Madden Contracting Company LLC (MCC) is months away from delivering the Texas Department of Transportation’s (TxDOT) $14.4 million U.S. 79 Super 2 Project that is upgrading shoulders and driveways, as well as installing drainage structures from northeast of Loop 256 to the Anderson/Cherokee County line.

“The project is widening for a Super 2, including subgrade work, surface treatment, base and surface hot-mix asphalt, widening structures, bridge rail, metal beam guard fence, signage and permanent striping,” stated the project web page.

MCC crews began their operations in January 2020 and they expect to complete the job in spring 2022. The construction site is located near the city of Palestine, Texas.

Construction Progress To date, Madden Contracting Company has completed the following elements: prep right of way; driveway pipe; shoulder level-up; and southbound Super 2 widening. The remainder of the work is focusing on northbound Super 2 widening; guard rail; seal coating and PFC surface.

The RM 120X mobile impact crusher has a top capacity of 385 tph and an inlet opening of 46 in. by 32 in. TxDOT Awards $81M to Ferrovial for I-35 Reconstruction Ferrovial, via its United States construction subsidiary Webber, was awarded the reconstruction contract for a portion of I-35 in San Marcos, Texas.

The Texas Department of Transportation (TxDOT) selected the company to carry out the contract valued at approximately $81 million.

The scope of the project includes the reconstruction of 2.5 mi. of interstate along with new auxiliary lanes and the demolition and construction of bridges over SH 123, the Blanco River and Willow Creek. It also includes upgrades to the frontage roads and SH 123 intersection.

Overall, the project will have five bridge demolitions, five new bridges built and extensive sewer and electrical improvements.

The project is scheduled to last 42 months with construction starting in September 2021.

I-35 is one of the country’s busiest trade corridors that also serves the daily needs of

local residents and businesses. The existing I-35 corridor spans approximately 550 mi. across the state of Texas from the Mexican border to the Oklahoma state line. It is the

largest interstate highway connecting Mexico and Canada through the U.S. heartland.

Additional Texas Projects Webber is currently working on more than 40 projects in Texas and Georgia. The U.S. subsidiary of Ferrovial was recently

awarded the more than $1.5 billion I-35 Northeast Expansion (NEX) design-build project with sister company Ferrovial Construction. Webber also was selected for the renovation and expansion of the FM 1960 highway in Houston for $70 million; the improvement of I-35 in Laredo for $115 million; and the reconstruction of the Texas highway in Dallas SL 12 for $301 million.

At the beginning of 2020, Ferrovial announced its Horizon 24 Plan, which established the company’s growth focus on the development of sustainable infrastructure with projects of high

concession value and designated North America as a key market for growth and development.

This contract reinforces Ferrovial’s commitment to North America, its main market by revenue. The company has five Managed Lane projects in its portfolio located in Texas (LBJ, NTE and NTE 35W), Virginia (I-66) and North Carolina (I-77).

Emily Dodd: HOLT CAT In an industry seemingly dominated by men, HOLT CAT Regional Sales Manager Emily Dodd knows just how important it is to have a mentor by your side, especially if you are a woman hoping to carve out a niche in the construction business.

According to recent data from U.S. Labor and Statistics, women make up approximately 10 percent of the construction industry, with the female-to-male ratio remaining relatively flat since 1990.

So, what will it take for more women to get involved and make up a much larger percentage of the construction workforce?

“Take a risk,” said Dodd, who has held her position at HOLT CAT servicing the Corpus Christi and Victoria areas for the last four years. “Find a mentor that will believe in you like you believe in yourself.

Collaborate and network, it will make things easier on yourself. At the end of the day, the unity that you will find in making those connections is really powerful. I think sometimes folks like to go ‘lone ranger’.

When you realize that [men and women] are more alike than different, it makes things easier.

“I’ve had many mentors, both internal and external, to the organization,” Dodd added. “I am still very close to my college advisor. He was at my wedding.

He believes in me. I’ve had several vice presidents at my previous companies [who served as mentors].

I’ve had many people who believed in me along the way, and not wanting to let them down has inspired me. I’ve been given opportunities, and living up to those opportunities is something that motivates me.”

