$127M Flyover Project Links 290, SH130

In an effort to ease congestion, the Central Texas Regional Mobility Authority (CTRMA) and the Texas Department of Transportation (TxDOT) are overseeing construction of three flyovers at the convergence of 290 Toll and SH 130. The $127 million project will link the two roadways.

“Central Texans’ reliance on the 290 Toll Road as a convenient travel option created a high demand for the roadway, greater than anticipated,” said Mike Heiligenstein, CTRMA executive director. “The number of commuters using the roadway surpassed official projections and led to unsafe traffic congestion at the frontage road intersection of 290 Toll and SH 130.

“Without an efficient link between the two roadways, mobility and safety were compromised during the morning rush hour for southbound SH 130 drivers trying to head westbound on 290 Toll. The new flyovers will provide a free-flowing direct connection between the two facilities, enhancing mobility and safety for all drivers.”

According to Heiligenstein, now is the right time to carry out the work.

“There is no time to waste. The Austin region is one of the fastest-growing areas in the country. Economic forecasters say that the metropolitan area may reach 3.2 million people by 2030. The Mobility Authority’s primary responsibility is working with its partners to create a carefully planned, proactive transportation

system to keep drivers moving.”

The Mobility Authority has systems in place to monitor the operational capacities of roadways and uses a best practices approach to plan and build improvements.

“As soon as we saw the congestion problems beginning to occur, we consulted our partners and got moving.

Everyone at the table agreed that our job is to design and build as efficiently as possible to solve traffic congestion problems head on, and that’s what we were able to do.”

The 290/130 Flyovers Project used innovative approaches and a partnership of administrative resources to deliver project financing and construction which

will expedite the project schedule and reduce risk. The project improves access to downtown Austin for communities along the U.S. 290 and SH 130 corridors by providing a safe and efficient link between the two roadways without drivers having to exit the mainlanes and travel through signalized intersections.

“With the majority of through traffic on the main lanes, the frontage roads carry primarily local traffic, thereby reducing congestion and facilitating safer ingress and egress from businesses.”

Heiligenstein said it’s rewarding to see the progress made since officials first identified the need for improvements. see FLYOVER page 16

Rangers Say Globe Life Field Is About 60 Percent Complete Here is the latest on construction progress from the Rangers: Roof Steel • Progress continues on the installation of 19,000 tons of steel for the roof, spanning 5.5 acres.

• Two out of three pieces on the east fixed truss have been installed. The final piece is expected to be lifted into place at the end of May. • All three pieces of the West Fixed truss have been installed. The final piece of the west roof truss was installed in early April. Together, all three pieces of the west truss weigh 2.4 million lbs. and total 630 ft. in length.

• Construction on the west planar trusses has started.

• Retractable roof construction will begin following the east fixed truss installation. The retractable portion of the roof will add an additional 65 ft. of height to the structure.

Additional Roof Work • ETFE installation has started on the west side of the ballpark. Ethylene Tetraflouroethylene (ETFE for short), a plastic polymer related to Teflon, will cover 10,500 sq. ft. of the ballpark.

• In addition to the roof, the ETFE also will be utilized along concourses to allow natural light into the building.

Concrete Work • Installation of the precast seating risers for the lower concourse started in April in the southwest corner of the site. The rest of the installation for the lower precast risers will follow as roof construction allows. Installation of the upper and main concourse precast concrete risers, which began last July, is completed.

• A total of 115,000 cu. yds. of concrete has been poured on site to this point. Poured onsite concrete is complete in all areas with the exception of the service level.

Structural Steel • Bowl steel was completed in mid-February, using a total of 16,000 tons of steel to construct. The final piece was installed on the upper concourse area of centerfield, the

northeastern portion of the site.

• The bowl steel construction started in June of 2018, taking nine months to complete.

Internal Work • The suites and club spaces have been framed, drywall installed and painting has begun. Suite doors also have been installed.

• Restrooms and concessions are being framed on all levels.

