Construction on the University of Texas at San Antonio’s (UTSA) $161 million Innovation, Entrepreneurship and Careers Building (IECB) is expected to start soon on the site of the former Bexar County Jail in downtown

San Antonio after crews from Hansco Inc. recently demolished the existing structure.

The 250,000-gross-sq.-ft. structure at 622 Dolorosa St. is being funded via fundraising and a request for support through Tuition Revenue Bonds and the UT System. The site was purchased from Bexar County.

Demolition Process The former jail had a triangular center core with three wings – one on each side. The concrete and steel structure, which was between 6 to 8 stories tall, was taken down using excavators with high reaches.

Dana Delao, Hansco’s project manager, and Shane Hans,

Hansco’s owner, oversaw the demolition and were able to study some of the drawings and plans for the structure (built in 1960) which showed the floor footprints and the types of materials that were used for the construction.

“It was determined to start at the top and process the concrete structure with a processor at the end of a high-reach excavator to crush the

concrete,” said Delao. “We started on the edge of one of the wings and worked inwards towards the center core. Once the first wing was torn down, we moved over to the next one and so on. Once the wings were dealt with, we were able to attack the core.”

Samson Energy Project Gets Second Round of Financing Invenergy, a privately-held global developer and operator of sustainable energy solutions, recently announced the completion of construction financing for the second phase of the Samson Solar Energy Center in northeast Texas. The second phase includes 250 megawatts of the total 1,310-megawatt project, which will be the largest solar energy facility in the United States upon completion.

Santander acted as admin agent, coordinating lead rranger and bookrunner and societe generale; and CaixaBank acted as joint lead arrangers for the financing, which includes a construction loan, letter of credit facility and back-leverage term loan.

Construction financing for the first phase of the project was announced in January 2021.

Officials Hold Groundbreaking Ceremony for U.S 75 Bridge

Officials gathered in May to commence construction on the new pedestrian bridge over U.S. 75.

Local leaders celebrated the official groundbreaking of a bridge that will link the pedestrian and bike trails on either side of U.S. Highway 75 in Dallas.

The $9.3-million project is a partnership with the city of Dallas, Dallas County, North Central Texas Council of Governments, TxDOT and Friends of Northaven Trail.

The ceremony marked a significant step for the Northaven Trail Pedestrian Bridge, which will give pedestrians and bikers a safe path over U.S. 75 North Central Expressway between Northaven Trail and White Rock Creek Trail.

The $9.3-million project is a partnership with the city of Dallas, Dallas County, North Central Texas Council of Governments, TxDOT and Friends of Northaven Trail.

Expected to open in 2023, the bridge and trail expansion will not only offer a straight shot to White Rock Lake for those traveling from the western side of the central expressway, but will also connect to a patchwork of other trails, offering access to nearly any part of the city.

Approximately 300 people showed up to the event, held in May at 11231 N. Central Expressway.

The groundbreaking ceremony included speeches by District 11 City Councilman Lee Kleinman, who was also the master of ceremonies; Dallas Mayor Eric Johnson; Texas Department of Transportation

Many cyclists were present at the ground breaking ceremony to celebrate the new pedestrian bridge.

Commissioner Robie Vaughn; County Commissioners Theresa Daniel and J.J. Koch; District 13 City Councilwoman Jennifer Staubach Gates; Park Board President and District 13 Representative Calvert Collins-Bratton; and District 11 Park Board Representative and Friends of Northaven Trail President Jeff Kitner.

“We were thrilled to break ground on the Northaven Trail bridge,” Kitner said. “It was wonderful to see so many friends and trail supporters as we get started on this project, which will significantly enhance pedestrian and bicycle connectivity for our city.”

Current and former members of the Friends of the Northaven Trail board were among the attendees, and anyone who wanted to take a photo shoveling dirt was able to do so.

The bridge has been in the works since the mid-2010s.

Officials at TXDOT approved construction of the bridge in late February and early March.

Designs for the bridge were drafted in 2017 after land was purchased for the build earlier that year. The project will cost a little more than $9 million, according to February estimates from TxDOT. 