Dodd believes the first step in the process to finding out where a woman could fit into this multifaceted business is through figuring out their passion.

Mentorship and encouragement of girls and women alike can help identify the unique strengths that will set each individual up for success.

The second piece of advice Dodd gives to potential women in construction may sound like a bit of a cliché, but it carries a lot of weight: believing in yourself. Self-confidence and reassurance, according to Dodd, are two of the most influential barriers preventing more women from getting their boots in the door of this industry.

“You have to first believe in yourself and value yourself before you expect others to value you,” said Dodd. “So, I think that’s a self-imposed barrier.

Looking inward first, ‘do I value myself?’ You can’t expect an organization to value you if you don’t know your own value. That’s an internal barrier, not an external one.

“It certainly is a male-dominated industry, but the value-based culture at HOLT really allows the framework for inclusion and allows women to be success-

What advice would you give to young women who are thinking about getting into the construction industry?

Dodd: Setting goals, small and large. Take charge of your own career path. Your career path is about your own self-development, so you have to believe in yourself and take control. Self-development means believing in yourself and understanding your selfworth.

One of the examples at HOLT CAT is Corrina Holt Richter, the great-great granddaughter of Benjamin Holt, who introduced the first practical track type tractor in 1904. She demonstrates what it takes to be a successful woman in a leadership role.

“Corrina is a leader of our organization and she has served as such a strong role model of what it looks like to have a strong, independent woman in the construction industry,” Dodd said. “She continues to inspire many throughout the organization. She is certainly someone who sets the tone at our company.

Corrina is somebody that embodies the values of the organization and made it easier to transition to HOLT.” Where do you see the future of women in construction?

Dodd: I think there are more women joining the industry. Let’s be honest, there is a skills gap in this industry. In order to fill that skills gap, women are a natural choice. I have personally seen this gap closing at our local community college. There is a welding program and I’ve heard that the number of women in those classes is increasing. There are more women

What is an example of how a woman can provide a different perspective than a man?

Dodd: I think women bring a different perspective in general. Most things are better with more prospective. As a manager you bring a different perspective.

As a mom you bring a different perspective, you bring a level of compassion and understanding.

Women can challenge others to see things from a different point of view. With COVID, work-life balance has become something to think about. We recently had an employee who came to me and shared that he needed to step away from work because he needed to assist his daughter. In our work environment, the value-based leadership makes it okay to have that conversation. I don’t know if he would have felt as comfortable having that conversation if there wasn’t someone as compassionate on the other side of that. I’ve had to deal with the same [work-life balance] with COVID. What is the most rewarding part about your role now?

Dodd: Seeing others succeed and being one small part of that. I am a coach by nature, so seeing a team or individual win, and knowing that I had a part of that success, gets me out of bed every day. It’s lots of little wins along the way and as a manager that is very rewarding.

Before joining HOLT CAT in 2017, Dodd spent 16 years in various Sales and Marketing roles at Newell - Rubbermaid. Before that, she spent three years at John Deere as a product manager. 

Texas Central Allocates $1.6B Contract forHigh-Speed Rail Texas Central Railroad is leveraging the experience and expertise of Kiewit Infrastructure South Co. [Kiewit] and affiliate Mass. Electric Construction Co. [Mass Electric] to install the core electrical systems needed for the high-speed train from Dallas to Houston to operate. The $1.6 billion contract with Kiewit includes the installation of core electrical systems including critical safety and systems elements like Traction power, signaling and communications equipment to enable the trains to operate safely and ensure the tracks and operators communicate with one another and with network operations.

The core systems that will be installed are a key component of the N700S Shinkansen technology being deployed for the Texas Central Railroad. Texas Central is using an integrated approach ensuring all parts of construction and operations are married together seamlessly both for safety and for efficient and cost-effective operations. Using a "complete systems approach" creates unparalleled safety performance with the trains, infrastructure and supporting highspeed rail technology designed and engineered to work together as an integrated unit, according to the company.

leaders in installing complex and large-scale electric systems and have long track records of delivering high-quality rail systems safely and effectively," said Carlos Aguilar, CEO of Texas Central Railroad. “Combining their experience with the safety of an integrated system is essential to the operation of the Texas Central Railroad. Signing this contract is the next step in making the Texas Central Railroad the first high-speed rail system to be implemented in the United States.”