• A limited amount of interior spaces are being painted.

• Tile work has started on the lower concourse and service level in concession and restroom areas.

• Drywall is 50 percent completed in the ballpark.

• Glass has been installed on the upper suite level of the ballpark.

External Work • Glass is going in on the exterior of the building on the south and west sides of the building. East side glass will start mid-May. • Installation of 100,000 sq. ft. of precast architectural con-

crete has been completed. The precast product is designed to look like lueders limestone.

• A million bricks will compose the exterior of Globe Life Field, totaling more than 216,000 sq. ft. All 55,556 sq. ft. of precast brick is complete. The rest will be hand-laid brick.

Miscellaneous • The left field scoreboard steel frame is complete and has been installed in place.

• Aisle railings are in process of installation.

• 13 escalators have been installed on site.

The installation of 24 elevators will begin later this month.

• The four-story office building, located on the southeast side of the site, is 75 percent complete. The interior of the building has been framed, drywall installed and painting has begun.

Facts and Figures • HKS is the design architect for the project and Manhattan Construction Company is the Construction Manager.

• The Globe Life Field team has completed over 2.5 million man hours of work.

• Approximately 1,300 workers are on-site daily.

• The official groundbreaking for Globe Life Field took place on Sept. 28, 2017 with construction beginning the following week.

• The new 1.8 million sq. ft. ballpark is located on 13 acres just south of the current Globe Life Park in Arlington.

• 1.3 million cu. yds. of dirt were removed from the site for excavation, using an estimated 97,000 total truck loads over a five-month span.

• Seating capacity is approximately 40,300 for Globe Life Field, which will open in March 2020.

In November 2016, Arlington voters approved the construction of the $1 billion ballpark.

Existing sales, hotel and rental car taxes will help fund the project, along with a possible $3.00 parking tax at the new ballpark and a tax of as much as 10 percent on ticket sales.

The city is contributing up to $500 million of taxpayer money.

The new stadium guarantees the Rangers stay in Arlington at least through 2054. 

Gov. Abbott Announces Texas Instruments New Facility Gov. Greg Abbott announced that Texas Instruments Incorporated will increase its presence in Richardson, Texas, and build a new 300mm analog semiconductor wafer fabrication facility. TI is a leading global semiconductor design and manufacturing company that employs approximately 11,000 people throughout North America.

Upon completion, the new facility is expected to create more than 488 jobs and represent more than

$3.1 billion in capital investment.

A Texas Enterprise Fund grant of $5.1 million has been extended to TI contingent upon the company fulfilling these investment and staffing commitments.

“The Lone Star State continues to be a leader in the development of innovative technologies because of companies like Texas Instruments,” said Gov. Abbott.

“Made in Texas is a powerful label, and this expansion will create hundreds of jobs, generate billions in

capital investment, and further solidify Texas’ reputation both at home and abroad. I thank Texas Instruments for their investment, and look forward to working with them to build an even brighter future here in Texas.”

“We’ve selected Richardson for our next 300mm analog wafer fabrication facility because of its access to talent, an existing supplier base and multiple airports, as well as operational efficiencies due to the close proximity of the new

Port Arthur Receives Nod for Liquefaction-Export Project Sempra Energy announced its subsidiary, Port Arthur LNG LLC, received authorization from the Federal Energy Regulatory Commission (FERC) to site, construct and operate its natural gas liquefaction-export facility under development in Jefferson County, Texas.

“With today’s FERC order and the commercial momentum of the Port Arthur LNG project, we are one step closer to reaching a final investment decision and delivering low-cost, reliable and clean U.S. natural gas to world markets,” said Carlos Ruiz Sacristán, chairman and CEO of Sempra North American Infrastructure. “Port Arthur LNG should help us achieve our goal to become one of the largest exporters of North American liquefied natural gas [LNG]. We are grateful to all of our stakeholders for supporting this important infrastructure project that is expected to create thousands of jobs and provide economic benefits for years to come.”

