BOSS JCB Expands, Constructs Newest Facility in Austin

A new facility supporting the JCB line of equipment has opened in Austin — an important step in the company’s growth strategy in the Lone Star State.

BOSS JCB, an independent dealer that opened its first branch in San Antonio in 2019, recently completed construction of the new branch along a busy stretch of Interstate 35 in far north Austin.

The facility sits on 4.3 acres along the capital city’s version of Equipment Row. The 13,000-sq.-ft. building houses a huge service area, parts warehouse and ample office space to allow for BOSS’s planned growth.

“In just four years, we’ve become one of the largest JCB dealers in the nation,” said David Record, BOSS’s general manager. “JCB has been a great manufacturer to partner with, and we could not be more excited about the market’s potential.”

Right Equipment

An ownership group with years of experience and connections in the equipment industry was looking for a business opportunity in 2018 while JCB was simultaneously looking to expand their dealer network in Texas.

“It was the right time for both parties,” noted Record, who went on to say that JCB’s ability to meet the market’s needs was what clinched the deal.

“From telehandlers to skid steers, backhoe loaders, mini excavators all the way up to full size excavators, we really have the products the market is asking for,” Record said. He singled out several machines that had already proven to be popular in his Central and South Texas markets.

“The JCB telehandler is a huge seller for us,” he said. “It really is the premier telehandler on the market. It does a great job, works hard and is adaptable to so many different markets. Also, the JCBTeleskid, telescopic skid steer is very popular in the landscape market and is really four machines in one: forklift, telescopic handler, compact loader and a skid steer.

“We’re also very excited about the newly revitalized 3.5-ton mini excavator,” he added. The machine features zero tail swing for tight work areas, and 100 percent steel body construction for durability.

“On the larger side, we are selling a lot of 22-ton excavators and wheel loaders with up to 15,000 lb. payload,” he said. “And of course, our backhoe loaders, which JCB invent-

ed, capture nearly a 50 percent market share globally,” he said.

Compact track loaders have also proven to be popular, with some customers preferring the unique side door entry, which JCB maintains improves safety for the operator.

“Climbing over an attachment to get in a traditional front door loader can be dangerous, so a lot of our customers see value in the improved safetyit,” Record observed. “Plus, they feel like the single boom gives better visibility and easier access.”

In Austin in particular, alternative power is in demand. JCB is addressing that need with fully electric telehandlers and a 2-ton electric excavator.

Hydrogen solutions also are being prioritized by the manufacturer.

Customer is BOSS

The equipment fits like a glove with BOSS’s business philosophy, which is also their name —Built On Superior Service (BOSS), according to Record.

David Record has had a long career in the equipment industry and was drawn to BOSS and JCB by the commitment of the dealer’s ownership group and the ever expanding line of quality equipment offered by JCB, including the 150X tracked excavator, a 15-ton version of JCB’s popular 20-ton machine.

“Our very first employee was a mechanic,” he pointed out, adding that the company already has six field techs to serve the needs of their customers, with more coming soon.

“Service is our focus,” he said. “We take care of the equipment we sell. We keep it running and proactively help our customers avoid downtime.Our techs are very highly trained, and when equipment does go down, they get to the customer quickly.”

At BOSS, service extends to the sales side of the business as well. Record is proud that all their salespeople drive 1-ton trucks with trailers.

Salesmen typically leave the yard each morning with a piece of equipment loaded on the trailer.

“We’re all about providing solutions,” Record said. “We do a lot of demos and our salesmen are able to bring smaller machines right out to the job site. We’ll do about anything to help the contractor accomplish what he needs to do.”

When BOSS opened in 2019 it put a branch in San Antonio and a temporary facility near Marble Falls. Austin property was purchased at the time, but getting the branch up and running turned out to be a four-year project. Meanwhile, the “temporary” branch in Marble Falls did so well the company decided to keep it open permanently, according to Record.

Officials Break Ground On Port of Brownsville Project

The nation’s only deepwater seaport located on the U.S.-Mexico border, the Port of Brownsville, held a groundbreaking ceremony for its latest economic development project, a 118-acre shovel-ready business park.