In its more than 55-year history, it has transported over 10 billion passengers with an impeccable safety record of zero operational passenger fatalities and zero accidents since first deployed. This technology reliably moves more than 400,000 passengers every day.

The project will create an estimated 17,000 direct jobs during the six years of construction, more than 20,000 supply chain jobs and more than 1,400 direct permanent jobs when the train is fully operational. The Texas Central project will use $7.3 billion of materials from U.S. companies across 37 states. And, over the next 25 years, this project will have a direct cumulative economic impact of $36 billion.

Madden, MCC’s supervisor and equipment operator. “Work has been progressing accordingly with the exception of the weather delays. Work space is not an issues as we have an area located on the project rented for the storing of materials that doubles as a location for a field office.

All work is being performed during the day – we do have to start work after 8 a.m. due to the location of the project. We have had a couple of unforeseen issues come up throughout the project, but nothing too major. TxDOT has been acting very quickly to resolve any issues.”

The upgrading of the shoulders and driveways was completed in March 2021.

“We had to perform a level up to correct the cross slope of the existing shoulders,” said Madden. “This required milling a 2-inch joint against the edge of the travel lane and laying hot mix at variable depths in order to achieve the desired cross slope. The cross slope of the finished hot mix was crucial in order to give the subcontractor performing the base work a grade line to use for their work.”

Crucial equipment for the project included cold planers — a Roadtec RX-900, 8-ft. paver and a Roadtec RP-175 — and a Roadtec SB-3000 material transfer vehicle.

“To reduce construction delays for the travelling public, hot mix is being used for the widened pavement instead of flexible base,” said Eric Fisher, TxDOT’s Athens area engineer. “It’s difficult to determine a lifespan for new pavement, but [permeable friction course] PFC typically requires less short-term maintenance than a dense-graded hot mix surface. A PFC is being placed as the final driving surface. This material drains well, which improves visibility during rainfall. This material also has a longer lifespan before repair is anticipated.”

Additional construction includes the installation of the new drainage structures and has crews installing driveway pipe, box extensions and new wingwalls on existing structures.

“The Super 2 widening is finished on the southbound side of the roadway, and we are currently working on the first of two of the widening areas on the northbound,” said Madden.

“TxDOT had a good sequence of how the work should progress on the project,” added Madden. “The main concern in a job this length is not to get ahead of yourself. With the weather in this area, you don’t want any more miles of exposed work areas than you can reasonably manage at any given time.”

Granite Construction Wins Leon Hurse Dam Contract Granite Construction has won a $160 million contract from the Upper Trinity Regional Water District for work on the Leon Hurse Dam project in Ladonia, Texas.

The project is a component of the overall Lake Ralph Hall project which will be one of Texas’ newest lakes and one of the state’s biggest water projects in the last 30 years.

The project will provide crucial water for an area whose population is projected to increase nearly fivefold in the next 50 years.

Granite will be responsible for building a new earthen dam and pertinent structural; as well as electrical, mechanical and architectural facilities, The project is anticipated to provide 45 million gal. per day of water for people in Collin, Denton and Fannin counties as one of Texas’ newest dams.

“Granite has a long history of collaboration and experience working on complex dam projects in Texas and across the U.S.,” said Granite Regional Vice President Matt Shepherd. “Granite’s work on the Leon Hurse Dam will continue our role of constructing important dam structures and water resource projects in Texas.”

The scope of work includes construction of a new 2.3-mi.-long, 108-ft. zoned earthen embankment dam including a 705-ft. long, 104-ft. tall roller compacted concrete and cast-in-place (CIP) concrete spillway with a 120-ft. wide labyrinth weir overflow section, an excavated earthen emergency spillway, a CIP concrete intake structure including screens, sluice gates, stop logs and a vertical lift bridge crane, a CIP concrete valve vault structure housing, and approximately 1,800 ft of new 72-in. diameter mortar lined steel pipeline.