In December 2018, Port Arthur LNG and the Polish Oil & Gas Company signed a

definitive 20-year sale-and-purchase agreement for two Mtpa of LNG from the Port Arthur LNG project, subject to certain conditions. Last year, Sempra LNG selected Bechtel as the engineering, procurement,

construction and commissioning contractor for the project, subject to reaching a definitive agreement.

Port Arthur LNG received authorization from the Department of Energy (DOE) in August 2015 to export domestically produced natural gas to countries with which the U.S. has free trade agreements and has a pending application to export natural gas to non-free trade agreement countries.

Development of the Port Arthur LNG project is contingent upon obtaining additional customer commitments, completing the required commercial agreements, securing all necessary permits, obtaining financing, incentives and other factors, and reaching a final investment decision.

Sempra LNG develops, builds and invests in natural gas liquefaction facilities and is pursuing the development of five strategically located LNG projects in North America with a goal of delivering 45 Mtpa of clean natural gas to the largest world markets, making Sempra Energy one of North America’s largest developers of LNG export facilities.

State Asks Feds for Fair Share of Transportation Funding Texas congressional leaders are urging fellow congressional lawmakers to address a longstanding inequity in the share of federal transportation funding Texans receive compared to what the state contributes in federal fuel taxes.

According to the Federal Highway Administration, in fiscal year 2019 Texas will receive only 95 cents in transportation funding for every dollar Texans paid directly into the Highway Trust Fund. While other states receive more than their contributions, Texas is now the only “donor” state to the fund, a status it has held for several years.

In a letter from all 38 members of the Texas congressional delegation to the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure, Texans are asking for this disparate rate of return to be addressed as Congress continues discussions on new infrastructure funding legislation. Currently, Texas directly contributes more than any other state

and receives proportionately less than any other state based on outdated funding formula inputs that have been frozen since 2009.

Greg Abbott. “Texas has been denied a fair return on federal fuel taxes for far too long. It is imperative that an equitable share of these funds be allocated to improving transportation systems right here in

Texas. I urge Congress to put an end to this funding inequity.”

“Texas has always been and continues to be a rapidly growing state,” said Congresswoman Eddie Bernice Johnson (TX-30), who spearheaded the effort to gain support for the letter. “This means addressing our transportation needs is also a growing priority.

Making a necessary correction to the current system of apportionment is crucial to ensuring that our state receives the appropriate level of funding. I am pleased that all 37

of my colleagues in the Texas congressional delegation have signed on to support my letter. The delegation’s support for this initiative will benefit Texans living in all corners of our state. It is our hope that we will succeed in securing more federal transportation funds to help our state. As the longest serving Texan on the House Transportation Committee, I will continue my work on this issue as we seek to improve the infrastructure of our transportation system in Texas.”

While Texas received $0.95, Alaska received $6.78, New York received $1.33, and California received $1.16 for every dollar directly paid into the Highway Trust Fund. Texas also is the only state that effectively receives none of the multi-billion-dollar general fund transfer provided to the Highway Trust Fund in fiscal year 2019. The delegation’s letter notes that these factors amounted to a loss of up to $940 million in taxes paid by Texas motorists and taxpayers.

Bugg recently visited with members of the Texas congressional delegation to discuss progress the Texas Department of Transportation is making to meet these challenges and the need for fair federal funding.

TSTC, MEDCO to Partner on New Diesel Equipment The Marshall City Commission recently approved the Marshall Economic Development Corp. (MEDCO) request to spend more than $170,000 for two mobile diesel engine training modules for Texas State Technical College’s Diesel Equipment Technology program.

“The equipment is the most modern equipment available that complies with all the emission regulatory entities,” said Donna Maisel, MEDCO’s executive director. “This equipment is not available just anywhere.

Having the equipment in Marshall is significantly unique. We are at the forefront of training for this program, which could be accomplished through the partnerships.”

