Longview Bridge and Road is reconstructing 6 mi. of I-30 from the Arkansas State Line to Kings Highway in the city of Texarkana [Bowie County], replacing the four-

lane [two lanes in each direction separated by a median] asphalt highway with six concrete lanes to handle an increase in traffic that is impacting the area.

The $88.8 million project, taking place in the Texas Department of Transportation’s Atlanta District,

began last August and is scheduled to be completed in June 2024. The initiative is being funded by TxDOT. The work includes demolishing an existing four-lane interstate and widening 5.91 mi. to a six-lane highway; along with a 32,940-sq. see TEXARKANA page 14

Bottom Line Equipment Expanding Its Baytown Facility Two years ago, the management group at Bottom Line Equipment made a commitment that it would double the company’s revenue in five years.

A $4 million investment in its busiest location is the next move in its strategic plan to achieve that goal.

Bottom Line recently broke ground on the expansion at its Baytown, Texas, branch, which is expected to take one year to complete.

Construction of the company’s existing 13-acre site along I-10 will, when complete, double both the shop and office space footprint, while adding a 6,500-sq.-ft. wash rack, according to Kurt Degueyter, Bottom Line CEO, owner and founder.

With more than 400 machines based at the Baytown location, Degueyter said the facility is generally regarded as the largest single store heavy equipment rental operation in the United States. The expansion was not only wanted, but needed, he said.

The new facility will act as a major service center supporting all Bottom Line operations in Texas.

Service of the company’s huge rental fleet will be performed in 20 new service bays, all equipped with overhead cranes.

Master Plan The ambitious five-year plan is not just about revenue. The company also intends to go from seven

(Grand Parkway). Once complete, Loop 99 will connect Baytown to North Houston and the George Bush Intercontinental Airport.

What is now a 90-minute drive will take about 30 minutes, according to Mike Boudreaux, manager of the Baytown location, and will open the Baytown area to the massive development already in the planning stages.

“Being the best is a core value of our company,” Degueyter said when asked about the Baytown upgrade. “The reason we build nice facilities is for our people. We want to have best-in-class buildings that contribute to a great work environment.”

Baytown project, the team will move on to a similar expansion at Bottom Line’s Baton Rouge, La., facility.

Timing Is Everything.

Expansion in Baytown was necessary based on current business, said Degueyter, but its timing could not be better.

Meet Kaisha Plambeck Skanska USA [Editor’s note: this is the first installment of a multi-part series featuring Women in Construction.

Check the next Texas state edition for the next segment.]

Kaisha Plambeck offers a very succinct answer when asked what she likes about being in the construction world — “I really get to be myself.”

The Texas native who once dreamed of a career in design has found both comfort and success as a senior project engineer at Skanska USA and could not be happier.

Working on projects like the demolition and renovation of San Antonio’s City Tower allows the University of Arkansas grad the opportunity to get out from behind her desk and make an impact on some of the most high-profile construction jobs in Texas and beyond.

“I became an outdoor enthusiast while at school in Arkansas,” Plambeck said. “I did a lot of hiking there and really came to appreciate the outdoors. From that point on, I knew that sitting behind a desk all day was not for me. I truly enjoy the outdoor aspect of construction.”

Plambeck earned her civil engineering degree while at Arkansas, along with a minor in geology, and joined Skanska shortly thereafter.

After finishing Skanska’s core competency training program, which included rotations in both the east coast and west coast, as an estimator, assistant superintendent and safety director, she was transferred back to California and became quickly

immersed in a major project.

“I started in heavy civil,” she said, “working as a field engineer in Southern California. That certainly was the foundation of my career, as I got the opportunity to work on the Regional Connector rail project in downtown LA. It was exciting because it was the deepest excavation ever in Los Angeles.”

After five years in California, Skanska gave Plambeck the opportunity to return to Texas, but this time on the building side of construction, as a senior project engineer.

Her current project, City Tower in San Antonio, involves demolition and renovation of a 1960s era high-rise. Plambeck’s duties include construction administration, subcontractor management, meeting coordination and monitoring and documenting progress at the job site.

“Sometimes you have to muster the courage to have a difficult conversation,” she said. “Financial discussions, firing, hiring — those conversations can be tough, but it also strengthens you.”

Just ‘Go for It’ Both men and women in the industry have inspired Plambeck along the way.

She recalled working alongside another project manager, Jodi, who “was definitely an inspiration.”

“Jodi was close to my age and worked her way up from a superintendent to a project manager,” Plambeck said. “I think of her often and the perseverance she displayed.”