This new industrial project leverages the port’s logistical advantages to support manufacturing companies and industry clusters with a base of operations that combines access to efficient multimodal transportation and robust storage capabilities. This development will provide a dynamic ecosystem for companies to collaborate, innovate, and flourish.

“The business park at the Port of Brownsville is a critical component in our mission to attract new industries and busi-

nesses to the area, creating jobs, and driving economic growth,” said Brownsville Navigation District Chairman Esteban Guerra. “On behalf of our Brownsville Navigation District Board of Commissioners, we are proud to lead this endeavor to provide modern infrastructure, access to transportation and logistics and a

In 2022, the Port of Brownsville moved 15.2 million tons of cargo, a remarkable amount expected to increase thanks to the growing success of port tenants and customers.

According to the U.S. Army Corps of Engineers’ most recent annual report ranking 150 maritime ports nationwide, the Port of Brownsville rose to 55th position in the country for the movement of waterborne cargo in 2021, recording 8.9 million tons of commodities transported via the port’s ship channel, representing a 30% increase from 2020’s 6.7 million tons.

The business park will complement the port’s successful efforts to support a thriving business hub, offering crucial connections

for companies to gain a competitive edge, expand their market reach, improve supply chain efficiency, and contribute to sustainable and resilient operations.

Other current capital projects at the port include expansion of patios, rehabilitation of docks and the Brazos Island Harbor Channel Improvement Project, which will deepen the Brownsville Ship Channel from its current draft of 42 to 52 ft. The increased draft will accommodate the movement of heavier cargo resulting in major cost savings for businesses and provide navigational safety improvements for commercial shipping in South Texas.

The port continues to attract international private investments, such as Mexican company Forza Steel, currently building a $60 million manufacturing facility. Additionally, NextDecade’s multi-billion-dollar proposed project, Rio Grande LNG, has garnered attention and anticipation as the largest pri-

Compact Construction Equipment Opens Temple Facility

Compact Construction Equipment LLC (Bobcat CCE) officially opened its newest location with a ribbon-cutting ceremony and open house at 520 North General Bruce Dr. in Temple, Texas.

The Temple branch is the company’s 15th location in Texas.

Officials from the Temple Chamber of Commerce participated in the ribbon cutting, along with local Bobcat CCE employees and senior management of the company, including CEO Whit Perryman and COOs Brian Harris and Jason Rush.

“This is an important addition to our growing family of Bobcat locations,” said Perryman. “In the past we’ve had to service the Temple-Killeen area either from our Round Rock [Austin] location to the south or our Elm Mott [Waco] location to the north. With the growth the Temple area has seen, it really made sense to open this branch.”

Chip Thomas, a Temple native, will serve as branch manager and has assembled a full staff of parts, service, sales support and rental personnel.

Customers and dignitaries were served lunch and went away loaded with Bobcat “swag.”

Bobcat CCE will open a branch in Marion later this year, adding to the footprint of what is already one of the largest Bobcat dealers in the region. The Marion branch will serve the northeast suburbs of San Antonio.

Additional locations may be announced in the future according to company officials.

CMAA Awards Dallas-Fort Worth Airport With Five Stellar Construction Awards

Dallas Fort Worth International Airport (DFW) has received five Project Achievement awards from the Construction Management Association of America (CMAA) North Texas. Among these recognitions, DFW was named Owner of the Year, commending the Airport’s commitment to advancing the construction management industry, supporting professionals and fostering investment in construction programs.

DFW also also celebrated across multiple other project categories:

High C Gates

The reconstruction of the “High C” Gates secured the Transportation Construction Project of the Year Over $150 million award, which also recognized the collaboration among DFW, American Airlines and construction management firms HNTB and RM Chin.

The gates were built utilizing the latest innovation in modular construction and engineering. The gates were constructed offsite, then transported overnight into place to allow for the inside finishes to begin. Modular construction reduced the time needed to build the gates, reducing the impact on customers. Due to the collaborative approach with DFW constructing the shell and core of the terminal and American Airlines constructing the finishes of the interior, the High C gates were completed under budget and four months ahead of schedule. Gate C33 will be renovated as part of this project and will open as C35, once renovations are complete this summer.