Transportation Commission Names New Executive Director The Texas Transportation Commission has selected Marc Williams as the Texas Department of Transportation’s new executive director. Williams, who has served as the agency’s deputy executive since 2016, began his new role on June 1, 2021.

Williams has worked at TxDOT since 2012, when he joined the department as director of planning, serving in that role until 2015 when he was appointed TxDOT’s interim deputy director. Prior to joining TxDOT, Williams’ career has included leadership roles with a variety of public and private sector organizations involved with the planning, development and implementation of transportation infrastructure projects across the United States.

Sherry McGee : HOLT CAT From the oil fields of Alaska to the boom cities of Texas, one woman’s engineering career is on the move, with no sign of slowing down anytime soon.

Growing up in Alaska, Sherry McGee dreamed of being an architect. However, while attending high school, a teacher planted the idea of an alternate career in her head. “You’d make a great engineer,” the instructor observed, and so began McGee’s journey, both professionally and geographically.

McGee took her instructor’s advice to heart and pursued an engineering degree at the University of Alaska Fairbanks. But even then, the prospect of a profession linked to the construction industry seemed remote at best.

“If you asked me when I graduated college, I would not have dreamed of any of this,” McGee said, adding that “being open to opportunities and alternative paths” is a key lesson she would pass on to others considering a path less followed.

The opportunities that presented themselves for McGee included a stint with the Alaska Department of Transportation and an introduction to the oilfields with industry giant Shlumberger, where she worked as a field engineer.

That experience opened the door for an eventual move to Texas with Baker Hughes. McGee worked there as both a field engineer and well planner before moving on to an energy company working as a drilling engineer.

Today, she boasts the title of power systems engineering manager of HOLT CAT. Looking back on a 12-year career in fields she did not intend to be in, she points to four things that were critical in her growth.

Keys to Success.

First, inspiration can be drawn from everyone, not just female role models, McGee said.

“I was so inspired by the people I worked with in the field in Alaska,” McGee said.

“They were so focused on one thing … getting the job done.

They were an inspiration. Not to mention that they were so willing to work with this new engineer kid.”

Secondly, she maintains that as new challenges are presented, listen and then be heard.

“I struggled with being heard at times,” she said of moving up in a male-dominat-

“I got a great feeling from Holt,” she said. “It starts with their valuesbased leadership, but it extends to the individual as well. They really focus on developing you as a person and a leader. I can honestly say that a great company like Holt can really contribute to a person’s success.”

Finally, McGee pointed to mentors and a welldefined mentoring program as being critical to her success and to others she works with at Holt. She looked to Lori Bunger, Holt vice president of used equipment, and Guy Clumpner, president of Holt Development Services Inc., as the two most important mentor figures in her early time at Holt.

Mentoring goes both ways though, and McGee said the highlight of her career so far has been growing and developing a team of engineers at Holt.

“Mentoring and watching them grow and change and achieve is very satisfying,” she said of her team of seven project engineers and project managers.

Currently, the team of engineers consists of one female engineer and six males, “but we have an offer going out to another female right now,” McGee said. ed industry. “I had to learn to be patient, come prepared and listen. Engineers have a bad reputation for overthinking things, so it is important not to fall into that rut.”

McGee added, “perhaps most importantly, be open to looking for a company that fits.”

While she has been fortunate to be associated with great companies throughout her career, McGee said there was a special feel when she was introduced to the Holt organization.

Team Effort “Here at Holt, we have a power systems division that sells generators, transmissions, pumps, etc.,” McGee said. “My team works within that division.”

The group works with general contractors and electrical contractors to provide jobsite power, while also designing and installing backup power systems for hospitals, data centers and other large power consumers.

The team engineered a system for the San Antonio Zoo, for example.

On the diesel power side, McGee said her division can provide power for a piece of equipment, often offering a power solution for a machine someone else has manufactured.

This Alaska girl has found a home, in the construction world, in Texas and at Holt.

“It is just very exciting,” she said. “There are lots of challenges. The industry needs more outlooks, more ways of seeing solutions. We need both male and female perspectives.” 