Homeland Security to Fix Flood Issue in Rio Grande Valley SAN DIEGO (AP) The Biden administration announced recently that it will begin work to address the risks of flooding and soil erosion from unfinished sections of the wall on the U.S. border with Mexico and will cancel military-funded contracts as it shuts down one of President Donald Trump’s signature domestic projects.

Construction under the Trump administration “blew large holes” into the flood barrier system of low-lying regions in Texas’ Rio Grande Valley, the Homeland Security Department said. It said it will “quickly repair” the flood barrier system without extending the wall.

Hidalgo County, Texas, officials have expressed alarm about flooding risks during the hurricane season starting in June from breaches in a levee system after Biden halted border wall construction immediately upon taking office in January.

Hidalgo County Judge Richard Cortez recently told Border Report that there were at least four breaches in the levee system protecting Hidalgo County’s low-lying region from floods during a major storm.

The dirt levee was built under 2006 legislation to protect the delta region from flooding but was also a staging ground for Trump’s border wall. Cortez said the areas

Environmental advocates welcomed the announcement.

“This long overdue reprieve is a huge step toward justice for people and wildlife in the borderlands,” said Laiken Jordahl of the Center for Biological Diversity. “We’re

grateful that the Biden administration has stopped this senseless destruction.”

The department said it would also fix “improper compaction of soil and construction materials” along parts of a 14-mi. barrier.

Biden ordered a pause on all wall construction on his first days in office, leaving

billions of dollars of work unfinished — but still under contract — after Trump worked feverishly last year to build more than 450 mi., a goal he said he achieved eight days before leaving office.

Biden gave aides until late March to determine how much it would cost to cancel contracts and whether money could be spent elsewhere.

The Defense Department said it in a statement that it is cancelling contracts and will use unobligated money for military construction projects for its initial purpose. It is reviewing which of the billions of dollars in delayed projects would get priority.

As of Jan. 15, the government had spent $6.1 billion of the $10.8 billion in work it signed contracts to have done, according to a Senate Democratic aide with knowledge of the contracts who spoke on condition of anonymity because details have not been made public. The full amount under contract would have extended Trump’s wall to 664 mi.

Publicly, the Trump administration said it secured $15 billion for the wall. The Senate aide said it was actually $16.45 billion, $5.8 billion of which was appropriated by Congress and the rest diverted from the Defense and Treasury departments. 

Advanced Power Selects Bechtel for Cutlass Solar Project Advanced Power has selected Bechtel to complete the engineering, procurement and construction of the Cutlass Solar Project in Fort Bend, Texas. The solar PV project will add 140 MWDC to the Electric Reliability Council of Texas’ Houston Zone, enough to power approximately 15,000 homes with zero-carbon electricity.

The project will be built on a 700-acre site and will employ more than 200 people at its peak.

for day-to-day operations and scheduling of subcontractors, the Texas paving crew and Madden.

“Most of us have worked together for years, so we know the others’ needs and when to help each other out,” said Madden. “All crews that have been working on the project have been doing outstanding quality work in a timely manner. The cold/wet weather that we experienced this winter has given us some setbacks, but we are on schedule to finish the project on time.”

Peak days have seen up to 20 MCC and subcontractor personnel on-site. The subcontractors include Drewery Construction for prep right of way and subgrade widening; R&G Construction for driveway pipe, box extension and wing walls; and STI for work zone and permanent striping.

Excavation and demolition has generated 3,000 tons of asphalt and 4,000 cu. yds. of earth and rock.

“We have been recycling any usable material generated from the project,” said Madden. “Our hot mix supplier will re-use any of the usable recycle generated from any of the milling for use back in the hot mix. We are very diligent on using recycled materials on our projects whenever we can and whenever the specification will allow it.”

New materials brought will consist of 800 yds. of concrete, 70,000 tons of asphalt and 36,000 yds. of dirt.

Additional equipment being utilized includes: Cat 972 wheel loaders, Cat CB5-54 rollers, excavators for various parts of the project and stabilizers.