North East End Around Taxiway

The Northeast End Around Taxiway project was named Transportation Construction Project of the Year under $100 million. The Southwest Campus project was honored in the water/wastewater category for projects under $50 million.

The Northeast EAT project is a key part of DFW’s overall 10-year infrastructure capital plan, which includes enhancing or rebuilding runways, roadways, bridges and other major infrastructure needs.

End-around taxiways enhance safety by allowing arriving aircraft to taxi around DFW's active runways rather than wait to cross them and eliminating runway crossings. The taxiways also increase operational efficiency, generate aircraft operating cost savings, and save on passenger travel time.

“The DFW Airport team, working in close collaboration with partners like American Airlines, consistently raises the bar for efficiency and design,” said Mohamed Charkas, DFW’s executive vice president of infrastructure and development. “The High C gates project stands as a shining example of our commitment to transform travel for our passengers while leveraging innovation and imagination to deliver world-class projects.”

The CMAA North Texas awards recognized projects based on their innovative use of technology, sustainability practices, construction efficiency and the quality and functionality of the completed structures. 

USA Leads Demand

Approximately 60 percent of the machines that leave Rokbak’s Motherwell factory head across the Atlantic to customers in America. The United States is leading articulated hauler demand with huge infrastructure spend and significant construction activity around house and road building. State Asks for Public Input On $100B Transportation Plan

As the Texas population continues to boom, TxDOT is drafting a record-breaking 10-year transportation plan and now the public is invited to weigh in on the projects proposed in their communities.

To help guide transportation projects over the next decade, TxDOT is seeking public input on the draft 2024 Unified Transportation Program (UTP), the state’s 10-year transportation plan.

The draft 2024 UTP totals $100 billion, which is $15 billion more than the 2023 plan. The increase primarily comes from growth in revenues from Proposition 1 (passed in the 2015 legislative session) generated by oil and gas severance fees dedicated to highway improvements.

“The UTP is TxDOT’s road map to developing projects across the state,” said TxDOT Executive Director Marc Williams. “It’s important to work with our transportation partners and hear from the public to guide transportation improvements that address congestion and enhance safety.”

Projects included in the UTP will improve safety, address congestion and connectivity, and preserve roadways for Texas drivers.

The UTP also addresses public transportation, maritime, aviation, rail, freight and international trade, and bicycle and pedestrian connectivity.

The public is invited to learn about the UTP and participate in a virtual public hearing on July 25 at 2 p.m. The public may join the meeting and hearing by phone or online via TxDOT Public Involvement.

The draft 2024 UTP public comment peri-

od began Friday, July 7, 2023 and ends Monday, Aug. 7, 2023, at 4 p.m. (CDT).

There are multiple ways to comment throughout the process and they can all be found on the public involvement section of TxDOT.gov, along with recordings and presentations from each meeting and hearing. Comment forms are also available in English, Arabic, Cantonese, Hindi, Mandarin, Spanish and Vietnamese.

The UTP is updated annually and TxDOT works with its transportation partners to identify projects to be included. Public comments and feedback are a very important part of developing the plan.

The Texas Transportation Commission approves the UTP annually in accordance with Texas state law at its August commission meeting and publishes the approved UTP on TxDOT.gov.

Rebuilding Infrastructure... New Truck Parking Facility Gets $23M DOT Funding Boost

The U.S. Department of Transportation has awarded a combined $33.5 million to build new truck parking facilities in Texas and Louisiana as project sponsors find ways around a lack of dedicated funding pools for such projects.

A truck travel plaza in Caldwell County, Texas, was awarded $23 million from DOT’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program, a competitive grant program used to fund freight and passenger transportation projects.

The truck plaza in Texas will be between Austin and San Antonio, near the intersection of state highways 130 and 80.

It will include approximately 20 short-term and 100 longterm truck parking spaces, entry/exit gate control, lighting, fencing, a rest stop with restrooms and showers, and 24-hour monitored security.

