoping that will continue to shift and female engineers will be prevalent across all specialties and areas of focus.”

Asked if she would suggest the construction field to young women, Chavez was crystal clear.

“I would absolutely encourage young women to look at construction as a profession,” she said. “The industry thrives when we have diverse perspectives – it’s so important that we continue to encourage different ways of thinking, challenge the norms and adapt to change.”

However, Chavez stresses that the construction sector must review and revamp its programs and ideas to recruit women.

“The construction industry does a poor job of selling itself – it’s an ideal fit for young women interested in exploring the possibilities of our tech-driven world and advancing these concepts in an industry that has been around forever, and already adapted to so much change,” she said. “To those seeking a unique, fulfilling and innovative career and to those who want to accomplish tangible goals and be a part of extraordinarily rewarding work, construction projects can be incredibly fun and there are no shortages of opportunities.”

Construction has given Chavez a career that she thoroughly enjoys and continues to give her a wealth of experiences, including being a mentor for women considering construction.

“I did not set out to be any type of trailblazer, but I do appreciate that I have been allowed to share the lessons and experiences I have learned,” she noted. “I enjoy being a mentor and I feel a responsibility to guide young women in this field. I truly enjoy seeing those I mentor succeed. So many projects over the years that I had the opportunity to work on challenged me technically and allowed me to work with talented and dedicated people of various walks of life. That has been such an amazing experience. I can’t imagine myself doing anything else.”

RK Hall, TxDOT Win NAPA ‘Quality in Construction’ Award Contractor RK Hall and TxDOT’s Amarillo District and have been awarded the Quality in Construction Award by the National Asphalt Pavement Association. The award is for the I-40/U.S. 60 hot mix overlay project in Potter County, a 4.5-mi. project that featured three bridges in each direction.

The project began in June 2019 and was completed in August 2019.

The award presentation was held on July 30, 2021, at TxDOT’s Amarillo District Headquarters.

To be eligible for that award, the project was first recognized by the Texas Asphalt Pavement Association, an honor received in September 2020.

Representatives from both TxDOT and RK Hall noted that this is not an easy award to win, but that communication and teamwork played a big role in being able to celebrate the success at the award ceremony.

“It starts in the pit, making the material, getting it right, hauling it to the plant, getting the design, stockpiling it, operating your plant right, keeping your tolerances down, getting it out to the road and keeping your laydown machine moving,” said Kenneth Petr, director of construction of TxDOT’s Amarillo District. “We appreciate RK Hall’s desire to win this award.”

Thomas Jones, area manager of RK Hall, noted that this was a tough project to get the right materials to blend together, but teamwork and patience won out.

Bernardo Ferrel, who served as assistant Amarillo area engineer during construction of this project, said it was one his team was looking forward to and to win this award speaks volumes to all RK Hall strives to accomplish. Ferrell attributed the project’s success to RK Hall’s Amarillo crew.

“They take pride in their work from making sure that the paver keeps moving to staying on top of potential issues that could arise – that alone shows the pride that your crew has out there wanting to make sure the job gets done and that it gets done right,” Ferrel

said.

James Construction Group LLC of Baton Rouge, La., won the Midkiff overpass project with a low bid of approximately $36.3 million.

This project will demolish the existing overpass and build one that takes I-20 over Midkiff Road. The project will also reconfigure on and off ramps to improve safety and traffic flow in the area. Service road improvements and drainage improvements also will be part of the project.

The Midkiff project is adjacent to a project that is building a new intersection at I-20 and County Road 1250. The two projects will effectively have a combined construction work zone stretching from FM 1788 to 0.25 mi. east of Midkiff Road.

Both overpasses will be built wide enough to accommodate the future addition of main lanes on I-20.

During construction, speed limits are reduced on both projects. Every effort will be made to keep two main lanes open in both directions —though they will be offset from their existing locations. The service roads on both projects will be under construction and periodically closed to through traffic between FM 1788 and Midkiff Road.

The Midkiff Road project is scheduled to be completed in winter of 2023.

“The opportunities are limitless,” she said.

“It’s been said many times, but we, as an industry, continue to struggle to recruit talent and get young people showing interest in this field. We need knowledgeable and experienced men and women to adequately staff our construction projects, so the opportunities to progress, grow, learn and thrive are really endless. I don’t think there are as many ‘firsts’ left for women in construction – which is a good thing! Many stereotypes have already been broken. As always, we strive for equality, and I am happy to note that I am seeing it more and more. All the ‘firsts’ who paved the path for younger generations helped prove that women can handle most types of assignments. I think it’s more the case of having a greater number of women showing interest in the field and gaining the necessary experience.”

Chavez points out that continued outreach and promotion by the construction industry of the various opportunities the sector holds and the diverse skillsets needed are important elements to recruit women and give them the opportunities to achieve their goals, professionally and personally.

“Internships and mentoring programs are great catalysts to begin conversations about working in construction,” she said. “But, the most important responsibility in advancing women’s careers is for people in executive

or leadership positions to step up, take personal engagement and lend their credibility to young women by actively promoting and guiding them. Showing them the ropes.”