“We usually have the normal issues that every contractor deals with – busted hydraulic hoses and normal wear and tear,” said Madden. “We do keep a mechanic on site for our operations. All of the day-to-day issues can be fixed in the field. For anything major, we will haul the machine to our shop.”

Madden Contracting Company purchases and rents equipment from dealerships such as Louisiana Cat and Roadtec.

“We don’t need to much, mainly parts availability to fix any issues with the equipment,” said Madden. “They both have been more than helpful with getting us what we need in a timely manner.”

Project Background/Need This section of highway, two lanes in each direction, was constructed in 1958 and carries 5,000 car and trucks daily.

“This project adds Super 2 passing lanes, improves drainage and improves safety with drainage structure improvements and guardrail upgrades,” said Fisher. “The new passing lanes will improve traffic flow by adding more passing opportunities. The project has been in the planning since 2016. This is Phase 2 of a U.S. 79 corridor improvement from Palestine to Jacksonville. Phase 1 in Cherokee County was completed in 2020.”

To ensure the safety of motorists, the speed limit in the work zone has been reduced to 60 mph. The traffic management plan is based on temporary lane closure, which can cause minor delays.

TxDOT also noted that in the Cherokee County – Jacksonville area — “maintenance crews plan to continue blade overlay on FM 343. The Rusk Maintenance crew will continue edge and base repair operations on FM 1911.

Expect lane closures with traffic control managed by flaggers at both locations.”  CEG

James Bass – currently executive director for the Texas Department of Transportation – expects to join the Central Texas Regional Mobility Authority as its new executive director at the end of May once Texas’ 87th Legislative session concludes.

Bass started his career at TxDOT in 1985 working over several summers in the agency’s Fort Worth District office.

While earning his bachelor’s degree in accounting at the University of Texas at Austin, Bass worked part-time as an engineering aide in TxDOT’s Austin District South Travis/Hays County area office.

Bass held several management positions during his TxDOT career, serving as its finance division’s director and chief financial officer.

In an announcement originally made in late January, the Central Texas Regional Mobility Authority said it chose Bass to be its next executive director in part due to his state-level focus on improving the quality of life for all Texans.

“James stood out not only for the relationships he brings to the table and his successes in bond programs, public-private partnerships and work at the [state] legislature, but most importantly, for his integrity and passion,” explained Bobby Jenkins, the mobility authority’s chairman, in a statement.

“He is incredibly personable with high moral character; we are thrilled he has chosen to bring his immense talent to our organization.” 

Construction is under way at The Stack, a 16-story project in Deep Ellum, a historic downtown Dallas neighborhood.

Derr and Isbell Construction LLC of Euless, Texas, has a long company history of lifting structural steel and precast for projects across the country, and was awarded the contract for the 474,000 sq. ft. (44 036 sq. m) mixed-use development.

The company rented a Link-Belt 140-ton (127-t) TCC-1400 telescopic crawler crane from HOLT Equipment of Irving, Texas, to place more than 250 precast panels on the bottom 10 stories of the new building. The tallest and heaviest precast concrete sections weighed as much as 38,600 lbs. (17,508 kg) and the majority of the panels were 20 ft.

(6.09 m) high and 15 ft. (4.5 m) wide. The topmost panels were placed 100 ft. (30.4 m) from ground level and conceal outside terrace decks.

The precast panels were trailered onto the job site in a tilted position. The TCC-1400 used its stowable 10 ft. (3.04 m) fly for two winch line picks, each with three parts line to rotate the panels for placement. Two series of rolling blocks rigged with sufficient chokers lifted the panels off the trucks and then an additional two series of rolling blocks with four-pick points attached to the top side to rotate the panels upright.

“Rotating the large panels from the street went very smoothly,” said David Walker, the TCC-1400 operator.

The final panels of the project were placed on the south side of the building on Clover Street, an alley only 23 ft. (7.01 m) wide

“We chose the TCC-1400 in large part because it is so easy to maneuver around these city blocks. Whether it’s with pick and carry, or the tighter street requirements presented here in downtown Dallas, it’s an easy crane for this sort of work,” said Derr & Isbell Superintendent Randy Denn.