The high reaches were placed on pads, built up by using debris, to extend their range to access the upper floors.

There were few challenges.

“It was a very uniform structure from top-to-bottom,” said Hans. “The higher floors were a little more of a challenge then the lower floors, but all went well and it was pretty much the same thing for each floor. We first demolished some of the lower structures that branched off from the some of the wings to secure the debris for the pads. On the top there was also a penthouse where all the elevator equipment was place, which was challenging. The top area also contained some outdoor facilities with gates and fencing. We safely brought that material down.”

While there was no basement level, there was a 4-to-5-ft. crawl space under the jail, built on piers, that had utilities running through it. This area was filled using some of the concrete debris.

Before the demolition could begin, though, the site had to undergo an asbestos abatement operation, along with the shutting down of the gas and electric services.

“We worked with the county and the City Public Service to get the electricity and gas disconnected and with the general contractor hired by the county, Sundt Construction Inc., to isolate the water and provide a connection for water for dust control,” said Hans.

“It took about a month of coordinating and scheduling to get all the prep work done and to prepare the equipment,” said Delao. “It also gave us time to move forward with the asbestos abatement that was required before demolition. It was throughout the building. It was a difficult operation. We

were contracted to do a survey of the asbestos and other materials because one had not been done in years.

Summer Improvement Projects Keeping Contractors Busy There are a number of road construction improvements under way in the Lone Star State.

Contractor crews will be busy this summer working to make crucial improvements throughout the state.

Some of those project include:

Amarillo Road to Zero Safety Improvement Project A project that will add turn lanes and lighting on U.S. 60 from FM 2590 to FM 1062 has begun.

J. Lee Milligan Inc. is the contractor on this $4.1 million project, made possible through TxDOT’s 2021 Road to Zero funding commitment. The projected completion date is January 2022.

Part of the project includes removing the crossover in front of TxDOT’s Canyon Maintenance Section on U.S. 60.

Officials said this is to comply with the agency’s spacing requirements between crossovers.

Crews started at the southwest end of the project, closing the right lane at the split for the addition of a turn lane. As work progresses, expect left lane closures while crews work in the median areas.

“The traveling public can expect various crossovers to be closed while this work is underway,” said Amarillo Area Engineer Corky Neukam. “The crossovers will be worked on so that two are closed consecutively followed by one open, and so on — to help minimize the impact on the traveling public and allow for reasonable access.”

Atlanta SH 49 Resurfacing East of Mount Pleasant A section of State Highway 49 will receive a new riding surface during the next coming year according to plans approved in April by the Texas Department of Transportation (TxDOT).

“We will be resurfacing a 1.3-mile section of the highway from Business 271 (South Jefferson Avenue) to the Mount Pleasant city limits east of town,” said Tommy Bruce, area engineer for TxDOT in Mount Pleasant. “The old pavement will be removed, the base materials strengthened and then the entire roadway will be repaved.”

East Texas Bridge of Longview was awarded the contract for the construction project with a bid of $3.7 million.

Work on the project should begin in July and take approximately one year to complete, Bruce said.

I-20 Bridge Repairs Maintenance repairs will be made to six bridges on Interstate 20 in western Harrison County during the coming year, according to plans approved in May by TxDOT. “We will be making repairs to the concrete decking, making necessary repairs to the structures and replacing bridge railing as needed,” said Wendy Starkes, area engineer of TxDOT in Marshall. “Bridges scheduled for this work are at BNSF Railroad, Mason Creek and Clarks Creek.”

DBI Services of Hazelton, Pa., was awarded the contract

for the construction projects.

Work on the projects should begin in July and take approximately 10 months to complete, Starkes said.

New Sidewalks in Marshall New sidewalks will be constructed along Johnson Street and Five Notch Road in Marshall during the coming year, according to plans approved in May by the Texas Department of Transportation (TxDOT).

“Federal money is providing much of the funding for the new sidewalks and TxDOT will be overseeing the construction work,” said Starkes. “The new sidewalks will be constructed on the south side of Johnson Street from Garrett Street to Five Notch Road then down the west side of Five Notch Road to Positive Place.”