Facing Challenges With Courage, Confidence One might expect huge challenges for women choosing to work in an industry so one-sided in terms of male/female ratio.

That’s not necessarily the case, according to Plambeck.

“Most of the challenges I’ve faced have not been a result of being a female,” she said. “Far more challenging,” Plambeck said, “is dealing with all the various personalities you encounter daily.”

The daily challenges she faces have made her a more confident person.

Kaisha Plambeck served as field manager for the Bayonne Bridge reconstruction project in New Jersey.

After five years in California, Skanska gave Kaisha Plambeck the opportunity to return to Texas, but this time on the building side of construction, as a senior project engineer.

Mike Stokes, a Skanska superintendent, was a mentor over the years.

Plambeck strongly endorsed more women entering the construction field.

“I love this profession,” she said, emphatically.

“There might be a fear, an intimidation, because of the magnitude of some of the projects, but it is so rewarding to watch it take shape.”

Her advice to women considering a career in construction?

“Go for it. Give it your all and be yourself. One day in the future, it is going to be normal to see a woman in the field. In order to do that, it starts with you. Any woman with an interest in construction should move forward. Ask questions. Be vocal.”

And perhaps most important, she said, “Be yourself.”  CEG

Officials Green Light $1.7B in Funding for DART Line The Dallas City Council recently unanimously approved continuing with the building of a second light rail alignment going through downtown Dallas, also known as D2.

The city council also said it would support DART in obtaining a Federal Transit Authority [FTA] grant to help fund the project. Right now, the cost estimate for the subway and light rails is $1.7 billion, with up to 50 percent of that number able to be funded with a federal grant.

D2 has been an infrastructure project for the city since 2007. The planned route would include three subway stations and two above-ground stations from Victory Park to Deep Ellum, with service on the green and orange lines. Originally scheduled to be finished in 2024, the subway is on track to be built sometime after 2022 and fully operational in 2028, pending Dallas City Council and DART Board approvals.

DART said the route would not only revitalize the downtown district by giving people more rail travel options in the area and

supporting economic growth, but it would also give more flexibility and structure to DART's existing rail system.

DART Director of External Relations Gordon Shattles confirmed the city council approval, and Dallas Mayor Eric Johnson called the vote “an important step forward for a potentially transformative project for our city.”

“We still have some issues to work out, but I am hopeful that we can find solutions that are in the best interests of the people of Dallas now and in the years to come,” Johnson said.

Downtown Dallas Inc. (DDI) President and CEO Kourtny Garrett said the group is “pleased” with the vote.

“Downtown Dallas Inc. has steadfastly supported D2 for several years,” said Garrett in a statement. “We are pleased that the city council advanced this transformative project.

We will continue to work with all stakeholders to ensure the second Downtown DART line best serves our city.” 

Rosendin Kicks Off Construction On 500-MW Solar Project

The project was designed by H.W. Lochner Inc. and TxDOT. The work has started with the inside lanes adjacent to the median.

Project Progress To date, the contractor has completed Phase 1A scope consisting of the shoulder widening on the eastbound and westbound of I-30 in order to shift traffic to the outer extremities of the highway and is in the middle of completing a portable concrete barrier delineation [Phase 1B] on the inner lanes, which has enabled work to commence in the median work zone. The 2021 construction season is focusing on installing 170,000 sq. yds. of subgrade and pavingoperations for the 48-ft. long median section.

“Additionally, we will demolish and reconstruct a section of the bridge over the KCS railroad near the Arkansas state line,” said Alvaro Lopez Jr., Longview’s project manager.

The new lanes are based on an 8-in. cement treated soil; a 6-in. cement treated base; a 1-in. layer of bond-breaker [hot-mix asphalt]; and topped with 13 in. of concrete pavement. To produce the 450,000 sq. yds. of concrete, Longview has brought in a REXCON concrete batch plant and a new GOMACO GP-3000 slipform paver to place pavement.

“Access to the job site with the heavy traffic is a major challenge for us,” said Lopez.

The 2021 construction season is focusing on installing 170,000 sq. yds. of subgrade and paving operations for the 48-ft. long median section.

“To mitigate this issue we have worked with TxDOT and our engineers to propose/design an access to interstate from our adjacent project yard and TxDOT right-of-way in order to allow for safer work zone entrance.

Construction included a 2.5-wide plane body hangar and a 25,000-sq.-ft. engine build-up area. The hangar included a standard coverage sprinkler system and a foam generator sprinkler system. Work also included approximately 13 acres of new hardstand and taxi lane paving and the renovation of existing Hangar E and the United Stores Facility. The project also incorporated a new 52,000-sq.-ft. shops facility addition to the existing Hangar E Engine Build-Up facility.