“Safety will be addressed by constructing truck parking that will help reduce crashes and fatalities involving trucks parked in unauthorized locations,” according to DOT. “The project also aims to encourage truck drivers to use SH 130 rather than I-35 to diversify the traffic load and reduce crashes on the interstate. Innovation was addressed throughout the development of a mobile application to help truck drivers find and reserve available parking at a safe facility.”

Another truck parking facility in northeast Louisiana was awarded a $10.5 million RAISE grant.

The parking expansion was included in the RAISE program’s FY2023 grant awards announced recently — 162 infrastructure projects totaling $2.2 billion. The latest round of funding received an $800 million boost from the 2021 Bipartisan Infrastructure Law.

“This round of RAISE grants is helping create a new generation of good-paying jobs in rural and urban communities alike, with projects whose benefits will include improving safety, fighting climate change, advancing equity, strengthening our supply chain, and more,” stated DOT Secretary Pete Buttigieg.

The grants for the two projects follow similar truck parking expansion grants awarded last year through another DOT program — Infrastructure for Rebuilding America (INFRA) — in Florida and Tennessee totaling $37.6 million.

The four projects are evidence that state and local governments are heeding Buttigieg’s call last year to apply for truck parking expansion funding from within existing DOT programs absent a dedicated grant program for truck parking.

RAISE grants (formally known as TIGER grants) and INFRA grants were both created under the Obama administration, in 2009 and 2015, respectively.

The Owner-Operator Independent Drivers Association has been backing legislation on Capitol Hill for several years to create a grant program dedicated to truck parking. The latest bill, which would set up $755 million in funding over three years, passed through committee in the House in May and awaits a floor vote. Companion legislation in the Senate is still in committee. 

TxDOT Celebrates Lone Star State Women in Engineering

The number of women in key leadership positions at TxDOT is on the rise as TxDOT celebrates International Women in Engineering Day.

The agency’s rural Atlanta District is home to a number of women who are licensed professional engineers — and just last year — Rebecca Wells was selected as the first woman to lead district operations.

Accomplished women such as these engineers were celebrated across the world on June 23, International Women in Engineering Day. Their stories are all filled with hope and encouragement for others to simply do what they love.

Wells’ talent in science and math was discovered by a high school counselor who told her she would make a great engineer.

“As a teenager, I made up my mind to pursue the career that she recommended to me,” Wells said. “It made sense for me. I knew I would enjoy it and that I would make a good living, and I’ve never looked back.”

Atlanta District Director of Transportation Planning and Development Katie Martin said her love for math also led her to a career in engineering. She feels blessed to have a great job in the town where she grew up.

“I have always loved being involved in hands-on projects,” Martin said. “I love solving problems, finding answers and reaching solutions.

Engineering Assistant Juthika Golder immigrated to the U.S. from Bangladesh. She wanted to be an engineer as a young girl but didn’t immediately pursue it. She has since received her master’s degree in civil engineering and plans to soon take the exam for her professional engineering license.

“When life gave me a second chance, I took that opportunity,” Golder said. “I went back to school, got my engineering degree, and here I am today.”

As a child, Atlanta District Director of Construction Kim Garner remembered riding from job to job with her father, who owned a construction company.

“I love to see a project come full circle,” Garner said. “We get to see it in the planning process, design and then ultimately in construction.”

Garner added that among the many reasons she enjoys working for TxDOT is that her job allows her to balance work and family. Martin and Wells agreed.

“The work life balance with TxDOT is great,” Martin said. “I have two very active children that are involved in many activities and I’m able to pursue a professional career, but also raise them and be a part of everything that they do.”

“TxDOT provides an amazing opportunity for work-life balance,” Wells added. “It has allowed me the flexibility to develop my career as an engineer while still being involved with my daughters as they were growing up.”

These women are grateful to those who paved the path before them and they are hopeful that their work will inspire other young women to join the exciting field of engineering.

“If it’s something you’re interested in, if it’s something that makes you feel good about going to work every day, and if it’s something you enjoy doing, then do it,” Martin said. “Don’t let anything stop you.”. 