The sidewalks will be 6-ft. wide and will include wheel chair ramps to make them meet all Americans with Disabilities Act requirements.

Blackstone Concrete Ventures of Lubbock was awarded the contract for the construction project.

Lubbock Lubbock’s 2021 Program More than 372 mi. of state roadways are scheduled for preventative maintenance work throughout the month of June. The roads are part of the Lubbock District’s 2021 sealcoat program.

“Work is about to begin on TxDOT’s annual road maintenance summer project,” said Mike Wittie P.E., TxDOT Lubbock area engineer. “Seal coating provides a variety of benefits to the roadway, including a waterproof surface that prevents moisture from entering and weakening the roadbed. Seal coating also reduces deterioration and cracking of the asphalt surface, which prolongs the life of the pavement.”

Other roadway benefits include an improved non-skid surface in wet or icy conditions and an anti-glare and increased reflective surface for night and wet weather driving, Wittie noted.

Contractor Ronald R. Wagner & Co. LP, of Kendalia, Texas, is scheduled to begin sealcoat operations on the $13.55 million project to various locations on roadways in Dawson County (FM 829 and FM 1210), before moving onto roads in Crosby County. Other roadways included in the 2021 seal coat program are: Castro: U.S. 385 and FM 145; Cochran: FM 1585, FM 1780, SH 125, SH 114; Crosby: FM 651 and FM 836; Dawson: FM 829 and FM 1210; Floyd: U.S. 62 and FM 689; Gaines: FM 1780, FM 303, FM 403, FM 1067 and FM 1066; Garza: FM 669 and FM 651; Hale: FM 2284, FM 1424, FM 788 and FM 37; Hockley: SH 114, FM 1585 and FM 41; Lamb: FM 303, SL 430 and FM 168; Lubbock: FM 2378, FM 179, FM 1264, FM 2641 and Loop 289 frontage roads; Lynn: FM 3112 and U.S. 380c; Parmer: FM 1731; Swisher: U.S. 87, FM 1318 and FM 400; Terry: FM 211; and Yoakum: FM 1780.

through the work zone, and are asked to drive with caution through the work zone, be on the lookout for workers and avoid distractions for their own safety and the safety of the workers. Work will take place weather permitting.

Odessa New Overpass, Interchange at CR 1250 A project to build an overpass and new intersection on Interstate 20 over County Road 1250 began in late May. Pulice Construction of Houston won the project with a low bid of approximately $59.1 million.

When completed, I-20 will go over County Road 1250. CR 1250 will be extended south beneath the overpass to connect the two service roads. The overpass will be built wide enough to accommodate the future addition of main lanes on I-20 planned (no timeline available right now).

New ramps will be built to accommodate the new intersection and nearby ramps will be reconfigured to improve safety.

Work on the frontage roads between West Loop 250 and FM 1788 is also included in this project. By late June, segments of the frontage roads will be under construction and closed to through traffic. The first segment is on the south frontage road beginning 1.9 mi. east of FM 1788 and ending at the Loop 250/SH 158 exit ramp.

The project is scheduled to be completed in spring of 2023.

A second project is scheduled to begin later this summer at the I-20 intersection with Midkiff Road, where the existing overpass will be demolished and a new overpass taking I-20 over Midkiff Road will be built.

Paris I-30 Extension TxDOT officials announced that a project to improve traction on the pavement surface of I-30 in Hopkins County.

Contractor R.K. Hall LLC was granted 118 working days, weather permitting, to complete this project valued at more than $10.8 million. The target completion date for this project is October 2021, officials said.

The project will extend along I-30 from State Loop 301 in Hopkins County to the Franklin-Titus County line and will also include various roadways in Franklin County. The contractor will apply a permeable friction course to the existing pavement surface, to improve traction in rainy and wet conditions, officials said.

Motorists who travel regularly in these areas should pay special attention to all signs, barricades and traffic controls, and reduce their speed as they approach and travel through work zones. Additionally, TxDOT has begun a $23.2 million bridge replacement project on I-30 in Hunt County at FM 2642. The 3.9-mile project runs from the Rockwall County line to FM 1565. 

