Hettinger Comes Out of Retirement, Builds New Company Some folks count the days until they’re able to retire, while others retire and then count the days until they can go back to work again. Mark Hettinger, co-owner of M&G Contractors of New Braunfels, Texas, fits firmly into the second category. After selling a company that he founded in Gillette, Wyo., and grew to be one of the largest pipeline contractors in the west, Hettinger planned to do what most people would — retire and move south. He and his wife chose the San Antonio area as their retirement destination, but the retirement was short lived. “I just couldn’t do it,” Hettinger said. “I couldn’t stay home every day, and I didn’t want to play golf.”

Boredom soon set in and he decided to start all over. Fast forward just a couple of years: Hettinger and partner Gary Harlow run an excavation and pipeline company that is a force to be reckoned with in the Austin and San Antonio markets. Hettinger has chosen to build his new company around the Vermeer brand, with help from Vermeer Texas-Louisiana, the local dealer for the trenching/drilling line. M&G has 40 employees and continues to grow. Time will tell whether M&G reaches the heights of Hettinger’s former company in Wyoming which had 1,000 employees and $200 million in annual revenues at its peak. see HETTINGER page 16
Vermeer D40x55DR Solves Big Problem When the discovery of flint rock threatened a gas pipeline project outside of San Antonio, Texas, M&G Contractors turned to Vermeer’s D40x55DR S3 Navigator horizontal directional drill (HDD) to complete the job. “We were running a month past due,” recalled Mark Hettinger, M&G president. “The flint rock just under the surface was slowing us down and ripping up teeth on our Vermeer T855 trencher at a very expensive rate.” After the rock chewed up $3000 worth of teeth in about five minutes, the contractor looked at options. They had drilled other portions — primarily under huge oak trees — of the 4-mi. line with the Vermeer D60x90 directional drill, but the flint, nearly as hard as granite, created problems with steering for the machine. “Chris May of Vermeer Texas-Louisiana had been telling
me that their new dual rod D40x55DR would perform well in this type of environment, so I asked him to bring one out,” Hettinger said. “The machine did exactly what he said it would do, so it will help get us back on schedule.” On one 500-ft. stretch through granite, Hettinger figured it would have taken eight days trenching and $20,000 worth of teeth. The D40x55DR drilled the distance in about 10 hours. “The D40x55DR features dual rod technology that uses an inner rod to provide torque to the drill bit, while the outer rod offers steering capability and rotational torque for reaming,” said May. “We’ve seen it perform well in a variety of conditions.” Although about 75 percent of the 4-mi. line was cut with the Vermeer T855, the remainder had to be drilled, either due to the trees or because of the flint. see ROCK page 16

The new project will replace the existing two-way bridge at I-35 and Ronald Reagan Boulevard with two new one-way east and westbound bridges. “This $13.6 million construction project addresses safety and mobility by replacing the narrow Ronald Reagan Boulevard bridge over I-35 with two new one-way bridges, and realigning an important crossing in Williamson County,” said Bobby Ramthun, TxDOT Georgetown Area engineer. “These much-needed improvements will make it safer and easier for all modes of transportation in a growing area of Williamson County.” In addition to rebuilding Ronald Reagan Boulevard over I-35, the project will realign the road with CR 311 in order
to connect to the newly constructed bridges. Bicycle and pedestrian enhancements will also be made as part of the project. “These overpass improvements will continue to make Williamson County an amazing and safe place to live,” said Gravell. Project development was funded by the Williamson County Road Bond Program. Construction is funded by TxDOT and the Capital Area Metropolitan Planning Organization. “The I-35 at Ronald Reagan Boulevard project is a crucial link in Williamson County’s long-range transportation plan,” said Covey. “It is vital to the safety and mobility of a fast-growing area within the county.” The project is expected to be complete mid-2021, weather permitting. This notice is to advise the public that TxDOT has issued a Finding of No Significant Impact (FONSI) for the proposed interchange improvements on I-35E from U.S. 77 South to U.S. 77 North in Waxahachie, Ellis County, Texas. The proposed I-35E Frontage Roads project would reconstruct and widen the existing frontage roads; convert all two-way operations to one-way operations; and make all of the frontage roads continuous along the entire project. The proposed frontage roads would include a 12-ft. inside lane; a 14-ft outside shared-use lane with 2-ft. offsets to the face of curb; provide 6-ft. sidewalks throughout; and provide new pedestrian bridges along U.S. 287 east and west of I35E. Additional improvements would include new I-35E overpasses at Lofland Drive, Butcher Road (Farm-toMarket [FM] 387), Sterrett Road; a new interchange at Hotel Drive at FM 664 (Ovilla Road) and improvements to FM 66 and FM 1446. All of the cross-street improvements also would include left- and right-turn bays along with U-Turns. This project also proposes to build two direct connectors (in the peak hourly direction) at the U.S. 287/I-35E interchange to relieve the current congestion at this interchange. The project would require the acquisition of approximately 33.2 acres of new right of way (ROW) and 1.1 acres of permanent drainage easements; 1.3 acres of temporary construction easements would also be required to accommodate the proposed roadway improvements. To avoid noise impacts that may result from future development adjacent to a proposed highway project, a traffic noise analysis is included in the final environmental assessment (EA), which includes predicted noise impact contours for currently undeveloped areas. These impact contours are intended as a general guide to assist local planning officials and developers plan and construct new activities in locations that would not result in traffic noise impacts. On the date of approval/clearance of an EA/FONSI (including the traffic noise analysis) for a proposed highway project, TxDOT is no longer responsible for providing noise abatement for new development. Additionally, as TxDOT does not provide retroactive (retrofit) abatement (known as a Type II program), this project area would not be eligible for potential noise abatement until the next major highway improvement project. Memorandum of Understanding The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carriedout by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.