Skanska Promotes Joe Lindemann to VP of Operations Skanska USA has announced that Joe Lindemann, an industry veteran with 38 years of experience in commercial construction, has been promoted to vice president of operations in north Texas.

Lindemann, who is based in Skanska’s north Texas office, joined the company in 1983 as a laborer and was most recently a project executive – field operations.

He has served on the construction team for a variety of major projects including Collin College Wylie Campus; the Mayborn Museum Complex for Baylor University; the Dallas Baptist University Women’s Dormitory; Riverside Community Hospital; Metroplex Hospital; Baylor Scott & White; and several projects for the University of Texas at Brownsville.

In his role as project executive – field operations, Lindemann spearheaded the construction of Skanska’s Collin College Wylie Campus project, which opened with great success in 2020. Currently, Lindemann is leading operations of a higher education campus redevelopment project in Fort Worth, Texas.

“Since joining Skanska in 1983, Joe has demonstrated his value as a leader, mentor and motivator,” said Dennis Yung, executive vice president and gen-

Ritchie Bros. Breaks Bidder Record at Fort Worth Auction Ritchie Bros. conducted its largest Texas auction ever in March 2021, attracting 76 percent more bidders year over year and achieving more than $95 million in gross transaction value — surpassing its previous Texas sales record, set in June 2020, by 17 percent.

The auction held from March 17 to 18, 2021, in Fort Worth, Texas, attracted a record of more than 16,000 bidders from 79 countries. Approximately 83 percent of the equipment in the auction was sold to U.S. buyers, including 34 percent sold to Texas buyers, while international buyers from as far as France, Ghana and Vietnam purchased the remaining 17 percent.

“Our consignors are benefiting from

robust equipment and truck demand we are helping drive in 2021,” said Chuck Roberson, regional sales manager of Ritchie Bros. “With all bidding online, demand has skyrocketed over the past year. Our Fort Worth auction saw online pageviews per lot increase 59 percent year over year, while watchlists per lot and PriorityBids increased 78 percent and 157 percent, respectively. As a result, we have a lot of happy sellers right now rushing to get more equipment consigned for our next event.”

Equipment highlights in the Fort Worth auction included a 2015 Tadano GR1000XL-3 4x4x4 rough terrain crane that sold for $385,000 to an online buyer from Indonesia; a 2016 Caterpillar 349FL

hydraulic excavator that sold for $245,000 to a buyer from Texas; and a 2018 Peterbilt 389 T/A sleeper truck tractor that sold for $124,000 to a buyer from Arizona. All items were sold unreserved with no minimum bids or reserve prices.

ers onsite to inspect equipment in person prior to bidding,” added Roberson. “We also sold more than 800 items with our virtual sales option, as many consignors from outside the state were eager to be a part of the sale. Our auctions are becoming more digital and more convenient, resulting in more bidders and better returns for sellers.” 

Paving crews are maximizing their efforts to help reduce construction time.

“We use the temporary access ramp that we constructed from the yard to bring the concrete to the job site,” said Bobby Fuller, Longview’s project engineer. “This gives us direct access to I-30 about three miles before Kings Highway. The concrete we are using typically reaches the desired strength within seven to 14 days. We have work vehicles driving on this surface after that strength value is reached, but full traffic access, naturally, comes well after when all traffic markings, barriers and signs are in place.

“Most of these time frames, however, are largely dependent on weather conditions as temperatures have a large impact on when we can pour concrete that achieves the desired quality and strength outcomes,” Fuller added.

“As seen, the recent snow storms and lower temperatures have halted our operations. The coronavirus outbreak has also provided another unique challenge to day-to-day operations. We have had to, in some cases, shut down crews that had potential exposure to the coronavirus. Fortunately for this project, we are yet to have any major setbacks.”

The demolition and excavation is expected to generate 275,469 cu. yds. of excavation and more than 300,000 sq. yds. of asphalt removal. Newly constructed pavement includes over 162,000 cu. yds. of concrete; 15,431,751 lbs. of steel; and more than 41,000 tons of asphalt.

“Wood County Asphalt, our sister company, produces multiple asphalt products, which allows us to recycle RAP for our projects,” said Lopez. “We have a commitment to recycle materials to make improvements for the community by avoiding waste and keeping material.

“Our mechanic are dealing with hydraulic leaks, hoses, radiator and routine mechanical maintenance,” added Alvaro. “Daily inspections and properly reporting any issues/malfunctions to our mechanical department are the keys to good maintenance on a project.”