Overseas Company Will Build Pipe Mill in Sinton, Texas Caparo Bull Moose subsidiary Bull Moose Tube Company has announced plans to build a 350,000 ton per year high-speed steel (HSS) and sprinkler pipe mill.

The mill will be built on Steel Dynamics’ new Sinton, Texas, flat-rolled campus. BMT is partnering with SMS Group for the innovative design, automation and implementation of the mill.

Company officials said they anticipate an early 2023 mill start-up.The company plans to set up the plant at Sinton and it is expected to go into production by early 2023.

Caparo Chairman Swraj Paul said that the proposed Texas plant would be its seventh in the United States and the eighth in North America.

“There is likely to be a $200 to $250 million investment in the plant,” the 90-year-old UK-based entrepreneur said.

The formal announcement of the plant was made on June 4.

“The construction of the new plant is an excellent project for BMT [Bull Moose Tube], and is a tribute to my late son who was born June 4,” Swraj Paul said.

“I look forward to the future growth and success of BMT at our new Texas location and planning to be there for the groundbreaking, depending on the travel during

Officials Allocate Millions Duke Energy Announces Start of of Dollars for Airport Fixes Construction in Navarro County Congressman Filemon Vela announced that $4,398,021 in grant funding has been awarded to several airports located in Texas’ 34th District by the U.S. Department of Transportation Federal Aviation Administration (FAA). The Brownsville South Padre Island International Airport, Valley International Airport, Beeville Municipal Airport, Kenedy Regional Airport, Kleberg County Airport, Port Isabel-Cameron County Airport, and Weslaco MidValley Airport have received funds for COVID-19 relief.

These FAA funds are part of the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, which was included in the Consolidated Appropriations Act of 2020, and provides nearly $2 billion in federal grant funding to support airports affected by the COVID-19 pandemic.

“For nearly a year, airports have suffered substantial revenue losses due to the ongoing COVID-19 pandemic,” said Congressman Vela. “It is important that they receive this much needed assistance to ease the financial burden they have endured. These funds will also provide the resources needed for travelers to have a safe and sanitary experience when traveling. I will continue working with federal and local entities in order to ensure airports receive the necessary support they need throughout this public health crisis.”

The plan is for the campus to serve as a catalyst for economic and community investment in the San Pedro Creek area.

This building at 506 Dolorosa, expected to achieve substantial completion in July 2022, is on the property to the east of the jail site that the UTSA purchased from the city of San Antonio.

The construction projects advances the university’s goal to secure national recognition as a research-intensive institution and bolster San Antonio’s national standing as Cyber City USA. “For more than 20 years UTSA has been a pioneer in cybersecurity and also now offers best-in-class programs in data science, cyber manufacturing, cloud computing and artificial intelligence,” said UTSA President Taylor Eighmy. “This new transdisciplinary building, which is deeply connected to the economic well-being of San Antonio and will house the first School of Data Science in Texas, will enable UTSA to prepare students for the high tech jobs of the future and to grow its ecosystem of government, industry and academic partners tackling society’s grand security challenges.”

The SDS–NSCC will have nearly 86,000 sq. ft. of classroom, laboratory and research space for the 6,500 data science students.

The UTSA expects that students will be

attending classes in the building in 2022. It will be home to 70-plus faculty members in cybersecurity, cloud computing, data analytics and artificial intelligence and the university’s computer science, computer engineering, statistics and data sciences, and information systems and cybersecurity departments, as wells its Open Cloud Institute.

The SDS–NSCC is being funded via $75 million from The University of Texas System Permanent University Fund and a $15 million gift from San Antonio business leader Graham Weston.

“The UTSA School of Data Science will be at the heart of the thrust of new innovation over the coming decades,” said Weston. “We can be a national leader in this field — one of the few schools that really separates itself from the pack. This is going to change the face of what UTSA is, and my prediction is UTSA is going to be famous around the country and the world in data science and cybersecurity.