New Pipelines to Connect U.S. Rockies, Cushing to Port On June 10, 2019, Phillips 66 announced two separate 50/50 joint ventures to proceed with construction of two new pipelines, the Liberty Pipeline (with Bridger Pipeline LLC) and the Red Oak Pipeline (with Plains All American Pipeline). “The [Liberty] Pipeline adds to our integrated infrastructure network that serves the key shale oil producing regions with connectivity to major Gulf Coast market centers,” said Greg Garland, chairman and chief executive officer of Phillips 66. “The [Red Oak] Pipeline provides a competitive outlet for shippers to access the key market centers along the Texas Gulf Coast from Cushing and the Permian.” The 24-in. Liberty Pipeline will provide crude oil transportation service from the Rockies and Bakken production areas to Cushing, Okla. The 30-in. Red Oak Pipeline system will carry multiple grades of crude oil through Cushing — the main thoroughfare for Central U.S. crude production — and the Permian Basin to Corpus Christi, marking the first non-Texas crude production connecting to the Port of Corpus Christi.

Google Plans Office Space, Data Center in Midlothian Austin has been home to Google for more than a decade and the company is extending its commitment to the state with a new data center in Midlothian, and the lease of two new buildings for its Austin workforce. These new commitments are part of a larger $13 billion investment in offices and data centers across the United States, which was announced earlier in 2019. Breaking Ground at New Midlothian Data Center Google is investing $600 million to develop the Midlothian site, which will create a number of full-time jobs, as well as hundreds of construction jobs to build the new data center. ExxonMobil Expands Beaumont Plant, Increases Capacity By Lori Tobias CEG CORRESPONDENT
The U.S. Energy Information Administration (EIA) is predicting United States crude oil production will average 11.7 billion barrels per day in 2019, putting it on track to surpass the previous record of 9.6 million b/d in 1970. More than half of that is expected to be produced in the Permian Basin in western Texas and eastern New Mexico. According to the report, the EIA expects Permian regional production to average 3.9 million b/d in 2019. Favorable geology combined with technological and operational improvements have contributed to the Permian region becoming one of the more economically favorable regions for crude oil production in the United States.
ExxonMobil has begun construction on a new crude unit at its Beaumont, Texas, refinery that will increase capacity by more than 65 percent, or 250,000 barrels a day. “This project is part of ExxonMobil’s larger ‘Growing the Gulf’ initiative, a series of refining and chemical expansion projects across Texas and Louisiana,” said Emily Russell, ExxonMobil public and government affairs advisor. “Production growth in the Permian Basin in West Texas and New Mexico is driving the expansion project in Beaumont.” The project will create up to 1,850 construction jobs and between 40 and 60 permanent jobs upon completion, slated for 2022. Port of Brownsville Reaches Milestone in Deepening Project The Port of Brownsville is closer to deepening the Brownsville Ship Channel after receiving a key permit June 6 from the U.S. Army Corps of Engineers (USACE) to advance the Brazos Island Harbor Channel Improvement Project (BIH) to its construction phase. The USACE permit is the latest milestone in the port’s effort to deepen the ship channel from 42 to 52 ft., resulting in significant navigational safety improvements for commercial shipping in South Texas. “Today we find ourselves on the verge of a new economic era for the Rio Grande Valley and the channel deepening is essential for our continued progress and success,” said John Reed, Brownsville navigation district chairman. “These crucial infrastructure projects solidify our presence in the global market and create better economic opportunities for our local workforce.” When complete, the Port of Brownsville will be among the deepest ports on the Gulf of Mexico, enhancing its competi-
tiveness by closely aligning with the design features of the expanded Panama Canal. Planning to deepen the ship channel from 42 ft. began in 2007 with a project feasibility study. In 2014, the USACE completed the feasibility study recommending deepening the channel to 52 ft. Two years later the U.S. Congress authorized the channel deepening project, making the BIH eligible to receive federal funding. The project may cost upwards of $350 million, with construction expected to commence in 2020. The port expects to pay for the project with a combination of public, private and federal funds. Demonstrating confidence in the public-private partnership (P3) strategy, NextDecade Corporation, owner of the proposed Rio Grande LNG natural gas liquefaction plant at the port, announced a landmark agreement with the BND April 24th, agreeing to pay 100 percent of the deepening project from the western boundary of its lease site along the ship channel to the chan-

