TxDOT Replaces State’s Last Swing Bridge in $43M Project By Cindy Riley

At a cost of $43 million, the Texas Department of Transportation (TxDOT) is replacing the FM 457 swing bridge in Sargent with a concrete corkscrew bridge that will span the Gulf Intracoastal Waterway (GIWW). The construction will provide access for residents on the south side of the waterway. According to a TxDOT consultant who wishes to remain unidentified, “The FM 457 swing bridge in Sargent is in need of replacement because of its age and the high maintenance costs associated with its upkeep. The swing bridge was a retrofitted barge that opened

using a cable and pivot to allow both commercial and recreational vessels to pass. “It required frequent maintenance and operators on duty around the clock. After considering the operating costs of approximately $350,000 per year and time delays for inhabitants and emergency vehicles, a decision was made to replace the bridge with a tall, fixed structure.” Now is a good time to carry out the work, because there is increasing barge traffic in the channel, and the bridge must shut down to traffic. $10M Golden Pass Export Project to Begin Construction The Golden Pass Products LLC export project at the existing Golden Pass LNG facility in Sabine Pass, Texas, is moving forward following a positive final investment decision from its owners, affiliates of Qatar Petroleum and ExxonMobil. Golden Pass awarded the engineering, procurement and construction contracts for the project to a joint venture of Chiyoda International Corporation, McDermott International Inc. and Zachry Group. It also executed a 20-year firm transportation agreement with Enable Midstream Partners. Golden Pass also has secured pipeline capacity on NGPL. The project will have a capacity of around 16 million tons of LNG per year.

“Our team has worked diligently on the design, development and permitting for this world-class LNG export facility, and we are eager to begin construction to bring this exciting project to life,” Sean Ryan, president of Golden Pass Products, said. “We are extremely grateful to our employees, our community and all those who have supported us to help make this happen. This support has been absolutely critical in getting to this point, and we look forward to a long partnership going forward.” Construction on the project is expected to begin in the first quarter of 2019 and will take about five years. see TERMINAL page 13