The equipment will be housed at TSTC and used by students. The equipment also can be taken to area recruitment events or used for workforce training.

“This will help our students get the troubleshooting experience needed to be comfortable working with this new technology,” said Brandon Ogden, an instructor in

TSTC’s Diesel Equipment Technology program in Marshall. “Emission standards are changing fast and are here to stay. This new technology will put TSTC at the front lines of the diesel world.”

TSTC’s Diesel Equipment Technology program is one of Workforce Solutions East Texas’ targeted career areas, according to information from MEDCO. Workforce Solutions predicts a 20.6 percent increase in diesel occupations through 2026 in the East Texas workforce development area. Some of the jobs are in farm equipment repair and bus and truck maintenance, according to MEDCO. “Diesel equipment is used in almost every sector of the economy,” Maisel said. “It will continue to grow as well. As most of the labor force is of mature, experienced individuals, interest in this field is vital. Training new people to be able to fill positions as there is a turnover through retirements, etc., will support that growing need.”

As development manager, TDC will facilitate the planning, design and construction of the collaborative space within the project, as

The open spaces will serve different needs for a range of demographics, including a park-like setting, outdoor activities such as volleyball or basketball, and an amphitheater for concerts, films and other entertainment.

The central hub, called TMC3 Collaborative, will serve as the main communal building at the center of the TMC3 Campus. The spacious ground-floor atrium

will encourage collaboration and gathering between top research minds through a diverse mix of food and beverage options.

The upper floors of TMC3 Collaborative will house shared institutional research space and industry partner facilities.

TMC3 will broaden the connectivity throughout the Texas Medical Center, which serves more than 10 million patients a year.

With 50 million square feet already developed, the TMC3 Campus will add 1.5 million sq. ft. That includes 125,000 sq. ft. of commercial and retail space and 125,000 sq. ft. of shared research facilities.

No one at McCourt & Sons was injured, as the NWS warnings gave ample time for everyone to take shelter. The staff then spent the next week clearing debris and keeping the shop open for business, even as clean up began.

McCourt & Sons experienced only a temporary hold up while the tornado wreaked its havoc. Its sales, rentals, parts and service departments were all fully functional and unaffected by the storm.

Howard Energy Announces Completion $24M I-20 Project of Growth Projects in Delaware Basin Begins in Western Ward County

Howard Energy Partners (HEP) announced May 16 that it has completed construction on the majority of its previously-announced crude oil and natural gas gathering and processing infrastructure in the core of the Delaware Basin.

HEP’s Delaware Basin assets are part of a strategic joint venture with WPX Energy that is operated by HEP and supported by an area of mutual interest of more than 600 sq. mi. in Lea and Eddy Counties, New Mexico and Reeves and Loving Counties, Texas. These assets are the initial phase of HEP’s broader strategic plan in the area.

HEP recently commissioned the second 200 million cu. ft. per day (MMcf/d) plant as part of its two-plant, 400 MMcf/d cryogenic processing complex in Reeves County. The first plant came online in September 2018. Referred to as the County Line Facility, the facility also includes 4,000 barrels per day (BPD) of condensate stabilization capacity and provides connections to WhiteWater Midstream and El Paso Natural Gas transmission pipelines; and EPIC and ONEOK West Texas NGL pipelines.

HEP completed more than 50 mi. of crude oil gathering pipelines with 100,000 BPD of capacity, and an associated 50,000-barrel crude oil terminal in Reeves County. HEP has entered into a new contractual commitment to support a significant Delaware Basin producer that will further expand HEP’s crude oil gathering to accommodate the dedication of more than 10,000 additional gross acres.

HEP continues to build out its natural gas infrastructure, recently completing a 23-mi., 24-in. trunkline connecting additional gas processing supplies in the area. Construction is ongoing of approximately 21 mi. of 16-in. high pressure, rich gas gathering pipelines, expected to be complete this summer. Once fully built out, the system will have approximately 800 MMcf/d of throughput capacity. HEP has the capability to expand infrastructure as customers continue to move towards full-scale development.