Link-Belt Cranes Work Overtime in Wolfcamp Shale Wolfcamp and Bone Spring Formations of the Permian Basin in west Texas and New Mexico hold oil and gas reserves estimated at 46.3 billion barrels of oil. According to a fourth quarter 2018 U.S. Geological Society report, full production estimates through 2025 predict that by 2021 one in every six barrels of oil, globally, will come from the Permian Basin. Wirelining in Permian Basin Entrec Crane and Heavy Hauling Inc.’s purchase of multiple Link-Belt HTC-86100s and a TCC-1100 comes in large part due to the growing demand of the recovery process in this region. A common application for the 100-ton (90-t) hydraulic truck is “wirelining,” a process that refers to the cabling used in the industry to lower equipment or measure devices already drilled in a drilled hole shaft. The HTC-86100 lifts a suspended
drum of cable, which is composed of 20,000 ft. (6,096 m) of 9/32 in. (7.1 mm) steel wire. “To assemble components together over the wellhead to wireline it, I have to have it exactly on a perfect radius. I use the whip line for that, to get components to the exact same location,” said operator Tyler Doll, Entrec Crane and Heavy Hauling Inc. The crane can be in the same position for weeks at a time, checking logistics of the well head thru wirelining. When done on one location, the 100-ton rig will move to another well head location. “Out here, we stand a lot of pipes, running three functions at one time and it’s fairly easy and maneuverable with the double joy sticks, the tight controls, and adjustable swings. I use them when I need more maneuverability over speed. I tighten down the controls to get more accurate
precision, because on the day to day operation, we have to drop the lubricator precisely on the wellhead without any variance,” explained Doll. Additional Work Required Bo Beckner, another HTC-86100 operator, works another 100-ton Link-Belt truck crane to off-load mud pumps that weigh 96,000 lbs. (43,544 kg) as a tandem lift. The pump box measures about 15 ft. (4.5 m) high, almost 13 ft. (3.9 m) wide and more than 40 ft. (12.1 m) long. Each crane will be lifting about 50,000 lbs. (22,679 kg) rigged
with a 20 ft. (6.0 m) radius at a 60-degree boom angle and 70 ft. (21.2 m) of boom extended in the EM5 mode. Beckner considers the responsive controls on the crane easy to run, and visibility very good for lifting or traveling around the job site. “They are self-contained and do not require a support vehicle. Infrastructure, Energy Announce Wind Contracts

Infrastructure and Energy Alternatives Inc. (“IEA” or the “Company”), a leading infrastructure construction company with specialized energy and heavy civil expertise, announced two new wind energy project awards valued at approximately $150 million. One award is for construction of the Las Majadas Wind Farm in Willacy County, southern Texas. This is an approximate 272-megawatt project that is expected to provide enough energy to power up to 77,000 average Texas homes. This is equivalent to avoiding nearly 280,000 metric tons of carbon (CO2) emissions annually. The power generated by the project’s planned 125 Vestas turbines will be delivered into the Texas electrical grid. Construction on the Las Majadas project is scheduled to begin in July with full operation by October 2020. The second award is for construction of the Coyote Wind Farm in Scurry County, Texas, which is about 260 miles west of Dallas. This is an approximate 242-megawatt project, whose 59 Siemens Gamesa turbines are expected to power up to 65,500 homes. The power generated by Coyote Wind also will be delivered into the Texas electrical grid. Construction on Coyote Wind is slated to begin in July and finish in September 2020. EDF Renewables North America is the lead developer on both projects. The company is a market leading independent power producer and service provider with over 30 years of expertise in renewable energy. The company delivers gridscale power: wind (onshore and offshore), solar photovoltaic, and storage projects; distributed solutions: solar, solar+storage, EV charging and energy management; and asset optimization: technical, operational, and commercial skills to maximize performance of generating projects. EDF Renewables’ North American portfolio consists of 16 GW of developed projects and 10 GW under service contracts. The scope of IEA’s work on both Las Majadas and Coyote Wind will include wind turbine installation, public road maintenance and repairs, turbine access roads and MV collection system installation. The U.S. wind power industry increased its overall capacity by eight percent in 2018 to 96,433 megawatts. That more than doubled the capacity level at the start of this decade and is enough to power more than 30 million homes, according to American Wind Energy Association data. Additionally, as the cost of developing renewable energy continues to decline, new-build wind capacity is projected to become cost-competitive with existing conventional energy plants in the next decade, according to a 2019 McKinsey & Company analysis. As such, McKinsey forecasts continued growth in renewable energy investments, including wind, for several years: The share of renewables in global power generation could grow from around 25 percent today to 50 percent by 2035 and 75 percent by 2050. We’ve had to go to people that understand, and for us that was Vermeer. Both Kevin Keith [sales manager] and Chris May, our sales representative have been great.” In addition to pipeline and directional drilling work, M&G also does excavation, demolition, land clearing utilities and industrial painting. USACE Awards Granite $39M Project in Texas Granite (GVA) has been awarded a $39 million contract by the U.S. Army Corps of Engineers (USACE) for modifications to the Lewisville Dam in Lewisville, Texas. Granite will book the project into its second quarter 2019 backlog.