She is encouraged by the attention diversity and inclusion initiatives are receiving across industries and is looking forward to seeing these programs lead to better work environments for everyone.

“It is critical that the construction industry shows a willingness to create work environments that foster inclusion and diversity and, most importantly, respect,” she added.

“Those should not just be slogans or catchy phrases, but actual actions. One of the things that excited and interested me about AECOM was the visible presence of women in leadership roles. In fact, until I started

working for AECOM, I had never reported to or been supervised by a female. It took 31 years of my career before I was under the leadership of a female myself.”

Chavez also sees the education sector play an important role in promoting construction as a career choice for women.

“While role models early on are good, it is not just women who can or should serve as role models to other young women,” she said. ”All sectors must promote the industry and young women should be informed about and exposed to the opportunities and necessary skills as early as possible.”

This includes how math is applied to the job in a real-life setting, something that nearly made Chavez question her career path early on.

“I think it’s a myth that you must like math in order to be an engineer – you must be able to do math, but that doesn’t mean you have to like it in a classroom setting,” she said. “It wasn’t until I realized I could solve real life problems – and actually build things! – with math that it started to come together for me,” she said. “I didn’t have to be a genius at math, but I had to apply it and do the critical thinking it takes to develop solutions. That’s the fun part. Fortunately, I learned that early on before I gave up on engineering – so that’s a bit of personal observation that I like to share, just in case there are others in a similar mindset as I was back then.”  CEG

Crews are continuing to work on the RM 620 bridge over the railway tracks, retaining wall construction around the UPRR bridge, storm sewer/inlet installation, roundabout construction and a portion of the Eastbound RM 620 frontage road, according to Jason Hudson, a TxDOT construction inspector, Austin District.

To date, Bridges and Roads has installed structural concrete for the bridge over the Union Pacific Railroad tracks; has started work on the eastbound frontage road; and has made significant progress on the retaining walls near Chisholm Trail.

Crews also have begun dirt work and excavation for the RM 620 EB frontage road from Briarwood Street to Chisholm Trail; detour lane shift from IH I-35 to Chisholm Trail Road to allow the construction of the UPRR bridge; and drill-shafts for the RW#9 EB RM 620 before Chisholm Trail Road.

A key element of the project is to build new overpasses for through traffic and frontage road lanes for local traffic to improve safety and mobility.

TxDOT officials joined Williamson County Commissioner Terry Cook, Round Rock Mayor Craig Morgan, August Alvarado and Congressman Josh Carter’s office and others to celebrate the groundbreaking ceremony when the RM 620 Roundabout project commenced.

“The approximate dates, according to the contractor’s schedule, indicates that the UPRR bridge at Chisholm Trail and the eastbound RM 620 across the bridge should be complete in summer 2022,” said Hudson, “and westbound RM 620 will be open by spring 2023. Lake Creek Drive Spring should be complete by 2023. A detour lane shift from IH I35 to Chisholm Trail Road was done to allow for the construction of the UPRR bridge. Drill shafts for EB RM 620 before Chisholm Trail Road have also been placed.”

Large excavators with various attachments are drilling the shafts, dozers are helping to clear the ground for future paving operations and rollers are flattening and leveling the surface. With no traffic in some of the work zones, crews are able to operate more freely. This is giving Bridges and Roads opportunities to maximize production.

For new materials being brought in, the plans call for approximately 10,000 linear ft. of RCP and about 17,000 tons of hot-mix.

road construction is taking place, large cones separate traffic from the excavated areas where the new lanes are being built.

The project is a partnership between TxDOT, the city of Round Rock and Williamson County. The city and Williamson County funded development of the project, and TxDOT is funding the $27.4 million construction.

"This project has come about because of the tireless efforts of our local partners, and I am excited that we are able to make these much-needed improvements a reality," said TxDOT Austin District Engineer Tucker Ferguson at the March 11, 2020, groundbreaking ceremony.

“Collaboration is the key to getting the RM 620 Roundabout project off the ground,” said Williamson County Commissioner Terry Cook. “We are happy to see construction get under way and can’t wait for it to be competed in a couple of

years.”

The initiative is welcomed by the public.

“Improvements to RM 620 are vital for our Round Rock residents and visitors,” said Round Rock Mayor Craig Morgan. “Just as importantly, with the addition of overpasses, our emergency services will soon be able to get to St. David's Round Rock Medical Center with less delay. It is no exaggeration to say that this project will save lives."

The traffic management plan is based on Texas Manual on Uniform Traffic Control Devices (TxMUTCD) and TxDOT standards. Construction is well under way in the area, which makes safety top of mind.

“It’s important that the public drive with caution in the work zone, not only to keep workers safe, but for their own wellbeing,” said Diann Hodges, TxDOT Southwest Texas communications director. “We do our best to inform the public about upcoming closures and we appreciate their cooperation and patience during construction.”  CEG