“The completion of our previously announced projects in the Delaware Basin and our continued presence in the region is part of our broader company strategy to diversify both service offerings and geographic area,” said Mike Howard, HEP chairman and chief executive officer. “We are in the core of the core of the Delaware Basin with multiple productive zones and it will continue to be a growth focus for HEP. The project stretches from the Pecos River near Barstow to 1.5 mi. west of FM 1927 near Pyote. Minor repairs also will be made on the bridge over the Pecos River as part of the project. The contractor plans to start on the east end of the project near Pyote and work in segments of approximately 2 mi. There may be more than one segment being worked on at a time, but the segments won’t be continuous.

The speed limit will be reduced to 70 miles per hour in the work zone. There will be times when lanes will be restricted to widths of 12 ft.

Motorists should use extreme caution in the work zone.

An increased law enforcement presence is possible within the project limits.

The project is expected to take about 18 months.

Jones Brothers Dirt & Paving Contractors of Odessa won the contract with a low bid of $24.1 million.

TxDOT Releases FONSI, Final Assessment for FM 723 Project TxDOT has issued a finding of no significant impact (FONSI) for the proposed FM 723 roadway widening project from Avenue D to FM 1093 in Fort Bend County, Texas.

The proposed FM 723 roadway widening project would include four 11-ft. lanes (two in each direction) and 5.5-ft. wide sidewalks on both sides of the road within the existing right of way (ROW) (typically 60 ft.).

The Brazos River Bridge would be restriped to include four 12-ft. lanes (two in each direction) and a 5-ft. sidewalk on the west side of the roadway, within existing ROW. From north of the Brazos River bridge to FM 1093 the roadway would be widened to four 12-ft. lanes (two in each direction) and 12-ft. outside shoulders. A 2ft. curb offset would be constructed on the inside lanes. The roadway would be divided by an 18-ft. raised median, with intermittent median openings and left turn lanes. The typical proposed ROW width between the Brazos River bridge and FM 1093 is 180 ft.

Six-ft. sidewalks would be constructed within the ROW on both sides of the road-

way beginning from the Brazos River Bridge to just north of FM 1093. In addition, the proposed project includes the construction of six detention ponds located adjacent to the roadway. The proposed project would be 9.23 mi. in length and would require 97.9 acres of new ROW and no temporary or permanent easements are required.

Copies of the approved final Environmental Assessment, FONSI, certification of public involvement and supporting documentation are available for public inspection and reproduction at the TxDOT at the Houston District Headquarters, 7600 Washington Ave., Houston, Texas 77007, 713/802-5260, and online.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT. 

HOUSTON (AP) Exxon Mobil said it plans to spend $2 billion to expand a chemical plant next to the Houston Ship Channel and that the project will create 2,000 temporary construction jobs.

The company said on May 2 it will build a new unit at the Baytown plant to make chemical compounds that give plastics more elasticity and flexibility, and produce ingredients used in engine and industrial oils.

Exxon said the facility should begin operating in 2022.

CEO Darren Woods said the expansion will help Exxon take advantage of its oil and natural gas production in the Permian Basin of Texas and New Mexico.

The company believes global demand for chemicals will grow faster than demand for energy over the next 20 years.

Exxon announced other changes at the Baytown site in 2017. 

Kellerstrass will manage product support sales operations, which includes oversight of 16 product support sales representatives for the company. He will focus on growing parts and service opportunities for KSM, partnering with industry suppliers and engaging KSM’s customer base to ensure their satisfaction. Kellerstrass will work out of the Dallas office.

Kellerstrass has more than a decade of experience in Komatsu dealership operations, joining KSM after a diverse 11-year career in sales and management at Power Motive Corporation in Colorado. In that position, he served in roles as a territory salesmen, rental operations and fleet general manager, and most recently as a corporate product support sales manager.
